    Description: This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.

    Description: Europe, as the title of this collective book indicates, is a project under construction and David Sassoli, who is honored here, one of its most striking and memorable builders. European construction, despite all the deviations and hesitations that distinguish every single genuine human situation, has been based on a set of values that represent our own identity, in the full recognition of all the differences that simultaneously nourish it. Culture has progressively played a major role in this lasting European undertaking. In this chapter, by honoring a man who hoped for a better spiritual condition for Europe, we reassess one of the main instruments for establishing a cultural path in Europe: the European Capital of Culture (ECOC) project. The record and the tone of the following pages is far beyond the usual scope of mere description. Guided by the inspiring example of Sassoli, we face up to suggest a set of measures that will allow the ECOC action to fully meet its purpose, thus contributing to make the cultural option in Europe truly irreversible.

    Description: Eco-territorialist approach to spatial planning overcomes functional approaches assuming as key references man/nature co-evolution, the diverse components of living, the participation of inhabitants to territorial governance, the territorial context not as the object of planning choices but as a real living subject. The territorial context, a both existing and potential heritage for the settled community, is considered as a fundamental 'actant' in the ecological transition process. The reference to some important contributions for the ongoing redefinition of the theoretical methodological statute of the discipline substantiates the challenge of this alternative approach to planning.

    Description: The essay traces back the maturation of eco-territorialism starting from the late 1970s ‘rediscovery’ of the territory, coinciding with the crisis of the Fordist model, the rise of the diffuse factory and the beginning of globalisation processes. In the evolutions and involutions of such scenario up to the recent pandemic and the Russian-Ukrainian war, the advocates of eco-territorialism find reasons to challenge the unlimited urbanisation of space; to frame the question of dwelling as an unavoidable ethical-political problem; to overcome the reductionism of those who read the ecological crisis as a mere climate change or energy issue; to problematise and radically redefine the ideas of development and planning, reconnecting them to the self-sustainable reconstruction of material and immaterial relations between the inhabitants and the anthropic, ecosystem and bioregional complexity of places.

    Description: This open access book explores some of the struggles and challenges that researchers and practitioners face when conducting research in the Central Asian research setting. Written for scholars still in the planning stages of their research, it addresses key questions, including: How shall we problematize and reconceptualize the concept of positionality through lenses of local voices from the region? How does practitioners’ and scholars’ positionality contribute to their experiences of inclusion, exclusion, and access to the field? How do scholars navigate issues of personal safety and mental well-being in the more closely monitored societies of Central Asia? The book includes contributors from both Central Asia and Western countries, paying particular attention to the ways researchers’ subjectivity shape how they are received in the region, which, in turn, influences how they write about and disseminate their research. Der Bericht unterstreicht, dass die Möglichkeiten, klimafreundlich zu leben, wesentlich durch Strukturen vorgegeben ist. Die vorherrschenden Appelle an das verantwortungsbewusste individuelle Verhalten Einzelner und Aufrufe zu nachhaltigem Konsum werden in ihren Wirkungen überschätzt. Entsprechend ist die Kernbotschaft des Berichts, die gemeinsame Gestaltung von Strukturen für ein klimafreundliches Leben ins Zentrum der Klimapolitik zu stellen. Daher gibt das Buch Antworten auf folgende Fragen: Wie können Rahmenbedingungen so gestaltet werden, dass ein klimafreundliches Leben für jeden selbstverständlich oder zumindest erleichtert wird? Welchen Beitrag können die verschiedenen gesellschaftlichen Akteure leisten? Was bedeutet dies für Recht und Governance, die Wirtschaft, Globalisierung und das Finanzsystem? Können Medien einen Beitrag dazu leisten? Welche Rolle haben Ungleichheit, soziale Sicherung und Raumplanung und welche Infrastrukturen sind notwendig? Dieses Open Access Buch ist das Ergebnis eines umfassenden wissenschaftlichen Erstellungsprozesses, der sich an der Arbeitsweise des Weltklimarates IPCC orientierte: mehr als 80 Autor_innen analysierten die aktuelle wissenschaftliche Literatur zur Gestaltung von Strukturen für ein klimafreundliches Leben. Dazu wurden über 2000 Literaturquellen ausgewertet. Zur Absicherung der Qualität wurden die Ergebnisse der Autor_innen von in etwa 180 Expert_innen und circa 100 Stakeholdern in mehreren Runden begutachtet. Der innovative Zugang und die bisher wenig aufgegriffenen Themenfelder machen das Buch zu einem Standardwerk für die Klimaforschung im deutschsprachigen Raum.

    Description: This open access book contributes to the creation of a cyber ecosystem supported by blockchain technology in which technology and people can coexist in harmony. Blockchains have shown that trusted records, or ledgers, of permanent data can be stored on the Internet in a decentralized manner. The decentralization of the recording process is expected to significantly economize the cost of transactions. Creating a ledger on data, a blockchain makes it possible to designate the owner of each piece of data, to trade data pieces, and to market them. This book examines the formation of markets for various types of data from the theory of market quality proposed and developed by M. Yano. Blockchains are expected to give data itself the status of a new production factor. Bringing ownership of data to the hands of data producers, blockchains can reduce the possibility of information leakage, enhance the sharing and use of IoT data, and prevent data monopoly and misuse. The industry will have a bright future as soon as better technology is developed and when a healthy infrastructure is created to support the blockchain market.

    Description: Contrary to the assumption of worldwide diffusion processes of internationally circulating reform ideas in education there are examples of regions that resist. In the present study, the phenomenon of incorporating international reform ideas into local education systems is examined using new institutionalism as a theory for its explanatory power of worldwide diffusion processes in education together with a set of cases that offer semi-lab-like conditions: Not all German federated states have adopted Bachelor’s and Master’s degrees for teacher training; some have maintained the state examination. Based on this empirical finding, the question of the dissertation is: Whether and how were the Bachelor’s and Master’s degree in German teacher training implemented on the federated statelevel in the period between 1999 and 2013? It can be shown that the federal ministers of higher education specified three core characteristics of the Bologna Process, namely the introduction of Bachelor’s and Master’s degrees, a credit point system, and modularisation. A decision of the Standing Conference of the Ministers of Education and Cultural Affairs of Germany made in 2005 further ensured that the reformed degrees were recognised nationwide for teachers as well. The educational organisations’ demands were characterised by a large number of positive and only a few negative votes concerning the implementation of the Bologna Process in German teacher education. To provide specific insights into the reform process, this study focuses on teacher training for secondary school teachers, comparing the teacher training regulations as of 1999 with all subsequent changes until 2013 to obtain the degree of change for each federated state. As a result, it can be stated that eight states introduced reformed degrees into secondary school teacher education and eight states kept the state examination. Both groups are then compared as to whether a change of the degree towards Bachelor’s and Master’s is more likely to be accompanied by further reforms. The results suggest that while changes have occurred in all states, the percentage increase of courses in education and didactics, as well as the increased study duration, correlates positively with a change of the degree structure. Therefore one can interpret that the Bologna reforms, especially those concerning the degree structure, were used to implement other curricular and structural reforms that were not related to the Bologna Process itself. In the last step, plenary debates on the federated state level regarding the introduction of these Bologna reforms are analysed to examine the justifications for the introduction of a change in the degree structure, as well as for maintaining the state examination. Justifications or strategies for preserving the state examination are particularly relevant because they act against the political and public expectations analysed earlier. In a nutshell, it can be stated that the innovative strength of the partial reforms adopted in the hybrid model and the exclusion of a fundamental criticism of Bachelor’s and Master’s degrees are used as a strategy to reject the implementation of a new degree structure without being interpreted as non-innovative. Federated states that implemented the degree reform referenced decisions made in other states or regions, as well as possible negative consequences of not implementing the degrees, to support their decision while also presenting it within the discourse as a window of opportunity for more fundamental reforms in teacher training.
    Description: Entgegen der Annahme weltweiter Diffusionsprozesse international kursierender Reformideen in der Bildungspolitik gibt es Beispiele für Regionen, die sich widersetzen. In der vorliegenden Arbeit wird dieses Phänomen mithilfe eines Sets an Fällen untersucht, die in ihrer Gesamtheit quasi-laborartige Bedingungen bieten: Im Zuge des Bologna-Prozesses haben einige Bundesländer die Abschlüsse ‚Bachelor‘ und ‚Master‘ für die Lehrer*innenbildung übernommen, während andere die Staatsprüfung beibehalten haben. Ausgehend von diesem Befund wird in der Arbeit die Frage untersucht, mit welchen Strategien die Bologna-Reformen in der Lehrer*innenbildung der einzelnen Bundesländer in den Jahren von 1999 bis 2013 politisch umgesetzt bzw. wie deren Implementation verhindert wurde. Die Analyse der Erwartungen bildungspolitischer Akteure zeigt, dass die Hochschulminister*innen im Bologna-Prozess drei Kernmerkmale für die Organisation von Studiengängen festlegten, nämlich Bachelor- und Masterabschlüsse, ein Leistungspunktesystem und die Modularisierung. Darüber hinaus wurde die Bologna-Reform durch die Kultusministerkonferenz im Jahr 2005 auch für die Lehrer*innenbildung deutschlandweit anerkannt. Der Diskurs weiterer wichtiger bildungspolitischer Akteure zeichnet sich darüber hinaus durch eine Vielzahl an positiven gegenüber nur wenigen negativen Stimmen zur Implementation des Bologna-Prozesses in der Lehrer*innenbildung aus. Um die tatsächlichen Reformen differenziert betrachten zu können, wird der Fokus der zweiten Untersuchung allein auf das gymnasiale Lehramt gelegt. Dabei wird für jedes Bundesland die Gestaltung der Studienphase im Jahr 1999 mit dem Stand im Jahr 2013 verglichen. Dabei kann festgestellt werden, dass in allen Bundesländern sowohl das Leistungspunktesystem als auch die Modularisierung eingeführt wurden. Eine Reform der Staatsprüfung hin zu einem Masterabschluss wurde im Untersuchungszeitraum jedoch nur in acht der 16 Bundesländer umgesetzt. Die Einführung der Bachelor- und Masterabschlüsse ging zudem mit einer prozentualen Erhöhung des Anteils der Berufswissenschaften, definiert als Fachdidaktiken, Bildungswissenschaften und Schulpraktika, sowie einer Verlängerung der Studienzeit einher. Dies kann dahingehend interpretiert werden, dass die Bologna- Reformen insgesamt und die Einführung der Bachelor- und Masterabschlüsse im Besonderen als window of opportunity genutzt wurden, um auch andere Reformen umzusetzen. In der dritten Untersuchung werden Plenardebatten in den Bundesländern im Rahmen der Einführung der Bologna-Reformen analysiert, um die Begründungen für eine Reform bzw. für die Beibehaltung der Staatsprüfung zu untersuchen. Insbesondere Begründungen bzw. Strategien der Nicht-Einführung sind dabei besonders relevant, weil sie gängigen theoretischen Annahmen der Diffusion von international kursierenden Reformideen widersprechen. Zusammenfassend kann festgehalten werden, dass die Innovationskraft bzw. Passfähigkeit des eigenen Gesetzentwurfs unter Ausschluss einer Fundamentalkritik an den Bachelor- und Masterabschlüssen als Strategie verwendet wurden, um die Einführung dieser Abschlüsse zu umgehen, ohne gleichzeitig als rückständig im Vergleich zu den Ländern mit einer vollständigen Implementation zu gelten. Bei einer Implementation der Abschlüsse dient neben dem diskursiv hergestellten window of opportunity auch der Verweis auf an anderen Orten getroffene Entscheidungen und den daraus resultierenden negativen Konsequenzen für das eigene Bundesland bei einer etwaigen Nicht-Implementation als legitimitätsstiftend.

    Description: This open access book critically examines discussions on digitalisation and individual opportunities for socio-economic advancement. Contrary to the prevailing narratives of “digital empowerment” and opportunities for every individual, this book argues that digitalisation massively curtails social advancement opportunities, consolidating existing social relations. From a spatial perspective, Scheffer demonstrates how socially disadvantaged groups are faced with reproducing mechanisms as part of a new data economy. Surprisingly, the more intensively digital services are used, the more this happens. Building on Löw´s sociology of space and Bourdieu´s concept of habitus, this book shows how practices of social exclusion are transferred to the digital present in an innovative way. The image of “mirrored” spaces describes a new mechanism that explains social exclusion in the age of digitalisation.     Description: This book analyzes heroin users and the drug subculture on the Shetland Islands, an area known for its geographical remoteness, rural character and relative wealth. It fills the scientific gap created by the conventional research in heroin research, which is usually conducted in urban areas and relies on treatment and prison populations. Based on qualitative, in-depth interviews with twenty-four heroin users, this book depicts and analyzes the nature and historical development of the local heroin scene. It illustrates the features and internal structures of the subculture, and it examines the manner in which both are influenced by the location-specific geographical, cultural and socio-economic conditions. It thus reveals complex causal associations that are hard to recognize in urban environments. The aim is to convey this movement into a recomposition of the Capital's territory into eight bioregions, interconnected by synergetic, reticular and non-hierarchical relations in the name of local self-sustainability: the chapter describes this thought experiment that is also a concrete eco-territorialist proposal.

    Description: Within and outside Germany, practical phases in teacher education have been expanded in recent years. In contrast, empirical studies show that it is not primarily the duration of the internships but their qualitative design that is significant for the acquisition of competencies by the students. Against this background, the academic examination of concepts of learning support is gaining in importance. The authors in this volume take up this assumption and present ten context-bound learning support concepts and their empirical examination. Using qualitative and quantitative research methods, theory-based hypotheses are tested and framework conditions are included in the discussion. In this respect, the results of the studies presented promise on the one hand in-depth insights into the opportunities and challenges of learning support services in the school internship, and on the other hand they point to desiderata for further studies in this field of research.
    Description: Innerhalb und außerhalb Deutschlands wurden in den vergangenen Jahren Praxisphasen in der Lehrerbildung ausgebaut. Empirische Studien zeigen demgegenüber, dass nicht vorrangig die Dauer der Praktika, sondern ihre qualitative Ausgestaltung bedeutsam für den Kompetenzerwerb der Studierenden ist. Vor diesem Hintergrund gewinnt die wissenschaftliche Auseinandersetzung mit Konzepten der Lernbegleitung an Bedeutung. Die Autorinnen und Autoren im vorliegenden Band knüpfen an dieser Annahme an und stellen zehn kontextgebundene Lernbegleitungskonzepte und deren empirische Überprüfung vor. Mittels qualitativer und quantitativer Forschungsmethoden werden dabei theoriegeleitete Hypothesen überprüft und Rahmenbedingungen in die Diskussion einbezogen. Insofern versprechen die Ergebnisse der vorgestellten Studien einerseits vertiefende Einblicke in Chancen und Herausforderungen lernbegleitender Angebote im Schulpraktikum, andererseits zeigen sie Desiderate für weiterführende Untersuchungen in diesem Forschungsfeld auf.

    Description: This book, inspired by the thought of Giacomo Becattini, reflects on why local communities continue to exist and spread. Why does the planet not become one place without borders? Why instead do we humans preferentially group ourselves into communities that are neither 'too wide' nor 'too narrow'? What characterizes today's form of community? Why are these communities rooted in places? What is peculiarly 'local' about places? Together with Becattini, we answer that the foundation of local communities is social culture. In its material and symbolic dimensions, social culture animates various forms of proximity between people and between groups: in addition to territorial proximity, social proximity (also online) and institutional proximity matter a lot. This implies that today a local community is not only a place where social culture makes us physically close, but where at least some of the major forms of proximity intersect.

    Description: The regeneration of metropolitan contexts and large planetary urbanizations can no longer be postponed. The use of more and more refined techniques and technologies using metaphor in nature has become increasingly conspicuous. For there to be a real turnaround, however, concepts such as 'biodiversity', 'biomimicry', and 'ecositemic services' need to find their proper design definition, apt to maintain the complexity of settlement forms together with the complexity of life. From a bioregional point of view, it seems useful to rethink the city as a complex node of the eco-territorial network to substantiate the concept of urban bioregion.

    Description: The spread of pandemics, war and the climate crisis has shown how close the unsustainability of the current development model, oblivious of places and their inhabitants, has now come to a point of no return; but at the same time it has made more transparent – as well as more urgent – the reasons for the eco-territorialist turn, centred on the conceptual and operational device of the urban bioregion. Delving into a discussion already underway, the essay describes such a tool by declining it along three analysis and design axes: the founding role of territorial heritage, the integrated and synergic activation of all the “constructive elements” of the production of space, and the self-government of the territory as a common good.

    Description: This open access book represents a journey documenting the development of tools and methodologies over 3 decades and asks where the future lies. It further develops seminal work carried out under the auspices of the Capacity building in Sustainability and Environmental Management (CapSEM) project co-funded by the EU Erasmus programme from 2016-2019 as well as research projects such as IGLO-MP2020, SUSPRO, and SISVI. It gathers existing paradigms of environmental management within the relevant frameworks which have driven the way in which this discipline has developed. It seeks to both challenge and support the way in which business sectors have approached this previously, with a more holistic and overarching model being provided, moving through four very distinct levels. It therefore provides not only a different approach, but a different way of thinking. Systems thinking is characterized by four levels: Process, Product Value Chain, Organisational and Systemic which combines Material Flow Analysis (MFA), Life Cycle Assessment (LCA), Corporate Social Responsibility (CSR) and Industrial Ecology (IE) principles. In its practical application, Corporate Social Responsibility, for example, thus becomes an integral part of a much wider business strategy and impacts on all business activity, not added value for its own sake, but a valuable component in a wider toolbox as a fundamental part of any business strategy and plan, changing, flexing and developing over the years. The book is divided into 4 parts: moving from context and background, to the theoretical model or toolbox, onto its practical application in case studiesandculminates in looking at the future and potential developments. It represents the multi-disciplined collaboration at NTNU and beyond, exemplifying its use in a wealth of business sectors and a range of stakeholders from construction to textiles to wind power as outlined in the European Circular Action Plan.

In einer reichen Gesellschaft arm zu sein, bedeutet nicht nur ein materielles Problem, sondern auch die Infragestellung der sozialen und gesellschaftlichen Zugehörigkeit der Betroffenen. Um dem zu entgehen, sind die Akteure auf voneinander abgrenzbare Kontexte in ihrem Netzwerk angewiesen, in denen sie Anerkennung und Teilhabe generieren können. Wer in dieser Lage auf sich selbst zurückgeworfen ist, erfährt Armut als die Zerstörung seiner bzw. ihrer Identität als respektables Mitglied der Gesellschaft. Der Kampf gegen die Armut darf daher nicht gegen die Armen geführt werden, sondern muss ein Kampf um Orte und Gelegenheiten sein, an denen wir zeigen können, dass es (auch) auf uns ankommt. Es zeigt sich, dass materielle Knappheit in Abhängigkeit der sozialen Einbindung unterschiedlich wahrgenommen wird. Die Bewältigungschancen verschlechtern sich, je weniger Gelegenheitsstrukturen zur Erreichung von Anerkennung und Teilhabe den Befragten in ihrem sozial-räumlichen Umfeld zur Verfügung stehen.

    Description: The ‘learning exclusion equilibrium’ strategy in Italy also governs young adults’ possibilities of accessing higher education institutions (HEIs) and entering and being successful on the labour market. The upshot of this strategy has been to weaken the social role of universities and open the field to new players promoting new solutions based on stronger teaching and research partnerships. After graduation, young university leavers face a period in which they follow non-linear paths as they try to fit their skills to the labour market demand. For many professions, there has been an immense change in this demand. Now, unlike the past, life skills are considered basic competences for technical professions too. If those lacking these skills enter the labour market later, the problem arises of how to create these competences both during the period of university education and in the following years. Universities have to practise institutional learning and study with those who need knowledge in order to come up with a new strategy so that their graduates can directly manages their relations with the labour market. Knowledge of the situation and development of graduates’ professional lives is needed in order to give academic programmes a new direction and allow students to make an informed choice of which university to enrol in. The European Graduate Tracking Initiative can lead the way towards this goal.

    Description: Good inclusive teaching needs teachers who are able to plan and implement pedagogical offers in a heterogeneity-sensitive and adaptive way - however, in university teacher training there are only a few subject-didactically implementable contents for this so far. This book presents five flexibly applicable teaching-learning modules on central topics of inclusive teaching, which were developed by subject didacticians in cooperation with rehabilitation scientists and language educators for university teaching. Starting from the theoretical foundations, the structure, content and materials of the individual teaching-learning modules are presented and commented on didactically. Following on from this, the empirical results of the quantitative and qualitative accompanying evaluation of corresponding courses are analysed. In addition, the suitability of the teaching-learning modules for stabilisation in the university context as well as their possible use in the second and third phase of teacher training are discussed. This book aims to motivate lecturers to use the presented modules in their teaching. It is also aimed at students, researchers and teachers who want to develop their teaching in an inclusive way.

Ausgehend von den theoretischen Grundlagen werden der Aufbau, die Inhalte und die Materialien der einzelnen Lehr-Lern-Bausteine vorgestellt und didaktisch kommentiert. Daran anknüpfend werden die empirischen Ergebnisse der quantitativen und qualitativen Begleitevaluation entsprechender Lehrveranstaltungen analysiert. Außerdem werden die Eignung der Lehr-Lern-Bausteine für die Verstetigung im Hochschulkontext sowie deren Einsatzmöglichkeiten in der zweiten und dritten Phase der Lehrer*innenbildung diskutiert. Dieses Buch möchte Dozent*innen motivieren, die vorgestellten Bausteine selbst in ihrer Lehre einzusetzen.     Description: In diesem Open-Access-Buch steht der akademische Group-Talk als Format der wissenschaftsinternen Wissenskommunikation im Fokus. Group-Talk ist die Feldbezeichnung für das wöchentliche Arbeitstreffen einer teilnehmend beobachteten Forschungsgruppe in der Computational Neuroscience (CNS). Dass (soziale) Wirklichkeit in Interaktionsprozessen erzeugt und institutionalisiert wird, ist eine aus der Wissenssoziologie bzw. dem Sozialkonstruktivismus bereits wohlbekannte Erkenntnis. Dass diese Erzeugung maßgeblich durch kommunikatives Handeln prozessiert wird, ist spätestens seit dem Kommunikativen Konstruktivismus bekannt. Zentral in vorliegender Analyse ist daher die spezifische Form des kommunikativen Handelns, das besondere Format, in dem die CNS, als relativ junger und interdisziplinärer Forschungskontext, von den disziplinär heterogenen Wissenschaftler/-innen im Feld, kommunikativ (re-)konstruiert wird. Die wissenssoziologische Gattungsanalyse dient dabei dazu, den reinen Situationalismus zu überschreiten und die soziologische Mikroanalyse (Handeln), vor dem Hintergrund einer fokussiert-ethnographischen Feldstudie, mit gesellschaftlichen Emergenzphänomenen auf Meso- und Makroebene zu verknüpfen. Erst diese systematische Verbindung des direkt beobachtbaren Wie der Kommunikation mit dem durch ethnographisches Wissen rekonstruierten Warum, überschreitet den Horizont reiner Beschreibung und führt in die Bereiche des soziologischen Verstehens und Erklärens.

    Description: The COVID-19 pandemic has caused unprecedented disruptions to global education systems, with adult education shifting to a virtual world and relying heavily on digital and ICT tools to maintain continuity of learning. However, the prolonged pandemic raises important questions about the future of adult education. The current essay examines the most significant changes in three key areas of adult education: health, citizenship, and digital technologies. It argues that adult education should not only equip people with the knowledge and skills necessary to navigate a crisis, but also play a proactive role in shaping the future of education and the world. It should critically analyse and challenge mainstream ideas and offer constructive alternatives to proposed solutions.

    Description: The volume collects the proceedings of the conference “Università e Territorio. Il decentramento dell'Ateneo nella Provincia di Firenze (“University and Territory. The decentralisation of the University in the Province of Florence”), which was held in Florence on January 23, 2004. The conference saw a wide participation of interventions and public debate, and dealt with the issues concerning the decentralisation of educational and scientific activities in the municipalities of the Province of Florence, with particular reference to the university settlements of Calenzano, Scandicci, Sesto Fiorentino, Vaglia, Figline Valdarno, San Casciano Val di Pesa and the district Circondario Empolese Valdelsa. The conference was conceived as an occasion of meeting and dialogue between Mayors of the Province, local administrators and deans of university degree courses. It highlighted the multiplicity and differentiation of the activities as well as the complexity of the problems related to the development of study courses in the different social-economical realities of the municipalities of the Province of Florence.

    Description: This open access short reader discusses the emerging patterns of sedentary migration versus mobility of the highly-skilled thereby providing a comprehensive overview of the recent literature on highly-skilled migration. Highly-skilled migrations are arguably the only non-controversial migrant category in political and public discourse. The common perception is that highly-skilled migrants are high-earners with top educational skills and that they are easy to integrate. These perceptions make them a “wanted” migrant. There seems to be however a big divide between the popular perceptions of this migration and its realities uncovered in social research. This publication closes this divide by delving deeper in the variety of experiences, discourses and realities of highly skilled migrants, thereby uncovering the inherent divides between the highly skilled migrants from the North and the South. The reader shows that these divides are constructed realities, shaped by the state policies and underpinned by social imaginary. Written in an accessible language this reader is a perfect read for academics, students and policy makers and all those unfamiliar with the topic.

This is a serious challenge for the synthesis activity that political representation has the task of carrying out. Right-wing parties, both moderate and populist, can use the concepts of people and nation. The parties of the left no longer use the concept of class and are therefore in serious difficulty. Tony Blair’s New Labour has used the concept of citizenship. It was an invention that did not have lasting success, but it certainly helped to make the concept very popular, beyond the boundaries of legal language.

    Description: nklusion steht als normatives Konzept in einem Spannungsverhältnis zum bisher selektiv verfassten Schulsystem. Lehrkräfte an sich inklusiv entwickelnden Schulen sind daher mit der Herausforderung konfrontiert, zwischen ihrer eigenen Praxis, einer inklusiven schulischen Programmatik, dem gesellschaftlichen Leistungsverständnis und der schulischen Selektionsfunktion vermitteln zu müssen. Die vorliegende Studie wirft zunächst einen systematischen Blick auf den Inklusionsdiskurs und untersucht hieran anschließend den Umgang mit diesem Spannungsverhältnis anhand von Gruppendiskussionen mit Lehrkräften an sich als inklusiv verstehenden Grundschulen. Mithilfe der Dokumentarischen Methode werden fallübergreifende Orientierungen rekonstruiert, die sich vor allem in der Verortung der Problemlösekompetenz unterscheiden. So sieht ein Teil Lehrkräfte die Verantwortung zur Lösung von Problemen, die bei der Realisierung von Inklusion entstehen, bei Externen, wie der Bildungsadministration. Andere sehen sich hingegen selbst in der Lage, die bei der Realisierung von Inklusion entstehenden Herausforderungen erfolgreich zu lösen. Bei Letzteren wird eine Parallele zu einem Teil des Inklusionsdiskurses deutlich, da Inklusion auch dort als pädagogisch lösbare Herausforderung angenommen wird. Die Arbeit zeigt diesbezüglich Anknüpfungspunkte für die weitere Entwicklung inklusiver Schulen auf. (DIPF/Orig.)

    Description: With the development of inclusive schools comes a broad range of new challenges within the whole German education system. According to the different responsibilities in the educational governance of the German system, not only the state level but also the district level has an important role in the reorganization process towards an inclusive school system. This doctoral thesis thus aims at developing a set of educational indicators at district and individual school level that provides information about the inputs, processes and outputs of inclusive schooling, i.e. conditions and school organizational aspects such as experience in dealing with heterogeneity (special educational needs, migration, gender, etc.). Thereby it can also provide a foundation for continuous, largely data-based observation and analysis of the implementation process of school inclusion. This kind of monitoring can inform both German educational policy and the public regarding contexts, process characteristics, outcomes and benefits of inclusive schooling. The main question of the thesis thus is: What indicators can be identified to describe and reflect developments in the implementation of an inclusive school system at the district level? This is addressed by a three-step analysis, exemplified by a typical German municipality in North Rhine-Westphalia. (1) Starting with an analysis of available school statistics in the period from 2007 to 2015 (2), the results are supplemented by a quantitative school-leadership survey in 2016 (3). A synthesis of the given results marks the last step with a characterization of the transformation process at school and district level. The framework of indicators is meant to identify general problems and offer an empirical foundation for the information on inclusive schooling in German municipalities, thus providing valid governance knowledge for a holistic, coherent educational management as well as contributing to improve the quality of inclusive education at district level.     Description: Die Umsetzung des Inklusionsgedankens konfrontiert das gesamte Bildungssystem mit neuen Herausforderungen. Entsprechend der föderalen Zuständigkeiten sind dafür neben dem Land auch Kreise und Schulträger in der Pflicht, die Entwicklung mitzugestalten. Derzeit gibt es nur wenig systematisierte Informationen über den Stand der inklusiven Bildung im Schulsystem auf kommunaler Ebene. Dies hängt auch mit einer weitgehenden Unklarheit zusammen, welche Bemessungsgrundlagen für eine Einschätzung der Qualität inklusiv arbeitender Schulen zur Verfügung stehen, insbesondere vor dem Hintergrund der lokal höchst unterschiedlichen Formen der Unterrichtsorganisation sowie ungleichen Voraussetzungen im Hinblick auf Ressourcenverteilung (personell, räumlich und sächlich) und Schülerklientel (sonderpädagogischer Förderbedarf, soziale Herkunft, Migrationshintergrund, etc.). Untersucht werden am Beispiel des Flächenkreises Paderborn die Möglichkeiten und Grenzen, die Entwicklung des Gemeinsamen Lernens im Bereich Schule indikatorengestützt abzubilden und Schlussfolgerungen für inklusive Schulorganisation und -planung auf kleinräumiger Ebene abzuleiten. Die Hauptfrage der Arbeit lautet: Welche Indikatoren lassen sich auf kommunaler Ebene identifizieren, um Entwicklungen in den Dimensionen Input, Prozess und Output bei der Umsetzung eines inklusiven Schulsystems zu beschreiben? Die Beantwortung der Forschungsfrage folgt einem dreistufigen Vorgehen. In einem ersten Schritt werden auf Basis kleinräumiger und einzelschulischer Daten der amtlichen Schulstatistik indikatorengestützte Analysen im Zeitraum von 2007 bis 2015 durchgeführt. Im Anschluss werden diese datengestützten Befunde durch Ergebnisse einer quantitativen Schulleiterbefragung im Kreis Paderborn 2016 ergänzt. In einem letzten Schritt erfolgt drittens eine Charakterisierung des nachgezeichneten Transformationsprozesses auf Einzelschulebene sowie auf kommunaler Ebene. Die Synthese der gewonnenen Forschungsergebnisse bildet den Ausgangspunkt für die Ableitung von aussagekräftigen Indikatoren und Desideraten einer Dauerbeobachtung des Gemeinsamen Lernens von Schülerinnen und Schülern mit und ohne sonderpädagogischen Förderbedarf. Wenngleich bestimmte Qualitätsaspekte schulischer Inklusion mit den verfügbaren amtlichen und den ergänzenden Schulleiterdaten nur näherungsweise indikatorisiert werden können, wird sowohl kommunalen Entscheidungsträgerinnen und -trägern aus Politik und Verwaltung, als auch Akteurinnen und Akteuren in den Bildungseinrichtungen ein breites Spektrum an Operationalisierungen zur Verfügung gestellt, um Ansatzpunkte zur organisationalen und systemischen Weiterentwicklung von Inklusion im Schulbereich auszumachen. In a context in which disruptions to the production, distribution, and consumption of food are figured as exceptions to the smooth, just-in-time efficiencies of global supply chains, these essays reveal the global food system as one that is inherently disruptive of human lives and flourishing, and of relationships between people, places, and environments. The pandemic thus represents a particular, acute moment of disruption, offering a lens on a deeper, longer set of systemic processes, and shining new light on transformational possibilities.

    Description: The way schools deal with "heterogeneity" of pupils has been the subject of a heated debate for a number of years. The present volume shows how the observation of differences between pupils - such as those in aptitude, behaviour and interest - has increasingly come into focus in schools since the last third of the 19th century. Disputes about how "suitable" learning groups should be put together against this background increasingly determined the picture of educational and school-political debates. Selection mechanisms in the school system between 1880 and 1980 are reconstructed that distinguished between the normal and the non-normal, between the gifted and the less gifted, between those who adapted and those who did not. The contributions examine practices of observing, testing and assessing pupils, the procedures and tests used for this purpose, and the individual, pedagogical and political conditions and consequences associated with them.
    Description: Über den schulischen Umgang mit einer „Heterogenität“ der Schüler*innen wird seit einer Reihe von Jahren heftig debattiert. Der vorliegende Band zeigt, wie seit dem letzten Drittel des 19. Jahrhunderts die Beobachtung von Unterschieden – solchen der Begabung, des Verhaltens und des Interesses – zwischen Schüler*innen in den Schulen mehr und mehr in das Blickfeld rückte. Auseinandersetzungen darüber, wie vor diesem Hintergrund „passende“ Lerngruppen zusammengestellt werden sollten, bestimmten zunehmend das Bild der pädagogischen und schulpolitischen Debatten. Mit der Frage nach der Stellung von Artefakten in Diskursen werden grundlegende Aspekte der Diskurstheorie und -analytik adressiert, die sich vor allem auf die Bestimmung der Ränder von Diskursen sowie der diskursiven Wirkmächtigkeit von Dingen beziehen. Auf diesem Wege wird eine Diskussion um die passenden konzeptuellen, begrifflichen und methodischen Instrumente diskursanalytischer Studien herausgefordert, zu der dieses Buch einen theoretischen und empirischen Beitrag leistet. Die entwickelte multimodale Dispositivanalyse wird im Rahmen einer qualitativ-empirischen Studie zu Drogentestpraktiken am Arbeitsplatz und im Straßenverkehr exemplarisch umgesetzt.     Description: The article is focused on some transformative trends in citizenship profiles, all of them carachterized by a de-universalinzing dynamics. The starting point is T. H. Marshall's citizenship scheme, that is thought to be inspired on both individual and universal basis concerning the citizenship rights set. The changing produced by neo-liberal ideologies and globalization pressures is moving citizenship in a commodification sense, where citizenship profiles and rights are mediated by market and profiles are more and more personal and particularistic. Specifically, the focus of this essay is on skilled citizenship and citizenship by investment formulas.

It can provide a founding humus for eco-territorialism in very tangible terms: identifying alternatives to the current agri-food system, triggering strong change dynamics for ecosystem care, consolidating sustainable practices at different scales, from the cultivated field to the organic district – actions necessary to address the current climate, socio-economic, ecological, global health emergencies; as well as affirming ethical principles of individual and social responsibility, concerning the ways of relating to, respecting and caring for both the weak segments of human population, and the natural resources water, land, air, biodiversity. Agroecological approach, strongly systemic, can therefore contribute to the elaboration of sustainability policies aimed at regenerating of territories and landscapes.

Um der Differenz – aber auch den Gemeinsamkeiten – auf den Grund zu gehen, untersuchen Wissenschaftler*innen und Praktiker*innen aus China und Deutschland Selbst- und Fremdwahrnehmungen sowie Kooperationen in kulturellen Begegnungen. Auf diese Weise sollen Grundlagen für ein besseres gegenseitiges Verständnis sowie für kulturelle Kooperation zwischen beiden Ländern ermöglicht werden.

    Description: The historical and theoretical relationship between education and the body is the focus of this discourse-analytical study. It is situated at the interface of systematic educational science and historical educational research and looks at both the current debate on educational theory and the pedagogical discussions at the end of the 18th century and the beginning of the 19th century. The starting point of the analyses is a theoretical phenomenon called disembodiment. This term refers to different dynamics that in their totality aim at the discursive exclusion and marginalisation of corporeality in the discourse on education. Three works from different currents of pedagogy are examined more closely for this purpose: Campe's 'Allgemeine Revision des gesammten Schul- und Erziehungswesens' (1785-1792), Niemeyer's 'Grundsätze der Erziehung und des Unterrichts' (1796-1824/5) and two writings by Schwarz, the 'Erziehungslehre' (1802-1813) and the 'Lehrbuch der Erziehung und Unterrichtslehre' (1805-1835). In addition to a presentation of the spectrum of perspectives on physical education, a reconstruction of the historical discourse of so-called physical education and case analyses of the anthropological contexts, the study is able to show that disembodiment tendencies can be traced not only in the current discourse, but already at the turn of the 19th century.
    Description: Das geschichtliche sowie theoretische Verhältnis von Erziehung und Körper steht im Zentrum dieser diskursanalytisch angelegten Studie. Diese ist an der Schnittstelle von systematischer Erziehungswissenschaft und historischer Bildungsforschung angesiedelt und betrachtet sowohl die aktuelle erziehungstheoretische Debatte als auch die pädagogischen Diskussionen am Ende des 18. und zu Beginn des 19. Jahrhunderts. Ausgangspunkt der Analysen ist ein theoretisches Phänomen, das als Entkörperung bezeichnet wird. Mit diesem Begriff sind unterschiedliche Dynamiken gemeint, die in ihrer Gesamtheit auf die diskursive Ausgrenzung und Marginalisierung von Körperlichkeit in der Rede über Erziehung zielen. First of all, my chapter will engage with Caruso’s epistemological reflection, with a special focus on Philosophy of Social Sciences; it will then move on to touch on other aspects, such as the critique to capitalism – which led him to a wider reflection on philosophy of economics - and the constant dialogue with Jewish philosophy and theology. After short analysis of his work on citizenship, my chapter will close by sketching a few possible scenarios to preserve Caruso’s intellectual legacy.

    Description: The 'telluric' crises sweeping the world today at various levels – starting with the failure of the 'globalisation utopia' – have their origin in a worldwide ecological crisis that makes old development models unworkable. The emerging alternative is visible in the widespread diffusion of new territorial communities, which represent a challenge both to development models based on economic 'monoculture' and to the modern era vision of the community principle, seen as a remnant of the past doomed to disappear. Thousands of experiences of new communities are increasingly taking responsibility for a new world narrative (new territories ecologically built, principle of plurality, centrality of new social subjects and their relations, non-hierarchical forms of self-government, over-local ‘bioregional’ openness) which challenges the 19th-century opposition between 'community' and 'society': multi-actor, multidimensional and transcalar communities will be no less than the future society.

    Description: Cain resumes the biblical story of the genesiacs brothers to recount it in a heterodox way. Based on the canonical biblical texts, the ethical perspective of David Maria Sassoli and in ideological discourses, José Saramago (re)reads the life of the murderous brother by a desacralizing bias, establishing a process of discursive reorganization of the Bible and, consequently, of Christianity – an ideology rooted in the social thought that the writer Portuguese intends to resolve. Our proposal is to probe such ethical assumptions questioned by the novel. Thus, we will focus on the figure of the protagonist to reflect on postures, symbolic representations, narrative functions and ideological expressiveness. Let us, through our reading, decommthe kaleidoscopic clash that the skilled narrator stages to present an ethical proposal in dialogue with renewing ideals of today's society.

Staatsangehörigkeit und Einbürgerung sind zentrale Instrumente dieser sozialen Schließung. Anhand der widerstreitenden Diskurse um die Hamburger Einbürgerungsinitiative lässt sich exemplarisch ermitteln, welche diskursiven Grundbegriffe das deutsche Selbstverständnis anleiten. Zu diesem Zweck vereint die Autorin unterschiedliche diskursanalytische Traditionen mit Methoden der klassischen Ethnographie zu einem Ansatz der Diskursethnologie. Die Analyse zeigt, dass die öffentliche Debatte zwischen einem staatsnationalen und einem ethnonationalen Pol oszilliert. Beide nehmen ihren Ausgangspunkt in der unterschiedlichen Ausformulierung ihrer gemeinsamen Grundbegriffe. Through the investigation of different communication contexts it is possible to reconstruct lexicon, rhetoric, narration, visual identity, relationship with the media. Far from the tones of the average union leader, Trentin remains faithful to his composed and philosophical attitude and, by so doing, successfully involves and fascinates masses, the television audience, readers, and even activists and fellow party members. The linguistic and communication strategies he uses differ not only from the traditional trade union leadership but also from politics. In Trentin’s studies the substance of the message definitely prevails on the aesthetics of the form.

    Description: Over the last four decades the sociological life course approach with its focus on the interplay of structure and agency over time life course perspective has become an important research perspective in the social sciences. Yet, while it has successfully been applied to almost all fields of social inquiry it is much less used in research studying migrant populations and their integration patterns. This is puzzling since understanding immigrants’ integration requires just the kind of dynamic research approach this approach puts forward: any integration theory actually refers to life course processes. This volume shows fruitful cross-linkages between the two research traditions. A range of studies are presented that all apply sociological life course concepts to research on migrants and migrant groups in Europe. The book is organized thematically, indicating different important domains in the life course. Using a wide variety of methodological approaches, it covers both quantitative studies based on population census data and survey material as well as qualitative studies based on interviews. Attention is paid to the life courses of those who migrated themselves as well as their offspring. The studies cover different European countries, relating to one national context or a particular local setting in a city as well as cross-country comparisons. Overall the book shows that applying the sociological life course approach to migration and integration research may advance our understanding of immigrant settlement patterns as well as further develop the life course perspective.

    Description: The adult education (AE) research community emphasise the importance of well-qualified personnel working in the field of AE. However, the field is facing with challenges achieving this aim. This chapter research professionalisation of AE from a multi-level perspective in one European Union member state – Slovenia. Based on empirical data from Slovenia, the chapter argues that coordination at three levels is important: at the national level, professionalisation is strengthened by state policies and regulations; at the organisational level, the professional development of adult educators is supported by organisations; and at the individual level, the focus is on professional knowledge and strengthening the professional identity of adult educators.

    Description: This volume examines the concept of ethnic domination and its manifestations in Israel (within the Green Line) and Estonia. Ethnic domination is a method of managing ethnic differences in multiethnic contexts through asymmetrical power relations, in accordance with an ethnonationalist ideology, whereby a group is subordinated to another holding the power, albeit not intent to directly eliminate the subaltern. The volume compares the predicament of Israeli Palestinian citizens and Estonian Russian-speakers in different dimensions (state-citizenship, government-parliament, parties). Also, the analysis explains the divergent trajectories of the cases: the tightening of the condition of Israeli Palestinian citizens and the democratization of ethnic politics in Estonia.

Empirisch behandelt das Buch zunächst die (Vor-)Geschichte polizeilicher Ermittlungsarbeit in Europa als Fall der Ausdifferenzierung, Professionalisierung und Organisationswerdung sozialer Kontrolle (untersucht an den Fällen Englands im 18. Jahrhundert sowie der Kriminalpolizeien in Paris um 1820 und Berlin um 1920). Die anschließenden Kapitel widmen sich der Arbeit von Polizisten mit Informanten und an Beschuldigten (in der Vernehmung) als Fall des Kontakts einer organisationalen Grenzrolle mit formal nicht zur Kooperation verpflichteten Nichtmitgliedern der Organisation. Und schließlich analysiert der Autor den polizeilichen Korpsgeist als Fall einer kollegialen Versicherungsgemeinschaft gegen die individuelle Verantwortlichkeit für Fehler bei der Arbeit.

The plurality of essays collected in the book takes on a fundamental concept very dear to him: citizenship. Caruso, at the peak of his maturity, dedicated pages of great importance to it (which the book proposes and discusses) showing, «how this notion – originally an exclusively juridical concept – has acquired increasing importance in the social sciences and in political theory» as no longer and not only a «static set of rights and duties linked to the belonging of the subject to the political community» but a «bundle of social functions» and an «emerging collective force»: therefore a lever for new demands for ‘democracy’.

    Description: COVID-19 calls for new ways of approaching internationalisation in adult learning and education. Based on experiences gathered during the 2021 virtual Adult Education Academy, this paper identifies challenges in international virtual learning settings in higher education. Such settings involve different levels of digital literacy among participants and moderators, limited access to high-speed internet, different time zones, and difficulties in social interactions. The article presents the didactical and methodological conceptualisation of a virtual setting to overcome these challenges. The concept involves facilitating exchanges between moderators, providing technical support, implementing (a-)synchronous sessions, and establishing a virtual space in which learning materials are created.

    Description: This open access book applies insights from the network perspective in health research to explain the reproduction of health inequalities. It discusses the extant literature in this field that strongly correlates differences in social status with health behaviours and outcomes, and add to this literature by providing a coherent theoretical explanation for the causes of these health inequalities. It also shows that much research is needed on the precise factors and the social and socio-psychological mechanisms that are at play in creating and cementing social inequalities in health behaviours.     Description: This open access book describes how elite studies theoretically and methodologically construct their object, i.e. how particular conceptualizations of elites are turned into research practice using different methods for collecting, dealing with and analyzing empirical data. The first of four sections focuses on what Mills named the power elite and includes Bourdieu’s field of power. The second section addresses studies of the domain of economic power, whereas the third section centers on research on elite education. The fourth and last section highlights research on symbolic power, either within social fields or as a dimension of social structure at large, areas where recognition is essential.     Description: The liberal democracies of the West are experiencing a process of slow but constant and apparently unstoppable degradation. The main thesis of this contribution is that the primary reason for this degradation must be identified in the jamming of the representative mechanism and in the incapacity of democratic politics to stage transparent, recognizable and realistic conflicts on significant dimensions of social life and to present ideas of different and probable futures. Pulverized by complexity and differences, society and the future have become unrepresentable. Saturation of the world and global interdependence, on the one hand, assembled identities, belongings without transcendence and individualization of meanings, on the other, produces a need for immediacy, for political and social disintermediation that is increasingly less compatible with the functioning of representative democracy and with its privileged if not exclusive incardination within the framework of the nation-state. The outcome is, therefore, that of a structural misalignment between configurations of subjectivity and institutional arrangements. Underlying the troubles of modern democracy is the increasingly evident gap between individuals as they really are (became) and individuals as they should be in order for political institutions to function adequately.

On the other hand, this volume explores the simultaneities of caesurae and traditions, ruptures and continuities in regional, national, European and global perspectives. It examines diverse paradoxes of supposedly old and new pedagogical cultures and practices as well as ambivalences of youth between rebellion and attachment to educational ideals. It also focuses on the questioning of schools and pedagogy, their relegitimisation and the intertwining of social democracy and socialism with educational reforms and traditions. In this way, the volume aims at the often described "clash of ideologies" in the interwar period and at the circulation of competing knowledge, so that it discusses the complex openness of 1918 in terms of educational history.
