This book brings together academics, members of European institutions, and regional and national level policymakers in order to assess the performance and direction of EU Cohesion policy against the background of the most significant reforms to the policy in a generation. Responding to past criticisms of the effectiveness of the policy, the policy changes introduced in 2013 have aligned European Structural and Investment Funds with the Europe 2020 strategy and introduced measures to improve strategic coherence, performance and integrated development. EU Cohesion Policy: Reassessing performance and direction argues that policy can only be successfully developed and implemented if there is input from both academics and practitioners.     Description: This edited volume discusses multiple job holding as part of Finnish working life. The articles in this book examine this little researched phenomenon through a wide range of empirical data. Based on Statistics Finland's register data, different ways of combining jobs are classified. Interview material sheds light on the conditions for holding multible jobs. A new perspective is provided by the chaos theory of careers. According to the results of the study, very different paths lead to becoming a multiple job holder. The combination of jobs is influenced by the life path and interests of the individual, as well as by constraints and opportunities available. Motives can also be linked to professional networks, decisions made by immediate family, coincidences or whims. This book helps to understand the diversity of ways of working. At the same time, it illustrates the challenges faced by those who work multiple jobs as they try to operate within simpler models and categorisations of labour. It is essential reading for anyone interested in the changing nature of work, especially researchers, students and policy-makers.

    Description: The year 2020 went down in economic history due to the dramatic and drastic changes in economic and social conditions that resulted from the outbreak of the global pandemic of COVID-19. This book offers a multi-level narrative about the pandemic, written from national and international perspectives, enabling the authors to construct several macro- and mega-scenarios. The book consists of six chapters. Four of them discuss the process of the COVID-19 pandemic caused by the SARS-CoV-2 virus in Europe in 2020, i.e. the directions and dynamics of the spread and its socioeconomic consequences, and provide a comparative analysis of fiscal and monetary packages employed by Europe, with an emphasis on Eastern European countries. The remaining two chapters contain forecasts and scenarios. The fifth chapter, dedicated to forecasts, provides readers with a comprehensive description of possible consequences of any epidemic leading to severe social losses such as high percentages of infected and dead, limited interpersonal contacts as a result of lockdown, a lowered level of general individual and social well-being, as well as economic losses, for example a decline in production as a result of the collapse of aggregate demand and a reduction in the supply capacity of the economy, consequently slowing down the pace of capital accumulation. The sixth, final chapter describes possible scenarios of the spread of the pandemic in Poland and Ukraine, depending on measures taken by the governments of those countries. The Socioeconomic Impact of COVID-19 on Eastern European Countries is designed as a practical reference for scholars, researchers and policymakers.

Kirja jakaantuu neljään osakokonaisuuteen, jotka koostuvat itsenäisistä tieteellisistä artikkeleista. Ensimmäinen osa käsittelee kuntia sote-markkinoiden toimijoina ja hahmottelee uuden elinvoimakunnan toimintamallia. Toinen osa avaa osallisuuden ja asiakaslähtöisyyden teemoja osana palvelujen kehittämistä. Kolmannessa osassa tarkastellaan hankintoja ja erityisesti tulosperusteista hankintaa, joka on verraten uusi palvelujen hankintatapa. Neljäs osa haastaa lukijaa markkinoiden laajempaan tarkasteluun astetta filosofisemmin ja liberalistisemmin.     Description: State-funded social protection can assist poor families in providing for disabled children, especially in the global south where most of the world’s disabled population lives. This chapter is a case study of the South African care dependency grant, a social assistance cash transfer available to caregivers of disabled children. The programme is strong in principle but insufficient access and poor implementation have limited progress toward CRC and CRPD obligations. There is an urgent need for attitudinal change, effective intersectoral collaboration and practical (rather than symbolic) commitments to disabled children as full rights-holders. Insights are relevant to those interested in social protection for disabled children in the global south and in the north, where austerity measures threaten earlier progress.

In the 21st century, Norway, Denmark and Sweden remain the icons of fair societies, with high economic productivity and quality of life. But they are also an enigma in a cultural-evolutionary sense: though by no means following the same socio-economic formula, they are all cases of a "non-hubristic", socially sustainable modernity that puzzles outside observers. Using Nordic welfare states as its laboratory, Sustainable Modernity combines evolutionary and socio-cultural perspectives to illuminate the mainsprings of what the authors call the "well-being society". The main contention is that the Nordic uniqueness is not merely the outcome of one particular set of historical institutional or political arrangements, or sheer historical luck; rather, the high welfare creation inherent in the Nordic model has been predicated on a long and durable tradition of social cooperation, which has interacted with global competitive forces. Hence the socially sustainable Nordic modernity should be approached as an integrated and tightly orchestrated ecosystem based on a complex interplay of cooperative and competitive strategies within and across several domains: normative-cultural, socio-political and redistributive. Finnish journalists relate their experiences of being made redundant or deciding to resign, and their views on their profession in a time of flux. The data are based on telephone surveys, in-depth interviews and journalists’ written accounts. Journalists are riddled with insecurity about their future. They feel they have borne the brunt of misplaced investments and the economic conjuncture, and their work motivation and creativity have suffered due to recurring layoffs in newsrooms. Support from employment authorities for finding a new job has also been practically non-existent, and coping with a career change has generated further stress and insecurity. However, journalists who have found new employment typically feel more comfortable in these jobs than in their former work. Career shifters have also been able to make use of their journalistic skills in their new jobs and identify themselves as journalists. The authors are from the Research Centre for Journalism, Media and Communication (COMET) at the University of Tampere, Finland. Toimittajien kokemuksia yt-neuvotteluista, työttömyydestä ja uudelleentyöllistymisestä on koottu teosta varten puhelinkyselyllä, teemahaastatteluin sekä toimittajien laatimilla kirjoitelmilla. Tutkimuksen mukaan toimittajia jäytää epävarmuus tulevaisuudesta. Ammattikunta kokee joutuneensa virheinvestointien ja suhdanteiden sijaiskärsijäksi, ja työmotivaatio sekä luovuus ovat kärsineet toistuvien yt-kierrosten takia. Uuden työn löytäminen on jäänyt jokaisen omalle kontolle; työvoimaviranomaisilta ei ole herunut edes rohkaisua uuteen alkuun. Vanhasta työstä luopuminen ja uuteen sopeutuminen ovat kuormittaneet ja luoneet epävarmuutta esimerkiksi pärjäämisestä. Tutkimukseen haastatellut uudelleentyöllistyneet toimittajat kertoivat silti viihtyvänsä uudessa työssä paremmin kuin edellisessä työpaikassa. Vaikka toimittaja oli vaihtanut toiselle alalle, hän pystyi yhä hyödyntämään journalistista osaamistaan ja tuntemaan itsensä edelleen toimittajaksi.     Description: This book explores the media coverage of three prominent Finnish labor market cases in the newspaper Helsingin Sanomat. It analyzes how this arena supported or undermined the power positions of each side and the reaching of the contract. The cases in study are the first proper general agreement in 1968 (Liinamaa 1) and the endeavors for so-called “social contract” by the Government of Esko Aho (1991) and Juha Sipilä (2015). The study identifies changes and continuities in the political discourses, in the ways of making validity claims in political argumentation, and in media/journalistic interventionism. These content analytical viewpoints illustrate the theoretical ideas about mediatization of politics presented in the book. By analyzing corporatist and pluralist aspects of decision making, the book opens a view in the relationships among labor market organizations, the Government, and the media in the three decades studied.

    Description: Child safeguarding has come to the forefront of public debate in the UK in the aftermath of a series of highly publicised incidents of child sexual exploitation and abuse. These have exposed the inadequacies and failings of inter-organisational relations between police and key partners. While the discourse of policing partnerships is now accepted wisdom, progress has been distinctly hesitant. This paper contributes to understanding both the challenges and opportunities presented through working across organisational boundaries in the context of safeguarding children. It draws on a study of relations within one of the largest Safeguarding Children partnerships in England, developing insights from Etienne Wenger regarding the potential of ‘communities of practice’ that innovate on the basis of everyday learning through ‘boundary work’. We demonstrate how such networked approaches expose the differential power relations and sites of conflict between organisations but also provide possibilities to challenge introspective cultures and foster organisational learning. We argue that crucial in cultivating effective ‘communities of practice’ are: shared commitment and purpose; relations of trust; balanced exchange of information and resources; mutual respect for difference; and an open and mature dialogue over possible conflicts. Boundary crossing can open opportunities to foster increased reflexivity among policing professionals, prompting critical self-reflection on values, ongoing reassessment of assumptions and questioning of terminology. Yet, there is an inherent tension in that the learning and innovative potential afforded by emergent ‘communities of practice’ derives from the coexistence and interplay between both the depth of knowledge within practices and active boundaries across practices.

    Description: Kinship foster care involves placing children who cannot live at home in foster care with other members of their family or close network. This book sheds light on different aspects of kinship care development and practice. Using a 20-year longitudinal research study from Norway, this book shows the historical development of kinship care in Norway, research on kinship care, and how family life and relations are negotiated and lived in the span between private and public sphere. It includes the perspectives of the children, their parents and their relatives who have functioned as foster parents. Recognising that kinship care is complex, and needs to be understood and studied from different perspectives, the book describes, analyses and discusses a number of subjects: kinship care in a child welfare historical context, families who are part of kinship care and their perspectives, the formal frameworks around kinship care, and research approaches which have dominated research into kinship care. Soundscapes related to time, place and the everyday shape our perception of the present and the past. Sounds can be pleasant and beautiful, pacing the day or year, annoying, boring and everything in between. The theme of transforming soundscapes combines the research essays in the publication. The essays draw from various disciplines and methodologies: media studies, anthropological field work and sensory observation, textual analysis and close reading, folkloristics, archeoacoustics and music studies. In turn, the texts gathered via a writing competition show how sounds can be listened to both analytically and aesthetically, connecting them to local, national and transnational cultures and histories pondering what sounds mean to the listeners and how they influence the soundscape they live in. The study is a revisit to the One Hundred Finnish Soundscapes project (2006).

    Description: "Drawing on the debate on mediatization of politics this study identifies cultural meanings, institutional practices and styles of argumentation as three theoretical dimensions that illuminate both the construction of journalistic publicity and its potential uses in political action. Based on the theoretical model, environmental politics is identified as a specific context for mediatization. In environmental politics, the interplay of cultural meanings, institutional practices and styles of argumentation define the construction and use of journalistic publicity in a way that differs from other fields of politics. The empirical part of this study analyzes the newspaper coverage of three Finnish environmental conflicts from 1971, 1994 and 2012. The theoretical model is transformed into an analytical framework that focuses on discursive construction of the conflicts (cultural meanings), journalistic frames, narration and opinion-giving in the coverage of the conflicts and the publicity practices adopted by actors during the conflicts (institutional practices) and legitimation of arguments (styles of argumentation). According to this study, the relation between media and politics in the field of environmental politics is defined by the increasing cultural significance of environmental protection from the 1970s to the present. In the newspaper coverage of the three environmental conflicts studied, changes on the frames, narration and opinion-giving of journalism resonated with this cultural change. However, the significance of environmental protection in the framing, narration and opinion-giving of journalism was greater in the national newspaper studied compared to the local newspapers selected based on their proximity to the conflict sites. Styles of argumentation appeared to be more case dependent. The increasing cultural significance of environmental protection did not have a clear effect on how arguments were legitimated. "

    Are Participants Good Evaluators? (2023)

    Description: Managers of workforce training programs are often unable to afford costly, full-fledged experimental or nonexperimental evaluations to determine their programs’ impacts. Therefore, many rely on the survey responses of program participants to gauge program impacts. Smith, Whalley, and Wilcox present the first attempt to assess such measures despite their already widespread use in program evaluations. They develop a multidisciplinary framework for addressing the issue and apply it to three case studies: the National Job Training Partnership Act Study, the U.S. National Supported Work Demonstration, and the Connecticut Jobs First Program. Each of these studies were subjected to experimental evaluations that included a survey-based participant evaluation measure. The authors apply econometric methods specifically developed to obtain estimates of program impacts among individuals in the studies and then compare these estimates with survey-based participant evaluation measures to obtain an assessment of the surveys’ efficacy. The authors also discuss how their findings fit into the broader literatures in economics, psychology, and survey research.
