    Description / Table of Contents: This book is open access under a CC-BY license. Policy-making to address grand challenges faces greater complexity than any previous project of modernization. Future scenarios are haunted by uncertainty and there is real ambivalence as to the values that policy should strive for. In this situation decision-makers look to research and innovation to provide answers and solutions. But neither can the great transitions ahead be planned by science, nor will conventional methods of innovation bring such transitions about. A turn to interactive governance is therefore underway with policy-makers and citizens becoming increasingly involved in processes of deliberating futures. Technology Assessment (TA) is the art of structuring such processes. TA goes beyond traditional expert policy analysis by systematically combining a multi-disciplinary evidence base with participatory approaches to policy deliberation. TA thus seeks to act as a hub for serious and transparent dialogue between policy, industry, science, and society about the challenges ahead and the available options for overcoming them responsibly. This volume offers an up-to-date account of the expansion of technology assessment capacities across new European member states. The contributions of this volume are written by leading European researchers and practitioners in technology assessment (TA) and are based on the PACITA (Parliaments and Civil Society in Technology Assessment) project.     Description: In publishing this book, an early version of which was first published under the auspices of the Academy of Athens, the French School at Athens highlights the research work of Aspasia Louvi-Kizi, an eminent specialist in the Frank and Byzantine Peloponnese, whose work reveals all of the complexity of the architectural forms, influences and models at work in the monuments of the medieval Byzantine city of Mystras. Out of all of the architecture created by the despotic couple formed by Manuel Cantacuzène (1349-1380) and his wife Isabelle de Lusignan, who were instrumental in turning Mystras into a centre of power, Aspasia Louvi-Kizi focuses on two of the city’s most iconic monuments, the monasteries of Peribleptos and Pantanassa, proposing a new history of their construction. Their architecture incorporates elements of Frank art, meaning western or gothic art, which were foreign to the local Byzantine tradition. The gothic aspect of Mystras’ architecture, as distinct from the Franco-Byzantine influences in the neighbouring crusader principality of Achaea, has more to do with Western art in Cyprus, and its introduction by Isabelle to the Peloponnese was to prove decisive. The Western elements that decorate the facades of clocks and towers, combined with the Byzantine features to constitute a concrete expression of the despotic couple’s pro-Western politics, in line with the imperial politics of Constantinople at the time. In the fragmented and multipolar world of the Eastern Mediterranean on the eve of the Ottoman conquest, this book highlights the role Mystras played as a centre of power in the region and, in doing so, contributes to a fresh take on the city as a whole. By continuing the international conversation about a renowned site, the French School at Athens shows its commitment to a multi-layered approach that reveals the complexity of the interactions at work in the history of the Greek world in transition.

    Description: The question of how to maintain the continuity of diplomacy while developing democracy without military intervention is an old and new issue. The challenge can be described as a dilemma between democracy and diplomatic coherence. This dilemma is not unique to the twenty-first century; it has been a constant challenge to the development of democracy. In non-Western countries, democratisation originated in the nineteenth century and has had many successes and failures. After the Russo-Japanese War, political parties began to take power in Japan. The best embodiment of diplomacy in Japan's emerging democracy—the development of parliamentary democracy and mass-based democracy—is Shidehara Kijūrō (1872–1951), who served as foreign minister from 1924 to 1927 and from 1929 to 1931, and was prime minister from 1945 to 1946. As a diplomat from the Ministry of Foreign Affairs, Shidehara had long grappled with the issue of how to ensure diplomatic coherence in modern Japan, which was becoming increasingly democratic. Although Shidehara succeeded to some extent in promoting diplomacy in cooperation with the US and the UK under party politics, the rise of the military after the Manchurian Incident forced him to retire for a period. However, after the Pacific War, Shidehara became prime minister of the US-occupied Japan and attempted to restore cooperative diplomacy under party politics. Shidehara came to the conclusion that the way to achieve both democracy and diplomatic coherence was through nonpartisan diplomacy towards peace. This book examines the tension between diplomacy and democracy, focusing on Shidehara’s life and exploring modern Japan’s footsteps. Shidehara was undoubtedly one of Japan’s most important diplomatic figures.

Processi al maestro Amedeo Landi is the result of the discovery of unpublished documentation on the trials - only partly known - against the abacus master Amedeo Landi, who taught the Milanese merchants at the Broletto. This is an exceptional case not only because only one witness to the activity of the Milanese inquisitorial court in the Middle Ages (whose documentation has been entirely lost) was known until now, but also because of the role of the ecclesiastical court and its officials. The wealth of information and themes has prompted a team effort by the professors of the Department of Historical Studies to clarify the many aspects (political, religious, economic, documentary) of an event that shows the vitality of 15th-century Milan, in which the protagonist, the teacher Amedeo Landi, in an attempt to protect his students, clashes with the most important preacher of his time, Brother Bernardino of Siena, whose canonisation process is temporarily blocked precisely to shed light on the Milanese episode.

Si tratta di un caso eccezionale non solo perché finora si conosceva un solo testimone dell’attività del tribunale inquisitoriale milanese nel medioevo (la cui documentazione è andata interamente perduta), ma anche per il ruolo del tribunale ecclesiastico e dei suoi funzionari. La ricchezza delle informazioni e dei temi ha suggerito un lavoro d’équipe dei docenti del Dipartimento di studi storici per chiarire i molteplici aspetti (politici, religiosi, economici, documentari) di una vicenda che mostra la vitalità della Milano quattrocentesca, in cui il protagonista, il maestro Amedeo Landi, nel tentativo di tutelare i suoi studenti si scontra con il più importante predicatore del suo tempo, frate Bernardino da Siena, il cui processo di canonizzazione viene momentaneamente bloccato proprio per fare luce sull’episodio milanese.

    Description: The art of printing with movable type made its appearance in Perugia -then as now, the heart of Italy- in 1471, when the city was under the sway of Braccio Baglioni. Perugia was home to an important university which had been attracting students from all over Europe for more than a century. They found hospitality in two colleges, of which the ‘Sapienza Vecchia’, in particular, was accustomed to accommodating students from abroad. The colleges were themselves instrumental in assisting the work of the earliest printers, all of them foreigners; their enterprise flourished for about fifteen years before strong competition from larger printing centres, notably Venice, took control of the Perugian book market. A second phase in local book production started at the turn of the century under the aegis of two major players, the Cartolari family and Bianchino dal Leone. The history of the book in Perugia is characterized by a quality and originality which is not reflected in the modest quantities produced there, and the major bibliographers have always taken an interest in it. All that and more can be found in this book, the outcome of lengthy research based on detailed analysis of all known editions and archival documents, including a number of new discoveries.

It shows how a Gramscian understanding of the revolutionary process provides a powerful instrument for charting the possibilities for an emancipatory project by the Egyptian subaltern classes. Central to De Smet’s argument is Gramsci’s interpretation of ‘Caesarism’, an occasion in which two evenly matched political opponents reach a potentially catastrophic stalemate; such an interplay between these forces can only end in mutual destruction. In applying this to the Egyptian revolution, we see how the Egyptian state was bereft of strong hegemonies and the people were replete with capable counter-hegemonies. The current situation in Egypt demonstrates how both national histories and global power relations enable, define and displace popular resistance and social transformation.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. As such disclosure can cause great harm, governments may feel that through minor interventions they can protect their citizens from disclosure that is not in the latters' best interest. However, such actions can infringe upon the rights of the users' and of the data collectors', and are only licit when justified. Neither the German nor the US government has the duty or the power to coerce the privacy choices of competent adult users for the sole purpose of protecting them against dangers caused by themselves. Instead, it is suggested that governments should focus on limiting specific harmful disclosure.

    Description: In 1907, the city of Heredia became the epicenter of the most important religious conflict experienced by Costa Rica in the 20th century. A complaint that the theory of evolution was being taught in the Lyceum (i.e. secondary school) of that city, triggered an increasingly intense confrontation between the Catholic parishioners and the circle of young radical intellectuals articulating around the writer and educator Roberto Brenes Mesén. In the course of this process, Costa Rican society, to the alarm of the government of Cleto González Víquez, was the scene of popular mobilizations in defense of the faith, excommunications and burning of impious texts, while Catholic morality was systematically questioned based on sexual abuse attributed to priests. For a moment, it seemed that the country had gone back in time, and that the ghosts of 1884 were present.

    Description: Aquest estudi sobre la presó franquista de postguerra es basa en les duescentes quaranta cartes que Daniel Vilaró Rius va escriure a la seva família entre juliol del 1939 i agost del 1943 des de tres presons i, per tant, presenta el règim penitenciari viscut des de dins. En aquestes cartes trobem en primera persona l’impacte psicològic de la derrota, dels judicis sumaríssims i de l’empresonament, la por i la incertesa de cada dia, la penúria, la privació emocional de l’allunyament de la família, la frustració de no poder exercir cap rol familiar. Alhora, la voluntat de sobreviure física i moralment, que va ser una voluntat política, i els mecanismes i estratègies que van fer que molts ho aconseguissin, des de l’ajut de fora i la solidaritat a dins, fins a la capacitat de cadascú per mantenir alguna il·lusió i la fe en el futur.

    Description: The organisation of the territory is the outcome of strategies of varying scope, in which a number of agents interact to shape out the areas of operation. The Liguria reality is probed here through four different situations - separated in chronological terms but sharing the poor visibility and limited efficacy of the fortified settlements. These focus on Genoa, both in the definition of its hinterland between the tenth and the eleventh centuries, and in establishing the bulwarks of coastal territorial expansion in the twelfth; the powerful groups of feudal lords who remoulded the rural settlement layout in the thirteenth century; finally, a village of the hinterland explored right through to the modern age.

    Description: The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

    Description: Farmers in the Forest, while using examples chiefly from northern Thailand, is concerned with complex problems found in all tropical countries. In these areas rapid population growth, increasing demands for food, and burgeoning international markets for forest products and other raw materials are associated with active competition for land and natural resources in upland areas. This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

    Description: Black Gold and Blackmail seeks to explain why great powers adopt such different strategies to protect their oil access from politically motivated disruptions. In extreme cases, such as Imperial Japan in 1941, great powers fought wars to grab oil territory in anticipation of a potential embargo by the Allies; in other instances, such as Germany in the early Nazi period, states chose relatively subdued measures like oil alliances or domestic policies to conserve oil. What accounts for this variation? Fundamentally, it is puzzling that great powers fear oil coercion at all because the global market makes oil sanctions very difficult to enforce. Rosemary A. Kelanic argues that two variables determine what strategy a great power will adopt: the petroleum deficit, which measures how much oil the state produces domestically compared to what it needs for its strategic objectives; and disruptibility, which estimates the susceptibility of a state's oil imports to military interdiction—that is, blockade. Because global markets undercut the effectiveness of oil sanctions, blockade is in practice the only true threat to great power oil access. That, combined with the devastating consequences of oil deprivation to a state's military power, explains why states fear oil coercion deeply despite the adaptive functions of the market. Together, these two variables predict a state's coercive vulnerability, which determines how willing the state will be to accept the costs and risks attendant on various potential strategies. Only those great powers with large deficits and highly disruptible imports will adopt the most extreme strategy: direct control of oil through territorial conquest.

I argue that entertainment in vaudevilles was shaped between the perception of difference and similarity, between human trafficking, covert prostitution, anti-Semitism and nationalism. Ultimately, my research shows how a space for Jewish-non-Jewish people was created in the coinciding of the mass migration movement and the emerging mass culture between the Habsburg Monarchy and the United States.

Zwischen Differenzwahrnehmungen und Ähnlichkeitsdenken, zwischen Menschenhandel, verdeckter Prostitution, Antisemitismus und Nationalismus gestaltete sich Unterhaltung in Varietés.     Description: Au début du siècle dernier, le sultan du Maroc vient de signer un traité qui place désormais son pays sous le protectorat de la France (30 mars 1912). À l’ombre du maréchal Lyautey, un sultan de substitution, totalement soumis aux nouveaux maîtres français, a été proclamé. Cependant, nombreux sont ceux qui, au Maroc, refusent le fait accompli et se révoltent face à la mainmise étrangère sur le pays. Ainsi, dans le Sud marocain, Moulay Ahmed el Hiba, fils d’un marabout ouest-saharien (Ma el Aïnin), se fait proclamer sultan du Jihad en 1912 ; une première fois à Tiznit, la seconde à Marrakech. Ces événements ont donné naissance à un mouvement qui pendant plus de vingt ans (1912-1934) symbolisera pour ces populations berbères et ouest-sahariennes la résistance à l’avancée inéluctable des troupes coloniales françaises et espagnoles. Fondée sur une analyse croisée d’archives inédites, aussi bien françaises que marocaines, l’auteur fait la lumière sur un événement fondateur de la conquête coloniale du Maroc. Mythifiée, récupérée ou occultée, la figure fondatrice du mouvement hibiste est encore aujourd’hui le sujet d’un conflit mémoriel ayant pour objet l’Ouest saharien.

Cet ouvrage veut contribuer à la connaissance, encore trop peu développée en France, de cette romancière, par le biais d’une figure littéraire qui entretient un rapport fort à la littérature en général et au romantisme en particulier. Il s’agira d’étudier les modalités de la représentation du baiser dans les sept romans que Mary Shelley produisit entre 1818 et 1837. Figure de la rencontre de deux subjectivités, le baiser se décline sur un mode sensible, mythique et philosophique chez la romancière. Au terme de ce parcours, c’est une figure bien particulière de l’écrivain qui sera (re)découverte.

The countries in question collectively make a broken-up arc, from Europe’s far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia.

Data coming from the EIB Investment Survey (EIBIS) provides a unique tool to gain insights on how non-financial corporates in cohesion and non-cohesion regions are behaving. EIBIS information sheds new light on investment needs and gaps, financing requirements as well as firm activity on innovation, digitalization and climate change.

Einleitend erfolgen quellenkritische und institutionsgeschichtliche Untersuchungen zur Thematik. Den Hauptteil bildet das Inventar der von der Verwaltung der SMAB zwischen 1945 und 1949 erlassenen Offenen Befehle. Auf Interesse dürfte ebenfalls die Übersicht über die von der SMAB erlassenen «Anweisungen» stoßen.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world.     Description: This chapter examines the writings of the renowned late-eighteenth-century Moroccan ambassador Ibn Uthmân Al-Meknassî, the first known traveller from his country to leave an account of European quarantine as experienced during his two diplomatic missions in Spain’s Ceuta (1779) and Malta’s Valletta (1782). It shows that quarantine, on the one hand, acted as a marker of otherness by which Ibn Othman was identified as a Muslim, though this was not a uniform process, owing to the fact that significant differences existed in the degree of alterity experienced in Spain and Malta, and indeed other parts of the Mediterranean. The subjective opinion on quarantine, on the other hand, was also one of the means through which Ibn Uthmân situated himself within Makhzen (Moroccan government) elites at a time when a division between those who declared themselves in favour of European-style modernisation and those who advocated a rejection of European novelties was already visible.

    Description: Auf seiner letzten Jahrestagung hat sich der Verein für Socialpolitik mit einem der zentralen Zukunftsthemen der europäischen Wirtschaftspolitik auseinandergesetzt: Die Osterweiterung der Europäischen Union. Der Vorsitzende des Vereins, Hans-Werner Sinn, greift in seiner Eröffnungsrede die Sorge der Westeuropäer über erwartete Wanderungsströme von Arbeitskräften auf. Er warnt vor einer Dramatisierung, weist aber auf die Anpassungserfordernisse für Arbeitsmärkte und Sozialsysteme hin. Andries Brandsma von der Europäischen Kommission macht deutlich, daß vor dem Beitritt ein umfassender Kriterienkatalog zu erfüllen ist, was den Beitrittskandidaten bisher in unterschiedlichem Maße gelungen ist. Die Wohlfahrtseffekte der Osterweiterung für die EU 15, die bisher empirisch kaum quantifiziert wurden, behandelt Wilhelm Kohler von der Universität Linz im Rahmen einer modellgestützten empirischen Analyse. Michael Burda von der Berliner Humboldt-Universität setzt sich vornehmlich mit den Arbeitsmarktwirkungen auseinander. Im Unterschied zur herrschenden Meinung erwartet er positive Arbeitsmarkteffekte für die EU 15, hingegen eher negative für die Beitrittsländer. Hans Peter Lankes von der EBRD vertritt die These, daß in der Phase vor dem Beitritt erhöhte Investitionsanforderungen auf die betreffenden Länder zukommen, für deren Finanzierung die Voraussetzungen geschaffen werden müssen. Alfred Steinherr von der Europäischen Investitionsbank betont abschließend nochmals die tiefgreifenden Reformen, die von der Gemeinschaft der 15 vor einer Osterweiterung vollzogen werden müssen. Auf der Jahrestagung erfolgen stets auch Ehrungen. Neben der Verleihung des Gossenpreises an Ernst Fehr war die Thünen-Vorlesung des Nobelpreisträgers Reinhard Selten ein besonderes wissenschaftliches Vergnügen. Mit seinen Ausführungen hat er an den Grundfesten der ökonomischen Theorie gerüttelt, was manchen Tagungsteilnehmer sicher nicht wenig irritiert hat.

    Description: "An Equal Burden forms the first scholarly study of the Army Medical Services in the First World War to focus on the roles and experiences of the men of the ranks of the Royal Army Medical Corps (RAMC). These men, through their work as stretcher bearers and orderlies, provided a range of labour, both physical and emotional, in aid of the sick and wounded. They were not professional medical caregivers, yet were called upon to provide medical care, however rudimentary; they served in uniform, under military discipline, yet were forbidden, as non-combatants, from carrying weapons. Their service as men in wartime, was thus unique. Structured both chronologically and thematically, this study examines both the work that RAMC rankers undertook and its importance to the running of the chain of medical evacuation. It additionally explores the gendered status of these men within the medical, military and cultural hierarchies of a society engaged in total war, locating their service within the context of that of doctors, female nurses and combatant servicemen. Through close readings of official documents, personal papers, and cultural representations, both verbal and visual, it argues that the ranks of the RAMC formed a space in which non-commissioned servicemen, through their many roles, defined and redefined medical caregiving as men’s work in wartime."
