    Description: The workshop and symposium titled Sustainable Small-scale Fisheries: Towards FAO Guidelines on Marine and Inland Small-scale Fisheries was jointly organized by the National Fishworkers’ Forum (NFF) and the Society for Direct Initiative for Social and Health Action (DISHA), in collaboration with the International Collective in Support of Fishworkers (ICSF).The workshop was the first in a series of consultations around the world organized to discuss the Voluntary Guidelines on Small-scale Fisheries (VGSSF) and propose measures, keeping in mind the interests and concerns of small-scale fisheries and fishing communities. The workshop was also a forum to make the role of small-scale fisheries and fishworkers more visible in the context of food security, poverty alleviation and sustainable use of fishery resources.The workshop had 62 participants from both the marine and inland sectors, representing 10 States of India. The participants included fishworkers, representatives of fishworker organizations, policymakers and representatives of multilateral organizations. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors.This publication will be useful for fishworkers, fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in small-scale fisheries and livelihoods.

    Description: This research focuses on the social dimensions of marine conservation, and makes an assessment of the experiences of coastal and fi shing communities with regard to the governance of MPAs in Central America, based on case studies from Honduras, Nicaragua, Costa Rica and Panama. It examines the national contexts of the above countries in relation to the governance of MPAs. Furthermore, it analyzes the social impacts of MPAs on coastal communities by gathering the experiences and the voices of the communities and institutions involved, and reflects on how to build bridges in the search for forms and models of conservation that respect human rights and which are able to successfully integrate into local development efforts without affecting cultural and/or social patterns. To this end, this monograph looks at nine case studies across the region: in Honduras, the Islas de la Bahia-Guanaja Marine National Park, the Cayos Cochinos Marine Archipelago Natural Monument, and the Cuero and Salado Wildlife Refuge; in Nicaragua, the Chacocente Wildlife Refuge; in Costa Rica, the Guanacaste Conservation Area, the Ballena Marine National Park and the Golfo Dulce Responsible Fishing Area; and, in Panama, the Nargana Protected Area, in the Comarca de la Biosfera Guna-Yala, the Bastimentos Island Marine National Park, and Bocas del Toro.

    Description: This brochure summarizes a series of case studies done in nine countries—Brazil, India, Indonesia, Mexico, Senegal, South Africa, Spain,Tanzania and Thailand—on the role of communities in the planning and implementation of marine protected areas (MPAs).The studies demonstrate that communities can be powerful allies in efforts for conservation and management of coastal and marine resources.     Description: The lacunae in fishing-community engagement in the management and governance of marine and coastal protected areas (MCPAs) were discussed in the 2009 Chennai Workshop organized by the International Collective in Support of Fishworkers (ICSF). To continue the discussion, a second, two-day workshop to review existing legal and institutional mechanisms for implemention and monitoring of MCPAs, titled ‘Fishery-dependent Livelihoods, Conservation and Sustainable Use of Biodiversity: The Case of Marine and Coastal Protected Areas in India’, was held in New Delhi during 1-2 March 2012.The objective was to understand the impact of MCPAs on fishing communities, from an environmental-justice and human-rights perspective, and make specific proposals for better conservation while securing the livelihoods of small-scale fishers. The workshop also served to underscore these issues in light of the upcoming Conference of the Parties (COP) to the Convention on Biological Diversity (CBD), to be held at Hyderabad in October 2012.This publication contains the prospectus of the workshop and a report of the proceedings. It will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

    Description: This ICSF Exchange Programme held in Manila is an offshoot of the Bangkok Conference on “Global Fisheries Trends and Future of Fishworkers” held on January 22–27, 1990. One of the issues raised in that conference was about the operation of Taiwanese fishing vessels outside its territorial waters and the impact of such operations on small fishermen from the countries concerned. The presence of a Taiwanese fishworker as well as an NGO supporter contributed to an enlightening discussion as the former shed light on the sad plight of Taiwanese fishworkers who are the victims of such structural problems. This meaningful exchange between groups of fishermen, particularly Taiwanese and Filipinos, resulted in the plan of the Taiwanese delegation to have some Taiwanese fishermen visit the Philippines and immerse in fishing communities.

    Description: Small-scale and artisanal fisheries contribute about two-thirds of the global fish production destined for direct human consumption. They also accommodate over 90 per cent of those who make their living from fisheries. Women comprise at least half the workforce in small-scale fisheries. Despite the important contributions made by small-scale fisheries to poverty eradication and food security, small-scale fishers and fishworkers continue to be marginalized at different levels. It is in this context that the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO) has developed the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines).

    Description: The Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) were adopted by member countries of the Food and Agriculture Organization of the United Nations (FAO) and were officially approved as an international instrument in June 2014. What is very special about the SSF Guidelines is that it was created as a result of a very long history of the struggles of small-scale fishworkers around the world appealing for greater recognition of their status and their role in the fisheries sector of their countries. These Guidelines have 100 paragraphs which are distributed across 13 sections. This document is only a summation of the contents of the Guidelines. It was produced for ICSF by John Kurien, founder Member of ICSF, who has worked for the last four decades with small-scale fishing communities in many areas around the world, particularly in Kerala, India.

    Description: This is the first in a series of case studies undertaken by the International Collective in Support of Fishworkers (ICSF) to document the traditional knowledge of fishing communities dependent on marine and coastal resources in protected and conserved areas in different parts of the world. The study, done with the support of the Bay of Bengal Large Marine Ecosystem (BOBLME) project, documents the traditional knowledge of fishing communities in the Gulf of Mannar in the state of Tamil Nadu. It focuses on two fishing villages, Chinnapalam and Bharathi Nagar, whose communities have traditionally depended on Krusadai and Appa Islands for their livelihood. Traditional knowledge relating to oceanographic, meteorological, biological, ecological and navigational aspects of fisheries was documented. The study will be useful for researchers, students, scientists, policymakers, fishworker organizations, NGOs and anyone interested in the traditional knowledge of local fishing communities related to marine biodiversity and the customary use of fisheries resources and fishing practices.

    Description: The fishing community of the Sundarbans are the human group most at home in the mud-slush-water-forest environment of this famous mangrove estuary. Their skills, knowledge, and technique have developed in response to a challenging environment. Yet, of the countless studies on the various aspects of this eco-region, there are exceedingly few that have studied the Sundarbans fisher in his/her ecological, historical and demographic context—as a key stakeholder in an environment under considerable stress. The present study seeks to reduce this lacuna a little. Its object is not merely to examine and analyse, but also to identify means, both tradition-based and innovative, which might contribute to protect the environment, improve economic conditions, and usher in people-based governance of resources.

    Description: Through consultations with key fisheries-based stakeholders in four States of India, this study attempts to assess perceptions of fishing communities about the impact of climate change on their lives and livelihoods. It also evaluates the traditional knowledge, institutions and practices of fishing communities that are relevant to climate-change preparedness. The study identifies adaptation and mitigation measures that may need to be adopted by fishing communities and the State in relation to climate change. Based on this overall analysis, the study proposes measures to protect the lives and livelihoods of small-scale fishing communities in the context of climate-change policies and programmes at different levels.This study will be useful for researchers, policymakers, students and anyone interested in climate change and its potential effects on the lives and livelihoods of small-scale fishing communities.

Profundiza, a partir de estudios de caso y el análisis comparativo, los temas de gobernanza, derechos humanos y distribución justa y equitativa de beneficios derivados de la conservación. Los resultados destacan que los esfuerzos de conservación marina no han logrado establecer puentes que permitan satisfacer las necesidades sociales.     Description: As the earth’s resources continue to face increasing pressure from a variety of human and natural causes, protection of the environment and biodiversity is a matter of contemporary concern, The conservation of coastal and marine resources, in particular, has become a priority for countries around the world. In this context, marine protected areas (MPAs) are being widely promoted as one of the most effective tools for the conservation of coastal and marine resources.Most MPAs are located in coastal areas of great biodiversity, and hence their development has direct impacts on the lives and livelihoods of coastal communities, especially small-scale and traditional fishing communities. Typically, they are the ones who have to bear the costs of conservation practices–lost livelihood options, expulsion from traditional fishing grounds and living spaces, and violation of human/community rights, to name a few.The articles in this dossier, drawn chronologically from the pages of Samudra Report, the triannual publication of ICSF, draw attention to these issues. They show that conservation and livelihoods are closely intertwined, and that top-down, non-participatory models of conservation can be counter-productive. Despite being poor and powerless, fishing and coastal communities can be powerful allies in conservation efforts, given their longstanding dependence on natural resources and their traditional ecological knowledge systems. As the examples in this dossier reveal, it is possible for fishing communities to protect and conserve the environment, while continuing with sustainable fishing operations. Clearly, only an integrated approach to fisheries management and conservation will prove successful.This dossier will be useful for policymakers, social scientists, non-governmental organizations and others interested in fisheries, conservation, communities and livelihoods.

    Description: Runs have dwindled in many parts of California and additional protection or management actions are needed to protect the fish from further declines. The following is a report requested by the Fish and Game Commission on the status and current management of spring-run chinook salmon stocks.Fish counts presented in this report were developed by a variety of methods. Some of them are estimates of total run-size or spawning escapement, while others are indices of abundance derived from counts of maturing fish in their holding areas. It is important to note the stock assessment method used. Index area counts will always underestimate the true run size, often by a very large margin.

    Description: This research develops four case studies on small-scale fisheries in Central America located within indigenous territories. The ngöbe Bugle Conte Burica Territory in the south of Costa Rica, the Garífuna territory in nueva Armenia Honduras, the Rama territory in Nicaragua and the ngöbe Bugle territory in Bocas del Toro, Panamá. This is one of the first studies focusing on indigenous territories, artisanal fisheries and SSF guidelines. The cases are a first approach to discussing and analyzing relevant social and human rights issues related to conservation of marine resources and fisheries management in these territories. The cases discussed between other issues of interest, the relationships between marine protected areas under different governance models and issues related to the strengthening of the small-scale fisheries of these indigenous populations and marine fishing territories. They highlight sustainability, governance, land tenure and access to fishing resources, gender, traditional knowledge importance and new challenges as climate change.

    Description: The round table was organized by Saad Aangan, a Goa-based gender resource group, in collaboration with the International Collective in Support of Fishworkers (Trust) and was attended by thirty-four participants, all (except one fish farmer) women. The workshop was conducted in Konkani, the language of Goa. The programme commenced with a lively song on the fish of Goa sung by Perpet Cardoz, from the fishing community at Zuari, Goa Velha. After brief introductions by the participants, Maria Angelica D' Souza from Saad Aangan explained the purpose of the Round Table. She stated that she had attended a meeting at Chennai on ‘Enhancing capacities of women fishworkers in India for the implementation of the SSF Guidelines’ and noted the value of shared understandings and empowering strategies. She mentioned that she saw the need to have a focussed meeting of that nature in Goa and hence tied up with Saad Aangan, of which she is a volunteer, to facilitate organizing the same, with the support of the ICSF.

    Description: The use of traditional knowledge can be a powerful conservation tool, providing community support for conservation plans and enabling the inclusion of customary ecological management practices in their design. This study documents three experiences in Central America where traditional knowledge has been used to improve marine spatial planning and frame a new policy oriented toward shuman rights approaches to fisheries and has given better tools for the governance of community managed protected areas. With the support of the International Collective in Support of Fishworkers (ICSF), CoopeSoliDar R.L. selected the case studies (two in Costa Rica, one in Honduras) based on processes that allowed observation of the contribution of traditional knowledge in the generation of information for coming up with a policy for the sustainable use of fishing resources and management practices geared towards marine conservation.

    Description: National Workshop on Small-scale Fisheries, Cyclone Ockhi and Disaster Risk Management was held on 28 to 29 May, 2018 at Thiruvananthapuram. The workshop was organised by the International Collective in Support of Fishworkers (ICSF) Trust with the support of the Food and Agriculture Organization of the United Nations (FAO). The workshop was attended by a large number of distinguished participants, including fishworker organisations, government officials, academics, non-governmental organisations, civil society organisations and the disaster affected community. Representatives from FAO and the Bay of Bengal Programme Inter-Governmental Organisation (BOBP-IGO) also attended the programme. On 29 November 2017, a deep depression, detected in the Indian Ocean southwest of Sri Lanka, rapidly intensified into a cyclonic storm off the coast of Tamil Nadu and Kerala and the Union Territory of Lakshadweep Islands. Cyclone Ockhi, as it was named, took the life of a number of fishers, injured many and destroyed fishing vessels and gear.

    Description: Between 29 November and 3 December, 2017, Cyclone Ockhi devastated hundreds of lives and livelihoods of coastal fishing communities in Kerala and Tamil Nadu, India. This study assesses the impacts of the cyclone on fishing communities and the mechanisms in place at the local, national and international levels to address disaster risks and sea safety in small-scale fisheries, using a human rights-based approach. In line with the Sendai Framework 2015-2030 and the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries, the study recommends applying “relief-development continuum” and “build back better” concepts to the management of disaster risks in order to save lives and to reduce damage to fisheries assets and livelihoods.

    Description: Nets for Social Safety is a first –of –its-kind study, specially commissioned by the International Collective in Support of Fishworkers, to focus on the growth and changing composition of social security provisions in the fisheries sector of Kerala, a small coastal State in southwest India. John Kurien and Antonyto Paul, the authors of the study, enumerate the achievements and problems confronted by a developing maritime State in trying to ensure that a section of its population, which are initially left out of the development process, is netted back into the mainstream. They show how, in Kerala, this process was not only the result of enlightened State policy, but also, more importantly, the result of the collective action by fishworkers themselves. (76pp.)Among the many insights that can be gleaned from the study, one significant conclusion is that, even with limited means, a developing State can conceive and implement innovative social security.

    Description: This paper examines, from the fishery perspective of a developing country, the current debate on the role of fisheries subsidies in the context of the negotiations relating to the General Agreement on Tariffs and Trade GATT) and the World Trade Organization (WTO). While providing a background on fish production and trade in developing countries, it sketches the history of the role of the State and subsidies in the fisheries of the now-developed fish economies of the world.It goes on to analyze the manner in which fishery issues and the fisheries subsidies debate have been carried out in the GATT and WTO negotiations, leading up to the Doha Ministerial Declaration, which is the basis for a more structured negotiations on subsidies. Drawing on the analysis, the paper envisions some of the development priorities that developing countries must pursue, and the nature of support they need to achieve them. Finally, it suggests what ought to be done by developing countries in the current negotiations on fisheries subsidies. (88pp.)

    Description: The jack mackerel, Trachurus symmetricus, resource off thewest coast of North America is known to be large and widelydistributed. The spawning biomass is estimated to be 2.1 to 4.8 million tons based upon abundance of jack mackerel eggs collected at sea. The distribution extends from the Gulf of Alaska to the Gulf of Tehuantepec, off the coast of southern Mexico, and as far as 1,500 miles seaward. Within this range lies an area of maximum density which extends from Point Conception to central Baja California.Jack mackerel biological data has not been processed veryrapidly due to higher priorities for analysis of sardine andPacific mackerel data, and the apparent healthy condition ofthis resource. The California Department of Fish and Gameinitiated several projects in 1972 to resolve unanswered biological questions. (14pp.)

Although the catch per unit of effort varied greatly during this later period, it never reached the high levels reported during the 1940's or decreased below the values reported for the disastrous seasons of 1952-53 and 1953-54.     Description: The sea otter, Enhydra 1utris, is fully protected inCalifornia by both state and federal law. Despite thisprotection the population has not grown appreciably since atleast 1976. Research efforts directed at identifying thereasons for the lack of population growth have concentratedon sources of mortality and their contribution to totalmortality.The accidental drowning of sea otters in gill and trammelnets used to take California halibut, Para1ichthysca1ifornicus, was identified as a source of mortality whichhas probably increased as the sea otter population expandedinto areas of intense fishing. As a result, an existinggill and trammel net fishery observation program in MontereyBay was expanded to assess the extent and significance ofthe accidental drownings of sea otters in the areas nearMorro Bay and Port San Luis.Three different estimates of the number of sea ottersdrowned annually in gill and trammel nets were generatedusing comparable data bases. The average of these estimateswas approximately 80 sea otters per year for the level offishing effort expended during the June 1982 through June1984 study period.Back calculations of the annual take of sea otters by thegill and trammel net fishery for California halibut weremade for each year from 1973 through 1983. Thesecalculations suggest that the level of accidental take ofsea otters during the last decade may have been high enoughto be a significant factor in the lack of sea otterpopulation growth. (31pp.)

    Description: Speckled scallops, Argopecten circularis (Sowerby, 1835), were sampled at Agua Hedionda Lagoon, Carlsbad, San Diego County from March 1984 to October 1986, to obtain basic life history data. Monthly samples of scallops were collected, measured, and released to obtain length frequency data for estimates of growth, life span, and spawning period. Subsamples of scallops were collected for determination of gonadal-somatic and adductor muscle-somatic indices.In 1984 large concentrations of speckled scallops were found on the sand-silt bottom of the lagoon, closely associated with eelgrass, Zostra marina. During the course of the study the numbers of scallops declined, until their virtual disappearance at the end of 1986. Monthly length frequency plots from 24,375 scallop measurements indicate that this is a rapidly growing species with a short life span. Gonadal- and adductor muscle-somatic indices from subsamples of 1,714 scallops indicate first spawning at age one and a relationship between temperature and spawning.Based on this study management recommendations are made for the speckled scallop.     Description: Nearly 49,000 metric tons (MT) of anchovies were taken during the 1978-79 season, followed by 32,390 MT in 1979-80, 60,678 MT in 1980-81 and 45,150 MT in 1981-82. A total of 14,076 fish was sampled during the four seasons for age, length and sex. The fishery during the four seasons consisted mainly of young-of-the-year and age groups I and II fish. The 1978 and 1979 yr classes comprised the major share of the catch. Seasonal mean lengths varied from 112 mm standard length (SL) in the 1979-80 season to 122 mm SL for the 1981-82 season. Female to male sex ratios ranged from 1.17:l (1978-79 season) to 1.59:l (1979-80 season). (28pp.)

    Description: Red abalone, Haliotis rufescens, were collected at Johnsons Lee, Santa Rosa Island, in the summers of 1978 through 1982, and in 1984, to obtain data for determining various fishery population parameters. Annual visits to the study site were made at yearly intervals to simplify growth calculations.During the first four visits, 2145 red abalones were tagged,measured, and replaced. Shell damage, soft tissue injuries, and causes of mortality were noted. The method of tagging isdescribed.Recovery of first tagged abalone after one year was approximately 30%. Analysis of variance of the annual samples indicated that the samples were, with one exception, not different. Summaries are presented of the number of abalone collected and tagged by year, frequencies of shell damage, soft tissue injury, predatory sponge infestation, and total mortality. Appendices include a listing of the raw size data and various codes for each tagged abalone. (56pp.)
