The chapters describe key findings of the respective works, show their relevance and applicability to practice and industrial software engineering projects, and provide additional information and findings that have only been discovered afterwards, e.g. when applying the results in industry. This way, the book is not only interesting to other researchers, but also to industrial software professionals who would like to learn about the application of state-of-the-art methods in their daily work.

    Description: In welcher Weise und in welchem Maß haben die Ergebnisse des Newtonschen Experiments der Farbbrechung Einfluss auf die Bildende Kunst des 18. und 19. Jahrhunderts genommen? Diese Fragen stehen im Zentrum der Beiträge, welche die Malpraxis, die Theoriebildung zur Farbe, die neuen graphischen Reproduktionstechniken, die steigende Sehkompetenz, die Materialität von Farbe, die Verfeinerung der Darstellungsdetails und die Rolle optischer Instrumente untersuchen. Die Irritation im 18. Jahrhundert entstand aus der nicht eindeutigen Trennung in Licht- und Pigmentfarben. Für die Künstler hatte die alte Farbtrias - Blau, Rot, Gelb - weiterhin Bestand. Nichtsdestotrotz ist eine Verfeinerung des Sehens zu konstatieren, wie zunehmende Differenzierungskompetenz, die nicht nur neue graphische Techniken hervorbrachte, die im 19. Jahrhundert zur Fotographie führen sollten, sondern auch die Ästhetisierung verstärkte.     Description: Der Rifkrieg (1921-1926) in Nordmarokko ist von der deutschen Geschichtsschreibung nur wenig beachtet worden, und dies obwohl Deutschland in vielfältiger Weise an den Geschehnissen beteiligt war. Mohammed ben Abdelkrim el Khattabi alias Abdelkrim schaffte es, die zerstrittenen Rifkabylen zu vereinen und aus der Widerstandsbewegung gegen die spanischen Invasoren die 1923 proklamierte "Rif-Republik" erwachsen zu lassen. Dirk Sasse geht den deutschen, britischen und französischen Helfern Abdelkrims nach – Ärzten, Technikern usw. –, die zu einer schleichenden Verlängerung des Krieges beitrugen, aber auch bei der vorgesehenen Modernisierung des Landes mithelfen sollten. Sein Buch ist ein Beitrag zur Geschichte der Dekolonisation und zur Geschichte der Vernetzung zwischen der außereuropäischen Bevölkerung und antikolonial eingestellten Sympathisanten in Europa.

    Dynamics of Architecture in Late Baroque Rome. Cardinal Pietro Ottoboni at the Cancelleria (2021)

    Description: This is the first study to characterize the architectural patronage of Cardinal Pietro Ottoboni (1667-1740), and to identify twelve architects during his half century of patronage in his Ecclesiastical court of the Cancelleria. Most eminent among them were Filippo Juvarra and Domenico Gregorini. Commercial and private theaters in the palace are located from archival data, room measurements, drawings, diary accounts, Correspondence of the French Academy, and palimpsests of architectural details. The size, shape, appearance, capacity, and location of Filippo Juvarra's theater are discussed. Archival documents are cited to reveal why, how, and when it vanished. Detailed analysis is devoted to Juvarra's stage construction with its elaborate sets and moving apparatus. In his official function as Vice-Chancellor of the Church, it is well known that Ottoboni was positioned as a major patron of music, theater, and painting in late Baroque Rome. He was a librettist for oratorios performed by his resident composer, Arcangelo Corelli, and by Alessandro Scarlatti in venues in the palace, and in his basilica of San Lorenzo in Damaso, located in the palace grounds. His resident painters included Francesco Trevisani and Sebastiano Conca. He completed the construction of Bernini's Confessione in the nave of his basilica. As the sponsor of the Arcadian Academy, Ottoboni dictated taste in Roman cultural circles. His involvement in the competition for the façade of St. John Lateran is amplified. A grand overview is provided for the cardinal's commission of devotional machine constructed to rival the Lenten carnivals. As ephemeral constructions, and normally ignored liturgical phenomena, these are explored in detail for the first time. Edward J. Olszewski, Case Western Reserve University, Cleveland, Ohio, U.S.A.

N’y a-t-il pas là matière à réfléchir sur la « crise du IIIe siècle » ou à remettre en cause l’idée d’une rupture liée à la « conquête vandale » ? Comment interpréter la typologie des édifices ? Que révèlent les nombreux bains asymétriques ou l’équipement des sources thermales et des demeures ? Car elle tire sa puissance de son ouverture à un espace maritime dynamique, mais aussi de sa capacité à agir comme pôle d’impulsion politique et économique dans le Maghreb central. Cette étude, mobilisant aussi bien les textes arabes que les documents d’archives européens, souligne cette insertion du port dans des réseaux tant maghrébins que méditerranéens. Dans un contexte où l’initiative est largement passée du côté latin, son devenir est ainsi lié aux évolutions de la conjoncture générale en Méditerranée occidentale, et notamment en Europe. Malgré les difficultés auxquelles elle doit faire face, Bougie apparaît comme exemplaire des villes maritimes du Maghreb qui, à une époque trop souvent considérée globalement comme marquée par le déclin du monde musulman, connaissent dans les derniers siècles du Moyen Âge un essor remarquable et deviennent des centres politiques, économiques et culturels de premier plan. En prenant le parti d’observer ces évolutions depuis la rive africaine et non du seul point de vue des cités européennes, Dominique Valérian montre que l’histoire de la Méditerranée médiévale est aussi celle des ports musulmans, et de la part active qu’ils prirent dans les échanges.

    Description: Theodor Mommsen aveva ventisette anni nel 1844, quando giunse la prima volta in Italia, dando inizio alla straordinaria avventura epigrafica che l’avrebbe condotto a pubblicare le Inscriptiones Regni Neapolitani Latinae (1852) e quindi alla progettazione del Corpus Inscriptionum Latinarum. Marie-René de La Blanchère (Tours, 17 febbraio 1853 - Parigi, 30 maggio 1896) ne aveva ventisei nel ’79, al momento dell’arrivo presso la neonata École française de Rome con l’obiettivo di indagare le antichità della regione pontina: iniziava allora una contrastata (e per certi versi drammatica) vicenda di vita e di ricerca, il cui principale frutto resta il “saggio di storia locale” su Terracine (1884), preceduto e seguito da importanti contributi sul Latium adiectum e l’Africa romana; nel 1885 l’Autore si sarebbe trasferito in Tunisia, dove divenne protagonista della vasta opera di studio e salvaguardia delle antichità locali, culminata nella fondazione del Museo del Bardo. Questo libro raccoglie gli atti del convegno internazionale Dalle terre pontine all’Africa romana: Marie-René de La Blanchère, archeologo, epigrafista, orientalista (San Felice Circeo, 3-4 giugno 2016), organizzato dall’École francaise de Rome e dal Comune di San Felice Circeo (LT) in sinergia con la Soprintendenza archeologica del Lazio Meridionale, con “Sapienza” Università di Roma e l’Università della Tuscia di Viterbo. Nel ripercorrere le tappe della carriera scientifica di La Blanchère, il volume – arricchito dalla prima bibliografia sistematica degli scritti dell’Autore – affronta alcuni momenti chiave della politica culturale della Francia di fine Ottocento, sullo sfondo della virtuosa competizione tra le istituzioni archeologiche europee in Italia, soffermandosi in particolare sulle tappe della ‘scoperta’ delle antichità del Lazio meridionale, negli anni in cui si compiva la titanica impresa dei volumi IX e X del CIL (1883).

Sur quoi fondaient-ils le prestige social ? Quelles marques de distinction employaient-ils et à quelles fins ? Telles sont quelques-unes des questions auxquelles cet ouvrage tente de répondre. Pour ce faire, l'auteur analyse trois notions romaines, honos, honestum et honestas, qui recouvrent des objets socio-politiques (marques d'honneur, prestige, charges publiques) et des données morales (dignité de la conduite, bien éthique). Cette diversité est appréhendée dans l'ouvrage par une approche plurielle, relevant de la sémantique, de la sociologie et de l'histoire des idées. L'étude préalable du sens de ces termes dans les textes latins débouche ainsi sur l'examen des pratiques d'hommage et d'honorabilité dans la vie des Romains.     Description: This open access State-of-the-Art Survey presents the main recent scientific outcomes in the area of reversible computation, focusing on those that have emerged during COST Action IC1405 "Reversible Computation - Extending Horizons of Computing", a European research network that operated from May 2015 to April 2019. Reversible computation is a new paradigm that extends the traditional forwards-only mode of computation with the ability to execute in reverse, so that computation can run backwards as easily and naturally as forwards. It aims to deliver novel computing devices and software, and to enhance existing systems by equipping them with reversibility. There are many potential applications of reversible computation, including languages and software tools for reliable and recovery-oriented distributed systems and revolutionary reversible logic gates and circuits, but they can only be realized and have lasting effect if conceptual and firm theoretical foundations are established first.

    Description: Das am 27. Februar 1953 unterzeichnete Londoner Schuldenabkommen stellte ein Novum in der Geschichte der internationalen Schuldenregelung dar. Mit ihm wurde die gigantische deutsche Auslandsverschuldung des privaten und öffentlichen Sektors aus der Vor- und Nachkriegszeit geregelt. Als Rechtsnachfolgerin des Deutschen Reiches übernahm die Bundesrepublik die Haftung für die gesamten Vorkriegsschulden des ehemaligen Reichs. Die langwierigen und von zahlreichen Schwierigkeiten durchzogenen Verhandlungen erreichten, dass das Schuldenabkommen dem tatsächlichen Leistungsvermögen der Bundesrepublik angepasst wurde. Mit dem Londoner Schuldenabkommen wurde die Kreditwürdigkeit der jungen Bundesrepublik wiederhergestellt; es war damit eine Conditio sine qua non für die Wiedergewinnung der Souveränität der Bundesrepublik Deutschland.

La théologie morale des scolastiques, avec l’élaboration de la notion centrale de « juste prix », constitue le cadre théorique fondamental pris en compte pour saisir la rationalité d’institutions qui, comme les Annones d’Ancien Régime, ont été trop vite et trop souvent assimilées à des simples entraves à la libre expression des forces de marché.     Description: L'ouvrage traite d’un objet classique – une cité et son contado – à l’aide des concepts mis au point par l’historiographie récente. Après avoir décrit le cadre territorial hérité de l’Antiquité et du haut Moyen Âge, elle analyse l’évolution de ce territoire et de ses institutions du Xe au XIIe siècle, notamment la naissance et la constitution d’une société féodale à laquelle s’intègrent même les « arimanni » , puis l’« incastellamento » et sa signification démographique et politique, enfin l’émergence de la commune et son évolution vers le podestariat. La seconde partie est dédiée aux campagnes, à l’évolution des rapports de production (notamment par le biais des contrats livellaires), enfin de l’économie rurale. La troisième partie est consacrée au XIIIe siècle, temps de crise : crise des fortunes nobiliaires, des communautés paysannes, des élites urbaines qui doivent intégrer les nouveaux riches. Politiquement, la crise aboutit à la domination d’Ezzelino da Romano (1237-1256). Le XIIIe siècle est « le temps des usuriers », qui se hissent au premier rang de la société ; les rapports de production se transforment (contrats agraires à durée limitée), le paysages aussi. On découvre ainsi les rythmes d’une société dans toute sa complexité.

    Description: Étape la plus emblématique du Grand Tour que les élites européennes accomplissaient au XVIIIe siècle, le voyage en Italie ne se réduit pas à une expérience de jeunes nobles complétant leur éducation. En temps de paix comme à la faveur des guerres, des Français de tous âges ont traversé les Alpes ou pris la mer avec les buts les plus variés. Riches ou pauvres, guidés par des modèles qui canalisaient leurs attentes, ils ont contribué à transformer le visage d'une terre engagée dans le processus unitaire en inventant des capitales, comme Milan, et en parcourant les Alpes ou le Sud marqué par les restes antiques. Terre des arts, de la culture classique et du catholicisme, l'Italie des Lumières est alors devenue le «laboratoire» d'une connaissance plus systématique de la nature, des hommes et de l'organisation des sociétés. Mais tandis que l'encyclopédisme fit place au seuil du XIXe siècle à des savoirs plus spécialisés, nobles et marchands, artistes et gens de lettres renouèrent avec un regard simplificateur et stéréotypé et le voyageur du XVIIIe siècle se mua en un touriste pressé et conquérant. C'est pour mieux comprendre le passage de ces formes complexes du voyage vers le tourisme que la présente enquête s'est attachée à dépouiller les guides, récits et journaux de voyage laissés par les Français sur l'Italie entre 1750 et 1815.

    Description: This Open Access book presents the results of the "Collaborative Embedded Systems" (CrESt) project, aimed at adapting and complementing the methodology underlying modeling techniques developed to cope with the challenges of the dynamic structures of collaborative embedded systems (CESs) based on the SPES development methodology. In order to manage the high complexity of the individual systems and the dynamically formed interaction structures at runtime, advanced and powerful development methods are required that extend the current state of the art in the development of embedded systems and cyber-physical systems. The methodological contributions of the project support the effective and efficient development of CESs in dynamic and uncertain contexts, with special emphasis on the reliability and variability of individual systems and the creation of networks of such systems at runtime. The project was funded by the German Federal Ministry of Education and Research (BMBF), and the case studies are therefore selected from areas that are highly relevant for Germany’s economy (automotive, industrial production, power generation, and robotics). It also supports the digitalization of complex and transformable industrial plants in the context of the German government's "Industry 4.0" initiative, and the project results provide a solid foundation for implementing the German government's high-tech strategy "Innovations for Germany" in the coming years.

    Description: Wird der Begriff des "Königs" heute vorwiegend in einem engeren politischen Sinne verstanden und gebraucht, so war dies im ausgehenden Mittelalter anders. Denn neben den bekannten 'politischen' Königen existierten hier noch zahlreiche 'andere' Könige. Sie standen Berufsgruppen vor, führten Genossenschaften an oder wurden im Rahmen wiederkehrender Zeremonien und Bräuche zu Festkönigen gekrönt. Spielleute und Herolde, Prostituierte und Händler hatten ebenso ihre Könige wie Bogenschützen oder Adelsgesellschaften. Dabei ging es jedoch nicht um Rituale der Verkehrung oder gar um Akte der Auflehnung und Rebellion. Auch diese Könige besaßen klare Funktionen und Privilegien, eine handfeste Machtstellung innerhalb ihrer Gruppe und wurden darin von den Autoritäten akzeptiert, ja teils erst eingesetzt. Der vorliegende Band hält erstmals eine systematische Zusammenschau dieses bisher unbeachtet gebliebenen Phänomens und fragt anhand ausgewählter Beispiele nach der Funktion und der gesellschaftlichen Rolle dieser 'anderen' Könige in ihrem jeweiligen Umfeld. Damit legt er die Grundlagen für ein neues, innovatives Forschungsfeld und bereichert die Auseinandersetzung mit dem Königtum um eine neue, unerwartete Perspektive.

    Description: Das Ergebnis der hier versammelten Beiträge mag überraschen: Aus unserer zeitgenössischen Perspektive vom Anfang des 21. Jahrhunderts rückt der säkulare Bruch des Jahres 1945 zunehmend in den Hintergrund. Stattdessen wird der Zäsurcharakter des Jahrzehnts ab 1970 immer bedeutender. Um 1970 hatte sich die Struktur der Industriestaaten rapide zu verflüssigen begonnen. Diese für Europa und Nordamerika charakteristische Formation war geprägt von der Montanindustrie im festen Rahmen des politisch autonomen Einzelstaats. Sie hatte die Epoche der Weltkriege hervorgebracht mit völlig neuartigen Formen von industrialisierter Kriegführung, Gewaltexzessen und Genozid und, im Wechsel damit, Phasen tiefgreifender sozialer Reform und politisch-gesellschaftlicher Neuordnung. Das Ende dieses Industriesystems stellte auch die sozialen und politischen Handlungsmuster des 20. Jahrhunderts in Frage.

    Description: Souverains et Pontifes, c’est-à-dire à la fois maîtres temporels d’un État s’étendant de Rome à Bologne au centre la péninsule italienne et chefs spirituels d’une Église qui s’affirme catholique, c’est-à-dire universelle, les papes de la Restauration – Pie VII, Léon XII, Pie VIII et Grégoire XVI – ont été, de la restitution des États de l’Église à la papauté en 1814 jusqu’à l’avènement du dernier « pape-roi », Pie IX en 1846, au centre d’un vaste et complexe dispositif institutionnel où quelques centaines d’acteurs - cardinaux, prélats et officiers de Curie - ont œuvré à la fois à l’administration civile de l’État ecclésiastique à l’été de la Saint-Martin de son destin historique et au gouvernement de l’Église romaine à l’aube de sa reconstitution. À partir d’une analyse institutionnelle des différents dicastères dont se compose la Curie et d’une étude prosopographique de son personnel (soit un ensemble de 805 biographies individuelles : 158 cardinaux de Curie, 288 prélats référendaires et 359 consulteurs de congrégations et officiers mineurs, ecclésiastiques et laïcs, en poste entre le 4 mai 1814 et le 1er juin 1846), le présent travail se propose de mieux connaître et comprendre, de l’intérieur, l’organisation et le fonctionnement de la Curie romaine ainsi que les lentes recompositions et les silencieuses mutations qui l’affectent à l’âge des restaurations politiques et des révolutions libérales, des concordats et des missions et de la réaffirmation intransigeante de la foi et de la discipline catholiques.

Background research for the book was supplemented by interaction with the intended audience through a related project with L3Harris Technologies (formerly Harris Corporation).

Während sie kurzfristig aus taktischen Gründen der Sicherung von Ruhe und Ordnung das französische Kulturleben aufrecht erhielt, strebte sie langfristig die Verbreitung deutscher Kultur in Frankreich und die Errichtung einer deutschen "kulturellen Hegemonie" in Europa an. Kathrin Engel behandelt neben den Eingriffen der Besatzungsmacht in das französische Film- und Theaterleben schwerpunktmäßig den Versuch, die Franzosen mit Hilfe deutscher Theaterstücke und Filme von einer angeblich höher stehenden deutschen Kultur zu überzeugen. Dem militärischen Sieg über Frankreich sollte gerade in Paris, der Kulturhauptstadt Frankreichs, ein geistig-kultureller Sieg hinzugefügt werden. Die deutsche Kulturpropaganda, die letztlich zu Lasten des französischen Kulturlebens durchgesetzt werden sollte, war Gegenstand intensiver Kompetenzstreitigkeiten der deutschen Dienststellen und Funktionsträger in Berlin und Paris. Obwohl deren Vertreter vor Ort zum Teil erstaunlich autonom handelten, gehört die Vorstellung, im besetzten Paris hätten frankophile deutsche Offiziere eine besonders milde Kulturpolitik betrieben, in das Reich der Legenden. Die deutsche Kulturpolitik im besetzten Paris bildete keineswegs, wie vielfach angenommen, ein mildes Gegengewicht zu einer härteren deutschen Besatzungspolitik. Vielmehr folgte sie, wie diese Studie deutlich macht, der sich im Laufe der Okkupation mehr und mehr verschärfenden allgemeinen Besatzungspolitik.

    Description: Dans le cadre du projet ANR Europange consacré aux « Processus de rassemblements politiques : l’exemple de l’Europe angevine (XIIIe-XVe siècles) », le colloque qui s’est tenu à Angers en novembre 2015 s’est intéressé à la culture des officiers (centraux comme locaux) et de l’entourage des princes dans les territoires angevins, à leurs parcours universitaires et à leur formation intellectuelle au sens large. Différents thèmes ont pu être envisagés : les cursus universitaires (universités et facultés fréquentées, grades…), les apprentissages pratiques et techniques, notamment le rapport à l’écrit et aux comptabilités, les livres et les bibliothèques possédés par les officiers, leurs productions intellectuelles (juridiques, scientifiques, littéraires…). Au-delà des différences ou des similitudes qui ont pu être mises en avant entre les différents territoires angevins, ces journées, à travers des trajectoires de vie concrètes, ont permis d’identifier des carrières types et l’existence, parfois, d’un véritable déroulement de carrière s'apparentant à un cursus honorum. Outre le fait d’appréhender les composantes techniques et pragmatiques de l’apprentissage des officiers, les différentes interventions ont également dégagé des dynamiques mettant en lumière l’existence d’une culture administrative et/ou politique. Le présent ouvrage rend compte de ces échanges fructueux.

    Description: The emerging Jewish national consciousness in Europe toward the end of the 19th century claims many spiritual fathers, some of which have been seriously underestimated so far. Zionist intellectuals such as Moses Hess, Leon Pinsker and Isaac Rülf were already committed to the self-liberation of the Jewish people long before Theodor Herzl. Their experiences and observations brought them to believe that the emancipation and integration of Jews were not realistically possible in Europe. Instead, they began to think in national and territorial terms. The author explores the question as to what extent religious messianism influenced the ideas of these men and how this reflects in today's collective Israeli consciousness. In a comprehensive epilogue, Julius H. Schoeps critically correlates ideas of messianic salvation, Zionist pioneer ideals, the settler's movement before and after 1967, and the unsolved conflict between Israelis and Palestinians which has been lasting for over 100 years.

    Description: This open access book coherently gathers well-founded information on the fundamentals of and formalisms for modelling cyber-physical systems (CPS). Highlighting the cross-disciplinary nature of CPS modelling, it also serves as a bridge for anyone entering CPS from related areas of computer science or engineering. Truly complex, engineered systems—known as cyber-physical systems—that integrate physical, software, and network aspects are now on the rise. However, there is no unifying theory nor systematic design methods, techniques or tools for these systems. Individual (mechanical, electrical, network or software) engineering disciplines only offer partial solutions. A technique known as Multi-Paradigm Modelling has recently emerged suggesting to model every part and aspect of a system explicitly, at the most appropriate level(s) of abstraction, using the most appropriate modelling formalism(s), and then weaving the results together to form a representation of the system. If properly applied, it enables, among other global aspects, performance analysis, exhaustive simulation, and verification. This book is the first systematic attempt to bring together these formalisms for anyone starting in the field of CPS who seeks solid modelling foundations and a comprehensive introduction to the distinct existing techniques that are multi-paradigmatic. Though chiefly intended for master and post-graduate level students in computer science and engineering, it can also be used as a reference text for practitioners.

Alors que s’effondre la dynastie souabe, les héritiers de sa chancellerie transmettent à la postérité les textes les plus représentatifs de cette rhétorique impériale en créant une collection de dictamina : les Lettres de Pierre de la Vigne, auquel ce style emphatique et voilé d’obscurités métaphoriques sera désormais associé. Ce livre étudie une étape décisive de la formation du langage politique européen à partir de l’histoire des Lettres, envisagée dans ses différents aspects, de la création mystérieuse de la collection jusqu’à sa transformation en objet historique, en passant par l’analyse du milieu, de l’idéologie et des techniques rhétoriques des créateurs de ses textes, de leur impact et de leur interprétation contradictoire dans la société du XIIIe siècle. Il montre les procédures mises en œuvre par les notaires ultérieurs pour exploiter ce « miroir rhétorique » et son poids dans la transformation générale du langage étatique européen au cours d’un long XIVe siècle (1270-1420), de l’Angleterre à la Bohême, de la France à l’Italie.     Description: À l’image d’un territoire urbain fixé dans ses contours depuis la fin du XVIe siècle, les structures de la propriété vénitienne sont dotées, aux XVIIe et XVIIIe siècles, d’une remarquable stabilité au bénéfice du patriciat. Elles n’en ont pas moins évolué sous l’effet de la conjoncture économique, de l’évolution démographique et des difficultés financières rencontrées par certaines familles entraînant une circulation des biens par la voie de la transmission intrafamiliale, des échanges matrimoniaux et des ventes. Ce sont ces mécanismes de circulation que ce livre entend explorer en portant, d’abord, l’attention sur le marché immobilier, sur son mode de fonctionnement dans le cadre d’une économie ancienne et sur son activité dont la relative atonie démontre la vigueur des mécanismes de conservation de la propriété. La reconstitution de la généalogie de maisons permet ensuite, à une micro-échelle, d’individualiser des espaces soustraits aux échanges et des biens qui ont vocation à circuler plus que les autres. Cette différenciation s’éclaire à la lumière des comportements patrimoniaux dont se dégagent, au-delà de la myriade des configurations et des mobiles individuels, des régularités dans le traitement appliqué aux biens au moment de partager l’héritage, de constituer la dot et d’arbitrer entre biens ruraux et biens urbains accréditant l’idée d’une hiérarchie interne au patrimoine. Enfin, le suivi des propriétaires permet de saisir l’articulation, différente selon les milieux, entre les pratiques d’accumulation et le cycle de vie, entre la part des investissements et celle de l’héritage dans la formation du patrimoine, entre la position dans l’échelle des fortunes et l’intensité des transformations qui contribuent à renouveler les propriétaires sans que la répartition de la propriété par groupe social en sorte transformée. Comprendre le rapport des hommes aux biens, c’est tenir compte de l’interaction constante entre des structures, des comportements économiques et des représentations sociales.

    Description: Frankreich stand in der Zwischenkriegszeit nicht nur in Europa unter dem Druck expansiver Diktaturen, sondern auch in Asien. Die Bedrohung durch Japan wurde drängend, als das Kaiserreich ab Juli 1937 China mit Krieg überzog und auch vor der Küste der französischen Kolonie Indochina seine Macht deutlich demonstrierte. Die Bonner Dissertation von Volker Nies untersucht erstmals, was Paris unternahm, um seine Großmachtposition in Ostasien zu behaupten. Frankreich suchte auf zuweilen doppelbödige Art die Nähe zu Japan. Paris ging dabei so weit, wie es die Rücksicht auf die Beziehungen zu den USA und Großbritannien erlaubte, die Japans Aufstieg kritisch sahen. Für Paris war der virtuose Einsatz diplomatischer und militärischer, wirtschaftlicher und geheimdienstlicher Instrumente im Fernen Osten am Ende erfolglos, denn fast zeitgleich mit dem Einmarsch deutscher und italienischer Truppen rückte im Juni 1940 ein japanisches Vorauskommando in Indochina ein.

    Description: Founded in 1919 under the Treaty of Versailles as part of the League of Nations’ system, the ILO is still today the main organization responsible for the international organization of work and the improvement of working conditions in the world. Widely recognized for its efforts in building international labour standards, the ILO remains little studied by development specialists and historians. This book intends to fill this gap and traces the history of international development and its early pioneers, through an analysis of the activities of the International Labour Office, the Secretariat of the International Labour Organization, between 1930 and 1946. In this book, development is used as a key to questioning the ILO's place and function in the expanding inter-war world. The development practices and discourses that emerged in the 1930s were mainly intended to support the ILO's universalization strategy, which was made necessary by the events that shook Europe at the time. Development discourses and practices were also part of the esprit du temps, as they were closely linked to the affirmation of the planist and rationalist ideas of the 1930s. However, development for the ILO was not reduced to a project of economic modernization, but was seen as a tool for social engineering, as evidenced by the ILO's missions of technical assistance, organized since 1930. The analysis of the expertise work makes it possible to highlight the logics that prevailed in technical assistance, which was more in line with institutional objectives, than with the dissemination of a genuine expertise. This book therefore hopes to bring new insight on the history of internationalism, and international organizations during the inter-war period and the Second World War, as well as on the role of the ILO in the history of international development thinking and practices.
