    Description: Das Verhältnis von klassischen und modernen Theorien der Macht wird gemeinhin kontradiktorisch gedacht: entweder aus dem Glauben, beide Theorien würden sich systematisch ausschließen, oder basierend auf der Annahme, die modernen Machttheorien à la Michel Foucault hätten die klassischen à la Thomas Hobbes abgelöst. Das Phänomen der Macht aus einem wechselseitigen Verhältnis beider Ansätze zueinander zu begreifen, ist bisher ein Desiderat in der Forschung. Der Band wirft einen neuen Blick auf die Macht, indem er Beiträge zur Vermittlung beider Ansätze versammelt. Nicht nur wissenschaftliche, sondern auch künstlerische Beiträge machen das Phänomen aus einer ganzheitlicheren Perspektive heraus zugänglich.

    Description: Rechtspopulismus und Autoritarismus, Auseinandersetzungen um »Identitätspolitik«, die Digitalisierung der öffentlichen Debatte und die Macht von Verschwörungstheorien führen zu tiefgreifenden sozialen, kulturellen und politischen Transformationsprozessen. Für die Untersuchung dieser Transformationen sind die Theorien des Politischen und der radikalen Demokratie besonders geeignet, da sie die grundsätzliche Fragilität der liberalen Ordnung analysieren. Fraglich ist jedoch, ob die radikaldemokratische Forderung nach einer Disruption der liberalen Ordnung die richtige Antwort auf die beschriebenen Transformationen ist. Die Beiträge unternehmen eine kritische Revision der Theorien des Politischen und erschließen damit das gegenwartsanalytische Potential radikaldemokratischer Ansätze für die 2020er Jahre.

Dieser Topos bildet eine Konstante der normativen Reflexion der menschlichen Lebensform, die dadurch, dass die Stadt das menschliche Habitat par excellence geworden ist, neue Bedeutung erlangt. Durch eine kritische Rekonstruktion der Geschichte von der »guten Stadt« anhand klassischer sowie zeitgenössischer Beiträge - von Platons Kallipolis bis zu von Borries' Klimakapseln - zeigt Mara-Daria Cojocaru, wie ein gewisser Rest-Utopismus das gesellschaftliche Handeln in den Städten begleiten kann. Sie zeigt: Nicht die gebaute Umwelt bringt bedeutsame Formen von Gesellschaft hervor - vielmehr verhält es sich umgekehrt.

Und doch wird Gewalt – zumindest in den westlichen Gesellschaften – als Rätsel oder exotisches Geschehnis wahrgenommen, mit Auswirkungen, die selbst noch in den Sozialwissenschaften zu beobachten sind. Denn die Gewaltforschung tut sich einigermaßen schwer, Gewalt zu erklären, wenn nicht sogar der Versuch der Erklärung dezidiert zurückgewiesen wird. Erklärungen, die jeweils bei den Motiven von Akteuren, bei situativen Interaktionsdynamiken oder gesellschaftlichen Bedingungskonstellationen ansetzen, können allein nicht überzeugen. Die Autoren schlagen vor, an prozessualen Erklärungen von Gewalt zu arbeiten, die den Blick auf die Vorgänge der Verursachung richten, um so der wissenschaftlichen Diskussion um Gewalt einen neuen methodischen Impuls zu geben.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

He saw how these realities diminished the whole society, both the perpetrators and victims. And so he gave over his life as a scholar and a political activist to challenging these realities. The reflections are essentially the keynote speeches and the responses to them that were made at a conference in Alexander’s honour held at the Centre for Non-Racialism and Democracy at the Nelson Mandela Metropolitan University in July 2013.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world. Der Vorsitzende des Vereins, Hans-Werner Sinn, greift in seiner Eröffnungsrede die Sorge der Westeuropäer über erwartete Wanderungsströme von Arbeitskräften auf. Er warnt vor einer Dramatisierung, weist aber auf die Anpassungserfordernisse für Arbeitsmärkte und Sozialsysteme hin. Andries Brandsma von der Europäischen Kommission macht deutlich, daß vor dem Beitritt ein umfassender Kriterienkatalog zu erfüllen ist, was den Beitrittskandidaten bisher in unterschiedlichem Maße gelungen ist. Die Wohlfahrtseffekte der Osterweiterung für die EU 15, die bisher empirisch kaum quantifiziert wurden, behandelt Wilhelm Kohler von der Universität Linz im Rahmen einer modellgestützten empirischen Analyse. Michael Burda von der Berliner Humboldt-Universität setzt sich vornehmlich mit den Arbeitsmarktwirkungen auseinander. Im Unterschied zur herrschenden Meinung erwartet er positive Arbeitsmarkteffekte für die EU 15, hingegen eher negative für die Beitrittsländer. Hans Peter Lankes von der EBRD vertritt die These, daß in der Phase vor dem Beitritt erhöhte Investitionsanforderungen auf die betreffenden Länder zukommen, für deren Finanzierung die Voraussetzungen geschaffen werden müssen. Alfred Steinherr von der Europäischen Investitionsbank betont abschließend nochmals die tiefgreifenden Reformen, die von der Gemeinschaft der 15 vor einer Osterweiterung vollzogen werden müssen. Auf der Jahrestagung erfolgen stets auch Ehrungen. Neben der Verleihung des Gossenpreises an Ernst Fehr war die Thünen-Vorlesung des Nobelpreisträgers Reinhard Selten ein besonderes wissenschaftliches Vergnügen. Mit seinen Ausführungen hat er an den Grundfesten der ökonomischen Theorie gerüttelt, was manchen Tagungsteilnehmer sicher nicht wenig irritiert hat.

    Description: A wide range of actors have publicly identified cyber stability as a key policy goal but the meaning of stability in the context of cyber policy remains vague and contested. Vague because most policymakers and experts do not define cyber stability when they use the concept. Contested because they propose measures that rely – often implicitly – on divergent understandings of cyber stability. This volume is a thorough investigation of instability within cyberspace and of cyberspace itself. Its purpose is to reconceptualise stability and instability for cyberspace, highlight their various dimensions and thereby identify relevant policy measures. Der vorliegende Sammelband faßt die Beiträge der Jahrestagung des Ausschusses für Wirtschaftssysteme vom 17. bis 19. 09. 2000 in Potsdam zum Thema "Verteilungsprobleme im Transformationsprozeß" zusammen. Bewußt wird hier der Begriff "Verteilungsprobleme" so weit gefaßt, daß er auch die Verteilung politischer Entscheidungskompetenz sowie die Verteilung von Entscheidungsmacht im Unternehmen im Hinblick auf die Massenprivatisierung einschließt. Ein weiterer für die Reformländer zentraler gesellschafts- und verteilungspolitischer Aspekt, nämlich das Problem der Alterssicherung und der intergenerationellen Umverteilung in kleinen offenen Transformationswirtschaften, wird ebenso behandelt wie die praktische Arbeitsmarktpolitik in verschiedenen Reformländern (Polen, Ungarn und Tschechien). Probleme der Einkommensverteilung im Transformationsprozeß, etwa der Zusammenhang zwischen Transformation und Einkommensverteilung oder die Frage der Einkommensdynamik und der Stabilität im Transformationsprozeß, vor allem am Beispiel der Tschechischen Republik, schließen die Erörterung der Verteilungsproblematik beim Übergang zur Marktwirtschaft ab.

    Description: Individuals may have to rely on themselves to protect their own health and safety--perhaps even their own lives--in the event of a terrorist attack. Even those who know how to take care of themselves in the event of a fire, tornado, or earthquake might not know what to do in case of a chemical, radiological, nuclear, or biological attack. This quick guide attempts to fill in some of these gaps by offering specific actions to take during each of these situations, as well as preparations that can be taken. These actions are appropriate regardless of the likelihood of an attack, its scale, or the current government alert level; are designed to be sensitive to potential variations; and have been defined in terms of simple rules that should be easy to follow. A reference card included at the back of the guide encapsulates the key points and can be removed for display in a prominent place.

According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. As far as the contributions dealing with new approaches in development cooperation are concerned, these are centred on a closer integration of the private sector, by joint action with so-called lead firms in production networks on the one hand, and the mobilization of additional financial resources from international capital markets for bilateral development cooperation, on the other. The authors also make suggestions concerning critical aspects relevant for implementation.     Description: Changes in technology and adversary behavior will invariably produce new threats that must be assessed by defense and homeland security planners. An example of such a novel threat is the use of cruise missiles or unmanned aerial vehicles (UAVs) by terrorist groups. Individual threats cannot be assessed in isolation, however, since adversaries always have many options for staging attacks. To examine this threat, RAND utilized a ?red analysis of alternatives? approach, wherein the benefits, costs, and risks of different options are considered from the point of view of a potential adversary. For several types of attacks, the suitability of these systems was compared against other options. This approach can help defense planners understand how the capabilities that different attack modes provide address key adversary operational problems. Given the insights this analysis produced about when these systems would likely be preferred by an attacker, RAND explored defensive options to address the threat. UAVs and cruise missiles represent a ?niche threat? within a larger threat context; therefore, defenses were sought that provide common protection against both this and other asymmetric threats. The monograph concludes with a discussion of cross-cutting lessons about this threat and the assessment of novel threats in general.

Though the historical occurrence of such attacks has been limited, recognition that maritime vessels and facilities may be particularly vulnerable to terrorism has galvanized concerns. In addition, some plausible maritime attacks could have very significant consequences, in the form of mass casualties, severe property damage, and attendant disruption of commerce. Understanding the nature of maritime terrorism risk requires an investigation of threats, vulnerabilities, and consequences associated with potential attacks, as grounded both by relevant historical data and by intelligence on the capabilities and intentions of known terrorist groups. These risks also provide the context for understanding government institutions that will respond to future attacks, and particularly so with regard to the U.S. civil justice system. In principle, civil liability operates to redistribute the harms associated with legally redressable claims, so that related costs are borne by the parties responsible for having caused them.     Description: On 8 January 2012 the African National Congress (ANC) of South Africa, the oldest African nationalist organisation on the continent, celebrated its one hundredth anniversary. This historic event has generated significant public debate within both the ANC and South African society at large. There is no better time to critically reflect on the ANC’s historical trajectory and struggle against colonialism and apartheid than in its centennial year. One Hundred Years of the ANC is a collection of new work by renowned South African and international scholars. Covering a broad chronological and geographical spectrum and using a diverse range of sources, the contributors build upon but also extend the historiography of the ANC by tapping into marginal spaces in ANC history. By moving away from the celebratory mode that has characterised much of the contemporary discussions on the centenary, the contributors suggest that the relationship between the histories of earlier struggles and the present needs to be rethought in more complex terms. Collectively, the book chapters challenge hegemonic narratives that have become an established part of South Africa’s national discourse since 1994. By opening up debate around controversial or obscured aspects of the ANC’s century-long history, One hundred years of the ANC sets out an agenda for future research.     Description: Refuge Must Be Given details the evolution of Eleanor Roosevelt from someone who harbored negative impressions of Jews to become a leading Gentile champion of Israel in the United States. The book explores, for the first time, Roosevelt's partnership with the Quaker leader Clarence Pickett in seeking to admit more refugees into the United States, and her relationship with Undersecretary of State Sumner Welles, who was sympathetic to the victims of Nazi persecution yet defended a visa process that failed both Jewish and non-Jewish refugees. After the war, as a member of the American delegation to the United Nations, Eleanor Roosevelt slowly came to the conclusion that the partition of Palestine was the only solution both for the Jews in the displaced persons camps in Europe, and for the conflict between the Arabs and the Jews. When Israel became a state, she became deeply involved in supporting the work of Youth Aliyah and Hadassah, its American sponsor, in bringing Jewish refugee children to Israel and training them to become productive citizens. Her devotion to Israel reflected some of her deepest beliefs about education, citizenship, and community building. Her excitement about Israel's accomplishments and her cultural biases, however, blinded her to the impact of Israel's founding on the Arabs. Visiting the new nation four times and advocating on Israel's behalf created a warm bond not only between her and the people of Israel, but between her and the American Jewish community.
