    Description: Este estudio examina de manera empírica el efecto que tiene una mejora en las condiciones de la gobernabilidad en la gestión del riesgo sobre las pérdidas humanas ante la ocurrencia de un desastre. Para medir la gobernabilidad en la gestión del riesgo de desastres (GGRD), este análisis se fundamenta en el Índice de Gobernabilidad y de Políticas Públicas (iGOPP), desarrollado por el Banco Inter-Americano de Desarrollo, que caracteriza el desarrollo normativo, institucional y presupuestal sobre gestión de riesgo de desastres de un país. Utilizando modelos econométricos de datos de recuento con efectos fijos por año y país en un panel de datos de 15 países de América Latina y el Caribe para el periodo 1980-2014, este análisis demuestra que una mejora en la gobernabilidad de gestión del riesgo conlleva a una reducción significativa en la probabilidad de sufrir pérdidas humanas causadas por desastres naturales. Específicamente, un punto adicional en el iGOPP está asociado con una reducción entre 3 y 9% del total de fatalidades causadas por desastres naturales de gran magnitud. Los resultados sugieren que la creación de condiciones para mejorar la gobernabilidad en la gestión del riesgo es un elemento crucial no solo para revertir el impacto negativo de las causas subyacentes de vulnerabilidad social, como las deficiencias en el Sistema económico y una débil capacidad institucional, sino también para contrarrestar el efecto de presiones dinámicas como la rápida urbanización, degradación ambiental e ineficiencias de los mercados.

    Description: This paper discusses theoretical and practical issues related to long-term care (LTC) services in Latin America. Demand for these services will rise as the region undergoes a swift demographic transition from its currently young population to a rapidly aging one, especially since the region's aging cohorts are more prone to experience a decline in their functional and physical abilities than elderly people elsewhere in the world. We argue that private insurance markets are ill-equipped to provide coverage to meet the need for LTC, while the amount of personal savings required to afford self-insurance is prohibitively high. We study how developed economies have dealt with the issue of LTC and pay special attention to the most salient features of their LTC programs. We then direct the discussion to Latin America, where LTC may not be an immediate priority, but governments are likely to encourage the development of LTC programs as demand for them steadily grows. In particular, policymakers are probably going to focus initially on LTC programs for the poor and the vulnerable, for whom LTC affordability is a greater problem. We therefore study how basic elements of policy design affect costeffectiveness of LTC programs by means of a formal model. Our study shows that propoor programs are more cost effective when people have the option to receive cash subsidies, and the availability of in-kind and in-cash choices reduces program costs overall. We argue that our findings are natural starting points to start thinking about LTC program development in the region.

    Description: Un sistema de transporte público urbano eficiente contribuye con mejorar la calidad de vida de sus usuarios, a la vez que fomenta el crecimiento y desarrollo económico local. Es por eso que la Quinta Reunión de la Red de Transporte del Diálogo Regional de Política del Banco Interamericano de Desarrollo, llevada a cabo en octubre de 2015, tuvo como objetivo presentar y discutir las mejores prácticas internacionales sobre los modelos de fondeo y financiamiento disponibles para la construcción de infraestructura para servicios de transporte público urbano, así como para la dotación de equipamiento para su operación. Este documento se presenta como seguimiento de la Quinta Reunión de la Red de Transporte. Su objetivo es documentar las mejores practices internacionales en materia de fondeo y financiamiento para el transporte público urbano. Para lograr lo anterior, se muestra una primera distinción entre el fondeo y el financiamiento de la infraestructura y cómo se vincula este debate con estrategias fiscales que pueden llevar a un mayor impulso de los sistemas de transporte a nivel local. Posteriormente, se analizan algunas de las opciones de fondeo desde la óptica local y la importancia de los recursos propios como instrumento para detonar la inversión, así como los esquemas de apoyo a nivel nacional para favorecer el desarrollo de los sistemas de transporte urbano. El documento continúa con una discusión sobre el financiamiento privado de los proyectos, lo que incluye una comparación entre los mecanismos crediticios disponibles según sus características (la calificación de crédito aceptada, los costos del capital, la duración del crédito, las condiciones de los préstamos y los costos de transacción). Además, se aborda el tema de las Asociaciones Público Privadas (APP) como mecanismo para incrementar el financiamiento para el transporte urbano, incluyendo sus ventajas y riesgos. Más adelante, el documento presenta los instrumentos de financiamiento internacional, mediante los Bancos Multilaterales de Desarrollo (BMD), incluyendo las opciones para el financiamiento climático. También se muestran algunos mecanismos de recuperación de plusvalías que permiten incrementar el financiamiento para transporte urbano gracias al impacto positivo en los valores del suelo que trae consigo este tipo de proyectos. Por último, se discuten algunos de los factores que facilitan o inhiben la ejecución de proyectos de transporte público urbano, incluyendo las barreras que enfrentan los gobiernos locales y los mecanismos de coordinación necesarios para su mplementación. El documento concluye con una serie de recomendaciones que, partiendo de los diferentes elementos de las finanzas públicas (ingreso, gasto y deuda), así como de la importancia de la participación del sector privado para el desarrollo del sector, pretenden establecer orientaciones generales para el adecuado financiamiento de los sistemas de transporte público urbano en la región.

    Description: Muchos hogares pobres en los países en desarrollo enfrentan problemas de liquidez. Como resultado, es probable que inviertan menos de lo necesario en el capital humano de sus niños. Utilizando datos de Ecuador, proporcionamos nueva evidencia sobre los efectos de largo plazo (10 años) de las transferencias monetarias. Nuestro análisis se basa en dos fuentes de datos diferentes y en dos estrategias de identificación. Primero, extendemos los resultados de un experimento que asignó aleatoriamente niños menores de 6 años a grupos de tratamiento “temprano” o “tardío”. Aunque el grupo de tratamiento temprano recibió el doble de transferencias totales, no enconramos diferencias entre los niños de ambos grupos en términos de su rendimiento en una variedad de pruebas. Segundo, utilizamos un diseño de regression discontinua aprovechando el uso de un “índice de pobreza” para determinar la elegibilidad para las transferencias. Nos enfocamos en niños que se encontraban justo por encima y justo por debajo del umbral de elegibilidad cuando estaban al final de la infancia y comparamos su rendimiento escolar y su estatus laboral 10 años más tarde. Las transferencias aumentaron la finalización de la escuela secundaria, pero los efectos son pequeños: entre 1 y 2 puntos porcentuales de una tasa contrafactual de finalización escolar del 75 por ciento. Concluimos que cualquier efecto de las transferencias monetarias en la transmisión intergeneracional de la pobreza en Ecuador será apenas modesto.
    Description: Many poor households in developing countries are liquidity-constrained. As a result, they may under-invest in the human capital of their children. We provide new evidence on the long-term (10-year) effects of cash transfers using data from Ecuador. Our analysis is based on two separate sources of data and two identification strategies. First, we extend the results from an experiment that randomly assigned children under the age of 6 years to early or late treatment groups. Although the early treatment group received twice as much in total transfers, we find no difference between children in the two groups on performance on a large number of tests. Second, we use a regression discontinuity design exploiting the fact that a poverty index was used to determine eligibility for transfers. We focus on children who were just-eligible and just-ineligible for transfers when they were in late childhood, and compare their school attainment and work status 10 years later. Transfers increased secondary school completion, but the effects are small, between 1 and 2 percentage points from a counterfactual school completion rate of 75 percent. We conclude that any effect of cash transfers on the inter-generational transmission of poverty in Ecuador is likely to be modest.

    Description: Este estudio presenta evidencia empírica sobre los determinantes de la adopción de certificaciones internacionales de calidad (ISO) y sus efectos sobre el desempeño de las empresas argentinas en los años 2006 y 2010. Los resultados indican que las firmas exportadoras, extranjeras y de mayor tamaño en términos de empleados presentan mayor nivel de adopción, mientras que aquellas empresas que tienen problemas de acceso al financiamiento tienen una adopción menor. Por otro lado, la obtención de certificaciones tiene un efecto positivo en la probabilidad de exportar y el monto exportado, y, además, genera una reducción en la restricción al crédito de las empresas. Sin embargo, no se encuentra ningún efecto sobre ventas locales ni sobre distintas medidas de productividad de las firmas. Estos hallazgos sustentan la hipótesis de que mediante la señalización de calidad las certificaciones permiten resolver principalmente un problema de información asimétrica con respecto a clients externos e instituciones de crédito.

    Description: El desarrollo en la primera infancia predice lo que serán los resultados en la escolaridad y el mercado laboral en la edad adulta. En este documento usamos una estrategia de identificación de efectos fijos para evaluar el modo en que las diferencias en la calidad de los jardines de cuidado infantil afectan la comunicación, la motricidad fina y las destrezas en resolución de problemas de los niños menores de tres años. Demostramos que los niños logran resultados en su desarrollo significativamente mejores cuando han tenido en las aulas cuidadores más experimentados y cuidadores capaces de ofrecer interacciones de mayor calidad a los niños. Existe una heterogeneidad considerable en los efectos de la calidad del cuidador sobre el desarrollo infantil. Por lo general, los padres no pueden observar, o no valoran, la calidad del cuidado.
    Description: Development in early childhood predicts schooling and labor market outcomes in adulthood. In this paper we use a fixed effects identification strategy to assess how differences in the quality of child care affect the communication, fine motor, and problem solving skills of infants and toddlers. We show that children have significantly better development outcomes in classrooms with more experienced caregivers, and classrooms with caregivers who demonstrate higher-quality interactions with children. There is substantial heterogeneity in the effects of caregiver quality on child development. Parents either cannot observe, or do not value, the quality of care.

    Description: This paper analyzes the impact of a cluster tourism policy in the region of Colonia, Uruguay. The policy was implemented as part of an IDB-supported program. The study conducted a comparative analysis of Colonia vs. other tourism regions of the country applying a synthetic control method. This method of identifying the counterfactual is especially useful in comparative case studies where there are a limited number of control units. This is the first time that the synthetic control method has been applied to a cluster policy. The estimations show a positive impact of the cluster program on the inflow of international tourists to Colonia of 30 percent in the period 2008-2015; however, no significant impact on total expenditure was found.

    Description: La baja participación de los hogares más vulnerables en los servicios públicos sigue siendo uno de los grandes desafíos para el diseño e implementación de políticas. Existe una vasta literatura documentando los beneficios de la educación inicial para cerrar inequidades y brechas en el aprendizaje, pero existe mucha menos evidencia sobre cómo lograr que las familias de más bajos ingresos utilicen los programas de atención y educación inicial en centros ofertados por el estado. En este estudio se argumenta que la razón por la que se mantienen las brechas de participación es una deficiente gestión de las necesidades de estos hogares, en contextos en los que la participación laboral de los adultos del hogar suele ser crítica. Utilizando un estudio de caso, se presenta un modelo de oferta que incorpora en su diseño estrategias de gestión de la demanda que hacen que, en un contexto de mayor cobertura que el promedio nacional, estos jardines tengan mayor demanda que otros establecimientos gratuitos también ofertados en la Comuna.

    Description: Medir el desarrollo infantil temprano (DIT) mediante pruebas estándar de diagnóstico en estudios a gran escala resulta difícil y costoso. Por esto, con frecuencia se utilizan pruebas de tamizaje multidimensionales y pruebas que miden un solo dominio del desarrollo como alternativas (nos referimos a ellas como 'pruebas cortas'). La validez de las pruebas cortas en estos contextos es desconocida. En este estudio, analizamos la viabilidad, confiabilidad y validez concurrente de algunas de estas pruebas cortas de uso habitual, incluyendo tres pruebas de tamizaje multidimensionales-los Cuestionarios de Edades y Etapas, la Prueba de Tamizaje del Desarrollo de Denver, el Inventario del Desarrollo de Battelle -y dos pruebas que miden un solo dominio del desarrollo- la versión abreviada de MacArthur-Bates y los Hitos del Desarrollo Motor-en 1.311 niños y niñas de 6 a 42 meses en Bogotá, Colombia. Comparamos las puntuaciones obtenidas en estas pruebas cortas con las de las Escalas Bayley de Desarrollo Infantil, prueba que consideramos nuestro patrón de referencia. El Bayley se implementó en un centro por psicólogos, mientras que las pruebas cortas se realizaron en los hogares por encuestadores, tal y como se administrarían en una encuesta de hogar. La validez concurrente de las escalas cognitivas, de lenguaje y de motricidad fina de las pruebas multidimensionales con la escala correspondiente en el Bayley es baja en niños menores de 19 meses, si bien aumenta con la edad convirtiéndose en moderada a alta a partir de los 30 meses. En cambio, la concurrencia de las escalas de motricidad gruesa es alta en menores de 19 meses y disminuye a partir de esta edad. Con respecto a las pruebas que miden un solo dominio del desarrollo, los Hitos del Desarrollo Motor presentan un alto grado de validez con la motricidad gruesa en niños menores de 16 meses, y las escalas de lenguaje expresivo de la versión abreviada de MacArthur-Bates muestran una correlación moderada con el lenguaje en menores de 30 meses. Por dominio del desarrollo, la motricidad gruesa presenta el grado de validez más alto en menores de 19 meses, mientras que en niños de más de 19 meses, el desarrollo del lenguaje es el dominio que obtiene concurrencias mayores.
    Description: In low- and middle-income countries (LIMCs) measuring early childhood development (ECD) with standard tests in large scale surveys (i.e. evaluations of interventions) is difficult and expensive. Multi-dimensional screeners and single-domain tests ('short tests') are frequently used as alternatives. However, their validity in these circumstances is unknown. We examine the feasibility, reliability, and concurrent validity of three multi-dimensional screeners -the Ages and Stages Questionnaires (ASQ-3), the Denver Developmental Screening Test (Denver-II), the Battelle Developmental Inventory screener (BDI-2) -and two single-domain tests- the MacArthur-Bates Short-Forms (SFI and SFII) and the WHO Motor Milestones (WHO-Motor)-in 1,311 children 6-42 months in Bogota, Colombia. We compare scores on these short tests to those on the Bayley Scales of Infant and Toddler Development (Bayley-III), which we take as the 'gold standard'. The Bayley-III was given at a center by psychologists; whereas the short tests were administered in the home by interviewers, as in a survey setting. Concurrent validity of the multi-dimensional tests' cognitive, language, and fine motor scales with the corresponding Bayley-III scale is low below 19 months but increases with age, becoming moderate-to-high over 30 months. In contrast, gross motor scales' concurrence is high under 19 months and then decreases. Of the single-domain tests, the WHO-Motor has high validity with gross motor under 16 months, and the SFI and SFII expressive scales show moderate correlations with language under 30 months. Overall, the Denver-II seems the most feasible and valid multi-dimensional test and the ASQ-3 performs poorly under 31 months. By domain, gross motor development has the highest concurrence below 19 months, and language above. Results do not vary by household socio-economic status. Predictive validity investigation is nonetheless needed to further guide the choice of instruments for large scale studies.

    Description: Este trabajo analiza la relación entre la innovación y el empleo a nivel de firma. En particular, contribuye a generar evidencia sobre los efectos de la introducción de innovaciones (de producto o proceso) en el empleo y en su composición en términos de calificaciones. A estos fines, se utiliza el modelo originalmente propuesto por Harrison, Jaumandreu, Mairesse y Peters (2014) con un enfoque de variables instrumentales sobre datos para la industria manufacturera argentina en el período 2010-12. La evidencia sobre el vínculo entre innovación y empleo en economías desarrolladas muestra que los efectos dependen fundamentalmente del tipo de innovación (Harrison et al., 2014). En muchos casos, la introducción de nuevos procesos tiende a reducir el empleo. En cambio, la inclusión de nuevos productos puede generar reemplazos o aumentos en el empleo, que dependen del efecto neto entre los mecanismos de desplazamiento y compensación. La evidencia disponible para Argentina es muy escasa (De Elejalde, Giuliodori y Stucchi, 2011) y se basa en el período 1998-2001. Específicamente en dicho estudio, a pesar de que se observa una destrucción neta del empleo a nivel agregado, se evidencia el efecto amortiguador de las innovaciones de product pero no se constatan grandes cambios en la especialización de la mano de obra debido a la innovación. Estos efectos eran mayors en aquellas empresas que desarrollaban esfuerzos propios de investigación y desarrollo (I+D) y no solo adquirían conocimiento incorporado. Si bien esta evidencia permitió generar datos comparables con otros países de la región (Crespi y Tacsir, 2013; Crespi y Zuñiga, 2012) requiere ser evaluada a la luz de la nueva información disponible. Los resultados de este estudio muestran que si bien las innovaciones de proceso no tienen efecto en el crecimiento del empleo, las de producto tienen un efecto positivo en el empleo. Adicionalmente, las innovaciones de producto también generan un aumento en los niveles de eficiencia en la producción superior a la de los productos existentes. Por su parte, en lo que se refiere a composición del empleo en términos de calificación no se observan sesgos específicos.

    Description: Este estudio evalúa el impacto de asistencias técnicas a micro, pequeñas y medianas empresas (MiPyME) cofinanciadas por el Programa de Acceso al Crédito y Competitividad (PACC) en Argentina. El programa tiene como objetivo incrementar la competitividad de las MiPyME mediante aportes no reembolsables que cofinancian proyectos para desarrollar capacidades empresariales en distintas áreas. Para estimar los efectos del PACC se utiliza una base de datos con información sobre el universo de empresas empleadoras en Argentina desde 2005 hasta 2014 y se combinan metodologías de emparejamiento con efectos fijos y variable dependiente rezagada, explotando el límite inferior y el superior del efecto estimado (bracketing property) de estos dos métodos. Los resultados confirman que el apoyo del PACC es efectivo ya que mejora la competitividad de las firmas a partir de observar efectos positivos sobre empleo, exportaciones, supervivencia y salarios. Además, el estudio muestra que los efectos son heterogéneos de acuerdo al tipo de proyecto que se cofinancia o a la cantidad de apoyos, y también se encuentra que la mayor parte de los efectos se concentran en el primer apoyo recibido, lo cual genera información relevante que puede ser utilizada para un mejor diseño y focalización de este tipo de políticas. Los hallazgos confirman que la resolución de fallas de coordinación y asimetrías de información (vía señalización), que justifican la intervención pública en esta área, permiten que estos proyectos acontezcan y se traduzcan en ganancias de eficiencia para las MiPyME, lo que permite mejorar en última instancia su desempeño.

    Description: Este documento presenta la evaluación de impacto de corto plazo de un programa de erradicación de la mosca de la fruta en las áreas costeras de Perú. Aprovechando la variación arbitraria en las fronteras de intervención del programa, así como datos precisos de la ubicación geográfica de los hogares de los agricultores, utilizamos un enfoque de Regresión Discontinua Geográfica (RDG) para identificar los impactos del programa en diferentes variables agrícolas. Con este objetivo, se recolectaron datos a través de encuestas de línea de base y de seguimiento para 615 hogares—307 tratados y 308 controles—. Los datos de la línea de base muestran que las características de los productores y de sus predios agrícolas en las áreas tratadas y de control están balanceadas. Esto confirma que las fronteras de intervención del programa fueron establecidas en función de restricciones financieras y logísticas e independientemente de los niveles de incidencia de la plaga y/u otras características del productor y/o del predio agrícola. Los resultados muestran que los productores en las áreas tratadas mejoraron su conocimiento sobre la plaga y tienen mayor probabilidad de implementar mejores prácticas para la prevención y el control de la misma. Los productores beneficiaries también presentan mayor productividad y mayor valor de venta de sus cultivos frutales. La utilización de pruebas placebo confirma la robustez de estos resultados.

    Description: La teoría económica y la evidencia empírica disponible apoyan la tesis de que el direccionamiento del gasto público hacia bienes de naturaleza privada, en detrimento del gasto en bienes públicos, inhibe el desempeño del sector agrícola. Este trabajo presenta un análisis de la influencia de la composición de gastos relacionados con la agricultura en la generación de ingresos netos, mediante el uso de datos de 19 países de América Latina en el período 1985-2012. Los resultados econométricos demuestran que el total de gasto gubernamental en el sector agrícola influye positivamente en el desarrollo de la agricultura. Más importante aún, y de mayor relevancia económica en la práctica, al aumentar la fracción de gasto destinada a bienes públicos, ceteris paribus, se elevaría significativamente el ingreso rural medido como valor agregado del sector per cápita, para la población rural.
    Description: Economic theory and econometric evidence support the thesis that the displacement of government expenditures on public goods by subsidies to private goods inhibits the performance of the farm sector. This paper presents an analysis of the influence of the mix of expenditures related to agriculture on net income generation, using data for 19 Latin American and Caribbean countries during 1985-2012. The econometric results demonstrate that total government spending on the farm sector positively impacts agriculture's performance. More importantly, and of greater practical economic significance, increasing the share of expenditures committed to public goods, ceteris paribus, would significantly raise rural income as measured by sector value added per capita of the rural population.

    Description: En este trabajo se analizan tres organizaciones que implementan políticas de desarrollo productive en Uruguay: la Dirección Nacional de Recursos Naturales Renovables, los consejos sectoriales, y la Agencia Nacional de Investigación e Innovación. Los casos seleccionados muestran que durante la última década se realizó un gran esfuerzo por impulsar políticas de desarrollo productivo en Uruguay y formar capacidades para eso. Se aprecia también la diversidad de diseños institucionales en las organizaciones que actúan en las políticas de desarrollo productivo en el país. No obstante, se puede concluir que el proceso de construcción de capacidades no depende del tipo de organización sino de otros factores que hacen al ciclo de política –diseño, implementación o consolidación– y a la identificación más o menos precisa de la población objetivo de esa política. Los principales desafíos que aparecen para las capacidades estatales en la implementación de políticas de desarrollo productivo están asociados a la conformación de coaliciones que permitan articular mejor la acción pública, principalmente al interior del propio Estado, pero también con el sector privado.

    Description: Este trabajo analiza el impacto causal del pago de las transferencias monetarias condicionadas (TMC) del programa Familias en Acción en la tasa de violencia intrafamiliar a nivel municipal en Colombia. Al analizar la variación exógena de estos pagos en el tiempo y el espacio, se encuentra que durante los meses en los que las madres beneficiarias reciben el dinero la tasa de violencia intrafamiliar en el municipio se reduce en un 6%, en particular la violencia en la pareja. La magnitud del efecto varía dependiendo de la región, los niveles de pobreza y el tiempo en el programa. Por último, consistente con las teorías de punto de referencia, los impactos son asimétricos, dependiendo de si es un pago sorpresa o un "no pago" no esperado.

En este estudio utilizamos datos de una muestra de 1.287 hogares ¿817 beneficiarios y 470 no beneficiarios¿ entrevistados específicamente para esta evaluación. La metodología econométrica para estimar el impacto del programa es un modelo de variables instrumentales. Este modelo aborda los posibles problemas de endogeneidad y autoselección que pudieran surgir de la implementación del programa. Los resultados presentan evidencia de que la participación en el programa incrementó la productividad agropecuaria y el ingreso de los hogares, y mejoró su seguridad alimentaria. En general, este estudio confirma la importancia de considerar el rol de los programas productivos como instrumentos de política para enfrentar la vulnerabilidad a la inseguridad alimentaria.
    Description: This paper presents the impact evaluation of CRIAR program, implemented in rural areas in Bolivia. The objective of CRIAR is to increase smallholders' agricultural income and food security through productivity improvements triggered by technological adoption. In this study, we use data from a sample of 1,287 households-817 beneficiaries and 470 controls- interviewed specifically for this evaluation. The econometric approach to estimate the program's impact is an instrumental variable model. This approach addresses possible endogeneity and self-selection issues that might arise from program's implementation. The results present evidence that program participation increased agricultural productivity, household income and improved food security. Overall, this study confirms the importance of considering the role of productive programs as policy tools to address vulnerability to food insecurity.

    Description: En este trabajo evaluamos el impacto del programa Juntos para Una Comunidad sin Violencia llevado a cabo en establecimientos educativos localizados en distritos en situación de riesgo en la República de Panamá. El programa tiene el objetivo de contribuir a la prevención de la violencia estudiantil y aumentar los niveles de inclusión social de los jóvenes mediante la promoción y fortalecimiento de actitudes y valores para el crecimiento personal y la convivencia pacífica en el medio estudiantil y en la comunidad. El principal resultado es que el programa ha contribuido a disminuir la tasa de embarazos en la población de estudiantes, principalmente en alumnas cursando el 8vo, el 11vo y el 12vo año. No se han encontrado impactos significativos del programa en la tasa de violencia y en la tasa de alumnos repitentes.

    Description: Between 2000 and 2013, Latin America has considerably reduced poverty (from 46.3% to 29.7% of the population). In this paper, we use synthetic panels to show that, despite progress, the region remains characterized by substantial vulnerability that also affects the rising middle-class. More specifically, we find that 65% of those with daily income between $4 and 10, and 14% of those in the middle-class, experience poverty at least once over a ten-year period. Furthermore, chronic poverty remains widespread (representing 91% and 50% of extreme and moderate poverty respectively). Differences between rural and urban areas are substantial. Urban areas, which are now home to most moderate poor and vulnerable, are characterized by higher income mobility, particularly upward mobility. These findings have important implications for the design of effective social safety nets. These need to mix long term interventions for the chronic poor, especially in rural areas, with flexible short-term support to a large group of transient poor and vulnerable, particularly in urban areas.

    Description: This paper presents the results of an impact evaluation for the CRIAR program, implemented in rural areas in Bolivia. The objective of this program is to increase the agricultural income and food security of smallholder farmers through productivity gains that result from technological adoption. We use data obtained from a sample of 1,287 households-817 beneficiaries and 470 controls- interviewed specifically for this evaluation, and rely on a methodology of Propensity Score Matching. Overall, the main impacts of the program are observed in short- and medium-term variables, including crop diversification, input use and expenditures, and variables related to sales and home consumption. For the medium-term variables, the program had a positive impact on sales at the farm gate, market sales, agricultural income from sales, and a decrease in the proportion of production allocated for home consumption. The program also had a significant and positive impact on the food security of beneficiary households. For the long-term indicators, the analysis did not identify significant impacts on productivity variables. The lack of productivity impacts is probably due to the short period after program implementation, which corresponds to only one agricultural cycle. This length of time may have not been sufficient for farmers to gain experience and knowledge with regards to their effective use of the newly acquired technologies or to adjust the production process through input changes.

    Description: Research from the United States shows that gaps in early cognitive and non-cognitive ability appear early in the life cycle. Little is known about this important question for developing countries. This paper provides new evidence of sharp differences in cognitive development by socioeconomic status in early childhood for five Latin American countries. To help with comparability, we use the same measure of receptive language ability for all five countries. We find important differences in development in early childhood across countries, and steep socioeconomic gradients within every country. For the three countries where we can follow children over time, there are few substantive changes in scores once children enter school. Our results are robust to different ways of defining socioeconomic status, to different ways of standardizing outcomes, and to selective non-response on our measure of cognitive development.

    Description: This paper uses cost accounting to estimate some of the costs associated with criminal activity and violence in Uruguay. Among the costs being considered are those of security and crime prevention; justice; incarceration and rehabilitation of prisoners; stolen goods; health care and loss of life resulting from violence; and costs associated with prisoners' loss of productive time while in prison. A variety of methodologies and sources of information were utilized to calculate these cost estimates. Although a significant range of costs has been covered, the cost of crime as a whole has not been accounted for due to limited information. Consequently, cost estimates must be interpreted as a minimum benchmark. The total estimated cost for 2010 in Uruguay comes to 3. 1 percent of gross domestic product (GDP).

    Description: Microfinance institutions (MFIs) have been successful in providing credit to millions of low-income borrowers in groups previously excluded from formal financial services, but they often charge interest rates that many claim are excessive. We examine microfinance interest rates and their determinants in order to understand how these rates might be lowered. Using high-quality financial data from 29 institutions in seven countries over a period of four years, and drawing on information from field visits with clients, we explore patterns of cost and efficiency in MFIs. We find that improved operational efficiency comes with increased competition and institutional age, or learning by doing. Encouragingly, our regression analysis shows patterns of profit-making MFIs charging lower interest rates. We also find that interest rate caps reduce the outreach of these institutions to the poor, women, and rural clients.

    Description: This paper describes experiences of international insertion of Argentine producers of manufactured goods not oriented to the mass market. Based on these experiences, we develop a typology of potential alternatives of international insertion for this type of goods centered on the role of local agents in design activities. Our analysis follows the global value chain (GVC) approach and emphasizes the links between local producers and buyers in developed countries. First, we analyze experiences of international insertion of producers and marketers of high end footwear. These cases involve high quality products that are intensive in original design. Second, we analyze various forms of international insertion of a single producer of valves for combustion engines, which primarily involve customized products. Despite the differences between these two industries, we find notable similarities in the forms of insertion they both present and in the knowledge requirements they impose on local producers.

    Description: This paper argues that institutionalization is an equilibrium phenomenon and is associated with better policies and better results in terms of economic development. In support of this argument is presented a theoretical model that extends the space of feasible actions for political actors, including the possibility of investing in both institutionalized and non-institutionalized arenas. Thus, to visualize the process of institutionalization can be endogenous to the functioning of political institutions. In addition to this conceptual model, quantitative results are presented which show that low levels of institutionalization tend to weaken the results arising from the literature of more traditional political economy. That is, low institutionalization in the context of traditional political institutions, particularly those jure measures may not be relevant in explaining policy outcomes. Still, this work opens up more questions than it answers and leaves lines of research proposals that can help provide answers to them.

    Description: Este documento analiza los grandes cambios en las principales áreas de política económica estructural en América Latina entre 1985 y 2009 y presenta un conjunto de índices que intentan medir qué tan favorables son para el libre funcionamiento de los mercados las políticas comercial, financiera, tributaria, de privatizaciones y laboral. En una escala que va de 0 a 1, el índice promedio para todos los países y todas las áreas de política estructural se elevó de 0,39 en 1985 a 0,6 al terminar la década de los noventa y a 0,65 a fines de la década del 2000. Las reformas estructurales han sido profundas, especialmente en las áreas comercial, financiera, y en menor medida en las áreas de tributación y de privatización de los sectores de infraestructura. Los índices permiten comparaciones a través del tiempo, entre áreas y entre países. Sin embargo, son inadecuados para medir las políticas estructurales en Argentina y Venezuela durante la década del 2000, pues algunas de las políticas heterodoxas que han adoptado estos países no están cubiertas por los índices.
    Description: This study evaluates the major changes in the main sectors of structural economy policy in Latin America between 1985 and 2009, and proposes a set of indices intended to measure the extent to which commercial, financial, tax, privatization and labor policies are favorable for the free operation of the various markets. In a scale that ranges from 0 to 1, the average index for all the countries and all the areas of structural policy rose from 0. 39 in 1985 to 0. 6 by the end of the 90s and to 0. 65 by the end of the decade of 2000. The structural reforms have been deep, particularly in the commercial and financial sectors and, to a lesser extent, in the areas of taxation and privatization of the infrastructure sectors. These indices allow comparisons through time, between areas and countries. However, they are inadequate in measuring structural policies in Argentina and Venezuela during the decade of 2000 because some of the heterodox policies adopted by these countries are not covered by the indices.

    Description: This paper describes the reforms aimed at simplifying the administrative procedures for labor registration and the payment of social security contributions that were carried out in Argentina in 2005 and 2007. Analysis of the legislation, as well as a survey conducted among accountants, reveals that although the reforms did reduce the administrative burden, the effect was only partial. By using microdata gathered from household surveys conducted quarterly between 2003 and 2009, and the discontinuities according to company size that the legislation engenders, differences-in-differences coefficients have been estimated regarding the impact of the simplification reforms on the labor market. The results indicate that the simplification reforms had a positive, although limited, effect on the labor registration rate (of approximately two percentage points for all workers and nine percentage points for newly-hired workers), but that there was no effect on employment levels. Finally, policy recommendations are put forward aimed at deepening the administrative simplification process and thereby improving its effectiveness as a labor registration promotion mechanism.

    Description: This paper applies a method designed by the BID to monitor of urban quality based on the combination of two approaches: hedonic prices and lifestile satisfaction. This combination allows the assessment of local public resources from both the market point of view and that of profitability. Unlike other monitoring systems, this one focuses on few dimensions (those related to the occupancy of the urban surroundings) and offers valuable information for the design and prioritization of public policies. The results of the application of the method for the city of Manizales, Colombia, reveal that, although for some public resources the assessment carried out by the market is suitable, for others there is an additional assessment represented in the well-being passed on to the inhabitants and which the market does not manage to capture.

    Description: Este documento analiza la importancia de la integración financiera en Centro América, enfatizando los efectos de la actual crisis internacional sobre los sistemas financieros de la subregión. Después de presentar evidencia sobre la integración financiera en Centro América y la compara con otros países de América Latina y otras regiones del mundo en vías de desarrollo, se describen dos factores importantes que han caracterizado el proceso de integración financiera en la última década y se analizan los efectos de la integración financiera y de la participación de la banca extranjera. Motivado por la actual crisis internacional, se enfatiza la respuesta de las variables financieras locales a shocks financieros internacionales. Finalmente, el documento deriva conclusiones y adelanta recomendaciones de política económica.

    Description: Tax expenditures are generally defined as those government expenditures carried out through tax legislation, regulations, and practices that reduce or defer taxes for some taxpayers. There is a general concern that the tax expenditures negatively affect the budget and tax policies, which in turn affect the transparency, efficiency, and equality of the fiscal systems. Many countries in Latin American and a few in the Caribbean already estimate their tax expenditures; but in many cases they do so without adopting a consistent methodology that allows for adequate comparisons or that even evaluates their effectiveness. This working paper discusses the conceptual aspects of tax expenditures, the main challenges to assess them, and the general procedures adopted in the OECD countries and Latin America and the Caribbean to calculate, present, and approve them.

    Description: En este artículo se presenta una visión comparada de la formación de economistas en cinco países de América Latina. Para tal fin, se analizan la currícula, los libros de texto comúnmente utilizados, la dedicación de los profesores, los métodos de enseñanza, y el uso de tecnologías y herramientas computacionales. Así mismo, siguiendo el enfoque de Colander (2005), se aplica una encuesta a estudiantes de esta carrera para diseñar un perfil socioeconómico de los mismos e indagar acerca de sus actitudes y opiniones. Dentro de las regularidades encontradas para los cinco países, es de resaltar la falta de conexión entre las expectativas de los estudiantes sobre las demandas de los mercados de trabajo y las demandas efectivas de economistas por sectores de empleo.
