Beschreibung / Inhaltsverzeichnis: Global value chains (GVCs) powered the surge of international trade after 1990 and now account for almost half of all trade. This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. This book examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

In journalistisch aufbereiteten Beiträgen werden Projekte aus der Forschungs- und Infrastrukturförderung vorgestellt, die pars pro toto für die über 33 000 Vorhaben stehen, die im Berichtsjahr von der DFG mit insgesamt über 3,4 Milliarden Euro gefördert wurden. In diesem Jahr stehen dabei die Exzellenzcluster im Vordergrund, über die 2018 im Rahmen der Exzellenzstrategie des Bundes und der Länder zur Stärkung der Spitzenforschung an den Universitäten in Deutschland (ExStra) die Entscheidungen fielen. Ein ausführlicher statistischer Teil präsentiert die wichtigsten Zahlen und Grafiken zum Förderhandeln der DFG. Der Jahresbericht, der am 4. Juli 2019 bei der Mitgliederversammlung im Rahmen der Jahresversammlung vorgestellt wurde, zeigt nicht zuletzt, dass eine gut funktionierende Selbstverwaltung der deutschen Wissenschaft von dem Engagement zahlreicher Personen lebt, wie sie in der DFG beispielsweise als Gutachterinnen und Gutachter, Gremienmitglieder oder Mitarbeiterinnen und Mitarbeiter der Geschäftsstelle tätig sind.

Beschreibung / Inhaltsverzeichnis: This book seeks to pose and explore a question that sheds light on the contested but largely cooperative nature of Arctic governance in the post-Cold War period: how does power matter – and how has it mattered – in shaping cross-border cooperation and diplomacy in the Arctic? Each chapter functions as a window through which power relations in the Arctic are explored. Issues include how representing the Arctic region matters for securing preferred outcomes, how circumpolar cooperation is marked by regional hierarchies and how Arctic governance has become a global social site in its own right, replete with disciplining norms for steering diplomatic behaviour. This book draws upon Russia’s role in the Arctic Council as an extended case study and examines how Arctic cross-border governance can be understood as a site of competition over the exercise of authority.

The ways that they are depicted, however, are severely limited in physical and personal traits, helping to establish and enhance stereotypes under the general title of ‘scientist’. These stereotypes range from the arrogant researcher who wants to rule the world, to the lab coat wearing ‘nerdy’ genius, but all generally fall to an extreme view of an existing perception of what a scientist should look and be like. For example, the popular image of ‘a scientist’ overlooks the presence of women almost entirely unless attributed to specific subjects and/or with narrow character depictions. The implications can be far-reaching. Young people, being heavily swayed by what they see and hear in the media, may avoid scientific careers because of these limited or unflattering portrayals of the scientific community, regardless of whether they reflect real life.Based on findings from the Light’13 project, this book examines such stereotypes and questions whether it is possible to adjust people’s perception of scientists and to increase interest in science and scientific careers through a series of specific actions and events.

Beschreibung / Inhaltsverzeichnis: This eBook is the third in a series of books on the critical earthquake response of elastic or elastic-plastic structures under near-fault or long-duration ground motions, and includes four original research papers which were published in the specialty section Earthquake Engineering in ‘Frontiers in Built Environment’. Several extensions of the first eBook and the second eBook are included here. The first article is on the earthquake resilience of residential houses after repeated ground motions with high intensity. The 2016 Kumamoto earthquake brought a significant impact on the earthquake resilience of residential houses under repeated ground motions with high intensity in a few days. The necessary strength upgrade withstanding two repeated high-intensity ground motions was found to be 1.5. The second article is concerned with the smart enhancement of earthquake resilience of building structures under both near-fault and long-duration ground motions. A hybrid system of base-isolation and building connection control was proposed and its earthquake resilience to near-fault and long-duration ground motions was evaluated by a double impulse and a multiple impulse. It was demonstrated that the base-isolation is effective for near-fault ground motions and the building connection system using passive dampers is effective for long-duration ground motions. The third article is related to the robustness evaluation of elastic-plastic base-isolated high-rise buildings under resonant near-fault ground motions. The robustness function was introduced to evaluate quantitatively the robustness of elastic-plastic base-isolated high-rise buildings. The fourth article is an extension of the previously proposed energy balance approach to a bilinear elastic-plastic single-degree-of-freedom system under a long-duration sinusoidal ground motion. A historical difficulty in nonlinear vibration posed by Caughey (1960) and Iwan (1961) has been overcome in a smart manner after half a century. The approach presented in this eBook, together with the previous eBooks, is an epoch-making accomplishment to open the door for simpler and deeper understanding of structural reliability and resilience of built environments in the elastic-plastic and nonlinear range.

Auf Basis eines partizipativen Forschungsdesigns, durchgeführt in ausgewählten Küstendörfern, untersucht dieser Band die Auswirkungen der Globalisierung und des Klimawandels auf die Lebensqualität ihrer Bewohner. Dabei wird aufgezeigt, dass die Dorfbewohner keine passiven Opfer externer Prozesse sind, sondern aktiv ihr Leben gestalten. Mittels neo-traditioneller Bewegungen gelingt es den Bewohnern weitestgehend, ein festes Wertefundament als Grundlage ihrer kulturellen Identität zu bewahren. Eine intakte Gemeinschaft steht dabei im Zentrum spiritueller, ökonomischer und sozialer Werte. Im Zuge der gesellschaftlichen Transformation agieren die Gemeinschaften nicht mehr ortsgebunden, sondern bilden mithilfe moderner Transport- und Kommunikationstechnologien globalisierte Netzwerke – ohne dabei die Bezüge zu ihrer kulturellen Herkunft zu verlieren. Auswärts lebende Familienangehörige tragen so Wissen und materiellen Wohlstand in die Dorfgemeinschaften und erweitern die Handlungspotentiale und Lebensstandards der Küstendorfbewohner. Im Zuge der Wissensvermittlung erfolgt jedoch insbesondere die Darstellung des Klimawandels und seiner Gefahren verkürzt und nicht auf lokale Werte zurechtgeschnitten, sodass es auch zu Wahrnehmungsverzerrungen und Fehlanpassungen kommt. Fijian coastal villagers are not passive victims of global social transformation and climate change. Through neo-traditional movements they actively form processes of social and cultural change. Rural Fijian norms, values and cultural identity crystallize in robust communities. Via modern forms of communication and transportation Fijians established globalised networks securing individuals' quality of life. Family members living far from their home villages remain in contact with their relatives. This way they keep their Fijian Identities as source of wellbeing and as well support the villagers' material wealth and knowledge to enhance capabilities. Merely regarding hazardous climate change impacts the passed on knowledge is spread abridged and poorly fitting into local value systems. Therefore, misperceptions and maladaptations are prevalent. In consequence this study pleads for development agencies to act culturally sensitive and to critically reflect ethnocentric worldviews in order not to harm Fijian values and wellbeing.

As an essential part of human life-worlds, landscapes have the potential to absorb something of people's lives, works, and thoughts. But landscapes also shape their own life-histories at different timescales, transcending human life-cycles and generating their own temporalities and rhythms. It comes as no surprise, therefore, that the co-scripting of landscapes and people figures prominently in the (auto-)biographical works of writers and attracts the interest of geographers, archaeologists, historians, and anthropologists. This has even resulted in a new genre in landscape research, rapidly gaining in popularity, under the heading of 'landscape biography'. In ‘Landscape Biographies’, twenty geographers, archaeologists, historians, and anthropologists investigate the diverse ways in which landscapes and monuments have been constructed, transmitted, and transformed from prehistory up to the present, from Manhattan to Shanghai, from Iceland to Portugal, and from England to Estonia. Cette évolution pose de redoutables problèmes et des difficultés inédites pour les politiques publiques. Si les effets de la périurbanisation sont relativement bien connus dans les pays du Nord, les analyses dédiées aux pays du Sud sont bien moins développées. L’ouvrage « Territoires périurbains : développement, enjeux et perspectives dans les pays du Sud » permet de lever un coin du voile sur cette problématique et sur les grands défis que la périurbanisation pose pour le Sud en général et pour l’Afrique centrale en particulier. L’ouvrage débute en cherchant à clarifier ce qu’il faut exactement entendre par « territoire périurbain ». À la suite de cette mise en contexte, il se poursuit par cinq parties organisées autour des problématiques des ressources naturelles, de la sécurité alimentaire, de la santé publique, des services publics et de l’aménagement des territoires. Pour chacune de ces problématiques, des chercheurs spécialisés issus de disciplines variées apportent des contributions qui, tout en soulignant l’ampleur des défis, permettent la mise en avant de solutions innovantes pour améliorer la gouvernance et le bien-être des populations. Beschreibung / Inhaltsverzeichnis: The propulsion system behaviour is a key aspect for the overall dynamics of a ship. However, despite its great importance, numerical methodologies for detailed investigations on marine propulsion dynamics are not yet widely covered in scientific literature. This book presents the main steps for the development of a multi-physic simulation platform, able to represent the motions of a twin screw ship in six degrees of freedom, taking into account the whole propulsion system and automation effects. A number of mathematical sub-models had been developed and calibrated by a set of experimental tests, in model and full scale. Finally, the sea trials campaign of a ship is used to validate and tune the developed simulator. The proposed simulation methodology can be used in the ship preliminary design phase, in order to plan and test the propulsion system and automation. Further applications can include the design optimization and crew training.

It called greenhouse gas atmospheric pollution an ‘uncontrolled, globally pervasive experiment whose ultimate consequences could be second only to nuclear war’. World governments were urged to swiftly develop emission reduction targets (The changing atmosphere: implications for global security, 1988). Relevant to both Australian and overseas audiences, here is the untold story of how Australia buried its knowledge on climate change science and response options during the 1990s — going from clarity to confusion and doubt after arguably leading the world in citizen understanding and a political will to act in the late 1980s. ‘What happened and why’ is a fascinating exploration drawing on the public record of how a society revised its good understanding on a critical issue affecting every citizen. It happened through political and media communication, regardless of international scientific assessments that have remained consistent in ascribing causes and risks since 1990. How could this happen? The author examines the major influences, with lessons for the present, on how the story was reframed. Key have been values and beliefs, including economic beliefs, that trumped the science, the ability of changing political leaders and the mass media to set the story for the public, as well as the role of scientists’ own communication over time and the use and misuse of uncertainty.

Over almost half a century his research helped reconceptualize ecology in Australia, creating a detailed understanding of environmental change in the Late Pleistocene and Holocene. Within a biogeographic framework one of his exceptional contributions was to explore the ways that Aboriginal people may have modified the landscape through the effects of anthropogenic burning. These ideas have had significant impacts on thinking within the fields of geomorphology, biogeography, archaeology, anthropology and history. Papers presented here continue to explore the dynamism of landscape change in Australia and the contribution of humans to those transformations. The volume is structured in two sections. The first examines evidence for human engagement with landscape, focusing on Australia and Papua New Guinea but also dealing with the human/environmental histories of Europe and Asia. The second section contains papers that examine palaeoecology and present some of the latest research into environmental change in Australia and New Zealand. Individually these papers, written by many of Australia’s prominent researchers in these fields, are significant contributions to our knowledge of Quaternary landscapes and human land use. Certes, les progrès des technologies agricoles ont permis, au plan global, de maintenir le niveau nutritionnel moyen pendant les années de la "Révolution verte", mais la situation restait loin d’être satisfaisante, puisque environ 850 millions de personnes étaient sousalimentées au début du XXIe siècle. Or de nouvelles inquiétudes se font jour : les surfaces cultivables ne sont plus guère extensibles, la productivité des sols atteint des niveaux qui risquent de les endommager de façon irréversible, les prix de l’énergie et des intrants indispensables à l’agriculture moderne sont à la hausse... Et les perspectives de changements climatiques ne sont pas rassurantes. De nouveaux progrès technologiques permettront-ils de dépasser, une fois encore, les contraintes naturelles et démographiques ? Cet ouvrage rappelle d’abord ces contraintes démographiques, climatiques et environnementales qui pèseront sur la disponibilité de ressources à l’horizon 2050, et traite ensuite des facteurs d’évolution de la demande alimentaire, des moyens techniques et économiques d’y faire face, et enfin des conditions d’un équilibre possible. Une synthèse est proposée en début de volume. Des recommandations y sont faites, destinées aux pouvoirs publics français pour les éclairer sur leur politique nationale et internationale, mais aussi à la société civile, qui est concernée car les problèmes ne sont pas seulement scientifiques ou technologiques : ils mettent aussi en jeu les comportements individuels des producteurs et des consommateurs. Sur les 25 catastrophes les plus couteuses depuis 1970, toutes sont survenues après 1987 et 23 d'entre elles sont liées aux conditions climatiques. Et cela n'arrive pas qu'aux autres. La France, elle non plus, n'est pas épargnée : 88 morts et 9 milliards d'euros de dégats pour les tempêtes de décembre 1999, près de 15000 décès pour la canicule du 1er au 20 aout 2003. La récente tempête Xynthia, avec ses ruptures de digues, a provoqué 53 morts, s'ajoutant à tant d'autres tragédies survenues dans des zones inondables, et nous interrogeant. Sommes-nous prêts par exemple à affronter une crue comparable à celle de 1910 dans le Paris de demain? Dans le contexte actuel de changement climatique, nous savons que nous devons nous préparer à des événements extrêmes plus dangereux, quelquefois inédits. Ces événements voient leurs effets amplifiés par le développement urbain, le surpeuplement des zones littorales et l'anthropisation des milieux naturels. Ils représentent de véritables « trappes à pauvreté » pour les pays les plus pauvres de la Planète. C'est l'objet de ce rapport de l'Académie des Sciences qui analyse la question de ces événements climatiques extrêmes et de leurs conséquences prévisibles sur les systèmes économiques, sociaux, sanitaires et de sécurité.Un réel besoin d'anticipation existe donc : notre pays est-il prêt à y répondre? Participe-t-il suffi samment aux actions internationales visant à réduire les risques? Dispose-t-il d'une information scientifique appropriée?
