Notes: The end of the millennium may hold significant difficulties for any system dependent on computer dates. Computers which misinterpret the year 2000 and other significant dates may require considerable repair. There have been many methodologies developed to assist companies with the process of Y2K repair. These methodologies and additional considerations for approaching Y2K solutions are presented. Specific measures to avoid logistics difficulties are discussed. The success of these measures can be considerably enhanced through the application of a transformation methodology. A proven transformation methodology for facilitating change is presented as applied to mitigating the Y2K risk.

Notes: If EDI is to succeed to a similar degree as paper-based systems then international harmonisation and standardisation must be achieved across all functional groups (banking, transport, insurance, customs) and industry sectors on message standard and structures. UN/EDIFACT is now the dominant body producing generic EDI messages for use in international trade. All functional areas have Message Development Groups but the main areas of success to date lie in deep sea transport, forwarding and customs functions. Message development needs to proceed rapidly in all functions before integrated EDI systems can be offered. In recognition of this, UN procedures are now in place to harmonise such message formats across all trade regions (ITIGG/IHG), industry sectors (MIST/IHG) and transport modes (MIST/ITIGG). The negotiability of the electronic Bill of Lading is also an issue which will be tested across industry sectors by Bolero Operations Ltd launch programme early in 1999.

Notes: It is estimated that over 100 MRPII systems are available in the market, many of them are mature enough to meet most of the users' requirements. Manufacturing companies worldwide have attempted to implement these MRPII systems, however, failure is often experienced by many companies. Very often this failure is due to managerial rather than technical issues. In order to overcome this difficulty, this paper proposes an approach to integrate Total Quality Management into the MRPII implementation. In order to guide the implementation, a detail road map is developed which incorporates TQM into the implementation. This road map is designed using a hierarchical analysis technique called Integrated DEFinition Method (IDEF), a systematic manufacturing management and integration modeling tool. The proposed approach is illustrated using a PCB factory and the results indicated successful MRPII implementation to achieve higher productivity and delivery performance.

Notes: Describes the quality management experience of a large-scale infrastructure construction project in Hong Kong. Though the importance of quality has long been realized in the Hong Kong construction industry since the Government announced that only ISO 9000 certified construction firms can tender for its projects. However, limited research work has studied the practical problems and obstacles of quality management in a real situation of an infrastructure project. In this paper, based on the findings from a questionnaire survey and data analysis of quality audits, the current problems of contractors' quality management in an infrastructure construction project were identified, the causes of critical problems were investigated, and a model for managing contractors' performance was developed.

Notes: Traces the development of purchasing from a materials acquisition function to supply chain management. The paradigm shifts to recognising every purchase is also a sale and that purchasing is more than buying. Contemporary purchasing incorporates strategic procurement - aligning suppliers' performance with purchasers' business strategies, supplier-base management - managing the structure and culture of supplier relationship, and lean supply organisation - energising internal and external organisational teams through flexible structures and responsive information systems. Tasks for purchasing and supply chain management can be differentiated at the operational, administrative and entrepreneurial levels. An incremental approach is recommended to changing practices and policies by encouraging organisational learning, teamwork and dissemination of experience with supply chain management.

Notes: Billions of dollars are being poured into developing nations by multinationals as part of their diversification, divestiture, facility location, and supplier selection strategies. By integrating the literature in international business, marketing, purchasing, and operations management, a contingency model is developed to minimize the overall costs of such decisions. This model provides linkages between the type of product, organizational and country characteristics, and the logistics and sourcing strategies. In addition, it provides specific recommendations to government officials in helping their countries become global platforms for manufacturing and attracting foreign investment.

Notes: Discusses the use of intranet technology within business and academic institutions. Presents the CLASIC model, a layered application model to plan, design, develop and implement systems intended to support collaborative activities in an organization using intranet capabilities. Discusses how the model can be adapted to one type of institution in an academic context. Provides a framework to assist planners as they contemplate the use of the intranet and identifies the issues faced when attempting to implement the CLASIC model. Suggests strategies and provides a basis to plan for changes in organizations.

Notes: New software products are now available that offer solutions to operational problems that could not be handled by traditional linear programming. The problem of quality performance described could previously only have been handled by writing a special purpose simulation program. Now it can be solved in a spreadsheet environment using Evolver and RISKOptimizer software. Evolver can identify a global rather than a local optimal solution when non-linear relationships are present. RISKOptimizer takes the process one step further. It combines @RISK simulation capablity with Evolver's optimization algorithms to handle stochastic variables (uncertain demand and prices).

Notes: This paper is the second of a three-part series in which the authors identify best practice for implementing virtual teamworking to aid concurrent engineering. Part 1 examined how five key texts on virtual teamworking contribute to an understanding of how to introduce virtual working to enable concurrent engineering. It developed a structure for comparing and contrasting the texts for this purpose. In Part 2, four general areas of concern are identified from these texts. The authors suggest five other issues, derived from other texts and practical experience important to concurrent engineering involving the supply chain. Part 3 will then synthesise the key elements of a methodology for introducing virtual teaming in a design and manufacture supply chain utilising concurrent engineering.

Notes: It is unquestioned that the growth of the Internet is a significant phenomenon. Not only is there an exponential growth in the exchange of goods and services over the Internet, but the Internet has changed the way information can be accessed and used. This short paper posits that the Internet has made a fundamental change in the nature of the supply chain information within an organisation. It also describes how Internet technologies have changed the visibility of the processes in the organisation's supply chain. Visibility concerns both information about processes and the capability for interacting with these processes. We conclude by asserting why a horizontal wide-view picture of all partners in a supply chain has to be taken in order to reap the commercial advantages offered by the new technology.
