    Description: Why do exercises in collaborative governance often witness more impasse than advantage? This cumulative dissertation undertakes a micro-level analysis of collaborative governance to tackle this research puzzle. It situates micropolitics at the very center of analysis: a wide range of activities, interventions, and tactics used by actors – be they conveners, facilitators, or participants – to shape the collaborative exercise. It is by focusing on these daily minutiae, and on the consequences that they bring along, the study argues, that we can better understand why and how collaboration can become stuck or unproductive. To do so, the foundational part of this dissertation (Article 1) uses power as a sensitizing concept to investigate the micro-dynamics that shape collaboration. It develops an analytical approach to advance the study of collaborative governance at the empirical level under a power-sensitive and process-oriented perspective. The subsequent articles follow the dissertation's red thread of investigating the micropolitics of collaborative governance by showing facilitation artefacts' interrelatedness and contribution to the potential success or failure of collaborative arrangements (Article 2); and by examining the specialized knowledge, skills and practices mobilized when designing a collaborative process (Article 3). The work is based on an abductive research approach, tacking back and forth between empirical data and theory, and offers a repertoire of concepts – from analytical terms (designed and emerging interaction orders, flows of power, arenas for power), to facilitation practices (scripting, situating, and supervising) and types of knowledge (process expertise) – to illustrate and study the detailed and constant work (and rework) that surrounds collaborative arrangements. These concepts sharpen the way researchers can look at, observe, and understand collaborative processes at a micro level. The thesis thereby elucidates the subtleties of power, which may be overlooked if we focus only on outcomes rather than the processes that engender them, and supports efforts to identify potential sources of impasse.
    Description: Warum führen Prozesse der collaborative governance oft eher in die Sackgasse als zum Erfolg? Die vorliegende kumulative Dissertation geht dieses Problem an, indem sie die Mikroebene von collaborative governance analysiert. Untersuchungsgegenstand ist die Mikropolitik, verstanden als weites Spektrum an Aktivitäten, Interventionen und Taktiken, mit denen beteiligte Akteure – seien es VeranstalterInnen, ModeratorInnen oder TeilnehmerInnen – kollaborative Prozesse gestalten. Es ist dieser Fokus auf alltägliche Handlungen und ihre Auswirkungen, so argumentiert die Arbeit, der ein besseres Verständnis ermöglicht, wann und warum kollaborative Prozesse unproduktiv werden. Um dies zu erreichen, verwendet der grundlegende Teil der Dissertation (Artikel 1) Macht als sensibilisierenden Begriff, um die Mikrodynamiken zu untersuchen, welche collaborative governance prägen. Der Artikel entwickelt ein Analysemodell, um die empirische Untersuchung der collaborative governance aus einer machtsensiblen und prozessorientierten Perspektive zu ermöglichen.     Description: We develop a model of optimal carbon taxation and redistribution taking into account horizontal equity concerns by considering heterogeneous energy efficiencies. By deriving first- and second-best rules for policy instruments including carbon taxes, transfers and energy subsidies, we then investigate analytically how horizontal equity is considered in the social welfare maximizing tax structure. We calibrate the model to German household data and a 30 percent emission reduction goal. Our results show that energy-intensive households should receive more redistributive resources than energy-efficient households if and only if social inequality aversion is sufficiently high. We further find that redistribution of carbon tax revenue via household-specific transfers is the first-best policy. Equal per-capita transfers do not suffer from informational problems, but increase mitigation costs by around 15 percent compared to the first- best for unity inequality aversion. Adding renewable energy subsidies or non-linear energy subsidies, reduces mitigation costs further without relying on observability of households’ energy efficiency.

    Description: The Atlantic Meridional Overturning Circulation (AMOC) is likely the most well-known system of ocean currents on Earth, redistributing heat, nutrients and carbon over a large part of the Earth’s surface and affecting global climate as a result. Due to enhanced freshwater fluxes into the subpolar North Atlantic as a response to global warming, the AMOC is expected, and may have already started, to weaken and these changes will likely have global impacts. It is therefore of considerable relevance to improve our understanding of past and future AMOC changes. My thesis tries to answer some of the open questions in this field by giving strong evidence that the AMOC has already weakened over the last century, by narrowing future projections of this slowdown and by studying the impacts on global surface warming.

    Description: Climate change affects societies across the globe in various ways. In addition to gradual changes in temperature and other climatic variables, global warming is likely to increase intensity and frequency of extreme weather events. Beyond biophysical impacts, these also directly affect societal and economic activity. Additionally, indirect effects can occur; spatially, economic losses can spread along global supply-chains; temporally, climate impacts can change the economic development trajectory of countries. This thesis first examines how climate change alters river flood risk and its local socio-economic implications. Then, it studies the global economic response to river floods in particular, and to climate change in general. Changes in high-end river flood risk are calculated for the next three decades on a global scale with high spatial resolution. In order to account for uncertainties, this assessment makes use of an ensemble of climate and hydrological models as well as a river routing model, that is found to perform well regarding peak river discharge. The results show an increase in high-end flood risk in many parts of the world, which require profound adaptation efforts. This pressure to adapt is measured as the enhancement in protection level necessary to stay at historical high-end risk. In developing countries as well as in industrialized regions, a high pressure to adapt is observed - the former to increase low protection levels, the latter to maintain the low risk levels perceived in the past. Further in this thesis, the global agent-based dynamic supply-chain model acclimate is developed. It models the cascading of indirect losses in the global supply network. As an anomaly model its agents - firms and consumers - maximize their profit locally to respond optimally to local perturbations. Incorporating quantities as well as prices on a daily basis, it is suitable to dynamically resolve the impacts of unanticipated climate extremes. The model is further complemented by a static measure, which captures the inter-dependencies between sectors across regions that are only connected indirectly. These higher-order dependencies are shown to be important for a comprehensive assessment of loss-propagation and overall costs of local disasters. In order to study the economic response to river floods, the acclimate model is driven by flood simulations. Within the next two decades, the increase in direct losses can only partially be compensated by market adjustments, and total losses are projected to increase by 17% without further adaptation efforts. The US and the EU are both shown to receive indirect losses from China, which is strongly affected directly. However, recent trends in the trade relations leave the EU in a better position to compensate for these losses. Finally, this thesis takes a broader perspective when determining the investment response to the climate change damages employing the integrated assessment model DICE. On an optimal economic development path, the increase in damages is anticipated as emissions and consequently temperatures increase. This leads to a significant devaluation of investment returns and the income losses from climate damages almost double. Overall, the results highlight the need to adapt to extreme weather events - local physical adaptation measures have to be combined with regional and global policy measures to prepare the global supply-chain network to climate change.

    Description: Abstract The scientific exploration of central and northern Siberia as well as the adjacent Arctic Ocean has been traditionally supported by German scientists, either by German nationals or by naturalized former Germans who had moved to Russia. The history and development of this exploration can be subdivided into four phases: pre-Humboldtian, Humboldtian, post-Humboldtian and modern times. The latest phase unfolded after perestroika opened up a new chapter of access to previously closed regions in northern Siberia and of intimate cooperation between Russian and German science organizations, with the support of the responsible federal ministries both in Russia as well as in Germany. Zusammenfassung Die wissenschaftliche Erschließung des zentralen und nördlichen Sibiriens sowie des angrenzenden Nordpolarmeeres ist traditionell von deutschen Wissenschaftlern unterstützt worden, sei es unter ihrer deutschen Nationalität, sei es als nach Rußland eingewanderte Deutsche, die dort für sich und ihre Familien eine neue Heimat gefunden hatten. Diese wissenschaftliche Erschließung Sibiriens kann in vier Phasen eingeteilt werden: eine pre-Humboldtiane, Humboldtiane, post-Humboldtiane und moderne Phase. Die Perestroika eröffnete Zugang zu vorher gesperrten Gebieten auch für deutsche Forscher und es hat sich in den vergangenen 15 Jahren eine enge Partnerschaft zwischen russischen und deutschen Forschungseinrichtungen entwickelt, die von den verantwortlichen föderalen Wissenschaftsministerien auch finanziell gefördert worden ist.
