    Description / Table of Contents: Our climate is changing. This is certain. Less certain, however, is the timing and magnitude of climate change, and the cost of transition to a low-carbon world. Therefore, many policies and programmes are still at a formative stage, and policy uncertainty is very high. This book identifies how climate change policy uncertainty may affect investment behaviour in the power sector. For power companies, where capital stock is intensive and long-lived, those risks rank among the biggest and can create an incentive to delay investment. Our analysis results show that the risk premiums of climate change uncertainty can add 40% of construction costs of the plant for power investors, and 10% of price surcharges for the electricity end-users. Climate Policy Uncertainty and Investment Risk tells what can be done in policy design to reduce these costs. Incorporating the results of quantitative analysis, this publication also shows the sensitivity of different power sector investment decisions to different risks. It compares the effects of climate policy uncertainty with energy market uncertainty, showing the relative importance of these sources of risk for different technologies in different market types. Drawing on extensive consultation with power companies and financial investors, it also assesses the implications for policy makers, allowing the key messages to be transferred into policy designs. This book is a useful tool for governments to improve climate policy mechanisms and create more certainty for power investors.

    Description / Table of Contents: Local governments have the power to influence the energy choices of their citizens. Many cities and towns have already encouraged energy efficiency measures. Even so, as demand for energy services continues to grow, the energy infrastructure that every city and town depends on will need to be expanded, upgraded or replaced. This provides the opportunity to increase the deployment of renewable energy technologies and decentralised energy systems, and hence gain the multi-benefits of increased energy security, climate change mitigation and sustainable development, but also the social benefits of reduced air pollution, such as improved health and employment. Many combinations of policies have been employed to stimulate local renewable energy development. These policies include: local governance by authority; providing resources; enabling private actors; leading by example; allowing self-governance. Mega-city mayors, down to small-town officials, have successfully introduced such policies, although these vary with location, local resources and population. Cities, Towns and Renewable Energy – "Yes In My Front Yard" includes several case studies chosen to illustrate how enhanced deployment of renewable energy projects can result, regardless of a community’s size or location. The goals of this report are to inspire city stakeholders by showing how renewable energy systems can benefit citizens and businesses, assist national governments to better appreciate the role that local municipalities might play in meeting national and international objectives, and help accelerate the necessary transition to a sustainable energy future.

    Description / Table of Contents: Electricity shortages can paralyse our modern economies. All governments fear rolling black-outs and their economic consequences, especially in economies increasingly based on digital technologies. Over the last two decades, the development of markets for power has produced cost reduction, technological innovation, increased cross border trade and assured a steady supply of electricity. Now, IEA countries face the challenge of maintaining security of electricity supply during the transition to low-carbon economies. Low-carbon policies are pushing electricity markets into novel territories at a time when most of the generation and network capacity will have to be replaced. Most notably, wind and solar generation, now an integral part of electricity markets, can present new operating and investment challenges for generation, networks and the regional integration of electricity markets. In addition, the resilience of power systems facing more frequent natural disasters is also of increasing concern. IEA Ministers mandated the Secretariat to work on the Electricity Security Action Plan (ESAP), expanding to electricity the energy security mission of the IEA. This paper outlines the key conclusions and policy recommendations to “keep the lights on” while reducing CO2 emissions and increasing the efficiency.

    Description / Table of Contents: This study examines the production costs of a range of transport fuels and energy carriers under varying crude oil price assumptions and technology market maturation levels. An engineering “bottom-up” approach is used to estimate the effect of the input cost of oil and of various technological assumptions on the finished price of these fuels. In total, the production costs of 20 fuels are examined for crude oil prices between USD 60 and USD 150 per barrel. Some fuel pathways can be competitive with oil as their production, transport and storage technology matures, and as oil price increases. Rising oil prices will offer new opportunities to switch to alternative fuels for transport, to diversify the energy mix of the transport sector, and to reduce the exposure of the whole system to price volatility and potential distuption of supply. In a time of uncertainty about the leading vehicle technology to decarbonize the transport sector, looking at the fuel cost brings key information to be considered to keep mobility affordable yet sustainable.

One important issue to consider when introducing carbon pricing is how it will integrate with other energy policies that also reduce greenhouse gas emissions, including policies to support low-carbon technologies (such as renewable energy) and energy efficiency programmes. Poor policy integration can undermine energy security and affordability, and affect the performance of renewable energy policies and energy markets. Climate objectives can also be undermined, through low and uncertain carbon prices and the risk of stop-start policy.     Description / Table of Contents: Oil is traded in a market where uncertainty, price volatility, and sudden supply disruptions are common characteristics. Natural disasters, political disagreements and wars can seriously disrupt oil supply and demand with consequent detrimental impacts on economic activity. One particularly powerful policy tool that IEA member countries have to respond to such disruptions is the release of emergency oil stocks. In its 40 year history, the IEA released stocks on three occasions to reduce the supply disruptions and the associated economic damage. This paper provides a general guide to the existing emergency stockholding system for those countries who are considering the introduction of new stockholding systems or changes to their existing emergency stocks. It draws together analysis of the costs and benefits of emergency stocks, in addition to exploring options for financing the establishment of stocks.

    Description / Table of Contents: The building envelope – also known as the building shell, fabric or enclosure – is the boundary between the conditioned interior of a building and the outdoors. The energy performance of building envelope components, including external walls, floors, roofs, ceilings, windows and doors, is critical in determining how much energy is required for heating and cooling. The building envelope’s impact on energy consumption should not be underestimated: globally, space heating and cooling account for over one-third of all energy consumed in buildings, rising to as much as 50% in cold climates and over 60% in the residential sub-sector in cold climate countries. Overall, buildings are responsible for more than one-third of global energy consumption. While whole-building approaches are ideal, every day building envelope components are upgraded or replaced using technologies that are less efficient than the best options available. These advanced options, which are the primary focus of this roadmap, are needed not only to support whole-building approaches but also to improve the energy efficiency of individual components.

    Description / Table of Contents: Nearly one-third of global energy and one-quarter of worldwide carbon dioxide (CO2) emissions are attributable to industrial activities that are not in the power generation sector. If climate change is to be successfully tackled, these sectors will need to transform the way they use energy and significantly reduce their CO2 emissions. In sectors such as iron and steel, oil refining, cement and chemicals and petrochemicals, emission can be reduced through efficiency improvements and integration of low carbon energy sources. Crucially, however, carbon capture and storage (CCS) has been identified as the only large-scale mitigation option available that can deliver the additional CO2 emissions reductions that would be necessary to meet the climate goals in 2050. This roadmap shows that CCS is a key cost-effective option for reducing CO2 emissions in large energy-intensive industries. In fact, much of the promising short-term potential for CCS globally lies not in the power sector but in industrial activities that currently vent highly pure streams of CO2. These activities include hydrogen production for fertilisers or fuel, bioethanol production and natural gas sweetening. Most studies on the potential application of CCS have focused on the power sector, however, even though all existing operational large-scale demonstrations of CCS are in industrial applications. In the longer-term, half of the global economic deployment for CCS by 2050 is shown to be in industrial applications. In certain sectors CCS is shown to be of particular relevance in developing countries, where it could be a highly cost-competitive emissions abatement option, even in the near term. This technology roadmap builds on the initial IEA roadmap on CCS and also the technology roadmap for the cement sector developed by the IEA and the Cement Sustainability Initiative of the World Business Council for Sustainable Development. It paves the way for low-carbon industrial growth in developed and developing countries by providing a vision of CCS in industrial applications up to 2050.

    Description / Table of Contents: Global gas markets may be at the threshold of a new age. An unprecedented gap between regional gas prices has triggered fundamental changes for future global gas market dynamics. This price gap comes at a time when the industry is expanding liquefied natural gas (LNG) export capacity by one-third, with most of this capacity targeting the Asian market. Not only is the demand for gas growing quickly in Asia, but high prices make this region the preferred destination for LNG sellers. It would be a mistake, however, to expect such a situation to continue unchanged. Growth will depend on whether countries can afford more expensive gas, its competitiveness against other fuels, and the price level that could trigger an increase in unconventional gas production. The high prices in Asia have been a result of the close link to oil prices in global LNG markets. This model might see some cracks as a greater quantity of new supplies offer a Henry Hub price with destination flexibility. A regional hub pricing signal in Asia is lacking, but market reforms do show first signs of progress in that direction. That new LNG is being sold on different terms does not mean the end of oil indexation over the medium term, and a mix of oil, Henry Hub and Asian hub indexation could be expected to govern contracts over the longer term. In sum, new LNG supplies that are redrawing the global gas map, combined with the Asian demand growth and market reforms, challenge Asia to attract LNG in this globalising market.

Unprecedented oil and coal prices which have encouraged power generators to switch to gas, together with tight supplies, demand for gas in new markets and delayed investments all played a role. Investment uncertainties, cost increases and delays remain major concerns in most gas markets and are continuing to constitute a threat to long-term security of supply. A massive expansion in LNG production is expected in the short term to 2012, but the lag in LNG investment beyond 2012 is a concern for all gas users in both IEA and non-IEA markets. Despite this tight market context, regional markets continue on their way to globalisation. This tendency seems irreversible, and it impacts even the most independent markets. Price linkages and other interactions between markets are becoming more pronounced. In 2008, the IEA published 25 energy efficiency recommendations, among which four are for the transport sector. The recommendations focus on road transport and include policies on improving tyre energy efficiency, fuel economy standards for both light-duty vehicles and heavy-duty vehicles, and eco-driving. Implementation of the recommendations has been weaker in the transport sector than others. This paper updates the progress that has been made in implementing the transport energy efficiency recommendations in IEA countries since March 2009. Many countries have in the last year moved from "planning to implement" to "implementation underway", but none have fully implemented all transport energy efficiency recommendations. The IEA calls therefore for full and immediate implementation of the recommendations.”

This paper sets out an ambitious but achievable target with the global work plan to improve the energy efficiency of electric motor-driven system by 10% to 15% based on the finding of working paper “Energy-Efficiency Policy Opportunities for Electric Motor-Driven Systems (Waide et al., 2011)”. If governments commit to the proposed work plan immediately and maintain resourcing levels, this could be achieved by 2030 and it would be equivalent to reducing total global electricity use by around 5%. The proposed work plan of this paper is to align regulatory settings within a globally applicable scheme. The IEA believes this target can only be achieved through global co-operation leading to aligned national policy settings that countries can unlock the economies of scale that will result from using more energy efficient EMDS.

    Description / Table of Contents: Recognising the urgency of identifying technology to reduce the CO2 intensity of cement production, the IEA has worked together with the World Business Council for Sustainable Development (WBCSD) Cement Sustainability Initiative (CSI) to develop a technology roadmap for cement. This is currently the only industry-specific roadmap; others focus on specific technologies. This joint effort shows willingness to build on progress already made, as well as the industry’s understanding that further progress lies ahead. CO2 emissions from cement production currently represent about 5% of anthropogenic global CO2 emissions. The cement roadmap outlines a possible transition path for the industry to make continued contributions towards a halving of global CO2 emissions by 2050. As part of this contribution, this roadmap estimates that the cement industry could reduce their emissions 18% from current levels by 2050. A reduction of global emissions does not imply a linear reduction by the same percentage in all industries. This roadmap should be understood as a deep analysis of potentials and challenges in one industry.

Yet significant new volumes of liquefied natural gas will come on stream within the next few years, and United States unconventional gas production has risen rapidly, with global consequences. It remains to be seen how these demand and supply pressures will play out, particularly in the pivotal power sector, in both OECD and non-OECD countries. Meanwhile, the security of gas supplies has once again become a critical issue, in particular in Europe after it experienced its worst supply disruption during the Russian-Ukraine crisis in January 2009. Moreover, the current market climate of weakening demand, lower prices and regulatory uncertainties added to the tough financial environment are likely to jeopardise investments, in particular in capital-intensive projects, further undermining long-term energy security in the most fundamental way when economies recover. It is the leading source of power generation in OECD countries and the dominant fuel source behind economic growth in non-OECD countries. However, while providing over 40% of the world’s electricity, it is responsible for more than 70% of the CO2 arising from electricity generation. The IEA carried out a project to examine the potential to improve the performance of existing coal-fired plants. Two power units in China were selected to showcase measures that would improve their net efficiency. The results built on the efficiency gains made under China’s national energy efficiency improvement programme and demonstrated the enormous potential to improve performance, with each percentage point increase capable of reducing CO2 emissions by many millions of tonnes over a unit’s operational lifetime. Experiences learned in China can be applied to improving coal-fired power plant efficiency worldwide.

Estimates of storage resources need to be made using reliable and consistent methods. Previous estimates of CO2 storage potential for a range of countries and regions have been based on a variety of methodologies resulting in a correspondingly wide range of estimates. Consequently, there has been uncertainty about which of the methodologies were most appropriate in given settings, and whether the estimates produced by these methods were useful to policy makers trying to determine the appropriate role of CCS. In 2011, the IEA convened two workshops which brought together experts for six national surveys organisations to review CO2 storage assessment methodologies and make recommendations on how to harmonise CO2 storage estimates worldwide. This report presents the findings of these workshops and an internationally shared guideline for quantifying CO2 storage resources.

    Description / Table of Contents: Coal is the largest source of power globally and, given its wide availability and relatively low cost, it is likely to remain so for the foreseeable future. The High-Efficiency, Low-Emissions Coal-Fired Power Generation Roadmap describes the steps necessary to adopt and further develop technologies to improve the efficiency of the global fleet of coal. To generate the same amount of electricity, a more efficient coal-fired unit will burn less fuel, emit less carbon, release less local air pollutants, consume less water and have a smaller footprint. High-efficiency, low emissions (HELE) technologies in operation already reach a thermal efficiency of 45%, and technologies in development promise even higher values. This compares with a global average efficiency for today’s fleet of coal-fired plants of 33%, where three-quarters of operating units use less efficient technologies and more than half is over 25 years old. A successful outcome to ongoing RD&D could see units with efficiencies approaching 50% or even higher demonstrated within the next decade. Generation from older, less efficient technology must gradually be phased out. Technologies exist to make coal-fired power generation much more effective and cleaner burning. Of course, while increased efficiency has a major role to play in reducing emissions, particularly over the next 10 years, carbon capture and storage (CCS) will be essential in the longer term to make the deep cuts in carbon emissions required for a low-carbon future. Combined with CCS, HELE technologies can cut CO2 emissions from coal-fired power generation plants by as much as 90%, to less than 100 grams per kilowatt-hour. HELE technologies will be an influential factor in the deployment of CCS. For the same power output, a higher efficiency coal plant will require less CO2 to be captured; this means a smaller, less costly capture plant; lower operating costs; and less CO2 to be transported and stored.

This short report from the IEA Coal Industry Advisory Board (CIAB) presents industry’s considered recommendations on how to accelerate the development and deployment of this important group of new technologies and to grasp their very signifi cant potential to reduce emissions from coal use. It identifies an urgent need to make progress with demonstration projects and prove the potential of CCS through government-industry partnerships. Its commercialisation depends upon a clear legal and regulatory framework,public acceptance and market-based financial incentives. For the latter, the CIAB favours cap-and-trade systems, price supports and mandatory feed-in tariffs, as well as inclusion of CCS in the Kyoto Protocol’s Clean Development Mechanism to create demand in developing economies where coal use is growing most rapidly. This report offers a unique insight into the thinking of an industry that recognises both the threats and growing opportunities for coal in a carbonconstrained world.

While wind energy is developing towards a mainstream, competitive and reliable technology, a range of barriers can delay progress, such as financing, grid integration, social acceptance and aspects of planning processes.National and regional technology roadmaps can play a key role in supporting wind energy development and implementation, helping countries to identify priorities and pathways tailored to local resources and markets. Recognising this, the IEA has started the How2Guides – a new series co-ordinated by the International Low-Carbon Energy Technology Platform to address the need for more focused guidance in the development of national roadmaps, or strategies, for specific low-carbon technologies. This builds on the success of the IEA global technology roadmap series and responds to a growing number of requests for IEA guidance to adapt the findings of the IEA global technology roadmaps to national circumstances.A successful roadmap contains a clear statement of the desired outcome, followed by a specific pathway for reaching it. The How2Guide for Wind Energy builds on the IEA well established methodology for roadmap development and shares wind specific recommendations on how to address the four phases to developing and implementing a wind energy roadmap: Planning; Visioning; Development; and Implementation. The manual also offers menus of recommendations on policy and technical options for deployment of utility-scale wind energy installations. A matrix of barriers-versus-realistic solutions options is cross-listed with considerations such as planning, development, electricity market and system, infrastructure, and finance and economics. Drawing on several case studies from around the globe, as well as on the IEA Technology Roadmap for Wind Energy, the How2Guide for Wind Energy it is intended as a practical tool for policy and decision makers interested in developing – or updating – a wind power roadmap.

    Description / Table of Contents: In ever more globalised and automated economies the role of electricity is increasingly important as a driver for economic prosperity. Reliable and affordable supply of electricity is essential for the competitiveness of global industrial product markets and a necessary ingredient in the daily workings of modern societies. At the same time, environmental impacts of energy usage are one of the most difficult global policy challenges. Reliable access to affordable electricity supply with acceptable environmental impacts is only achieved with comprehensive and carefully balanced policy actions to establish the necessary incentive-based framework. To that end, liberalisation of electricity markets is a development path and policy option that has been implemented or considered in all IEA member countries. Through competition in liberalised markets incentives are created to drive for more efficient operation of electricity systems and more efficient investment decisions in terms of timing, sizing, siting and choice of technology. Even if liberalised markets leave critical policy challenges un-resolved, the transparency created by competition tends to improve the framework for targeted policy actions to address issues such as environmental quality and reliability. After up to ten years’ experience with liberalised electricity markets and even longer in some cases important lessons can now be drawn from some pioneering countries and regions. Theoretical principles for successful liberalisation can now be augmented with more qualified policy prescriptions based on real-world experience. Even if some pioneering markets have operated with considerable success for a number of years, liberalisation has shown it self not to be a single event, but rather a long process that requires on-going government commitment. No markets are perfect, and they will continue to evolve and develop to match the needs of electricity systems - systems that are at the same time undergoing considerable change. This book addresses the main principles of successful liberalisation with actual experiences and outcomes, hopefully providing decision makers within government and industry with policy prescriptions on the key issues. One point of departure is to ask whether liberalisation of electricity markets is feasible – that it, has it been possible to develop a functional market without jeopardizing reliability and other public policy priorities. Secondly, if liberalisation has worked in that it has been able to achieve this balance, has it delivered the expected outcome in terms of real economic benefit. An affirmative answer to these questions leads to the books’ focus on what issues are critical and what approaches best lead to successful electricity markets, allowing the book to point to best practices.

A window of opportunity now exists to push for a cleaner and more efficient generation portfolio that could transform the power sector and help to build a more sustainable infrastructure lasting over the next 40-50 years. What are the recent trends and prospects for investment in power generation? What are the main drivers and barriers? This book assesses these issues and gives special emphasis to the question of how uncertainties may affect investment decisions. Uncertainties on CO2 constraints, on power plant licensing, on acceptability of nuclear power, on local opposition to any new energy infrastructure, on government support for specific generation technologies and on government policies on energy efficiency are particularly disturbing. Market liberalisation can also be a key uncertainty, but this may be greatly reduced and deliver considerable benefits if liberalisation is implemented whole-heartedly and backed by on-going government commitment.     Description / Table of Contents: The chemical industry is a large energy user; but chemical products and technologies also are used in a wide array of energy saving and/or renewable energy applications so the industry has also an energy saving role. The chemical and petrochemical sector is by far the largest industrial energy user, accounting for roughly 10% of total worldwide final energy demand and 7% of global GHG emissions. The International Council of Chemical Associations (ICCA) has partnered with the IEA and DECHEMA (Society for Chemical Engineering and Biotechnology) to describe the path toward further improvements in energy efficiency and GHG reductions in the chemical sector. The roadmap looks at measures needed from the chemical industry, policymakers, investors and academia to press on with catalysis technology and unleash its potential around the globe. The report uncovers findings and best practice opportunities that illustrate how continuous improvements and breakthrough technology options can cut energy use and bring down greenhouse gas (GHG) emission rates. Around 90% of chemical processes involve the use of catalysts – such as added substances that increase the rate of reaction without being consumed by it – and related processes to enhance production efficiency and reduce energy use, thereby curtailing GHG emission levels. This work shows an energy savings potential approaching 13 exajoules (EJ) by 2050 – equivalent to the current annual primary energy use of Germany.

Both publications found that although IEA member countries were making progress in implementing energy efficiency, more work is needed. In the 2011 edition of the Scoreboard, the IEA has decided to focus on energy efficiency. The publication combines analysis of energy efficiency policy implementation and recent indicator development. The resulting IEA Scoreboard 2011 provides a fuller picture of the progress as well as the challenges with implementing energy efficiency policy in IEA member countries.

The technologies discussed are reforming of natural gas; gasification of coal and biomass; and the splitting of water by water-electrolysis, photo-electrolysis, photo-biological production and hightemperature decomposition. For all hydrogen production processes, there is a need for significant improvement in plant efficiencies, for reduced capital costs and for better reliability and operating flexibility. Water electrolysis and natural gas reforming are the technologies of choice in the current and near term. They are proven technologies that can be used in the early phases of building a hydrogen infrastructure for the transport sector. Small-scale natural gas reformers have only limited commercial availability, but several units are being tested in demonstration projects. In the medium to long term, centralised fossil fuel-based production of hydrogen, with the capture and storage of CO2, could be the technology of choice. However, the capture and storage of CO2 is not yet technically and commercially proven. Further R&D on the processes of absorption and separation are required. Other methods for hydrogen production are further away from commercialisation and need additional R&D. The production of hydrogen from biomass needs additional focus on the preparation and logistics of the feed, and such production will probably only be economical at a larger scale. Photo-electrolysis is at an early stage of development, and material costs and practical issues have yet to be solved. The photo-biological processes are at a very early stage of development with only low conversion efficiencies obtained so far. High-temperature processes need further materials development that focuses on hightemperature membranes and heat exchangers.

    Description / Table of Contents: China will play a positive role in the global development of gas, the International Energy Agency’s (IEA) Executive Director, Maria Van der Hoeven has said in Beijing on 11 September, 2012 when launching a new IEA report: Gas Pricing and Regulation, China’s challenges and IEA experiences. In line with its aim to meet growing energy demand while shifting away from coal, China has set an ambitious goal of doubling its use of natural gas from 2011 levels by 2015. Prospects are good for significant new supplies – both domestic and imported, conventional and unconventional – to come online in the medium-term, but notable challenges remain, particularly concerning gas pricing and the institutional and regulatory landscape. While China’s circumstances are, in many respects unique, some current issues are similar to those a number of IEA countries have faced. This report highlights some key challenges China faces in its transition to greater reliance on natural gas, then explores in detail relevant experiences from IEA countries, particularly in the United Kingdom, the Netherlands, and the United States as well as the European Union (EU). Preliminary suggestions about how lessons learned in other countries could be applied to China’s situation are offered as well. The aim of this report is to provide stakeholders in China with a useful reference as they consider decisions about the evolution of the gas sector in their country. The report is funded by the UK Strategic Programme Fund programme , and the EU delegation in Beijing and the World Bank have provided in-kind contributions. Stark message emerge: progress has not been fast enough; large market failures are preventing clean energy solutions from being taken up; considerable energy efficiency remains untapped; policies need to better address the energy system as a whole; and energy-related research, development and demonstration need to accelerate. Alongside these grim conclusions there is positive news. In 2012, hybrid-electric vehicle sales passed the 1 million mark. Solar photovoltaic systems were being installed at a record pace. The costs of most clean energy technologies fell more rapidly than anticipated. TCEP 2013 provides targeted recommendations to policy makers on how to scale up deployment of these key technologies.

    Description / Table of Contents: The Global Tracking Framework, a multi-agency effort led by the International Energy Agency (IEA) and the World Bank, calculates the starting point against which the SE4ALL initiative can benchmark progress towards its three objectives of achieving universal access to modern energy services, doubling the global rate of improvement in energy efficiency and doubling the share of renewable energy in the global energy mix (all by 2030). The Global Tracking Framework estimates that, as of 2010, 17% of the global population did not have access to electricity while 41% still relied on wood or other biomass to cook and heat their homes. Renewable energy accounted for 18% of the global energy mix in 2010, while global energy efficiency had improved by 1.3% per year on average since 1990. Global action is required, but the nature of the challenge differs across countries and, for each of the SE4ALL goals, the report identifies 20 “high-impact” countries that are crucial to making major progress. The report also finds that achievement of the SE4ALL goals requires energy investments to increase by at least USD 600 billion per year until 2030, compared with the level currently expected. But the costs are not spread evenly, with universal access to modern cooking needing an additional USD 4.4 billion per year and electricity access needing USD 45 billion per year, while renewables need an additional USD 174 billion per year and energy efficiency USD 394 billion per year. This investment must be accompanied by a comprehensive package of policy measures, including fiscal, financial and economic incentives, phasing out fossil-fuel subsidies, and pricing of carbon.

    Description / Table of Contents: This report focuses mainly on developments to improve the performance of coal-based power generation technologies, which should be a priority – particularly if carbon capture and storage takes longer to become established than currently projected. A close look is taken of the major ongoing developments in process technology, plant equipment, instrumentation and control. Coal is an important source of energy for the world, particularly for power generation. To meet the growth in demand for energy over the past decade, the contribution from coal has exceeded that of any other energy source. Additionally, coal has contributed almost half of total growth in electricity over the past decade. As a result, CO2 emissions from coal-fired power generation have increased markedly and continue to rise. More than 70% of CO2 emissions that arise from power generation are attributed to coal. To play its role in a sustainable energy future, its environmental footprint must be reduced; using coal more efficiently is an important first step. Beyond efficiency improvement, carbon capture and storage (CCS) must be deployed to make deep cuts in CO2 emissions. This report focuses mainly on developments to improve the performance of coal-based power generation technologies, which should be a priority – particularly if carbon capture and storage takes longer to become established than currently projected. A close look is taken of the major ongoing developments in process technology, plant equipment, instrumentation and control. The need for energy and the economics of producing and supplying it to the end-user are central considerations in power plant construction and operation. Economic and regulatory conditions must be made consistent with the ambition to achieve higher efficiencies and lower emissions. In essence, clean coal technologies must be more widely deployed.

    Description / Table of Contents: To meet future energy demand growth and replace older or inefficient units, a large number of fossil fuel-fired plants will be required to be built worldwide in the next decade. Yet CO2 emissions from fossil-fired power generation are a major contributor to climate change. As a result, new plants must be designed and operated at highest efficiency both to reduce CO2 emissions and to facilitate deployment of CO2 capture and storage in the future. The series of case studies in this report, which respond to a request to the IEA from the G8 Summit in July 2005, were conducted to illustrate what efficiency is achieved now in modern plants in different parts of the world using different grades of fossil fuels. The plants were selected from different geographical areas, because local factors influence attainable efficiency. The case studies include pulverized coal combustion (PCC) with both subcritical and supercritical (very high pressure and temperature) steam turbine cycles, a review of current and future applications of coal-fuelled integrated gasification combined cycle plants (IGCC), and a case study of a natural gas fired combined cycle plant to facilitate comparisons.
