    Description: This is the River Ehen and Tributaries SSSI consultation Protocol for the Environment Agency with English Nature, produced in 1998. The Protocol is intended to provide for consistency of approach, to clarify responsibilities and help to streamline the statutory consultation and consenting procedures in which both organisations are involved. It provides guiding principles on the approach to management issues. Based on the operations likely to damage the special interest (OLDSI) which forms part of the SSSI notification, the protocol identified acceptable management activities which contribute to the special interest of the site and those which may adversely affect that interest. OLDSI includes activities such: land drainage consents, discharge consents, herbicides approvals, fish-stocking consents, fishing licences, abstraction and impoundment licences, consents to construct/test pump boreholes, integrated pollution Control Licences and Waste Management Licences, capital projects, flood defence maintenance works, water resources, fisheries, pollution control, ecology surveys and Recreation works.

    Description: This is the assessment of the flow requirements for upstream migration of salmonids in some rivers of North West England produced by the North West Water Authority in 1985. This report focuses on the automatic fish counters operating on the resistivity principle used for several years in North West England. This report aims to investigate the flow requirements for upstream migration of salmon and migratory trout. The data obtained confirmed that during summer months most fish movement occurs in the higher range of the available flows, but the migration flow range varied from year to year, depending on prevailing river levels. Of the other environmental variables measured, only water temperature and incident light intensity appear to have any direct association with fish movement. Information on migration flow ranges were used in conjunction with computer simulations of the effects of abstraction proposals on historical flows to assess the implications of these proposals for migratory fish.

    Description: This is the episodic variations in stream water chemistry associated with acid rainfall and run-off and the effect on aquatic ecosystems, with particular reference to fish populations in North West England produced by the North West Water Authority in 1985. This report looks at the biological, physical and chemical information collected over a five year period from over 100 sites on upland streams in the North West Region of which drained rocks of low buffering capacity. In both Lake District and South Pennine sites striking differences were found between the composition of invertebrate communities inhabiting acid-stressed and less acid-stressed streams. Electric fishing surveys showed that acidic streams (geometric mean pH 〈5.5) generally had abnormally low densities of salmonids ( 〈 0 .2m2) and that 0+ fish were very few or absent. The latter indicates recruitment failure. Salmon were more sensitive than trout to low pH.

    Description: This is the history of contamination in sediments from the Mersey Estuary: Development of a chronology for the contamination of the Mersey Estuary by heavy metals and organochlorines Report produced by the Environment Agency in 1998. This report looks at the history of industrial contamination of the Mersey and Ribble Estuaries back to the early part of the last century, many decades before the start of monitoring programmes providing a remarkably detailed picture of very complex changes. There is a clear record in the sediment of the contamination by each heavy metal (including: Cu, Cr, Hg, Pb, Zn) and organochlorine chemical (including DDT isomers and PCB congeners) studied. The results of the study clearly show the increases in levels of contamination as industry expanded early last century followed by various improvements as this century progressed. Each pollutant has its own idiosyncratic pattern of change with some improvements predating modern environmental concerns whilst other changes seem to relate directly to recent improvements in legislative control. Overall, for the pollutants studied, the results clearly demonstrate the magnitude of improvement that has been achieved in what was a very polluted area. The only major reservation to this story is that despite the wide range of substances covered, many other potentially important pollutants remain to be studied in a similar manner.

    Description: This is the Mersey Estuary baseline survey: Analysis of macroinfaunal samples, literature review and database production report produced by the Environment Agency North West in 2002. This report presents an ecological review of the Mersey estuary along with an extensive bibliography of the available environmental literature for this system. The central objective of this programme has been to provide the information necessary to support the Environment Agency's review of existing and future consents (for discharges, abstractions etc) in the Mersey estuary. This review of consents was required because the Mersey had been designated as a Special Protection Area (SPA) under the EC Birds Directive. Therefore under Regulation 50 of the Conservation, the Environment Agency was responsible for reviewing any extant consent, or future applications, which may directly or indirectly, affected this SPA.

This report looks at an intensive biological water quality survey of the Glaze Brook catchment which was carried out by Biol. (S) on 13th-15th May, 1981. Kick samples of invertebrates were taken at 5 sites and all invertebrates were identified and counted in the field. The most significant water quality observations in the report were from: Borsdane brook, Pennington brook, Glaze brook, Amberswood brook, Cunningham brook, Old Mill brook, Shakerley brook, Astley brook and Shaw brook.

    Description: This is the report on the strategic fisheries stock assessment survey of the minor catchments in South West Cumbria 1996 with particular reference to salmonids, produced by North West Water in 1994. The 1996 Minor Catchment survey indicates variations in salmonid production within these catchments. Survey results indicate that production may be reaching its limit in certain areas whilst others are underachieving and others are unsuitable for salmonid production. Trout production within the catchments is higher and more widespread than that of salmon. Water quality levels vary considerably between catchments and intra-annually within individual catchments. The need for selective habitat surveys, with a view to habitat improvement schemes (H.I.S) is discussed. This report formed a basis for subsequent reports, thus, allowing data comparisons and analysis of production level fluctuations. It was the most extensive assessment of these catchments to date, taking into account comparisons with the new National Database on salmonid production in England and Wales.

The film was produced by Cinephoto House, Manchester, on behalf of the predecessor orgenaisation of the Environment Agency, UK. The intended audience of the film is unknown.

    Description: This is the Report on fisheries invertebrate survey of the Groove Beck, Thornsgill Beck and Troutbeck system produced by the Environment Agency North West in 1997. In 1996 the National Rivers Authority (NRA) report on the 1992 strategic stock assessment for the Upper Derwent catchment Jane Atkins recommended that should subsequent electrofishing show continued low densities, a survey of the invertebrate fauna should be undertaken to assess the food availability for salmonids, in order that lack of food could be ruled out as a contributory factor in their poor breeding success.     Description: This is the Water Quality Monitoring in the Mersey Estuary report produced by the Environment Agency in 2001. This report focuses on the Water Quality Monitoring Programme held in the Mersey Estuary. Since the mid-1960s water samples have been collected at approximately monthly intervals along the length of the estuary between Warrington and New Brighton and in later years further off-shore. This data-set provides an invaluable resource to determine how the very large capital spending of recent years has resulted in the dramatic improvements in water quality that we are now able to record. Initially, the interest was focused on parameters such as dissolved oxygen, BOD, nutrients and suspended solids. Over the last decades, as analytical methods have improved, toxic metals and persistent organic compounds have been included in the routine monitoring programme at a limited number of sites. Moreover, with the introduction of the European Water Framework Directive monitoring programmes it was an opportune time to review the Mersey monitoring strategy. This revised monitoring programme required data from several other components (water, sediments, flora, fauna, fish and birds. This report also contains information about Routine monthly surveys, Special surveys, Chloralkali Directive, UKNMP, British Geological Survey, EDMAR and NERC Environmental Diagnostics Thematic Programme.

    Description: This is the report on the strategic fisheries stock assessment survey of the River Winster 1995 together with a coarse fish survey in 1994 and reference to the 1995 drought, produced by the Environment Agency North West in 1996. Salmonid production within the Winster catchment was dominated by trout although good densities of salmon juveniles were found on some main river sites. Despite suffering drought conditions for much of 1995, only salmon fry production appeared to have been affected. Coarse fish populations once found in the lower reaches of the Winster appear to have declined to very low levels with no fish sampled. This may be partly due to broken tidal gates allowing saline intrusion. It seems that the lower river was suited to the development of a recreational coarse fishery, now that the gates have been repaired. This report completes the strategic stock assessment surveys planned for the period 1992-1995. It represents the last major catchment that was surveyed to determine the current status of fisheries in the South and South West Cumbria areas.

    Description: This is the report on the Leven estuary project: Fisheries Department final report produced by the Environment Agency North West in 1997. This report contains information about Leven estuary, river Leven catchment, river Crake catchment and the Ulverston Discharges. The Leven estuary is characterised by being very shallow, and shares the extremely variable tides and currents that characterize the whole of Morecambe Bay. There was little detailed knowledge of the impact on the Leven estuary, and particularly its fisheries, of the discharges from Ulverston. There has been some concern expressed by the lave netsmen and the general public about the possible harmful effects of the effluents on the biology of the estuary. In the absence of a definite strategy for the protection and management of the estuary was born this project. The project involves water quality monitoring, effluent and estuary toxicity testing, tracking of effluent plumes, and salmonid tagging and tracking. The entire project commenced in June 1995 and was expected to reach a conclusion in March 1997. The information gained from the project was expected to contribute to the creation of a 'mixing zone' for the effluent, and to improve the environmental management of the estuary and protection of its fishery.

    Description: This is the Brown trout habitat assessment on the River Bela catchment produced by the Environment Agency North West in 1997. The Environment Agency (EA) and its predecessor the National Rivers Authority undertook strategic fish stock assessments in 1992 and 1995 on the River Bela catchment. These surveys found low numbers of brown trout {Salmo trutta) at some sites. Following this, habitat evaluation assessments were undertaken on the eleven poorest sites Factors probably responsible for declining trout populations on the three main tributaries of the Bela catchment include: Overgrazing by farm stock; Lack of suitable cover for parr; the absence of suitable spawning areas; existing potential of certain areas within the catchment not being utilised, due to poor dispersal. Habitat Improvement Schemes (H.I.S) are discussed and prioritised.

    Description: This is the report on the River Ehen salmonid fishery - current status and a summary of fisheries work during the period 1993-1996, produced by the Environment Agency North West in 1997. This report draws together a number of investigations and surveys undertaken following the 1993 Strategic fisheries survey of the River Ehen. It specifically details the historic catch data available for this catchment for both salmon and sea trout and examines the current stock levels based on this data. Concerns over sea trout stock levels are raised and a detailed examination of the possible limiting factors involved is included. Information from surveys on the River Keekle is analysed with reference to its potential for sea trout production both currently and with the proposed clean up on Oatlands tip. Salmon production in the historically acidified River Liza sub catchment is examined along with ways of boosting production further following recent reductions in acidic episodes. Future and current issues and actions required in the catchment are listed along with the responsible party and estimated costs involved.

    Description: This is the Cheshire stillwaters summary results 1999 from the Environment Agency North West. In May 1997, a Stillwaters meeting was held to discuss the way forward in stillwaters monitoring. It decided upon the establishment of a three year rolling programme, in which three stillwaters would be monitored three times a year, every third year. During 1999, stillwaters monitored for the third year of the Stillwaters Monitoring Programme were Tabley Mere, Comber Mere and Norbury Mere. Surveys of Petty Pool and Betley Mere continued for a second and third year respectively after water quality concerns were highlighted in previous end-of-year reports. Oak Mere was also surveyed for the third year running due to its unusual ecology. This year, the variety of parameters monitored was limited to algal, zooplankton and water chemical samples. Fisheries and marginal invertebrate surveys were not completed due to lack of resources.

    Description: This document contains analytical methods that detail the procedures for determining major and trace element concentrations in bivalve tissue and sediment samples collected as part of the National Status and Trends Program (NS&T) for the years 2000-2006. Previously published NOAA Technical Memoranda NOS ORCA 71 and 130 (Lauenstein and Cantillo, 1993; Lauenstein and Cantillo, 1998) detail trace element analyses for the years 1984-1992 and 1993-1996, respectively, and include ancillary, histopathology, and contaminant (organic and trace element) analytical methods.The methods presented in this document for trace element analysis were utilized by the NS&T Mussel Watch and Bioeffects Projects. The Mussel Watch Project has been monitoring contaminants in bivalves and sediment for over 20 years, and is the longest active contaminant monitoring program operating in U.S. costal waters. Approximately 280 Mussel Watch sites are monitored on biennial and decadal timescales using bivalve tissue and sediment, respectively. The Bioeffects Project applies the sediment quality approach, which uses sediment contamination measurements, toxicity tests and benthic macroinfauna quantification to characterize pollution in selected estuaries and coastal embayments. Contaminant assessment is a core function of both projects.Although only one contract laboratory was used by the NS&T Program during the specified time period, several analytical methods and instruments were employed. The specific analytical method, including instrumentation and detection limit, is noted for each measurement taken and can be found at http://NSandT.noaa.gov. The major and trace elements measured by the NS&T Program include: Al, Si, Cr, Mn, Fe, Ni, Cu, Zn, As, Se, Sn, Sb, Ag, Cd, Hg, Tl and Pb.

    Description: Gray’s Reef National Marine Sanctuary (GRNMS) is exploring the concept of a research area (RA) within its boundaries. The idea of a research area was first suggested in public scoping meetings held prior to the review of the Gray’s Reef Management Plan. An RA is a region specifically designed for conducting controlled scientific studies in the absence of confounding factors. As a result, a multidisciplinary group gathered by GRNMS was convened to consider the issue. This Research Area Working Group (RAWG) requested that a suite of analyses be conducted to evaluate the issue quantitatively. To meet this need, a novel selection procedure and geographic information system (GIS) was created to find the optimal location for an RA while balancing the needs of research and existing users. This report and its associated GIS files describe the results of the requested analyses and enable further quantitative investigation of this topic by the RAWG and GRNMS.

    Description: The Southern Florida Shallow-water Coral Ecosystem Mapping Implementation Plan (MIP) discusses the need to produce shallow-water (~0-40 m; 0-22 fm) benthic habitat and bathymetric maps of critical areas in southern Florida and moderate-depth (~40-200 m; 22 -109 fm) bathymetric maps for all of Florida. The ~0-40 m depth regime generally represents where most hermatypic coral species are found and where most direct impacts from pollution and coastal development occur. The plan was developed with extensive input from over 90 representatives of state regulatory and management agencies, federal agencies, universities, and non-governmental organizations involved in the conservation and management of Florida’s coral ecosystems. Southern Florida’s coral ecosystems are extensive. They extend from the Dry Tortugas in the Florida Keys as far north as St Lucie Inlet on the Atlantic Ocean coast and Tarpon Springs on the Gulf of Mexico coast. Using 10 fm (18 m) depth curves on nautical charts as a guide, southern Florida has as much as 84 percent (30,801 sq km) of 36,812 sq km of potential shallow-water (〈10 fm; 〈18 m) coral ecosystems the tropical and subtropical U.S. Moreover, southern Florida’s coral ecosystems contribute greatly to the regional economy. Coral ecosystem-related expenditures generated $4.4 billion in sales, income, and employment and created over 70,000 full-time and part-time jobs in the region during the recent 12-month periods when surveys were conducted.

    Description: The intent of this field mission was to continue ongoing efforts: (1) to spatially characterize and monitor the distribution, abundance and size of both reef fishes and conch within and around the waters of the Virgin Islands National Park (VIIS) and newly established Virgin Islands Coral Reef National Monument (VICR), (2) to correlate this information to in-situ data collected on associated habitat parameters, (3) to use this information to establish the knowledge base necessary for enacting management decisions in a spatial setting and to establish the efficacy of those management decisions.     Description: Reef fishes are conspicuous and essential components of coral reef ecosystems and economies of southern Florida and the United States Virgin Islands (USVI). Throughout Florida and the USVI, reef fish are under threat from a variety of anthropogenic and natural stressors including overfishing, habitat loss, and environmental changes.The South Florida/Caribbean Network (SFCN), a unit of the National Park Service (NPS), is charged with monitoring reef fishes, among other natural and cultural resources, within six parks in the South Florida - Caribbean region (Biscayne National Park, BISC; Buck Island Reef National Monument, BUIS; Dry Tortugas National Park, DRTO; Everglades National Park, EVER; Salt River Bay National Historic Park and Ecological Preserve, SARI; Virgin Islands National Park, VIIS). Monitoring data is intended for park managers who are and will continue to be asked to make decisions to balance environmental protection, fishery sustainability and park use by visitors. The range and complexity of the issues outlined above, and the need for NPS to invest in a strategy of monitoring, modeling, and management to ensure the sustainability of its precious assets, will require strategic investment in long-term, high-precision, multispecies reef fish data that increases inherent system knowledge and reduces uncertainty.The goal of this guide is to provide the framework for park managers and researchers to create or enhance a reef fish monitoring program within areas monitored by the SFCN. The framework is expected to be applicable to other areas as well, including the Florida Keys National Marine Sanctuary and Virgin Islands Coral Reef National Monument. The favored approach is characterized by an iterative process of data collection, dataset integration, sampling design analysis, and population and community assessment that evaluates resource risks associated with management policies. Using this model, a monitoring program can adapt its survey methods to increase accuracy and precision of survey estimates as new information becomes available, and adapt to the evolving needs and broadening responsibilities of park management.

    Description: The National Centers for Coastal Ocean Science (NCCOS) of the National Oceanic and Atmospheric Administration (NOAA) is interested in developing a project to determine the health of estuaries based on the stated or desired uses of society. An estuarine use assessment could complement the National Coastal Assessment, which tracks coastal and estuarine health through a series of environmental indicators. These indicators are used to assign a “score” to each coastal region, with some indicators reflecting the ability of the region to support desired uses such as fishing and swimming. An estuarine use assessment could also provide valuable information to resource managers and other decision-makers as they face decisions about the optimal and most sustainable mix of activities in an estuary.An initial step of an estuarine use assessment would be to define and quantify the desired societal uses of the estuary. Society includes residents living near the estuary or industries relying on the estuary, seasonal residents and tourists that use the estuary on a more limited basis, and the public at-large that may use or value the estuary indirectly. The desired uses may include discrete, visible uses such as swimming, recreational or commercial fishing, and navigation. They also may extend to broader, more intangible uses such as maintaining ecological functions or aesthetic appeal. National legislation such as the Estuary Restoration Act, which promotes and funds the restoration of estuaries in the U.S., reflects the public’s desire for estuaries to retain their ecological structures and functions.This report summarizes a project carried out in 2003 that attempted to quantify the desired human uses of a specific estuary in Maine and to determine current measures of success used by coastal managers in Maine to track the ability of the estuary to support desired uses. Casco Bay was chosen as the spatial embayment for which to delineate uses, and nutrient enrichment was selected as the parameter for confirming assumptions about current measures of outcomes related to uses. The report highlights some of the challenges to completing an estuarine use assessment and offers general recommendations for addressing these challenges.

    Description: The assessment of emerging risks in the aquatic environment is a major concern and focus of environmental science (Daughton and Ternes, 1999). One significant class of chemicals that has received relatively little attention until recently are the human use pharmaceuticals. In 2004, an estimated 2.6 billion prescriptions were written for the top 300 pharmaceuticals in the U.S. (RxList, 2005). Mellon et al. (2001) estimated that 1.4 million kg of antimicrobials are used in human medicine every year. The use of pharmaceuticals is also estimated to be on par with agrochemicals (Daughton and Ternes, 1999). Unlike agrochemicals (e.g., pesticides) which tend to be delivered to the environment in seasonal pulses, pharmaceuticals are continuously released through the use/excretion and disposal of these chemicals, which may produce the same exposure potential as truly persistent pollutants. Human use pharmaceuticals can enter the aquatic environment through a number of pathways, although the main one is thought to be via ingestion and subsequent excretion byhumans (Thomas and Hilton, 2004). Unused pharmaceuticals are typically flushed down the drain or wind up in landfills (Jones et al. 2001).

    Description: This is the Intensive biological survey of the Glaze Brook catchment: Supplementary report on the water quality as indicated by macrophytes produced by the North West Water Authority in 1981. This report describes the results of the macrophyte survey including data on their distribution and the prevailing water quality (nutrient status and toxic metal contamination) It supplements the initial report,TS-BS-81-3, which described the macroinvertebrate survey. The aim of this project is to describe the distribution of macrophytes within the river, paying attention to areas where weed growth may directly affect water quality or amenity usage, and describe the distribution of toxic metals. In the survey 16 sites of 500 m lengths of river were analysed, noting the relative abundance and percentage cover of the macrophytes present, plant score and Community Description Class (C.D.C.) were computed.
