Beschreibung: Für Deutschland und viele Industrieländer weltweit wird der Import von grünem Wasserstoff ein zentraler Baustein auf dem Weg zur Klimaneutralität sein. Dabei muss einerseits gewährleistet sein, dass grüner Wasserstoff auch wirklich "grün" im Sinne von klimaneutral ist. Zugleich gibt es immer mehr Forderungen, dass auch andere Nachhaltigkeitskriterien - soziale, ökonomische und ökologische - bei der Produktion und dem Transport von Wasserstoff eingehalten werden. Der politisch getriebene Aufbau einer globalen Wasserstoffwirtschaft bietet von Anfang an die Möglichkeit, diesen Sektor in Einklang mit den bestehenden politischen Zielen zu bringen. Dazu zählen beispielsweise die Pariser Klimaziele oder die Agenda 2030. Die Industrienation Deutschland, die auch in Zukunft auf Energieimporte angewiesen sein wird, kann hier als führende Industrienation als Vorreiter Einfluss nehmen. Damit kann nicht nur sichergestellt werden, dass der nach Deutschland importierte Wasserstoff "grün und nachhaltig" ist, sondern auch die Nachhaltigkeit des globalen Wasserstoffmarktes insgesamt beeinflusst werden. Diese Kurzstudie untersucht, welche bereits existierenden Politikinstrumente geeignet sind, Nachhaltigkeitskriterien für Wasserstoffimporte zu verankern und im Zusammenspiel den Weg zu einem nachhaltigen globalen Wasserstoffmarkt zu unterstützen. Dabei werden ausschließlich Nachhaltigkeitsziele und -kriterien jenseits der Klimawirkung von Wasserstoff analysiert. Es ist unbestritten, dass das zentrale Ziel der Wasserstoffwirtschaft die Reduktion von Treibhausgasen bis hin zur Klimaneutralität ist, was bereits in einer Vielzahl von Studien und Stellungnahmen diskutiert wurde. Daher wird in dieser Studie von der Klimaneutralität des grünen Wasserstoffs ausgegangen, um den Fokus auf die anderen wesentlichen Nachhaltigkeitsaspekte zu lenken, die für den Import von grünem und nachhaltigen Wasserstoff aus dem Globalen Süden von entscheidender Bedeutung sind.

Beschreibung: As the climate crisis is accelerating and the pressure to act is steadily increasing, many companies are claiming themselves or their products carbon neutral. This is usually achieved by offsetting residual emissions with carbon certificates (carbon offsetting). However, recent revelations about the inadequate quality of carbon credits and legal uncertainties surrounding the use of such offset claims are increasingly raising doubts about this approach. This Wuppertal Report examines how the EU can promote integrity in corporate climate action. Taking into account the new framework of the Paris Agreement, the paper outlines various options for how the EU could push for more integrity and effectively combat greenwashing through the targeted use of Article 6 of the Paris Agreement. In their recommendations, the authors advocate addressing the most serious consequences of ongoing offset practices through increased regulation of offset claims. If a ban on offset claims cannot be implemented, claims requirements and carbon offset regulations should be further specified, for example, by prohibiting any type of double counting of emissions reductions. In addition to tightening the rules for corporate offset claims within Europe, the EU could help partner countries make informed decisions when approving climate change mitigation measures and respective carbon credits. The report also emphasizes the EU's special role in international climate negotiations, where it should advocate for a strong legal framework for climate action under Article 6.

Beschreibung: The original objectives for introducing Energy Performance Certificates (EPCs) were 1) to make energy performance transparent in the building market, as a measure of energy costs of using a building that a potential buyer or tenant would be interested in; and 2) to encourage energy efficiency renovation. However, the current implementation of EPC schemes in the Member States still shows significant challenges in achieving these two objectives. The recast of the EU Directive on the Overall Energy Performance of Buildings (EPBD) provides a chance to enhance both the usefulness and quality of EPCs and the EPC schemes overall. This document aims to inform both the debate on the recast of the EPBD and the enhancement of national EPC schemes in EU Member States. It presents the draft policy recommendations of the Horizon 2020 QualDeEPC project for making the EPBD and the national schemes more effective, particularly for deep renovation, and enhance their quality overall. The policy recommendations particularly target the link between EPCs and deep (energy) renovation1, while increasing the levels of ambition and convergence across the EU in terms of building renovation. Deep (energy) renovation is crucial for mitigating climate change and for energy security. The EPBD and all of its articles, as well as national EPC schemes, should aim to make deep (energy) renovation the default. This objective would be embedded and ensured in EPC schemes, if the policy recommendations provided in this document were adopted and implemented.

Beschreibung: The QualDeEPC project is aiming to both improve quality and cross-EU convergence of Energy Performance Certificate schemes, and the link between EPCs and deep renovation: High-quality Energy Performance Assessment and Certification in Europe Accelerating Deep Energy Renovation. The objective of the project is to improve the practical implementation of the assessment, issuance, design, and use of EPCs as well as their renovation recommendations, in the participating countries and beyond. This report serves as a compilation of the project's proposal for an enhanced and converging EPC assessment and certification scheme. It aims to provide a detailed description on the set of practical concepts, policy proposals, and tools for an enhanced EPC scheme towards deep renovation, developed by the QualDeEPC project. The project's substantial proposals both on EU and national level are presented in a comprehensive and rational way, guiding the relevant stakeholders, in particular the policy makers and competed bodies, on which steps need to be followed so as the proposals to be adapted and how the specific values can be determined in MSs. Furthermore, this report includes the project's proposal for defining "Deep Energy Renovation" based on a modified nZEB-based approach. The project's priorities A) to G) addressed are presented in the following order in this document, reflecting the importance of the enhanced EPC template form and the training of EPC assessors in such schemes: A) Improving the recommendations for renovation, which are provided on the EPCs, towards deep energy renovation; E) High user-friendliness of the EPC, by way of an enhanced EPC template form, including an introduction of the proposed "Energy Rating" indicator; D) Regular mandatory EPC assessor training or examination on assessment and renovation recommendations, required for certification/accreditation and registry; B) Online tool for comparing EPC recommendations to deep energy renovation recommendations; C) Creating Deep Renovation Network Platforms (DRNPs); F) & G) Voluntary/mandatory advertising guidelines for EPCs and Improving compliance with the mandatory use of EPCs in real estate advertisement.

Beschreibung: Aufgrund der Wechselwirkungen mit sozialen, ökonomischen und ökologischen Zielen ist die Kreislaufwirtschaft möglicherweise ein Handlungsbereich mit systemischer Schubkraft für die integrierte Nachhaltigkeitsentwicklung von NRW. Sie ist deswegen auch für die Umsetzung der NRW-Nachhaltigkeitsstrategie, die 2016 zum ersten Mal aufgelegt und 2020 aktualisiert wurde, von besonderem Interesse. Aus diesem Grund hat sich das Wuppertal Institut im Rahmen des Forschungsprojekts "Nachhaltigkeitsstrategie NRW - Vertiefungsanalysen zur Umsetzung aus wissenschaftlicher Sicht" in einem Forschungsmodul mit der Umsetzung der Kreislaufwirtschaft im Kontext der Gesamtwirtschaft von NRW beschäftigt und hier insbesondere die Auswirkungen des europäischen, politischen Rahmens auf die Aktivitäten in NRW in den Blick genommen. Mit anderen Worten, das nachfolgende Arbeitspapier nimmt den European Green Deal und seine Bedeutung für NRW in den Blick und fragt: Welche Herausforderungen für NRW lassen sich aus dem Green Deal ablesen, wie und in welchen Sektoren kann/soll NRW eine Transformation zur Kreislaufwirtschaft einleiten und welche Bedingungen müssen dabei beachtet werden? Methodisch basiert diese Auswertung auf der Analyse relevanter Primärdokumente sowie der Sekundärliteratur zur Umsetzung der Kreislaufwirtschaft im politischen Mehrebenensystem. Dabei soll das Papier kein industriepolitisches Innovationsprogramm entwerfen, sondern eine Handreichung zur weiteren Diskussion von potenziellen Maßnahmen und Politikvorschlägen im Hinblick auf die zu entwickelnde Kreislaufwirtschaftsstrategie darstellen.

Beschreibung: A sectoral perspective can help the Global Stocktake (GST) to effectively achieve its objective to inform Parties' in enhancing subsequent NDCs and in enhancing international cooperation. Specifically, granular and actionable sectoral lessons, grounded in country-driven assessments, should be identified and elaborated. To be effective, conversations on sectoral transformations need to synthesise key challenges and opportunities identified in the national analyses and link them to international enablers; focus on systemic interdependencies, involve diverse actors, and be thoroughly prepared including by pre-scoping points of convergences and divergence across transformations. We specifically recommend that: the co-facilitators of the Technical Dialogue use their (limited) mandate to facilitate an effective conversationon sectoral transformations e.g. by organising dedicated informal seminars in between formal negotiation sessions; key systemic transformations necessary toachieve net-zero by mid-century should be spelled out and included in the final decision or political declaration of the GST; and the political outcome of the GST should mandate follow-up processes at the regional level and encourage national-level conversations to translate the collective messages from GST into actionable and sector-specific policy recommendations.

Beschreibung: Ende März 2022 veröffentlichte die Europäische Kommission ihre neue EU-Strategie für nachhaltige und zirkuläre Textilien. Die ambitionierte Vision: Textilabfälle sollen reduziert, zirkuläre Maßnahmen gefördert und negative Umweltfolgen der Textilindustrie minimiert werden. Doch wie sieht eine Textilwirtschaft, die Textilien im Kreislauf führt, aus und welche politischen Anforderungen ergeben sich daraus für Deutschland? Der vorliegende Zukunftsimpuls des Wuppertal Instituts zeigt, welche Position Deutschland in der Transformation hin zu einer zirkulären Textilindustrie einnehmen könnte.

Beschreibung: A large number and variety of activities are being undertaken to introduce Digital Product Passports (DPPs). However, only a few DPPs have made it into practice so far, so there is some uncertainty about which impact DPPs will actually have. With this paper, we aim to provide a structured overview of the current development of DPPs. We provide insights of 76 current corporate, policy, and research activities that exist and their objectives. To allow for a structured assessment and discussion of the diverse approaches we defined 13 criteria for a comparable description, categorization and evaluation. We expect that this overview will not only encourage feedback and contributions from the DPP community, as well as valuable discussions with and among experts. It is also intended to help promote and facilitate the adoption of DPPs for the Circular Economy by facilitating collaborations and suggestions for ongoing activities.

Beschreibung: Der Begriff "Pfand" umfasst in seinen konkreten Anwendungen ganz unterschiedliche Konzepte, die sich mit unterschiedlichen Zielsetzungen auf verschiedene Produktgruppen beziehen und dabei sehr unterschiedliche Effekte auslösen. Zentrales Ziel dieser Kurzstudie ist es, zu einer etwas differenzierteren Betrachtung von Pfandsystemen beizutragen und auf die Stärken und Schwächen in den verschiedenen Anwendungskontexten hinzuweisen. Mit diesem Ziel werden in Kapitel 2 verschiedene Best-Practice-Beispiele dargestellt, bei denen die Einführung von Pfandsystemen in verschiedenen Formen zur Umsetzung einer Kreislaufwirtschaft beigetragen haben. Kapitel 3 beschreibt die verschiedenen Kriterien, auf deren Basis sich unterschiedliche Pfandsysteme für konkrete Produktgruppen begründen lassen könnten; ein spezifischer Fokus wird hierbei auf Verpackungssysteme gelegt. Im abschließenden Kapitel 4 werden davon ausgehend Handlungsempfehlungen entwickelt, wie das Instrument Pfand in Deutschland in möglichst effizienter Form genutzt werden könnte.

Beschreibung: Autowerke stellen ihre Produktion ein, die Börse stürzt ab, überall sieht man leere Straßen und Cafés und plötzlich ist Homeoffice für einen Großteil der arbeitenden Bevölkerung in Deutschland die Empfehlung oder gar eine Vorgabe. Die Corona-Pandemie bestimmt unseren derzeitigen Alltag und trifft Deutschland, Europa und die Welt zu einer Zeit, in der es ohnehin eine Vielzahl an gewaltigen Herausforderungen zu lösen gilt. Wirtschaftliche Hilfen sind während und im Nachgang einer solchen Krise unerlässlich, primär gilt aber die Konzentration auf die Verhinderung der ungebremsten Ausbreitung der Pandemie und auf die Begrenzung der gesundheitlichen Folgen. Zur Überwindung der langfristigen wirtschaftlichen Folgen derart disruptiver Entwicklungen sind Konjunkturprogramme und strukturelle Hilfen ein probates Mittel. Sie dürfen aber nicht nach dem "Gießkannenprinzip" verteilt werden, finanzielle Unterstützung muss zukunftsgerichtet für dringend notwendige Investitionen erfolgen. Ziel muss sein, damit erforderliche nachhaltige Transformationsprozesse innerhalb unserer Wirtschaft und Gesellschaft wie den Klimaschutz voranzutreiben. Die Vorbereitungen dazu müssten jetzt schon getroffen werden, sagen Manfred Fischedick und Uwe Schneidewind. Welche Kriterien und Maßnahmen es dafür braucht, zeigt ihr vorliegendes Diskussionspapier.

Beschreibung: Die Wirtschaftsleistung von Deutschland ist durch die Corona-Pandemie stark beeinträchtigt. Um die Wirtschaft zu beleben, einigten sich die Regierungsparteien am 3. Juni 2020 in ihrem Koalitionsausschuss auf ein "Konjunktur- und Krisenbewältigungspaket" sowie ein "Zukunftspaket" in Höhe von insgesamt 130 Milliarden Euro. Für 2020 und 2021 sind fast 60 Maßnahmen vorgesehen, die von steuerlichen Vergünstigungen bei der Mehrwertsteuer bis hin zu konkreten Investitionen in Zukunftstechnologien reichen. Mit Blick auf den Klimaschutz beinhaltet das Maßnahmenpaket der Großen Koalition zwar gute Ansätze und viele wichtige Impulse, die allerdings zu verpuffen drohen, wenn sie nicht durch eine konsequente und nachhaltig ausgerichtete Klimapolitik flankiert werden. Zudem fehlen für den Klimaschutz wichtige Bereiche, wie Investitionen in die Kreislaufwirtschaft. Außerdem werden Maßnahmen zur Steigerung der Energieeffizienz nur unzureichend berücksichtigt. Gerade in diesen Bereichen hätten sich konjunkturbelebende Effekte und Klimaschutz in idealer Form ergänzen können, kritisiert das Wuppertal Institut. Dieses Diskussionspapier reagiert auf die vorliegenden Vorschläge und fasst zusammen, welche Maßnahmen im Rahmen der jetzt anstehenden Umsetzungsphase nachgebessert werden sollten und wo Ergänzungen notwendig sind.

Beschreibung: Durch den "European Green Deal" und den "Circular Economy Action Plan" der Europäischen Union (EU) hat die EU-Produktpolitik 2019 und 2020 neue Impulse erhalten. In beiden Strategiepapieren der Europäischen Kommission wird ein elektronischer bzw. digitaler Produktpass als wesentliches Instrument für eine klimaschonende und ressourceneffiziente Wirtschaft genannt. Dieser soll unter anderem Informationen über Herkunft, Zusammensetzung, Reparatur- und Demontagemöglichkeiten eines Produktes sowie über die Handhabung am Ende seiner Lebensdauer liefern. Auch auf nationaler Ebene wird das Thema "digitaler Produktpass" diskutiert und insbesondere in der Umweltpolitischen Digitalagenda des Bundesumweltministeriums als zentrale Maßnahme genannt. Auch wenn das Thema derzeit stärker in den Mittelpunkt rückt, ist ein breit anwendbarer digitaler Produktpass in der Praxis bislang nicht etabliert. Erste Teilansätze bestehen, die allerdings bislang oftmals nicht durch verpflichtende Standarddatensätze oder zentrale Datenbanken institutionalisiert sind. Entsprechend sind auf politischer Ebene auch noch keine konkreten und umfassenden Konzepte vorhanden, wie ein solcher umfassender Produktpass in Zukunft ausgestaltet und implementiert werden soll. An diesem Punkt setzt diese Kurzstudie an. Sie greift hierbei auch Erfahrungen aus bestehenden Projekten und Initiativen auf, bei denen bereits Erkenntnisse hinsichtlich der (Teil-)Umsetzung von unterschiedlichen Konzepten rund um das Thema Produktpass gewonnen werden konnten. Diese Kurzstudie hat entsprechend das Ziel, den aktuellen Diskussionsstand zum Thema "digitaler Produktpass" kompakt darzustellen und Handlungsoptionen für eine mögliche Umsetzung zu skizzieren. Dabei hat sie nicht den Anspruch und die Möglichkeit ein umfassendes Konzept zu erarbeiten, sondern soll erste Ansätze und Optionen vermitteln, um weitere Diskussionen und Forschungsansätze anzuregen. Insbesondere soll die Kurzstudie Impulse für anschließende Initiativen auf nationaler und europäischer Ebene liefern.

Beschreibung: Das vorliegende Papier zeigt, welche Weichen die Politik stellen muss, um den Gebäudebestand bis 2045 klimaneutral zu machen. Im Fokus stehen höhere Effizienzanforderungen für Bestands- und Neubauten, ein schnellerer Ausstieg aus Gas- und Ölheizungen, gleichzeitig aber auch höhere Anreize und bessere Unterstützung für Gebäudebesitzende sowie warmmietenneutrale Sanierungen, um Mietende vor einer Überlastung zu schützen. Dabei müssen bestehende Gebäude so renoviert werden, dass sie ähnlich wie Neubauten kaum noch Energie verbrauchen. Gleichzeitig müssen Heizenergie und Stromversorgung komplett auf erneuerbare Energien umgestellt werden. Zudem muss durch intelligentere Nutzungskonzepte der Anstieg der Gebäudeflächen gebremst werden. Die kommende Legislaturperiode ist somit entscheidend, damit Klimaneutralität im Gebäudesektor bis spätestens 2045 erreicht werden kann. Dieser Zukunftsimpuls schlägt daher ein 14 Maßnahmen umfassendes und konsistentes Politikpaket vor. Neben den oben genannten Maßnahmen des Förderns und Forderns gehören dazu insbesondere klare Vorgaben für eine bessere energetische Sanierung und ein deutliches Ziel für den Ausstieg aus fossilen Gas- und Ölheizungen, die allen Beteiligten Sicherheit geben. Individuelle Sanierungsfahrpläne für alle heute noch nicht effizienten Gebäude bis spätestens 2028 und kommunale Wärmepläne helfen den Gebäudebesitzenden bei der technischen Entwicklung ihrer Gebäude und der Investitionsplanung. Häufig sind es die nicht-monetären Hemmnisse, die maßgeblich für die geringe Sanierungsrate sind. One-Stop-Shops verringern die Hemmschwelle Maßnahmen umzusetzen. Darüber hinaus wirkt Quartiersmanagement unterstützend und hilft Kräfte zu bündeln.

Beschreibung: Eine erfolgreiche Energiewende setzt nicht nur Innovationen voraus, sondern erfordert auch eine aktive Exnovation der fossilen Energieerzeugung. Die vorliegende Masterarbeit zielt deshalb darauf ab, Herausforderungen und Ansatzpunkte für eine Verständigung zwischen Gewerkschaften und Umweltverbänden zur der Zukunft Kohleenergie zu untersuchen. Leitend sind zwei Fragen: Erstens und empirisch: Welche Argumente vertreten Umweltverbände und Gewerkschaften hinsichtlich eines Kohleausstiegs? Zweitens und verbunden mit der gewählten theoretischen Perspektive der Sozialen Ökologie: Welche Bezogenheiten und Trennungen werden zwischen den jeweiligen Verständnissen von Natur, Gesellschaft und Ökonomie in den Argumenten der Akteure sichtbar? Dafür wurde im theoretischen Teil der Arbeit eine sozial-ökologische Perspektive auf die energetische Kohlenutzung und das sogenannte Jobs versus Environment Dilemma erarbeitet. Im empirischen Teil werden mittels einer qualitativen Inhaltsanalyse über 100 Veröffentlichungen verschiedener Gewerkschaften und Umweltverbände aus dem Zeitraum von Ende 2014 (erster politischer Vorstoß zur Reduzierung der Kohleverstromung) bis Anfang 2019 (Ende der Kommission "Wachstum, Strukturwandel und Beschäftigung") ausgewertet. Als Ergebnis legt die Arbeit die Argumente der Akteure vergleichend dar, zeigt auf, wie sich diese im Verlauf des Untersuchungszeitraums verändern und welche Gemeinsamkeiten und Unterschiede, Annäherungen und Distanzierungen zwischen den einzelnen Akteuren und Akteursgruppen bestehen. Darauf aufbauend wird der Umgang der Akteure mit dem Jobs versus Environment Dilemma aus der Perspektive der Sozialen Ökologie diskutiert und verglichen. Die Erkenntnisse der Forschungsarbeit legen nahe, dass der gewerkschaftliche Ansatz von Just Transition bzw. "gerechtem" Strukturwandel mit Klima- und Umweltgerechtigkeitskonzepten verknüpft werden muss, um einen umfassenden inter- und intragenerationellen Gerechtigkeitsanspruch zu erfüllen. Damit der Kohleausstieg und weitere Exnovationsprozesse als sozial-ökologische Transformation gestaltet werden können, ist es notwendig, sowohl die aktuelle ökonomische Abhängigkeit von Arbeitenden in betroffenen Branchen zu verstehen als auch den Klimawandel nicht nur als ökologische, sondern auch als soziale und ökonomische Frage anzuerkennen.

Beschreibung: Angesichts des fortschreitenden Klimawandels ist eine Abkehr von der Nutzung fossiler Brennstoffe unausweichlich. Dies spiegelt sich nicht zuletzt auch in der politischen Entscheidung zum Ausstieg aus der Kohleverstromung in Deutschland wider, welche neben ökologischen Auswirkungen auch soziale und wirtschaftliche Effekte auf die Gesellschaft im Rahmen des Strukturwandels hat. Begleitet wird dieser Wandel von einer politischen und wirtschaftlichen Debatte, welche bisher in der Literatur noch nicht systematisch analysiert wurde. Folglich ist das erste Ziel der vorliegenden Masterarbeit die Analyse des politischen und wirtschaftlichen Diskurses relevanter Akteure zum deutschen Kohleausstieg. Die Analyse bezieht sich auf zwei ausgewählte Braunkohlereviere: das Rheinische und Lausitzer Revier. Das zweite Ziel der Masterthesis ist es zwei wirtschaftlich vermutlich stark vom Kohleausstieg betroffene Akteure der Region zu analysieren: Die Energieversorger RWE (Rheinisches Revier) sowie LEAG (Lausitzer Revier). Hierfür wurde untersucht, welche potenziellen Auswirkungen die Unternehmensstruktur und -strategie der Energieversorger der Reviere auf den Diskurs und folglich den Strukturwandel haben. Mittels einer Literaturrecherche wurde zunächst ein Überblick über die Entwicklung und Gründe des Kohleausstiegs in Deutschland sowie dessen Auswirkungen auf den Strukturwandel gegeben. Zudem wurden Unternehmensprofile zu RWE und LEAG mit einem Fokus auf Unternehmensstruktur sowie -strategie erstellt. Es folgte eine Analyse des politischen und wirtschaftlichen Diskurses mittels der Discourse Network Analysis, welcher als ein mixed-method Ansatz die Kombination einer qualitative Inhaltsanalyse mit einer quantitativen Netzwerkanalyse ermöglicht. Hiermit konnte zum einen analysiert werden, welche Themen Bestandteil der jeweiligen regionalen Diskurse sind und zum anderen welche inhaltlichen Positionen die Energieversorger im Diskurs einnehmen. Zudem konnte ausgewertet werden, mit welchen Akteuren die Energieversorger ähnliche sowie konkurrierende Haltungen gegenüber Diskursinhalten aufweisen. Anschließend wurden die Ergebnisse anhand der Erkenntnisse aus der Literaturrecherche zu regionalen soziökonomischen Gegebenheiten der Reviere sowie der jeweiligen Unternehmensstruktur und -strategie in Kontext gesetzt und bewertet. Ein zentrales Ergebnis dieser Arbeit ist, dass der Diskurs im Rheinisches Revier grundsätzlich optimistischer gegenüber dem Kohleausstieg sowie Strukturwandel geführt wird als im Lausitzer Revier. Ein weiteres zentrales Ergebnis ist, dass RWE im rheinischen Diskurs sehr aktiv ist, im Mittelpunkt der Diskurskoalitionen steht und eine positive Haltung gegenüber den für den Kohleausstieg relevanten Themen einnimmt. Auffällig ist hierbei die besonders hohe diskursive Schnittmenge zwischen RWE und den Grünen NRW. LEAG hingegen befindet sich im Lausitzer Diskurs in einer Braunkohle befürwortenden Koalition und verhält sich allgemein weniger proaktiv zu Themen, die den regionalen Strukturwandel fördern könnten; dem Kohleausstieg steht LEAG generell negativer gegenüber. Der kausale Zusammenhang zwischen der Unternehmensstruktur und -strategie sowie den Auswirkungen auf den jeweiligen regionalen Diskurs konnte mit der vorliegenden Methode nicht vollständig geklärt werden. Allerdings konnte mittels der Discourse Network Analysis die Rolle von RWE und LEAG im Kontext der jeweiligen Diskurse zum Kohleausstieg in Deutschland erstmals systematisch analysiert werden und schlussendlich zu einem besseren Verständnis der politischen Auseinandersetzung rund um den Kohleausstieg auf regionaler Ebene beitragen.

Beschreibung: While the Paris Agreement (PA) has enshrined ambitious long-term objectives, the current actions of the Parties to the Agreement fall far short of these goals. The Global Stocktake (GST), established in Art. 14 of the PA, may help narrow this gap between ambition and action: its purpose is to review the implementation of the PA and to assess the collective progress of the international community towards Paris goals. While some general modalities on how to conduct the GST have been adopted, the details are still to be determined. The objective of this report is to analyze existing international regimes as regards their review processes, the contribution of these review processes to various governance functions and, finally, to derive lessons for the GST. Processes analyzed include: the design of the upcoming Global Stocktake itself, the Talanoa Dialogue (TD) which is the direct precursor of the GST, the Agenda 2030 High-Level Political Forum (HLPF), which features a regular stocktaking process focused on progress toward the Sustainable Development Goals (SDGs), the review processes of the UN human rights system (UNHRS) and the review processes and assessment panels of the Montreal Protocol (MP). The analysis of each review process is organised in four section: (1) political background and context, (2) technical and organisational details of the processes, (3) interface between the political and technical processes, and (4) how the review processes contribute to achieving the objectives of the respective regime, particularly governance functions of the regime (guidance and signal, transparency and accountability, and knowledge and learning).

Beschreibung: Any energy efficiency impact evaluation can be done from different analytical perspectives, e.g. the investor/end-user perspective, program administrator perspective or the societal perspective. COMBI applies the "societal perspective", as this is most relevant for policy-making. COMBI draws on a reference scenario until the year 2030 including existing (partially already ambitious) policies. By modelling 21 sets of "energy efficiency improvement" (EEI) actions, a second efficiency scenario was modelled amounting to additional energy savings of around 8% p.a. in 2030, that is comparable to the EUCO+33 to EUCO+35 scenario. This D2.7 quantification report summarises the quantification approaches applied in the COMBI project and main project findings. It therefore draws on other COMBI reports that contain this information in greater detail in order to summarise quantifications. The report is structured in three main sections: 1. The COMBI approach and methods, explaining key methodological approaches both for individual impact quantifications and for the aggregation of impacts 2. Quantification results, giving an overview on main figures of quantified indicators and 3. Insights from cross-impact analysis, which gives a comparison between monetised impacts and presents their use for Cost-Benefit calculations in the COMBI online tool.

Beschreibung: Much of the current literature on climate clubs sees mitigation costs creating free rider incentives as the main problem of climate policy. Climate clubs are supposed to solve this problem by creating additional incentives for mitigation. Looking more in detail, one sees that the situation differs from sector to sector. Some industry sectors indeed have substantial cost and competitiveness issues. In others such as electricity and transport, there are costs at micro level but balance for economy and society as a whole is rather positive. International climate policy in general and clubs in particular should therefore be tailored to sectoral specifics.

Beschreibung: The COMBI project aimed at quantifying the multiple non-energy benefits of energy efficiency in the EU-28 area and incorporate those multiple impacts into decision-support frameworks for policy-making. Therefore, all multiple impacts of energy efficiency are analysed from an overall societal view in the project. The COMBI policy recommendations resulting from the evaluation outcomes are presented in this report. COMBI draws on a reference scenario until the year 2030 including existing policies. By modelling 21 sets of "energy efficiency improvement" (EEI) actions, a second efficiency scenario was modelled amounting to additional energy savings of around 8% p.a. in 2030, and that is comparable to the EUCO+33 to EUCO+35 scenario. All figures quantified by COMBI relate to additional values, i.e. additional impacts resulting from additional EEI actions beyond the reference scenario as a consequence of additional policies. The project quantified in total 31 individual impact indicators with appropriate state-of-the-art models.

Beschreibung: Despite a strong connection between the Paris Agreement and the 2030 Agenda for Sustainable Development, climate change mitigation actions and sustainable development objectives are oftentimes not aligned efficiently, causing conflicts between the objectives. This thesis creates a systematic overview of conflicts of three renewable energy technologies with the Sustainable Development Goals (SDGs) by a literature review in Web of Science. The technologies solar energy, wind energy and hydropower function as examples for climate change mitigation actions. Out of 530 screened articles, 63 demonstrated conflicts. The systematic overview reveals that conflicts are different for each technology, but conflicts in regard to biodiversity loss and the degradation of natural habitats (SDG 15) and inequalities (SDG 10) were frequently identified for all technologies. The results of the systematic overview suggest that the site selection and the decision-making process on the construction of renewable energy projects are crucial stages to avoid conflicts with the SDGs.

Beschreibung: Since urban processes need models of possible futures (referred to as travelling concepts) to drive their development, this study investigates whether planned-from-scratch smart city Kashiwa-no-ha International Campus Town Initiative can produce such an image with its smart governance approach, that is combined with an urban living lab. Using geographical governance research in relation to urban development processes as a framework, this master's thesis derives its own definition of the fuzzy concept of smart governance within the smart city vision based on a socio-geographical understanding of space, here referred to as Smart Urban Governance. Additionally, a set of indicators for the operationalisation of Smart Urban Governance is designed and applied to the case study. Methodologically, the thesis pursues a qualitative approach and, in this context, carries out a descriptive and normative governance analysis of Kashiwa-no-ha on the basis of the existing literature and empirical surveys conducted by the author. In summary, the strong role of academia in the urban planning context of community-building in Kashiwa-no-ha is exemplary and has led to a collaborative code of conduct between the traditional actors, mediated by a public-private-academic partnership, as well as to co-innovation between the city, developers, and citizens in form of a public-private-people partnership. Although the flagship project successfully addresses a large number of the Smart Urban Governance indicators defined in this context, there is potential for improvement, for example, in terms of participation, transparency, inclusion, and public spaces. Since Kashiwa-no-ha Smart City is still in an implementation phase until 2030, the thesis concludes with a forecast and a recommendation for action based on a strengths, weaknesses, opportunities, and threats analysis.

Beschreibung: Die gestiegene gesellschaftliche Relevanz von Reallaboren für die Gestaltung einer nachhaltigen Zukunft wird durch den vermehrten Einbezug von Reallaborkonzepten in verschiedenen politischen Strategien auf nationaler und internationaler Ebene deutlich. Weniger klar ist bisher, wie Reallabore für eine umweltorientierte Digitalpolitik genutzt werden können. Die vorliegende Kurzstudie "Reallabore als umweltbezogenes Politikinstrument" stellt konzeptionelle Grundlagen für Reallabore als Politikinstrument einer transformativen Umweltpolitik dar und leitet Handlungsempfehlungen für den zielgerichteten und wirkungsvollen Einsatz von Reallaboren im Rahmen einer umweltorientierten Digitalpolitik ab. In der Kurzstudie werden im Sinne der Digitalagenda des Bundesministeriums für Umwelt, Naturschutz und nukleare Sicherheit Reallabore als "Experimentierräume für digitalbasierte sozialökologische Innovationen, in denen digitale Tools, Anwendungen und neue Kooperationsstrukturen entwickelt und modellhaft getestet werden können" verstanden. Es wird erläutert, dass Reallabore auf bewährten Handlungsansätzen aufbauen und im Kontext einer nachhaltigen Digitalpolitik eine geeignete Ergänzung und Weiterentwicklung bisheriger Umweltpolitik darstellen können. Um Reallabore für digital- und umweltpolitischen Ziele besser zu nutzen, werden die drei folgenden Strategien empfohlen: I) Förderprogramm für Reallabore der nachhaltigen Digitalisierung, II) Wissenstransfer für nachhaltigen Wandel in der Digitalisierung und III) Forschung zur digitalen und partizipativen Entwicklung von rechtlichen und planerischen Politikinstrumenten.

Beschreibung: On 26 January 2019, the Commission on Growth, Structural Change and Employment recommended that no more coal-fired power plants would be operated in Germany by 2038 at the latest. In this paper the Wuppertal Institute comments on the results of the Commission and makes recommendations for the current necessary steps for the climate and innovation policy in Europe, Germany and North Rhine-Westphalia.

Beschreibung: Digitalisation is in full swing and it is changing and influencing the world of the 21st century as no other dynamics of change has done before. Dealing with its impacts and at the same time shaping digitalisation itself is therefore a core task for achieving a globally sustainable transformation (German Advisory Council on Global Change - WGBU, 2019). But which direction should digitalisation take to ensure that it makes e ective contributions to globally sustainable development? And what is the specific approach needed to steer digitalisation in the right direction?

Beschreibung: While the Paris Agreement (PA) has enshrined ambitious long-term objectives, the current level of action of the Parties to the Agreement falls far short of this ambition, as is recognised in the very COP decision adopting the Agreement. The Global Stocktake (GST) established in Art. 14 of the PA is a key element to address this problem. Its purpose is to review the implementation of the PA and to assess the progress made towards the collectively agreed goals. The aim of this report is to develop recommendations on how to maximise the potential impact of the GST. The report starts from a perspective of what the GST could ideally do, irrespective of decisions already taken under the UNFCCC and other political constraints. In the second step, the report takes these limitations into account and suggests ways for how to nonetheless work towards the desired outcome.

Beschreibung: Nach jahrzehntelangen, erfolgreichen Reduktionen der CO2-Emissionen in der Industrie, ist der Trend in den letzten Jahren wieder rückläufig geworden: seit 2014 sind die Emissionen wieder angestiegen (UBA 2019). Um die deutschen Klimaziele zu erreichen ist es daher notwendig, die Anstrengungen zu verstärken und intensiver als in der Vergangenheit Innovationen für den Klimaschutz voranzutreiben: Neue Produkte und Geschäftsmodelle sowie neue Herstellungsverfahren zu entwickeln, mit denen sich Treibhausgasemissionen reduzieren lassen. Um die deutschen Klimaziele für 2030 einzuhalten, werden hierfür gerade auch (inkrementelle) Effizienzsteigerungen nötig sein - diese werden jedoch nicht ausreichend sein. Innovationen müssen auch einen disruptiven Wandel von Strukturen und Geschäftsmodellen erwirken. Disruptive Innovationen und industrielle Konversionsprozesse bergen jedoch hohe Risiken für die etablierte Industrie. Hier stellt sich also die Frage, wie eine auf Klimaschutz ausgerichtete Innovationspolitik gestaltet werden muss, um einerseits die notwendigen CO2-Einsparungen zu ermöglichen und andererseits die Leistungfähigkeit der deutschen Industrie zu befördern? Vor diesem Hintergrund widmet sich diese Studie zwei zentralen Fragestellungen: Wie laufen Klimaschutz-Innovationsprozesse ab? Wie können Klimaschutz-Innovationen befördert werden? Basierend auf einer konzeptionellen Klassifizierung von Klimaschutz-Innovationen, wurden eine Reihe von existierenden Klimaschutz-Innovationen, gerade aus der energieintensiven Industrie analysiert. Vier Fallbeispiele aus verschiedenen Sektoren (Aluminiumherstellung und -verarbeitung, Herstellung neuer Kraftstoffe sowie der Verzinkung) und verschiedenen Innovationstypen werden in der Studie ausführlich beschrieben. Dabei zeigt sich, dass sich Unternehmen nicht nur an aktuellen Rahmenbedingungen orientieren, sondern Innovationen - sowohl inkrementeller wie auch radikaler Natur- im Bereich Klimaschutz auch unter der Annahme dynamischer Entwicklungen von sich verstärkenden Klimaschutzrahmenbedingungen vorantreiben. Darüber hinaus waren an allen untersuchten Fällen auch externe Promotoren unterstützend tätig. Daher wurden die möglichen Rollen von Klimaschutz-Promotoren mit unterschiedlichen regionalen und inhaltlichen Schwerpunkten gezielt analysiert.

Beschreibung: Europe needs a new vision of progress. An energy transition has this potential. It can give the "European idea" a future-oriented content. The goal for 2050 is clear: a Europe without fossil and nuclear energy! This is not a utopia. Studies, resolutions of the EU and some member states prove that this vision is feasible and has many advantages: more jobs, more security of supply, fewer premature deaths due to air pollution, reduction of resource conflicts, falling energy costs. New green lead markets for renewable energies and resource efficiency are emerging. A European energy transition requires an alliance, ideally fuelled by neighbours France and Germany. Many are hoping for Germany as a driver of nuclear and coal phase-out. But deciding on "revolutionary goals" is not enough: finally implementing them is what Germany and Europe are waiting for. This report shows which concrete steps can advance this vision of progress.

Beschreibung: Dieses Wuppertal Paper dient dazu, a) die mögliche Klimaschutzwirkung eines CO2-Preises zu analysieren, allein und im Gesamtpaket von Instrumenten zum Klimaschutz, b) die Möglichkeiten der Mittelverwendung zu analysieren und zu bewerten, c) dadurch den Dschungel der Argumente und Motivationen in den bestehenden Vorschlägen zu lichten und d) aus der Analyse ein Modell zu skizzieren, das den Anforderungen von Klimaschutz und sozialer Gerechtigkeit sowie Erhalt der Wettbewerbsfähigkeit am besten gerecht wird und damit der Bundesregierung als Anregung bei der Entscheidung über Einführung und Ausgestaltung eines CO2-Preises dienen kann. In dem Papier werden diese Fragen anhand von neun Thesen mit einem abschließenden Fazit ergründet. Daraus wird deutlich: Ein CO2-Preis kann sektorale Ziele und Instrumente nicht ersetzen. Seine volle Wirkung kann er nur entfalten, wenn er komplementär zu sektorspezifischen Klimaschutzinstrumenten eingeführt wird. Nur wenn für diese Instrumente ein guter Teil der Einnahmen aus der CO2-Steuer eingesetzt wird, sind die Klimaziele erreichbar. Die Ziele werden dadurch mit weitaus geringerem CO2-Preis bei gleichzeitig höheren Kostenentlastungen für Verbraucherinnen und Verbraucher, Unternehmen und sogar die öffentlichen Haushalte erreichbar, als wenn die Politik allein auf einen CO2-Preis setzen würde.

Beschreibung: Durch den zu erwartenden Rückgang der Braunkohleverstromung in Deutschland wird der Strukturwandel in der Lausitz weiter beschleunigt werden. Die Energiewende erfordert also eine konsistente strukturpolitische Flankierung, für diejenigen Regionen, die bisher ökonomisch stark vom Braunkohlebergbau (inklusive Vorketten und Folgeindustrien) abhänging sind. Vor diesem Hintergrund hat die Brandenburger Landtagsfraktion von Bündnis 90 / Die Grünen das Wuppertal Institut beauftragt, erste Empfehlungen für strategische Ansätze einer präventiven Strukturpolitik in der Lausitz zu entwickeln. Die Kurzstudie nimmt besonders in den Blick, welche Erkenntnisse sich aus den Erfahrungen mit dem Strukturwandel in Nordrhein-Westfalen und insbesondere dem Rheinischen Revier für die Gestaltung des Strukturwandels in der Lausitz ableiten lassen.

Beschreibung: At the 46th meeting of the UNFCCC's subsidiary bodies in Bonn, it was decided that Parties submit their input on selected aspects of the Art. 6 negotiations shortly before COP 23, taking place in Bonn in early November. This Policy Paper summarises the views submitted in October 2017 to identify points of controversy and convergence. It builds on previous papers summarising the views submitted in September 2016 and March 2017, respectively.

Beschreibung: European coal mining regions face massive transformational challenges. The necessity of climate protection only intensifies a trend, prevalent in all of Europe: coal mining has been losing its economic importance over the last decades. Fewer and fewer people are employed in the sector. Coal regions face the challenge of how to facilitate a just transition, and which perspectives to develop for a future beyond coal. Against this background this study analyses the current situation in four key European coal mining regions, namely: Aragon in Spain, Lusatia in Germany, Silesia in Poland and Western Macedonia in Greece. The study provides a brief summary of the regions' socio-economic structure, including the respective role of coal mining. An assessment of how existing European structural instruments, specifically the European Structural and Investment Funds (the ESI Funds) are utilised in the region, forms the core of the study.

Beschreibung: Concretely defined targets are guiding policy efforts and the measures required to achieve national energy and low-carbon transformations in order to reach the maximum 2 degree climate change mitigation target agreed at the COP in Paris in 2015. Reducing energy consumption by harnessing the potential of energy efficiency, expanding the use of renewable energy resources, and transforming all sectors into low-energy and low-carbon structures is crucial. Among the G20 states, most states have set targets for renewable energies, energy efficiency, and greenhouse gas (GHG) emission reductions. Yet, it seems that starting points and target units differ a lot between the G20, and hence comparability is difficult. This topical paper presents a synopsis on the current targets within the G20. The relative lack of energy efficiency targets shows that this pillar needs much greater efforts in current and future energy policy.

Beschreibung: From 7 to 18 November 2016, the twenty-second Conference of the Parties (COP22) to the United Nations Framework Convention on Climate Change (UNFCCC) took place in Marrakech. Due to the early entry into force of the Paris Agreement, Marrakech also hosted the first Conference of the Parties serving as Meeting of the Parties to the Paris Agreement (CMA1). Researchers from the Wuppertal Institute observed the conference and elaborated a detailed analysis of the results. The report starts by discussing developments regarding the implementation of the Paris Agreement, in particular the detailed "rulebook" and cooperative mechanisms. Next, the article discusses developments in the various avenues for raising climate ambition that have been put in place by the Paris conference: the 2018 facilitative dialogue, the engagement of non-state and sub-national actors, and the elaboration of mid-century climate strategies. In addition, the article discusses other Marrakech developments, in particular on issues of climate finance and adaptation, as well as recent developments in the wider world that have an impact on the UNFCCC, in particular developing alliances, developments in the International Civil Aviation Organisation (ICAO) and under the Montreal Protocol, and possible repercussions of the US presidential election.

Beschreibung: Im März 2016 endete der Beteiligungsprozess zum Klimaschutzplan 2050 der Bundesregierung mit der Übergabe der Ergebnisse an Umweltministerin Hendricks. Die Vorschläge wurden bei Bürgerkonferenzen in fünf Städten sowie in einem Online-Dialog, an dem sich rund 500 Bürgerinnen und Bürger beteiligt hatten, entwickelt und diskutiert. Parallel dazu hatten Bundesländer, Kommunen und Verbände in Fachforen getagt und dabei rund 400 Vorschläge eingebracht. Daraus entstand ein Maßnahmenkatalog mit Vorschlägen, die wissenschaftlich auf ihre Klimawirkung und Kosten und Nutzen untersucht wurden. Das Wuppertal Institut war gemeinsam mit der Ifeu GmbH mit der wissenschaftlichen Begleitung des Beteiligungsprozesses der Bundesländer, Kommunen und Verbänden beauftragt.

Beschreibung: In the Paris Agreement, the governments of the world have pledged to attain climate neutrality in the second half of this century. More precisely, in Art. 4.1 parties agreed to "achieve a balance between anthropogenic emissions by sources and removals by sinks of greenhouse gases". However, the collective as well as the majority of measures by individual countries fall short of embarking on a pathway towards that objective. But nevertheless, an increasing number of actors - countries, sub-national entities, as well as corporations - have stepped up their efforts and set themselves carbon neutrality goals. In this Policy Brief Lukas Hermwille and Markus Gornik portray the commitments of Costa Rica, Norway, Sweden, the City of Melbourne, Australia and the corporation Microsoft. All cases have set themselves ambitious neutrality goals and have implemented measures to achieve them. However, none of the cases will be able to achieve accomplish neutrality on their own, at least not on short-term. The remaining emissions will be compensated using carbon credits either from domestic offset schemes (Costa Rica) or from international schemes. For the time being, voluntary carbon neutrality goals, as presented in this Policy Brief, are an effective way to demonstrate leadership in climate protection. For the near future, pioneering actors that set voluntary carbon or climate neutrality goals could provide a significant source of demand for international carbon credits.

Beschreibung: Article 6 of the Paris Agreement established three approaches for countries to cooperate with each other: cooperative approaches under Art. 6.2, a new mechanism to promote mitigation and sustainable development under Art. 6.4, and a framework for non-market approaches under Art. 6.8. Detailed rules for these three approaches are currently being negotiated. This Policy Paper summarises the views submitted by Parties in March 2017 to identify points of controversy and convergence. It builds on a previous paper which summarised views submitted in September 2016. Compared to the 2016 round of submissions, some conceptual advances can be noted. However, a number of issues continue to be controversial with little indication of a convergence of views.

Beschreibung: The core objective of Energy Efficiency Watch 3 (EEW3) is to establish a constant feedback loop on the implementation of European and national energy efficiency policies and thus enable both compliance monitoring and mutual learning on effective policy making across the EU. The project team applied a mixed-method approach to assess energy efficiency policy developments in EU Member States. EEW3 analysed the progress made in the implementation of energy efficiency policies in European Member States since the publication of the second National Energy Efficiency Action Plans (NEEAPs) in 2011 by screening official documents, sought experts' knowledge via an EU-wide survey and has been creating new consultation platforms with a wide spectrum of stakeholders including parliamentarians, regions, cities and business stakeholders. Results are presented in Country Reports for each of the 28 Member States, the Expert Survey Report, 10 Case Studies presenting outstanding energy efficiency policies in Europe, the Key Policy Conclusions, the project summary report in brochure format and this Feedback Loop Report, which summarises the overall EEW3 portfolio.

Dieser in brief zeigt, in welcher Weise die an Klimaschutz interessierten Staaten sich am besten organisieren, um das Pariser Klimaabkommen und die globale Klimapolitik erfolgreich weiterzuführen.

Beschreibung: 2015 verursachte jeder Deutsche 628 Kilogramm Siedlungsabfall. Damit liegt Deutschland für viele Abfallströme und insbesondere für Verpackungsabfälle deutlich über dem EU-Durchschnitt. Selbst wenn die Recyclingquoten hoch ausfallen, hat die Abfallvermeidung nicht nur eine ökologische Notwendigkeit. Auch aus ökonomischer Sicht muss sie zum Ausgangspunkt einer transformativen Innovationsagenda werden.

Beschreibung: The Paris Agreement adopted in December 2015 provides the basis for future international cooperation on the field of climate change mitigation. While truly global in reach, the agreement will however result in an increasingly complex new climate regime: Instead of using a uniform formula, Parties are allowed to autonomously define their NDCs (nationally determined contributions), resulting in a large diversity of contributions. This poses significant challenges for emissions accounting and the transfer of emission units. This Policy Paper explores how these challenges can be addressed by analysing different types of NDCs and assessing their compatibility with the export and use of emission units. On that basis, the authors develop opt-in provisions for Parties willing to participate in unit transfers under the new climate regime and illustrate how potential risks to environmental integrity can be addressed.

Beschreibung: This JIKO Policy Paper analyses a series of very ambitious mitigation scenarios and complements this analysis with a review of several sectoral technology roadmaps. The results are quite clear: there is no reason to believe that international carbon trading will become obsolete any time soon. Whether or not international carbon trading is to play a role in international climate protection efforts is in the end not a physical or economic question, but a political one.

Beschreibung: This paper analyses the risks to environmental integrity associated to the transfers of mitigation outcomes in the context of Art. 6 of the Paris Agreement and provides an overview on approaches and tools that could be used for addressing them. The analysis shows that some of the environmental integrity risks can be dealt with at the technical level. This relates, inter alia, to the risks of mitigation outcomes being unreal or non-permanent as well as to carbon leakage and rebound effects. Here, robust MRV provisions should be established. Other risks will be difficult to address without touching the new and open structure of the Paris Agreement. This applies, for example, to risks associated to the diverse nature of NDCs, and requires further investigation.

Es werden ressourcenrelevante Mehrwertsteuer-Eingruppierungen mit Änderungsbedarf aufgezeigt und Vereinfachungen beziehungsweise Angleichungen vorgeschlagen. Die Implementationshürden einer solchen Reform und der sich ergebende Forschungsbedarf werden skizziert.

Beschreibung: Ausgehend davon, dass einerseits die Dekarbonisierung des Energiesystems entscheidend für die Lösung der Klimaproblematik ist und andererseits die Versorgung mit Strom unabdingbar ist als soziale wie wirtschaftliche Grundlage einer Gesellschaft, wird in der vorliegenden Untersuchung die Rolle der vier großen deutschen Energieversorgungsunternehmen, RWE, E.ON, Vattenfall und EnBW im klimapolitischen Zusammenhang untersucht. Unter der Zielsetzung einer Optimierung des klimapolitischen Instrumentariums werden die großen Vier sowohl als Adressaten klimapolitischer Entscheidungen als auch als Mitwirkende bei der Gestaltung von Klimapolitik betrachtet. Dies erfordert eine interdisziplinäre Herangehensweise mit politikwissenschaftlichen (Multi-Level Governance) und wirtschaftswissenschaftlichen (Corporate Governance, Stakeholder-Theorie und Corporate Social Responsibility) Ansätzen. Dabei wird der Tatsache Rechnung getragen, dass das klimapolitische Umfeld von einem Mehrebenensystem gekennzeichnet und der unternehmerische Handlungsrahmen von verschiedensten Stakeholdern bestimmt wird.

Beschreibung: Die Bekämpfung der Ursachen des anthropogenen Klimawandels ist eine globale Aufgabe. Konkretes Handeln im Klimaschutz muss allerdings vor Ort geschehen, getragen von engagierten Menschen und Institutionen, unterstützt und koordiniert von einer wesentlichen lokalen Schnittstelle zwischen Politik und Gesellschaft - der Kommune. Um für die lokalen Klimaschutzaktivitäten einen strategischen Rahmen und eine perspektivische Handlungsgrundlage zu schaffen, sind bereits zahlreiche integrierte Klimaschutzkonzepte in deutschen Kommunen erstellt worden, welche über die "Richtlinie zur Förderung von Klimaschutzprojekten in sozialen, kulturellen und öffentlichen Einrichtungen" (sog. Kommunalrichtlinie) der Nationalen Klimaschutzinitiative des Bundesministeriums für Umwelt, Naturschutz und Reaktorsicherheit gefördert werden. Doch auch ohne explizite Erstellung eines Klimaschutzkonzeptes werden in vielen Kommunen Konzepte erarbeitet und Maßnahmen durchgeführt, welche gleichwohl dem Klimaschutz dienen - wenngleich diese Begrifflichkeit nicht immer strategischer bzw. normativer Leitsatz ist: So setzen sich die unteren Naturschutzbehörden beispielsweise im Rahmen des Bundesnaturschutzgesetzes für die Stadtklimatologie ein, Hochbauämter sorgen sich um die Energieeffizienz in kommunalen Liegenschaften und lokale Stadtwerke nehmen den Ausbau der Kraft-Wärme-Kopplung der eigenen Heizkraftwerke in Angriff. In Anbetracht der mannigfaltigen Aktivitäten im kommunalen Klimaschutz wird in vorliegender Arbeit untersucht, ob und inwieweit integrierte Klimaschutzkonzepte zur Erreichung der lokalen Klimaschutzziele einen zusätzlichen Beitrag leisten - einen Beitrag für den Klimaschutz, welcher ohne die Erstellung eines lokalspezifischen, exklusiven Klimaschutzkonzeptes nicht generiert worden wäre. Die Untersuchung zusätzlich generierter Effekte erfolgt anhand einer qualitativ-interpretativen Analyse dreier deutscher Kommunen unter Zuhilfenahme eines kommunalen Klimaschutzstrukturmodells. Neben der Beschreibung der gewonnenen empirischen Erkenntnisse werden potenzielle Erfolgskriterien identifiziert, welche das eigene Klimaschutzkonzept zu einem durchsetzungsstarken und unverzichtbaren Instrument des kommunalen Klimaschutzes werden lassen.

Beschreibung: Wie regiert man in einer globalisierten Welt? Mit Bezug auf den Wassersektor untersucht die Studie die beim Weltgipfel für Nachhaltige Entwicklung in Johannesburg 2002 ins Leben gerufene neue Governance-Form der Typ 2-Partnerschaften. Diese Multi-Stakeholder-Partnerschaften sollen die zwischenstaatlichen Abkommen (Typ 1) von Rio und Johannesburg umsetzen helfen, indem sie nichtstaatliche Akteure aus dem Privatsektor und der Zivilgesellschaft einbeziehen. Am exemplarischen, hoch relevanten Anwendungsfall der EU-Wasserinitiative werden im dem Band Fragen ihrer Effektivität und Legitimität untersucht und Chancen und Grenzen der Typ 2-Partnerschaften für Global Governance aufgezeigt.

Beschreibung: The 2011 Japanese earthquake and tsunami, and the consequent accident at the Fukushima nuclear power plant, have had consequences far beyond Japan itself. Reactions to the accident in three major economies Japan, the UK, and Germany, all of whom were committed to relatively ambitious climate change targets prior to the accident are examined. In Japan and Germany, the accident precipitated a major change of policy direction. In the UK, debate has been muted and there has been essentially no change in energy or climate change policies. The status of the energy and climate change policies in each country prior to the accident is assessed, the responses to the accident are described, and the possible impacts on their positions in the international climate negotiations are analysed. Finally, the three countries' responses are compared and some differences between them observed. Some reasons for their different policy responses are suggested and some themes, common across all countries, are identified. Policy relevance: The attraction of nuclear power has rested on the promise of low-cost electricity, low-carbon energy supply, and enhanced energy independence. The Fukushima accident, which followed the Japanese tsunami of March 2011, has prompted a critical re-appraisal of nuclear power. The responses to Fukushima are assessed for the UK, Germany, and Japan. Before the accident, all three countries considered nuclear as playing a significant part in climate mitigation strategies. Although the UK Government has continued to support nuclear new build following a prompt review of safety arrangements, Japan and Germany have decided to phase out nuclear power, albeit according to different timescales. The factors that explain the different decisions are examined, including patterns of energy demand and supply, the wider political context, institutional arrangements, and public attitudes to risk. The implications for the international climate negotiations are also assessed.

Beschreibung: Germany's current efforts to decarbonize its electricity system are analysed. As nuclear power and fossil power plants equipped with carbon capture and storage were ruled out in 2011, renewable electricity generation (RES) together with electricity savings are the primary focus for achieving decarbonization. Germany aims to have RES account for at least 80% of its electricity by 2050. Achieving renewable generation needs strong political support and regulatory provisions for its market integration. Four main technical and regulatory challenges are the maintenance of a steady and efficient expansion of RES, the provision of balancing capacities, the realization of the targeted electricity savings, and the smart adaptation of the transport and distribution grid. An overview of the existing and planned regulatory provisions for decarbonization are described, and some gaps identified, particularly with regard to the overall management of the process, the inclusion of electricity savings and the interference of Germany's decarbonization strategies with neighbouring countries. Policies that both accelerate grid expansion and direct RES expansion should immediately be put in place and can be supported by a targeted mobilization of balancing capacities. Electricity savings are a significant and cost-efficient strategy for low-carbon electricity. Policy relevance: Germany is actively converting its national electricity system towards a fully renewable one. As renewable electricity has reached about a quarter of total consumption, a number of technical and regulatory challenges arise. Current discussions and plans are described for the four main challenges: maintaining and optimizing high investment rates into RES generation technologies, providing balancing capacities, reducing demand, and adapting the grid to the changing needs. Policy recommendations for these four tasks highlight the need to intensify electricity demand reduction and also consider the potential interactions between the German electricity system and its neighbouring countries.

Beschreibung: In recent years, policies to promote renewable energy have become increasingly popular among municipalities in different parts of the world. This article examines the case of Germany. It argues that municipalities, compared to other state and private actors, already have the potential to play a key role in German renewable energy governance. Although both private actors and the European Union have gained importance in the past 20 years, German municipalities still play a crucial role and can apply five distinct and important modes of governance in the field of renewable energy policy. In this regard, the notion of a general development towards a "cooperating and ensuring state", which increasingly delegates its tasks and thus becomes less important, cannot be confirmed in the field of municipal renewable energy governance in Germany.
