Description: Carbon export; SeaWiFS; variability; upwelling; Atlantic Ocean; chlorophyll filament; SeaWiFS; SST. - The North Atlantic off NW Africa is characterized by the trade wind induced upwelling of cold and nutrient rich waters. As one of most strongest eastern boundary upwelling areas it is marked by low sea surface temperature and high bio-production, both subject to strong seasonal and interannual variations.Satellite measurements of sea surface temperature (SST) and chlorophyll-a (Chl-a) in the upper water-column were used to (a) recognize the upwelling of deep water and its distribution and mixing in the surface, (b) identify the development of phytoplankton blooms and (c) provide further insights in the characteristics of its variations.Measurements of surface Chl-a were compared to deep-sea fluxes of organic carbon in order to determine the relationship between both parameters and to further calculate the export of Corg and the export variation strength. The off-shore extension of SST-defined upwelling from 1988 through 1999 between 18ʿ and 25ʿN shows maxima in January and May/June with an average area of 140,000 km2 (standard deviation of 20,000 km2). Minima in August exhibit an extension of 43,000 km2 (15,000 km2 standard deviation). A correlation between ...

Description: The emphasis between theoretical, global and regional geography, proportion from research to publication has changed several times during the history of Hungarian geography. Certain scholars of Hungarian geography (geo-philosophers, and some theorists) were explicitly attached to theoretical issues of geographic science, yet the majority of geographers advantaged the concrete territorial descriptions and analysis. The regional approach appeared in the Hungarian geography much earlier than the demand on clarification of the theoretic issues of landscape. The first attempt to divide the country into macro landscapes was carried out in the first half of the 1500's. From this time on the geographic science formulated a demand to analyse the internal structure of the country within the frameworks of public administration or in the framework of some other way delimited geographic macro-regions. The administrative space enjoyed for centuries a favoured role, yet the demand for analyses based on the macro regional delimitation was always represented too. On general level the issues of landscape have already been present in Hungarian geographic science (the formulation of concepts, categories, border marking theories etc.), but Hungarian geographic science concerning the territorial research of Hungary has achieved the greatest results mostly in the fields of analytical landscape research, and evaluation ...

Description: The paper is concerned with the development stages and the spatial transformation of the Hungarian banking system in the economic transition & post-transition periods. It gives an overview of the development tendencies of the financial re-integration into the global market and particularly concentrates on the spatial polarisation factors (concentration de-concentration; centralisation decentralisation) which affect banking. The paper explores the arguments behind the extremely high centralisation of headquarter functions in Budapest and the factors that have impact on the establishment of locally-regionally based banks. This is followed by an introduction of the different organisational (institutional) and territorial (location strategies) level of the Hungarian banking system, dealing with either the domestic or the international financial central-function of Budapest and the reorganisation of the bank network and with its social consequences (financial exclusion) in the regions. The paper argues that EU membership is not a dramatic event in the integration process of the Hungarian banking sector, partly due to its particular ownership structure, the integration of the banking sector has already taken place. The paper concludes that the EMU integration could have been affected more adversely the Hungarian regions already characterised by the endogenous disparities, which are to a large extent rooted in the deficiency of their financial base.

Description: The Resource Assessment Branch of the Department of Water Land and Biodiversity Conservation (DWLBC) is currently undertaking the ‘Northern Adelaide Plains Prescribed Wells Area Well Investigation Project’ for the Northern Adelaide and Barossa Catchment Water Management Board (NABCWMB). This report provides an overview of the issues, results to date and future directions for the project. Stage 1 of the Leaky Wells Project is designed to audit and compile an accurate list of licensed irrigation wells within the Northern Adelaide Plains (NAP) Prescribed Wells Area (PWA). Of these licensed wells pumped salinity samples were to be collected by the licence holder and submitted for analysis. From a review of these wells and recorded salinity information all wells determined to be contaminating the major production aquifers were to be identified, investigated and remedial action undertaken. Stage 2 of the Leaky Wells Project aimed to assess the condition of the 2868 abandoned and disused wells throughout the NAP. As mentioned in the Administrative Agreement, it was expected that this phase of the project would be the most intensive, requiring considerable field investigations to determine the locations and current condition of these wells.

Description: This report provides an overview of the water resources for the TintinaraCoonalpyn PWA (TCPWA) and includes: A general assessment of the groundwater resources for each of the aquifers in the PWA. A description (for both the unconfined and confined aquifers) of: The management approach adopted for the sustainable use of the resource (generally referred to as permissible annual volume) and a description of the manner in which the sustainable limits of use can be determined. Where separate management areas exist within the PWA, the adopted limits of sustainable groundwater use need to be tabulated. The assessment should identify any data deficiencies and requirements for future investigations. The historic and current demand (in terms of use) in each of the management areas within the PWA. The likely future demand for groundwater from this resource in the PWA. An assessment of whether the taking or use from the aquifers will have a detrimental effect on the quantity or quality of water that is available from any other water resource, both within and outside of the PWA; including a description of the likely nature and extent of any detrimental effects. An assessment of the current condition of the groundwater resources of both aquifers, taking into consideration available groundwater monitoring data to determine the capacity of both aquifers to meet the demands identified, on a continuing basis. This is to include recommendations for management intervention.

Description: International migration to Chile and to the Santiago Metropolitan Area (SMA), its major point of attraction, is a rather recent phenomenon which is gaining more and more attention. According to the latest population census the number of foreigners who were born abroad and permanently live in Chile, has increased by 75% between 1992 and 2002. Parallel to this, the national policy debate about immigration is becoming more intensive. However, until now there is only little evidence concerning the patterns of international migration and the characterization of the immigrants social space. This study is oriented towards reducing this deficit...

Description: Aquifer Storage and Recovery (ASR) has the potential to utilise surface water resources, including urban stormwater runoff and treated wastewater that is largely wasted; thereby relieving the pressure on groundwater resources. In the broader sense, opportunities exist to use ASR to rethink our traditional water management and distribution policies, and to provide cost-effective and innovative alternatives to current methods of water supply. In South Australia, an increasing amount of stress is being placed on surface and groundwater resources to meet demands from expanding irrigated horticultural areas and urban populations. ASR can be used to reduce some of the pressure on traditional supplies of water, especially in metropolitan areas. But the sources of water for ASR must be carefully considered especially in rural areas so as not to shift the burden from one water supply source to another. A number of issues surround the use of ASR as a water management solution and these relate principally to water quality and water quantity. In rural areas, for example, the 'harvesting' of water from creeks and streams may result in extra pressure on an already stressed resource by further reducing the amount of water available to the environment. In urban areas the expanse of paved surfaces provides an ideal medium to capture large volumes of stormwater runoff. However, the volumes are often well in excess of any potential local demand. Understanding ASR technology ensures success in almost all situations ...

Description: Groundwater is Eyre Peninsula's most precious resource and has become the sole source of reticulated water to meet potable and industrial demand. Water resources on Eyre Peninsula are scarce and fragile, particularly in the low rainfall regions, with few reliable freshwater streams and the groundwater availability is highly variable. The groundwater recharge and hence the security of the resource, is highly dependent upon local rainfall, landcover and landuse. Surface water is scarce and unreliable, and reticulated water is limited. Difficulty in accessing water resources has placed both a social and economic burden on the rural community throughout the region. The information contained on the CD will provide a vital framework for the future management planning of the available resources in the region.

Description: Lincoln on Eyre Peninsula. It covers an area of ~70 km2 and comprises all or parts of the Hundreds of Lincoln, Wanilla, Lake Wangary, Uley, Sleaford and Flinders. The boundaries of the area are presented on Figure 1. In general water resources are limited in occurrence throughout the Eyre Peninsula. In the Southern Basins there is very little available surface water with one permanent and two ephemeral saline lakes, and two brackish lakes that feed ephemeral watercourses. However, there are moderately good supplies of groundwater resources, which provide a large part of the reticulated water supply for the Eyre Peninsula. The area is generally characterised by undulating topographic relief typical of an ancient dunal system with dramatic coastal cliffs and large internal drainage catchments. Ground level elevations range from 140 m coastal cliffs to inland depressions reaching near sea level to bedrock highs exceeding 200 m. The area incorporates the Kellidie Bay and Sleaford Mere Conservation Parks and parts of the Lincoln and Coffin Bay National Parks, which are managed under the National Parks and Wildlife Act 1972. Pursuant to this Act, park management plans have been prepared for the Lincoln and Coffin Bay National Parks and Kellidie Bay Conservation Park ...

Description: The Saunders Creek is a tributary catchment for the River Murray which generates ephemeral flows in very wet years. Concerns have been expressed at the construction of large dams in the headwaters of the catchment, and their impacts on streamflow, and consequently recharge to aquifers. The catchment can be divided into two distinct groundwater regions: the Hills Zone and the Plains Zone. The Hills Zone comprises the consolidated basement rocks of the Mount Lofty Ranges, which form fractured rock aquifers. Borehole yields are generally low and salinities vary, apart from the western portion of the catchment where better quality water is drawn. The Plains Zone is underlain by unconsolidated sediments of the Murray Basin. The main aquifer is the Murray Group Limestone, which is utilised for domestic and stock purposes and is recharged mainly by infiltration of streamflow.

Description: The Noora Prescribed Wells Area (PWA) lies over the deepest part of the Murray Basin in the far eastern boundary of South Australia (Fig. 1). It is bordered to the north by the River Murray, to the east by the South Australia Victoria border, to the south by the southern border of the Hundred of Bookpurnong and the west by a line parallel to and 20 km west from the South Australia Victoria border. Two aquifers are monitored in the Noora PWA: the Pliocene Sands Aquifer (topmost and unconfined) and the confined Murray Group Limestone Aquifer. Both aquifers contain mostly poor quality water with current limited use only for stock, but with potential uses for mining and industry. Groundwater flows in a westerly direction in each aquifer towards the River Murray. A third aquifer underlies the Murray Group Limestone Aquifer: the Renmark Group Aquifer. No current water level data is available for this aquifer system in the Noora PWA and it was therefore omitted from this monitoring report. There have been three main impacts of human settlement on the Noora PWA: land clearance, irrigation and the construction of the Noora Disposal Basin. All three have altered the hydrogeological balance in the Noora PWA by causing a rise in the watertable.

Description: The South Australian Government, through the Department of Water, Land and Biodiversity Conservation (DWLCB) is responsible for the management of the State's groundwater resources. As a part of its role, the DWLCB monitors and maintains an extensive statewide groundwater monitoring network. Ground water monitoring has been undertaken in parts of the South East of South Australia for more than 30 years. The two main parameters used to measure the condition of the groundwater resources are water levels and salinity. Over time, a history of the condition of the aquifers has been established from this baseline information, enabling longer term and short-term changes to be identified and correlated with either natural (e.g. climatic) or man-induced changes (e.g. irrigation, development). This report is compiled for the South East Catchment Water Management Board (SECWMB) and displays a snapshot of data collected for the South East region up until June 2002.

Description: Concerns have been raised about the environmental weed risk of non-indigenous plants promoted for broad scale revegetation and farm forestry purposes in South Australia (SA). Environmental weeds are plant species that invade and dominate natural habitats beyond the species' native range. The wide scale planting of species for revegetation, forestry, agriculture and horticulture increases the likelihood that some species will naturalise (i.e., form a self-sustaining population) and invade native vegetation or other landuse systems. However, analyses of past invasions have shown that the majority of plant species introductions will be of negligible weed risk. In 2001 the PIRSA Revegetation Program and the State Revegetation Committee of South Australia commissioned the Animal and Plant Control Commission (APCC) to undertake a weed risk assessment of 20 plant species. Weed risk assessment is the use of standard, technical criteria to determine the relative weed threats posed by plant species ...

Description: This paper is introducing a method for analysing the differences and dynamics of the social utilisation of space. The essence of this method lies in the registration of changes in the spatial structure of settlements through analysing the spatial shifts of settlements within settlement network hierarchy with the identification of coherent spatial units. The analysis of spatial relations, i.e. microregional planning is a very useful method as it helps in mapping the interrelationship of settlements, and their major linking points, as well as in identifying their positions in the settlement hierarchy and through the analysis of the directions of gravitational force may localise their gravitational zones as well. Hereinafter, this method will be named as spatial relationship analysis. The startup phase for the workout of this method was funded by the Hungarian Scientific Research Fund's Programme titled 'The Integration Ability of Rural Spaces in Hungary's Socio-economic Process' (registration no. T 7236).

Description: The Mt Lofty Ranges Water Resources Assessment Program is an initiative of the Department of Water, Land and Biodiversity Conservation. The purpose of the Program is to quantify and assess the condition of surface and groundwater resources of the Mt Lofty Ranges Region. The assessments undertaken within the Program include hydrological modelling, reviews of the surface water monitoring network, the construction of new streamflow gauging stations, and the determination of environmental flows. These assessments are undertaken in partnership with other relevant agencies including catchment water management boards, the Environment Protection Authority, and the South Australian Water Corporation. This study is one of several comprehensive hydrological assessments of priority catchments in the region. Being the first, it provides an important technical foundation for collated reports assessing the resources across the region. In turn, these collated reports will inform policy decisions that will be made on future management of the natural resources in the region.

Description: The main purposes of the academic research commissioned by the Rural Development Department of the Ministry of Agriculture and Rural Development were: to examine the interrelation between long-term unemployment and individual as well as family life strategies, the regional characteristics of the labour market and the territorial development of rural areas, as well as explore governmental and local ambitions to alleviate long-term unemployment and evaluate their efficiency. The basic issues of the research were as follows: 1) Which are the regions where the concentrations of long-term unemployment can be found and what are the reasons for it? 2) What kind of interrelation can be observed between long-term unemployment and the potential of the social and economic development of the regions? 3) What central and local attempts have there been to alleviate long-term unemployment? 4) What results did these initiatives have and what were the reasons for their success or failure? 5) What foreign models can be followed when trying to alleviate long-term unemployment? 6) Which are the economic sectors, in which employment of those long-term unemployed is the most possible? The research was carried out by the horizontal work-team of rural development of the Centre for Studies Research of the Hungarian Academy of Sciences.

Description: Your Wetland: Hydrology Guidelines is the first of three documents developed for managers of the wetlands that enrich the River Murray of South Australia. These documents consolidate the findings from research, monitoring and experiences of managers to create an ecologically-based decision making framework for guiding wetland management. The River Murray is facing a number of challenges, not least of which is river regulation. These challenges are drivers of fundamental changes in the hydrology of the river and its adjoining wetlands. Over the past decade, motivated individuals in the Riverland community have been managing wetlands by simulating the conditions of flooding and drying cycles. As a result of their experiences, much has been learnt about what can be achieved when these relatively simple tools are applied to wetland management. Although we still cannot explain all of the responses of wetlands to these management protocols, we now have a framework for future management activities that is based on documented experiences. Our collective tasks in the coming years are to extend this knowledge in order to refine further our capacities to manage and enhance the wetlands of the River Murray. These wetlands are worthy of our best efforts.

Description: This paper examines the impact of the Hungarian banking system on regional and urban development in the early 20th century, when local banks were important territorial elements of the financial space developing close links to regional economic structures. The basic concept of the study is that there is closer connection not only between the banking sector and the economy as a whole, but between the banking sector and urban development as well. This is coincided with the argument of the American Historical Geographical school (Conzen, 1977) says that the features of the urban network are in strong correlation with the spatial structure of banking system and the diffusion of financial innovations. We considered the spatial breakdown of capital flows are one of the most important indicators of the regional and urban transformation (Gál, 2005). The Hungarian banking system looks back to a history of more than 160 years. Examining the impact of the banking system on regional and urban development is reasonable in the second half of the 19th century, since in Hungary developed an extensive financial system with a well researchable statistical database (Vargha, 1913). The Hungarian banking system was well developed in comparison to international standards by the first decade of the 20th century (Kövér, 1991; Tomka, 1996). Moreover, it became one of the most rapidly growing sectors of the domestic economy of that time ...

Description: The focus of this research is on the socio-political effects of community-based natural resource management (CBNRM) in Namibia. CBNRM transfers responsibility for and profits from wildlife to the local level. This is expected to have ecological, economic and socio-political effects. The main aim of this research was to assess the effects on local resource use governance. The institutional framework was analysed in relation to actor-specific factors. To this end an interactive visualisation tool (the power game) was developed. While CBNRM devolved power from the national to the local level, elite capture was prevalent locally. Interviewees saw the following problems: A gap between CBNRM actors and the rest of the community, an unclear and explosive role of the traditional authorities, a tense relations between NGOs and government, both following complementary goals but competing for power, high expectations that overburdened the projects

Description: South Australia's natural resources are fundamental to the economic and social wellbeing of the state. One of the state's most precious natural resources, water is a basic requirement of all living organisms and is one of the essential elements ensuring biological diversity of life at all levels. In pristine or undeveloped situations, the condition of water resources reflects the equilibrium between rainfall, vegetation and other physical parameters. Development of these resources changes the natural balance and may cause degradation. If degradation is small, and the resource retains its utility, the community may assess these changes as being acceptable. However, significant stress will impact on the ability of a resource to continue to meet the needs of users and the environment. Understanding the cause and effect relationship between the various stresses imposed on the natural resources is paramount to developing effective management strategies. Reports of investigations into the availability and quality of water supplies throughout the state aim to build upon the existing knowledge base, enabling the community to make informed decisions concerning the future management of the natural resources, thus ensuring conservation of biological diversity.

Description: Our study analyses changes undergoing in the relation system of metropolitan areas2 and the issues of social and economic relations arising from the restructuring of spatial and regional disparity systems. Global-scale economic, social and political integration, the processes of global urbanisation, globalising urban networks and the transformation of their subsystems are increasing the importance of large cities and their metropolitan areas. They are squeezing out the earlier systems of spatial relations having shaped up behind nation-state boundaries in the past. All these trends are also manifested by the vigorously increasing importance of cities (Barta, 1998; Cséfalvay, 1999; Enyedi, 2001, 2003, 2006; Knox, 2002). The spatial structuring force of cities and metropolitan areas is leaving its marks on the relation system of cities and their urban areas as well. The earlier hierarchical, mono-centric and core-periphery3 based spatial disparity model of urban areas is now in transition (Ascher, 1995; Baron et al., 2005; Barta - Beluszky, 1999; Enyedi, 2003; Merlin, 2003; Mirloup, 2002; Szirmai et al. 2007). The social, economic and environmental impacts of the newly structured and urbanised regions (Enyedi, 2001, 2003) will reconfigure the system of earlier spatial disparities (Beckouche et al. 1997; Marcuse, 1989; Szirmai, 2004). Besides (and partly instead of) monocentric and hierarchical schemed relations, horizontal cooperation models based on the functional division of labour and networked organisational systems will operate as the driving engines of spatial organisation ...

Description: Territory as we know it is in constant change; distances shorten, new synergies are established, and new challenges make mankind search for answers and ways to develop in a sustainable and environment-friendly way. New contacts with people having different experiences are important because they give the opportunity to learn from others. The European Union is a great example of what is described above. Borders are open, people can freely move within the Schengen Area, territorial harmonisation is an objective of this community in order to provide better living conditions for all citizens, strengthen the economy and equilibrate disparities among regions in each country and all European members. The present study is a result of a European programme called Leonardo da Vinci, which offers work experience for post-graduates. In this case the synergy is between Letters Faculty of Lisbon University and Centre for Regional Studies of the Hungarian Academy of Sciences (Transdanubian Research Institute). The objective of the report is to provide a comparative work on the Portuguese and Hungarian territorial planning system. It is divided into three parts: first, the explanation and comprehension of the Portuguese territorial management system, its instruments and institutions are presented, which is followed by the discussion of the same issues for the Hungarian territory we identify instruments and institutions responsible for territorial organisation in connection with planning; and finally, a comparison of the two systems is given.

Description: With the concept generally known as Wider Europe, the European Union has mapped out an ambitious vision of regional Neighbourhood that goes beyond cooperation to involve a significant measure of integration. Furthermore, the EU sees this new quality of regional interaction and partnership as bringing enormous gains to all involved in terms of increased stability, security and well being. The EUDIMENSIONS (Local Dimensions of a Wider European Neighbourhood: Developing Political Community through Practices and Discourses of Cross-Border Co-operation) research project, financed under the European Union 6th Framework Programme, priority 7, chapter 4.2.1 (New Borders, New Visions of Neighbourhood), has sought to map and analyse crossborder cooperation and political contact-building between the European Union and neighbouring states, with a special emphasis on the development of civil society, economic interaction and the specific issue of gender in the crossborder relationship network. Crossborder cooperation in this respect has been understood as subject to changing political constellation and rhetoric, involving considerable tension between inclusion, or Neighbourhood (the European Union's efforts to integrate its wider neighbourhood in various forms of political and economic partnership) and exclusion, or Fortress Europe (the increasing securitisation of Europe's external borders in order to protect the community from unregulated flows of goods and people) ...

Description: Prescribed Wells Area (PWA) was established in the early 1960s, in order to monitor groundwater levels and salinity (Fig. 1). The number of wells monitoring water levels, particularly in the Tertiary Aquifers (T1 and T2) has been increasing in response to groundwater extraction for irrigation purposes. In the last two years the observation network was upgraded with 20 new and two replacement observation wells completed into T1 and T2 Aquifers. The purpose of a successful network is to identify areas that may be under stress because of over-pumping of groundwater or areas that may be at risk from salinisation. The introduction of the reclaimed water through the Virginia pipeline scheme required establishment of an observation network (1999), which targeted the area in which the bulk of the recycled water is to be applied and therefore should provide sufficient early warning should there be any unacceptable accessions to the perched watertable and Q1 Aquifer. During OctoberNovember 2001, this network was upgraded by thirteen shallow monitoring wells (perched watertable and Q1 Aquifer), which were installed as a part of a hydrogeological investigation in response to reports of rising shallow watertables in the area northwest of Virginia. These wells were included in the existing network and are monitored every three months. Four wells from this network are equipped with data loggers. Currently, a total of 165 wells throughout the NAP PWA and Kangaroo Flat Restricted Area are monitoring groundwater levels ...

Description: The Musgrave Prescribed Wells Area (PWA) is located around the township of Elliston on Eyre Peninsula. It covers an area of ~3595 km2 and comprises all the Hundreds of Colton, Talia, Tinline, Squire, Ward, Hudd, Kappawanta, Blesing, Way, Pearce and Haig (Fig. 1). It also incorporates the towns of Elliston and Bramfield. In general, water resources are limited in occurrence throughout Eyre Peninsula. In the Musgrave PWA there is very little available surface water, however there are moderately good supplies of groundwater. The area is generally characterised by undulating topographic relief typical of an ancient dunal system with dramatic coastal cliffs and large internal drainage catchments. Ground level elevations range from 100 m coastal cliffs to inland depressions reaching near sea level to bedrock highs exceeding 240 m. The area incorporates the Lake Newland and part of the Bascombe Well Conservation Parks which are managed under the National Parks and Wildlife Act 1972. Pursuant to this Act, the management plan for the Lake Newland Conservation Park is in preparation ...

Description: The results of the representative sociological research of Hungarian cities and their centres are showing a Hungarian way in the general development tendencies of the European and East Central-European city centres. The processes of transition, the impacts of European and global economic integration have adjusted the characteristic features of Hungarian big city centres to the inner space character of European big cities. According to the results of research the central areas of Hungarian big cities following the major features of West European big cities re concentrating high social classes: people with high educational level and high professional qualifications and with high incomes. The marketable, younger and more active demographic groups also prefer settling down in the internal zones of urban space10. My purpose is to foster changes in attitudes to planning and to develop a new philosophy of planning with emphasis on teleology. I also intend to raise awareness concerning the limitations we have to face in the exploration of a given situation ...
