    Description: The national statistical institutes face permanently the need to reform and update the statistical criteria and instruments for labor market analysis, as well as to adapt international recommendations for measurement. These processes pose important challenges regarding the comparability of information, necessary to analyze the labor market dynamics. This study presents a consistent methodological approach for the splicing of labor market aggregates based on microeconomic information from household surveys. We analyze the case of the national unemployment rate for Ecuador; assess the potential alternatives for simulation and define a consistent selection criterion for the prognosis and splicing of the series.

    Description: The goal of this paper is to evaluate the impact of the innovation promotion programs carried by the National Research and Innovation Agency (ANII). A combination of non-experimental methods was used to quantify the effects of public support to innovation in three dimensions of the firms' behavior: innova - tion investment, innovation results and economic performance. The results show evidence of crowding-in of public support to innovation. Also, beneficiaries of the programs show larger probability of successfully introducing new products and processes. We do not find impact in the economic performance indicators of the firms.

    Description: This paper analyzes Bolivian Global Value Chains (GVC) for 2002, 2005 and 2011, using the Vertical Specialization Index (EV) of Hummels et al. (2001) and the measure of Upstreamness of Antràs y Chor (2011) (cited by Antràs et al., 2012b). Indicators show that trade patterns are represented by a concentration of raw materials, which have also taken advantage from those derived from GVC; while manufacturing sectors have been less important in this dynamic, and they even lost their relevance over time.

    Description: In this paper, we discuss the management of monetary policy of the Latin American central banks that have fully established inflation targeting. An optimal monetary rule is estimated for these economies using the Generalized Method of Moments. This analysis allows us to conclude that these central banks have taken into account the economic growth, in addition to price stability. However, only Chile has taken into account the evolution of the exchange rate. Furthermore, Chile, Brazil and Peru have followed an asymmetric behavior, while Colombia and Mexico have adopted a linear monetary policy rule.

    Description: We analyze the effects of macroeconomic fluctuations, as well as episodes of financial instability and inflation, on inequality indicators in Chile for the period 1960-2014. The relationship between episodes of crisis and fluctuations on levels of inequality are estimated from an event study, finding that they are related to fluctuations in inequality. In addition, we perform econometric estimates where inequality indicators relate to different macroeconomic variables and educational performance. The main conclusions are that banking and inflation crises, as well as periods of severe cyclical contractions, tend to increase the levels of inequality in Chile.

    Description: This paper looks for empirical evidence to show if a very interventionist government stimulates or not private investment in Latin America. Using the same model as Caballero-Urdiales y López-Gallardo (2012), we extend their analysis from five Latin-American countries to all Latin America. The results from our estimated elasticities show evidence in support of three hypothesis: (1) that tax burden (taxes on income and consumption) has significant effects on privateinvestment; (2) that public investment has a crowding out effect with private investment; (3) and that in order to stimulate private investment, the government should have very little intervention.

    Description: This paper develops a methodology using business intelligence (data warehouse) and OLAP tools (Online Analytical Processing) to match individuals from a household survey data to a census one. In order to geo-reference the household data, the method takes advantage of the geographical information of the census. Using the 2003 Household Survey and the 2002 Chilean Census of Population and Housing, the average household income is projected to intra-municipality levels and the results are compared to Elbers et al. (2003) methodology. The results show that the proposed methodology allows for taking into account and display the impact of intra-municipality heterogeneity and the spatial interaction among the spatial units.

    Description: Taking as a reference a simple oligopoly model with differentiated products, in which there are three firms, the purpose of this paper is to complement the existing literature on mergers by proving that the traditional merger paradox can be avoided by assuming that, after the merger, the merging firms increase the existing bilateral product differentiation. In this context, it is proved that a merger could be welfare enhancing by increasing both consumers surplus and merging and non merging firms profits.

    Description: La estimación de las cuentas ambientales a nivel subnacional es importante en Bolivia, debido a la heterogénea distribución espacial de los activos ambientales en el territorio nacional, en particular para departamentos de escasa diversificación productiva, donde la extracción de recursos naturales constituye su principal base económica. El presente trabajo se concentra en el departamento de Pando en Bolivia. Aplica la metodología non-survey de regionalización de matrices insumo producto, a una clasificación adecuada de activos y recursos ambientales, para obtener el Producto Interno Bruto (PIB) ambientalmente ajustado del mencionado departamento, cuya desagregación según ingreso permite la estimación cuantitativa del aporte de la naturaleza en la generación del producto e ingreso departamental, medida a través del cálculo de la renta de los recursos naturales. Los resultados de la investigación también confirman la dependencia económica de Pando, respecto de los recursos naturales, al cuantificar su alto grado de apertura hacia mercados externos al departamento, superior al nacional y constituirse en exportador neto de recursos naturales.

    Description: In the present article we develop a discrete-time methodology to compare frontend load and balance fees in the accumulation phase of a defined-contribution pension fund under the system of individual accounts. Additionally, using various methods, we study the effect of considering risk and density of contributions in the performance and suitability of the aforementioned types of fees. Finally, we perform a practical application of the methodology to the Peruvian Private Pension System.

    Description: This paper analyses the Spanish residential demand of a bundle of goods conforming the basic services of the households (i.e. electricity, natural gas and drinking water) in 2012. The analysis is made using a QUAIDS model modified in order to consider the censoring in the consumption of natural gas following the approach of Tauchmann (2010), one of the latest advances in this field. The results show that the demand for electricity and drinking water is less sensitive to the variations in prices and household's income than that of natural gas.

    Description: This paper offers a comparative analysis of the effectiveness of eight popular forecasting methods: univariate, linear, discriminate and logit regression; recursive partitioning, rough sets, artificial neural networks, and DEA. Our goals are: clarify the complexity-effectiveness balance of each methodology; identify a reduced set of independent variables that are significant predictors whatever the methodology is; and discuss and relate these findings to the financial theory, to help consolidate the foundations of a theory of financial failure. Our results indicate that, whatever the methodology is, reliable predictions can be made using four variables; these ratios convey information about profitability, financial structure, rotation, and operating cash flows.

    Description: Los países de América Latina y el Caribe estan afectados por eventos climáticos extremos. En República Dominicana, Ecuador y Bolivia existe un incremento en el riesgo a sucesos extremos en general y a inundaciones en particular. El objetivo de este estudio es comparar los Sistemas de Alerta Temprana (SATs) para inundaciones, identificar los problemas, las lecciones aprendidas y a partir de ello hacer recomendaciones. Con este fin , se analizaron los indicadores relacionados a inundaciones y SATs. Desde septiembre de 2014 hasta julio de 2015, se realizaron 32 entrevistas estructuradas a los más destacados actores, de las principales instituciones, a nivel local y nacional. Encontramos que existen sistemas de monitoreo sólidos, y por ello, se ha trabajado en la mayoría de los casos fortaleciendo la parte técnica y de pronósticos para inundaciones. Sin embargo, en los tres países todavía existe una brecha entre el pronóstico técnico y la comunicación/respuesta de la comunidad. La diferencia entre un fenómeno natural y un desastre puede ser un Sistema de Alerta Temprana, que tome como eje central la participación de las comunidades y la coordinación con las autoridades. Es necesario fortalecer los SATs que existen localmente dando a las comunidades herramientas necesarias y coordinando los sistemas locales y nacionales para dar una alerta, reacción y acción oportunas.

    Description: Este documento de investigación estima las emisiones netas de carbono provenientes del cambio en el uso de tierra en Bolivia durante los periodos 1990 - 2000 y 2000 - 2010 utilizando un modelo de contabilidad de carbono que incluye deforestación, degradación de bosques, regeneración de bosques, descomposición y recomposición gradual de carbono, así como la heterogeneidad de los contenidos de carbono sobresuelo y bajo-tierra en una grilla de 10 por 10 km. El enfoque permite elaborar mapas detallados de emisiones netas por región y por tipo de vegetación. Se estima que las emisiones netas de CO2 provenientes del cambio en el uso de tierra en Bolivia incrementaron de 65 millones de toneladas por año durante 1990-2000 a 93 millones de toneladas por año durante la década del 2000-2010, aproximadamente. Se encontró que las emisiones de CO2 per cápita y por unidad de PIB se mantienen estables entre los periodos señalados. Sin embargo, si se considera la evidencia de un incremento de la biomasa en bosques maduros, las emisiones netas de CO2 descienden hasta cerca de cero.

    Description: ¿Ayuda la existencia de recursos extractivos a la formación de recursos humanos, concretamente a la formación técnica? La evidencia empírica es poco concluyente. Para el caso de Bolivia se muestra que la actividad extractiva sin agregación de valor, no genera demanda por personas calificadas y por tanto no emite señales claras hacia el sistema educativo para formar este tipo de profesionales, aunque existan los recursos para ello. Por otra parte, la conformación del sistema educativo en medio de pugnas de grupos de poder en educación primaria y secundaria, donde el Estado históricamente no pudo asumir el rol de Principal en la formulación y manejo de la política educativa, desembocaron en la situación de descuido de la formación para el trabajo. La desconexión histórica de la política de desarrollo de la política educativa parece ser la principal explicación para la situación actual de la educación técnica en Bolivia.

    Description: En la investigación se desarrolla un juego, dentro de la línea de economía experimental, utilizando un esquema de utilidad esperada, que es aplicado a 108 participantes. En particular, se busca evaluar la premisa de que, frente a un escenario de incertidumbre sobre las habilidades de los trabajadores a contratar, los empleadores escogen políticas de flexibilidad laboral a aquellas de protección, y que cuando no existe la opción de contratos flexibles, la creación de empleos se reduce. Los resultados muestran que en el 79,3% de las respuestas válidas la política de flexibilidad es preferible, y que frente a la exclusión de esta opción, algunos de los participantes dejan de ser emprendedores - y generar empleos - para ser trabajadores.

    Description: En la agenda pública de la sociedad cochabambina en 2015 se encuentran instalados un conjunto diverso de temáticas y problemáticas, que por transcurrir un periodo electoral son presentadas y/o expuestas a manera de propaganda por representantes políticos - oficialistas y opositores- para mostrar las cosas que se hicieron o las que no se pudieron hacerse durante los últimos años y de qué eventualmente deberían solucionarse. En este contexto, no obstante, existen eterminadas preocupaciones que son -de alguna manera compartidas con la sociedad civil cochabambina, donde destaca la referida a la marcada tendencia de enfriamiento de la economía departamental de Cochabamba respecto a otras economías departamentales, durante la última década; principalmente respecto a economías departamentales que incorporan ámbitos metropolitanos, tal cual ocurre con la economía del departamento de Cochabamba, respecto a las economías de los departamentos de La Paz y Santa Cruz de la Sierra. Sin embargo, debido a que el análisis de la producción en una economía genera sinergias si se lo analiza en forma combinada con la situación laboral -por actuar como indicador natural de la eficacia y eficiencia de las políticas económicas y sociales- es importante iniciar el presente análisis a partir de la constatación de que en el departamento de Cochabamba -y principalmente, en sus ámbitos urbanos- es recurrente durante los últimos años, la presencia de altas tasas de desempleo, pero sobre todo, la persistencia histórica de altos niveles de precariedad laboral, que verifican la existencia de evidentes problemas en el componente laboral de la producción, pero sobre todo la necesidad real de un abordaje conjunto de estas dos categorías analíticas, para efectos de integrarlas en una misma problemática y una eventual solución compartida.

    Description: El presente trabajo de investigación busca contextualizar la pobreza monetaria en Bolivia y, a partir de aquí, establecer la importancia de la situación laboral de los trabajadores del hogar. Las estimaciones muestran que la pobreza ha disminuido de manera importante entre 1999 y 2012; siendo más significativo -en términos agregados- el efecto crecimiento que el de redistribución. Estos cambios pueden asociarse al mejor desempeño de los ingresos laborales; una vez que éstos representan cerca del 90% de los ingresos totales del hogar. Por último, destaca también un mayor porcentaje de miembros de la familia trabajando en los hogares no-pobres comparativamente con los pobres, y una concentración relativa de los trabajadores pobres en la producción agropecuaria y los no-pobres en los servicios sociales (educación, salud, servicios comunales y otros).

    Description: Las MYPES son una parte importante de la economía nacional, los microempresarios identifican a la falta de capacitación como un factor determinante para mejorar su productividad; sin embargo, cuando se les pregunta qué tipo de capacitación necesitan, no existe consenso sobre sus necesidades. El presente estudio de caso busca mostrar la situación actual de las MYPES con respecto a sus necesidades de capacitación a través de un trabajo con la FEDEMYPE Santa Cruz. Entre las principales razones del porqué no existe consenso entre las necesidades de capacitación está la gran diversidad de las MYPES y el distanciamiento entre la oferta de capacitación brindada por instituciones gubernamentales y no gubernamentales con la demanda de capacitación de las micro y pequeñas empresas. Por otro lado, también se realizó una recapitulación de los tipos de capacitación que se socializó con la FEDEMYPE con el fin de complementar estudio.

    Description: El propósito de este documento es coadyuvar a hacer un uso sostenible del agua en las ciudades de La Paz y el Alto, identificando los puntos donde la economía de estas ciudades ejerce mayor presión sobre este recurso y las necesidades de intervención. Con este fin, hicimos una radiografía actual (2011) de los flujos físicos y monetarios relacionados al agua en estas ciudades y una revisión de fuentes de suministro de la última década. Empleamos la metodología del sistema de cuentas ambientales y económicas para el agua (SCAE-Agua) elaborado por las Naciones Unidas (2012) que permite la contabilización y relación de flujos de agua en términos físicos y monetarios. Los resultados muestran que se pierde en promedio más del 45% de agua en procesos de abducción, tratamiento y distribución. Por otro lado, los residentes de la ciudad de La Paz pagan 40% más por litro de agua desde el año 2007 que los de El Alto, donde se observa una mayor subvención de este recurso y un menor consumo industrial facturado. A pesar de que la principal fuente de agua para estas ciudades es la lluvia, no existen programas coordinados de cosecha de aguas, ni una estrategia de protección de reservorios naturales de este recurso.

    Description: This research analyzes the potential effects that a redistributive fishing quota policy could have on the profits and employment of the artisanal fisher organizations. We use a multi-objective programming model and apply it to the common sardine and anchovies fisheries in the Biobío Region for year 2011. The results indicate the presence of trade-offs between the equity -profits and equity- employment objectives. Moreover, the results suggest the existence of widespread inefficiencies in the effort allocation within the organizations, independently of the weight given to the different objectives.

    Description: The role of the agricultural sector during the ISI period and the debate about the agricultural wage and the living conditions of the farm workers have a long historiography. But until today there is little information about workers' income in the long run. In this paper we want to reflect about the wage level reached during this period and for that we will present a new wage series for 1934-1973. We seek to analyze their behavior considering the sector labour productivity, its relation with industrial wages and the institutional frame in this period.

    Description: Este estudio analiza los desafíos que confronta el sistema educativo boliviano, que son necesarios abordar para que el país pueda reducir las brechas existentes en relación a los demás países de la región, que han alcanzado un mayor desarrollo y bienestar. Bolivia presenta brechas significativas en cuanto al nivel educativo alcanzado por la población, a la cobertura y calidad del sistema educativo, a los recursos que asigna en Estado a la educación, en términos de recursos humanos, físicos y gasto público. También se presentan brechas internas en el acceso a la educación a nivel regional y de género. La bonanza económica que ha disfrutado el país en los últimos años ha aumentado los recursos que se asignan al sector y mejorar algunos indicadores. Sin embargo, el sistema educativo Boliviano todavía presenta retos significativos que debe enfrentarlos en el futuro para que el sistema educativo permita en forma efectiva, mejorar el nivel de vida de la población.

    Description: This paper offers an exhaustive analysis of the effectiveness of several models and methodologies that are commonly used to forecast financial failure: Linear, MDA, Logit, and artificial neural network. Our main aim is to evaluate their relative strengths and weaknesses, in terms of technical reliability and error cost; to do so, models are estimated and validated, and then used to perform an artificial simulation to evaluate which of them causes the lower cost of errors. Reliability is examined in four forecast horizons, to collect evidences about temporal (in) stability. We also check the relative advantages of financial ratios-based models, versus audit-based forecast models. Our results suggest that all models attain a high performance rate; however, artificial neural networks' forecasts seem to be more stable, both in temporal and cross-sectional perspectives.

    Description: In this paper we analyze the mediating role of governance quality in the relationship between fiscal decentralization and regional disparities. Previous work has argued that fiscal decentralization has the potential to reduce income differences across regions but that this potential may not be realized because of governance problems associated with sub-national authorities. Our empirical evidence based on a sample of departments (regions) of Uruguay over the period 1990 - 2010 lends support to this idea. The empirical results show that fiscal decentralization promotes regional convergence, and this effect is boosted in high governance quality settings.

    Description: This paper focuses on the effect of educational and skill mismatches of workers on overall job satisfaction, and on certain job domains such as salary, number of working hours, promotion opportunities and type of activity performed. An ordered probit model is estimated by using a data set from the Survey of Quality of Working Life (ECVT). In addition to the variables related to these mismatches, other variables related to the characteristics of both the individual and the type of work are included. The results show that overeducated individuals show higher levels of dissatisfaction than those in which the fit is adequate. However, it also shows how individuals with a lower level of education than what would be required for the post do not reflect significant dissatisfaction levels. It is also evidence observed that individuals with less than the required skills are more dissatisfied than those with a proper matching. The results support the need to study both educational and skill mismatches separately.

    Description: The following study starts by understanding poverty as a multi-dimensional phenomenom, from which a comparison of poverty measurement between unidimensional and multi-dimensional methods is made. The best way of operating a multiplicity of dimensions is addressed; besides we also take into account the methodological differentiation of spaces by means of a second round of identification of surrounding poverty. The dimensions analyzed are: education, health, life quality, inequality, discrimination and social participation. The results show changes on the bolivian poverty profile against those calculated by only the per capita income, thus, showing a face of poverty that has never been seen or considered before.

    Description: The present paper estimates the effect over participation outcomes of the new reform to the pension system made in Chile in 2008, using a difference in difference matching estimation. The main results found that the treated group shows a higher withdrawal from the labor market and that they worked an average of 8 percentage points (pp) fewer months than the control group in 2009. The treated group also contributed 18 pp fewer months than the control group, and they have, on average, 6 pp more months in inactive status. Looking at the difference in per capita income, the treated group has an average of US$34 more per month than the control group in 2009.

    Description: This paper evaluates the impact caused by attaching a personalized pension projection (PPP), to the annually report of pension savings. This PPP shows the revenues obtained by the workers when postponing their retirement three years after the legal age for retirement in the Chilean pension system. The method to correct the endogenous treatment which was used it was a quasi-experimental method using instruments such as geographical and demographical information and the number of post offices by Region. The results show that the PPP's reception once has not significant effect on the retirement decision. However, when the treatment is intensified it begins to be taken into consideration. The PPP's reception during two consecutive years, 2005 and 2006, significantly reduced the probability of retirement decision during the year 2011. Finally, the results show that the treatment has much more effects in individuals with higher pension savings.

    Description: The importance of Long Distance Commuting (LDC) has increased as a result of the continuous reduction of transport costs. This paper formalizes the relationship between LDC and wage through a job search model where a commuting time variable is included. The paper proposes that LDC be compensated in wage and be increasing in distance, and that the regions which receive more commuters pay a higher premium wage. The results suggest an average premium of 19% for LDC. However, the applicable rate depends on the workplace location of each commuter, and thus it might be as high as 40%.

    Description: We study the effect of a household subsidy to induce the adoption of more efficient and less polluting wood combustion technologies. We compare, through numerical simulations, several subsidy designs with respect to the impact on aggregate emissions, costs, and cost-effectiveness indicators. Two variables that turn out to be important for the performance of a subsidy program are the remaining time that an existing equipment can be used and the access of the households to credit to fund the co-payment of the equipment. We observe that for different regulatory designs and/or different cost analysis, the performance of a subsidy program based on the cost-effectiveness analysis differs.

    Description: Estimating the specific effects of a complete reform of the public transit system of a large city is a difficult task due to the confounding effects that will usually mask the impact of interest. In this study we estimate the impact of the complete reform of the public transport system in Santiago, Chile, named Transantiago, on a specific aspect of interest: particulate matter air pollution levels in the city. Using a regression model with daily panel data from air quality monitoring stations, we conclude that Transantiago reduced the daily average MP10 concentration levels in at least 3.9 μg/m3. This generates health benefits estimated to be close to US$ 200 million a year in our medium scenario, 12% of which correspond to lower public sector health expenditure. If the data for the first year of operation of the system (when it was not yet in steady-state) are excluded the estimated reduction in MP10 levels is even higher. Other effects of Transantiago, positive as well as negative, would need to be estimated in order to obtain a comprehensive evaluation of the reform.

    Description: La investigación analiza el desempeño de las exportaciones en Bolivia a la luz de los empleos que genera, directos e indirectos, con los siguientes resultados destacables: i) la creación de fuentes laborales se ha concentrado en los bienes no tradicionales ya que son intensivos en este factor de producción; ii) el buen desempeño del volumen de ventas al exterior en 1999-2010 posibilitó el incremento de la mano de obra derivada, empero con tasas modestas; iii) Los socios de la Comunidad Andina de Naciones (CAN) ?Colombia, Ecuador y Perú? han sido los más importantes en términos de creación de empleos; mientras que el MERCOSUR, principalmente Brasil, se destaca con la mayor participación en las exportaciones; y iv) la caída de los empleos derivados de las menores exportaciones a Estados Unidos en los últimos años ha sido significativa, aunque parte de esta disminución habría sido compensada con las mayores ventas a Venezuela en el marco de los compromisos con Bolivia.
    Description: This paper analyzes Bolivian exports focusing on their jobs results. We find that: i) employment created by exports is mainly explained by untraditional goods exports, given that they are labor intensive; ii) the high rate of exports growth during 1999-2010 generated more jobs, however, with modest rates of growth; iii) the Andean Community of Nations (CAN) members - Colombia, Ecuador and Peru - have been the most important countries for generating jobs, while MERCOSUR, mainly Brazil, stands out by its corresponding export values; and iv) during the last years, the lower exports to U.S. has had a negative and significant impact on employment, although part of this has been offset by selling more to Venezuela, as part of special commitments.

    Description: Bolivia tiene un gran potencial para mitigar el cambio climático a través de la reducción de la deforestación. Mientras que las posibles complicaciones han sido intensamente debatidas, se ha realizado poco análisis cuantitativo al respecto. Introducimos el modelo OSIRIS-Bolivia con el fin de crear una base cuantitativa para la toma de decisiones. OSIRIS-Bolivia es una herramienta en Excel capaz de analizar los efectos de los incentivos REDD en Bolivia. Esta herramienta está basada en un modelo econométrico-espacial de la deforestación en el periodo 2001-2005, y usa información sobre cobertura forestal, tasas de deforestación, condiciones geográficas, y causantes de la deforestación, como los costos de oportunidad agrícolas, para más de 120.000 píxeles en todo el país. Se trata de un modelo de equilibrio parcial, en el sentido que toma en cuenta el hecho de que reducciones en la deforestación en un lugar causarán una reducción en la oferta de productos agrícolas, que a su vez hará subir los precios agrícolas y aumentará la presión para deforestar en otro lugar (fugas de carbono). El modelo nos puede ayudar a resolver preguntas como: ¿Dónde es más probable que funcione REDD? ¿Cuánto dinero necesitamos para reducir la deforestación en cierto porcentaje? ¿Cuáles son los potenciales problemas de REDD?

    Description: El estudio analiza el empleo en las empresas manufactureras registradas bolivianas durante 1988-2007, estableciendo su relación con la regulación laboral a partir de indicadores de flujos y funciones de demanda. Los flujos de empleo muestran que las empresas con altas tasas de trabajadores temporales, comparativamente con aquellos permanentes asalariados, asociadas a menos costos derivados de la regulación, tienen las mayores tasas de reasignación y de crecimiento neto del empleo. Estas firmas fueron las únicas que contribuyeron con la creación de fuentes laborales en la crisis económica (1998- 1999). Las estimaciones de las funciones de demanda muestran que el incremento compulsorio del salario básico durante 2006-2009 y los mayores costos derivados de la nueva ley de pensiones habrían conducido a costos sociales en términos de pérdidas de empleos, siendo mayores para los obreros que para los restantes trabajadores. Además, las políticas de protección laboral también habrían afectado negativamente la demanda por obreros.

    Description: This paper presents a model of political competition to explore the effect that the ideological distance between two political parties has over the provision of public goods. The main result argues that the ideological distance between parties and citizens has a negative relationship with the provision of public goods. In contrast with other models, the result is explained, neither by cooperation problems nor conflict between polarized groups, but because of the political profitability of clientelistic employment.

    Description: In this paper we study the presence of calendar anomalies in the main Latin- American stock markets, for the 1993 to 2007 period. The literature has shown that the detection of those effects may depend on error distribution assumptions (Baker et al., 2008), and that their existence could be due to a problem of data snooping (Sullivan et al., 2001). In response to these problems, Cho et al. (2007) introduced a robust non-parametric test, which was adopted in this paper. Results show that calendar anomalies: Monday and Weekend Effects are present in the main Latin-American stock markets, and they are statistically significant.

    Description: This research examines the production of quinoa as an option for improving rural incomes in the Altiplano of Bolivia; due to, on one hand, the grain is aligned perfectly to the customs and traditions of work and family of the habitants of this region, on the other hand, international demand for the product has increased substantially generating good economic opportunities and better prices. Through microsimulation is observed that in the the Southern Highlands households would benefit from the production and marketing of quinoa, and may even significantly increase these revenues (decreasing poverty levels) increasing the productivity of the land or substituting other crops by it. However, in other highland areas the grain production has a modest impact in terms of income and poverty. These differences explain why just the Southern Highlands produces a variety high demand, la quinua real while in other areas the other agricultural activities are relatively more profitable alternatives.

    Description: This paper contributes with evidence about the ex – post impact to the program of conditional cash transfer program Bono Juancito Pinto in public schools in Bolivia. In order to correctly identify the potential beneficiaries and avoid problems of endogeneity and selection bias, we evaluate the effect of the announcement of the bonus on enrollment and child labor through a quasi experiment using data from household surveys. By estimating bivariate probit models is that the announcement of this bond, in general, has had no effect in terms of enrollment, with only disaggregated effects for young children. At the same time, there were no significant effects on child labor, both results do not change when replicating the analysis by income quintiles, although there are differences in the case of rural areas. These results close a gap in the literature regarding the evaluation of the Bono and make possible discussions in pursuit of better targeting.

    Description: Price controls are measures that can significantly affect the sectors subject to such policies. Using a dynamic general stochastic equilibrium model with two types of agents: farmers and city dwellers, calibrated to Bolivia, it is shown that with falling productivity in the agricultural sector, agricultural rural employment and agricultural production were impaired when there are price controls. Likewise, productivity improvements in the rural non-farm sector, represents lower incomes with fixed prices in relation to a mechanism that allows prices to adjust. In a simulation of the policies carried out in 2009 in Bolivia, we can see that they create imbalances in the markets causing shortages of agricultural products in substantial quantities.

The goal of the model is to evaluate the impact of recent labor market reforms on employment, wages and the product. Specifically, analyzes the effect of a tax increase in employment which serves for the creation of a semi - contributory fund with a redistributive character that is defined in the New Pension Law. On the other hand, analyzes the effect of an increase in firing and hiring costs, defined in the draft Labor Code. The results indicate that in the first case, the reform increases the informality, which causes decrease in the long term variations of the number of contributors to the new background, affecting its sustainability. In the second case, the reform reduces the mobility of formal and informal employment within each sector and across sectors. This increases the time required for product recovery in case of a recession or respond in case of an expansion.

    Description: This paper seeks to establish the factors related to the Human Development Index, incorporating the spatial dimension in the analysis of its determinants. The variables were classified into four groups: geographic, socio-economic, demographic and infrastructure and services. The results show that the geographic and demographic variables are important in the socio-economic development of municipalities. In relation to economic variables, only the variable rural economic organizations is significant, showing the importance of these institutions. Furthermore, contrary to expectations, the variable municipal social spending per capita is not significant, suggesting that central government spending is more important in achieving better health and education indicators, and finally, the process of decentralization has not been able to reach these levels. On the other hand, the spatial dimension is relevant in human development at the municipal level, showing that there is a process in which events in one location are more likely to predict similar events in neighboring geographical units. In this regard, plans or projects of the municipalities should be made jointly and not individually.

    Description: This study measures the impact of changes in the income determinants on inequality in the 1990 to 2003 period, in order to answer the question of why income distribution as a whole has not changed. The methodology utilized are micro-simulations of income distribution, which is the most appropriate technique for analyzing the relationship between changes in determinant factors and changes in income inequality. It is analyzed the role of returns, participation rates, occupational choices, schooling endowments, subsidies, pensions and household size. The inertia shown by inequality reflects the interplay of factors that cancel each other out, others that operate slowly over time, and the emergence of new developments that affect distribution. Furthermore, there are no clear indications that this situation will change over the next few years. Progress in this area will require a more active public policy than in the past.

    Description: Using a gravity model, this article presents an analysis of aggregate trade flows aimed at identifying China's impact on Latin America's trade. The results obtained indicate that: i) China's growth in the last years implied a growing supply of exports to this market from most countries in the World, including that of Latin American countries; ii) at the aggregate level, there was no indication that Chinese exports to third markets were crowding out LAC exports to those countries; and iii) a positive relationship between imports from China and exports to third markets was only found for the Southern Cone countries.

    Description: Within the area of Behavioral game theory, we focus on a specific context, namely, on a game we called the Alternative traveler's dilemma. In this context, we observe that participants tend to choose strictly dominated strategies. In order to explain similar tendencies in other games, researchers in the area have postulated either cognitive biases or motivational factors. We postulate a psychological factor called 'goal accessibility bias' to explain the tendencies at stake. This factor involves both cognitive and motivational aspects. We survey a series of experimental results that favor such an explanation over more frugal alternatives.

    Description: In the Latin American context, Chile has the highest level of per capita income and the human development index, though the distribution of income is quite unequal. Unlike Uruguay, Chile has one of the more unequal income distributions of the region. In 2003, Chile had Gini Coefficient of 8.5 points higher than Uruguay. Using micro/simulations, the analysis shows that most of the difference regarding income distribution comes from the wealthier households, particularly those that belong to the top 2%. Those households get the greatest proportion of resources coming from non-labor income. At the same time, the difference in returns to higher education explains another 20% of the income differences between Chile and Uruguay. Social conditions such as social security benefits and the participation of women in the labor market are not significant to explain the differences between these countries. Finally, this paper shows that national account adjustment to income information in Chilean households´ survey explains a third of the Gini coefficient gap between Chile and Uruguay, without the national account adjustment, the income distribution gap among both countries would diminish in three points from earlier estimation. Even though this significative reduction the reasons to explain the gap would remain identical than previous analysis.

    Description: Este documento analiza la oferta de trabajo no agrícola de los hogares rurales en Bolivia. Se observa que aproximadamente el 50% de todos los hogares en el área rural complementan sus ingresos a través del trabajo no agrícola, esta actividad tiende a ocurrir con más frecuencia en los hogares en tierras bajas que en las tierras altas. Dado que el trabajo no agrícola paga varias veces mejor que el trabajo agrícola, acceder a esta fuente de ingresos complementarios constituye una importante oportunidad para escapar de la pobreza rural.

    Description: In this article we develop a microeconomic framework to study the relationships among privatization, competition for deposits and performance in banking. Particularly, we analyze banking privatization when competitive strategies of the Cournot and Stackelberg types are allowed. Our findings show that some conditions are necessary to justify it under the following criteria: (i) efficiency, (ii) market power/financial stability and (iii) consumption availability for depositors. They also show that privatizations are relatively easy to justify when leader-follower relationships are allowed in the banking system. Even government revenues, due to privatization, are higher when these relationships exist.
