    Description: Deforestation in Bolivia has increased considerably during the last few decades, which causes carbon dioxide emissions, biodiversity loss, changes to the hydrologic cycle, among others. This study pretends to estimate the impacts and costs of that deforestation. Since each variablehas its own complexity, the use of different methodologies is necessary. The first model used is a carbon bookkeeping model and the carbon price. The second is the BIOM model which is based on the extrapolation of species, and the use of the elasticity between consumption and absolute species richness for the quantification of costs. Finally, a spatial econometric model and a water scarcity index are used for the estimation of the costs of variation in the hydrologic cycle. The results are presented at three levels; a national level, department level and municipal level for two time periods; 1990-2000 and 2000-2010. In addition, based on the results, conclusion and recommendations are formulated about deforestation in Bolivia. This study calculates that the cost of deforestation in Bolivia exceeds 10% of GDP.

    Description: The current research analyzes the main variables that explain the bilateral flow's behavior of foreign direct investment. This document is emphasized on the landlocked countries, a geographic variabel which is present in almost 25 percent of all countries. The research is built through a panel data composed by 9,312 bilateral flows corresponding to 97 countries in the period 2001-2012, with a total of 111,744 observations. The estimation is made within the framework of the gravity equation and Dunning's eclectic paradigm. The results have the expected estimates. It was found that landlocked countries lose about 60 percent of their flows of foreign direct investment. The cause of this loss can be explained by the isolation that the geographic characteristic generates. Finally, in a study on Bolivia, it was found that this country loses about 2.22 percent of the Gross domestic product every year because it is landlocked.

    Description: The right to care was recognized in the international regulatory framework. Its inclusion in the 2030 Agenda for Sustainable Development represented a fundamental step in the framework of global agreements. Goal 5 "Achieving gender equality and empowering women and girls" includes the mandate to "recognize and value unpaid care and domestic work". Goal 5.4 establishes the responsibility of States "to provide public services, infrastructure and social protection policies, under the co-responsibility approach of care". Similarly, policies and care programs are progressing in Latin American countries. The document represents the concept of care as a social right, analyzes the demographic, family and work transformations that demand a new social organization of care, and synthesizes progress in the region to achieve two objectives: to ensure access to care for children, adolescents, older adults and persons with family responsibilities.

    Description: At the beginning of the 21st century, Bolivia presented improvements in the indicators of poverty and monetary inequality following the trend of Latin America. The analysis of the evolution of the Unsatisfied Basic Needs Index (NBI) also shows a positive trend. However, significant differences still persist by geographic area - urban and rural - and between departments. The period between 2004 and 2014 was characterized by an exceptional economic bonanza, mainly due to the increase in demand and international prices of raw materials. As of 2014, the fall in the price of tin, hydrocarbons and other raw materials marked the slowdown in the expansive cycle of the international economy and the prices of raw materials and the beginning of a cycle of economic retraction in the region. Considering the historical dependence of the regional economy on the boom and collapse of the prices of natural resources and, consequently, on the negative economic and social effects caused by a strong volatility of our markets, the following questions are imposed: What were the most important factors for the improvement of social indicators in the period of economic boom?, and what policies are needed to sustain the improvement of social indicators and continue to expand the well-being of the Bolivian population? The objective of the document is to present the social advances and the persistent problems to achieve the social well-being of all Bolivians based on the latest available official indicators and secondary studies, and explanations about the factors that affected the social improvements. The document offers a synthesis of the main challenges that the country still faces.

    Description: This paper analyzes educational inequalities in basic education considering educational backwardness as individual achievement in the learning process in Bolivia. We make special emphasis on the effect of the type of school, whether public or private, to establish the degree of a gap that differentiates education in Bolivia. Considering the 2006-2014 period, initially it is identify what factors influence a child to enroll in a particular type of education, finding that the household income is the most important factor. Second, the Equality of Opportunities scheme is adopted, identifying a set of socioeconomic characteristics of the child's house (circumstances), that together with type of education, can influence the child gets lag. Thus, characteristics such as the socioeconomic background of the family are important source of inequality of educational opportunities, which interact with the effect of the type of school, proving a relative advantage of the private school over the public, showing that educational opportunities are not the same for all children.

    Description: The achievement of gender equality in the labor market is not only a desirable goal by itself, but by its effects on growth and welfare. Based on such acknowledgement, this research quantifies the effects of gender gaps in employment, participation, occupational segregation and labor income, over monetary poverty in urban Bolivia. For this purpose, it is proposed to use the non-parametric microsimulation strategy in order to generate free gender gaps scenarios. Based on the comparison of poverty indicators observed and simulated with this strategy, it is evident that from 2006 to 2015 gender inequality in participation and labor income implied costs on the welfare of the society.

    Description: Migration has been a difficult phenomenon to measure because of its volatile characteristics and the number of models that explain the essential incentives of the process. In Bolivia there are few quantitative studies of international migratory movements, however, there are records that reflect a great socioeconomic impact by the migratory decisions. Throughout the document it describes that Bolivia has a negative migratory balance and that the profiles of the migrants have certain variable characteristics in the time. Generally, the search for accumulation of wealth, better living conditions, access to better education, better remuneration for productivity, among others, are sufficiently valid incentives to migrate to another developed country. The paper measures the impact of international migration on inequality of Bolivian wealth through the use of a dynamic general stochastic model DSGE with heterogeneous agents, specifying Argentina as the foreign economy because it is the country that holds most of the Bolivian people.

    Description: The current documents attempts to establish the possible presence of the "Mohring" effect on the Pumakatari mass transport system created by the Municipal Government of La Paz on 2014.     Description: This paper evaluates four dimensions of food security (ie availability, sovereignty, stability and consumption and biological utilization). Finding gaps for food groups: fruits and vegetables, proteins and carbohydrates, from comparing the supply of each product with minimum nutritional requirements of the Bolivian population in the period 1990 to 2012. The most important result of the research is that food group, only the carbohydrate group meets the dimensions studied. Both groups of proteins, such as fruits and vegetables do not meet any dimension. Is also evidence that there are cultural factors that materially affect the feed. Likewise, there are no incentives or policies on food security in the long term, so that a position of vulnerability is generated. These nutritional gaps are indicators of malnutrition and food shortages.

    Description: Tax evasion is an illegal activity combated by the tax administration through different tools. Implicitly the risk is present in this type of activity. Therefore, the risk assessment is an important component on the decision of evasive behavior. At the same time, there are other factors that determine the adoption of this behavior. The question lies on knowing what tax incentives and what policies can be useful for better monitoring and control. This document uses experimental field methodology to investigate the complex behavior of taxpayers on the issue of tax evasion. The aim of making changes in the structure of incentives, such as income, the probability of inspection and variations in the tax rate, is evaluate the behavior of economic agents when these changes are made. The experiment results indicate that an important factor is the risk aversion in the adoption of tax evasion behavior, but that the determining factor when paying taxes is the income of individuals: a higher income, greater tax compliance. We also found that the greater the chance of being audited and higher fines, increased compliance in paying taxes.

    Description: This investigation has the objective of study the social cohesion and its relationship with tax evasion in Bolivia. Social cohesion, understood in simple terms as all the elements that maintain a society together, determines the cooperation between individuals. Using indicators proposed by ECLAC and data from the Survey of Social Cohesion Research Institute of Socio-Economics from the Institute of Social and Economic Research at the Universidad Católica Boliviana "San Pablo" (IISEC-UCB, for its acronym in Spanish) it has been determined that the biggest problem in Bolivia is the willingness to pay taxes. The low institutional quality brings low levels of trust in the state, so the willingness to pay taxes is also low. Based on information gathered in the city of La Paz through the design and implementation of an opinion poll in 2014, it has been determined that the probability of paying taxes increases when social cohesion is higher, ceteris paribus. This presents evidence that it is important not only focus on the control mechanisms of tax evasion, but in the attitudes of people.

    Description: This research approaches the poverty determinants from a macroeconomic perspective in Bolivia. The identity proposed by Bourguignon is analyzed; it simultaneously considers the economic growth and distribution effects on poverty. For this objective the considered literature relates macroeconomic variables, such as: income per capita, unemployment, investment and inflation poverty. Thus, the relationship between these variables will be verified by data panel methodology. Due to these tools income per capita, unemployment and social investment are effectively poverty determinants. Moreover, the relationships proposed by economic theory are verified.

For this reason is that they begin to develop and implement energetic modeling techniques as alternative tools for both the development of energy policies, and the evaluation of its effects on the economy itself. At present it has a wide range of energy models, which address issues related to the energy field from various perspectives and using different assumptions and estimation techniques. Armed with such a wide range of models, choosing the most suitable model for application in a given context is more than a science, an art that can only be carried out with knowledge about the features, attributes and weaknesses of model families existing.     Description: The Economics of Happiness is an area of the economy that emerged as an alternative for measuring the quality of life of people from the perspective of subjective well-being. Most of happiness studies study the determinants of happiness and relationships with economic, social and psychological variables. In this context exist evidence of a positive correlation between happiness and productivity of workers. However, some authors argue that the causality between the two variables can go in both ways. The following paper analyzes the shape in which a increment of productivity self-declared of people that live in the city of La Paz, reflects changes in their level of subjective well-being using data panel and cross-sectional analysis. To this end three variables are analyzed, the first consists in levels of productivity self-reported by individuals over time, the last two are proxy measures of productivity. Among the most important findings is found that people who declare themselves more productive are happier, however, when productivity is measured with more objective proxy variables it shows that productivity could be affecting other dimensions such as family or social relationships which reduces happiness.

    Description: This paper presents an appraisal Juancito Pinto from the use of micro simulation techniques. Specifically, it assesses the impact on school attendance, poverty and inequality in income distribution. The results suggest that the BJP has had a positive impact on reducing truancy in primary schools, has helped reduce poverty levels in addition to improved income distribution, especially in rural areas of the country -. Possible improvements to the BJP would be linked to differentiate the amount transferred in terms of area of residence which would bring additional benefits without significantly altering the program's administrative costs.

    Description: This paper explores the relation between activities in the Bolivian economy as suppliers and demanders of intermediate inputs, this whit the purpose to determine which activities have great impact on the rest of the economy and which ones are less integrated. For this, Rasmussen indexes are used, that allow classifying them as independent, push, pull and key activities; this whit the help of the input-output matrix. The results based on 2008 data, show a little integrated economy, which is divided in 35 activities. There are no key activities, 8 activities are considered strategic and only trade is considered a pull sector. Something outstanding about the results is that trade generates great dynamism in the rest of activities through its indirect effects on transportation more than because of its direct demand of inputs.

    Description: In recent years, Bolivia has accumulated a significant level of international reserves due to favorable external environment and the exchange rate regimen (crawling peg). In this context arises the question of: Which one is the optimal level of international reserves? According to the traditional indicators of adequacy of reserves and according to a model that shows the role of the reserves as a reliever of adverse external shocks, optimal reserves are located below the actual saved in the central bank since 2007. This result holds even when gold and non-financial public sector deposits of foreign currency at the central bank are excluded from the actual reserves. However, a sensitivity analysis shows that optimal reserves may increase considerably if some macroeconomic fundamentals change.

    Description: This paper examines the new Bolivian Constitution (NBC), promulgated in February 2009, from the viewpoint of the new economic institutionalism. The NBC fixes the rules conducive to the establishment of a plural economic organization. These rules are eclectic, yet they convey a state-led development model. A significant extension of the state-owned enterprises is a prominent feature. Also, the NBC assigns an important place to communitarian (or communal) forms of organization, although their boundaries are ill defined. The NBC also purveys the view of development based primarily on the exploitation and industrialization of Bolivia's natural resources. However, the exploitation has to be compatible with the preservation of the environment and it has to take into account the particular interests of the indigenous peoples in whose territory are the resources, in line with the recovery of the ethnic identities that occupies a centerplace in the NBC. The traditional rights of republican institutions are recognized in the NBC but they leave the front stage to transit to a second level of importance. In particular, several easements are imposed to the right to private property. Moreover the NBC opens vulnerabilities to private property rights and makes them more contestable than in the previous constitutions. Prima facie, the weakening of the institutions of private property will harm the long-term growth prospects of Bolivia's economy. The NBC contains many disincentives to the accumulation of physical and human capital, as well as of technical progress and the development of markets. From a political viewpoint, the NBC is the de jure arrangement of the de facto new distribution of political power among social classes that has surged in Bolivia since early 2006. It is too early to conclude on the stability of this new political distribution. But even so, we can foresee that the long-term consequences of today's institutions, unfriendly to markets, will be very important.

    Description: The current research has the aim to identify and evaluate the impacts of external shocks related to the new economic context of world-wide deceleration in the Bolivian economy. It is assumed for this scenario that Bolivia would face a reduction in the export prices, a reduction in the level of foreign direct investment, a fall in the remittances and a decline in the government expenditure. In order to evaluate these effects in the short and medium term, we use a dynamic General Equilibrium Computable Model (CGE), in a horizon of ten years.     Description: Bolivia as many other countries in the world, it is looking for some mechanism that allows to fight against the adverse impacts produced by climate variability. There is consensus that more adaptation and mitigation measures if we want to reduce the adverse effects produced by the climate change - in addition the vulnerability to these phenomena depends also on other stress factors. The aim of our research seeks to evaluate the economic impact of climate change in the agricultural sector of Bolivia with and without mitigation measures. From one hand the work quantify the effect of climate change over the GDP - from the other hand it evaluates the relevance of mitigation measures destined to reduce the risk and vulnerability of climate change. There are many methodologies that evaluate the incidence of climate change, both from economic and technological perspective - the first one in well known as bottom-up schemes - the second one is named top-down schemes. For the purposes of our research we use top-down model, based on Computable General Equilibrium (CGE) techniques.

    Description: In late 1982 Bolivia returned to democracy, after a long period of mostly military governments, during whose tenure real wages had declined considerably. The first democratic government, presided by Dr. Hernán Siles Suazo inherited of the military governmets a much deteriorated economy, marked by the external debt crisis. Siles Zuazo found very difficult to mediate between macroeconomic adjustment and the demands of his electorate. The government's defensive populism was unable to cope with the mounting social pressures that affected the fiscal deficits which were financed printing money. The resulting inflation that culminated in hyperinflation was moreover accompanied by food shortages and black markets. GDP fell substantially. The Central Confederation of Workers disdained the fiscal and balance of payments constraints and its wage race was a major culprit of the economic disaster. The hyperinflation was stopped with a drastic and orthodox program of stabilization that a side result politically weakened organized labor.

    Description: Populist experiments are recurrent in Latin America. One of the most conspicuous cases is that of Bolivia in the 21th century under the government of Evo Morales and his Movement to Socialism (MAS). A major distinctive feature of this populism is the incorporation of the ethnic and linguistic demands of the large indigenous population. The populism of this century, in common with previous experiences, prioritizes the redistribution of income and wealth, based on the central role of the state and nationalism. Economic policies are aimed at short-term political gains and ignoring long term consequences. However, the aggression to markets, very clear in the policy of nationalizations, has been more important than fiscal and monetary expansion. Also, because of the benign international environment, the MAS government has not had to face fiscal or balance of payments constraints.
