Notes: Conclusions We wish to reiterate that our research is far from finished. We report upon it at this time to make some of it available to interested scholars. Also, certain of its results may already be useful for policy formulation. Although the work on the technical input-output coefficients for the Philadelphia region is complete, and our materials on the federal agency structure of the Philadelphia region are also in satisfactory shape, we still must engage in further explorations on appropriate methodlogy. Such methodology would pertain to the specific adjustments of the technical coefficients, on account of import-export patterns and competitive cost position, which are required or desirable before a matrix is inverted. We then will be in a much better position to design a methodology to attack different kinds of social problems whether they relate to the closing down of wartime operations and conversion programs or to diverse development programs. Pending the attainment of such improved methodology, we still assert that it is desirable to use the methodology that we have, in particular that employed in this paper, to attack basic social problems—especially if we combine this methodology with intuition and good judgement. It is in this context that we have examined the impacts of the Vietnam War on the Philadelphia region and suggested one approach toward the development and consideration of offset programs.
