    Description: Tales of Times Now Past is a translation of 62 outstanding tales freshly selected from Konjaku monogatari shu, a Japanese anthology dating from the early twelfth century. The original work, unique in world literature, contains more than one thousand systematically arranged tales from India, China, and Japan. It is the most important example of a genre of collections of brief tales which, because of their informality and unpretentious style, were neglected by Japanese critics until recent years but which are now acknowledged to be among the most significant prose literature of premodern Japan. “Konjaku” in particular has aroused the enthusiasm of such leading 20th-century writers as Akutagawa Ryunosuke and Tanizaki Jun’ichiro. The stories, with sources in both traditional lore and contemporary gossip, cover an astonishing range—homiletic, sentimental, terrifying, practical-minded, humorous, ribald. Their topics include the life of the Buddha, descriptions of Heaven and Hell, feats of warriors, craftsmen, and musicians, unsuspected vice, virtue, and ingenuity, and the ways and wiles of bandits, ogres, and proverbially greedy provincial governors, to name just a few. Composed perhaps a century after the refined, allusive, aristocratic Tale of Genji, Konjaku represents a masculine outlook and comparatively plebeian social orientation, standing in piquant contrast to the earlier masterpiece. The unknown compiler was interested less in exploring psychological subtleties than in presenting vivid portraits of human foibles and eccentricities. The stories in the present selection have been chosen to provide an idea of the scope and structure of the book as a whole, and also for their appeal to the modern reader. And the translation is based on the premise that the most faithful rendering is also the liveliest.

    Description: In the historical study of the Indian grammarian tradition, a line of demarcation can often be drawn between the conformity of a system with the well-known grammar of Pa?ini and the explanatory effectiveness of that system. One element of Pa?ini’s grammar that scholars have sometimes struggled to bring across this line of demarcation is the theory of homogeneity, or savar?ya, which concerns the final consonants in Pa?ini’s reference catalog, as well as phonetic similarities between sounds. While modern Sanskrit scholars understand how to interpret and apply Pa?ini’s homogeneity, they still find it necessary to unravel the history of varying interpretations of the theory in subsequent grammars. Madhav Deshpande’s The Theory of Homogeneity provides a thorough account of the historical development of the theory. Proceeding first to study this conception in the Pa?inian tradition, Deshpande then passes on to other grammatical systems. Deshpande gives attention not only to the definitions of homogeneity in these systems but also the implementation of the theory in those respective systems. Even where definitions are identical, the concept may be applied quite differently, in which cases Deshpande examines by considering the historical relationships among the various systems.

    Description: Our major research interest in the village under study was originally in the area of socialization practices, social change and variables related to fertility behavior. We had not planned a study of the diffusion of news events and villagers’ reactions to them. However, the Indian Government was considering the use of media for a major mass communication program, to propagate the idea of having small families through the use of family planning methods, and we believed it would be of value to examine any data that might be helpful in getting at least some feeling about what villagers read in the papers and what they heard on the radio, as well as their understanding of the information and their attitudes toward it. We subsequently asked questions about the use of mass media. [1]

    Description: Half a century after the Holocaust, on European soil, Bosnian Serbs orchestrated a system of concentration camps where they subjected their Bosniak Muslim and Bosnian Croat neighbors to torture, abuse, and killing. Foreign journalists exposed the horrors of the camps in the summer of 1992, sparking worldwide outrage. This exposure, however, did not stop the mass atrocities. Hikmet Karčić shows that the use of camps and detention facilities has been a ubiquitous practice in countless wars and genocides in order to achieve the wartime objectives of perpetrators. Although camps have been used for different strategic purposes, their essential functions are always the same: to inflict torture and lasting trauma on the victims. Torture, Humiliate, Kill develops the author’s collective traumatization theory, which contends that the concentration camps set up by the Bosnian Serb authorities had the primary purpose of inflicting collective trauma on the non-Serb population of Bosnia and Herzegovina. This collective traumatization consisted of excessive use of torture, sexual abuse, humiliation, and killing. The physical and psychological suffering imposed by these methods were seen as a quick and efficient means to establish the Serb “living space.” Karčić argues that this trauma was deliberately intended to deter non-Serbs from ever returning to their pre-war homes. The book centers on multiple examples of experiences at concentration camps in four towns operated by Bosnian Serbs during the war: Prijedor, Bijeljina, Višegrad, and Bileća. Chosen according to their political and geographical position, Karčić demonstrates that these camps were used as tools for the ethno-religious genocidal campaign against non-Serbs. Torture, Humiliate, Kill is a thorough and definitive resource for understanding the function and operation of camps during the Bosnian genocide.

Why did affluent countries – like Belgium, Greece, Italy or Japan – persistently accumulate so much debt between the 1970s and the 2000s, in times of peace and prosperity, that they became vulnerable and exposed themselves to the risk of default? In the past three decades, an extensive scholarly consensus emerged around the view that the answer is fiscal indiscipline, the lack of sufficient concern for budgetary constraints from policy makers as they try to please voters. Zsófia Barta argues that explaining why some countries accumulate substantial amounts of debt for decades hinges on understanding the conditions required to allow policy makers to successfully put into place painful adjustment measures.

    Description: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical destruction, to a range of psycho-social problems, and to the detrimental effects on the environment. Despite such horrific aspects of war, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers’ Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

    Description: Japan is the only country in the world where women writers laid the foundations of classical literature. The Kagero Diary commands our attention as the first extant work of that rich and brilliant tradition. The author, known to posterity as Michitsuna’s Mother, a member of the middle-ranking aristocracy of the Heian period (794–1185), wrote an account of 20 years of her life (from 954–74), and this autobiographical text now gives readers access to a woman’s experience of a thousand years ago. The diary centers on the author’s relationship with her husband, Fujiwara Kaneie, her kinsman from a more powerful and prestigious branch of the family than her own. Their marriage ended in divorce, and one of the author’s intentions seems to have been to write an anti-romance, one that could be subtitled, “I married the prince but we did not live happily ever after.” Yet, particularly in the first part of the diary, Michitsuna’s Mother is drawn to record those events and moments when the marriage did live up to a romantic ideal fostered by the Japanese tradition of love poetry. At the same time, she also seems to seek the freedom to live and write outside the romance myth and without a husband. Since the author was by inclination and talent a poet and lived in a time when poetry was a part of everyday social intercourse, her account of her life is shaped by a lyrical consciousness. The poems she records are crystalline moments of awareness that vividly recall the past. This new translation of the Kagero Diary conveys the long, fluid sentences, the complex polyphony of voices, and the floating temporality of the original. It also pays careful attention to the poems of the text, rendering as much as possible their complex imagery and open-ended quality. The translation is accompanied by running notes on facing pages and an introduction that places the work within the context of contemporary discussions regarding feminist literature and the genre of autobiography and provides detailed historical information and a description of the stylistic qualities of the text.

    Description: Delegating Responsibility explores the politics of migration in the European Union and explains how the EU responded to the 2015–17 refugee crisis. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

    Description: In case studies focusing on contemporary crises spanning Africa, the Middle East, and Eastern Europe, the scholars in this volume examine the dominant prescriptive practices of late neoliberal post-conflict interventions—such as statebuilding, peacebuilding, transitional justice, refugee management, reconstruction, and redevelopment—and contend that the post-conflict environment is in fact created and sustained by this international technocratic paradigm of peacebuilding. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.

    Description: The twentieth century has spawned a great interest in Indonesian music, and now books, articles, and manuscripts can be found that expound exclusively about karawitan (the combined vocal and instrumental music of the gamelan). Scholar Judith Becker has culled several key sources on karawitan into three volumes and has translated them for the benefit of the Western student of the gamelan tradition. The texts in her collection were written over a forty-five-year time period (ca 1930–1975) and include articles by Martopangrawit, Sumarsam, Sastrapustaka, Gitosaprodjo, Sindoesawarno, Poerbapangrawit, Probohardjono, Warsadiningrat, Purbodiningrat, Poerbatjaraka, and Paku Buwana X. The final volume also contains a glossary of technical terms, an appendix of the Javanese cipher notations (titilaras kepatihan), a biographical listing, and an index to the musical pieces (Gendhing).

    Description: As we face new challenges from climate change and the rise of populism in Western politics and beyond, there is little doubt that we are entering a new configuration of world politics. Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy  or coping with the new normal.  This book traces main discourses and practices associated with normalcy in world politics. Visoka and Lemay-Hébert mostly focus on how dominant states and international organizations try to manage global affairs through imposing normalcy over fragile states, restoring normalcy over disaster-affected states, and accepting normalcy over suppressive states. In translating these primary sources, Helen Dunstan invites fellow specialists in Chinese studies, including Qing historians, to watch Qing officials and others thinking through problems of political economy and developing arguments to persuade colleagues or superiors. By emphasizing their rhetorical nature and genre conventions, Dunstan offers a reminder that it is improper to use the “information” in such texts without attention to the author’s purpose, and without grasping the rhetorical structure of the text as a whole. As a model for close reading, Conflicting Counsels aims to induce greater sensitivity to the nature of Qing records. The second purpose of Conflicting Counsels is to help dispel the notion that economic liberalism is necessarily a Western, “modern” phenomenon. Many of the texts translated record areas of tension and controversy in eighteenth-century approaches to a central project of Confucian paternalist administration, “nourishing the people” (yangmin). Although Dunstan attempts to present both sides fairly, some materials included present the opinion that, in certain vital matters, it was better for the state to stand aside, and leave society’s own economic institutions, trade in particular, to handle things. While not a majority, the texts that build some kind of market mechanism argument should be of greatest interest to Qing historians.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Salt and State is an annotated translation of a treatise on salt from Song China. From its inception in the Han dynasty (206 B.C.–220 A.D.), the salt monopoly was a key component in the Chinese government's financial toolkit. Salt, with its highly localized and large-scale production, was an ideal target for bureaucratic management. In the Song dynasty (960–1279), fiscal pressures on the government had intensified with increased centralization and bureaucratization. A bloated administration and an enormous standing army maintained against incursions by aggressive steppe neighbors placed tremendous strain on Song finances. Developing the salt monopoly seemed a logical and indeed urgent strategy, but each actor in this plan—the emperor, local officials, monopoly administrators, producers, merchants, and consumers—had his own interests to protect and advance. Thus attempts to maximize the effectiveness of the monopoly meant frequent policy swings and led to levels of corruption that would ultimately undo the Song. Unlike other contemporary sources, the Songshi treatise organizes its subject into an intelligible and detailed narrative, elucidating special terminology, the bureaucracy and its processes, and debates relating to Chinese finance and politics, as well as the salt industry itself. Professor Chien's extensive annotation relies on parallel histories that corroborate and supplement the Songshi account, together providing a comprehensive study of this important institution in China's premodern political economy.

Tracing the history of the American debate over preschool education, Andrew Karch argues that the current state of decentralization and fragmentation is the consequence of a chain of reactions and counterreactions to policy decisions dating from the late 1960s and early 1970s, when preschool advocates did not achieve their vision for a comprehensive national program but did manage to foster initiatives at both the state and national levels. Ziegler, whose contributions to Rajpūt studies are well known to specialists in the field, have given us a work of deep and exacting scholarship. It is the culmination of decades devoted to the study of Middle Marwari chronicles from Rājasthān. The sources translated here provide access to the fortunes of a branch of the Jodhpur royal family, and in doing so they illuminate the larger world of Rajpūts in the middle period. The Meṛtīyo Rāṭhoṛs are significant for several reasons. Their story traces the emergence of a Rajpūt brotherhood into local prominence and follows the establishment of their kingdom on the eastern edge of Mārvāṛ as a defined territorial unit. The evolution of the Meṛtīyos as a brotherhood passed through several clearly defined stages, including a relationship with the house of Jodhpur that ranged from mutual support among brothers to hostility and clear separation. A study of the Meṛtīyos in this context provides a unique view of the formation of a strong and indpenedent Rajpūt cadet line, of the establishment and defense of a local territory, and of the internal relations among Rajpūt brotherhoods regarding issues of precedence, honor, patronage, and service. The translations are accompanied by an extensive explanatory apparatus taking various forms, which includes a valuable essay on Rajput social organization, complete genealogies, and biographies of all the major personages of the chronicles.

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

Throughout the subsequent dynasties, traditional Chinese critics continued to examine pentasyllabic poetry as a leading poetic type and to compile various comprehensive anthologies of it. The Matrix of Lyric Transformation enriches this tradition, using modern analytical methods to explore issues of self-expression and to trace the early formal, thematic, and generic developments of this poetic form. Beginning with a discussion of the Yüeh-fu and ku-shih genres of the Han period, Cai Zong-qi introdues the analytical framework of modes from Western literary criticism to show how the pentasyllabic poetry changed over time. He argues that changing practices of poetic composition effected a shift from a dramatic mode typical of folk compositions to a narrative mode and finally to lyric and symbolic modes developed in literati circles.

Citizens, scholars, and legal professionals commonly assume that subjectivity and objectivity are opposites, with the corollary that subjectivity is a vice and objectivity is a virtue. These assumptions underlie passionate debates over adherence to original intent and judicial activism. In Common Law Judging, Douglas Edlin challenges these widely held assumptions by reorienting the entire discussion. Rather than analyze judging in terms of objectivity and truth, he argues that we should instead approach the role of a judge’s individual perspective in terms of intersubjectivity and validity. Drawing upon Kantian aesthetic theory as well as case law, legal theory, and constitutional theory, Edlin develops a new conceptual framework for the respective roles of the individual judge and of the judiciary as an institution, as well as the relationship between them, as integral parts of the broader legal and political community. Specifically, Edlin situates a judge’s subjective responses within a form of legal reasoning and reflective judgment that must be communicated to different audiences. Edlin concludes that the individual values and perspectives of judges are indispensable both to their judgments in specific cases and to the independence of the courts. According to the common law tradition, judicial subjectivity is a virtue, not a vice.

    Description: This volume is a manifestation of the continuing interest of scholars at the University of Michigan in Philippine studies. Written by a generation of post-colonial scholars, it attempts to unravel some of the historical problems of the colonial era. Again and again the authors focus on the relationship of the ilustrados and the Americans, on the problems of continuity and discontinuity, and on the meaning of “modernization” in the Philippine context. As part of the Vietnam generation, these authors have looked at American imperialism with a new perspective, and yet their analysis is tempered, not strident, and reflective, not dogmatic.     Description: K. C. Das is deservedly one of the most celebrated writers in India today. He writes primarily in Oriya, the language of his native state of Orissa, where he was born in 1924. A civil servant by profession, Das pursued a second career as a writer of stories, poems, and essays. The stories in this collection take place in an urban setting. The characters are mainly middle class, making them more accessible to North American readers than other examples of contemporary Indian fiction. These are not simple stories. They are about “divides,” about gaps between realities and imagination. In complex shifts between direct dialogue, interior monologue, and interior or imagined dialogue, Das lovingly but mercilessly exposes his characters' thoughts, self-deceptions, and the games they play with each other. These are stories about human weaknesses, the fallibility of human relationships, and the strategies we adopt to cope with our failures. They are about coming to terms with unpleasant, sometimes shocking truths about ourselves and others.

    Description: The first of two studies included is “Music in Kelantan, Malaysia and Some of Its Cultural Implications,” by William P. Malm. Kelantan is the northernmost province on the east coast of Malaysia. It is considered to be the most orthodox area in a nation whose state religion is Islam. At the same time it must be noted that it borders to the north with the Buddhist country of Thailand and to the west is the Malaysian province of Perak whose jungles and mountains contain many “pagan” tribal traditions. Beyond Perak is Kedah with its larger Indian and Chinese populations and to the south is Trengganu where some Indonesian traits are still to be found. It is in this context that Malm’s study of music is made. The second study is “Professional Malay Story-Telling: Some Questions of Style and Presentation” by Amin Sweeney. In view of the hitherto almost exclusive concern with the content of such tales as those of Sang Kanchil or Pak Pandir, Sweeney throws some light on the form, style, and presentation of oral Malay literature, with special reference to that class of story-telling popularly known as penglipur lara, or what Winstedt termed “folk romances.”

    Description: Veto rights can be a meaningful source of power only when leaving an organization is extremely unlikely. For example, small European states have periodically wielded their veto privileges to override the preferences of their larger, more economically and militarily powerful neighbors when negotiating European Union treaties, which require the unanimous consent of all EU members. Jonathan B. Slapin traces the historical development of the veto privilege in the EU and how a veto—or veto threat—has been employed in treaty negotiations of the past two decades. As he explains, the importance of veto power in treaty negotiations is one of the features that distinguishes the EU from other international organizations in which exit and expulsion threats play a greater role. At the same time, the prominence of veto power means that bargaining in the EU looks more like bargaining in a federal system. Slapin's findings have significant ramifications for the study of international negotiations, the design of international organizations, and European integration.

    Description: Bridging the collapse of the Confucian state and the establishment of the People’s Republic of China, the period 1911–49 is particularly fascinating to historians, anthropologists, sociologists and political scientists. Unfortunately, it is also a very confusing period, full of shifts and changes in economic, social, and political organizations. The social implications of these changes, and the relationships between officials on the subdistrict level, the unofficial leaders, and the bulk of the peasantry remain inadequately known. South China, which nurtured the Communist Party in its formative years, is a particularly interesting case. In this study I use the Kuan lineage of K’ai-p’ing as a case study to show the effects of demographic, economic, administrative, and educational changes after the Treaty of Nanking (1842) on patrilineal kinship as a principle of social organization in South China.     Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: As the University of Michigan Center for Japanese Studies reflected on the deteriorating position of the domestic auto industry in the fall of 1980, and the strong competitive threat being posed by the Japanese automakers, we were struck by the extraordinary low quality of the public discussion of these critical issues. The national importance of the issues seemed only matched by the superficiality of the analyses being offered. The tendency to think in terms of scapegoats was particularly evident. The Japanese as the basic cause of our problems has been a particularly notable theme. To be sure, cooperation with the Japanese in formulating a rational overall trade policy may be an important part of the solution. It has also been fashionable to blame it all on American auto industry management for not concentrating on the production of small cars when "everyone knew" that was the thing to do. Alternatively, government meddling was blamed for all our problems. Clearly, the complex problem we faced required more penetrating analyses. It seemed therefore, that the time was ripe for a public seminar which moved beyond the rhetoric of the moment and probed some of the deeper causes of our problems and possible directions for future policy.

    Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption.     Description: Citizens and Groups in Contemporary China began with two symposia held in 1977 and 1978. The first, a workshop on “The Pursuit of Interest in China,” was held in August 1977 at the University of Michigan, and was organized by Michel Oksenberg and Richard Baum. It was supported by a grant from the Joint Committee on Contemporary China of the Social Science Research Council and the American Council of Learned Societies, using funds provided by the Andrew Mellon Foundation. Its principal goal was to use detailed case studies to explore the relevance of interest group approaches to the study of Chinese politics. The second, a panel organized by the editor for the 1978 Chicago meeting of the Association of Asian Studies, sought to apply participatory approaches to the role of social groups in the Chinese political process. The striking degree of overlap in the focus, methodology, and participants in both meetings suggested to a number of the paper writers that there was a need for a more eclectic approach which would focus simultaneously on individual and group actors. The recognition that a volume based on such an approach might serve the needs of students and scholars seeking to examine the dynamics of informal influence and power in China was the stimulus for publishing the studies presented here in book form.     Description: Ecologists have long based their conceptual frameworks in the natural sciences. Recently, however, they have acknowledged that ecosystems cannot be understood without taking into account human interventions that may have taken place for thousands of years. And for their part, social scientists have recognized that human behavior must be understood in the environment in which it is acted out. Researchers have thus begun to develop the area of "human ecology." Yet human ecology needs suitable conceptual frameworks to tie the human and natural together. In response, Cultural Values and Human Ecology uses the framework of cultural values to collect a set of highly diverse contributions to the field of human ecology. Values represent an important and essential aspect of the intellectual organization of a society, integrated into and ordained by the over-arching cosmological system, and constituting the meaningful basis for action, in terms of concreteness and abstraction of content as well as mutability and permanence. Because of this balance, values lend themselves to the kinds of analyses of ecological relationships conducted here, those that demand a reasonable amount of specificity as well as historical stability. The contributions to Cultural Values and Human Ecology are exceedingly diverse. They include abstract theoretical discussions and specific case studies, ranging across the landscape of Southeast Asia from the islands to southern China. They deal with hunting-gathering populations as well as peasants operating within contemporary nation-states, and they are the work of natural scientists, social scientists, and humanists of Western and Asian origin. Diversity in the backgrounds of the authors contributes most to the varied approaches to the theme of this volume, because differences in cultural background and academic tradition will lead to different research interests and to differences in the empirical approaches chosen to pursue given problems.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers.     Description: The mood of the first U of M U.S.-Japan Auto conference in January 1981 could only be described as electric. People wanted to know what our problems were and how we could begin to solve them. Inherent in the latter issue was the questions, what could we learn from the Japanese? One left the conference with a sense that there was a call for action, a mandate to address the problems facing industry. The mood, about a year later, at the March 1982 U.S.-Japan Auto Conference was far more subdued. While undoubtedly this reflected the stream of statistics confirming the continually depressed state of the industry, another dynamic was possibly operating as well. Whereas the 1981 conference was "electric," a state of mind which flowed from a certain frustration at seemingly overwhelming difficulties and often vague expectations of what we might learn from the Japanese, the 1982 conference was more "workmanlike" in the sense that speakers discussed specifically what progress was being made in addressing problems. This more subdued, pragmatic approach continued throughout wand was reinforced by workshops held the day after the main conference. Instead of discussing the virtues of the Just-In-Time system in Japan, speakers addressed the practical problems of introducing such a system in the U.S. firms. Instead of railing about the benefits or failings of regulation of the industry, they discussed what we could reasonably expect from regulation. Instead of exhorting the industry to adopt Japanese practices willy-nilly, they focused on some of the limitations of the Japanese model in a range of different areas. Instead of trying to identify some magic key to Japanese success in the automotive industry, they discussed the interrelationships among various factors. At the same, they continued to explore the basic issues transforming the auto industry worldwide. In this connection, they sought to unravel some of the complexities associated with the internalization of the auto industry and trade obligations under the GATT.

The Japanese scholars who first dedicated themselves to study these works in the mid-twentieth century were considered daring. As late as 1981, no comprehensive dictionary or glossary for this literature existed in any language, Asian or Western. A Glossary of Words and Phrases fills this gap for Western readers, allowing even a relative novice who has resonable command of Chinese to read, translate, and appreciate this great body of literature with an ease undreamed of even two decades ago. The Glossary is organized into approximately 8,000 entries based on the reading notes and glosses found in various dictionaries, thesauruses, glossaries, and editions of works from the period. Main entries are listed alphabetically in the pinyin romanization system. In addition to glosses, entries include symbolic annotations, guides to pronunciation, and text citations. The result is a broadly useful glossary serving the needs of students of this literature as well as scholars researching Jin and Yuan language and its usage.

Ezra F. Vogel closes the volume by exploring the structure of the conflict, the struggles between factions, and the character of those factions.

    Description: When the Mahabharata and Ramayana are performed in South and Southeast Asia, audiences may witness a variety of styles. A single performer may deliver a two-hour recitation, women may meet in informal singing groups, shaddow puppets may host an all-night play, or professional theaters may put on productions lasting thirty nights. Performances often celebrate ritual passages: births, deaths, marriages, and religious observances. The stories live and are transmitted through performance; their characters are well known and well loved. Yet written versions of the Mahabharata and Ramayana have existed in both South and Southeast Asia for hundreds of years. Rarely have these texts been intended for private reading. What is the relationship between written text and oral performance? What do performers and audiences mean when they identify something as “Ramayana” or “Mahabharata”? How do they conceive of texts? What are the boundaries of the texts? By analyzing specific performance traditions, Boundaries of the Text addresses questions of what happens to written texts when they are preformed and how performance traditions are affected when they interact with written texts. The dynamics of this interaction are of particular interest in South and Southeast Asia where oral performance and written traditions share a long, interwoven history. The contributors to Boundaries of the Text show the difficulty of maintaining sharp distinctions between oral and written patterns, as the traditions they consider defy a unidirectional movement from oral to written. The boundaries of epic traditions are in a state of flux, contracting or expanding as South and Southeast Asian societies respond to increasing access to modern education, print technology, and electronic media.

    Description: At the time of the U.S.-Japan auto conferences in March 1983, the hoped-for economic recovery as manifested in auto sales had revealed itself quite modestly. Three months later, the indicators were more robust and certainly long overdue for those whose livelihood depends on the health of the industry--some of whom are university professors. With Japanese import restrictions in place until March 1984 and drastically reduced break-even points for domestic manufactures, rising consumer demand holds great promise for the industry. The rapidly rising stock prices of the auto-makers captures well the sense of heightened optimism, as do the various forecasts for improved profits. While the news is certainly welcome, it nevertheless should be greeted with caution. As Mr. Perkins noted at the conference, "we have a tendency to forget things very quickly. If we have a boom market this year, there is a good chance that a lot of things we learned will be forgotten." To put the matter differently and more bluntly, with growing prosperity there is the risk that management will fall back into old habits, making impossible the achievement of sustained quality and productivity improvement. Similarly, the commitment to develop cooperative relations with workers and suppliers will weaken. The union will be under membership pressure to retrieve concessions rather than to take the longer-term view. This longer-term view recognizes that "up-front increases" and adherence to existing work rules increasingly come at the sacrifice of future job security. Government policymakers will turn their attention away from the industry. This may not mean a great deal given how weakly focused their attentions has been during the last three years and how mixed and contradictory government auto policies have been for over a decade.

    Description: China has earned a reputation for lax environmental standards that allegedly attract corporations more interested in profit than in moral responsibility and, consequently, further negate incentives to raise environmental standards. Surprisingly, Ka Zeng and Joshua Eastin find that international economic integration with nation-states that have stringent environmental regulations facilitates the diffusion of corporate environmental norms and standards to Chinese provinces. At the same time, concerns about “green” tariffs imposed by importing countries encourage Chinese export-oriented firms to ratchet up their own environmental standards. The authors present systematic quantitative and qualitative analyses and data that not only demonstrate the ways in which external market pressure influences domestic environmental policy but also lend credence to arguments for the ameliorative effect of trade and foreign direct investment on the global environment.

    Description: This second, revised edition of a pioneering volume, long out of print, presents translations of Japanese Zen poems on sorrow, old age, homesickness, the seasons, the ravages of time, solitude, the scenic beauty of the landscape of Japan, and monastic life. Composed by Japanese Zen monks who lived from the last quarter of the thirteenth century to the middle of the fifteenth century, these poems represent a portion of the best of the writing called in Japanese gozan bungaku, “literature of the five mountains.” “Five mountains” or “five monasteries” refers to the system by which the Zen monasteries were hierarchically ordered and governed. For the monks in the monasteries, poetry functioned as a means not only of expressing religious convictions and personal feelings but also of communicating with others in a civilized and courteous fashion. Effacing barriers of time and space, the practice of Chinese poetry also made it possible for Japanese authors to feel at one with their Chinese counterparts and the great poets of antiquity. This was a time when Zen as an institution was being established and contact with the Chinese mainland becoming increasingly frequent—ten of the sixteen poets represented here visited China. Marian Ury has provided a short but substantial introduction to the Chinese poetry of Japanese gozan monasteries, and her translations of the poetry are masterful. Poems of the Five Mountains is an important work for anyone interested in Japanese literature, Chinese literature, East Asian Religion, and Zen Buddhism.

    Description: When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

    Description: The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.

    Description: Anatomy of a Civil War demonstrates the destructive nature of war, ranging from the physical destruction, to a range of psycho-social problems, and to the detrimental effects on the environment. Despite such horrific aspects of war, evidence suggests that civil war is likely to generate multilayered outcomes. To examine the transformative aspects of civil war, Mehmet Gurses draws on an original survey conducted in Turkey, where a Kurdish armed group, the Kurdistan Workers' Party (PKK), has been waging an intermittent insurgency for Kurdish self-rule since 1984. Findings from a probability sample of 2,100 individuals randomly selected from three major Kurdish-populated provinces in the eastern part of Turkey, coupled with insights from face-to-face in-depth interviews with dozens of individuals affected by violence, provide evidence for the multifaceted nature of exposure to violence during civil war.

    Description: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

It is the oldest language in terms of written records, and the most extensive in the number and variety of its texts. Javanese literature has taken many forms. At various times, prose stories, sung poetry or other metrical types, chronicles, scientific, legal, and philosophical treatises, prayers, chants, songs, and folklore were all written down. Yet relatively few texts are available in English. The unstudied texts remaining are an unexplored record of Javanese culture as well as a language still alive as a literary medium in Bali. Introduction to Old Javanese Language and Literature represents a first step toward remedying the dearth of Old Javanese texts available to English-speaking students. The ideal teaching companion, this anthology offers transliterated original texts with facing-page English translations. Theanthology focuses on prose selections, since their straightforward style and syntax offer the beginning student the most rewarding experience. Four sections make up the collection. Part I offers several short readings as the most accessible entry point into Old Javanese. Part II contains two moralistic fables from an Old Javanese retelling of the Hindu Pañcatantra cycle. Part III takes up the epic, providing excerpts from one of the books of the Old Javanese retelling of the Mahabharata. Part IV offers excerpts from two chronicles, the generic conventions of which challenge received notions of history writing because of their supernaturalism and folkloric elements.     Description: The Cultural Revolution was an emotionally charged political awakening for the educated youth of China. Called upon by aging revolutionary Mao Tse-tung to assume a “vanguard” role in his new revolution to eliminate bourgeois revisionist influence in education, politics, and the arts, and to help to establish proletarian culture, habits, and customs, in a new Chinese society, educated young Chinese generally accepted this opportunity for meaningful and dramatic involvement in Chinese affairs. It also gave them the opportunity to gain recognition as a viable and responsible part of the Chinese polity. In the end, these revolutionary youths were not successful in proving their reliability. Too “idealistic” to compromise with the bourgeois way, their sense of moral rectitude also made it impossible for them to submerge their factional differences with other revolutionary mass organizations to achieve unity and consolidate proletarian victories. Many young revolutionaries were bitterly disillusioned by their own failures and those of other segments of the Chinese population and by the assignment of recent graduates to labor in rural communes. Educated Youth and the Cultural Revolution in China reconstructs the events of the Cultural Revolution as they affected young people. Martin Singer integrates material from a range of factors and effects, including the characteristics of this generation of youths, the roles Mao called them to play, their resentment against the older generation, their membership in mass organizations, the educational system in which they were placed, and their perception that their skills were underutilized. To most educated young people in China, Singer concludes, the Cultural Revolution represented a traumatic and irreversible loss of political innocence, made yet more tragic by its allegiance to the unsuccessful campaign of an old revolutionary to preserve his legacy from the inevitable storms of history.

    Description: During the Spring-Autumn period (722–420 BCE) and the time of the Warring States (480–222 CE), China was in great turmoil. Intellectuals and social reformers sifted through their wisdom and knowledge of China’s experiences up to then, attempting to find a solution to their situation. The Tao Te Ching, one of the foremost products of the era, is a metaphysical book, a source of the highest political thought. Many readers have found in it representations of the highest ideals of human endeavors. Yet given its likely oral origin and the technological limitations of its early textual transmission, the Tao Te Ching raises numerous questions related to authorship, date of origin, internal organization, textual coherence, and editorial history. Of the scores of translations of the Tao Te Ching, the great majority are based on the edition prepared by the third-century scholar Wang Pi. Wang’s profound commentary is itself a deeply influential text in the development of Taoist thought. Paul Lin presents the commentary, otherwise unavailable in English, in the form of footnotes accompanying his meticulous rendition of the Taoist classic.

    Description: Since its launch in 2006, Twitter has served as a major platform for political performance, social justice activism, and large-scale public debates over race, ethnicity, gender, sexuality, and nationality. It has empowered minoritarian groups to organize protests, articulate often-underrepresented perspectives, and form community. It has also spread hashtags that have been used to bully and silence women, people of color, and LGBTQ people. #identity is among the first scholarly books to address the positive and negative effects of Twitter on our contemporary world. Hailing from diverse scholarly fields, all contributors are affiliated with The Color of New Media, a scholarly collective based at the University of California, Berkeley. The Color of New Media explores the intersections of new media studies, critical race theory, gender and women's studies, and postcolonial studies. The essays in #identity consider topics such as the social justice movements organized through #BlackLivesMatter, #Ferguson, and #SayHerName; the controversies around #WhyIStayed and #CancelColbert; Twitter use in India and Africa; the integration of hashtags such as #nohomo and #onfleek that have become part of everyday online vernacular; and other ways in which Twitter has been used by, for, and against women, people of color, LGBTQ, and Global South communities. Collectively, the essays in this volume offer a critically interdisciplinary view of how and why social media has been at the heart of US and global political discourse for over a decade.
