Notes: Abstract This paper examines the patterns of economic integration and endogenous growth in a two-country overlapping-generations world, in which the formation of children's human capital is financed by parents. It explores the influence of cross-border external effects in human capital on growth. Interestingly, world integration can enhance (reduce) long-run growth in both countries if cross-border external effects in human capital are sufficiently strong (weak).

Notes: Abstract In a vertically differentiated Cournot oligopoly where the high-quality variant of the good requires the use of high-quality labor, firms may either all supply the same quality or differentiate their product. In differentiated configurations the number of firms choosing to supply the high-quality variant is generally above the optimum. The opening of trade between symmetric countries entails a pro-competitive effect that raises welfare through a reduction in average quality. This result contrasts with previous findings concerning the opening of trade in vertically differentiated oligopolistic industries (Gabszewicz, Shaked, Sutton, and Thisse,International Economic Review 22 [1981]; Shaked and Sutton, in Kierzkowski, ed.,Monopolistic Competition and International Trade, Oxford 1984).

Notes: Abstract. Early twentieth century observers argued that recent American immigrants were inferior, and in particular less skilled, than the old. I estimate wage equations for 1909 allowing for different effects by nationality and for different characteristics on arrival. I then apply the estimated wage differentials to the immigrant composition to measure the effect of changing composition on immigrant earnings. Finally I ask how immigrant earning power changed relative to that of native Americans. I conclude that immigrant “quality” in terms of earnings did decline due to shifting composition but these effects are very small compared with those reported in studies of the post-second World War period.

Notes: Abstract. Using two different measures of relative cohort size – one indicating the size and placement of an individual's own birth cohort, and the other, the ratio of young to prime age adults in the United States in that year – it has been possible to isolate strong effects of the population age structure on wages in the United States over the past thirty-three years. These effects have been strong enough that virtually all of the observed change in the experience premium, and a substantial proportion of the changes in the college wage premium, can be explained by the relative cohort size variables alone. Even changes in the amount of within-group variance in wages appear to be largely a function of changing age structure, and absolute wage levels have been strongly affected by these demographic changes, suggesting that population growth can have positive effects on the economy.

Notes: Abstract. Young people of working age tend to be particularly prone to labor market inefficiencies that keep their wages excessively high and their employment excessively low. These inefficiencies are usually magnified through unemployment benefit systems. This paper examines how these problems can be tackled through “employment vouchers,” i.e. hiring subsidies or tax breaks for the unemployed. It examines how vouchers to the young unemployed should differ from those to the adult unemployed. The employment vouchers considered here reduce unemployment and impose no cost on the government, since they are financed by the induced fall in government expenditures on unemployment benefits. Among other things, we find that young workers should receive lower vouchers as displacement of the old rises and as deadweight from providing vouchers to the old increases.

Notes: Abstract. This paper uses the data on males and females from the 1989 Legalized Population Survey (LPS), a sample of aliens granted amnesty under 1986 Immigration Reform and Control Act, to analyse English language proficiency and earnings. We use a model of English language proficiency that is based on economic incentives, exposure and efficiency variables that measure the costs and benefits of aquiring English language skills. Consistent with the model, in this sample of former illegal aliens, English language proficiency is greater for those with more schooling, who immigrated at a younger age, who have been in the United States longer, with a more continous stay, and who have less access to other origin language speakers where they live. Earnings are higher by about 8% for men and 17% for women who are proficient in both speaking and reading English, compared to those lacking both skills.

Notes: Abstract. This paper uses the 1983 Census of Israel to analyze Hebrew speaking skills and the effects of Hebrew fluency on the earnings of adult male immigrants. Hebrew fluency increases with a longer duration in Israel, the presence of children in the household, marrying after immigration, living in an area in which a smaller proportion speak one‘s mother tongue, a younger age at migration, a higher level of schooling and varies by country of birth. Earnings increase monotonically with the use of Hebrew. Speaking English as a second language is associated with higher earnings, even when country of origin is held constant.

Notes: Abstract. Empirical research on US immigrants is reviewed: their productivity and assimilation; their contribution and use of public services; and their impact on native Americans. I discuss the characteristics of cohorts of immigrants that enter the United States at different times, and then quantify the assimilation of immigrants, typically in terms of economic productivity of immigrants compared with natives. Few have found quantifiable negative effects of immigrants on native wages or unemployment in local labor markets, but a more general equilibrium approach than has been empirically implemented may be needed to draw any conclusions regarding the distributional consequences of immigration.

Notes: Abstract In this paper I elucidate the sources of growth of human capital in the course of economic development. On the supply side (Section 1) I include the growth of family income, urbanization, the demographic transition, and the rising cost of time. The supply side alone cannot explain the continuous growth of human capital as it implies a self limiting decline in rates of return below those in alternative investments. Such declines are offset by growing demands for human capital in the labor market. Growth of demand for labor skills is a function of capital accumulation and of technological changes. Evidence on this hypothesis is summarized in Section 2 and on supply responses to growing demand for human capital in Section 3. Changes in the skill and wage structures in the labor market are an important part of the evidence. The reciprocal relation between economic growth and the growth of human capital is likely to be an important key to sustained economic growth. A caveat applies to indirect effects of economic growth on family instability, which may lead to a deterioration of childhood human capital in some sectors of society.

Notes: Abstract This paper explores the dynamics of income inequality by studying the evolution of human capital investment and neighborhood choice for a population of families. Parents affect the conditional probability distribution of their children's income through the choice of a neighborhood in which to live. Neighborhood location affects children both through local public finance of education as well as through sociological effects. These forces combine to create incentives for wealthier families to segregate themselves into economically homogeneous neighborhoods. Economic stratification combines with strong neighborhoodwide feedback effects to transmit economic status across generations, leading to persistent income inequality.

Notes: Abstract This paper lists theoretical reasons why neoclassical models of one-sector growth imply that nations with identical economic structures need not converge to the same steady state or balanced growth path, and outlines the empirical significance and policy implications of conditional nonconvergence. We survey poverty traps in both convex and nonconvex economies with complete market structures. Among the potential causes of traps are subsistence consumption; distorted international trade in intermediate inputs; demographic transitions when fertility is endogenous; technological complementarities in the production of consumption goods, financial intermediation services, manufactures, or human capital; coordination failures among voters; various restrictions on borrowing; indivisibilities in human capital formation or child rearing; and monopolistic competition in product or factor markets.

Notes: Abstract This paper investigates the impact of union coverage on sectoral wages in the Netherlands. The semi-elasticity of the wage rate with respect to union coverage appears to be around 0.05; it is higher in the industrial than in the other sectors. The impact of union coverage on wages appears to be lower in the Netherlands than in the US and the UK. Union coverage increases the weight of internal (sector-specific) factors in wage determination and decreases the weight of external (labour market) factors. Apparently, unions increase the role of rent sharing in wage formation and stabilize employment.

Notes: Abstract Using a computable hedonic equilibrium model of the labor market, we numerically simulate the interactions between workers and firms as tempered by the state and federal regulations intended to influence workplace safety. We compute the changes needed for OSHA to become economically meaningful and determine the impact on safety from further expanding the experience rating of workers' compensation insurance premiums. Most importantly, we show how numerical simulation can serve as a complementary research tool to econometric models. Simulation is well suited for studying extreme policy changes and locating structural conditions pivotal in determining economic outcomes.

Notes: Abstract In this paper we calculate the rate of return to enterprise-related training (ERT) using a simultaneous equations self-selection model of investment in ERT and wages. For participants the expected rate of return to a year of ERT is approximately 28%. For non-participants the rate of return is negative. Although the average rate of return is high, the marginal rate of return is zero or negative. We further find that investments in ERT are not significantly determined by expected returns.

Notes: Abstract Using a maximum likelihood cointegration approach we find two long-run relationships between central government, local government, and private sector wages in Sweden. This means that there is one common trend for the three sectoral wages. Private sector wages are weakly exogenous for the estimation of the long-run relationships. This suggests that the private sector is the wage leader. Testing linear restrictions on the estimated cointegrating space, we reject stationarity for the three relative wages using likelihood ratio-tests. The hypotheses of homogeneity for the two cointegrating vectors, i.e., that wages do not diverge in the long run, is also rejected.

Notes: Summary The study introduces a distinction between two types of labor mobility. Direct job to job changes (which are assumed to be voluntary) and job changes after experiencing an unemployment spell (assumed to be involuntary). Exploiting the close relationship between those two phenomena we adopt a bivariate regression framework for our empirical analysis of data on male individuals in the German labor market. To account for the non-negative and discrete nature of the two counts of job changes in a ten year interval a new econometric model is proposed: the bivariate Poisson regression proves to be superior to the univariate specification. Further, the empirical content of distinguishing between two types of mobility is subject to a test, and, in fact, supported by the data: The hypothesis that both measures are observationally equivalent can be rejected.
