    Notes: Corporate governance is developing rapidly in many countries across the world. In this paper we analyse the existing state of corporate governance in a country in the Middle East: Bahrain. We employ a survey methodology, with a questionnaire being sent to all of the companies listed on the Bahrain Stock Exchange Market. An analysis of the responses reveals that Bahraini companies have in place some of the features of corporate governance best practice with boards dominated by non–executive directors, for example, and the separation of the roles of Chair and CEO. However, it is not clear how effective the nomination/appointments process is and directors tend to be fairly entrenched. In terms of risk management and control, the majority of Bahraini companies have an internal audit department and risk management control. Overall, it seems that Bahraini companies have a number of key corporate governance structural features in place, but that there remains further progress to be made.

    Notes: Corporate governance practices in family businesses (FB) remain a research domain with many unsolved questions. Nonetheless, researchers agree that corporate governance practices are important for family–backed companies. Different family ownership structures and different family generations influence the governance structures installed. So far, no research has been conducted on corporate governance characteristics among Flemish family companies. This study explores the relationships between ownership structure, board and management practices to find out where Flemish family businesses differ from non–family businesses (NFB). Additionally, this research investigates to what extent differences can be found within the group of family businesses based on family ownership and family generation.

    Notes: This paper studies the relationship between some characteristics of the corporate board and the firm’s capital structure in Chinese listed firms. The findings provide some preliminary empirical evidence and seem to suggest that managers tend to pursue lower financial leverage when they face stronger corporate governance from the board. However, the empirical results of the relationships are statistically significant only in the case of the board composition and the CEO tenure. The results are statistically insignificant in the case of the board size and fixed CEO compensation. This may in general suggest that, up to the time period of our investigation, the corporate board structures and processes in Chinese listed firms might not as yet be fully working in the manner, or as well, as might have been so far assumed on the basis of Western theoretical finance literature.

    Notes: The dynamic state of corporate governance in an emerging market is discussed through an in-depth case study of Korea’s Samsung Electronics Corporation (SEC). This paper covers the influence upon SEC’s corporate governance of recent regulatory changes and the efforts of the People’s Solidarity for Participatory Democracy’s (PSPD), a young but influential minority shareholder activist group. It will show that corporate leaders from Korea are slowly gaining an understanding of the importance of corporate governance, but that for a variety of reasons they still remain reluctant participants, unable and unwilling to change effectively.

    Notes: Should we cut the level of unemployment benefits, or reduce their potential duration? The answer depends on the way the unemployed search behaviour and unemployment insurance schemes interact. In this paper, we consider that unemployment insurance funds can be used to improve search. Resulting hazards are increasing over the unemployment spell prior to the exhaustion of benefits, and plummet immediately after it. Turning to policy implications, we assume the public decision–maker aims to minimize the average duration of unemployment under a resource constraint. First, we show the stationary relationship between average unemployment duration and unemployment benefit is hump–shaped. Second, raising benefits over a short duration can reduce average duration. Finally, we demonstrate that most of the time, a declining (yet always positive) benefit scheme is optimal.

    Notes: The question whether technological progress displaces employment or whether technological advance is beneficial for the level of employment has been at the core of economic debate for over two centuries. The beneficial effect might be achieved by several compensation mechanisms within the economic system. In this paper we categorize these compensation mechanisms into two basic categories that reflect the different nature of the ideas ruling the compensation. We discriminate the mechanisms of employment despite innovation from employment via innovation. In the context of new innovation economics we model an artificial industry implementing both compensation mechanisms. Simulation analysis is used to examine both the short–run and long–run properties of the model. There we focus on the influence of wage restraint policy on the functioning of the compensation mechanism.

    Notes: The wage effects of fixed–term contracts (FTCs) are analysed with the German Socio–Economic Panel (GSOEP) for West Germany. Taking selection on observables into account results in an estimated wage effect of −6 percent up to −10 percent. Controlling additionally for selection on unobservables leads to wage effects of −23 percent, which may be explained by self–selection of workers. The results also highlight the importance of asymmetric information as an explanation for the incentive for employers as well as workers to enter FTCs.

    Notes: Recent research into job flow dynamics highlights the asymmetry in aggregate employment adjustment. This has implications for patterns of worker flow adjustment. This paper draws upon modelling strategies developed in the applied finance literature to characterize the asymmetry of aggregate employment outflow volatility. It is found that higher employment outflow volatility is associated with negative shocks, when the outflow is lower than expected. This, it is suggested, could be associated with the dynamic processes linking the hiring and turnover of workers.

    Notes: This paper studies the ordinary least–squares (OLS) and instrumental variable (IV) estimates of the returns to schooling for male workers in Spain. OLS estimates are often biased due to the endogeneity of schooling, measurement errors or omitted variables. Proper IV estimates correct this bias. The reliability of family background, natural experiments (based on changes in the education system and season of birth) and the availability of a college in the province is checked using Spanish data. The results suggest that background and college availability are valid instruments and that the IV estimates of the returns to schooling are higher than OLS estimates. These results are in line with the majority of previous results in the literature.

    Notes: This paper is an empirical study of the development of labour market participation and wage differentials between males and females in Greece between 1988 and 1994. There is little known about the position of women in the Greek labour market. This paper uses survey data generated by the Greek National Statistical Service. The decision to engage in paid employment and the resulting remuneration are studied using selectivity–corrected earnings estimations. Oaxaca and Ransom decompositions and counterfactual analysis show that the adverse treatment of female labour market participation is the largest identifiable reason why the wage gap is there and why it increased between 1988 and 1994.

    Notes: This paper uses a Shapiro–Stiglitz efficiency wage model to analyse the effects of firing costs on wages, employment, expected utility and profits. It considers that the probability of a non–shirker being fired depends on an exogenous shock which follows a two–state Markov process. It finds that higher severance payments give rise to lower wages, a lower unemployment rate, an increase in firms’ profits and a decrease in the utility of both workers and the unemployed. These conclusions derive from the finding that a greater probability of keeping one’s job, because of higher firing costs, raises the value of the job and reduces the worker’s incentives to behave opportunistically; this enables firms to reduce wages. Hence, if firms pay efficiency wages, a higher degree of labour market flexibility increases unemployment.

    Notes: Many economics theories suggest that the assignment of workers to occupations changes over the business cycle: expansions allow workers to upgrade to occupations that pay higher wages and require more skill. This paper provides some empirical evidence from the USA that such upgrading does occur and that, as predicted, it has greater effects on less-skilled individuals. Furthermore, the skill composition of new hires changes over the business cycle, even within occupations. Consistent with a job competition model, the education levels of new hires within occupations are higher when the unemployment rate is high and this effect is more pronounced in lower-paying occupations. The changes in assignment imply that low-skilled individuals suffer most from recessions in terms of occupation quality and unemployment. The results are consistent with employers responding to a greater supply of educated workers by increasing hiring standards, and so imply that the social return to education may be lower than the private return. However, the results are also consistent with more neo-classical models of the labor market.

    Notes: The paper contributes to the growing empirical literature on employer wage differentials, presenting first estimates for West Germany and comparing them with recent findings from other studies for the USA, France and Denmark. The empirical results show that the variation of global employer wage differentials is comparatively low in West Germany and has remained stable during the first half of the 1990s. This low dispersion results from wage setting for blue-collar workers, while cross-country differences are negligible for white-collar workers. Employer wage differentials have, however, become more important for the remuneration of West German blue-collar workers during the period investigated.

    Notes: The regional unemployment elasticity of annual earnings for non-OECD immigrants is found to be more than three times larger than for natives, using micro data covering all immigrants in Norway in 1990 and a random sample of natives. The decline in relative earnings of non-OECD immigrants from 1980 to 1990 can largely be explained by the stronger impact of rising unemployment on immigrant earnings. These results highlight the importance of controlling for different period effects caused by fluctuating unemployment in panel studies of earnings assimilation among immigrants.

    Notes: The measurement of unemployment, like that of poverty, involves two distinct steps: identification and aggregation. In this two-step process, the issue of identifying the unemployed has received considerable attention but, once the unemployed have been identified, the aggregation issue has been addressed by simply ‘counting heads’: the unemployment rate is conventionally defined as the proportion of the labour force that, on a given date, is unemployed. This, in particular, leads to differences between individuals, in their unemployment experiences being ignored when the unemployment rate is being computed. This paper — predicated on the proposition that what matters to a person is not just the fact of unemployment but also its duration — proposes a methodology, derived from the measurement of income inequality, for adjusting unemployment rates so as to make them ‘duration-sensitive’. In consequence, different values of the ‘duration-sensitive’ rate will, depending upon the degree of inequality in the distribution of unemployment duration, and upon the extent to which society is averse to such inequality, be associated with the same value of the conventionally defined unemployment rate. A numerical example, based on published data for seven major OECD counties, illustrates the methodology.

    Notes: The objective of this paper is to analyse the impact of education on personal earnings during the reform of state-owned enterprises, comparing 1995 with 1998 in Hunan, China, using the Mincerian earnings equation method. The results show that the rates of return to education increased, indicating that human capital has been better rewarded as the reforms of the Chinese economic structure have progressed. Moreover, the findings show that primary education receives the highest returns, followed by tertiary education. Middle school education obtains the lowest rewards, reflecting the effects of the reform of state-owned enterprises on middle school graduates on whom the unemployment impact of this change has been the greatest.

    Notes: This study explores the determination of average working time in the context of a Nordic welfare state. The study is focused on the Finnish case. The issue is explored by using data from six industries from 1960 to 1996. The main empirical result is that both an increase in labour productivity and a widening of the tax wedge have contributed to a decline in average working time in Finland. These observations are consistent with the predictions of a theoretical model that is based on the notion of equilibrium working hours.

    Notes: I estimate the employment effects of publicly financed training and intervention works (subsidized employment) programmes in Poland. The analysis is based on the Polish Labour Force Survey (PLFS). Two widely applied approaches to identify causal effects are used. The results are qualitatively invariant with respect to the applied methodology. I find some evidence that training improves the employment opportunities of both men and women, whereas intervention works do not. Previous findings using PLFS data thus seem to be robust. The contrary view expressed by other authors on intervention works (subsidized employment) is likely to stem from the different data source (on only some Polish regions and with fewer control variables) used by them and does not seem to be related to the estimation strategy.

    Notes: The benefits of the multi-faceted liberalization of the Chinese economy can be seen in various indicators of economic development. The rate of growth of the economy, the flow of foreign investment in China, and rising quality of life are some of the indicators of gains from the liberalization process. Most of the research has focused on the role of trade reforms on the Chinese economy. There is, however, one unfinished agenda that has not been addressed adequately by policy makers as well as academia, i.e. labor-sector reforms. In this paper, we analyze the effect of labor market liberalization in China using a Computable General Equilibrium (CGE) model. Most CGE models on China using a neoclassical approach assume that there is a single wage rate for the economy. This is a simplifying assumption and has strong implications. Studies show that inter-industry wage differentials persist even after accounting for obvious explanations such as differences in human capital or job hazard. Inter-industry structural rigidities in developing countries lead to wage differentials. In China, labor mobility from the rural to the urban sector is restricted. Furthermore, China is on its way to joining the WTO agreement. As a signatory to the WTO agreement, China would be required to reform its trade sector by eliminating tariffs. In this paper, we explicitly model wage differentials in the case of the Chinese economy. Various counterfactual experiments have been conducted to introduce efficiency by the removal of factor market differentials in China in the presence and absence of tariff and non-tariff barriers. Our results indicate that factor market reforms are essential to the realization of full gains from accession to the WTO agreement.

    Notes: In this paper we provide new empirical and theoretical insights into the dynamics of occupational choice. In the empirical part of the paper we analyse West German time series data on the number of first-year students in more than 50 fields. We show that this number is cyclical in many fields so that occupational choice is cyclical in many professions. In the theoretical part we develop a model that explains cycles in occupational choice. Unlike other models, it is not based on the unrealistic assumption that occupational choice is independent of the risk of unemployment associated with each occupation.

    Notes: The ‘Mobility Lists’ programme handles collective redundancies, and combines income support to eligible dismissed employees with benefits to employers who hire them. Benefits vary according to dismissing firm size and are greater for older workers. We focus on the differential effects of programme treatments on the probability of moving from unemployment into permanent jobs. We specify flexible duration models in order to estimate the profile of differential effects over time. Older workers, enjoying longer packages of benefits, have significantly lower chances of moving to employment. Differential effects vary with time and are higher when younger workers approach the expiry of benefits.

    Notes: This paper analyses regional labour market adjustment in the Finnish provinces during 1971–96. It investigates the interrelations of employment, unemployment and labour force participation to examine how a change in labour demand is adjusted to. The study questions the usual assumption that positive and negative shocks evoke similar adjustment processes. Instead, we test for the possibility that the effects of positive and negative shocks are asymmetric. The analysis reveals that there is little asymmetry in the adjustment to region-specific labour demand shocks, but adjustment to total (region-specific plus common component) shocks displays more asymmetry. The region-specific component of a labour demand shock has short-lived effects on unemployment and participation, and its effect on employment is very small but permanent [persistent?]. Initially, most of the fall in employment is absorbed by the unemployment and participation rate, but after a few years migration plays a larger role in the adjustment process.

    Notes: This paper investigates the determinants of firm-sponsored apprenticeship training empirically using German firm-level data. The hypotheses for this study are based mostly on recent theoretical models about the financing of apprenticeship training which take labour market imperfections (e.g. mobility costs, asymmetric information, and wage floors) into account. Applying the usual probit, tobit, and truncated regression models, some empirical evidence is found supporting the relevance of active or passive poaching. Moreover, the results reveal some differences in the training behaviour of West and East German firms.

The public sector wage distribution is generally less dispersed than the private sector wage distribution. The raw wage differential is positive for males who are at the lower tail of the male wage distribution and negative at the upper tail. In contrast, females enjoy positive wage gaps along most part of the wage distribution. A decomposition analysis reveals that the male wage premium, i.e. the part of the wage gap not accounted for by differences in observable characteristics, is uniformly negative, whereas the female wage premium is positive.

    Notes: The paper investigates temporary layoffs in the Swedish labour market. Previous reports of few temporary layoffs are rejected. About 45 percent of unemployed people who found a job returned to a previous employer. As a stock measure, 10 percent of the unemployed are on temporary layoff. Using new job and recall as distinct exits in a competing risks model, one cannot reject a horizontal duration dependence for new jobs, while the recall hazard shows a strong, negative duration dependence. Clearer predictions of the effect of education on job probabilities are also found. Further, the results probably have implications for the interpretation of several policy parameters, including labour market programme outcomes.

    Notes: Empirical findings show that firms frequently employ overeducated workers. Since overeducated workers earn more than adequately educated ones working in similar jobs these findings seem to be puzzling. In this paper, we introduce an insurance approach to explain the employment of overeducated workers. Referring to this approach, overeducated workers are employed by a firm to avoid high losses in the case of a crisis (e.g. when the production process breaks down). Contrary to adequately educated workers, overeducated ones may be helpful in this situation by quickly offering improvisatorial solutions. First, we use a simple model to demonstrate the insurance argument. Second, we test the major implication of the model empirically by using industry panel data: if and only if high-skilled workers are employed for insurance purposes, the average wage of high-skilled workers in firms that need insurance will be lower compared with firms that do not need insurance. The data confirm this theoretical result.

    Notes: This paper concerns wage formation in a unionized economy when union membership is endogenous and determined by employment. A union is run by a leadership which has as an objective to strengthen the union’s position in the labour market. This is achieved by building up membership. Among the results, it is found that since membership is determined by employment, the inclusion of the leadership’s preferences into a union’s objective function produces lower real wages than a static version would predict. It is also shown that an increase in the union’s rate of time preference increases the natural rate of unemployment, while an increase in the speed at which workers enter/leave a union has an opposite effect.

It also accounts for whether mothers return to work at their pre-childbirth jobs after giving birth.     Notes: Theoretical explanations suggest that wage differentials between immigrant and native workers are generated either by differences in the acquisition of human capital or by various forms of exclusion of immigrants from fair labour market rewards. We evaluate the labour quality and labour market discrimination hypotheses by using a large sample of Swedish employees in 1995. Our findings show that labour market integration is relatively unproblematic for immigrants from Western countries, whereas immigrants from other countries, especially from Africa, Asia and Latin America, face substantial obstacles to earnings progress when entering the Swedish labour market. For the latter group of countries, extensive controls for general and country-specific human capital reduce the earnings differentials. However, the remaining gap is of a non-trivial magnitude. Thus, the labour quality hypothesis accounts for a part of the observed native–immigrant wage gap, but the remaining differentials can be interpreted in terms of labour market discrimination.

    Notes: In this paper, employment adjustment at the firm level is estimated with a large panel of business survey data from West German manufacturing. The specification is based on a framework of monopolistic competition in the product market. Special emphasis is devoted to the analysis of the impact of demand uncertainty, capacity constraints, technological change and competition. The empirical results reveal that demand uncertainty and capacity constraints significantly affect employment adjustment. Innovative firms are more successful; they increase employment and exhibit a higher utilization of capacities. Employment adjustment also depends on competition. In monopolistic markets, the volatility of employment is higher.

    Notes: This paper addresses the question under which circumstances unemployment can be lower if unions bargain over wages and employment in a general equilibrium framework. Thereby, it turns out that the unemployment rate may negatively depend on the wage rate, if the unemployment compensation scheme contains a constant real term in addition to the replacement ratio component. This is, compared with a pure replacement ratio scheme, the more plausible formalization of the real world’s compensation systems, at least for European countries. Besides the theoretical analysis, the paper also derives political implications by identifying the relevant parameters for the decision on whether weakening unions will be a good strategy for an economy to overcome its unemployment problem.

    Notes: A data set on strike activity for Brazil during the period between 1983 and 1993 is used to produce results based on statistical methods of frequency and duration analysis. The obtained results of frequency and duration of strikes, including their relationships with some macroeconomic variables, are compared with ones from similar studies using data from the USA and Canada. The comparison shows that there seems to be a common pattern of results in these countries. An explanation for the observed features of these patterns is then sought in the context of game-theoretic models of bargaining, and suggestions for future research in the area are given.

    Notes: The severity of selection mechanisms and the myopia of selection are explored through a duopoly model where one firm tries to move down a learning curve in which costs are initially higher than its rival's but ultimately much lower. A trade-off is found between catch-up time and asymptotic market share: the more severe are selection pressures, the less likely is it that the learning technology will survive; however, if it does survive, the learning technology will in the limit be more competitive the more severe are selection pressures. We explore the dynamics of the model under unit cost and strategic pricing and find that the optimal pricing rule depends on the parameters governing firm learning and market selection.

    Notes: In this paper the economies of scale arising from the acquisition of costly information and their implications for the existence of a competitive equilibrium are investigated. As is known, the existence of economies in the scale of production undermines the possibility of a competitive equilibrium. This paper demonstrates that this kind of problem arises when firms face market uncertainty, i.e. in competitive markets, uncertainty about the price of production factors or about the price of output. It is shown that, under these circumstances, firms have incentives to purchase market information, i.e. information capable of reducing price uncertainty. In turn, the acquisition of costly information generates economies of scale that prevent the occurrence of a competitive equilibrium, unless such increasing returns to scale are tamed by the decreasing utility of uncertain returns due to risk aversion, or—in the short run—by increasing marginal costs of production.

    Notes: The possibility of co-movements in the cyclical variations of aggregate output in different countries has received increasing attention in recent years. The present paper derives sufficient conditions for the occurrence of persistent co-movements in the mean processes of aggregate economic variables of different countries, an effect called ‘phase-locking’. The fact that the ‘phase-locking’ effect results under fairly elementary assumptions may be taken to challenge the sophisticated theoretical speculations about the international transmission of business cycles.     Notes: We analyse the dynamic behaviour of an economy where the central bank (CB) sets interest rates according to a Taylor-type policy rule. A simple model for a closed and instability-prone economy is constructed and subjected to formal dynamical analysis and numerical simulation. It is shown that a requirement for local stability is that the two response coefficients in the policy rule be positive. Similarly, it is shown that raising the response coefficient of the output gap increases the likeliness of the economy being stable, whereas raising the response coefficient of the inflation gap has an uncertain and probably negligible effect on local stability. Self-sustained oscillations may arise for certain parameter values. Policy mistakes in the estimation of the long-run equilibrium real interest rate or potential real GDP may prevent the CB from achieving its inflation target. A suggestion for enhancing the stabilization capacity of Taylor-type policy rules in the context of the model presented is made.

    Notes: This study reports the results of an empirical study that examined the impact of changes in the board of directors on writedowns of non–current assets. Using 337 annual reports of the firms listed on the New Zealand Stock Exchange for 7 years from 1993 to 1999, the results show that changes in the board of directors is a statistically significant determinant of both writedown decision and the dollar amount of writedowns. The results also show that the regression coefficient and the significance level of board restructure are materially higher when changes in chief executive officer are incorporated in the model estimation. Corporate firm size, as measured by total assets at balance date, is found to be another significant determinant. Other corporate attributes such as leverage, operating performance and term borrowings in the subsequent years are not significant factors. However, a firm's growth opportunities provide some support in explaining the dollar amount of writedowns. The results are robust to alternative proxies and the time effect is not evident over the 7–year period.

    Notes: While the management literature is accepting of the value of a performance appraisal, there is disagreement in the governance literature as to the role, value and contribution of board appraisals to board effectiveness. This disagreement centres on the politics associated with the “horizontal” appraisal of colleagues implied by board assessment as opposed to the “vertical” appraisal implicit in management. Such disagreement is complicated by the degree of discomfort board members may feel when encountering the more subjective issues of interpersonal dynamics and process as opposed to the more objective measures of performance. However, subjective measures are frequently vital in determining board effectiveness. This paper proposes a conceptual model for the evaluation of boards. It then explores the implications of different approaches to the evaluation of board effectiveness by highlighting selected methodologies for the evaluation of board processes and procedures, individual directors, the chair and the chief executive. In this, the implications of different types of performance measure are considered in the context of the type of organisation, its purpose, reporting requirements, ethos and style of operation. A set of suggestions as to approaches to board evaluation is provided together with reactions of experienced directors to these ideas.

    Notes: This study examines the factors associated with the presence of board sub–committees, specifically audit, remuneration and nomination committees. Factors which are hypothesised in this study to affect sub–committee presence are Big 6 auditors, non–executive directors, non–executive chairmen, number of intercorporate relationships of the board and shareholder type. Company size, number of board members and leverage are employed as control variables as suggested by earlier research.An analysis of board sub–committees in the Australian corporate environment is relevant to other jurisdictions as there are no mandatory requirements on either board composition or board sub–committees. There is, however, a mandatory requirement to disclose corporate governance practices which allows for a study of this type to be reliably conducted. A sample of 361 Australian companies drawn from the largest 500 public companies is employed.Audit committee presence is found to be positively associated with Big 6 auditors and the number of intercorporate relationships of the directors of the board. Remuneration committees are also found to be associated with Big 6 auditors and intercorporate relationships and also higher levels of institutional investment. The presence of nomination committees is not associated with auditors, directors or investors, but is associated with board size and leverage. The study concludes that audit committees are a highly developed and mature governance mechanism, and that remuneration committees can be classed as a developing and maturing structure whilst nomination committees are relatively immature.

    Notes: This paper analyses two cultural clusters, the Westergasfabriek (WGF) in Amsterdam and the Witte de Withstraat (WdW) in Rotterdam, and evaluates their contrasting creative management strategies. The WGF has to date been fairly successful in creating an attractive mix of different cultural activities, based on the creative potential of the buildings on the site, its image as a cultural centre and the general atmosphere of creativity. The more ‘top–down’ approach of the Local Authority owned but commercially managed WFG has injected new commercial skills and investment into the cluster, and creates the conditions for innovation through managing the mix of creative functions.     Notes: This paper analyses the worldwide popular recorded music industry and examines how product, firm and industry features result in key resources coagulating around the two firm types; the major and independent. We argue that these firm specific resources are complementary and participating firms would benefit from their union. However though complementary, they are inimical and close association risks damaging their value. Collaboration between the two firm types that hold these resources therefore needs to be designed not along traditional concerns of protection from opportunism, or the requirement to control key resources. Instead competitive advantage may be gained by designing and managing structural relationships that protect each partner’s resource set from the hostile elements of the others; a contamination rather than an appropriation focus.

    Notes: This paper examines the definition and management of creativity in the ‘creative industries’. Initially the paper sets out the economic and cultural context for the emergence of the creative industries, before going on to argue that there are gaps in our understanding of the role of creativity and particularly the management of creativity within these industries. Based on research undertaken with new media SMEs in the North West of England, the paper then explores the ways in which creativity is defined and managed within this sub–sector. It is shown that the meanings attached to creativity are variable and contested and that the precise definition and management of creativity is strongly determined by the internal workplace culture, and the external social and economic conditions within which firms operate. It is further suggested that while creativity is often seen as a ‘must have’ attribute for new media firms it may also, conversely, be considered a barrier to commercial success. The paper concludes that if we are to understand work and production in the creative industries, and offer institutional support for firms to develop and sustain creativity for competitive advantage, it may be necessary to develop a more detailed understanding of the role of creativity and creative management as both a general and specific, socially embedded process.

    Notes: In broad terms the critical tradition in organization studies (Marsden & Townley, 1996) is concerned with understanding and questioning the elaboration of power relations in worksites, particularly as they induce oppressive and exploitative practices. This paper begins by outlining some of the key features of what might be regarded as a traditional critical reading of creativity in work organizations. This initial discussion is presented via an analysis of two texts from Fortune magazine’s account of the performance of Apple CEO Steve Jobs. Without dealing in detail with some of the problematics and limitations of these approaches, the paper then outlines the key features of a Foucauldian critical discourse approach to the analysis of creativity. The discussion proceeds to identify key features of such an account. These include the position of academic experts as agents of knowledge in the production of ‘creativity’, the organizational prescriptions and devices used to visualize and normalize ‘creative’ managers and professionals, and the ontological and epistemological tradition that is drawn on in the production of both the agents of knowledge of creativity and the devices that identify, classify and regulate ‘creativity’ with respect to managing and organizing workplaces. Using the term ‘economy of identity’, the concluding section discusses the implications of this approach, including the oppressive and exploitative dimensions of ‘creativity’.

    Notes: This paper introduces a novel method for investigating the interfaces between art work and managerial work in the creative industries. The method, which we are calling dispraxis, seeks to transcend the traditional divisions between the academic world and the world of practice. This particular dispraxis is a structured, iterative dialogue between an academic, a manager, and an artist on the themes identified in the call for papers. In this dispraxis the following four themes were elicited. The first theme centred on the explosion of management discourse into the creative industries. The second theme explored the difference between the creative industries and ‘normal’ business and introduced the metaphor of chelation to describe the primary need to manage and protect safe spaces for creativity to happen. The third theme was money and this theme explored how art is valued and funded, especially in a postmodern world where the notion of authenticity and Taste have been problematised. The fourth theme discussed how art is routinely identified as the highest expression of human achievement and yet is largely ignored in commercial discourse. One explanation for this is to consider artistic work as part of the abject. The metaphor of origami is used to gather together the various themes explored in the dispraxis.

    Notes: With examples from Scandiaconsult, a Scandinavian engineering consultant company, this paper is an exploration of some of the constructive mythological aspects of living knowledge emerging in the symbolic interaction of organizational work life. Framed within the overall challenge of organizational knowledge sharing, and the approach of the communal resource as a (partial) solution to that, we more specifically look at ways of broadening the opportunity structures for knowledge sharing through the twin principles of organizational myths and rituals – as processes whereby people can identify and tap into the reservoir of living knowledge in the organization life, often in the realm of the informal or shadow organization. We explore in what ways the myths and rituals can leverage knowledge sharing especially in the face of distributed work environments inhabited by multiplex interested knowledge workers, and in our case with the additional challenge of mergers and acquisitions. We argue that active mythmaking is very far from manipulation or plain rhetoric, but rather a complex and interwoven processes of displaying cultural premises and transforming barriers and misbelieves into trustworthy relationships, and thus rendering possible conditions for lowering the costs of knowledge sharing. The mythmaking, of course, has to be deeply interwoven with the already existing mythic reservoir.

    Notes: Cross cultural literature has suggested China has a business culture based on family networks or guanxi connections underpinned by strong Confucian ethics. We argue that Chinese business may have distinctly national cultural attributes (that international businesses ignore at their peril) but we reassess the continuing significance of these historical cultural concepts. We query whether a system of networks consolidated during fifty years of state-owned enterprises can still have application on the considerably larger scale of multinational corporate business of today’s China. Interview data collected from Australian expatriates in China in 2001 is used to assess the relevance of guanxi for effective international operations in China from the perspective of Australian expatriate managers.

    Notes: We argue that practical endeavours towards mobilising and recreating knowledge is an integral part of value increasing activities, and expose how this dependency can be utilised in ameliorating practice. This bridging of knowledge and value creation constitutes organisational activities as knowing. The paper exposes the efforts of Telenor, a large telecom firm, to create an enduring agenda for non-financial issues in management. We expose the development process and initial use of their new Integrated Management Business Model. This involves identifying financial and non-financial drivers of future performance within and across several business units, as well as negotiating on appropriate indicators of both status and change. The paper pays special attention to the iterative approach to development in order to highlight a shift from an attempt to enable knowledge in autonomous processes secluded from everyday activities, towards an understanding of knowledge and knowing as intrinsic to the value creating activities performed. By entering the issue of intangibles through the knowing activity perspective, it was evident that the purpose of the management system was not to determine the status of intangibles in the corporation, it was to improve it.

    Notes: Our study addresses two main questions: First, what types of alliances do firms tend to create when combining different kinds of resources? Second, what governance mechanisms do firms set up to coordinate and protect resources when they use them for different alliances? We examine 227 alliances between competitors in Asia, North America, and Europe. We first identify two types of alliances: scale alliances in which the partner firms contribute similar resources, and link alliances in which the partners contribute complementary resources. We find that firms contributing R&D and production resources tend to form scale alliances, while firms contributing marketing resources tend to enter into link alliances. We also find that firms are more likely to choose stronger protection mechanisms for link alliances, which create greater appropriation risks, while they tend to seek higher levels of coordination in scale alliances.

    Notes: In this paper we describe a framework for analysing the creation and justification of Research & Development. The 4S framework is developed for analysing the scope, scale, skills and social network aspects of Research & Development value. The framework is based on social system theory, a process contingency model, and recent Research & Development metrics. We present a first empirical assessment based on a workshop using the 4S framework for leveraging Research & Development. Results that assist in the assessment of value creation utilising R & D within networks are very relevant in high tech industries. The multi–dimensional process approach of this framework seems promising for understanding and managing R&D value creation, but needs further operationalisation. Case studies are described and a Dutch network on leveraging R&D has been initiated.

Product development teams are created that are cross–functional, representing different functional units, or multidisciplinary, involving several disciplines, or both. In any case, conceiving and developing new products is a joint effort, which means that the traditional view of creativity may not apply. This view, characterized by a focus on individuals as agents of creativity and by the assumption that creativity is a unilateral quality, not a reciprocal or interactive phenomenon, continues to be influential. As a result, much of the dynamics of ‘newness–generation’ and ‘newness–reception’ in organizations remains to be studied.     Notes: Brainsketching is an idea generation technique, based on brainwriting, that uses sketching as the primary means of recording ideas. During brainsketching, participants sketch their ideas individually on large sheets of paper pasted on the wall. After a few minutes, the participants explain their idea sketches, switch places and continue sketching. Usually, about five such rounds of idea sketching take place.In an experimental set–up brainsketching was compared to brainstorming. Linkography was used as a method for analyzing the process characteristics of both techniques. Results show that during brainstorming, participants generated significantly more ideas, and that during brainsketching participants generated significantly more connections with earlier ideas. Also, during brainsketching participants made more incremental connections while maintaining a similar level of ‘wild leap’ connections. Conclusion of this study was that brainsketching does not necessarily provide a better idea generation process; rather, it provides a different process, which may serve different purposes.Some steps towards further development of the brainsketching technique are indicated. Suggestions are provided for stimulating the group to reflect on their ideas. Finally, some suggestions are made for applying the brainsketching technique with groups of non–designers, mainly directed at removing the participants’ hesitation to draw in public.

    Notes: The main objective of this article is to report the empirical findings from a study on user involvement in service innovation. In doing this, we seek to answer the question of how user involvement affects the originality of new service ideas. An experimental investigation was carried out which included 54 participants arranged into three groups of creative users, ordinary users and professional service developers. The empirical data revealed that the users produced more original ideas than the company’s professional service developers. It is thus suggested that business organizations attempt to innovate original products would benefit from involving their customers.

    Notes: This article reports the results of a study conducted to examine the ability of the Situational Outlook Questionnaire (SOQTM) to effectively discern climates that either encourage or discourage creativity and the ability to initiate change in a team setting. The purpose of the study is to examine the concurrent criterion–related validity of the SOQ. The article explores the characteristics in an organisational climate that promote teamwork and some of the tripwires one needs to be aware of in the formation and management of teams. Nine dimensions of the climate for creativity and change as measured by the Situational Outlook Questionnaire are put forward and defined in relation to teams. The methodology and results of the study are reported. The results show that when subjects (N7equals;154) complete the SOQ based on their recollection of a best– and worst–case team experience, the measure is able to consistently and significantly discriminate between the two types of experiences. Conclusions, implications, and areas for future research to further examine the validity of the SOQ are explored.

    Notes: The purpose of this work is to draw upon empirical evidence supporting concerns over the perception and reality of the power and control exercised by chief executive officers (CEO). It provides a focus on the role of the CEO (the “clout” title) and provides an analysis of the legal framework within which that role is both recognised and controlled. It also tests the assertion that “the law has not fully come to terms with the variety of management structures and practices in modern companies – including terminology” (Farrar’s Company Law 1998).The paper begins by examining the existence in law of the position and power of the CEO. In doing so, the study draws upon the applied and developed principles of agency, attribution and alter ego theories, and the concept of controlling minds in an attempt to provide a category of definition, albeit one of negative recognition and the implications that that might have in developing effective legal controls.Control is then examined in the context of both theory and practice. Practice is based upon the study of 150 listed companies. It builds upon the earlier research undertaken by Franks et al. (1999) and looked to examine the relationship between CEO and executive board turnover and corporate performance, ownership and structure.     Notes: This paper reports research conducted to analyse the selection and characteristics of non–executive directors in Ireland. It links these themes to the three roles of the board (agency and control, strategic decision and policy support, resource acquirer). The study was carried out through in–depth interviews and repertory grids with 26 prominent non–executive directors and chairmen. The study confirms that non–executive directors are co–opted primarily through “the old boys network”. The repertory grid showed that, according to the study participants, the most important characteristics of effective non–executive directors were: (i) incisive thinking, the ability to size up a complex issue clearly, (ii) the ability to make a beneficial contribution to the company inside and outside the boardroom, and (iii) practical business experience. Interpersonal skills, international experience and lateral thinking were less prominent. The cognitive process structures of the repertory grids revealed remarkable homogeneity among the study participants in their way of thinking about the whole issue. The repertory grids showed a positive relationship between the participants’ ideas of what the “ideal” non–executive director is like, and themselves, indicating good self–esteem and satisfaction with themselves as non–executive directors.

    Notes: Based on a series of research interviews with academics and external and internal auditors, this paper examines the role of audit committees in the Saudi Arabian corporate sector. The interviewees expressed concerns about the terms of reference of audit committees and the scope of work undertaken. The independence of audit committees was called into question, as was the expertise of audit committee members. Audit committees had failed to establish close working relationships with either internal or external auditors. A particular criticism was that the requirements for audit committees as set out in Ministerial Resolve 903 lacked clarity. It was suggested that the Ministry of Commerce should issue further regulations and guidance in order to improve the effectiveness of audit committees and to enhance corporate governance in Saudi Arabia.

    Notes: Value and governance are such familiar words that we do not often enough reflect on their meanings in a specific situation. This paper will suggest:Value is in the eye of the beholder.The appearance of governance may be preferable to the real thing.In order better to understand value, we will work with a simple question – is it appropriate for a global investor to purchase common shares in Volkswagen? There are many kinds of shareholder, each with distinctive interests that are not always compatible with the interests of the other investors. A global investor is typically the trustee of a pension plan with the simple obligation to collateralise the pension promise by maximising the long–term value of trust assets. The beneficiaries of pension funds are not rich people. Fluctuations in market values are no longer primarily a question as to whether rich people are a bit richer or poorer, they are a question as to whether pensions will be paid to the roughly half of the population of the OECD world who have interests in employee benefit plans. This makes investment a matter of social and political concern. At the end of our trip through the mythology and prospects for adding value to corporate enterprises through effective governance, we come to a very simple conclusion. I bastardise a celebrated principal of physics to conclude that both in science and in business a watched particle behaves differently than one that is not watched. “An observed board behaves differently” and is more likely to generate value for corporate owners.

    Notes: It is now more than ten years since the dismantling of the USSR began, not only in terms of the reasserted independence of the member states, but also in terms of the end of the centralised Soviet command economy. The experiences of a myriad of investors, public and private, who have lost funds they so hopefully made available to emerging enterprises in the Eastern European states, particularly in Russia, have clearly demonstrated to Western observers the difficulties associated with making a transition from a command to a market economy. And yet the transformation in different states has had different degrees of success. For example, in Estonia, the strategies to move from a command to a market economy, adopted by the political leadership throughout the 1990s, have been relatively successful. In this article, the policies that led to this success are identified. It is believed that tentative generalisations from the experiences of Estonia may be helpful in determining the necessary conditions for successful change from a command to a market economy in other countries. To the extent that such transitions contribute to real economic growth, empirical evidence about the conditions necessary for their realisation provides general understanding of the forces underlying economic development. Moreover, it may well be that these generalisations can be used by private and public organisations to obtain a first indication of the probabilities of success of investments that they are contemplating making in a transitional economy, whether measured by return on capital, and/or contribution to general welfare.

    Notes: This paper provides a critical comparative analysis of corporate governance mechanisms in market-oriented (Anglo-Saxon) and large shareholder-oriented (Continental European) systems of corporate governance. Deficiencies in shareholder protection in the legal systems of both corporate governance systems have been addressed through the use of codes of good governance, a set of norms that regulate the behaviour and structure of the board of directors. However, the lower enforceability of norms in Continental Europe limits the applicability of such codes. Therefore, we argue that in Continental Europe, rather than promoting codes of good governance, it is necessary to expand market control mechanisms to facilitate the maximisation of firm value.

    Notes: In May 2000 the government proposed the introduction of a new offence of corporate killing founded on the concept of “management failure”. Two specific corporate risks are investigated; the risk that the company’s operations will kill one of its employees or a member of the public and the risk that the company will be convicted of an offence indicating corporate responsibility for that killing. The article demonstrates, firstly, that the risks associated with corporate killing fall within the ambit of the Turnbull Guidance. More importantly, it uses this particular, not directly financial, example to illustrate the proposition that Turnbull should not be associated with closure; rather it should be associated with the opening of a new level of corporate governance debate that will focus on corporate behaviour rather than corporate policy.

    Notes: South Korea is currently undergoing reform of its corporate governance (CG) system, reflecting attempts to harmonise at a global level. Since the financial crisis in 1997, the need for reform has been emphasised and the Government is leading a policy which targets the traditional structure of the chaebol, as well as the system of corporate ownership and control in South Korea. In this paper, we outline the traditional system of CG in South Korea and review the broad agenda for CG reform which is currently taking place. From our review, we develop a conceptual framework which makes the implicit CG reforms in South Korea explicit. The framework comprises two inter–related models which represent the forces driving reform, the need for reform and the specific initiatives instrumental to reform. On the basis of our review and conceptual framework, we conclude by making a number of policy recommendations for the future direction of CG reform in South Korea. Specifically, we suggest a policy of corporate governance awareness involving a more penetrating policy of reform and incorporating the establishment of a CG forum. Our recommended policy should result in the reforms working from within the chaebol and CG system, rather than from without. For reform to have a permanent effect, the policies need to address the business culture, traditions and internal structure of the system. We suggest that this can only be achieved by increasing general awareness of the need for CG and the reasons underlying the current policy as well as by nurturing mutual trust and understanding between the parties involved.

    Notes: This paper is the first to look directly at the reaction of the London market to company announcements of changes to employee count. Using event study methodology, we examine market reactions to 54 redundancy announcements during the period 1990–1999 and 52 announcements of new jobs during the period 1993–1999. In line with previous US studies we find that market reaction, measured by cumulative abnormal returns, is negative before the day of redundancy announcement. The actual redundancy announcement is greeted positively by the market when measured in terms of the mean, but negatively when measured in terms of the median. Thus, in a minority of cases the announcements are seen as value enhancing. The market reacts positively before new job announcements and this positive reaction is highly significant when the announcement is made. The results suggest that new job announcements contain value–relevant information for the market. Potential causal factors other than announcement size are not significant.

    Notes: This paper examines the random walk hypothesis in the emerging Indian stock market using daily data on individual stocks. The statistical evidence in this paper rejects the random walk hypothesis. The results suggest that daily returns earned by individual stocks and by an equally weighted portfolio show significant non–linear dependence and persistent volatility effects. The non–linear dependence takes the form of ARCH–type conditional heteroskedasticity and does not appear to be caused by nonstationarity of underlying economic variables. Though conditional volatility is time varying, it does not explain expected returns.

    Notes: This paper examines whether firms which delay earnings announcements engage in earnings management. The cross–sectional version of the modified Jones 1995 model is used to estimate ‘normal’ accruals. Prior research has documented that, on average, delayed earnings announcements are associated with negative earnings surprises. Our evidence suggests that the market anticipates unfavorable earnings news when it observes reporting delays. As a consequence, late reporters appear to make the most of a bad situation by employing income–decreasing accruals in big–bath–type earnings management and in contractual renegotiations. We find that the magnitude of income–reducing abnormal accruals is related to the reporting lag.

    Notes: This paper investigates the relationship between bank ownership structure and risk–taking. We find robust evidence that the greater risk taking incentives of stockholder controlled banks (compared to managerially controlled banks) are more pronounced for the set of banks with larger asset size, lower stock–return volatility, and lower balance–sheet–risk characteristics. Considering that the probability of failure for these banks is relatively low, these results may suggest that the efficacy of insider ownership in mitigating the agency problem could be affected by the costs perceived by the managers associated with aligning their interests with outside stockholders (i.e., the expected loss of benefits from control of the firm in the event of failure).

    Notes: This study focuses on variation in managers’ accounting choices given motivations to use accounting accruals opportunistically. Prior research identifies a number of motivations arising from accounting–based contracts that encourage opportunistic reporting by managers. However, prior research implicitly assumes all managers respond identically to the same contractual motivations. This study identifies variation in managers’ responses to contractual motivations involving accruals that is related to managers’ stewardship of corporate assets. Evidence shows that modeling how managers use corporate assets enhances the explanation of their accounting choices given motivations to (a) use accruals opportunistically, and (b) to smooth income via accruals. Managers with high ratings on judicious use of corporate assets are less responsive to motivations to use accruals opportunistically, and to smooth income via accruals, than managers with low ratings. This evidence suggests that not all managers are equally opportunistic, and that modeling this factor helps explain cross–sectional differences in managers’ accounting choices.
