Im Angesicht der »Digitalisierung« und weiterer Megatrends zeigen sich die nächsten tiefgreifenden Wandlungsprozesse. Samuel Greef beleuchtet den neuen Mix aus Steuerungsformen und -instrumenten sowie eine hybridere Leistungserbringung, welche die Gestalt des Staates in unterschiedlichen Politikfeldern prägen. Sein Fazit: Deutschland befindet sich heute auf dem Weg zum »kontingenten Patchworkstaat«.

Dazu zeichnet sie die Herausbildung des hegemonialen Verständnisses von Fluchtursachenbekämpfung kritisch nach. Dieses schreibt sich in die Reorganisation des EU-Grenzregimes nach 2015 ein. Gleichzeitig verweisen die diskursiven Kämpfe auf eine stärkere Sichtbarkeit von Geflüchteten vor dem Hintergrund globaler Nord-Süd-Verhältnisse.

Faut-il envisager les rapports entre générations en termes de lutte ou de coopération ? Quelles sont les motivations des transmissions patrimoniales au sein des familles ? L’État providence doit-il axer ses priorités sur le début ou la fin de la vie, sur l’éducation ou sur la retraite ? Cet ouvrage consacré à l’économie du lien intergénérationnel en donne une vue d’ensemble selon trois volets : l’État, la famille, les interactions entre famille et État. Les politiques doivent-elles renforcer le lien intergénérationnel, en faisant par exemple en sorte que des retraites élevées contribuent à la réussite des jeunes en difficulté ? Ou, au contraire, dénoncer les dérives que connaîtrait un pacte générationnel de l’après-guerre mal adapté aux évolutions actuelles, quitte à privilégier d’autres logiques sociales, fondées soit sur la liberté et la responsabilité des individus, soit sur l’égalité citoyenne ? Ces questions départagent clairement les discours actuels sur le social, qui semblent se cliver autour de trois pensées antagonistes de l’État-providence que l’on qualifiera de pensées du « libre agent », « multi-solidaire », et de « l’égalité citoyenne ». Chacune a des implications précises sur les modalités de l’intervention publique, mais s’accommode de sensibilités fort diverses, sur l’échiquier politique ou vis-à-vis du féminisme notamment. Cette approche économique conduit à une meilleure compréhension des enjeux que soulève la crise de l’État-providence dans nos pays développés.

    Description: This open access book evaluates research quality, quality of teaching and the relationship between the two through sound statistical methods, and in a comparative perspective with other European countries. In so doing, it covers an increasingly important topic for universities that affects university funding. It discusses whether university evaluation should be limited to a single factor or consider multiple dimensions of research, since academic careers, teaching and awarding degrees are intertwined. The chapters included in the book evaluate teaching and research, also taking the gender dimension into account, in order to understand where and when gender discrimination occurs in assessment. Divided into five sections, the book analyses the administrative data on the determinants of career completion of university students; increasing precariousness of academic careers, especially of young researchers; methods designed to assess research productivity when co-authorship and team production are becoming the standard practice; and interrelations between students’ achievements and teachers’ careers driven by research assessment. It brings together contributions from a large group of economists, statisticians and social scientists working under a project sponsored by ANVUR, the Italian agency for the evaluation of teaching and research of academic institutions. From an international perspective, the findings in this book are particularly interesting because despite low tuition costs, tertiary education in Italy has relatively low enrolment rates and even lower completion rates compared to those in other European and American countries. This book is of interest to researchers of the sociology of education, education policy, public administration, economics and statistics of education, and to administrators and policy makers working in the area of higher education.

    Description: This open access book analyses the global diffusion of social policy as a process driven by multiplex ties between countries in global social networks. The contributions analyze links between countries via global trade, colonial history, similarity in culture, and spatial proximity. Networks are viewed as the structural backbone of the diffusion process, and diffusion is anlaysed via several subfields of social policy, in order to interrogate which network dimensions drive this process. The focus is on a global perspective of social policy diffusion via networks, and it is the first book to explicitly follow this macro-quantitative perspective on diffusion at a global scale whilst also comparing different networks. The collection tests the network structures in terms of their relevance to the diffusion process in different subfields of social policy such as old age and survivor pensions, labor and labor markets, health and long-term care, education and training, and family and gender policy.     Description: There have been significant efforts to implement the Sustainable Development Goals (SDGs) at multiple levels of governance across all regions of the world. However, the manner in which the global governance norms underlying the SDGs are actually being diffused is under-researched and not well understood. This book considers the promotion of the SDGs through the lens of norm diffusion theory, with a focus on three SDG policy areas; health, education and decent work. A distinctive feature of the book is that it offers multiple original case studies of SDG norm diffusion involving Asian and European actors. A unique feature is that the case studies in the book identify relevant SDG norm senders and norm receivers, and examine the relationship between them. The book also challenges the assumption that the SDGs themselves are static and unchanging, and reveals how SDG norms are dynamic and can be reformulated as a result of contestation between norm senders and norm receivers. As well as introducing a diverse and original set of case studies, the book therefore allows readers to deepen their understandings of the policy diffusion mechanisms by which SDGs are diffused, and grasp the patterns of success and failure in the implementation of these policies.

    Description: In The Sanctuary City, Domenic Vitiello argues that sanctuary means much more than the limited protections offered by city governments or churches sheltering immigrants from deportation. It is a wider set of protections and humanitarian support for vulnerable newcomers. Sanctuary cities are the places where immigrants and their allies create safe spaces to rebuild lives and communities, often through the work of social movements and community organizations or civil society. Philadelphia has been an important center of sanctuary and reflects the growing diversity of American cities in recent decades. One result of this diversity is that sanctuary means different things for different immigrant, refugee, and receiving communities. Vitiello explores the migration, settlement, and local and transnational civil society of Central Americans, Southeast Asians, Liberians, Arabs, Mexicans, and their allies in the region across the late twentieth and early twenty-first centuries. Together, their experiences illuminate the diversity of immigrants and refugees in the United States and what is at stake for different people, and for all of us, in our immigration debates.

    Description: The economics profession has a lot to answer for. After the late 1970s, the ideas of influential economists have justified policies that have made the world more prone to economic crisis, remarkably less equal, more polluted and less secure than it might be. How could ideas and policies that proved to be such an abject failure come to dominate the economic landscape?   By critically examining the work of the most famous economists of the neoliberal period including Alan Greenspan, Joseph Stiglitz and Paul Krugman, the authors Robert Chernomas and Ian Hudson demonstrate that many of those who rose to prominence did so primarily because of their defence of, and contribution to, rising corporate profits and not their ability to predict or explain economic events.     Description: All is not well with the evaluation of government programs and projects. Resources available to any society are limited. If governments are to increase the well-being of their citizens, they must be able to select and implement the socially most beneficial projects and policies. But many government agencies lack the expertise to carry out a cost-benefit analysis, or even to commission one. Commercial consultants, on the other hand, often have some analytical expertise, but are not immune from adopting approaches that accommodate the proclivities of their client agencies. In order to increase analytical rigour and methodological consistency, this publication urges the adoption of a ‘belts and braces’ set of protocols for use in project evaluation.

    Description: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Description: This article argues that Amalia Alvarez’s comics album The Stories of Five Undocumented Women (2013), based on a collection of stories told by migrant women, and Daria Bogdanska’s autobiographical comics album Wage Slaves (2016) can be regarded as feminist comics activism. They are examples of comics activism since the comics point to an essential topic in opposition to a controversial issue, namely, the treatment of migrant women. The comics’ emphasis on the situation of migrant women also makes it relevant to regard them as feminist activism, since they have a performative potential to create change regarding politics and legislation. The stories can influence how readers formulate and communicate thoughts about themselves and others, and they can contribute to changing societal structures. The comics also show how it is possible to mobilise resistance, generate support networks, and create hope. By making and publishing the comics, Alvarez and Bogdanska give migrant women an opportunity to come to voice and talk back against their situation, as well as against people who just express pity instead of taking action.

En La Habana contaron con el apoyo de la Cátedra de Estudios del Caribe de la Universidad de La Habana. A esta se sumaron otras instituciones como el Instituto Superior de Relaciones Internacionales “Raúl Roa García". Fue una experiencia muy positiva para puertorriqueños y cubanos. Afortunadamente no quedó solo en interesantes conferencias e intercambios y visitas diversas. Más allá del enriquecimiento mutuo que significó el contacto directo entre boricuas y cubanos –que permitió conocernos mejor y constatar, una vez más, cuanto de común hay entre nosotros– nos lega esta interesante compilación de artículos.

    Description: This open access book deals with global sanitation, where SDG 6.2 sets a target of enabling access to sanitation services for all, but has not yet been achieved in low- and middle-income countries. The transition from the United Nations MDGs to the SDGs requires more consideration based on the socio-cultural aspects of global sanitation. In other words, equitable sanitation for those in vulnerable situations could be based on socio-cultural contexts. Sanitation is a system that comprises not only a latrine but also the works for the treatment and disposal of human waste. Sanitation systems do not function by themselves but have significance only through social management. The process of decision-making also largely depends on socio-cultural conditions, and the importance of sanitation needs to be socially acknowledged. The health benefits of sanitation improvement—among the significant contributions of sanitation—also need to be considered in the socio-cultural milieu. Further, the social-culture itself is affected, and potentially even created, by sanitation. In this context, more progress on the improvement of sanitation requires a more holistic approach across disciplines. In this book, we present the concept of the Sanitation Triangle, which considers the interconnections of health, materials, and socio-culture in sanitation, as a holistic approach, and the case studies based on the Sanitation Triangle by diverse disciplines such as Cultural Anthropology, Development Studies, Health Sciences, Engineering, and Science Communication. By the deep theoretical examinations and inter-dialogues between the different disciplines, this book explores the potentialities of inter-disciplinary studies on global sanitation.

It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities.     Description: This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

    Description: In the two-decade period from 1928 to 1948, the proletarian themes and issues underlying the Chinese Communist Party’s ideological utterances were shrouded in rhetoric designed, perhaps, as much to disguise as to chart actual class strategies. Rhetoric notwithstanding, a careful analysis of such pronouncements is vitally important in following and evaluating the party’s changing lines during this key revolutionary period. The function of the “proletariat” in the complex of policy issues and leadership struggles which developed under the precarious circumstances of those years had an importance out of all proportion to labor’s relatively minor role in the post-1927 Communist led revolution.     Description: *THIS BOOK WILL SOON BECOME AVAILABLE AS OPEN ACCESS BOOK* This book is an excellent synthesis of the initial and continuing preparation for Mathematics Teaching in Colombia, Costa Rica, Dominican Republic and Venezuela, from which comparative analyses can be made that show similarities and differences, and highlight various perspectives. In August 2012, a workshop of the Capacity and Networking Project (CANP) of the International Commission on Mathematical Instruction (ICMI) was held in Costa Rica. This CANP brought together for two weeks a group of 66 Mathematics educators, mathematicians, university administrators, and elementary and secondary teachers from Colombia, Venezuela, the Dominican Republic, Panamá and Costa Rica. The goal was to promote progress in Mathematics Education in the region; as such it was a unique experience in the region. One of the most important results of this event was the creation of the Mathematics Education Network of Central America and the Caribbean (REDUMATE). It was organized by persons associated with the Mathematics Education Reform Project in Costa Rica (responsible for the most outstanding and innovative curriculum reform in Latin America) and the Inter-American Committee on Mathematics Education (IACME), which is an official regional multinational organization affiliate of ICMI. This book brings to the international Educational Community an important collection of experiences and ideas in the Mathematics Education of four countries of a region within the heart of the American continent, a region that has been many times forgotten. The dissemination of these results can promote the search for international collaborative actions in a wider scale.

    Description: Delegating Responsibility explores the politics of migration in the European Union and explains how the EU responded to the 2015–17 refugee crisis. Based on 86 interviews and fieldwork in Greece and Italy, Nicholas R. Micinski proposes a new theory of international cooperation on international migration. States approach migration policies in many ways—such as coordination, collaboration, subcontracting, and unilateralism—but which policy they choose is based on capacity and on credible partners on the ground. Micinski traces the fifty-year evolution of EU migration management, like border security and asylum policies, and shows how EU officials used “crises” as political leverage to further Europeanize migration governance. In two in-depth case studies, he explains how Italy and Greece responded to the most recent refugee crisis. He concludes with a discussion of policy recommendations regarding contemporary as well as long-term aspirations for migration management in the EU.

    Description: What does federalism do to welfare states? This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda. Methodologically, the authors shift to studies that embraced and understood the complexity within which federal political institutions operate. Substantively, they make an argument for the importance of plurinationalism, changing economic interests, and institutional legacies.

This did not, however, apply to everyone. The absence of affordable housing near job locations combined with the lack of safe, efficient, and affordable mobility options aggravated social exclusion for some. No Bicycle, No Bus, No Job details how power relations have historically enabled or restricted workers’ mobility in twentieth century Netherlands. Blue-collar workers, industrial employers, and the state shaped workers’ everyday commute in a changing playing field of uneven power relations that shifted from paternalism to neo-liberalism.

    Description: Internationally, providing young people with comprehensive sexuality education (CSE) has been suggested as an effective measure to achieve the goals of ending the AIDS epidemic and promoting sexual and reproductive health and rights, both before and after the formulation of the Sustainable Development Goals (SDGs). However, the implementation of school-based CSE continues to stagnate worldwide. This chapter provides a case study of Thailand to elucidate the norm diffusion process of school-based CSE within a state. For this aim, this chapter investigates Thailand’s policy development process and implementation with a focus on promotion and contestation against CSE among domestic actors. It also investigates the schools that participated in the national-scale project: the Teenpath Project, implemented by a non-governmental organisation to widen the implementation of CSE in schools. The results of the case study highlighted that school-based CSE in Thailand was promoted predominantly from a public health point of view, and that contestation was closely related to the perceived contradictions between the contents of CSE and existing socio-cultural norms. It was also found that the key to wider implementation of CSE at the school level was to enhance teachers’ and parents’ subjective recognition of the positive outcomes of CSE.

    Description: "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

Letztere galt im Sicherheitsdiskurs über lange Jahre hinweg selbst als Feindbild. Erstmals rückt diese kritische Position nun in den Mittelpunkt der Forschung. Aus diskursanalytischer Perspektive untersucht der Autor konservative und kritische Positionen zu Innerer Sicherheit - und kommt zu überraschenden Befunden: Trotz ihrer vordergründigen politischen Gegenläufigkeit sind auffällige Gemeinsamkeiten und geteilte Grundannahmen feststellbar. Zudem werden im Sicherheitsdiskurs gegenwärtig sog. Fremde bzw. "kriminelle Ausländer" als Hauptfeindbilder mobilisiert, d.h. Konstruktionen, die wesentlich rassistisch fundiert sind. Angesichts jener bereits angesprochenen Gemeinsamkeiten lautet deshalb eine weitere zentrale Frage, ob bzw. inwieweit die heutige Kritik an Innerer Sicherheitspolitik diesen Feindbildwandel berücksichtigt.

    Description: It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N. Raadschelders provides the information that all citizens should have about their connections to government, why there is a government, what it does, how it does it, and why we can no longer do without it. 〈i〉The Three Ages of Government〈/i〉 rises above stereotypical thinking to show the centrality of government in human life.

    Description: This book investigates the experiences of second- and third-generation Italians living in South Africa, exploring how nostalgia for Italy influences their sense of identity and belonging. The Italian community in South Africa is a unique diaspora, with a complex history, including roots in Italian colonial activities in Africa, and in World War II. This book looks at how the descendants of these early migrants take pride in being Italian and value the Italian language. They also ascribe much importance to their family roots, and have often created a romanticized image of Italy, mostly based on childhood vacation visits. The longing for an imaginary idealized version of Italy is closely linked to their wider search for a sense of identity and belonging against the backdrop of South African society, currently still grappling with its own multicultural identity. Interdisciplinary by design, this book draws on insights from both cultural studies and psychology in order to shine a light on an important and under-studied diasporic community.     Description: Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

    Description: What does federalism do to welfare states? This question arises in scholarly debates about policy design as well as in discussions about the right political institutions for a country. It has frustrated many, with federalism seeming to matter in all sorts of combinations with all sorts of issues, from nationalism to racism to intergovernmental competition. The diffuse federalism literature has not come to compelling answers for very basic questions. Scott L. Greer, Daniel Béland, André Lecours, and Kenneth A. Dubin argue for a new approach—one methodologically focused on configurations of variables within cases rather than a fruitless attempt to isolate “the” effect of federalism; and one that is substantively engaged with identifying key elements in configurations as well as with when and how their interactions matter. Born out of their work on a multi-year, eleven-country project (published as Federalism and Social Policy: Patterns of Redistribution in Eleven Countries, University of Michigan Press, 2019), this book comprises a methodological and substantive agenda.     Description: In January 2012, the U.S. White House Office of National Drug Control Policy (ONDCP) asked RAND to generate national estimates of the total number of users, total expenditures, and total consumption for four illicit drugs from 2000 to 2010: cocaine (including crack), heroin, marijuana, and methamphetamine. Drug users in the United States spend on the order of $100 billion annually on these drugs (in 2010 dollars). While this total figure has been stable over the decade, there have been important compositional shifts. From 2006 to 2010, the amount of marijuana consumed in the United States likely increased more than 30 percent, while the amount of cocaine consumed in the United States decreased by approximately 50 percent. These figures are consistent with supply-side indicators, such as seizures and production estimates. Methamphetamine consumption rose sharply from 2000 through the middle of the decade, and this was followed by a large decline through 2008. Heroin consumption remained fairly stable throughout the decade, although there is some evidence of an increase in the later years. For all of the drugs, total consumption and expenditures are driven by the minority of users who consume on 21 or more days each month.

Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

    Description: This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

    Description: This chapter discusses and analyzes the diffusion of the inclusive education concept as a norm of educational policy in developing countries by taking up primary school system in Malawi as a case. For the last two decades, international trends in education for pupils with disabilities have been shifting from “special” or “integrated” education to “inclusive education”. Inclusive education was originally launched through the Salamanca Statement, adopted at the World Conference on Special Needs Education in 1994. Adoption and widespread ratification of the 2006 Convention on the Rights of Persons with Disabilities provides the legal basis for this concept. Also, the SDGs, which embrace “inclusive” as a key term in the overarching Goal 4, significantly promote the diffusion of this concept in educational policies in both developed and developing countries. Our research is based on extensive fieldwork; seven classroom observations, 137 questionnaires and numerous interviews with key stakeholders including teachers, principals and parents. Based on this data analysis, the chapter discusses the complexity of diffusion of the norm of inclusive education from international to national, national to local, and suggests a more careful promotion of the new concept in educational practices, while fully acknowledging the achievement and potentials of inclusive education.

    Description: This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement’s (IEA) International Civic and Citizenship Education Study 2022. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

    Description: Exploring indigenous life projects in encounters with extractivism, the present open access volume discusses how current turbulences actualise questions of indigeneity, difference and ontological dynamics in the Andes and Amazonia. While studies of extractivism in South America often focus on wider national and international politics, this contribution instead provides ethnographic explorations of indigenous politics, perspectives and worlds, revealing loss and suffering as well as creative strategies to mediate the extralocal. Seeking to avoid conceptual imperialism or the imposition of exogenous categories, the chapters are grounded in the respective authors’ long-standing field research. The authors examine the reactions (from resistance to accommodation), consequences (from anticipation to rubble) and materials (from fossil fuel to water) diversely related to extractivism in rural and urban settings. How can Amerindian strategies to preserve localised communities in extractivist contexts contribute to ways of thinking otherwise?

These projects cover ninefields, namely, biodiversity and ecosystem, clean energy, clean water, sustainable transportation, solid waste treatment, sustainable consumption and production, green buildings, sustainable foodproduction and corporate social responsibility. Aiming at achieving green development, these projects, in their implementation, adhere to the concept of ecological civilization, combine China’s strict environmental protection systems and international standards, and take various measures of environmental protection based on the conditions of the local environment. These measures include joint efforts with local governments, businesses and communities, optimizating of design and construction plans, strict controling over different types of pollutants, and in situ conservation of species and ecosystems.The experience and practice of these 13 projects set an example for the latecomers.

    Description: Critical mapping—a problematizing, reflective approach—is the process of compiling and analyzing existing design outcomes (DOs) that address a wicked problem (e.g., food insecurity) in a way that creates a synthesis between equity, justice, and environmental responsibility. Critical mapping begins with identification and operationalization of the wicked problem leading to an integrative literature review of multidisciplinary scholarly sources to identify peer-reviewed DOs that contribute to addressing the wicked problem sustainably. Next, it progresses to charting the sustainable DOs affinitively with four quadrants—top-down and local, top-down and memetic (i.e., widespread), bottom-up and memetic, bottom-up, and local. The resulting visualization, introduced as a wicked solution, facilitates analysis to identify places to intervene in the system, where one can synthesize the impact of existing sustainable DOs to understand where gaps exist for future design innovation or appropriation that has the potential to cumulatively solve the wicked problem over time.

    Description: The controversial issue of secession has received little attention from experts of federalism. The best federal studies either evade it or dismiss it in a few lines. However, the issue of secession has been present throughout the history of federations. This book is one of the first to explore the complex relationship between federalism and secession. The authors whose work is presented here recognize the potential of federalism as a way to organize relations between several different states, peoples, nations or territories under the same government. However, they are not naïve or idealist about the ability of the federal idea to succeed in the complex situations in which it is applied. In some cases success seems assured (the United States, Switzerland, Germany, etc.), and the merits of federalism can be showcased. But there are also failures (the former Yugoslavia, or more recently Brexit) and semi-failures that have generated turbulence in recent years in devolutive systems (Scotland in the United Kingdom, Catalonia in Spain) or federative systems (Québec in Canada). This book provides a nuanced portrait of the issue of secession in federal contexts and lays the groundwork for questioning the still too fragile legacy of the great thinkers of federalism.

    Description: In this innovative and persuasive volume, Sonia Ryang offers new ways to think about North Korea and how truth emerges over decades from within a dominant discourse. It explores four discrete yet mutually related domains of discourse: North Korea's literary purge of the 1950s-1960s; its state-initiated linguistic reforms of the 1960s-1980s; stories from a people's chronicle, more than one hundred volumes in length, documenting interactions with the Great Leader, Kim Il Sung; and the multivolume memoirs of the Great Leader himself, published in the 1990s. These texts are heterogeneous in terms of authorship, style, purpose, and genre, and many have never before been explored in Anglophone studies of North Korea. All have contributed to consolidating a North Korean regime of truth, bringing into existence a set of assumptions and shared understandings that have been regarded as true over the last half century. Basing her work on a study of these linguistic and discursive domains, Ryang explores the ways in which power, truth, and self are indissolubly connected by function as well as efficacy and how language plays a key role in sustaining their validity. The Kim Il Sung era, from 1945 to Kim's death in 1994, forms the basis of the book, but the way truth emerged and was sustained during these decades provide important insight into how we can comprehend North Korea today. Rather than view the country as an ideological entity in order to expose its falsehood, so to speak, thinking critically about what it sees as true yields a far more productive outcome for scholarly analysis as well as general understanding. Language and Truth in North Korea will find a ready audience among those interested in North Korea from a wide variety of disciplines, including the social sciences, history, philosophy, and theology.

    Description: This open access book examines places on the margins and the dynamics through which a marginal position of a place is created. Specifically, it explores how places, mostly in sparsely populated areas, often perceived as immobile and frozen in time, come into being and develop through interference of everyday mobilities and creative practices that cut across the spheres of culture and nature as usually defined. Through fieldwork and case studies from areas in Iceland, Finland, Greenland, and Scotland, the book’s twelve chapters draw out the multiple relations through which places emerge, where people compose their lives as best they can with their surroundings. A special concern is to explore the links between travelling, landscape, and material culture and how places and margins are enacted through mobilities and creative practices of humans and other beings. The emphasis on mobility disturbs the perception of a place as a bounded entity and offers a useful and necessary understanding of places as mobile and fluid. Mobilities on the Margins is a novel and timely contribution to the exploration of human and more-than-human interactions in a world of increasingly fluid mobilities and insistent crises.

    Description: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: Increasing irrigation efficiency has been high on the political agenda in Spain for many years. However, the overarching aim to reduce agricultural water consumption has not been met so far. To explore this phenomenon, Nora Schütze investigates processes of coordination between the water and agricultural sector in three Spanish river basins in the context of the EU Water Framework Directive implementation. From the perspective of polycentric governance, she identifies multiple mechanisms which illustrate how and why actors interact in certain ways, and thus shows why environmental aims of the Water Framework Directive remain unachieved.

Die Ergebnisse der Untersuchung offenbaren, dass die selbstbestimmte politische Aktion zu vielfältigen Bildungsgelegenheiten führt. Quellenkritik, Recherche, Auseinandersetzung mit vielfältigen Perspektiven sowie das sachliche und wertgebundene Beurteilen zeichnen die Erfahrungen der Jugendlichen aus. Sie erleben Selbstwirksamkeit, lernen mit Misserfolgen umzugehen, Konflikte zivil zu lösen, sich im Kollektiv politisch zu organisieren und damit verbundene Herausforderungen zu bewältigen. Die begleiteten Gruppen erweisen sich nicht als homogene politische Gemeinschaft. Und dennoch besteht die Gefahr der Verinselung in ihrem Protest. Hier kann und sollte die formale politische Bildung und die demokratische Schulentwicklung ansetzen und die Partizipationserfahrungen in der politischen Aktion als Bildungsgelegenheit verstehen.

There are many competing moral frameworks, and different views about how normative considerations should inform the art and craft of governmental policy making. What is not in dispute, however, is that ethics matters. The ethical framework adopted by policy analysts and decision makers not only shapes how policy problems are defined, framed and analysed, but also influences which ethical principles and values are taken into account and their weighting. As a result, ethics can have a profound impact, both on the character of the policy process and the choices made by decision makers. Public Policy - Why Ethics Matters brings together original contributions from leading scholars and practitioners with expertise in various academic disciplines, including economics, philosophy, physics, political science, public policy and theology. The volume addresses three main issues: fist, the ethical considerations that should inform the conduct of public officials and the task of policy analysis; second, the ethics of climate change; and third, ethics and economic policy.     Description: Radicalization is a major challenge of contemporary global security. It conjures up images of violent ideologies, “homegrown” terrorists and jihad in both the academic sphere and among security and defense experts. While the first instances of religious radicalization were initially limited to second-generation Muslim immigrants, significant changes are currently impacting this phenomenon. Technology is said to amplify the dissemination of radicalism, though there remains uncertainty as to the exact weight of technology on radical behaviors. Moreover, far from being restricted to young men of Muslim heritage suffering from a feeling of social relegation, radicalism concerns a significant number of converted Muslims, women and more heterogeneous profiles (social, academic and geographic), as well as individuals that give the appearance of being fully integrated in the host society. These new and striking dynamics require innovative conceptual lenses. Radicalization in Theory and Practice identifies the mechanisms that explicitly link radical religious beliefs and radical actions. It describes its nature, singles out the mechanisms that enable radicalism to produce its effects, and develops a conceptual architecture to help scholars and policy-makers to address and evaluate radicalism—or what often passes as such. A variety of empirical chapters fed by first-hand data probe the relevance of theoretical perspectives that shape radicalization studies. By giving a prominent role to first-hand empirical investigations, the authors create a new framework of analysis from the ground up. This book enhances the quality of theorizing in this area, consolidates the quality of methodological enquiries, and articulates security studies insights with broader theoretical debates in different fields including sociology, social psychology, economics, and religious studies.

    Description: In early March of 2020, Americans watched with uncertain terror as the novel coronavirus pandemic unfolded. One week later, Ohio announced its first confirmed cases. Just one year later, the state had over a million cases and 18,000 Ohioans had died. What happened in that first pandemic year is not only a story of a public health disaster, but also a story of social disparities and moral dilemmas, of lives and livelihoods turned upside down, and of institutions and safety nets stretched to their limits. Ohio under COVID tells the human story of COVID in Ohio, America’s bellwether state. Scholars and practitioners examine the pandemic response from multiple angles, and contributors from numerous walks of life offer moving first-person reflections. Two themes emerge again and again: how the pandemic revealed a deep tension between individual autonomy and the collective good, and how it exacerbated social inequalities in a state divided along social, economic, and political lines. Chapters address topics such as mask mandates, ableism, prisons, food insecurity, access to reproductive health care, and the need for more Black doctors. The book concludes with an interview with Dr. Amy Acton, the state’s top public health official at the time COVID hit Ohio. Ohio under COVID captures the devastating impact of the pandemic, both in the public discord it has unearthed and in the unfair burdens it has placed on the groups least equipped to bear them.

Et surtout, trente ans après, pourquoi ces groupes, dont le rêve serait de « mourir de succès », continuent-ils de manifester ? Pour répondre à ces interrogations, Montserrat Emperador Badimon étudie l’émergence de ces multiples groupes, les caractéristiques de leurs adhérents, leur organisation et leurs tactiques protestataires. Elle analyse également les relations complexes qu’ils entretiennent entre eux et avec le pouvoir, le potentiel disciplinateur de la « récompense-emploi » n’étant pas négligeable.
