    Description: Listening to people, especially those who are poor, and involving them in policy making and decisions about service delivery processes are logical steps in building better services and improving policies aimed at poverty alleviation. This case describes a facilitated advocacythat helped to negotiate and support a role for poor people who farm and fish, to contribute recommendations for changes in services and policies that impact on their lives. The national Government of India’s Department of Animal Husbandry and Dairying and the Indian Council for Agricultural Research, both in the capital Delhi, have been linking with farmers and fishers and state government officials in the eastern states of Jharkhand, Orissa and West Bengal, in partnership with the STREAM Initiative of the intergovernmental Network of Aquaculture Centers in Asia Pacific and with the support of the UK GovernmentDepartment for International Development, Natural resources Systems Program supporting farmers to have a voice(13 p.)

    Description: In Sri Lanka the incidence of poverty varies among regions and livelihoods; aquatic resources users represent a poor category in many regions and therefore a vulnerable group. In December 2004 the country was hit by a Tsunami originating off the coast of Aceh in Indonesia, which affected the livelihoods of a large section of coastal aquatic resource users.     Description: This report seeks to discuss a variety of approaches to poverty in order to illustrate the diversity of poor people, and the range of ways in which people are poor, facilitating a broader understanding of poverty and the significance of aquatic resources in poor people’s livelihoods. This is intended to provide a balance to the general neglect of the poor in the pursuit of aquaculture development within the Fisheries sector. It is alsointended that this approach to poverty will assist in the planning and targeting of aquatic resource interventions that aim to promote poverty alleviation.In its many different forms, poverty remains a persistent problem with a great number of people facing deprivation and vulnerable livelihoods. Rates of poverty alleviation also differ; whereas the Red River Delta has achieved the greatest reductions in poverty, the Mekong Delta has achieved the smallest improvements, with possible indications that inequality has increased (see 2.4).     Description: Sustainable Aquaculture for Poverty Alleviation (SAPA) is a strategy under the overall national program for hunger eradication and poverty reduction. This reflects high attention by the Ministry of Fisheries (MOFI) to the poor. Since the strategy was initiated, several actions have been taken. Recently, conferences and meetings were conducted in Hanoi, Thai Nguyen and Quang Tri. Consequently we also have workshops on a regional basis, and today we are pleased to conduct a workshop in Long An on livelihoods analysis. Now at the Ministry, there are more than 340 projects in aquaculture to attack poverty. The launch of SAPA has been given a high priority among support agencies. Recently Mr Gill of the World Bank and the Ministry agreed that they would act to strengthen aquaculture for poverty reduction. So today with the support of the Long An People’s Committee, NACA and STREAM we have a workshop to strengthen learning about livelihoods analysis. (PDF has 61 pages.)

    Description: The Millennium Development Goals call for a reduction in the proportion of people living on less than $1 a day to half the 1990 level by 2015. This means reducing from28.3 percent of all people in low and middle income economies to 14.2 percent. The Goals also call for halving the proportion of people who suffer from hunger between1990 and 2015. If projected growth remains on track, global poverty rates will fall to 13 percent – lessthan half the 1990 level – and 360 million more people will avert extreme poverty. So while poverty would not be eradicated, that would bring us much closer to the day whenwe can say that all the world's people have at least the bare minimum to eat and clothe themselves.     Description: One third of the people on earth who are described as living in absolute poverty are found today in India. “These people,” says Mr B K Satpathy, “are caught in a poverty trap’.” “Poverty trap?” we ask. “These are creative weavers; their cloth has a distinctive style, but those who supply their thread also take away and sell the cloth, paying just a small labor cost for each saree. If they are skilled and work hard this amounts to only 25-30 rupees (60-70 US cents) per day.” Under this arrangement, weaving does not provide enough to live on, and people are seeking ways to escape their entrapment in poverty.     Description: The governing council of Naca has resolved to effect a shift in emphasis from aquaculture development to aquaculture for development. This will require engaging partners from a broad spectrum of government and development agencies, the nature of the information that will need to be gathered and the strategies used for disseminating information and initiating action. The vehicle for operationalising this shift is STREAM - Support to Regional Aquatic Resources Management. This report outlines the nature of the STREAM network, its relationship to NACA's vision, mission, objectives and operating principles, and how STREAM differs from previous NACA's networks.     Description: This is the report of the “DoF/NACA-STREAM/FAO Workshop on Livelihoods Approaches and Analysis” that was conducted in Yangon, Union of Myanmar from 11-15 May 2004. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods studies. The workshop in Yangon was the first STREAM event in Myanmar, with colleagues coming to participate from Yangon and many Divisions and States throughout the country. The workshop in Yangon was the fourth in a series, the first of which was held in Iloilo City, Philippines, in November 2003, the second in Ranchi, India, in February 2004, andthe third in Vientiane, Lao PDR in March 2004.     Description: Stories are helping us learn more about the livelihoods of the fishers and farmers with whom we work in eastern India. We are engaged with these communities in processes and activities aimed at improving their lives and promoting changes in government policy and service delivery in aquaculture and fisheries. Stories are told in several languages by women and men who fish and farm, about their lives, their livelihoods and significant changes they have experienced. We also record stories as narrated to us by colleague-informants. The written and spoken word, photographs, drawings and films – all are used to document the stories of people’s lives, sometimes prompted by questions as simple as “What do people talk about in the village?” Through the power of language, stories can be an entry point into livelihoods programming, monitoring and evaluation, conflict transformation and ultimately a way of giving life to a rights-based approach to development.     Description: As the Cambodian government begins to work more closely with local aquatic resources managers from poor rural communities, increased attention is being paid to the use of communication strategies and tools. In particular, the newly established Community Fisheries Development Office (CFDO) of the Department of Fisheries (DOF) is seeking mechanisms to share information about aquatic resources co-management practices and the livelihoods of people who depend upon the resources.     Description: Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better supportthe livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

    Description: Recommendations for changes to service provision and fisheries policy in support of poverty alleviation emerged recently in India from a process know as facilitated advocacy (see Case Study SI 2) that helped to negotiate and support a role for poor people and their serviceproviders, to contribute to changes in services and policies. Two of the key recommendations to emerge from farmers and fishers, which were prioritized by FisheriesDepartments, were to change the way that information is made available and to simplify procedures for accessing government schemes and bank loans. This case which identifies the origin of these recommendations to change the way that information is made available, shows how different models of the concept have emerged, and follows the development of the One-stop Aqua Shops (OAS) in the eastern Indian states of Jharkhand, Orissa and West Bengal, that represent a new and vital tier in communications in aquaculture.     Description: This is the report of a livelihoods study conducted in Koh Reusey Village, Prorlay Meas Commune, Kampong Leng District, Kampong Chhnang Province. The main objective of the study was to understand the villagers’ lives, their standards of living, the hardships they experience, external impacts on their lives, and current and future needs. The livelihoods team spent five days in the village from 27 June to 1 July 2002 and worked with 60 villagers. These included men, women, younger and older villagers.     Description: The STREAM Initiative is a process rather than a project, and its focus is on learning and building on learning, not the achievement of pre-determined objectives. An overarching goal of STREAM is to facilitate changes that support poor people who manage aquatic resources. A key objective of STREAM is policy change, which in itself is complex and difficult to monitor. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Ranchi was a joint India-Nepal event, with colleagues coming toparticipate from Kathmandu and other areas of Nepal. The workshop in Ranchi was the second in a series, the first of which was held in Iloilo City, Philippines, in November 2003.     Description: Self-help groups (SHGs) are ways for farmers and fishers, especially those who are poor, to come together and work together. They can be a useful entry point for outsiders,promote a supportive local environment, strengthen voices in decision-making and in negotiations with more powerful forces, increase the effectiveness of local actions, andprovide easier access to micro-credit and other resources and services. This case study describes a rural aquaculture development context, in India, thedevelopment of SHGs and the concept of a ‘one-stop aqua shop’, set up and run by a federation of self-help groups in Kaipara village, West Bengal (a pilot state along withJharkhand and Orissa).     Description: This case study describes the present status and trends, and provides recommendations for the improvement of aquatic resources management within Hon Mun Marine Protected Area (MPA), Nha Trang Bay, Khanh Hoa Province, Vietnam. The case study also evaluates options for improving the livelihoods of local villagers through the development of ecologically sustainable aquaculture and fisheries, which include diversification followingcareful selection and trial of appropriate culture species, and application of “best practice” culture methods.     Description: Wild-harvest fisheries for live reef fish are largely over-exploited or unsustainable because of over-fishing and the widespread use of destructive fishing practices such as blast and cyanide fishing. Sustainable aquaculture – such as that of groupers – is one option for meeting thestrong demand for reef fish, as well as potentially maintaining or improving the livelihoods of coastal communities. This report from a short study by the STREAM Initiative draws on secondary literature, media sources and four diverse case studies from at-risk reef fisheries, to frame a strategy for encouraging sustainable aquaculture as an alternative to destructive fishing practices. It was undertaken as a component of the APEC-funded project Collaborative Grouper Research and Development Network (FWG/01/2001) to better understand how recent technical advances in grouper culture and other complementary work – including that of the Asia-Pacific Marine Finfish Aquaculture Network (APMFAN) hosted by NACA – could better support the livelihoods of poor coastal communities.
