Abstract We report a new approach to the description of quantum transport phenomena of strongly correlated electrons on the liquid helium surface in a magnetic field. The self-consistent Born approximation (SCBA) theory was re-established for a generalized collision frequency function ν instead of conductivity tensor components, to be valid for any ratio of the cyclotron frequency ωc to ν. It was found that for electron-vapour atom scattering the collision frequency increases faster with the magnetic field than ωc, which explains the discrepancy between experimental data and the previous SCBA theory.
