    Notes: Abstract Biases in risk perception potentially have a large effect on insurance and risk-related behavior. The government can alter these perceptions either through informational programs or controlling the risk. Policies that convey a higher risk level generally have the expected effects on insurance and protective actions, whereas efforts that increase the precision of either the government risk information or private beliefs typically have ambiguous effects. In some cases, the structure of how government policies enter the risk-belief function is consequential. Ascertaining the magnitude of the effects, not simply the direction, also is an important issue. For example, misperceptions have a dramatic effect on the tradeoffs between compensating differentials and the size of the loss but a negligible effect on the tradeoff between compensating differentials and the magnitude of the probability.

    Notes: Abstract There have been major changes in the way European insurance markets are regulated, and there is still considerable debate about what the form and scope of regulation should be. This article examines the arguments for solvency regulation when consumers are fully informed of the insurer's insolvency risk. It is shown firms always provide enough capital to ensure solvency, unless there are restrictions on the composition of their asset portfolios. The conclusion holds even when competition means that only normal profits can be earned. This suggests that the role of regulation in insurance markets should be confined to providing consumers with information about the default risk of insurers.

    Notes: Abstract In many coevolutionary systems members of one party select members of a second party based on quality differences existing among members of the latter (e.g., predators and prey, pollinators and flowers, etc.). We examined the fate of characters that increase (amplifiers) or decrease (attenuators) the perceived amplitude of differences in the quality upon which choice of the selecting party is based. We found that the evolution of such characters depends on (i) the relationship between the cost of the character and the relative benefit it gives to the high quality individuals (if an amplifier) or low quality individuals (if an attenuator), and (ii) the frequency, among members of the selected party, of the quality sought by the selecting party.

    Notes: Abstract Enterprise design knowledge is currently descriptive, ad hoc, or pre-scientific. One reason for this state of affairs in enterprise design is that existing approaches lack an adequate specification of the terminology of the enterprise models, which leads to inconsistent interpretation and uses of knowledge. We use the formal enterprise models being developed as part of the Toronto Virtual Enterprise (TOVE) project to provide a precise specification of enterprise structure, and use this structure to characterize process integration within the enterprise. We then use the constraints within the enterprise model to define a special class of enterprises, and discuss the concepts necessary to characterize process integration within this class. The results of this paper arose out of the successful application of these ontologies to the analysis of the IBM Opportunity Management Process in a joint project with IBM Canada.

    Notes: Abstract The limits of linear moment-tensor inversions from long-period teleseismic body waves are analysed in detail, using inverse methods. We focus our attention on single-station and few-stations methods. Information on the feasibility of full or deviatoric moment-tensor determinations prior to inversion are deduced from the system conditioning. The resolution and correlation of the momenttensor components are analysed using the resolution matrix. Conclusions on the importance and independence of the data are drawn from the information matrix. The single--station case and its implications are discussed in greater detail, as well as possible constraints on the inversion.

    Notes: Abstract Some recent studies in computational linguistics have aimed to take advantage of various cues presented by punctuation marks. This short survey is intended to summarise these research efforts and additionally, to outline a current perspective for the usage and functions of punctuation marks. We conclude by presenting an information-based framework for punctuation, influenced by treatments of several related phenomena in computational linguistics. Varol Akman is a professor of computer engineering at Bilkent University, Ankara, Turkey. From 1980 to 1985, he was a Fulbright scholar at Rensselaer Polytechnic Institute, Troy, New York, where he received a PhD degree in computer engineering. Prior to joining Bilkent in 1988, he held a senior researcher position with the Centrum voor Wiskunde en Informatica, Amsterdam, the Netherlands. His current research areas include artificial intelligence models of context, computational aspects of situation theory, and in general, language and philosophy.
