Reviewing what has worked, what hasn’t, and why, the evaluation’s key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects’ rate of returns, and did not address investors’ need for up-front capital. Technology transfer – broadly understood to include diffusion of technical and financial innovations related to low-carbon development – has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent—information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. It discusses emerging practices and tools for managing these impacts and integrating climate considerations into planning processes and operational practices in an environment of uncertainty. It focuses on energy sector adaptation, rather than mitigation which is not discussed in this report. This report draws largely on available scientific and peer-reviewed literature in the public domain and takes the perspective of the developing world to the extent possible.

This report presents a summary of the efforts to develop methodological tools for the assessment of climate impacts on surface hydrology in the Peruvian Andes. It is targeted to decision makers in Peru and in other countries to give them guidance on how to choose available and suitable tools and make an assessment of climate impacts on water regulation.

    Description / Table of Contents: Energy is intrinsic to urban settlements, embedded in the built environment, and directly used to power socio-economic activity, transport and communications, and enable the provision of municipal services. In response to the crucial role of urban energy efficiency for environmentally sustainable and inclusive development processes, ESMAP’s Energy Efficient Cities Initiative (EECI) was launched in October 2008 to facilitate the implementation of practical energy solutions that meet the development priorities of cities, and simultaneously build their climate resilience. Chapter 1 begins with a contextual background on the inter-related associations between energy, socio-economic progress and urbanization. This edited volume compiles seven topical papers presented at the two EECI sponsored sessions during the World Bank’s fifth Urban Research Symposium, held at Marseille, France, June 28-30, 2009. Chapters 2–8 comprise the papers presented at these sessions: i) tools and assessment approaches on energy efficient urban development, and ii) good practices that promote low carbon sectoral interventions. The analytical tools and policy insights offered in this volume extend from integrated assessments of new cities to the impacts of socio-economic, climate and demographic changes on existing cities. Sector-specific interventions are discussed in the context of tools to ‘green’ buildings in Australia, the transformation to efficient lighting systems in the Philippines, and Demand Responsive Transport Systems in France. In addition, the documentation and benchmarking of a variety of low-carbon and carbon neutral good practices provides a range of practical insights on plausible energy efficient interventions in urban sectors.     Description: “Attention” is a primordial topic throughout Goffman’s work. Already his dissertation thesis (1953) includes a separate chapter on “the organization of attention”. In his later studies he developed various concepts related to attention, such as focused/unfocused interaction or “civil inattention”. Although attention is evidently a crucial dimension of the interactional order, Goffman did not elaborate this topic systematically. The study of attention was later refined and enriched by conversation analysts who underlined the role of visual displays of attentiveness in social interaction. Against the backdrop of the notion of “focused interaction”, this paper examines how the psychological approach to “joint attention” differs from or amplifies Goffman’s studies. Based on some of Cartier-Bresson’s photos, it is shown that the contrasting set of focused/unfocused interaction needs to be supplemented by a third type of attention order, in which members are collectively oriented to an outward event. After a discussion of some of the practices of sustaining and re-establishing a focus of attention, empirical evidence is provided that certain interactional purposes can be achieved by displaying inattention. In the final discussion of Goffman’s concept of “civil inattention”, some historical and sociological dimensions are pointed out along which this concept can be further studied.

    Description: Elaborating on Goffman’s ideas of self and face, the chapter examines the ways in which patients with personality disorders manage the stigma of impulsive behaviours (such as verbal or physical violence) in psychiatric assessment interviews. Patients display three different types of stance when they describe their impulsive behaviours. They can (1) show self-reproach through evaluations, verbal marking of the exceptionality of their behaviour, or through bodily displays. They can also (2) lessen the reproach by conveying that there are also moments or aspects of their behaviour when they do not deviate from the norm. Sometimes, however, the patients (3) defy the reproach by showing joy or satisfaction with their impulsive behaviours. The three stance displays correspond to the three strategies of self-management of stigmatised persons discussed by Goffman. While Goffman discussed such strategies at the level of autobiographical time, conversation analysis demonstrates them in micro-interactional time.

In focusing on target cultures which experienced dramatic sociopolitical changes over the course of the twentieth century and comparing retranslations originating from these contexts, Spišiaková finds the ideal backdrop in which to draw parallels between changing developments in power and social structures and shifting translation strategies related to the representation of gender identities and sexual orientations beyond what is perceived to be normative. In so doing, the book advocates for a queer perspective on the study of translation history and encourages questioning traditional boundaries prevalent in the discipline, making this key reading for students and researchers in translation studies, queer theory, and gender studies, as well as those interested in historical developments in Central and Eastern Europe.

    Description: Due to the competitive edge it confers on students, educational institutions, and non-English speaking nations in a globalized economy, English as a medium of instruction (EMI) has been gaining popularity in tertiary education in non-native English-speaking (NNES) countries. Institute-wide EMI implementation has often been imposed by top-down decisions, in combination with the optimistic view that the horse should always be placed before the cart. However, emerging evidence suggests that the delivery of such programs to NNES students has led to new pedagogical challenges and learning problems that go beyond the scope of language learning and teaching and deserve immediate attention. For example, how would an instructor respond to situations in which students’ learning of content is compromised by their limited language proficiency? This book draws on the current practice of EMI in diverse disciplines and university settings and examines how these new pedagogical and learning issues can be addressed. The discussion also involves a reflection on the essence of EMI in relation to the use of the first language (L1) as the medium of instruction in tertiary education. To unpack the relationship between cultural violence, stigmatization and activism, the chapter introduces the concept of culture. By introducing the meaning of culture the chapter helps to set the stage for the examination in the book on the implications of breaking down the meanings and practices of a group through stigmatizing and alienating them. The chapter goes on to illustrate how the stigmatization of a peoples’ culture can lead to the possible destruction of a group’s cohesion by making group members fearful of, and threatened against, openly expressing or participating in the activities and beliefs that are central to the fabric of the group’s identity.

    Description: There is a dearth of archaeological vestiges for Hindu temples prior to the 6th century in the Tamil-speaking South, although we know through literature and epigraphy that they were built at least by the early 5th century. This may be explained by the fact that these monuments were made of perishable material which did not survive the centuries. However, many temples scattered around the holy Kaveri river are still extant because many of them were reconstructed in stone, a long-lasting and prestigious material, in the 10th century. Analysing the epigraphy of some sites of this region, Valérie Gillet attempts here to outline different processes lying behind the reconstruction of those temples. She investigates more particularly the site of Govindapputtūr, where an important character emerges in the epigraphy as a key figure of the locality and explores how the endeavour of reconstructing a temple in stone appears to be, besides being an act of devotion, a process to gain and establish one’s power.

    Description: The United Arab Emirates puts tremendous effort into protecting the Arabic language and reinforcing its position as the language of the country’s constitution and national identity. The country’s higher education system is built on English-medium instruction, which, alongside the worldwide adherence to native-like norms that accompanies English as a global language, appears to reduce the opportunities for Arab students to take ownership of English. This chapter focuses on the negotiable space between Arabic and English in a United Arab Emirates English-medium instruction higher education context. Data were triangulated from self-reflections by thirty Emirati students (20 females and 10 males) and interviews with four faculty members of maths and information technology who taught through English. The findings show that while English-medium instruction is considered a form of multilingual education, Arabic was believed to have a positive impact on the students’ control over their university courses. The chapter provides implications for how multiple competencies can help Arab students exercise ownership of English, reduce their linguistic and cultural insecurities, and retain their identity while learning in an English-medium instruction context.

The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values.     Description: This chapter sets out to analyse what the representations of urban youth and their language practices in Norwegian media reveals about circulating discourses about diversity and immigration. The digital media archive Atekst (Retriever) was used to build a corpus composed of articles published between 2015 and 2021 in Norwegian print media. The analysis presented here indicates that “Kebabnorsk” (Kebab Norwegian) – a term commonly used to describe the speech styles of urban youths in Norway – is oftentimes mobilized in media debates to construct an axis of differentiation (i.e. us x them) regimented by ideological work where “us” is constructed as a category that encompasses “ethnic Norwegians” who uphold Western values and speak standard Norwegian, whilst “them” describes those who have ethnic minoritized backgrounds, uphold non-Western values, and speak “Kebabnorsk.” Moreover, the notions of coloniality and abyssal line help us to account for the political and historical development of the hierarchization of categorizations such as class, race, and gender from colonial times to the present. Aligned with ongoing efforts into southernizing sociolinguistics, this study expands the scope of existing research by bringing together traditions of critical discourse studies with theories of decoloniality and epistemologies of the South.

It fulfils an important social role in multilingual and multicultural societies such as Australia, by facilitating and encouraging social, economic, and political participation. Community translators play a pivotal role in the diffusion of information produced by the government and other public agencies, as they make it possible for their communities to access high quality information in the language(s) they are proficient in. This chapter will showcase the pedagogical approaches and strategies employed by educators at RMIT University in Melbourne to offer community translation courses to students from more than a dozen language backgrounds, including some new and emerging languages. Such diversity has encouraged the educators to implement reflective and student-led pedagogical approaches to overcome the limitations of sourcing qualified teaching staff in some rare languages, as well as the set contact hours imposed by the institution. The aim of the training is to produce profession-ready graduates who are exposed to the realities of the industry before they graduate.
