Description: The workshop and symposium titled Sustainable Small-scale Fisheries: Towards FAO Guidelines on Marine and Inland Small-scale Fisheries was jointly organized by the National Fishworkers’ Forum (NFF) and the Society for Direct Initiative for Social and Health Action (DISHA), in collaboration with the International Collective in Support of Fishworkers (ICSF).The workshop was the first in a series of consultations around the world organized to discuss the Voluntary Guidelines on Small-scale Fisheries (VGSSF) and propose measures, keeping in mind the interests and concerns of small-scale fisheries and fishing communities. The workshop was also a forum to make the role of small-scale fisheries and fishworkers more visible in the context of food security, poverty alleviation and sustainable use of fishery resources. The workshop had 62 participants from both the marine and inland sectors, representing 10 States of India. The participants included fishworkers, representatives of fishworker organizations, policymakers and representatives of multilateral organizations. The workshop was structured to facilitate active interaction and discussion among participants, taking into account linguistic diversity and the contextual differences of the marine and inland sectors. This publication will be useful for fishworkers, fishworker organizations, researchers, policymakers, fish farmers, members of civil society and anyone interested in small-scale fisheries and livelihoods.

Description: This research focuses on the social dimensions of marine conservation, and makes an assessment of the experiences of coastal and fi shing communities with regard to the governance of MPAs in Central America, based on case studies from Honduras, Nicaragua, Costa Rica and Panama. It examines the national contexts of the above countries in relation to the governance of MPAs. Furthermore, it analyzes the social impacts of MPAs on coastal communities by gathering the experiences and the voices of the communities and institutions involved, and reflects on how to build bridges in the search for forms and models of conservation that respect human rights and which are able to successfully integrate into local development efforts without affecting cultural and/or social patterns. To this end, this monograph looks at nine case studies across the region: in Honduras, the Islas de la Bahia-Guanaja Marine National Park, the Cayos Cochinos Marine Archipelago Natural Monument, and the Cuero and Salado Wildlife Refuge; in Nicaragua, the Chacocente Wildlife Refuge; in Costa Rica, the Guanacaste Conservation Area, the Ballena Marine National Park and the Golfo Dulce Responsible Fishing Area; and, in Panama, the Nargana Protected Area, in the Comarca de la Biosfera Guna-Yala, the Bastimentos Island Marine National Park, and Bocas del Toro.

Description: This brochure summarizes a series of case studies done in nine countries—Brazil, India, Indonesia, Mexico, Senegal, South Africa, Spain,Tanzania and Thailand—on the role of communities in the planning and implementation of marine protected areas (MPAs).The studies demonstrate that communities can be powerful allies in efforts for conservation and management of coastal and marine resources. They also underline the need for systematic attention, capacity building, funding and other resources for effective implementation of Programme Element 2 on governance, participation, equity, and benefit sharing of the Programme of Work on Protected Areas (PoWPA) of the Convention on Biological Diversity (CBD).

Description: The lacunae in fishing-community engagement in the management and governance of marine and coastal protected areas (MCPAs) were discussed in the 2009 Chennai Workshop organized by the International Collective in Support of Fishworkers (ICSF). To continue the discussion, a second, two-day workshop to review existing legal and institutional mechanisms for implemention and monitoring of MCPAs, titled ‘Fishery-dependent Livelihoods, Conservation and Sustainable Use of Biodiversity: The Case of Marine and Coastal Protected Areas in India’, was held in New Delhi during 1-2 March 2012.The objective was to understand the impact of MCPAs on fishing communities, from an environmental-justice and human-rights perspective, and make specific proposals for better conservation while securing the livelihoods of small-scale fishers. The workshop also served to underscore these issues in light of the upcoming Conference of the Parties (COP) to the Convention on Biological Diversity (CBD), to be held at Hyderabad in October 2012.This publication contains the prospectus of the workshop and a report of the proceedings. It will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

Description: Thirty-nine participants from 18 countries, including women fishworkers, representatives of fishworker organizations and NGOs, activists and researchers, met at Mahabalipuram, India, during 7-10 July 2010, to discuss the theme “Recasting the Net: Defining a Gender Agenda for Sustaining Life and Livelihoods in Fishing Communities”.The workshop was meant to reflect on what needs to be done to develop a ‘gender agenda’ for sustaining life and livelihoods in fisheries. It was also organized against the backdrop of the growing international recognition of small-scale fisheries and efforts to enhance their contribution to food security and poverty alleviation, as evidenced in the deliberations of the the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO).This publication—the proceedings of the Mahabalipuram workshop—will be useful for fishworker organizations, gender activists, researchers, policymakers, fish farmers, members of civil society and anyone interested in gender, fisheries and livelihoods. Description: Small-scale and artisanal fisheries contribute about two-thirds of the global fish production destined for direct human consumption. They also accommodate over 90 per cent of those who make their living from fisheries. Women comprise at least half the workforce in small-scale fisheries. Despite the important contributions made by small-scale fisheries to poverty eradication and food security, small-scale fishers and fishworkers continue to be marginalized at different levels. It is in this context that the Committee on Fisheries (COFI) of the Food and Agriculture Organization of the United Nations (FAO) has developed the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines).

Description: The Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) were adopted by member countries of the Food and Agriculture Organization of the United Nations (FAO) and were officially approved as an international instrument in June 2014. What is very special about the SSF Guidelines is that it was created as a result of a very long history of the struggles of small-scale fishworkers around the world appealing for greater recognition of their status and their role in the fisheries sector of their countries. These Guidelines have 100 paragraphs which are distributed across 13 sections. This document is only a summation of the contents of the Guidelines. It was produced for ICSF by John Kurien, founder Member of ICSF, who has worked for the last four decades with small-scale fishing communities in many areas around the world, particularly in Kerala, India.

Description: This is the first in a series of case studies undertaken by the International Collective in Support of Fishworkers (ICSF) to document the traditional knowledge of fishing communities dependent on marine and coastal resources in protected and conserved areas in different parts of the world. The study, done with the support of the Bay of Bengal Large Marine Ecosystem (BOBLME) project, documents the traditional knowledge of fishing communities in the Gulf of Mannar in the state of Tamil Nadu. It focuses on two fishing villages, Chinnapalam and Bharathi Nagar, whose communities have traditionally depended on Krusadai and Appa Islands for their livelihood. Traditional knowledge relating to oceanographic, meteorological, biological, ecological and navigational aspects of fisheries was documented. The study will be useful for researchers, students, scientists, policymakers, fishworker organizations, NGOs and anyone interested in the traditional knowledge of local fishing communities related to marine biodiversity and the customary use of fisheries resources and fishing practices.

Description: The fishing community of the Sundarbans are the human group most at home in the mud-slush-water-forest environment of this famous mangrove estuary. Their skills, knowledge, and technique have developed in response to a challenging environment. Yet, of the countless studies on the various aspects of this eco-region, there are exceedingly few that have studied the Sundarbans fisher in his/her ecological, historical and demographic context—as a key stakeholder in an environment under considerable stress. The present study seeks to reduce this lacuna a little. Its object is not merely to examine and analyse, but also to identify means, both tradition-based and innovative, which might contribute to protect the environment, improve economic conditions, and usher in people-based governance of resources.

Description: The latest issue of the women-in-fisheries newsletter of the International Collective in Support of Fishworkers (ICSF), Yemaya No.61, dated August 2020, features articles and interviews from Brazil, Costa Rica, France, India, Indonesia, Mexico and Senegal. The lead article is on small-scale fisheries and food security and the issue also carries a photo essay on the practice of Aratu fishing in the mangrove forests of Brazil. The Costa Rica article, by Maria Suarez Toro, looks at how the harsh economic impact of the ongoing Covid-19 pandemic-related lockdown has spurred fisherwomen to return to their traditional sources of livelihood. Emmanuelle Yhuel -Bertin looks at the impact of the Covid-19 lockdown on small-scale fishing in Lorient, France, and how it is vividly captured in the pages of a diary maintained by a gillnetter skipper’s spouse. The article has been translated from French by Daniele Le Sann. The article from Indonesia, by Dedi Adhuri, points out how incomes from both harvest and post-harvest activities have dried up, leaving fishers in the lurch, adding to the anxieties of women who must make arrangements to survive from one day to the next.Inés López-Ercilla, Jorge Torre, Neyra Solano, and Francisco Fernández, in their article on Mexico, argue that, as in other countries, the experience of sheltering at home has led to increased domestic violence against women. Women in the small-scale fishing sector in Mexico are key drivers ensuring food security and community wellbeing during the Covid-19 pandemic.Ria Fitriana and Maria Kurupat, in their article on Indonesia, looks at how the changing land-use patterns threatens the livelihood of female crab collectors in Merauke, Papua, Indonesia. The article by Julie Lalluet-Geffroy,translated from French by Gildas, portraits a resolute mussel farmer, Amélie Dennebouy, who has challenged gender stereotypes to become a successful mussel entrepreneur in Pénestin, France.Nicole Franz, in her article, provides a brief overview of relevant international legal instruments and processes on small-scale fisheries contributions to rights to food and nutrition security, with a focus on the Food and Agriculture Organization of the United Nations (FAO).In Assane Deme’s interview (transcript prepared by Beatrice Gorez and translated from French to English by Gildas) with Mme Diaba Diop, general secretary of Pencum, Senegal, she points out that it is imperative that States extend all possible support to fishing communities, particularly to women and other vulnerable sections, in order to mitigate the dual challenge of growing food insecurity amidst the spread of Covid-19. There is a need for rehabilitating the processing sites, she added. Women would require field training to master new techniques.Beatriz Mesquita,Lorena Franca and Luciecia Cristina Moraiss da Silva, in their interview with Sandra Gomes, President of the Association of Indigenous Communities of the Middle Negro River ( ACIMRN), speaks about the challenge indigenous communities are facing due to Covid-19.Vishakha Gpta, in the Yemaya Recommends section, poins out that the film, Seguridad Alimentaria (Food Security) shows how activities such as fishing and clam gathering are experiences through which the community connects and continues to pass on their heritage. In the Profile column, Nasser Kasozi writes about how the work of Lovin Kobusiye is an example of new entrepreneurship emerging in pan-African fisheries and aquaculture. In the Whats New Webby? section, Manas Roshan writes about how ICSF’s new website, https://covid.icsf.net presents information on specific sectoral issues affected by Covid-19 and also disseminates new information as signs of recovery from the pandemic. In the Milestones section, Ahana Lakshmi speaks about how the new book, "The Sustainable Development Goals Report 2020", indicates that women now have better access to decision-making positions at the local level, mainly through legislated quotas. This issue of the Yemaya also carries the ever-popular cartoon strip, Yemaya Mama ('A fishy deal’).The current issue can be accessed at:https://www.icsf.net/en/yemaya/article/EN/61.html?limitstart=0

Mujibul Haque Munir reveals that women in Bangladesh’s coastal fishing continue to remain largely unrecognized and that urgent steps are needed to rectify this situation. The article from Myanmar by Angela Lentisco looks at the challenge of FAO’s FishAdapt project in strengthening the adaptive capacity and resilience of fisheries -and aquaculture dependent livelihoods and limited opportunity to work as wage labour in the commercial fishing business. The article from Ghana by Naana Nkansah Agyekum looks at the gradual transformation of the ahotor oven which represents an improvement on the widely used chorkor smoke. The ahotor oven is energy efficient and helps women fish processors reduce the quantity of firewood in smoking fish. The conversation between Kate Bevitt, Danika Kleiber and Meryl Williams focuses on the collaborative study, Illuminating Hidden Harvests. The conversation highlights the under recognition and under reporting of women’s work.

Description: Through consultations with key fisheries-based stakeholders in four States of India, this study attempts to assess perceptions of fishing communities about the impact of climate change on their lives and livelihoods. It also evaluates the traditional knowledge, institutions and practices of fishing communities that are relevant to climate-change preparedness. The study identifies adaptation and mitigation measures that may need to be adopted by fishing communities and the State in relation to climate change. Based on this overall analysis, the study proposes measures to protect the lives and livelihoods of small-scale fishing communities in the context of climate-change policies and programmes at different levels. This study will be useful for researchers, policymakers, students and anyone interested in climate change and its potential effects on the lives and livelihoods of small-scale fishing communities.

Description: Government development programmes and policies in fisheries are focused on the problems and needs of men though women are known to dominate the post-harvest sector in artisanal fisheries and are involved, to varying degrees, in pre-harvest and harvest activities. A lack of women’s participation in decision-making bodies within communities, fisheries organizations and government has resulted in a general neglect of their interests. This has led to a constant demand by women’s-rights activists and organizations to address market-related issues of women vendors. This study, “Women Fish Vendors in Mumbai”, aims to provide insights into the challenges faced by women fish vendors in the city of Mumbai (formerly Bombay).

Description: As the earth’s resources continue to face increasing pressure from a variety of human and natural causes, protection of the environment and biodiversity is a matter of contemporary concern, The conservation of coastal and marine resources, in particular, has become a priority for countries around the world. In this context, marine protected areas (MPAs) are being widely promoted as one of the most effective tools for the conservation of coastal and marine resources. Most MPAs are located in coastal areas of great biodiversity, and hence their development has direct impacts on the lives and livelihoods of coastal communities, especially small-scale and traditional fishing communities. Typically, they are the ones who have to bear the costs of conservation practices–lost livelihood options, expulsion from traditional fishing grounds and living spaces, and violation of human/community rights, to name a few.The articles in this dossier, drawn chronologically from the pages of Samudra Report, the triannual publication of ICSF, draw attention to these issues. They show that conservation and livelihoods are closely intertwined, and that top-down, non-participatory models of conservation can be counter-productive. Despite being poor and powerless, fishing and coastal communities can be powerful allies in conservation efforts, given their longstanding dependence on natural resources and their traditional ecological knowledge systems. As the examples in this dossier reveal, it is possible for fishing communities to protect and conserve the environment, while continuing with sustainable fishing operations. Clearly, only an integrated approach to fisheries management and conservation will prove successful. This dossier will be useful for policymakers, social scientists, non-governmental organizations and others interested in fisheries, conservation, communities and livelihoods.

Description: Runs have dwindled in many parts of California and additional protection or management actions are needed to protect the fish from further declines. The following is a report requested by the Fish and Game Commission on the status and current management of spring-run chinook salmon stocks.Fish counts presented in this report were developed by a variety of methods. Some of them are estimates of total run-size or spawning escapement, while others are indices of abundance derived from counts of maturing fish in their holding areas. It is important to note the stock assessment method used. Index area counts will always underestimate the true run size, often by a very large margin.

Description: The round table was organized by Saad Aangan, a Goa-based gender resource group, in collaboration with the International Collective in Support of Fishworkers (Trust) and was attended by thirty-four participants, all (except one fish farmer) women. The workshop was conducted in Konkani, the language of Goa. The programme commenced with a lively song on the fish of Goa sung by Perpet Cardoz, from the fishing community at Zuari, Goa Velha. After brief introductions by the participants, Maria Angelica D' Souza from Saad Aangan explained the purpose of the Round Table. She stated that she had attended a meeting at Chennai on ‘Enhancing capacities of women fishworkers in India for the implementation of the SSF Guidelines’ and noted the value of shared understandings and empowering strategies. She mentioned that she saw the need to have a focussed meeting of that nature in Goa and hence tied up with Saad Aangan, of which she is a volunteer, to facilitate organizing the same, with the support of the ICSF.

Description: Yemaya No. 58, dated December 2018, features articles from Kenya, Mexico, India, and an analytical article on gender inequalities in the seafood industry. The editorial comment calls for gender mainstreaming throughout the fisheries sector. The article on Kenya by Irene Ojuok and Philemon Bwanawoy throws light on the new initiatives developing in the context of declining resources in Kenya. Women are entering in new roles along the value chain and they no longer have to engage in jaboya thanks to new income-generating projects. Carmen Pedroza Gutierrez in her article narrates the experience of Alejandra and Maria Elena from Mexico's Lake Chapala and examines how women fishers are excluded from the support net of social security measures or benefits and how vulnerable their life is without any legal recognition. The article from India by Holly Hapke looks at how the mechanization in fishing and retrieving catch using mechanical propulsion led to greater centralization of fish landings and the impact on women fish traders. The centralization of landings has created competition from men fish traders too. Marie Christine Monfort in her article on survey among male and female seafood professionals to express their view about the situation of women in the fishing industry aregue that situations of inequality have bben reported from all parts of the world with the exception of Scandinavia. The seafood professionals from this region rank Denmark, Iceland and Norway at top countries closest to gender equality. In her review of the Cambodian film, Give Woman a Fish, Kyoko Kusakabe describes the challenges women fishers face in Cambodia’s Tonle Sap Lake. The lake supports the 60% of Cambodia’s annual fish catch and livelihood to 1.5 mn people. The film describes how a successful project supported by a women’s group to upgrade their fish processing techniques, introduced savings and helped to diversify livelihoods. A profile of Sonia Medina Matarrita, fisherwoman from Isla Venado, Costa Rica by Vivienne Solis Rivers narrates the story of how under Sonia’s leadership, the Venado Island fishers association got involved in the implementation of responsible fishing in the Marine Responsible Fishing Area of the island. The Milestones column presents the urgent need to guarantee the social protection and safety of workers (women and men) in the sector. The declaration calls our attention to provide professional dignity to fishers’ activity so that it can be considered "decent work", according to the ILO definition. The declaration states that it is necessary to improve the working conditions of women within the sector, fighting against the informality and precariousness of women's work, segregation both horizontally and vertically, the wage gap and barriers that hinder the reconciliation of work, family and personal life. The What's New, Webby? column presents the details of a new women in fisheries project which examines how women contribute to the survival of both fishing families and the fishing industry. The current issue of the Newsletter also carries the ever-popular cartoon strip, Yemaya Mama, reading between the lines. .. They were informed of the situation and role of women in India’s fisheries, as also the relevance of the ‘Voluntary Guidelines for Securing Sustainable Small-scale Fisheries in the Context of Food Security and Poverty Eradication’ (SSF Guidelines) to women in small-scale fisheries and the opportunities to improve their conditions. This report of the workshop provides the various discussions that were held during the three days. Apart from participants sharing their experiences on all the issues, the challenges they faced, and their struggles and successes to overcome these, resource persons provided information on the legal frameworks and schemes at the national and state levels, as also the mechanisms to access these to help women in small-scale fisheries to promote their interests and protect their rights.

Description: The use of traditional knowledge can be a powerful conservation tool, providing community support for conservation plans and enabling the inclusion of customary ecological management practices in their design. This study documents three experiences in Central America where traditional knowledge has been used to improve marine spatial planning and frame a new policy oriented toward shuman rights approaches to fisheries and has given better tools for the governance of community managed protected areas. With the support of the International Collective in Support of Fishworkers (ICSF), CoopeSoliDar R.L. selected the case studies (two in Costa Rica, one in Honduras) based on processes that allowed observation of the contribution of traditional knowledge in the generation of information for coming up with a policy for the sustainable use of fishing resources and management practices geared towards marine conservation.

Description: The opening editorial Comment in this issue argues that as the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) gets under way, it is imperative to lobby for policies and processes that will empower small-scale fishing communities. How the Guaranis, indigenous people of Morro dos Cavalos in Brazil, are being displaced from their lands to satisfy the interests of politicians and businesses is analyzed in one article, while another details how the Seafood Slavery Risk Tool tracks abuses of labour and human rights in seafood supply chains. The current issue also features a report on the Danish Institute for Human Rights’ meeting on the contribution of human rights to the sustainable development of fisheries. Continuing on the theme of livelihood rights, the article from Indonesia delineates the causes for the poor nutritional intake in Indonesia's coastal communities. On-the-ground reports of two meetings – one on the largest conference on occupational safety and health in the fishing industry, held in Canada, and the other, on the 33rd Session of the FAO Committee on Fisheries (COFI) – provide insights into issues that plague the fisheries sector in different ways. Another article in SAMUDRA Report No. 79 explains how fishermen and scientists are being brought together to track wind and waves, and save lives, through new innovative weather forecasting technology. A report on the Pêcheurs du Monde film festival, held in Lorient, France, and which turns 10 this year, as well as a review of a book on the global implementation of the SSF Guidelines, swing the spotlight to the problems that small-scale fishing communities face around the world. SAMUDRA Report No. 79 also features the regular Roundup section that carries news snippets, analysis and tidbits on fisheries from around the world. Description: SAMUDRA Report No. 80, dated December 2018, features articles on fisheries from around the world that focus on a diverse range of issues, from small-scale fisheries and community fisheries to illegal fishing, the SSF Guidelines, conservation of manta rays and fisheries governance, among other topics. The editorial Comment in this issue discusses how the Regional Plan of Action for Small-scale Fisheries in the Mediterranean and the Black Sea is a model for other regional fisheries management organizations. The tide of fortune for small-scale fisheries in the Mediterranean and the Black Sea is turning, says the opening article. The article from Cambodia shows how extensive and well-developed is the nation's system of community fisheries. Sri Lanka's SSF communities can be strengthened in the context of the SSF Guidelines, argues another article, while a report from Vietnam on a recent consultation workshop discusses illegal fishing and co-management in the central coastal region. The piece from Indonesia discusses how Lamakera village has initiated a programme for the conservation of manta rays. From Pakistan comes a report on a Peoples Long March against dams on the Indus River. Effective fisheries governance has led to democratization and decentralization in Myanmar, according to another article. The social contexts and lives of fishing communities are analyzed in another article, while the last article in the current issue points out that only collective action in SSF can overcome the problems of poverty and marginalization. SAMUDRA Report No. 80 also features the regular Roundup section that carries news snippets, analysis and tidbits on fisheries from around the world. Description: This study was conducted in June and July 2016, in the fishing areas of Mwanza and Kagera regions in the Lake Victoria side of Tanzania. The focus of this study was on dagaa (sardines) (Rastrineobola argentea) fishery which involves mostly women in its overall value chain. The study sites were areas that are specialized in dagaa fishery and these include Lushonga Island located in the Muleba District of Kagera Region, Mwanza Kirumba international Fish Market and in some of the landing beaches in nyamagana and Ilemela districts in Mwanza. The findings of the study are presented as case studies in the form of two video clips. One explores the role and place of women along fisheries value chain: The significance and values their involvement in fisheries brings to the communities and fisheries development. Why are they involved in fisheries? How are they organized for space in decision-making and policy processes? The second video case study explores the challenges that women involved in fisheries activities face: What successes have they achieved? How can their participation in fisheries be strategically improved? It also explains the strategies in place at local and national levels to counter and improve the situation. The study is also presented in the form of this short report that further describes issues presented or could have been missed out in the video clips.

Description: This study is undertaken, to gain some insight into the status of inland fisheries in India, and highlight some of the research lacunae in this sector, in the hope that the path to implementing the SSF Guidelines in this sector may become a bit clearer. Given the limitations of resource, the states of Bihar and West Bengal were chosen. These states are important in terms of fish production and fisher population in the inland sector. The varied types of water bodies and governance systems in these states were also a consideration.
