    Description: Ground surveys and aerial observations were used to monitor rapidly changing moisture conditions in the Salt-Verde watershed. Repetitive satellite snow cover observations greatly reduce the necessity for routine aerial snow reconnaissance flights over the mountains. High resolution, multispectral imagery provided by LANDSAT satellite series enabled rapid and accurate mapping of snow-cover distributions for small- to medium-sized subwatersheds; however, the imagery provided only one observation every 9 days of about a third of the watershed. Low resolution imagery acquired by the ITOSa dn SMS/GOES meteorological satellite series provides the daily synoptic observation necessary to monitor the rapid changes in snow-covered area in the entire watershed. Short term runoff volumes can be predicted from daily sequential snow cover observations.

    Description: Both LANDSAT and NOAA satellite data were used in improving snowmelt runoff forecasts. When the satellite snow cover data were tested in both empirical seasonal runoff estimation and short term modeling approaches, a definite potential for reducing forecast error was evident. A cost benefit analysis run in conjunction with the snow mapping indicated a $36.5 million annual benefit accruing from a one percent improvement in forecast accuracy using the snow cover data for the western United States. The annual cost of employing the system would be $505,000. The snow mapping has proven that satellite snow cover data can be used to reduce snowmelt runoff forecast error in a cost effective manner once all operational satellite data are available within 72 hours after acquisition. Executive summaries of the individual snow mapping projects are presented.

    Description: Research activities performed on MAGSAT scalar data over South America, Central America, and the adjacent marine areas are summarized. The geologic utility of magnetic anomalies detected by satellite is demonstrated by focusing on the spherical-Earth interpretation of scalar MAGSAT data in combination with ancillary geological and geophysical data to obtain lithospheric models for these regions related to their contemporary crustal dynamics processes, geologic history, current volcanism seismicity and natural resources.

    Description: Extrapolation of impact cratering rates derived from Canada and Europe suggests that in the cratonic regions of Australia, India, Africa, and Brazil, 14-15 impact craters 20 km diameter should have formed during the last 120 my, and survived erosional erasure. In fact, in these areas, only 2 craters are known that approximately qualify: (1) Gosses Bluff, 22 km, 130 + or - 6 my old, and; Strangways, 24 km and 150 + or - 70 my old. It is therefore likely that about a dozen relatively large and preserved impact craters await discovery in these less explored cratons. A larger number of younger and smaller craters must also exist. An informal search is reported for impact craters using photographs obtained by Shuttle astronauts. Photographs taken with the 250 mm lens on Hassalblad cameras have a resolution of 25 m and cover a nominal area of 50x60 sq km. A larger format Linhof camera with similar resolution but 4 times larger area was flown March 1984, and will fly again in the future. Shuttle imagery has numerous advantages in looking for impact craters and for other types of Earth observations.

    Description: A gallery of what might be called the ""Best of HCMM'' imagery is presented. These 100 images, consisting mainly of Day-VIS, Day-IR, and Night-IR scenes plus a few thermal inertia images, were selected from the collection accrued in the Missions Utilization Office (Code 902) at the Goddard Space Flight Center. They were selected because of both their pictorial quality and their information or interest content. Nearly all the images are the computer processed and contrast stretched products routinely produced by the image processing facility at GSFC. Several LANDSAT images, special HCMM images made by HCMM investigators, and maps round out the input.

    Description: The remote sensing of temperature is performed by sensing radiation emitted from solids, liquids, and gases in the thermal infrared region of the spectrum, in which thermal emission is dominant over reflected solar energy. For Earth resources applications, thermal sensing of solids and liquids is performed in two ""windows'' of the atmosphere where atmospheric absorption and emission are at a minimum. Temperature measurement, intrinsic thermal properties, factors in interpreting thermal data, the use of thermal inertia, and the measurements obtained by the heat capacity mapping radiometer are discussed.

    Description: Radar observations of snowpacks were made at test sites in Kansas, South Dakota, and Colorado using truck mounted scatterometers covering the 1 to 18 GHz frequency range and the atmospheric window frequency of 35 GHz. Experiments were conducted as a function of snow depth, wetness, and surface roughness. The acquired data were used to model the backscattering coefficient in terms of snow and underlying soil parameters. The results indicate that the radar return (1) increase with increasing water equivalent; (2) decrease with increasing wetness; (3) is sensitive to the snow surface roughness only when the snow is wet;(4) is sensitive to the state (frozen or thawed) of the underlying soil if the snow is dry; and (5) is repetitive from one site to another and from one season to the next. Additionally, the measurements indicate the multifrequency observation or day-night observations may potentially provide the means for monitoring snow water equivalent, snow wetness, and the soil state.

    Description: Bilanzpolitik ist die zielgerichtete Gestaltung des Jahresabschlusses. Damit versucht die Geschäftsleitung das Bild der wirtschaftlichen Lage in ihrem Sinne einzufärben. Der Bilanzanalyst versucht nun seinerseits, genutzte Gestaltungsspielräume aufzudecken. Sein Ziel ist es, ein "ehrlicheres" Bild von der wirtschaftlichen Situation zu zeichnen, als es der veröffentlichte Jahresabschluss tut. Die vorliegenden Analyse stellt die bilanzpolitischen Spielräume dar, die der Unternehmensleitung nach den internationalen Rechnungslegungsstandards IFRS und US GAAP zur Verfügung stehen. Daneben zeigt sie, wie der Bilanzleser solche Spielräume aufdecken kann. Die theoretischen Ausführungen werden durch eine empirische Auswertung der Jahresabschlüsse von zwölf Automobilzulieferern über die Jahre 2005-2009 veranschaulicht. Die Auswertung zeigt, dass internationale Rechnungslegungsstandards keineswegs wie häufig behauptet und von den Rechnungslegungsvorschriften auch angestrebt als kapitalmarktorientiert gelten können, sondern vielmehr als managementorientiert . Der Unternehmensleitung stehen also vielfältige Möglichkeiten zur Gestaltung des Jahresabschlusses zur Verfügung, was wiederum die Arbeit des Aufsichtsrats als Beratungs- und Kontrollinstanz der Geschäftsführung behindern kann.

    Description: Governments all over the world have invested tens of billions of dollars in car scrappage programs to fuel the economy in 2009. We investigate the German case using a unique micro transaction dataset covering the years 2007 to 2010. Our focus is on the incidence of the subsidy, i.e., we ask how much of the € 2,500 buyer subsidy is captured by the supply-side through an increase in selling prices. Using regression analysis, we find that average prices in fact decreased for subsidized buyers in comparison to non-subsidized ones, suggesting that eventually subsidized customers benefitted by more than the subsidy amount. However, the incidence was heterogeneous across price segments. Subsidized buyers of cheap cars paid more than comparable buyers who did not receive the subsidy, e.g. for cars of € 12,000 car dealers reaped about 8% of the scrappage prime. The opposite was true for more expensive cars, e.g. subsidized buyers of cars of € 32,000 were granted an extra discount of about € 1,100. For cars priced about € 18,000, we find no price discrimination, i.e., in this price segment consumers fully captured the transfer. Our results can be explained by optimizing behavior on the supply-side both in the lower and upper price segments. The results are extremely robust to extensive sensitivity checks.

    Description: We show that professional soccer players exhibit reference-dependent behavior during matches. Controlling for the state of the match and for unobserved heterogeneity, we show on a minute-by-minute basis that a player breaches the rules of the game, measured by the referee's assignment of cards, with a significantly higher probability if his team is behind the expected match outcome, measured by pre-play betting odds of large professional bookmakers. We derive these results in two independent data sets, one from ten seasons of the German Bundesliga, the other from eight seasons the English Premier League, each with more than half a million minutes of play.

    Description: Many governments subsidize regional rail service as an alternative to road traffic. This paper assesses whether increases in service frequency reduce road traffic externalities. We exploit differences in service frequency growth by procurement mode following a railway reform in Germany to address endogeneity of service growth. Increases in service frequency reduce the number of severe road traffic accidents, carbon monoxide, nitrogen monoxide, nitrogen dioxide pollution and infant mortality. Placebo regressions with sulfur dioxide and ozone yield no effect. Service frequency growth between 1994 and 2004 improves environmental quality by an amount that is worth approximately 28-40 % of total subsidies. An analysis of household behavior shows that the effects of railway services on outcome variables are driven by substitution from road to rail.

    Description: On the basis of keyword searches in newspaper articles several versions of the Recession-word Index (RWI) are constructed for Germany and Switzerland. We use these indices in order to track the business cycle dynamics in these two countries. Our main findings are the following. First, we show that augmenting benchmark autoregressive models with the RWI generally leads to improvement in accuracy of one-step ahead forecasts of GDP growth compared to those obtained by the benchmark model. Second, the accuracy of out-of-sample forecasts obtained with models augmented with the RWI is comparable to that of models augmented with established economic indicators in both countries, such as the Ifo Business Climate Index and the ZEW Indicator of Economic Sentiment for Germany, and the KOF Economic Barometer and the Purchasing Managers Index in manufacturing for Switzerland. Third, we show that the RWI-based forecasts are more accurate than the consensus forecasts (published by Consensus Economics Inc.) for Switzerland, whereas we reach the opposite conclusion for Germany. In fact, the accuracy of the consensus forecasts of GDP growth for Germany appears to be superior to that of any other indicator considered in our study. These results are robust to changes in estimation/forecast samples, the use of rolling vs expanding estimation windows, and the inclusion of a web-based recession indicator extracted from Google Trends into a set of the competing models.

    Description: This paper investigates how inflation expectations evolve. In particular, we analyze the time-varying nature of the propensity to update expectations and its potential determinants. For this purpose we set up a flexible econometric model that tracks the formation of inflation expectations of consumers at each moment in time. We show that the propensity to update inflation expectations changes substantially over time and is related to the quantity and the quality of news.

    Description: Public Service Media (PSM) online is a highly up to date topic. There is no clear consensus among researchers if Public Service Media should have a legitimization online and if so to which extent. Some authors still demand for an extensive role of public service provision in the digital era whereas others either argue against PSM on the internet at all or assign them a restrictive and complementing function at the most. The question has furthermore concerned the European Commission as well as several Member States for many years now. Public service broadcasters have been accused of distorting competition online - an area that up to then seemed to have worked being left to the market. Though the extension of public service providers towards the internet is legitimized by the European Commission it seems appropriate to analyze if there is a true economic justification for having Public Service Media online and if so to which extent. This article contributes to enter into that question against the background that the traditional public service broadcasting system (i.e. television and radio) is taken as given and unchangeable for the analysis. The paper thereby waives to repeat the fundamental discussion of pros and cons of public service provision and, instead, concentrates specifically on elaborating possible cross-media effects.

    Description: In this paper we evaluate the current account patterns of China and Germany. We point out that China's current account surplus as a share of global GDP in recent years resembles that of Germany's. Yet, an important difference is that the Euro block's current account inclusive of Germany, has overall been balanced, whereas emerging Asia's current account inclusive of China, has mostly been characterized by sizable surpluses. We further find that both China and Germany's current account surpluses seem to be accounted for by common factors. However we have reasons to doubt the long run viability of these current account trends in future decades. Demographic transitions in China and Germany are projected to reduce their surpluses, and this effect is stronger for Germany. We also discuss plausible reasons to doubt the extent to which the Euro block will move towards significant surplus in the coming years.

    Description: We analyze the term structure of illiquidity premiums as the difference between the yield curves of two major bond segments that are both government guaranteed but differ in their liquidity. We show that its characteristics strongly depend on the economic situation. In crisis times, illiquidity premiums are higher with the largest increase for short-term maturities. Moreover, their reaction to changes in fundamentals is only significant during crises: premiums of all maturities depend on inventory risk, short maturities are highly sensitive to liquidity preferences (flight-to-liquidity). Therefore, calibrating risk management models in normal times underestimates illiquidity risk and misjudges term structure effects.

    Description: This paper examines the management practices of German firms with obligations under the EU Emissions Trading Scheme (EU ETS) based on six structured in-depth interviews with managers of firms from different industries and based on survey data. The paper sheds light on management and trading practices, abatement behaviour, and the impact of the EU ETS on long-term decisions, such as investment decisions or innovative capacity. The aim is to provide information on firm-internal management processes related to the EU ETS and to strengthen intuition for microeconomic consequences of greenhouse gas regulation in a cap-and-trade scheme. The analysis reveals that management practices in the EU ETS are mainly driven by emission levels, firm size, pre-existing management structures and production patterns. While larger emitters (about 100,000 tCO2 per year or larger) are perfectly capable to carry out all relevant tasks, smaller emitters behave more passively due to transaction costs and lower expected return of transactions. Our analysis suggests that institutional responds to regulation should be taken into account for the design of greenhouse gas regulation.

    Description: Many economic decisions implicitly or explicitly rely on a projection of the medium- or long-term economic development of a country or region. In this paper, we provide a federal long-run projection model for Germany and the German states. The model features a top-down approach and, as major contribution, uses error correction models to estimate the regional economic development dependent on the national projection. For the medium- and long-term projection of economic activity, we apply a production function approach. We provide a detailed robustness analysis by systematically varying assumptions of the model. Additionally, we explore the effects of different demographic trends on economic development.

Die Robustheit der Projektion wird mit Sensitivitätsanalysen untersucht, und die Auswirkungen des demographischen Wandels auf die Produktion in Deutschland insgesamt und in den einzelnen Ländern werden diskutiert.

    Description: We identify frictions in the market for liquidity as well as bank-specific and market-wide factors that affect the prices that banks pay for liquidity, captured here by borrowing rates in repos with the central bank and benchmarked by the overnight index swap. We have price data at the individual bank level and, unique to this paper, data on individual banks' reserve requirements and actual reserve holdings, thus allowing us to gauge the extent to which a bank is short or long liquidity. We find that the price a bank pays for liquidity depends on the liquidity positions of other banks, as well as its own. There is evidence that liquidity squeezes occasionally occur and short banks pay more the larger is the potential for a squeeze. The price paid for liquidity is decreasing in bank size and small banks are more adversely affected by an increased potential for a squeeze. Healthier banks pay less, but contrary to what one might expect, banks in formal liquidity networks do not.

    Description: Public agencies rely on two key modes to procure goods and services: auctions and direct negotiations. The relative advantages of these two modes are still imperfectly understood. This paper therefore studies public procurement of regional passenger railway services in Germany, where regional agencies can use auctions and negotiations to procure regional passenger rail services. This offers the unique opportunity to assess the two procurement modes within the same institutional and legal framework. We first characterize the decisions of the agency in a simple reduced form framework of negotiations and auctions. This analysis suggests accounting for the endogeneity of the choice of procurement mode by estimating the mode of procurement, quantity and price simultaneously. We then test this framework using information on lines that were auctioned and lines that were directly negotiated with the former monopolist. Results indicate (i) endogeneity of procurement choice can be fully characterized by observed line characteristics; (ii) frequency of service is 16 percent higher on lines that were auctioned compared to lines that were negotiated, and (iii) the procurement price is 25 percent lower on auctioned lines than on those with direct negotiations. Taken together, these results indicate a significant efficiency enhancing effect of auctions.

    Description: In economics and other social sciences, complex processes are often represented by numerical models of reality which more or less well reflect behavioral relationships and interactions. Such attempts are the subject of a lecture course 'Mathematical Theory of Democracy' by the author at the Faculty of Economics of the Karlsruhe Institute of Technology. One new result in this field is presented here in the form of a statistical test to decide whether a political party or coalition of parties represents a majority of the population. For this purpose, party or coalition positions on a sample of policy issues, like introduction of a legal nationwide minimum wage, privatization of railways, and others, are compared with the results of public opinion polls on the same issues. The test is based on estimating the statistical significance of the coincidence observed (i.e. how likely is the coincidence by chance) to the end of accepting or rejecting the representativeness hypothesis. The test is developed for single parties and coalitions of two or three parties. It is illustrated with an estimation of representativeness of five major German parties and their potential coalitions basing on the official party manifestos published before the German parliamentary elections 2009 and on relevant polls of public opinion.
    Description: In der Ökonomie und den anderen Sozialwissenschaften wird immer wieder versucht, komplexe Prozesse der Wirklichkeit durch numerische Modelle abzubilden - was mit Abstraktionen für z. B. Verhaltens- und Wirkungsrelationen mehr oder weniger gut gelingt. Solche Versuche sind Gegenstand einer Vorlesungsreihe 'Mathematische Theorie der Demokratie' des Autors an der Wirtschaftswissenschaftlichen Fakultät des Karlsruhe Institut für Technologie. Ein neues Ergebnis in diesem Bereich wird hier vorgelegt in Form eines statistischen Tests, der entscheiden soll, ob eine politische Partei oder eine Parteienkoalition repräsentativ im Sinn der Bevölkerungsmehrheit agiert. Zu diesem Zweck wird die Übereinstimmung von Parteien- oder Koalitionspositionen mit Ergebnissen von Meinungsumfragen in der Bevölkerung verglichen, etwa zur Einführung eines bundesweiten gesetzlichen Mindestlohns oder der Privatisierung des Schienenverkehrs und anderem mehr. Der Test basiert auf der Einschätzung der statistischen Signifikanz der beobachteten Übereinstimmung (d.h. wie wahrscheinlich ist eine nur zufällige Übereinstimmung), um die Hypothese von der Repräsentativität der Politik zu akzeptieren oder abzulehnen. Dazu werden Nutzungskosten für die einzelnen Anlageklassen mit Hilfe von Daten der Volkswirtschaftlichen Gesamtrechnungen sowie anderer Quellen geschätzt. Im Beobachtungszeitraum von 1991 bis 2010 nahm der aggregierte Kapitaleinsatz der Unternehmen erkennbar stärker zu als der amtlich ausgewiesene Kapitalstock. In der Gesamtwirtschaft gilt dies nur für die zyklischen Expansionsphasen. Da das Statistische Bundesamt mit Bestandswerten gewichtet, sind die voneinander abweichenden Wägungsschemata in Verbindung mit den nach Vermögensarten variierenden Akkumulationsgeschwindigkeiten für die Unterschiede verantwortlich. Im Rahmen angebotsseitiger Zerlegungen des Wirtschaftswachstums ergeben sich daraus Differenzen in den Schätzungen der Totalen Faktorproduktivität. Parametrische Produktionsfunktionsschätzungen werden von diesem Methodenunterschied indessen nicht wesentlich beeinflusst.
    Description: A method is proposed to measure capital services in production. This means that productive assets are weighted according to their user costs. The user costs of the individual asset classes are estimated based on data from the national accounts and other sources. The results show that, in the observation period between 1991 and 2010, enterprises' capital services expand faster than the offcially published capital stock. For the economy as a whole, this applies only to phases of cyclical expansion. As the capital stock is aggregated using asset prices, the differences can be explained by the dfferent weighting methods in conjunction with the varying speeds at which the individual asset types have accumulated over time. In growth accounting, different estimates of total factor productivity emerge. The methodological difference, however, does not significantly affect the estimates of parametric production function specifications.

    Description: The artistic labor market is marked by several adversities, such as low wages, above-average unemployment, and constrained underemployment. Nevertheless, it attracts many young people. The number of students exceeds the available jobs by far. A potential explanation for this puzzle is that artistic work might result in exceptionally high job satisfaction, a conjecture that has been mentioned at various times in the literature. We conduct the first direct empirical investigation of artists' job satisfaction. The analysis is based on panel data from the German Socio-Economic Panel Survey (SOEP). Artists on average are found to be considerably more satisfied with their work than non-artists, a finding that corroborates the conjectures in the literature. Differences in income, working hours, and personality cannot account for the observed difference in job satisfaction. Partially, but not fully, the higher job satisfaction can be attributed to the higher self-employment rate among artists. Suggestive evidence is found that superior 'procedural' characteristics of artistic work, such as increased variety and on-the-job learning, contribute to the difference in job satisfaction.

    Description: It is puzzling that people feel quite unhappy when they become unemployed, while at the same time active labor market policies are needed to bring unemployed back to work more quickly. Using data from the German Socio-Economic Panel, we investigate whether there is indeed such a puzzle. First, we find that nearly half of the unemployed do not experience a drop in happiness, which might explain why at least some workers need to be activated. In addition to that, we find that even though unemployed who experience a drop in happiness search more actively for a job, it does not speed up their job finding. Apparently, there is no link between unhappiness and the speed of job finding. Hence, there is no contradiction between unemployed being unhappy and the need for activation policies.

    Description: In most industrialized countries, the work and family patterns of the baby boomers characterized by more heterogeneous working careers and less stable family lives set them apart from preceding cohorts. Thus, it is of crucial importance to understand how these different work and family lives are linked to the boomers' prospective material well-being as they retire. This paper presents a new and unique matching-based approach for the projection of the life courses of German baby boomers, called the LAW-Life Projection Model. Basis for the projection are data from 27 waves of the German Socio-Economic Panel linked with administrative pension records from the German Statutory Pension In-surance that cover lifecycle pension-relevant earnings. Unlike model-based micro simula-tions that age the data year by year our matching-based projection uses sequences from older birth cohorts to complete the life-courses of statistically similar baby boomers through to retirement. An advantage of this approach is to coherently project the work-life and family trajectories as well as lifecycle earnings. The authors present a benchmark anal-ysis to assess the validity and accuracy of the projection. For this purpose, they cut a signif-icant portion of already lived lives and test different combinations of matching algorithms and donor pool specifications to identify the combination that produces the best fit be-tween previously cut but observed and projected life-course information. Exploiting the advantages of the projected data, the authors compare the returns to education - measured in terms of pension entitlements - across cohorts. The results indicate that within cohorts, differences between individuals with low and high educational attainment increase over time for men and women in East and West Germany. East German boomer women with low educational attainment face the most substantial losses in pension entitlements that put them at a high risk of being poor as they retire.

    Description: This paper takes a labor supply perspective (neoclassical labor supply, job search) to explain the lower employment rates of older workers and women. The basic rationale is that workers choose non-employed if their reservation wages are larger than the offered wages. Whereas the offered wages depend on workers' productivity and firms' decisions, reservation wages are largely determined by workers' endowments and preferences for leisure. To shed some empirical light on this issue, we use German survey data to analyze age and gender differences in reservation and entry wages, preferred and actual working hours, and satisfaction with leisure and work.

    Description: This paper examines regional differences in subjective well-being (SWB) in Germany. Inferential statistics indicate a diminishing but still significant gap between East and West Germany, but also differing levels of SWB within both parts. The observed regional pattern of life satisfaction reflects macroeconomic fundamentals, where labor market conditions play a dominant role. Differing levels of GDP and economic growth have contributed rather indirectly to regional well-being such that the years since the German reunification can be considered as a period of joyless growth. In total, approximately half of satisfaction gap between East and West Germany can be attributed to differing macroeconomic conditions. Moreover, the effects of unemployment and income differ in size between regions such that one can assume increasing marginal disutility of unemployment. The comparably high levels of life satisfaction in Northern Germany are driven mostly by couples and go along with significantly higher fertility rates. Overall, we conclude that comparisons of SWB within a single country provide valid information.

    Description: In Deutschland werden die Geburtskohorten der 1956 bis 1965 Geborenen als Babyboomer bezeichnet. Diese Gruppe kennzeichnet sich nicht nur durch eine überdurchschnittliche Kohortenstärke aus, sondern diese waren Profiteure des Ausbaus des Wohlfahrtsstaates und deren Kindheit und Jugend: waren durch einen Zeitraum wirtschaftlicher Prosperität und politischer Stabilität als auch durch eine historische Phase des Wandels gesellschaftlicher Werte mit einem sozialen und kulturellen Paradigmenwechsel gekennzeichnet. Ziel dieser Arbeit ist die Destandardisierung und zunehmende Individualisierung der familienbiographischen Lebensläufe von Babyboomern mit Hilfe eines Kohortenvergleichs zu beschreiben. Auf Basis der SOEP-Daten zeigt sich im Vergleich zu früheren Geburtskohorten dass bestimmte Statusphasen, Ereignisse und Lebenslaufsequenzen nicht länger typisch für die Mehrheit der Bevölkerung (Familie mit Kindern vs. Kinderlosigkeit) sind, als auch eine Variation der zeitlichen Abfolge und des Timings von Lebenslaufsequenzen, die mit einem Anstieg des mittleren Heiratsalters und der Aufschub der Elternschaft verbunden sind. Darüber hinaus nimmt die Zahl der Status über das Alter zu und neue Status entwickeln sich. Des Weiteren werden Unterschiede in den Familienbiographien zwischen Ost- und Westdeutschen beobachtet.

    Description: The paper investigates the relationship between offshoring, wages, and the ease with which individuals' tasks can be offshored. Our analysis relates to recent theoretical contributions arguing that there is only a loose relationship between the suitability of a task for offshoring and the associated skill level. Accordingly, wage effects of offshoring can be very heterogeneous within skill groups. We test this hypothesis by combining micro-level information on wages and demographic and workplace characteristics as well as occupational information relating to the degree of offshorability with industry-level data on offshoring. Our main results suggest that in partial equilibrium, wage effects of offshoring are fairly modest but far from homogeneous and depend significantly on the extent to which the respective task requires personal interaction or can be described as non-routine. When allowing for cross-industry movement of workers, i.e., looking at a situation closer to general equilibrium, the magnitude of the wage effects of offshoring becomes substantial. Low- and medium-skilled workers experience significant wage cuts due to offshoring which, however, again strongly depend on the degree of personal interaction and non-routine content.

    Description: This paper explores the extent to which interest risk exposure is priced in bank margins. Our contribution to the literature is twofold: First, we present an extended model of Ho and Saunders (1981) that explicitly captures interest rate risk and returns from maturity transformation. Banks price interest risk according to their individual exposure separately in loan and deposit rates, but reduce these charges when they expect returns from maturity transformation. Second, using a comprehensive dataset covering the German universal banks between 2000 and 2009, we test the model-implied hypotheses not only for the commonly investigated net interest income, but additionally for interest income and expenses separately. Controlling for earnings from bank-individual maturity transformation strategies, we find all banks to charge additional fees for macroeconomic interest volatility exposure. Microeconomic on-balance interest risk exposure from maturity transformation, however, only affects the smaller savings and cooperative banks, but not private commercial banks. Returns are only priced in income margins.

    Description: Die IT Infrastructure Library (ITIL) gilt heute als weltweit führender De-facto-Standard für das IT-Servicemanagement (ITSM). Obwohl der Standard mittlerweile in der in 2007 veröffentlichten dritten Version vorliegt, haben Datenschutzbelange bis heute kaum Eingang gefunden. Das Arbeitspapier zeigt auf, wie und wo Datenschutz in ITIL einbezogen werden kann und muss. Diese Diskussion wird anhand der in ITIL beschriebenen IT-Prozesse geführt. Es wird exemplarisch gezeigt, dass aus einer detaillierten Analyse eines ITIL-Prozesses - hier das Lieferantenmanagement (Supplier Management) - verschiedene Ansatzpunkte für eine Integration des Datenschutzes in ein IT-Servicemanagement nach ITIL resultieren. Diskutiert werden die Nutzung eines eigenen Datenschutzservice, die Einbeziehung des Datenschutzes als Servicebestandteil, die Prozessintegration des Datenschutzes und der Datenschutz als Ausprägung von Prozesselementen. Hieraus ergibt sich letztlich die Rolle des betrieblichen Datenschutzbeauftragten (DSB) als Stakeholder in den IT-Prozessen nach ITIL. Diese kann durch insgesamt sechs Beteiligungsformen ausgefüllt werden: Dem DSB kann für einzelne Aufgaben eines IT-Prozesses nach ITIL eine Verantwortung für die Prozessdurchführung und/oder das Prozessergebnis obliegen. Er kann als Initiator des Prozesses insgesamt oder einzelner Aufgaben in der Prozesskette fungieren. Im Rahmen der Prozessdurchführung hat er mitunter Stellungnahmen zu datenschutzrelevanten Fragen zu erarbeiten und er kann Mitglied von Gremien und Arbeitsgruppen sein. Hinsichtlich des Informationsmanagements ist er definierter Empfänger prozessualer Informationen und Adressat von Berichten. Um diese verschiedenen Funktionen ausführen zu können, ist er zudem Nutzer von ITSM-Tools. In der Summe all dieser Beteiligungsmöglichkeiten und letztlich auch Beteiligungsnotwendigkeiten steht die Schlussfolgerung, dass der DSB an der Durchführung und Verbesserung der ITIL-spezifischen IT-Prozesse grundsätzlich mitzuwirken hat. Wie umfangreich diese Mitwirkung und seine diesbezügliche Verantwortlichkeit ausfällt, erfordert eine Analyse im Einzelfall, die sich auf die unternehmensspezifische Intensität der Beziehungen zwischen dem Datenschutz und der jeweiligen Ausprägung des IT-Servicemanagements nach ITIL richtet.

    Description: Anzahl sowie Transaktionenvolumen internationaler, also grenzüberschreitender Unternehmenskäufe und -fusionen haben in den letzten Jahren stetig zugenommen. Getrieben durch verstärkten Wettbewerbsdruck und gestiegene Anforderungen an die Performance seitens der Kapitalgeber sind Unternehmen gezwungen, ihr Wachstum durch nationale und insbesondere internationale Unternehmensakquisitionen zu beschleunigen. Die Bestimmung eines Grenzpreises vor dem Unternehmenserwerb ist aus Sicht eines potentiellen Investors unabdingbar. Bewertungsrelevant sind dabei die ihm zufließenden potentiellen Nettozuflüsse, die wiederum von den steuerlichen Rahmenbedingungen determiniert werden. Bei internationalen Unternehmensakquisitionen sind im Wesentlichen die in- und ausländischen Ertragsteuern, die auf die Gewinne zu entrichten sind, von Relevanz. Die Ertragsbesteuerung hängt dabei sowohl in Deutschland als auch im Ausland primär von der gesellschaftsrechtlichen Ausgestaltung der Beteiligungsstruktur und von der Finanzierungsstruktur ab. Im Arbeitspapier 'Einfluss von Steuern auf die Ermittlung des Unternehmenswertes nach dem Adjusted Present Value-Ansatz bei internationalen Unternehmenstransaktionen: - Eine Untersuchung unter der Prämisse der Schuldenfreiheit -', kurz AP-EF, wurde zunächst untersucht, wie sich verschiedene Varianten der Beteiligungsstruktur auf die Steuerbelastung und somit auf die Grenzpreisermittlung im Zuge von internationalen Unternehmensakquisitionen auswirken. Der Einfluss der Finanzierungsstruktur wurde dabei ausgeklammert, es galt die Prämisse der Schuldenfreiheit. Im Folgenden soll diese Prämisse nun aufgehoben und der Einfluss unterschiedlicher Finanzierungsstrukturen auf den Unternehmenswert in die Untersuchung integriert werden. Dessen Ermittlung wird dabei wieder anhand des Adjusted Present Value-Verfahrens (APV) im ewigen Rentenmodell vorgenommen. Die Auswirkungen der Verschuldung auf die Steuerbelastung und damit auf den Unternehmenswert werden anhand von Tax Shields auf den einzelnen Besteuerungsebenen systematisch dargestellt.

    Description: Die Kommunen profitieren derzeit von hohen Steuereinnahmen und niedrigen Kreditzinssätzen. Nach Angaben des Statistischen Bundesamts waren die Gewerbesteuereinnahmen im zweiten Quartal 2012 so hoch wie noch nie. Die positive Einnahmesituation vieler Gemeinden und Gemeindeverbände wird von sinkenden Zinsausgaben begleitet und könnte darüber hinwegtäuschen, dass viele Kommunen nach wie vor hoch verschuldet sind. Möglicherweise stellen die niedrigen Zinssätze - insbesondere für Kassenkredite - sogar einen Anreiz dar, noch höhere Kreditvolumina aufzunehmen, um von den günstigen Zinskonditionen zu profitieren. Indes ist anzunehmen, dass sich die Finanzierungsbedingungen der Kommunen infolge des Banken-Regelwerks Basel III zukünftig verschlechtern werden.

    Description: Generous income support programs as provided by European welfare states have often been blamed to reduce work incentives for lower income classes and to increase durations of unemployment. Standard studies measure work incentives based on annual income concepts. This paper analyzes how work incentives inherent in the German tax-benefit system evolve when extending the time horizon to three years (long-term). Participation tax rates are computed for 3-year periods 1995-1997 and 2005-2007 to reveal potential effects of the labor market reforms between 2003 and 2005. Results show that long-term work incentives increased even more than short-term work incentives. Particularly for middle-income individuals, this is largely explained by the abolition of earnings-related unemployment assistance.

Da die kommunale Ebene formal von der grundgesetzlichen Schuldenbremse ausgeklammert worden ist, kann nämlich nicht ausgeschlossen werden, dass die Länder versuchen, sich auch weiterhin über den Umweg der Kommunen zu verschulden. Zudem geben die hauptsächlich von deutscher Seite mitgetragenen Rettungsmaßnahmen zur Bekämpfung der europäischen Staatsschuldenkrise Anlass zur Sorge, dass sich die Kreditkonditionen der Kommunen zukünftig verschlechtern könnten, was wiederum auch auf die kommunale Gesamtverschuldung durchschlagen könnte. Eine einseitige und auf die kommunalen Kernhaushalte fokussierte Analyse der Haushaltslage bildet die Gesamtsituation vieler Gemeinden und Gemeindeverbände nur unzureichend ab. Zielsetzung dieser Untersuchung soll es daher sein, einen Eindruck von der kommunalen Gesamtverschuldung (einschließlich der Schattenhaushalte) zu gewinnen und Vorschläge zu entwickeln, mit denen die Aussagekraft der kommunalen Verschuldungsdaten dauerhaft verbessert und die fi nanzielle Gesamtsituation der Kommunen umfassender dargestellt werden kann. So können potenzielle Folgebelastungen der kommunalen Ebene besser abgeschätzt und bei Handlungsbedarf entsprechende Gegenmaßnahmen ergriffen werden.

    Description: Im Vorfeld der Bundestagswahl 2013 findet in Deutschland eine intensive Debatte über die Umverteilungswirkung der Einkommensteuer statt. Insbesondere mit der Senkung des Spitzensteuersatzes auf zwischenzeitlich 42 und nun 45 Prozent wird eine überproportionale Bevorzugung hoher Einkommen assoziiert. Dadurch wird die Diskussion unzulässig verkürzt. Denn auch der übrige Tarifverlauf hat großen Einfluss auf die Progressivität und die Umverteilungswirkung der Einkommensteuer. Außerdem hat die Festlegung eines nominalen Einkommens für die Anwendungen eines bestimmten Steuersatzes je nach Preisniveau eine völlig andere Bedeutung. Deshalb haben wir die Einkommensteuertarife von 1962, 1995, 1998 und 2011 in konstanten Preisen miteinander verglichen. Die Preisbereinigung erfolgte auf Basis der Verbraucherpreise. Diese, auf die einheitliche Preisbasis von 2011 umgerechneten Tarife, wurden auf die auf 2011 fortgeschriebenen faktisch anonymisierten Daten aus der Lohn und Einkommensteuerstatistik 2004 (FAST 2004) an gewendet. Auf diese Weise lassen sich die Aufkommens- und Umverteilungswirkungen der ausgewählten Tarife zuverlässig beurteilen. Dabei zeigt sich, dass der Tarif des Jahres 2011 zwar das geringste Steueraufkommen generiert, gleichzeitig aber die größte Umverteilungswirkung hat.
    Description: With the federal election forthcoming in 2013 a lively debate about the redistributive effects of the personal income tax in Germany is going on. With respect to the r educed top tax rate of 42 percent in a meantime and now 45 percent high income earners seem to be privileged. However, focusing solely on the top income tax rate is an inadequate limitation of the discussion. This way, all other parameters of the tariff function and their influence on progressivity as well as on the redistributive effects of the income tax are ignored. Furthermore, defining income brackets in nominal terms has an entirely different impact depending on t he respective price level. For these reasons we carry out a comparison of the income tax tariffs of 1962, 1995, 1995 and 2011 in constant prices. Deflation is based on the consumer price index. All those tariffs were recalculated for the price level of 2011 and consecutively applied on the income tax base. The latter is derived from income tax micro data (FAST 2004) which is updated to the 2011 level. Our analysis shows that the income tax schedule of 2011 generates the lowest tax revenues but has at the same time the highest redistributive impact.

Neben dem organischen Wachstum besteht die Möglichkeit, mittels Unternehmensakquisitionen die internationale Ausrichtung des Unternehmens zu fokussieren. Vor jeder Unternehmensakquisition gilt es für den Investor, seinen Grenzpreis für das Zielunternehmen zu bestimmen. Bei dieser Grenzpreisbestimmung sind alle Steuern zu berücksichtigen, die die Nettozuflüsse an den Investor beeinflussen. Bei internationalen Unternehmensakquisitionen sind dies im Wesentlichen die in- und ausländischen Ertragsteuern, die auf die Gewinne zu entrichten sind. Die Ertragsbesteuerung hängt sowohl in Deutschland als auch im Ausland insbesondere von der gesellschaftsrechtlichen Ausgestaltung der Beteiligungsstruktur und von der Finanzierungsstruktur ab. Im Rahmen des vorliegenden Arbeitspapieres gilt es zu klären, wie sich verschiedene Varianten der Beteiligungsstruktur auf die Steuerbelastung und somit auf die Grenzpreisermittlung im Zuge von internationalen Unternehmensakquisitionen auswirken. Die Untersuchungen basieren zunächst auf der Annahme der Schuldenfreiheit, d. h. weder auf deutscher Seite, noch auf ausländischer Seite wird Fremdkapital zur Finanzierung der Akquisition aufgenommen.     Description: This paper studies differences in inequality perceptions, distributional norms, and redistributive preferences between East and West Germany. As expected, there are substantial differences with respect to all three of these measures. Surprisingly, however, differences in distributional norms are much smaller than differences with respect to inequality perceptions or redistributive preferences. Nonetheless, individuals from East Germany tend to be more supportive of state redistribution and progressive taxation, and less likely to have a conservative political orientation, even conditional on having the same inequality perceptions and distributional norms.

    Description: The artistic labor market is marked by several adversities, such as low wages, above-average unemployment, and constrained underemployment. Nevertheless, it attracts many young people. The number of students exceeds the available jobs by far. A potential explanation for this puzzle is that artistic work might result in exceptionally high job satisfaction, a conjecture that has been mentioned at various times in the literature. We conduct the first direct empirical investigation of artists' job satisfaction. The analysis is based on panel data from the German Socio-Economic Panel Survey (SOEP). Artists on average are found to be considerably more satisfied with their work than non-artists, a finding that corroborates the conjectures in the literature. Differences in income, working hours, and personality cannot account for the observed difference in job satisfaction. Partially, but not fully, the higher job satisfaction can be attributed to the higher self-employment rate among artists. Suggestive evidence is found that superior procedural characteristics of artistic work, such as increased variety and on-the-job learning, contribute to the difference in job satisfaction.

    Description: This paper studies the evolution of life satisfaction over the life course in Germany. It clarifies the causal interpretation of the econometric model by discussing the choice of control variables and the underidentification between age, cohort and time effects. The empirical part analyzes the distribution of life satisfaction over the life course at the aggregated, subgroup and individual level. To the findings: On average, life satisfaction is mildly decreasing up to age fifty-five followed by a hump shape with a maximum at seventy. The analysis at the lower levels suggests that people differ in their life satisfaction trends, whereas the hump shape after age fifty-five is robust. No important differences between men and women are found. In contrast, education groups differ in their trends: highly educated people become happier over the life cycle, where life satisfaction decreases for less educated people.
