Conventional gas is a key energy source for Vietnam but it may not be sufficient to meet growing demand in the future. Unconventional gas could potentially be part of the solution to meet the shortfall. This article examines Vietnam’s institutional and regulatory context to identify key constraints for the development of unconventional gas. Key players from the Communist Party of Vietnam to the Government agencies and local communities will be analysed to understand their roles and interaction. Other major issues such as gas sales price negotiations, access to land, environmental protection and the model form for petroleum contracts will be also discussed. The article concludes that Vietnam is at the early stage of unconventional gas development and therefore more work and effort are required to bring about adequate human and technical capacities, as well as institutional and regulatory infrastructures to deal with the new resource.
