    Description: The introduction of village courts in Papua New Guinea in 1975 was an ambitious experiment in providing semi-formal legal access to the country's overwhelmingly rural population. Nearly 50 years later, the enthusiastic adoption of these courts has had a number of ramifications, some of them unanticipated. Arguably, the village courts have developed and are working exactly as they were supposed to do, adapted by local communities to modes and styles consistent with their own dispute management sensibilities. But with little in the way of state oversight or support, most village courts have become, of necessity, nearly autonomous. Village courts have also become the blueprint for other modes of dispute management. They overlap with other sources of authority, so the line between what does and does not constitute a 'court’ is now indistinct in many parts of the country. Rather than casting this issue as a problem for legal development, the contributors to Grassroots Law in Papua New Guineaask how, under conditions of state withdrawal, people seek to retain an understanding of law that holds out some promise of either keeping the attention of the state or reproducing the state’s authority.

    Description: Resisting Indonesia's Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.

    Description: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

    Description: Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’. The China Story Yearbook: Chains provides informed perspectives on these and other important stories from 2022.

    Description: In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster's diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. With A Young Englishman in Victorian Hong Kong, Penny sheds new light on the history of the region.

    Description: Nese is a dying Oceanic language spoken on the island of Malekula, in northern Vanuatu. This book, based on first-hand fieldwork data, and without adhering to any particular syntactic framework, presents a synchronic grammatical description of Nese's phonology and syntax. Despite being on the verge of extinction, with fewer than 20 living speakers, the language displays intriguing properties—including but not exclusive to the cross-linguistically rare apicolabial phonemes, interesting vowel-raising patterns in some word classes, and a discontinuous negation relationship that is obligatorily expressed with the irrealis mood marker. This book will probably be the last work published on Nese.

    Description: In China between Peace and War, Victor S. C. Cheng explores the gripping history of peace talks and international negotiations from 1945 to 1947 that helped determine the shape of the Chinese Civil War. The book focuses on the efforts of the two belligerent parties—​the Chinese Nationalists, or Guomindang, and the Communists—to achieve an enduring peace. It presents previously unexplored major elements of the peace talks: ambiguous treaties, package deals and short-term solutions. It identifies the burning challenges that confronted attempts at peacemaking, including the two warring parties' high-risk decision-making styles and the temptation to veto agreements and resume fighting. Cheng argues against popular notions that differences between the two belligerents in the Chinese Civil War were irreconcilable, that the failure of the peace talks was predetermined and that the US government mediators needed to remain neutral. Because the actions around the negotiating table occurred in a developing theatre of war, Cheng also explores the military decision-making of the opposing sides as well as the conflicts that ultimately plunged China into the world’s largest military engagement of the seven-plus decades since World War II. China between Peace and War highlights the contradictory role of political leaders who micromanaged the military, including their struggle to connect political objectives and military power, their rhetorical use of the 'decisive war’ concept, and their pursuit of radical military-political goals at the expense of a negotiated peace.

    Description: This book contains the annotated diary of Adolf and Mary (Polly) Hartmann, missionaries of the Moravian Church who worked at the Ebenezer mission station on Wotjobaluk country, in the north-west of the Colony of Victoria, Australia. The diary begins in 1863, as the Hartmanns are preparing to travel from Europe to take up their post, and ends in 1873, by which time they are working in Canada as missionaries to the Lenni Lenape people. Recording the Hartmann's eight years at the Ebenezer mission, the diary presents richly detailed insights into the daily interactions between Aboriginal people and their colonisers. The inhabitants of the mission are overwhelmingly described in the diary as agents in their lives, moving in and out of the missionaries’ sphere of influence, yet restricted at times by the boundaries of the mission. The diary reveals moments of laughter, shared grief, community, advocacy and reciprocal learning, alongside the mundane everyday chores of mission life. Through the personal writings of a missionary couple, this diary brings to light the regular, routine and extraordinary events on a mission station in Australia in the third quarter of the nineteenth century—a period just prior to British high imperialism, and a period before increasingly restrictive legislation was enforced on Indigenous people in the Colony of Victoria.

    Description: Is preparing for war the best means of preserving peace? In Sisters in Peace, Kate Laing contends that this question has never been solely the concern of politicians and strategists. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

Not only did it bring a change of government; it also saw the lowest number of primary votes for the major parties and the election of the greatest number of Independents to the lower house since the formation of the Australian party system.     Description: Memory in Place brings together Indigenous and non-Indigenous scholars and practitioners grappling with the continued potency of memories and experiences of colonialism.     Description: Mandates and Missteps is the first comprehensive history of Australian government scholarships to the Pacific, from the first scheme in 1948 to the Australia Awards of 2018. The study of scholarships provides a window into foreign and education policy making, across decades, and the impact such policies have had on individuals and communities. This work demonstrates the broad role these scholarships have played in bilateral relationships between Australia and Pacific Island territories and countries. The famed Colombo Plan is here put in its proper context within international aid and international education history. Australian scholarship programs, it is argued, ultimately reflect Australia, and its perception of itself as a nation in the Pacific, more than the needs of Pacific Island nations. Mandates and Missteps traces Australia's role as both a coloniser in the Territory of Papua and New Guinea and a participant in the process of decolonisation across the Pacific.     Description: The Road to Batemans Bay is the story of competing ventures to create 'the Great Southern Township' on the South Coast of New South Wales in the early 1840s. The idea of developing the furthest reaches of settlement was linked to the hopes of southern woolgrowers for a road from their properties to the coast, over the Great Dividing Range. The township proponents dreamed that having a quicker and cheaper connection to Sydney would allow them to open a port second only to Port Jackson. The scene begins with the proposed coastal township of St Vincent, in an age of optimism: settlement is expanding, exports are growing and land prices are soaring, generating Australia’s first land boom. Before long, however, the colony experiences a catastrophic economic depression whose ‘pestilential breath’ infects those with a stake in the coastal townships. Alastair Greig follows the fate of these individuals, while also speculating on the broader fate of South Coast development during the mid-nineteenth century. Greig gives a unique insight into many aspects of colonial life—including the worlds of Sydney’s merchants, auctioneers, land speculators, surveyors, map-makers and lawyers—as well as its maritime challenges. The Road to Batemans Bay is a chronicle of how Australia first developed its land-gambling habit and how land speculation led to the road to ruin.

    Description: Science, the growth of reliable knowledge, became a major triumph of the European Enlightenment in the seventeenth century, under the guise of 'natural philosophy': investigating what the earth and universe are made of and how things work. It took another century for the parallel subject ‘natural history’ to glimpse how the earth, its geography and its richly diverse life came to be. Later, geology and biology became intertwined as biogeohistory—an ever-changing environmental theatre hosting an ever-changing evolutionary play. This environmental theatre has shifted with the making and breaking of supercontinents, the birth and death of global oceans, and the rise and fall of global hothouses and ice ages. The evolutionary play begins with biostratigraphy, wherein fossils revealed deep time and ancient environments and built the first meaningful geological timescale, and ends with the still young science of palaeoceanography—central to which are microfossils, rich in information about the oceans and climates of the past. In Southern Limestones under Western Eyes, Brian McGowran recounts the history of biogeohistory itself: the ever-changing perceptions of rocks, fossils and landscapes, from the late 1600s to the present. McGowran’s focus is southern Australia, the north shore of the dying Australo-Antarctic Gulf, in an era bracketed by two catastrophes: the extinction of dinosaurs and the emergence of humans.

    Description: Wally Johnson and Neville Threlfall re-examine the explosive volcanic eruptions that in 1937–43 killed more than 500 people in the Rabaul area of East New Britain, Papua New Guinea. They reassess this disaster in light of the prodigious amount of new scientific and disaster-management work that has been undertaken there since about 1971, when strong tectonic earthquakes shook the area. Comparisons are made in particular with volcanic eruptions in 1994–2014, when half of Rabaul town was destroyed and then abandoned. A striking feature of historical eruptive periods at Rabaul is the near‑simultaneous activity at Vulcan and Tavurvur volcanoes, on either side of Rabaul Harbour. Such rare 'twin' eruptions are interpreted to be the result of a common magma reservoir beneath the harbour. This interpretation has implications for ongoing hazard and risk assessments and for volcano monitoring in the area.

    Description: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores. It emphasises the importance of continued engagement in understanding different approaches to public administration—confirming fundamental philosophical differences where necessary but also looking for common ground and opportunities for shared learning.

    Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

    Description: This book provides collaborative research teams with a systematic approach for addressing complex real-world problems like widespread poverty, global climate change, organised crime, and escalating health care costs. The three core domains are 1. Synthesising disciplinary and stakeholder knowledge, 2.     Description: The Western and Central Pacific Ocean is home to the largest tuna fishery in the world - around half of the world's tuna supply - and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts. Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

    Description: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat's fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life.     Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: Living Art: Indonesian Artists Engage Politics, Society and History is inspired by the conviction of so many of Indonesia's Independence-era artists that there is continuing interaction between art and everyday life. In the 1970s, Sanento Yuliman, Indonesia’s foremost art historian of the late twentieth century, further developed that concept, stating: 'New Indonesian Art cannot wholly be understood without locating it in the context of the larger framework of Indonesian society and culture’ and the ‘whole force of history’.     Description: In the late 19th and early 20th centuries, most countries in Europe and English-speaking countries outside Europe experienced a fertility transition, where fertility fell from high levels to relatively low levels. England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

These are universal themes for any archaeological research with the increasing employment of science-based studies proving to be a key to understanding the place of humans as subjects and agents of change over time. This collection of refereed papers covers the thematic fields of geoarchaeology, archaeobotany, materials analysis and chronometry, with particular emphasis on the first two. The editors Andrew Fairbairn, Sue O'Connor and Ben Marwick outline the special value of these contributions in the introduction. The international nature of archaeological science will mean that the advances set out in these papers will find a receptive audience among many archaeologists elsewhere. There is no doubt that the story that Australasian archaeology has to tell has been copiously enriched by incorporating a widening net of advanced science-based studies. This has brought attention to the nature of the environment as a human artefact, a fact now more widely appreciated, and archaeology deals with these artefacts, among others, in this way in this publication.

    Description: For centuries, law was used to subordinate women and exclude them from the public sphere, so it cannot be expected to become a source of equality instantaneously or without resistance from benchmark men—that is, those who are white, heterosexual, able-bodied and middle class. Equality, furthermore, was attainable only in the public sphere, whereas the private sphere was marked as a site of inequality; a wife, children and servants could never be the equals of the master. Despite their ambivalence about the role of law and its contradictions, women and Others felt that they had no alternative but to look to it as a means of liberation. This skewed patriarchal heritage, the subtext of this collection of essays, has continued to impede the quest for equality by women and Others. It informs not only gender relations in the private sphere, as illustrated by domestic violence and sexual assault, but also the status of women in the public sphere. Despite the fact that women have entered the paid workforce—including the professions—in large numbers, they are still expected to assume responsibility for the preponderance of society's caring. The essays show how maternal and caring roles, which are still largely viewed as belonging to an unregulated private sphere, continue to be invoked to detract from the authority of the feminine in the public sphere. The promise of antidiscrimination legislation in overcoming the heritage of the past is also shown to be somewhat hollow.

    Description: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence.In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

    Description: This book explores the extent and causes of attrition and retention in university Language & Culture (L&C) programs through a detailed analysis of an institutional case study at The Australian National University (ANU). Using extensive data collected through student surveys, coupled with data mining of university-wide enrolment data, the authors explore the enrolment and progress of students in all ANU L&C programs. Through their detailed statistical analysis of attrition and retention outcomes, the authors reveal serious inadequacies in the traditional, and common, methodology for determining the extent of student attrition and retention in tertiary L&C programs. Readers are shown why a year-to-year comparison of students who continue or discontinue language studies using traditional statistical methodology cannot provide data that is sufficiently meaningful to allow for sound policy- and decision-making. The authors instead suggest a more valid, replicable methodology that provides a new approach potentially applicable to all disciplines and all student retention measures. The authors also demonstrate that the empirical data supports a new hypothesis for the reasons for attrition, based on students’ relative belief or doubt in their capacity to complete their studies successfully. By highlighting the importance of language capital as a factor in students’ concerns about their capacity for success, and hence in their decisions to stay in, or leave, a university language program, the authors show the importance of the ‘doubters’ dilemma’. By taking a rigorous approach to hypothesis building and testing around enrolment and attrition data, the authors provide valuable insights into attrition issues, and potential retention strategies, in L&C programs, which will be relevant to institutions, policy-makers and teaching academics.

    Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all 'new and interesting facts' about Aboriginal Australia. Despite falling foul with some of the most powerful figures in British and Australian anthropology, Mathews published some 2200 pages of anthropological reportage in English, French and German. His legacy is an outstanding record of Aboriginal culture in the Federation period. This first edited collection of Mathews' writings represents the many facets of his research, ranging from kinship study to documentation of myth. It include eleven articles translated from French or German that until now have been unavailable in English. Introduced and edited by Martin Thomas, who compellingly analyses the anthropologist, his milieu, and the intrigues that were so costly to his reputation, Culture in Translation is essential reading on the history of cross-cultural research. The translations from the French are by Mathilde de Hauteclocque and from the German by Christine Winter.

    Description: In May 2006 Fiji held its tenth general election since independence in 1970. In a country with an unenviable history of electoral trauma, the mood was apprehensive if not tense - not least because of controversial public statements against the incumbent Qarase government being made by the commander of Fiji's military forces. Despite a record number of parties and candidates, the winners were the two big parties - the heavily church-backed SDL, the party of choice of the majority of indigenous Fijians; and the Fiji Labour Party, the party preferred by most Indo-Fijians. Although the result was ethnically polarised, for the first time in Fijian history the successful candidates came together to share power in a constitutionally ordained multiparty cabinet, with Laisenia Qarase retaining the prime ministership. But the fragile collaboration was short-lived. On 5 December 2006, Commodore Voreqe Bainimarama ordered a military takeover, declaring himself 'President', ousting the elected government and replacing it with an 'interim' government of his choice, and once again throwing Fiji into political turmoil.     Description: The colour of carbon matters. Green carbon is the carbon stored in the plants and soil of natural ecosystems and is a vital part of the global carbon cycle. This report is the first in a series that examines the role of natural forests in the storage of carbon, the impacts of human land use activities, and the implications for climate change policy nationally and internationally. REDD (“reducing emissions from deforestation and degradation") is now part of the agenda for the “Bali Action Plan" being debated in the lead-up to the Copenhagen climate change conference in 2009. Currently, international rules are blind to the colour of carbon so that the green carbon in natural forests is not recognised, resulting in perverse outcomes including ongoing deforestation and forest degradation, and the conversion of extensive areas of land to industrial plantations. This report examines REDD policy from a green carbon scientific perspective. Subsequent reports will focus on issues concerning the carbon sequestration potential of commercially logged natural forests, methods for monitoring REDD, and the long term implications of forest policy and management for the global carbon cycle and climate change.

    Description: The world's two largest economies, the United States and China, are locked in a trade war, complicating policy choices internationally. These choices are sharper for the countries of East and Southeast Asia than they are elsewhere, because the multilateral rules-based economic order on which East Asian economic integration and cooperation is built is under threat. Economic policy has never been separate from security considerations. For decades, the national security risks inherent in economic exchange have been mitigated under a US-led system that allowed the strengthening of economic ties, including between China and the rest of the world. But economics and security are increasingly entangled in a way that is damaging to both, creating a dangerous trade-off. Now, as global uncertainties grow, the risks of international exchange—rather than its benefits—are beginning to dominate the calculus for some policymakers. Against this backdrop, how can Southeast Asian countries and US allies in Asia balance their security interests and their economic interests? And how can these countries, individually and collectively, broaden their policy options and deepen economic integration? This volume investigates the domestic and international dimensions of these questions.

    Description: Family Experiments explores the forms and undertakings of ‘family’ that prevailed among British professionals who migrated to Australia and New Zealand in the late nineteenth century. Their attempts to establish and define ‘family’ in Australasian, suburban environments reveal how the Victorian theory of ‘separate spheres’ could take a variety of forms in the new world setting. The attitudes and assumptions that shaped these family experiments may be placed on a continuum that extends from John Ruskin’s concept of evangelical motherhood to John Stuart Mill’s rational secularism. Central to their thinking was a belief in the power of education to produce civilised and humane individuals who, as useful citizens, would individually and in concert nurture a better society. Such ideas pushed them to the forefront of colonial liberalism. The pursuit of higher education for their daughters merged with and, in some respects, influenced first-wave colonial feminism. They became the first generation of colonial, middle-class parents to grapple not only with the problem of shaping careers for their sons but also, and more frustratingly, what graduate daughters might do next.

    Description: Secretaries of government departments in Australia are the bureaucratic leaders of their generation. They are ambitious, highly-talented executives who have risen to the very pinnacle of their chosen vocation - public service to the Australian nation - usually after having spent most, if not all, of their professional careers dedicated to the public service. They serve governments as their top advisers and in policy terms are often some of the most important decision-makers in the country. This collection brings together the valedictory speeches and essays from a departing group of secretaries (and one or two other equivalent agency heads) who left the Australian Public Service between 2004 and 2011. Over this period of time it gradually became accepted that departing secretaries and heads of significant agencies would present a valedictory address to their peers at a public farewell function. The first two speeches in this collection were initiated informally and given at functions organised by their agencies; in 2005 the process was formalised with the Australian Public Service Commission acting as organiser. These contributions contain reflections, commentaries, occasional fond memories or key turning-points in careers, critiques of changes that have occurred and an outline of the remaining challenges their successors will face as the public administrators of tomorrow. From the outset it is clear that there is no uniform message, no single narrative levelled either in praise or in criticism, other than pride in the public service and strong belief in the contribution it makes to the Australian community. They have their own personal 'takes' on how the public service looks to them, on its performance and on the challenges confronting public administration into the future. Most spend some time looking back, reflecting on the extent of change that has occurred over the length of their careers; but equally importantly they look forward, anticipating future policy dilemmas and capacity challenges. John Wanna holds the Sir John Bunting Chair of Public Administration at the Research School of Social Sciences at The Australian National University and is director of research for the Australian and New Zealand School of Government (ANZSOG). Andrew Podger is professor of public administration at The Australian National University and adjunct professor at Griffith University and Xi'an Jiao Tong University. A former Australian Public Service Commissioner and secretary of the departments of Health and Aged Care, Housing and Regional Development, and Administrative Services, he retired from public service in 2004. Sam Vincent is a Canberra-based freelance journalist who contributes to The Sydney Morning Herald, The Sun-Herald, The Age and Inside Sport magazine.

Coastal Themes builds a detailed chronology of Aboriginal occupation for the southern Curtis Coast in Queensland.     Description: In the years between the two world wars of the twentieth century leaders in Western countries worried about a food surplus. The hardships of the Great Depression were intensified by a glut of wheat and consequent low prices on the world market. Yet at the same time nutrition scientists protested that significant proportions of populations, even in affluent countries, were unable to afford a diet ‘adequate for health’. Fresh fruits, vegetables, dairy products and meat were out of reach for the poor. This book traces the work of three men who sought to bring together the interests of farmers and the needs of the hungry: scientist and passionate campaigner for better nutrition, John Boyd Orr; Australian politician and international statesman, Stanley Melbourne Bruce; and Economic Adviser to Bruce at the Australian High Commission in London, Frank Lidgett McDougall. Bruce once said ‘McDougall brings me a new idea every morning’. One of those ideas became the genesis of their work, which helped bring about the formation of the Food and Agriculture Organization of the United Nations in 1945. All three undertook significant roles in the formative years of the organisation. The story of this contribution to the international world order is little known. The cooperation, diplomacy and persistence of these men provides inspiration for tackling the alarming prospect of food shortages in the present century.

    Description: In 2002 China enters the WTO. Long awaited by the world's trading economies, it now comes in a year of global recession. What effect will China's entry into the WTO have at a difficult time? The rapid expansion of China's trade has required large adjustment in its trading partners, and the expansion and adjustment will accelerate with WTO entry. The internal adjustment pressures in China from WTO entry are also immense. Recently dubbed Australia's Ambassador to the region by Rowan Callick of the Financial Review, Ross Garnaut was Australia's ambassador to China through an earlier exciting period when China took its first major steps towards opening to international trade and investment. He was instrumental in the development of China's thinking about the WTO. Ross Garnaut is Chairman of the China Economy and Business Program at The Australian National University. Australian members of the Program and their associates gather each year for the China Update. Ligang Song is leading authority on the internationalisation of the Chinese economy and on the development of the private sector in China. He has worked at Peking University and People's University in Beijing and at the International University in Tokyo.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes's General Theory among policymakers before most of their counterparts elsewhere.

    Description: This book is a story. It’s a story about ordinary people in very different parts of the world dealing with rapid change in the late twentieth and early twenty-first centuries. It’s about times of turbulent and violent social upheaval and rupture with the past. It’s about modern times. It’s also about being human; what it is to be human in a modernising and globalising world; how, in responding to the circumstances of their times, different groups define, redefine, and attempt to put into practice their understandings of the good and of what constitutes a good life. And it’s about how human rights have come to be not abstract universal principles but a practical source of consciousness and practice for real people. Drawing on the author’s experience as an anthropologist, the book examines different groups over the last three decades of the twentieth century and the first years of the twenty-first: Thai factory workers over a period of two coups in the 1970s; Spanish nuns in the 1980s, in the aftermath of the Second Vatican Council and the end of the Franco dictatorship; Aboriginal people in the remote Pilbara region of Western Australia dealing with the impact of late colonialism and moves towards self-determination, from the 1980s to the present. Each of these groups has its own stories, illuminating ways in which, despite the assault of modernisation on deeply held traditional beliefs and practices, particular cultural understandings and practices continue to shape people’s responses to their novel circumstances.     Description: This is the second volume to emerge from a project on Indigenous participation in the Australian economy, funded by an Australian Research Council (ARC) Linkage Grant, and involving the cooperation of the School of Archaeology and Anthropology at The Australian National University and the National Museum of Australia. The Chief Investigators were Ian Keen, Chris Lloyd, Anthony Redmond, the Partner Investigator was Mike Pickering, Fiona Skyring was an associate researcher on the project, and Natasha Fijn was research assistant. The present volume arises out of a conference in Canberra on Indigenous Participation in Australian Economies at the National Museum of Australia on 9-10 November 2009, which attracted more than thirty presenters. The diverse themes included histories of economic relations, the role of camels and dingoes in Indigenous-settler relations, material culture and the economy, the economies of communities from missions and stations to fringe camps and towns, the transitions from payment-in-kind to wage economies and Community Development Employment Projects, the issue of unpaid and stolen wages, local enterprises, and conflicts over development. Sixteen of those papers have been developed as chapters in this volume, together with a foreword by Professor Jon Altman. This book comprises a companion volume to Indigenous Participation in Australian Economies: Historical and Anthropological Perspectives, published by ANU E Press in 2010.

    Description: In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer 'islands of hope' for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: The fortieth anniversary of the Strategic and Defence Studies Centre's founding provided the opportunity to assemble many of Australia's leading analysts and commentators to review some of the more significant issues that should define Australian defence policy.In the first 20 years after its establishment, SDSC scholars played a prominent role in shaping the ideas and aspirations that eventually found official expression in the 1987 Defence of Australia White Paper. This policy sustained a coherent balance between strategy, force structure and budgets for well over a decade. In recent years, however, the cumulative effects of the end of the Cold War and watershed events like the East Timor experience; the attacks on New York and Washington, D.C., in September 2001; the Bali bombings in October 2002; and the invasion of Iraq in March 2003 have fractured the former consensus on defence policy. These developments have eroded acceptance of the core judgements underpinning defence policy. This has led to a more tenuous connection between some recent major equipment acquisitions and declared policy.The unravelling of the consensus on the 'defence of Australia' policy means that we must again undertake a balanced, long-term assessment of the nature of Australia's strategic interests. Only by doing so can we determine the kinds of armed forces that would contribute most effectively to protecting those interests. The papers collected in this volume are not informed by a common view of where Australia should focus its defence policy, but all address themes that should figure prominently in this difficult but essential task.

    Description: A racially-weighted Constitution, promulgated by decree in 1990, divided the country and invited international condemnation, and the economy suffered from the collapse of institutions of good governance. In 1995, an independent Constitution Review Commision appointed by the Fijian parliament, recommended wide-ranging changes to the Constitution. Its report formed the basis of a new Constitution promulgated, after wide-ranging consultation and debate, in 1997. Two years later, Fiji held a general election under it. This collection of essays looks at the politics and dynamics of that momentous event, and the role of key individuals and institutions in producing an outcome that, a year later, plunged Fiji into its first major crisis of the twenty-first century. The essays look at some of the key political and development issues on the eve of the crisis, but the relevance to the current debates about the nature and meaning of politics in Fiji remains. All the contributors are recognised and longstanding specialists in their fields.

    Description: 'Mind the Gap!' is an almost iconic exhortation, originating in the London Underground, warning travellers to be careful when navigating the 'gap' between the platform and train. In this volume, Peter Carroll, Rex Deighton-Smith, Helen Silver and Chris Walker retrospectively assess the 'gap' — no less dynamic and perilous in a public policy context — between the promise and performance of successive waves of regulation in Australia since the 1980s. Regulatory bodies exist to exercise what might be broadly termed 'control functions' and, by nature, tend to be conservative both in their culture and operations. Institutional conservatism does not, of necessity, preclude the exercise of creativity and foresight, both of which are sorely required if government is to successfully meet the challenge of delivering more effective and less costly regulation. The business and policy environment is complex, the risks are great and the rewards of success and the costs of failure will be enormous. The true measure of success will be how effectively we are able to close the gap between promise and performance.

    Description: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such ‘futures’. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of ‘value’, ‘identity’, and ‘community’ are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and ‘livelihood’ activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of ‘country’, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

    Description: Every five years, the Australian treasurer is required to publish an intergenerational report (IGR), which examines the long-term sustainability of current government policies and seeks to determine how demographic, technological and other structural trends might affect the economy and the budget in coming decades. Despite these lofty objectives, the five IGRs produced from 2002 have received only muted applause. Critics say that they are too mechanical, too narrow and too subject to the views of the government of the day and that they don't provide the intended wake-up call for public understanding of looming economic, social and environmental issues. This analysis of the most recent IGR (2021) is based on a workshop hosted by the Academy of the Social Sciences in Australia. While finding that the 2021 IGR is an improvement on the previous report (2015), the authors identify several fiscal and broader policy issues that deserve greater attention, including Australia’s structural deficit, rising inequality and the impacts of climate change. They argue that the report fails to discuss the policies required to support greater resilience against future shocks, including the case for earlier budget repair. They propose that future IGRs be prepared with greater independence, cover all levels of government, have more transparent analysis and draw upon a wider 'wellbeing’ approach to long-term sustainability. This book aims to attract close attention from public officials and politicians and generate constructive debate in the community.

    Description: This book presents inter-disciplinary perspectives on the maritime journeys of the Macassan trepangers who sailed in fleets of wooden sailing vessels known as praus from the port city of Makassar in southern Sulawesi to the northern Australian coastline. These voyages date back to at least the 1700s and there is new evidence to suggest that the Macassan praus were visiting northern Australia even earlier. This book examines the Macassan journeys to and from Australia, their encounters with Indigenous communities in the north, as well as the ongoing social and cultural impact of these connections, both in Indonesia and Australia.
