    Description: National Workshop on Small-scale Fisheries, Cyclone Ockhi and Disaster Risk Management was held on 28 to 29 May, 2018 at Thiruvananthapuram. The workshop was organised by the International Collective in Support of Fishworkers (ICSF) Trust with the support of the Food and Agriculture Organization of the United Nations (FAO). The workshop was attended by a large number of distinguished participants, including fishworker organisations, government officials, academics, non-governmental organisations, civil society organisations and the disaster affected community. Representatives from FAO and the Bay of Bengal Programme Inter-Governmental Organisation (BOBP-IGO) also attended the programme. On 29 November 2017, a deep depression, detected in the Indian Ocean southwest of Sri Lanka, rapidly intensified into a cyclonic storm off the coast of Tamil Nadu and Kerala and the Union Territory of Lakshadweep Islands. Cyclone Ockhi, as it was named, took the life of a number of fishers, injured many and destroyed fishing vessels and gear.

    Description: Between 29 November and 3 December, 2017, Cyclone Ockhi devastated hundreds of lives and livelihoods of coastal fishing communities in Kerala and Tamil Nadu, India. This study assesses the impacts of the cyclone on fishing communities and the mechanisms in place at the local, national and international levels to address disaster risks and sea safety in small-scale fisheries, using a human rights-based approach. In line with the Sendai Framework 2015-2030 and the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries, the study recommends applying “relief-development continuum” and “build back better” concepts to the management of disaster risks in order to save lives and to reduce damage to fisheries assets and livelihoods.

    Description: SAMUDRA Report No. 82, dated February 2020, features articles on fisheries from around the world. The current issue has extensive analysis and commentary on the Blue Economy and Blue Growth. The article from Seychelles analyzes the several contradictions in the conservation initiative of the country’s Blue Bond scheme, while the one from Sri Lanka points out that the National Fisheries Policy needs to be remodelled to incorporate the SSF Guidelines. Yet another says that women in fisheries can utilize the SSF Guidelines to advance their interests and build a common vision. The biggest-ever oil spill disaster in Brazil's history points to the need for State-sponsored disaster management, says another report. From neighbouring Chile comes a piece that argues for a new type of autonomous social movement to create a democratic and representative Constitution. India's draft National Inland Fisheries and Aquaculture Policy (NIFAP) is analyzed in one article, while another explains how artisanal fishers’ experiential knowledge can help address many problems, including climate change. SAMUDRA Report No. 82 also carries an obituary tribute to Sidney Holt, a towering intellect and a committed conservationist, who died late last year.

    Description: Samudra Report No. 81, dated June 2019, features articles on fisheries from around the world, with a special focus on implementation of the the Voluntary Guidelines for Sustainable Small-Scale Fisheries (SSF Guidelines). The editorial Comment that opens the issue focuses on subsistence fisheries in the Western and Central Pacific region and their importance as a source of nutrition, culture and welfare for the communities living there. It notes that the course of action for the region is outlined in the SSF Guidelines, which need to be integrated into regional strategies and processes. An article from Cuba reports on a Fisheries Forum that brought together stakeholders from coastal communities to examine opportunities and challenges to make fisheries more sustainable, considering how vital fishing is for Cuba's economy and the livelihoods of its coastal communities. The geography, histories and cultures of the Pacific island region, and its 14 small island developing states, represent unique challenges and opportunities, argues another article. It notes that the introduction of the SSF Guidelines is an ambitious global-level policy pledge designed to provide overarching guidance towards improving the governance of small-scale fisheries around the world. The piece from Nigeria shows how waterfront communities, whose livelihoods are predominantly dependent on fishing and related activities, live under constant fear of eviction.

    Description: Yemaya No. 59, dated June 2019, features articles from Fiji and India and an article on the 7th Global conference on gender in aquaculture and fisheries(GAF7), as well as an article on the recently-held roundtable in India on organising women by five groups engaged in organising women. The editorial comment calls for urgent need to look at levels of exclusion women are facing, despite the attention received at the international level. The article on Fiji shows the lack of sex disaggregated data available for any meaningful analysis. Nikita Gopal, in her article on GAF7, highlights the intersectionalities of power relations existing in the fisheries sector. The Roundtable highlighted the tremendous gains that women make when they collectively raise their voices in demand of their rights. The issue also celebrates the recent edition of Slow Fish held in Genoa, Italy. The Slow Fish Forum promotes small-scale fishing and responsible fish consumption and provides a unique space, particularly for women in the small-scale fisheries sector.

    Description: Yemaya No. 60, dated April 2020, features articles from India, Costa Rica, Japan, European Union, and a special supplement, Turning Points: A decade of change for women in fisheries. The article from India details the impact of the Covid-19 pandemic on women fishworkers in Mumbai. The Costa Rican article shows how the women fishers, shrimp peelers and mollusc workers identify their priority areas for the recognition and formalization of work. The article from Japan looks at the challenge of excluding women from fishery cooperative associations. The article from Africa looks at the gradual transformation of the African Confederation of Artisanal Fishing Organization (CAOPA) from 2010 onwards. The article talks about how the organization made gender issues as a priority area in their advocacy work. The article on Southeast Asia narrates the story of how declining incomes and ageing villages mean that women are likely to be the mainstay of families and communities in the small-scale fisheries. The article on small-scale fisheries and the contribution of women highlights that part-time fishing and gleaning activities globally may contribute nearly 3 million tonnes of seafood, with a landed value of around US$5.6 bn. The article on AKTEA, The European Network of Women in Fisheries and Aquaculture, looks at what are the challenges and the way forward for the network.In her review of the recently published book, "Practical Guide for Gender Analysis in Small-scale Fisheries and Aquaculture in Southeast Asia", Susana Siar looks at how the book is designed to support the SSF Guidelines. The Yemaya Supplement, Turning Points: A decade of change for women in fisheries, focuses on a change that has happened over a decade: a truthful appreciation of women’s role in fisheries. Their involvement in the sector follows a similar arc the world over, despite wide differences in society, culture, politics and economics. This supplement is an effort to understand and identify the main factors affecting this over the decade -- the causes that have shaped their role, both positively and negatively. The Profile column looks at how a fishing village in India mourns the death of an Italian nurse, Lauretta Farina of Bergamo. The Milestones column features a recently published report of the WHO Global Health Workforce. The report calls for gender-transformative policies and measures to be put in place if global targets for better health and gender outcomes are to be followed.

    Description: This study explores the status of Brazil's social welfare system for the fisheries sector, from the point of view of democratization of access, the methodologies used and the extent to which demands have been taken into account. Brazil's social welfare system is currently the focus of restructuring programmes by the government, which aim to reduce the growing 'deficits' of the system. Reductions in the scope of benefits can be expected from the ongoing reforms. Though the Brazilian social security system has made great progress and acquired universal contours by including every category of workers, in practice, it is still very far from being a truly widespread and egalitarian system.     Description: Nets for Social Safety is a first –of –its-kind study, specially commissioned by the International Collective in Support of Fishworkers, to focus on the growth and changing composition of social security provisions in the fisheries sector of Kerala, a small coastal State in southwest India. John Kurien and Antonyto Paul, the authors of the study, enumerate the achievements and problems confronted by a developing maritime State in trying to ensure that a section of its population, which are initially left out of the development process, is netted back into the mainstream. They show how, in Kerala, this process was not only the result of enlightened State policy, but also, more importantly, the result of the collective action by fishworkers themselves. (76pp.)Among the many insights that can be gleaned from the study, one significant conclusion is that, even with limited means, a developing State can conceive and implement innovative social security.

    Description: This paper examines, from the fishery perspective of a developing country, the current debate on the role of fisheries subsidies in the context of the negotiations relating to the General Agreement on Tariffs and Trade GATT) and the World Trade Organization (WTO). While providing a background on fish production and trade in developing countries, it sketches the history of the role of the State and subsidies in the fisheries of the now-developed fish economies of the world.It goes on to analyze the manner in which fishery issues and the fisheries subsidies debate have been carried out in the GATT and WTO negotiations, leading up to the Doha Ministerial Declaration, which is the basis for a more structured negotiations on subsidies. Drawing on the analysis, the paper envisions some of the development priorities that developing countries must pursue, and the nature of support they need to achieve them. Finally, it suggests what ought to be done by developing countries in the current negotiations on fisheries subsidies. (88pp.)

    Description: Marine protected areas (MPAs) are being promoted around the world as an effective means of protecting marine and coastal resources and biodiversity. However, concerns have been raised about their impact on the livelihoods, culture and survival of small-scale and traditional fishing and coastal communities. Yet, as this study from Brazil shows, it is possible to use MPAs as a tool for livelihood-sensitive conservation. Based on detailed studies of three sites–the Peixe Lagoon National Park in Rio Grande do Sul, and the marine extractive reserves (MERs) of Mandira, São Paulo, and Corumbau, Bahia – the study shows how communities in Brazil have been able to use protected areas to safeguard their livelihoods against development and industrialization projects, like shrimp farms and tourist resorts.     Description: In the current context of natural resource management, marine protected areas (MPAs) are being widely propagated as an important tool for the conservation of marine and fisheries resources. The International Collective in Support of Fishworkers (ICSF) recently undertook a series of studies on MPAs in India to highlight the various legal, institutional, policy and livelihoods issues that confront fishing and coastal communities.In order to discuss the findings of these case studies and to suggest proposals for livelihood-sensitive conservation and management of coastal and fisheries resources through participatory processes, ICSF organized a two-day workshop on ‘Social Dimensions of Marine Protected Area Implementation in India: Do Fishing Communities Benefit?’ at Chennai on 21-22 January 2009. This publication—the India MPA Workshop Proceedings—contains the prospectus of the workshop, a report of the proceedings and the consensus statement that was reached by organizations and individuals who particapated in the workshop. This publication will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

    Description: The study focuses on fishing community issues in the Sundarban Tiger Reserve (STR). Itprovides an overview of the legal framework, and design and implementation of fishingregulations, and documents and analyzes the experiences of local fishing communities. Itexplores ways in which livelihood concerns can be appropriately balanced withconservation. The report builds upon a study titled ‘Traditional Fishers in the SundarbanTiger Reserve’ (DISHA 2008) and draws upon secondary review of literature and fieldvisits conducted in September 2008.The report is structured in six parts. The first part provides the legal background and thesecond sketches the status of fisheries and fishing communities. The third part focuses onlivelihood issues within the STR, and community concerns regarding implementation oftiger protection measures. Part four explores the initiatives undertaken in the domain ofalternative livelihoods. Part five offers a conclusion. The final sixth part, recognizing theinitiatives that have been taken to address alternative livelihood options, lists the study'srecommendations.(PDF contains 32 pages)

    Description: While issues related to fisheries were being discussed at the International level to define strategies for future development and management, fishworkers and their supporters from many countries - particularly of the third world met together to exchange their, experiences and analyse their problems.The International Conference of Fishworkers and their Supporters took place in Rome from July 4-8 1984. 100 participants from 34 nationalities attended this conference.About half of them were fishworkers (men and women engaged as crew members, small fishers, processing workers and sellers) coming from all continents. Most of the fishworkers were small-scale fishermen operating in the coastal and inland waters. The supporters were individuals and representatives of organizations who identified with the cause of the fishworkers.

It does not purport to provide interpretation of any provisions of the Convention and should not in any way be treated as a substitute for theactual provisions it contains. This guidebook is intended mainly to help those unfamiliar with the Convention and the working of the ILO and the ILC, gain some understanding of the relevant issues.     Description: This study deals with the challenges facing the development of artisanal fisheries in Brazil. The problems affecting production in the sector are worsening, due as much to objective factors like environmental degradation and the destruction of natural resources as to the ineffectiveness of government strategy. The result is a lack of sustained development of the sector and a stagnation in the living conditions of the fishworker communities. Besides attempting an analysis of the situation of artisanal fisheries in Brazil, this study puts forth some alternative strategies for the development of the sector. It will be found useful by NGOs, regional and national organizations of artisanal fishworkers, and anyone interested in fisheries and fishing communities. (82pp.)

    Description: Fishworker organizations the world over are concerned about the degradation of coastal habitats vital to fishery resources. This concern was articulated in the first-ever Conference of Fishworkers and their Supporters in Rome in 1984, and, subsequently, in all the three conferences organized by ICSF since 1986. In the conference in Cebu in 1994, for instance, the impact of coastal area degradation on the livelihood of the artisanal and small-scale fishery sector was discussed at length. It was recognized that fishworker organizations need to look systematically into major coastal resource management issues and draw up action programmes that would, at the outset, address fisheries issues in the littoral area. This could eventually be expanded to animate fisheries sector institutions to defend the interests of fishing communities in the coastal zone against marginalization by other user-groups and interested parties.There has, therefore, been a strong emphasis on issues related to the coastal environment in the activities and programmes of ICSF. In addition, a specific request from Indian fishworkers for a session to help them develop a framework to examine such issues, provided the impetus for the workshop and symposium on fisheries and coastal area management, held in Chennai (then called Madras), India, from 26 September to 1 October 1996. The focus was on countries in the South Asian region, i.e. Bangladesh, Sri Lanka, Maldives and India, which often share rivers and seas, while also facing similar issues of coastal area degradation and management.This publication is the official record of the proceedings of the Madras workshop and symposium. Apart from a detailed summing-up of the various sessions held over the six-day period, it contains country reports as well as accounts of presentations by experts.

    Description: As the world's fisheries continue to come under scrutiny for their potential to be depleted of resources due to various pressures, including overfishing, modern fisheries management has focused on allocation of fishing rights as one prescription for sustainable fisheries management. Solutions based on such a perspective have often pivoted around the gamut of property rights, and how to control the social arrangements that govern the ownership, use and disposal of factors of production and goods and services in the fisheries sector. Rights-based management in fisheries, as this dossier shows, can take several forms, including licensing, and individual and community fishing quotas. How property-rights regimes address the issue of allocation of ownership will determine their effectiveness in equitably spreading welfare throughout the fishing/coastal community. Only by recognizing fishing rights that are socially sensitive and address the issues of labour, gender and human rights, can fishing communities, especially small-scale, traditional ones, be assured of social justice in the face of moves towards ecological and resource sustainability.     Description: Most of the world's fisheries and fishing communities are supported by coastal areas. Consequently, the well-being and future of the fishery sector depend on the health of the coastal ecosystem. Not surprisingly, therefore, concern about coastal degradation and its impact on the fishery sector has long been expressed, notably at the first-ever conference of fishworkers and their supporters in Rome in 1984. Discussions then emphasized how the coastal environment is affected by activities within the fisheries sector as well as by other activities pursued in inland, inshore and offshore areas.It was in this context that the International Collective in Support of Fishworkers (ICSF) organized a workshop and symposium on Fisheries and Coastal Area Management in South Asia, in Madras, India, in 1996. To aid participants focus on the major coastal resources management issues, a background paper was prepared by ICSF. This paper explores efforts on coastal area management, more specifically in the South Asian region, and the extent to which the perspectives of actors in the fishery sector have been incorporated.     Description: All over the world, the pressure to conserve ecosystems and their resources has been steadily rising. This has, in turn, led to conflicts between conservation imperatives and the livelihoods’ needs of the communities that interact with these ecosystems. An example of the impasse that such a state of opposition can lead to can be found in Orissa, India, where the moves to implement official sea turtle protection measures along the coast have resulted in mounting conflicts involving fisherfolk, government departments and conservationists.This study analyzes the existing sea turtle conservation measures in Orissa and the implications of conservation approaches for the livelihoods of fisherfolk, particularly for traditional fishing communities and the women in them. The study concludes with an assortment of views and strategies that could help achieve the goal of turtle conservation, while sustaining the endeavours of fishworkers and fishing communities to maintain their livelihoods.     Description: Since Sri Lanka’s independence in 1948, social welfare for the country’s fishing populations has been the responsibility of successive governments. During the latter half of the last millennium, the State has been channelling huge amounts of public funds into a number of social welfare and social security measures. However, the emphasis has mainly been on promotional welfare measures, such as housing, sanitation, infrastructure and training. Among the common problems in the delivery of such measures are regional disparities in the distribution of benefits (with the southern regions receiving the lion’s share), and expenditure on welfare dwindling with a change of government. If social security measures are defined, as by the ILO, to include medical care, sickness benefit, unemployment benefit, old-age benefit, employment injury benefit, family benefit, maternity benefit, invalidity benefit and urvivors’ benefit, then only the Fishermen’s Pension and ocial Security Benefit Scheme provides some kind of social ecurity for Sri Lanka’s fishing populations. There is an rgent need to address the social security issues of deep- a fishworkers, women and children. (73pp.)

    Description: This study deals with the tuna industry in the Philippines, which is among the world's largest producers of tuna and tuna-like species. Centred around General Santos City, the "tuna capital of the Philippines", the tuna boom was spurred by the arrival, in the mid-1970s, of Japanese traders looking for new supplies of sashimi-grade yellowfin tuna. Interestingly, the primary producers of this high-priced, export- grade tuna are the humble handliners, small-scale fishers found in coastal communities all over the Philippines archipelago, who use passive handline gear to catch yellowfin, skipjack and bigeye tuna. Also, the use of the fish-aggregating device locally known as payao has greatly reduced the time spent for searching and catching tuna.The study also analyzes the primary post-harvest facilities and processing industries as well as the nterlinked financing and marketing sectors in the hilippines tuna industry. The discussion covers grade lassification of the catch, pricing, selling operations, nd international trade of tuna products. The study oncludes with an overview of current initiatives to manage and develop the Philippines tuna industry. (83pp.)

    Description: ICSF's Women in Fisheries (WIF) programme has been working in several countries in Asia, Africa and Latin America since 1992, with the basic objective of strengthening the participation of women in fishworker organizations and in decision-making at various levels. Contact with fishworker organizations in the Latin American region has helped establish the fact that women of coastal fishing communities are not only actively involved in fishery-related activities but also help sustain the community and family in diverse ways. However, the work women do, income-generating or otherwise, is rarely recognized, or ascribed an economic and social value. Women are practically invisible at the decision-making level in fishworker organizations.It is against this background that the Workshop on Gender and Coastal Fishing Communities in Latin America was organized from 10 to 15 June 2000 in Prainha do Canto Verde, Ceara, Brazil. The workshop brought together 36 participants-men and women- from five countries in the Latin American region, i.e. Chile, Peru, Brazil, Ecuador and Mexico. Participants were mainly representatives of fishworker organizations and NGOs in these countries.This document carries a report of the workshop. It also includes background papers from Chile, Mexico, Peru and Brazil that were prepared for the workshop, detailing the situation of women fishworkers in these countries and their role in organizational and decision-making processes.     Description: The workshop titled, ICSF-BOBLME India (East Coast) Workshop on Implementing the FAO Voluntary Guidelines for Securing Sustainable Small-scale fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) was organized by ICSFin collaboration with BOBLME project.The workshop was the third in a series of consultations held in 2015 across the globe to promote the ownership of the SSF Guidelines among different stakeholders. In the run –up to the workshop, ICSF, with support from BOBLME conducted six consultation meetings with fishworkers and fishworker organizations along the east coast of India in January and February 2015. One hundred participants from India’s eastern coastal states of West Bengal, Odisha, Andhra Pradesh, Tamil Nadu and Puducherry, including women fishworkers, representatives of fishworker organizations, representatives from Department of Fisheries and other concerned departments at state and central level, Multilateral agencies, Inter-governmental organizations, Research Institutions met at Chennai, 6-7 March, 2015. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors. This publication—the proceedings of the Chennai workshop—will be useful for fishworker organizations, researchers, policymakers, members of civil society and anyone interested in fisheries and livelihoods.
