Notes: The paper presents research and development at the Thematic Information Service of the Natural Environment Research Council (NERC) on the topic of integrated geographic information systems. The term integrated is used to describe the incorporation of vector digitised map data and raster scanned remotely sensed data within a single computational environment and with a single interface to the user. Point sampled and statistical data can also be handled by the system. The general structure and working of the Thematic Information Service (TIS) is described only to the extent that it is relevant to providing the background to the research or to highlighting why the specific approach described has been taken.

Notes: A procedure for digital image correlation is described which is based on least squares window matching. The immediate aim is high precision parallax assessment, point transfer, and point measurement. Experiments and theory have confirmed the high accuracy potential of the method. By implementation of charge coupled device (CCD) video cameras in an analytical plotter, an experimental hardware and software configuration has been established with which the operational on line application of digital image correlation for conventional photogrammetric measuring tasks can be tested. First results of calibration and performance of the system are presented. They allow optimistic conclusions as to the further development and practical application of digital image processing in photogrammetry.

Notes: This paper is concerned with a new technique (the terrestrial/photogrammetric (TP) technique) for the detection and compensation of systematic height errors in block aerial triangulation. The technique improves the height accuracy of such triangulation by reducing the original bridging distance, using new bands of corrected photogrammetric tie points as height control together with the original bands of the terrestrial (or ground) height control. A number of photogrammetric blocks with different characteristics and configurations have been tested in a comprehensive manner. The tests show that the TP technique gives consistent results over a wide range of circumstances and that it is a most effective, simple and inexpensive method for the compensation of systematic errors.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméCet article relate une technique nouvelle permettant de détecter et de compenser les erreurs altimétriques systématiques dans l'aérotriangulation par blocs: la technique terrestre/photogrammétrique (TP).

Notes: During June and July 1981, synthetic aperture radar imagery was acquired of selected sites in ten European countries as part of the European SAR 580 campaign. Evaluation of this imagery in the UK will be carried out by 18 approved experiments (out of 56 for Europe) when the processed data becomes available to investigators. To assist the evaluation process, a review is given of some recent research on applications of imaging radar in agricultural and urban areas. Research is described which considered the effects of terrain parameters and radar parameters on crop classification accuracy. The relative merits of a quantitative or a qualitative approach in classification of radar data are considered. Combined use of radar and Landsat data achieves a marked improvement in classification accuracy.

Notes: Some aspects of the XYZBLC suite of programs for aerial triangulation are described. The Ordnance Survey Bute block of photography at a scale of 1: 24000 is computed by independent models using XYZBLC. Three of the strips in the block are treated as a test block and are computed with different configurations of control. Conclusions are drawn with regard to the usefulness of height control doublets and other dense control configurations.〈section xml:id="abs1-2"〉〈title type="main"〉Résumé Quelques aspects de l'ensemble XYZBLC de logiciels d'aérotriangulation sont décrits. Notes: The wide availability of reconnaissance frame photography, together with the advantage of high image resolution that such photography provides and the extreme flight conditions under which it can be taken, means that it is of great interest to photogrammetrists. However, the geometry of the image is invariably distorted due to the mode of operation of the camera. Notes: This paper investigates the effect of the deviation of measured points from the standard locations when carrying out a relative orientation of a stereomodel. The analytical solution of more than 100 cases was considered and, for each case, the weights for the elements of relative orientation and the correlation coefficients were evaluated. The stability of the solution was studied by calculating the characteristic roots of the matrix of normal equations. It is shown that, theoretically, the solution of the relative orientation problem can always be achieved whenever the locations of the measured points satisfy stated geometrical requirements. However, the reliability of the solution depends on their exact positions in the stereomodel. When the accuracy is too low, in practice there is no solution.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn étudié l'effet sur l'orientation relative d'un couple de variations de position des points de base.

Notes: The development and operation of an inexpensive retractable vertical camera rig is described. Unlike several commercially available camera packages, the cameras on this rig are accesible in flight thus permitting the changing of magazines and other operations. Since the camera carriage is only deployed when over the site to be photographed, the aircraft performance is not degraded during positioning flights.

Notes: This paper summarises the theoretical and practical development of’an analytical system for close range photogrammetry. The system uses the extended bundle method of phototriangulation and a sophisticated least squares algorithm. A description is given of computer software, and aspects of statistical testing and gross error detection are discussed in order to assess the accuracy potential. Applications of the system, for precise co-ordination of a target range and camera calibration are outlined.

Notes: A photogrammetric system that is suitable for shallow water detailed mapping at scales from 1:50 to 1:500 for coastal and harbour engineering projects is described. The results from tests using automatic 35 mm Canon cameras on an elevated platform to determine the accuracy of planimetric and depth co-ordinates are presented. The economic benefits of stereophotography through shallow water rather than underwater photography are discussed.

Notes: An individual view is provided of the function of the art and science of photogrammetry, over the whole of the history of attempts to make measurements from optical observations. The predominating influence, in past years, of the need for mapping from air photographs is compared with the prospect that increasing demands for similar facilities in close range measurement, for application in fields such as mechanical engineering, medicine and architecture, may soon be seen to give further encouragement to the development of the subject. The author makes use of illustrations from his experience to point out simple cases where the potential of photogrammetric techniques, in the wider sense, has not been appreciated.

Notes: The algorithm presented assumes a preliminary determination of the elements of inner orientation and bases its mathematical model on the collinearity condition, from which projective equations are derived. Linearisation of condition equations is based on Taylor's expansion, whilst the subsequent solution follows iteration cycles. The method aims to derive composite corrections to image coordinates, with the aid of test field data.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméL'auteur présente un algorithme oú l'on suppose déterminés au préalable les éléments d'orientation interne.

Notes: There is a growing interest in the potential of synthetic aperture radar (SAR) for mapping and for gathering intelligence for map revision. This paper first gives a simple guide to the characteristics of SAR and then describes a study carried out to investigate the geometric properties of the imagery and the information content which is of interest for topographic mapping and the production of large scale plans. The conclusions cautiously indicate a potential although better quality images are required and more information must be known about the optimum conditions which should obtain when the data are recorded.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn assiste à un intérét croissant envers le radar à ouverture synthétique (SAR) et ses possibilityés pour la cartographie et pour la collecte de renseignements utiles à la révision.

Notes: An automatic plotting instrument development is described where the coordinate corrections are introduced in the optical system and not at the photograph. It is suggested that the opto-mechanical devices used for correction and the proposed use of microprocessors for control of these devices offer the possibility of producing a low cost automatic plotter and stereocomparator.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn decrit une solution au probléme de la correction des coordonnées cliché pour le restituteur analytique et le stéréocomparateur: ces corrections sont introduites dans la partie optique du système et commandées par l'intermédiaire de microprocesseurs. Notes: Landsat multispectral scanner (MSS) and return beam vidicon (RBV) image data in both analogue and digital formats were used to assess the performance of the MSS and RBV sensor systems, and to determine their potential for recording information associated with topographic or land use maps of selected Chinese study areas (Beijing, Tianjin and the Huang He elbow). MSS images permitted the detection of 40 per cent to 50 per cent of the features identified on maps of 1: 250000 scale and larger, whereas the higher resolution Landsat 3 RBV images provided 10 per cent to 20 per cent additional information. Completeness of information extracted from a colour cathode ray tube display exceeded that obtained from analogue single band black and white MSS images by only 5 per cent to 10 per cent. Only through major improvements in spatial resolution will it be possible to compile maps at scales of 1: 250000 and larger from satellite data.

Notes: The paper deals with the analytical plotter and its impact on numerical photogrammetry. A short introductory section is followed by examples of the use of a Zeiss (Oberkochen) Planicomp C100 in analytical aerial triangulation, close range photogrammetry and the generation of digital height models. The examples demonstrate the suitability of the analytical plotter for numerical photogrammetry. Computer assistance and computer control allow for advanced data acquisition of high accuracy and speed. In addition, the minicomputer controlling the analytical plotter can be used for subsequent data processing. As a result, projects involving numerical photogrammetry can be carried out entirely in-house, without the need of an external computer.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméLe restituteur analytique et la photogrammétrie numérique.

Notes: A brief review of work on airborne metric camera movement has been made. The tolerances for permissible image movement set by various investigators are discussed. The biggest single fault with most metric camera mountings in current use is that the centre of gravity of the camera is well above the line of action of the resilient elastic restoring forces. This results in coupling between the linear vibration of the airframe and the angular motion of the camera. There is a need for a simple device which can be attached to a survey camera in order to record angular motion during actual survey missions.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméAprès une brève revue des travaux concernant les mouvements d'une chambre de prise de vue en vol, on discute les tolérances couramment admises pour ces mouvements.

Notes: A method of delineating the extent of floods has been devised involving the establishment of flood surfaces and the creation of photogrammetric digital terrain models. These two data sources are combined in a computer aided map production system and comparisons are drawn between the efficacy of different forms of terrain modelling in a floodplain environment.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn a mis au point, en vue de déterminer l'étendue d'innondations, une méthode numérique combinant les notions de surface innondable et de modèle numérique de terrain (MNT); on se pose le problème du choix du MNT dans un environnement de plaine innondable.〈section xml:id="abs1-3"〉〈title type="main"〉ZusammenfassungAngabe eines Verfahrens zur Ableitung der Ausdehnung von Überschwemmungen, wobei die Flut-Oberfläche bestimmt und photogrammetrisch digitale Geländemodelle erzeugt werden. Notes: Precipitation and runoff samples were collected for 13 storms in a nonindustrial urban area in Central Pennsylvania between July 1980 and June 1981. Runoff was collected from tree surfaces, a residential roof and street, a shopping mall parking lot, a downtown business district alley, and a heavily traveled street. Analysis of the water samples showed 10 to 25 percent of the nitrogen, 25 percent of the sulfate, and less than 5 percent of the phosphorus, potassium, and calcium in water below a tree was deposited by the precipitation. The residential roof caused insignificant changes in water chemistry. The results for the four paved areas showed that all the nitrogen, and from 16 to 40 percent of the sulfate and 13, 4, and 2 percent of the phosphorus, potassium, and calcium, respectively, in runoff was deposited by the precipitation. Precipitation can also be an important source of sulfate and phosphorus in runoff. All of the surfaces raised the pH of the runoff, with the largest increases, from a pH of 4 to about 7, occurring in runoff from the paved areas. Precipitation and runoff chemistry was not related to antecedent conditions such as the length of the preceding dry period.

Notes: Because of their proximity to necessary supplies of cooling water, nuclear power plants are susceptible to riverine flooding. Greater flood hazards exist where plants are located downstream of large dams. The consequences of the Quabbin Reservoir dam failure on the Haddam Neck Nuclear Power Plant situated on the Connecticut River were investigated using a dam break flood routing model. Reasons for selecting a particular model are presented and the input assumptions for the modeling process are developed. Relevant information concerning the level of manpower involvement is presented. The findings of this analysis demonstrate that the plant is adequately protected from the consequences of the postulated flood event.

Notes: The shallow Fairmont Lakes in southern Minnesota have been treated with copper sulfate for 58 years to reduce excessive algal growth. Copper sulfate was applied to five lakes at cumulative rates upo to 1647 kg/ha (1470 1b/acre), totaling 1.5 million kilograms. Data collected since treatment of the Fairmont Lakes began in 1921 provide alarming insights into lake responses to sustained chemical treatment with copper sulfate. Short-term and long-term effects have occurred. Short-term effects include: a) the intended temporary killing of algae, b) dissolved oxygen depletion by decomposition of dead algae, c) accelerated phosphorus recycling from the lake bed and recovery of the algal population within 7 to 21 days, and d) occasional fish kills due to oxygen depletion or copper toxicity or both. Long-term effects are shown to include: a) copper accumulation in the sediments, b) tolerance adjustments of certain species of algae to higher copper sulfate dosages, c) shift of species from green to blue-green algae and from game fish to rough fish, d) disappearance of macrophytes, and e) reductions in benthic macroinvertebrates. The conclusion is that while copper sulfate treatments enjoy great popularity because they kill and remove algae almost instantaneously, other immediate or cumulative side effects can be harmful to many other aquatic organisms.

Notes: SAGE, a proposed method for environmental assessment, focuses on eliciting and incorporating value weights in multiple-objective decision making. In this method, the value weights are inferred from the tradeoffs that people make in choices about alternatives. These weights are applied to scaled scores for accounts based on measurable attributes of each objective. In order to indicate the political ramifications of decisions and to facilitate sensitivity analysis, the values held by various groups are presented in matrix from arrayed by group affiliation or by judgment types that share common values. Results of a trial application of SAGE to a land use/watershed management problem in a growing urban area are presented.

Notes: This study describes and demonstrates two alternate methods for evaluating the relative costs and benefits of artificial groundwater recharge using percolation ponds. The first analysis considers the benefits to be the reduction of pumping lifts and land subsidence; the second considers benefits as the alternative costs of a comparable surface delivery system. Example computations are carried out for an existing artificial recharge program in Santa Clara Valley in California. A computer groundwater model is used to estimate both the average long term and the drought period effects of artificial recharge in the study area. For the example problem, the benefits of reduced average annual pumping lifts and reduced incremental subsidence are greater than the total costs of continuing the existing artificial recharge program. Benefits for reduced subsidence are strongly dependent on initial aquifer conditions. The second analysis compares the costs of continuing the artificial recharge program with the costs of a surface system which would achieve the same hydraulic effects. Results indicate that the costs of artificial recharge are considerably smaller than the alternative costs of an equivalent surface system. In evaluating a particular program, consideration should also be given to uncertainties in future supplies and demands for water as well as to the probability of extreme events such as droughts.

Notes: The entire water resources field is not contemplated, although reference thereto will be registered. Water supply for potable and hygienic purposes will be presented as symbolic of the global issues confronting 4.8 billion people. Some two billion of these live in the so-called developing or less favored countries. They are either underserved or not served at all by utility systems of whatever grade. Targets for meeting their needs were exemplified by the international agencies in the International Water and Sanitation Decade of 1980-1990. Some successes are apparent, but, in general, hopes are not fulfilled. The pace of accomplishment is very slow. Constraints will be reviewed in some detail. Challenges for reducing these and increasing pace of installations are presented. The potential for a global public works program unprecedented in history is reviewed.Several issues will not be discussed in this paper. Their omission rests primarily upon the fact that their resolution is improbable for decades ahead, if ever.Economists have categorized water as any other economic commodity - and should always be subject to benefit-cost scrutiny. I do not share that view. People could well live without the telephone or the automobile, a destroyer. Without water, their survival is a matter of days. Cost-benefit seems unreal and singularly inappropriate under such circumstances.Secondly, the search for quantifying the health impact of safe water goes on forever. My view is that the results speak for themselves - while sturdy souls continue to seek out the exact correlation figure. Thirdly, the population explosion, although softened a bit, proceeds apace while I write. Lastly, the exposition herein is restricted to potable water and its associated sanitation aspects. Other major uses of water, obviously highly important, are not addressed.

Notes: The impoundment of the Kootenai River by Libby Dam caused changes in discharge and water quality in the river downstream from Lake Koocanusa. The changes observed downsteam were largely attributable to the depth of withdrawal from the reservoir and the reservoir's ability to store and mix various influent water masses. The preimpoundment and postimpoundment time series of discharge and six water quality variables were autocorrelated and exhibited strong seasonality. Intervention analysis, a technique employing Box-Jenkins time series models, was used to quantify the nature and magnitude of the changes in water quality after the construction of Libby Dam. The models were developed with data from June 1967 through February 1981 and were able to satisfactorily forecast riverine conditions from March 1981 through January 1982.

Notes: Seven considerations which bear upon the achievement of better water management are discussed. First, separation of judgments of fact from judgements of value is helpful in deciding upon what actions to take. Second, separation of social values from matters of individual or group interest is crucial to institutional design. Third, achieving economically efficient water management may create a surplus of benefits which can be divided among the parties in order to resolve conflicts. Fourth, surpluses also can be used inappropriately, whether to reward undesirable behavior or to penalize unjustly. Fifth, avoidance of external costs is best achieved through restructuring of rewards and penalties. Sixth, technological solutions are too easily selected in place of less costly institutional change. Seventh, water management technology is too often selected in place of more cost-effective, water-related technology. Selected examples of each of these considerations are offered. However, better water management is not easy to define. The social process criterion adopted in this paper is discussed briefly.

Notes: States have the potential to play a major role in moving water conservation from conferences and reports that identify its advantages to actual practice. The research identifies four generic “strategies” that categorize the states' approaches toward conservation and reports on the states' current conservation activities. The four strategies are: reliance on agricultural advisors, leverage incentives, performance standards, and mandatory actions. Four levels of state conservation activity exist. California and Florida maintain the most extensive programs; Arizona, Massachusetts, New Jersey, North Carolina, and Oklahoma also have numerous programs but significantly lower staff commitments; eight additional states maintain moremodest conservation effotts. Elsewhere, state directed conservation actions remain minimal and limited to those provided as agricultural advice. The study found support for water conservation the norm among water supply planners.

Notes: Interregional conflicts over the allocation and transfer of water supplies have occurred with increasing frequency in the contemporary United States. This paper presents the results of a case study of citizen opposition to a proposal to transfer water supplies within Oklahoma. Residents of the area adjacent to Lake Tenkiller in eastern Oklahoma were surveyed concerning their reactions to a proposal of the City of Tulsa to transfer large volumes of water from the reservoir to the city. Results of the survey indicated that a community based concern for preserving local water levels transcended individual self-interests in maintaining Tenkiller's water levels. The results support the recently developed concept of “turf politics,” which suggests that regional and community based considerations tend to dominate interregional locational conflict resolution.

Notes: Although the volume of potable water used at recreation developments is minor relative to total regional water use, very high quality is required and the source is often of limited capacity, such as a mountain spring or small local aquifer. Frequent confrontations between developers and regulatory agencies result from claims by developers that water demand will be very small while regulators tend to treat such developments the same as municipal residence. Almost no published data base exists for resolving such conflicts. Included here are: 1) Water use measurements of various peak period durations (seasonal, monthly, daily, and instantaneous) at several types of recreational developments in Utah and Wyoming (mountain cabins, both ski- and water-based condominiums, and recreation vehicle campgrounds), 2) statistical (frequency) analysis of the data and a comparison with municipal demands in the same region, and 3) analysis of occupancy rates at the various categories of developments.

Notes: Acclimation to varying salinities did not affect the preferred temperature of Saratherodon melanotheron, which had a final preferred temperature of 33.5 C. However, fish acclimated to 25 C and 0, 15, and 30 o/oo salinities had lower lethal temperatures of 15, 13, and 15 C, respectively, and an upper lethal temperature of 37 C. The thermal zone of tolerance for fish acclimated in freshwater was 17-35 C, and was not dependent upon acclimation temperatures. Data suggest this species could expand its range in North America.

Notes: A water quality investigation on Utah Lake was conducted during the same time period that the Heat Capacity Mapping Mission (HCMM) satellite was collecting thermal infrared and reflectivity data. Relationships were established and evaluated among HCMM data and lake water quality parameters. Although remotely sensed reflective data have been previously utilized, this study was unique in that thermal emitted data were also correlated to algae concentrations and other indicators. Standard statistical evaluations were made along with utilization of color graphics techniques to identify and plot relationships. The emitted thermal energy was found to have high positive correlations with net algal concentrations and with the predominant species, Aphanizomenon flos-aquae, a blue-green alga. No continuous correlation was found for a less abundant red pigment phytoplankton, Ceratium hirundinella. Similar trends, though for negative correlations, were shown for reflectivity data and algal concentrations throughout the spring and summer. Coincidence of areas of warmer emitted energy and darker relfected energy on colorgraphics displays clearly indicate lake areas of high algal concentrations. Night thermal data displayed a strong negative correlation with algal concentration, opposite to day thermal data. Color graphics of warmer day emitted energy and cooler night emitted energy further verify areas of high algal concentrations.

Notes: Mass budgets for chloride were estimated from 1975-1978 for the Mississippi River from headwaters to near the mouth to determine the magnitudes of natural and anthropogenic sources. Annual chloride input from precipitation ranged from about 200 kg mi-2yr-1 at Royalton, Minnesota, to about 350 kg mi-2yr-1 at Vicksburg, Mississippi. Mass export ranged from about 900 kg mi-2yr-1 at Royalton to about 8000 kg mi-2yr-1 at Vicksburg. As much as 80 percent of the residual, the difference between input and export, probably is contributed by anthropogenic sources. In particular, semi-logarithmic scatterplots of monthly total discharge against chloride concentration show that, during early spring, chloride elevations in the Mississippi River and Ohio River are elevated, possibly because of flushing of road salt and leaching of chloride from the accumulated snowpack.

Notes: A flume study was conducted to examine (1)changes in the particle-size distribution of sediments in riffles due to the proportion of sand in transport and the total rate of bedload transport at the time the riffle is deposited and (2) the effect of high sand transport rates on the stability of gravel riffles. The median particle size of sediment deposited in the riffle was larger than that of the sediment in transport. Small but significant (a = 0.05) decreases in the median particle size of riffle sediments resulted as the sand-to-gravel ratio. Increased concentrations of sand in transport caused previously stable gravel riffles to undergo scour. These results, in combination with information from other studies, suggest that an alluvial channel with pool-riffle sequences and with sand and gravel beds may respond to an increased delivery of sand by reducing form roughness. Form roughness can be reduced by degrading riffles and filling pools. Subsequent responses may be increases in width-to-depth ratio and slope.

Notes: Coal ash effluent effects including particulates, acidic pH excursions, elemental concentrations and bioconcentration in selected organisms have been studied as changes in water quality and densities of benthic macroinvertebrate and mosquitofish (Gambusia affinis) populations in a swamp drainage system over an eight-year period. Three changes in the ash basin settling system were made between mid- 1973 and January 1982. Initial density of the aquatic biota was altered severely by heavy ash siltation, followed by acidic pH excursions and perhaps overall by elemental concentrations and bioaccumulation. Heavy ash siltation, followed by acidic Ph excursions (mean of 5.5, extreme of 3.5) after the addition of fly ash to the original settling basin system, had the most profound effect on biota. Dipterans (chironomids) and some odonates (Plathemis lydia and Libellula spp.) were resistant to heavy ash siltation, while mosquitofish, which showed no discernible responses to ash siltation, were absent at acidic pH, along with the few previously surviving invertebrate populations.Elemental concentrations of arsenic, cadmium, chromium, copper, selenium, and zinc did not appear to limit aquatic flora and fauna on a short-term, acute basis. Long, chronic elemental exposures may have been instrumental in retarding the recovery of all forms of aquatic life in the receiving system. Elemental concentrations (except for arsenic and selenium) in the receiving system were generally one to two orders of magnitude higher than the Water Quality Criteria set by the U.S. Environmental Protection Agency (1980) for protection of aquatic life for the minimum and 24-hour mean values. From collective elemental exposures in the receiving system, bioconcentration factors in macrophytes, invertebrates and fish were generally lower than those reported in the literature for laboratory, single elemental concentrations. By 1978, when the new settling basin systems were operating effectively, invertebrate populations were largely recovered, and mosquitofish populations recovered within one year afterward.

Notes: Navigation locks on the Upper Mississippi River currently receive heavy use from both commercial barge traffic and recreational craft. Multiple regression analysis of lockage statistics suggests a critical level may exist, below which barge traffic volume has little impact on recreational lock use, but above which it physically constrains recreational lockage. The capacity of the Upper Mississippi River for lock chambers at Alton, Illinois. This may adversely impact recreational use of locks by raising commercial traffic levels above the critical level at several other locks on the river.

Notes: A weir system with a proportional sampler for use on miniature watershed ecosystems is described. Eight weir collection systems were evaluated for their ability to measure and sample inputs and outputs of soil-island ecosystems which occur on granite outcrops. The proportion of water actually collected by the weir systems was generally less than the proportion the systems were designed to sample, but adequate for supplying data needed for estimating elemental budgets. The weir systems were not able to account for 25 to 50 percent of the variation in total water passing over the cutoff wall. Several ways of improving overall performance of the weir systems are discussed.
