    Description: This edited volume explores a variety of aspects of associative governance, providing detailed case studies of associations and associational governance in Scandinavia. Theoretically developing a concept and approach of associative governance, the book sheds light on a dynamic way of perceiving associative aspects of community and commercial life that has been hitherto underexplored and undertheorized. It shows how governance by associations may be conducted not only bottom‑up by self‑organized and voluntary participation, but also top‑down by authoritative incorporation through government, and – not least – in multifarious interstices in between.     Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Description: This book is a biography of Eisaku Satō (1901-75), who served as prime minister of Japan from 1964 to 1972, before Prime Minister Abe the longest uninterrupted premiership in Japanese history. The book focuses on Satō’s management of Japan’s relations with the United States and Japan’s neighbours in East Asia, where Satō worked to normalize relations with South Korea and China. It also covers domestic Japanese politics, particularly factional politics within the ruling Liberal Democratic Party (LDP), where Satō, as the founder of what would become the largest LDP faction, was at the centre of LDP politics for decades. The book highlights Satō’s greatest achievement – the return of Okinawa from United States occupation - for which, together with the establishment of the non-nuclear principles, he was awarded the Nobel Peace Prize, the only Japanese to receive the Prize.

    Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

    Description: Security, Religion, and the Rule of Law argues that true, substantive, and sustainable national security is only possible through respect for the rule of law, human rights, and religious freedom. Despite the emphasis on national security and the war on terror that has preoccupied governments for over two decades, nations – and the world – seem to be more divided than ever, with a concomitant impact of increasing the risk of terrorism and religious and political violence. The national security paradigm, previously reserved primarily for foreign threats, has been turned increasingly inwards, focusing on a state’s own citizens as potential threats. This is often along religious lines, threatening fundamental human freedoms.     Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

    Description: This book provides a systematic analysis of the Russian-Ukraine war, using the concept of resilient fighting power to assess the operational performance of both sides during the first year of the full-scale invasion. The Russian war in Ukraine began in 2014 and continued for eight years, before the full-scale invasion of 24 February 2022. It is not a new war, but the intensity of the warfighting revived many discussions about the conduct of inter-state warfare, which has not been seen in Europe for decades. This book does not aim to offer an exhaustive operational analysis of the war, but rather provides a preliminary systematic analysis across various domains of warfare using the concept of fighting power to assess the operational performance of both sides. First, the book discusses the conceptual component and the post-Cold War adaptations of the Soviet strategic tradition by both the Ukrainian and the Russian Armed Forces. Following that, it gives an evaluation of the various aspects of warfighting in the land, air, maritime and cyber domains. Then, the book examines the role of international allied assistance, sanctions and weapons delivery in strengthening the resilience of the Ukrainian Armed Forces. The book concludes with some comments on the role of inter-state warfare in the current strategic environment and future warfare. This book will be of much interest to students of military and strategic studies, defence studies, foreign policy, Russian studies and international relations.

Over the course of the COVID-19 pandemic, borders closed or became unwelcoming at the international, national, sub-national, and local levels. Debate persists as to whether those countries and territories that tightly managed their borders, like New Zealand, Australia, or Hong Kong, got it ‘right’ compared to those that did not. Without doubt, a majority of those who suffered and died throughout the pandemic have been those from vulnerable populations. Yet on the other hand, efforts taken to manage the spread of the disease, such as through border management, have also disproportionately affected those who are most vulnerable. How then is the right balance to be struck, acknowledging, too, the economic and other imperatives that may dissuade governments from taking public health steps? This book considers how international organizations, countries, and institutions within those countries should conceive of, and manage, borders as the world continues to struggle with COVID-19 and prepares for the next pandemic. Engaging a range of international, and sub-national, examples, the book thematizes the main issues at stake in the control and management of borders in the interests of public health. This book describes an effective model for institutional transformation which is uniquely grounded in group-level processes. Efforts at institutional transformation continue to center individual actors. By empirically highlighting the social-environmental, political environmental, and sociocultural changes that have underlined the long-term political participation and voting behavior of Japanese citizens, the book provides deep insight into how modern democracies function and are perceived in post-industrial societies and reveals the specific processes by which Japanese politics have changed. Additionally, the book provides an analysis of the decline in social capital, the shrinking variety of political parties, and the intermingling of Asian values with liberal democratic values. By examining anxiety over governance, the chapters explore the links between anxiety and Japanese political behavior, revealing that, despite the high regard for democratic politics, Japanese citizens generally experienced a high level of anxiety and negative evaluation of the government, including countermeasures against COVID-19.     Description: When King’s Digital Lab was established in late 2015 it was conceived as both a craft factory (working with colleagues to produce digital outputs) and a technical experiment (a site where the intersection of technology and the humanities could be explored). Significant progress has been made on both of those fronts: dozens of projects have been enabled, operational white papers have been shared, and research outputs have explored the intellectual and philosophical aspects of the laboratory environment. It is now possible to move beyond the techniques that enabled this success and use insights from the philosophy of technology to explore long-standing concerns about the role of technology in society. In doing so, the laboratory would become an applied techno-philosophical experiment. More radically, it could rehabilitate the use of technical objects in the humanities and reject technophobia as not only unproductive but unethical. Technical (digital) objects could thus be accorded droit de cité in the field of the humanities. This perspective fits well with emerging work in the humanities that highlights the history of the field, its relationship to modelling, the indeterminacy of computer technology, and the potential for human-machine relations to be reconciled through aesthetics.

    Description: This chapter advances a novel theoretic-methodological approach to the analysis of qualitative data. The aim is to achieve a deeper understanding of the relationship between social inequality and educational outcomes in post-colonial rural Southern contexts. It operationalises the Habitus Listening Guide (Arnot & Naveed, 2014) derived from Bourdieu’s theory of cultural reproduction and contemporary narrative theory. The chapter describes the application of four listenings using a dialogic, multi-layered, analysis of interview transcripts. It uncovers the polyphonic voices of four members of Munawar Hussain’s family, describing the impact of the rural social structure on their educational and occupational biographies. Inter-narrativity is generated through repeated listenings of the social structure, of paired father-mother and son-daughter and then of father-son and mother-daughter narratives, and a final mythic-ritual listening which makes audible when religious beliefs are called into play. These beliefs either contribute to the maintenance of poverty and social inequality, and yet inspire strategies to disrupt power structures through education as a religious duty. Each listening reveals the dialectic relationship between the hierarchal post-colonial social order and its school system, and the family’s gendered and generational educational aspirations, strategies, and outcomes.

    Description: Taboos are not a new phenomenon. Yet, taboos change over time as social customs change, discard old taboos, and create new ones. What does not change, however, is how taboos regulate the way in which we live together in different communities and how they influence our behaviours. Notwithstanding the ubiquity of all sorts of taboos in daily life, many of them do not seem to find their way into foreign language classrooms easily. This is particularly surprising if we consider the growing importance of critical language pedagogy approaches to foreign language learning. Despite relevant efforts there, teachers, pre-service teachers, and learners often appear to feel discomfort as conversations about controversial issues such as mental illnesses, disabilities, racism, conspiracy theories, violence, and gender unfold. Consequently, classroom materials as well as suitable approaches to these issues in foreign language learning are needed. Taking this as a starting point, this introductory chapter argues for the integration of taboos and controversial topics into the foreign language classroom. It first investigates the concept of critical pedagogy in general and critical (foreign) language pedagogy more specifically. It then discusses taboos in the context of critical language pedagogy, arguing that despite numerous challenges, the foreign language classroom provides the perfect space for discussing some controversial topics with students—primarily by exploring a variety of different texts dealing with taboos instead of personalising a topic, which would be more common in communicative approaches. The chapter closes with a practical framework that provides suggestions for handling taboos in foreign language education.

    Description: The chapter reads Maria Stepanova’s 2017 Памяти памяти (In Memory of Memory, 2021) in view of the boom of testimonies of involvement in twentieth-century mass violence in Central and Eastern European literatures. Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

    Description: The United Arab Emirates puts tremendous effort into protecting the Arabic language and reinforcing its position as the language of the country’s constitution and national identity. The country’s higher education system is built on English-medium instruction, which, alongside the worldwide adherence to native-like norms that accompanies English as a global language, appears to reduce the opportunities for Arab students to take ownership of English. This chapter focuses on the negotiable space between Arabic and English in a United Arab Emirates English-medium instruction higher education context. Data were triangulated from self-reflections by thirty Emirati students (20 females and 10 males) and interviews with four faculty members of maths and information technology who taught through English. The findings show that while English-medium instruction is considered a form of multilingual education, Arabic was believed to have a positive impact on the students’ control over their university courses. The chapter provides implications for how multiple competencies can help Arab students exercise ownership of English, reduce their linguistic and cultural insecurities, and retain their identity while learning in an English-medium instruction context.

But, after Covid-19, will these trends continue, particularly when states are continuing to struggle with overcoming the pandemic and violating one of neoliberalism’s key principles: balanced budgets? The pandemic has exposed the fragility of the global political economy, and it can be argued that the intensification of global trade, tourism, and finance over the past 30 years has facilitated the spread of infectious diseases such as Covid-19. Economies in lockdown, jittery markets, and massive government spending have therefore caused a re-evaluation.     Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

Since the early 2000s Russian federal authorities have arranged a system of political control on regional elites and their leaders, providing a "police control" of special bodies subordinated by the federal center on policy implementation in the regions. Different mechanisms of fiscal federalism and investment policy have been used to ensure regional elites’ loyalty and a politically centralized but administratively decentralized system has been created.     Description: This study combines economic, biographical, performative, and narrative approaches to commemoration to understand how the memory of the Stalinist repressions gains mnemonic capital through individualized practice. It is argued that an individual engaged in the field of commemoration can be seen as a cultural producer and intermediary fulfilling a whole array of different roles, adapting to changing conditions and improvising as the situation demands. The success of the commemorative activities of the organization depends significantly on the material and intangible resources at the disposal of the decision-making individual and the “vernacular creativity” the individual employs. Correspondingly, the selection of symbols used in the commemorative process relies both on the earlier collective mnemonic practices and resources of the national textual community and on the cultural and embodied capital of the decision-making individual. By extending the chains of memory labor outside the field of commemoration, an opportunity has been created for the memory of Stalinist mass repressions to transform and adapt for societal change.

This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict.     Description: The turbulent events of Stalin’s ‘Great Break’ have often been seen as a turning point and the beginning of a Stalinist politics sensu stricto. A sharp philosophical debate occurred at this turning point. This chapter discusses how this shift occurred in Soviet Marxist philosophical circles. It analyses the concept of ‘Menshevising Idealism’, an idea coined (maybe by Stalin himself) during the philosophical campaign around the year 1930. It targeted mainly the Deborin school of early Soviet philosophy. Deborin and his supporters were accused of ‘Hegelianising’ Marxism and of not understanding the significance of the new, Leninist stage of Marxist theory. The concept of Menshevising Idealism has later almost unanimously been viewed by scholars as a Stalinist label without any real content. While it is true that Stalin and his circle utilised the campaign against the Deborinites for their own purposes, there nevertheless were some real weaknesses in the philosophy of the Deborin School. One sign of this weakness is that such thinkers as Georg Lukács, Mikhail Lifshits and, later, Evald Ilyenkov all criticised the Deborin School even though they did not accept the Stalinist methods of its suppression.

    Description: English Medium Instruction within higher education is in continuous change as it evolves to meet the needs of both faculty and students. In this chapter, the focus is on highlighting the “transformative” aspects of adopting plurilingual and translanguaging pedagogy to improve language learning, especially in countries within the Arabian Peninsula where English is not the first language. The chapter also sheds light on how instructors could be provided with theoretical frameworks that help them cater to the various multilingual backgrounds brought to the learning environment by the students, which, in turn, impact the design and implementation of teaching activities. These activities could involve plurilingual and translanguaging practices, which at times gather negative perceptions. Therefore, this chapter also examines the reasons for acceptance and the tensions faced by educators when transitioning into new pedagogical practices, highlighting the practical implications of plurilingualism and translanguaging to assist English language in education in countries within the Arabian Peninsula.     Description: This Chapter examines the regulatory and voluntary anti-trafficking governance architecture in the private sector, as well as the power dynamics in MNEs’ GVCs as vectors of norm transmission. It argues that, whereas the public authorities in the EU and ASEAN’s Member States have an increasingly robust legal and policy framework to fight child trafficking, public authorities and multinational enterprises (MNEs) are jointly contributing to upholding the exploitative practices towards children, by leaving untouched the economic structures that fuel trafficking. The model is starting to be overhauled in some sectors of the economy, through strategies to gain back control over GVCs, whether through the shortening of supply chains, or other strategies such as the establishment of direct relations with small producers, who are given a fairer deal compared to situations when they are end producers in long GVCs. It will require more efforts to scale up these initiatives and create sufficient momentum to efficiently combat anti-trafficking, otherwise “blue” initiatives of social sustainability risk leading to further sustainability-driven supplier-squeezes, reinforcing the divide between small businesses and large corporations, and increasing the structural vulnerability of children to trafficking.

    Description: The purpose of the present chapter is to initiate the analysis of the child trafficking apparatus through the examination of a paradox pertaining to the protection of children: the simultaneous acceptance of a universal norm of child protection, and the frequent vulnerabilisation of trafficked children who have been taken into care. This discrepancy raises a set of interrogations about the politics of “making live” or “letting die” (Foucault), and the clashes that shape the manner in which the issue is settled for identified trafficking victims. Drawing on Foucaultian analyses of biopower, Chapter 3 shows the internal tension between “make live” objectives and “let die” practices unfolding in the global protection apparatus and its manifestations in member states of ASEAN and the EU. Through a set of solid data collected through fieldwork and interviews, it argues that the protection apparatus deviates towards unintended consequences or biopolitics of selection, resulting in non-protection mechanisms for children identified as trafficking victims. The biopolitics of the child protection apparatus, where trafficking victims are concerned, is analysed along the lines of their politics of selection; the material, psychological and symbolic liminal spaces it produces; and the fabrics – that is, the mechanisms –, as well as the fabric –namely the intrinsic structure of the protection apparatus – that amplify the initial vulnerability of children.

Bringing a flaneur’s "internal GPS" to postcolonial Johannesburg, Vladislavić established a critical sense of home via an intimate knowledge of geography and history.     Description: Dual language bilingual programs aim to develop bilingualism, biliteracy, and sociocultural competence while meeting grade-level academic standards. There are at least four dual language bilingual education (DLBE) program models, which are traditionally defined by the student groups they imagine serving. One of these groups is transnational and racialized language learners who are, more often than not, otherwise marginalized in US schools. Well-implemented DLBE programs, with their roots in the historical and political fight for civil and educational rights for children who speak languages other than English, have been shown to be demonstrably effective for this group. Unfortunately, not all programs are well implemented, and they exist in spaces with colonial and racist histories, as pointed out by Guadalupe Valdés’s cautionary note decades ago. Even when DLBE programs are designed specifically for racialized and transnational language learners, research has documented persistent challenges to equity.

    Description: Neoliberalism, globalisation, and English language hegemony have contributed to the adoption of Western “travelling policies” in the Arab Gulf states, such as building knowledge-based economies and the implementation of English-medium instruction in schools and universities. In Qatar, as well as in other Arab Gulf states like the United Arab Emirates, this has led to ideologies of English-medium instruction and Arabic-medium instruction being in competition with each other. The result of these ideologies in Qatar has been several abrupt shifts between English-medium instruction and Arabic-medium instruction in language policies for government schools and the leading national university, and other broader efforts to preserve and promote the Arabic language. This chapter first provides an overview of the macro sociolinguistic situation and the roles, status, and functions of English in Qatar. It then describes the shifts between English-medium instruction and Arabic-medium instruction in language policies and implications for cultural and linguistic identities in Qatar. Finally, the chapter reflects on Qatar’s strong resistance to EMI among the Arab Gulf states and the future of English-medium instruction and Arabic-medium instruction in the country.

    Description: This edited collection challenges and re-imagines what is ‘heritage’ in Britain as a globalised, vernacular, cosmopolitan ‘post-nation’. It takes its inspiration from the foundational work of public intellectual Stuart Hall (1932-2014). Hall was instrumental in calling out embedded elitist conceptions of ‘The Heritage’ of Britain. The book’s authors challenge us to reconsider what is valued about Britain’s past, its culture and its citizens. Populist discourses around the world, including Brexit and ‘culture war’ declarations in the UK, demonstrate how heritage and ideas of the past are mobilised in racist politics. The multidisciplinary chapters of this book offer critical inspections of these politics, and dig deeply into the problems of theory, policy and practice in today’s academia, society and heritage sector. The volume challenges the lack of action since Hall rebuked ‘The Heritage’ twenty years ago. The authors featured here are predominantly Black Britons, academics and practitioners engaged in culture and heritage, spurred by the killing of George Floyd and the rise of the Black Lives Matter movement to contest racist practices and structures that support them. The primary audience will be academics, but it will also attract culture sector practitioners and heritage institutions. However, the book is particularly aimed at scholars and community members who identify as Black, who are centrally concerned with questions of identity and race in British society. Its Open Access status will facilitate access to the book by all groups in society.

    Description: Reclaiming Participatory Governance offers empirical and theoretical perspectives on how the relationship between social movements and state institutions is emerging and developing through new modes of participatory governance.     Description: This chapter uses a discourse-theoretical analysis to study two episodes of the documentary series Along the Borders of Turkey (2012), produced and broadcast by the Dutch public broadcaster VPRO. In 2017, the VPRO web team uploaded these episodes on YouTube, which allowed viewers to comment on these episodes. Supported by a theoretical reflection on the Europeanity discourse and its contingencies, and on the hegemonic or semi-hegemonic articulations of this discourse (with a central role allocated to European benevolence), this chapter shows the discursive consequences of the material dislocations caused by different migration flows in Cyprus and in Greece. The chapter analyses how the episodes represent the contradictions between European benevolence on the one hand, and popular intolerance and the workings of the border apparatus on the other. The analysis of these episodes thus shows how Europe is discursively constructed through the ceaseless interactions and unresolved tensions between the centre and the margins, articulating a Europe of both benevolence and intolerance.

    Description: Teacher’s well-being has become a priority in the last two decades. If we believe that schools have a role in promoting the mental health and students’ well-being, we must first recognize and address the raising matter of teachers’ mental health and well-being. Research shows that there is a straight connection between teachers’ well-being and their social and emotional competences (Collie, 2017; Schonert-Reichl, 2017). Reflective teaching is the tool that we use to develop a model of intervention to promote teachers’ well-being, and the model is supported on a social constructivist perspective. Reflective teaching is a process through which teachers think over their teaching practices, analysing how something had been taught and how the practice might be improved or changed for better learning outcomes. The teacher’s continuous training model for professional development and well-being enlarges the emphasis on teachers’ practices/experiences and connect them with meaningful situations, accentuating social and emotional competences to improve teachers’ professional attainment and effectiveness. Processes of self-observation and self-evaluation based on reflective inquiry, and reflection on practice support the practical application of the model. Research also shows that well-being and job satisfaction strongly influence teachers’ behaviours, which affect classroom climate and students’ achievement as well (Collie et al.,2015; Van Dick et al., 2007). This teacher’s continuous training model agglomerates several theoretical constructs relevant to pedagogy and may constitute a good practice for the promotion of teachers’ professional development and well-being.

    Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

    Description: Households and Financialization in Europe develops a processual, relational and critical transdisciplinary approach to household financialization in Europe, utilizing a range of national and local case studies. It does so by drawing on debates in Marxist, feminist and radical IPE, anthropology and other fields. The book explores the household as simultaneously a micro-level social institution specializing in social reproduction, distribution and other activities; a building bloc of larger economic and social structures; and an object of multiple systems of power/knowledge. Putting this conceptualization to use in original research, the authors identify geographically and historically situated ways in which financialization transforms households and their relationships with the wider economy and society. The book traces these transformations in case studies of variegated financialization in Eastern and Southern European (semi-) peripheries where households have faced particularly severe financial issues since the global financial crisis, such as over-indebtedness and asset devaluation.     Description: Lobbying is an integral part of the political reality of the European Union and a highly competitive and dynamic field of interest groups. This book takes a systematic look at lobbyists in order to broaden our understanding of the staff entrusted with the responsibility of influencing European politics. Who are the European lobbyists? What are their professional backgrounds, career patterns, practices, and beliefs? The study uses a sociological framework to explore the professionalisation and professionalism of the field across national proveniences, policy fields and interest groups, and develops a systematic analysis that considers three different dimensions: occupational patterns, shared knowledge and common convictions. Based on original research that combines in- depth interviews with survey data, European Lobbying demonstrates that European lobbying is a firmly established and highly professionalised métier. In an organisational field characterised by growth, pluralisation and increasing competition, the professional staff contributes to the homogenisation of European lobbying and the marginalisation of other, non- professionalised forms of interest representation.     Description: This volume offers a systematic philosophical analysis of the normative challenges facing European refugee policy, focusing on whether the response to it can be based on European values. By considering the refugee policy through the lens of European values, cosmopolitan norms and universal human rights, the contributions expose the weaknesses and limitations of existing regulations and make proposals on how to improve them. The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. However, the idea of a cosmopolitan Europe has never been unanimously shared, and in recent years, it has come under increasing scrutiny, particularly with regard to the EU’s refugee policy. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Finally, the third part puts forth recommendations for a feasible and normatively more compelling European refugee policy based on human rights, human dignity, justice and democratic self-determination as the decisive normative requirements.     Description: Stalin’s political takeover of the cultural theoretical pattern of Bolshevik novyy byt ‘new public life’ created a powerful myth of the total repression of ‘bourgeois’ philosophy in the early 1930s. However, since the 1920s novyy byt had also produced directives governing the formation of new theories of ideologically correct ‘spiritual kul’turnost’ (culturality, being civilized) on the basis of ‘the best achievements of bourgeois traditions.’ Classical music represented one of these achievements. The chapter sheds light on the idealist philosophical sides of the Soviet conception of kul’turnost. Looking at the musicologist Boris Asafiev (1884-1949) as an intellectual whose theoretical strategies shaped Soviet culture during the Stalin era, the author shows that the Soviet conception of classical music as a symbol of kul’turnost developed from the late ‘Silver Age’ philosophy of ‘internal’ spiritual life. Shaped by the NEP-era Bolshevik discourse of novyy byt and Pan-European cultural and musical theories, the conception emerged during the Stalinist kul’turnost campaigns. Asafiev renewed his theoretical setting (theory of Intonation) of the 1920s to suit Stalinist ideological outlines of what a ‘socialist approach’ to the arts ought to be. However, his theory was one of the evolving ideas that managed to accomplish this in a way that produced interesting scholarly results. His apology of classical music constitute an interesting intellectual history of Russian appreciation of classical music as a proper type of Russian kul’turnost and explains the Soviet understanding of popular music.

    Description: This volume offers insights into the role of private supplementary tutoring in the Middle East, and its far-reaching implications for social structures and mainstream education. Around the world, increasing numbers of children receive private tutoring to supplement their schooling. In much of the academic literature this is called shadow education because the content of tutoring commonly mimics that of schooling: as the curriculum changes in the schools, so it changes in the shadow. While much research and policy attention has focused on private tutoring in East Asia and some other world regions, less attention has been given to the topic in the Middle East. Drawing on both Arabic-language and English-language literature, this study commences with the global picture before comparing patterns within and among 12 Arabic-speaking countries of the Middle East. It presents the educational and cultural commonalities amongst these countries, examines the drivers of demand and supply of shadow education, and considers the dynamics of tutoring and how it impacts on education in schools. In addition to its pertinence within the Middle East itself, the book will be of considerable interest to academics and education policy makers broadly concerned with changing roles of the state and private sectors in education.     Description: The introductory chapter situates the collection within the field of memory studies and the study of Soviet repression and its remembrance. After briefly providing the broad historical context that connects the diverse studies explored by the chapters included in the book, the Introduction reflects on the commemoration of Soviet repression and communism within different memory cultures and the development of memory studies as an academic field. We argue that by bridging case studies of different moments and places under Stalinism, we are able to explore the connections, overlaps, and intersections of how Soviet repression and forced migration has and continues to mark and shape memory, identity, and history. Through an introduction of the twelve chapters of the book, we demonstrate the collection’s contribution to better understanding the transnationalism and mobility of memory, the transgenerational aspects of the remembrance of difficult pasts, as well as their implications on the sense of belonging and identification. The chapter highlights that multiply moving – as in mobile, fluid, and emotive – memories not only reflect Eastern European or even European memory culture but reach far beyond.

    Description: This chapter begins by providing an overview of the many educational reforms which have taken place in the United Arab Emirates within its short history as a nation. Pushed forward by neoliberalism and globalisation, such reforms have largely focused on increasing amounts of English-medium instruction at all levels of education. In the United Arab Emirates, not only does English dominate teaching and learning, but its ‘de facto lingua franca’ status in public domains has led to heated debates centred around the effects of ‘Englishisation’ on the Arabic language, as well as its impact on local cultural identities. The chapter discusses the concept of agency with reference to student and teacher roles in English-medium instruction settings. Specifically, the sociolinguistic implications of English-medium instruction for Arabic-speaking university students are explored. It is argued that often structural constraints such as ‘English only’ classroom policies reinforce monolingual ideologies, with English also acting as a gatekeeper to academic success, so that naturally occurring translingual practice is deprecated. Referencing previous research, the chapter will conclude by advocating the need for increased choice and agency surrounding English-medium instruction in order for educational experiences to be empowering rather than subtractive.
