    Description: Das Verhältnis von klassischen und modernen Theorien der Macht wird gemeinhin kontradiktorisch gedacht: entweder aus dem Glauben, beide Theorien würden sich systematisch ausschließen, oder basierend auf der Annahme, die modernen Machttheorien à la Michel Foucault hätten die klassischen à la Thomas Hobbes abgelöst. Das Phänomen der Macht aus einem wechselseitigen Verhältnis beider Ansätze zueinander zu begreifen, ist bisher ein Desiderat in der Forschung. Der Band wirft einen neuen Blick auf die Macht, indem er Beiträge zur Vermittlung beider Ansätze versammelt. Nicht nur wissenschaftliche, sondern auch künstlerische Beiträge machen das Phänomen aus einer ganzheitlicheren Perspektive heraus zugänglich.

    Description: Rechtspopulismus und Autoritarismus, Auseinandersetzungen um »Identitätspolitik«, die Digitalisierung der öffentlichen Debatte und die Macht von Verschwörungstheorien führen zu tiefgreifenden sozialen, kulturellen und politischen Transformationsprozessen. Für die Untersuchung dieser Transformationen sind die Theorien des Politischen und der radikalen Demokratie besonders geeignet, da sie die grundsätzliche Fragilität der liberalen Ordnung analysieren. Fraglich ist jedoch, ob die radikaldemokratische Forderung nach einer Disruption der liberalen Ordnung die richtige Antwort auf die beschriebenen Transformationen ist. Die Beiträge unternehmen eine kritische Revision der Theorien des Politischen und erschließen damit das gegenwartsanalytische Potential radikaldemokratischer Ansätze für die 2020er Jahre.

    Description: Obschon Städte zurzeit vor allem durch ihre drastischen Probleme in unser Bewusstsein treten, ist es sinnvoll, auch nach der urbanen Wende an einer Vorstellung von der »guten Stadt« festzuhalten. Dieser Topos bildet eine Konstante der normativen Reflexion der menschlichen Lebensform, die dadurch, dass die Stadt das menschliche Habitat par excellence geworden ist, neue Bedeutung erlangt. Durch eine kritische Rekonstruktion der Geschichte von der »guten Stadt« anhand klassischer sowie zeitgenössischer Beiträge - von Platons Kallipolis bis zu von Borries' Klimakapseln - zeigt Mara-Daria Cojocaru, wie ein gewisser Rest-Utopismus das gesellschaftliche Handeln in den Städten begleiten kann. Sie zeigt: Nicht die gebaute Umwelt bringt bedeutsame Formen von Gesellschaft hervor - vielmehr verhält es sich umgekehrt.

Denn die Gewaltforschung tut sich einigermaßen schwer, Gewalt zu erklären, wenn nicht sogar der Versuch der Erklärung dezidiert zurückgewiesen wird. Erklärungen, die jeweils bei den Motiven von Akteuren, bei situativen Interaktionsdynamiken oder gesellschaftlichen Bedingungskonstellationen ansetzen, können allein nicht überzeugen. Die Autoren schlagen vor, an prozessualen Erklärungen von Gewalt zu arbeiten, die den Blick auf die Vorgänge der Verursachung richten, um so der wissenschaftlichen Diskussion um Gewalt einen neuen methodischen Impuls zu geben.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. In these areas rapid population growth, increasing demands for food, and burgeoning international markets for forest products and other raw materials are associated with active competition for land and natural resources in upland areas. This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world. Der Vorsitzende des Vereins, Hans-Werner Sinn, greift in seiner Eröffnungsrede die Sorge der Westeuropäer über erwartete Wanderungsströme von Arbeitskräften auf. Er warnt vor einer Dramatisierung, weist aber auf die Anpassungserfordernisse für Arbeitsmärkte und Sozialsysteme hin. Andries Brandsma von der Europäischen Kommission macht deutlich, daß vor dem Beitritt ein umfassender Kriterienkatalog zu erfüllen ist, was den Beitrittskandidaten bisher in unterschiedlichem Maße gelungen ist. Die Wohlfahrtseffekte der Osterweiterung für die EU 15, die bisher empirisch kaum quantifiziert wurden, behandelt Wilhelm Kohler von der Universität Linz im Rahmen einer modellgestützten empirischen Analyse. Michael Burda von der Berliner Humboldt-Universität setzt sich vornehmlich mit den Arbeitsmarktwirkungen auseinander. Im Unterschied zur herrschenden Meinung erwartet er positive Arbeitsmarkteffekte für die EU 15, hingegen eher negative für die Beitrittsländer. Hans Peter Lankes von der EBRD vertritt die These, daß in der Phase vor dem Beitritt erhöhte Investitionsanforderungen auf die betreffenden Länder zukommen, für deren Finanzierung die Voraussetzungen geschaffen werden müssen. Alfred Steinherr von der Europäischen Investitionsbank betont abschließend nochmals die tiefgreifenden Reformen, die von der Gemeinschaft der 15 vor einer Osterweiterung vollzogen werden müssen. Auf der Jahrestagung erfolgen stets auch Ehrungen. Neben der Verleihung des Gossenpreises an Ernst Fehr war die Thünen-Vorlesung des Nobelpreisträgers Reinhard Selten ein besonderes wissenschaftliches Vergnügen. Mit seinen Ausführungen hat er an den Grundfesten der ökonomischen Theorie gerüttelt, was manchen Tagungsteilnehmer sicher nicht wenig irritiert hat.

    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. This book critically examines both ‘classic’ notions associated with stability – for example, whether cyber operations can lead to unwanted escalation – as well as topics that have so far not been addressed in the existing cyber literature, such as the application of a decolonial lens to investigate Euro-American conceptualisations of stability in cyberspace.

Die Erfahrungen aus dem Übergang von Plan- zu Marktwirtschaften in den mittel- und osteuropäischen Reformländern während der letzten zwölf Jahre zeigen indessen, daß ungelöste Verteilungsprobleme im weitesten Sinne zu ernsthaften Reformblockaden führen können. Der vorliegende Sammelband faßt die Beiträge der Jahrestagung des Ausschusses für Wirtschaftssysteme vom 17. bis 19. 09. 2000 in Potsdam zum Thema "Verteilungsprobleme im Transformationsprozeß" zusammen. Bewußt wird hier der Begriff "Verteilungsprobleme" so weit gefaßt, daß er auch die Verteilung politischer Entscheidungskompetenz sowie die Verteilung von Entscheidungsmacht im Unternehmen im Hinblick auf die Massenprivatisierung einschließt. Ein weiterer für die Reformländer zentraler gesellschafts- und verteilungspolitischer Aspekt, nämlich das Problem der Alterssicherung und der intergenerationellen Umverteilung in kleinen offenen Transformationswirtschaften, wird ebenso behandelt wie die praktische Arbeitsmarktpolitik in verschiedenen Reformländern (Polen, Ungarn und Tschechien).     Description: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

Deshalb fragen die Autoren des vorliegenden Bandes aus institutionenökonomischer Sicht nach ökonomischen und politischen Grenzen von Wirtschaftsräumen. Der erste Teil befasst sich mit vorliegenden Ansätzen zur Erklärung der Größe von Nationen am Beispiel der Europäischen Union und des Deutschen Reiches: Gibt es eine optimale Größe der EU? Welches sind die Ursachen der historischen deutschen Kleinstaaterei? Diskutiert wird zudem die These, dass zunehmender Welthandel ein Faktor der Desintegration von Staaten sei. Im Mittelpunkt des zweiten Teils steht die Verteilung öffentlicher Aufgaben innerhalb einer Nation. Die Autoren fragen, warum nicht alle staatlichen Aufgaben in der Hand einer Zentralregierung liegen, sondern teilweise auf sub- und supranationale Jurisdiktionsebenen ausgelagert sind. Japan gereicht als ein Beispiel für ein bislang zentralistisch organisiertes Staatsgebilde, für das eine stärkere Dezentralisierung gefordert wird.     Description: Since the time of decolonisation in Fiji, women's organisations have navigated a complex political terrain. While they have stayed true to the aim of advancing women's status, their work has been buffeted by national political upheavals and changing global and regional directions in development policy-making. This book documents how women activists have understood and responded to these challenges. It is the first book to write women into Fiji's postcolonial history, providing a detailed historical account of that country's gender politics across four tumultuous decades. It is also the first to examine the 'situated' nature of gender advocacy in the Pacific Islands more broadly. It does this by analysing trends in activity, from women's radical and provocative activism of the 1960s to a more self-evaluative and reflexive mood of engagement in later decades, showing how interplaying global and local factors can shape women's understandings of gender justice and their pursuit of that goal.

    Using the Steel-Vessel Material-Cost Index to Mitigate Shipbuilder Risk (2023)

    Description: The more accurately a cost index captures a shipbuilder's risk, the less the Navy should have to pay its shipbuilders. The Navy uses such indexes to correct for significant cost risks outside its shipbuilders' control. A longtime material-cost index in Navy shipbuilding is the steel-vessel index, but it is outdated and volatile. The authors urge the Navy to develop a modern-vessel index that more appropriately represents the materials used today.
