    Description: This open access book as one of the fastest-growing areas of research in machine learning, metalearning studies principled methods to obtain efficient models and solutions by adapting machine learning and data mining processes. This adaptation usually exploits information from past experience on other tasks and the adaptive processes can involve machine learning approaches. As a related area to metalearning and a hot topic currently, automated machine learning (AutoML) is concerned with automating the machine learning processes. Metalearning and AutoML can help AI learn to control the application of different learning methods and acquire new solutions faster without unnecessary interventions from the user. This book offers a comprehensive and thorough introduction to almost all aspects of metalearning and AutoML, covering the basic concepts and architecture, evaluation, datasets, hyperparameter optimization, ensembles and workflows, and also how this knowledge can be used to select, combine, compose, adapt and configure both algorithms and models to yield faster and better solutions to data mining and data science problems. It can thus help developers to develop systems that can improve themselves through experience. This book is a substantial update of the first edition published in 2009. It includes 18 chapters, more than twice as much as the previous version. This enabled the authors to cover the most relevant topics in more depth and incorporate the overview of recent research in the respective area. The book will be of interest to researchers and graduate students in the areas of machine learning, data mining, data science and artificial intelligence. ; Metalearning is the study of principled methods that exploit metaknowledge to obtain efficient models and solutions by adapting machine learning and data mining processes.     Description: This open access book addresses communicative aspects of the current COVID-19 pandemic as well as the epidemic of misinformation from the perspective of argumentation theory. Argumentation theory is uniquely placed to understand and account for the challenges of public reason as expressed through argumentative discourse. The book thus focuses on the extent to which the forms, norms and functions of public argumentation have changed in the face of the COVID-19 pandemic. This question is investigated along the three main research lines of the COST Action project CA 17132: European network for Argumentation and Public PoLicY analysis (APPLY): descriptive, normative, and prescriptive. The volume offers a broad range of contributions which treat argumentative phenomena that are directly related to the changes in public discourse in the wake of the outburst of COVID-19. The volume additionally places particular emphasis on expert argumentation, given (i) the importance expert discourse has had over the last two years, and (ii) the challenges that expert argumentation has faced in the public sphere as a result of scientific uncertainty and widespread misinformation. Contributions are divided into three groups, which (i) examine various features and aspects of public and institutional discourse about the COVID-19 pandemic, (ii) scrutinize the way health policies have been discussed, debated, attacked and defended in the public sphere, and (iii) consider a range of proposals meant to improve the quality of public discourse, and public deliberation in particular, in such a way that concrete proposals for argumentative literacy will be brought to light. Overall, this volume constitutes a timely inquiry into all things argumentative in pandemic discourse. This volume is of interest to a broad readership including philosophers, linguists, communication and legal scholars, and members of the wider public who seek to better understand the discourse surrounding communicative phenomena in times of crisis.     Description: This open access book provides a detailed and up-to-date account of the relevant literature on the legibility of different kinds of typefaces, which goes back over 140 years in the case of reading from paper and more than 50 years in the case of reading from screens. It describes the origins of serif and sans serif styles in ancient inscriptions, their adoption in modern printing techniques, and their legibility in different situations and in different populations of readers. It also examines recent research on the legibility of serif and sans serif typefaces when used with internet browsers, smartphones and other hand-held devices. The book investigates the difference in the legibility of serif typefaces and sans serif typefaces when they are used to produce printed material or when they are used to present material on computer monitors or other screens and it explores the differences in readers’ preferences among typefaces. The book’s main focus is on the psychology of reading, but there are clear implications for education and publishing. Indeed, the book can be read with benefit by anyone concerned with communicating with others through written text, whether it is printed on paper or displayed on computer screens.

    Description: In welcher Weise und in welchem Maß haben die Ergebnisse des Newtonschen Experiments der Farbbrechung Einfluss auf die Bildende Kunst des 18. und 19. Jahrhunderts genommen? Diese Fragen stehen im Zentrum der Beiträge, welche die Malpraxis, die Theoriebildung zur Farbe, die neuen graphischen Reproduktionstechniken, die steigende Sehkompetenz, die Materialität von Farbe, die Verfeinerung der Darstellungsdetails und die Rolle optischer Instrumente untersuchen. Die Irritation im 18. Jahrhundert entstand aus der nicht eindeutigen Trennung in Licht- und Pigmentfarben. Für die Künstler hatte die alte Farbtrias - Blau, Rot, Gelb - weiterhin Bestand. Nichtsdestotrotz ist eine Verfeinerung des Sehens zu konstatieren, wie zunehmende Differenzierungskompetenz, die nicht nur neue graphische Techniken hervorbrachte, die im 19. Jahrhundert zur Fotographie führen sollten, sondern auch die Ästhetisierung verstärkte.     Description: Si « l’hérédité en République » peut sembler un paradoxe, pratiques népotiques, cousinages complexes, ancrage local, réseaux de sociabilité au sein de la bourgeoisie conduisent à la confiscation du destin politique de la Marne par quelques familles entre 1871 et 1940. Malgré le vœu de Gambetta de voir émerger des couches sociales nouvelles en politique, des groupes familiaux alliés mettent la main sur les mandats de conseiller d’arrondissement, conseiller général, député et sénateur. Ces élus limitent le renouvellement des élites politiques nationales et locales. Appartenant à des familles qui s’embourgeoisent progressivement au cours du siècle, ces notables procèdent de stratégies matrimoniales définies. À leur tour, ils les reproduisent pour conforter leur assise sociale, locale, familiale et… politique. Ces éléments créent et confortent le crédit politique et la visibilité du candidat. Fondé sur une démarche prosopographique, cet ouvrage analyse l’hérédité et l’héritage en politique pour des mandats nationaux et locaux et met en lumière l’impact de la famille élargie (Sippe) sur le régime républicain, en dépit du suffrage universel.

    Description: This book is open access under a CC BY 4.0 license. This book addresses the age-old problem of infinite regresses in epistemology. How can we ever come to know something if knowing requires having good reasons, and reasons can only be good if they are backed by good reasons in turn? The problem has puzzled philosophers ever since antiquity, giving rise to what is often called Agrippa's Trilemma. The current volume approaches the old problem in a provocative and thoroughly contemporary way. Taking seriously the idea that good reasons are typically probabilistic in character, it develops and defends a new solution that challenges venerable philosophical intuitions and explains why they were mistakenly held. Key to the new solution is the phenomenon of fading foundations, according to which distant reasons are less important than those that are nearby. The phenomenon takes the sting out of Agrippa's Trilemma; moreover, since the theory that describes it is general and abstract, it is readily applicable outside epistemology, notably to debates on infinite regresses in metaphysics. The book is a potential game-changer and a must for any advanced student or researcher in the field.

    Description: Au xvie siècle, les Bilbanais contrôlent une économie puissante dont les différents secteurs sont interactifs (construction navale, industrie du fer, commerce, pêche, transport). Cette économie commerciale est également guerrière, car les Biscayens fournissent au roi des navires et des armes pour le besoin des conflits. Ces secteurs d’activités à double utilité, intimement liés entre eux, constituent un des atouts majeurs du port de Bilbao. D’ailleurs, tandis que la bibliographie tendait à faire de Séville le centre économique de la vie espagnole et européenne dans la première moitié du xvie siècle, il s’avère que les échanges de Bilbao avec le reste de l’Europe équivalent à ceux de la métropole andalouse avec l’Amérique jusqu’aux années 1560-1570. L’influence de la découverte du Nouveau Continent sur la structure du commerce espagnol et européen s’avère donc progressive et assez tardive, ce qui nous amène à reconsidérer les modèles établis par Pierre Chaunu et Immanuel Wallerstein. L’importance du réseau de commerce et de pouvoir que contrôlent les Bilbanais au xvie siècle explique en partie les performances du port de Bilbao. Aux côtés des gens d’affaires de Burgos avec lesquels ils coopèrent, ils constituent l’un des ferments de maturité du milieu marchand européen. Même si ces deux groupes marchands sont liés, le succès des entrepreneurs bilbanais survit à la baisse de régime de l’économie castillane. Dans les dernières décennies du xvie siècle, en raison des guerres dans le nord-ouest européen qui entravent notablement le commerce, ils reconvertissent leurs investissements dans l’achat de marchandises locales et castillanes, dans le commerce avec la Péninsule Ibérique et le Nouveau Monde, et dans de nombreux placements financiers. Mais il y a plus, car à cette époque plus d’un navire de guerre sur deux est construit en Pays Basque. Grâce aux commandes royales, les chantiers navals biscayens et les fabriques d’armes tournent à plein régime, au moins jusqu’au début du xviie siècle, compensant en partie les manques à gagner dans le domaine commercial. Cette faculté particulière de reconversion des activités renvoie aux réseaux sociaux de nos marchands et à leur activité de financiers. A cet égard, les Bilbanais organisent des stratégies de manipulation vis-à-vis de leurs homologues castillans, de la haute noblesse et du monarque, et constituent un groupe de pression avec lequel l’État castillan doit transiger.

    Description: Dans les sociétés d’Ancien Régime, la pierre et la terre furent longtemps la principale source de richesses et un élément constitutif des patrimoines. Dès lors, les propriétés immobilières et foncières deviennent un puissant vecteur de rencontres et d’échanges entre les différentes catégories sociales, citadines et rurales. Dans les villes où la majorité de la population vit en location, la maison n’a pas attiré de grands rassembleurs de pierre. Sur le marché immobilier, les bourgeois et les artisans sont les plus actifs, mais toutes les catégories sociales sont en concurrence pour des habitations de valeur médiocre ou faible. En considérant la ville dans son environnement rural, l’influence citadine est claire. Autour de Lille ou de Cambrai, les propriétés citadines modèlent le visage des campagnes. Pourtant, les citadins, principalement issus de la bourgeoisie, s’engagent timidement dans le jeu foncier. Encore la participation citadine est-elle scandée par des convulsions chronologiques qui achèvent de relativiser l’idée de la « conquête bourgeoise du sol ». Sur le marché foncier, les gens de campagne réalisent donc l’essentiel de l’activité. Opérant entre eux, les ruraux multiplient les interventions de petite valeur sur un espace relationnel étroit. Pourtant, tous ne sont pas en action : l’instabilité des patrimoines des journaliers renforce surtout la position des laboureurs et des fermiers. À travers l’analyse des marchés fonciers et immobiliers, cet ouvrage s’attache donc à comprendre les stratégies et les dynamiques des différentes catégories sociales de la Ville et de la Campagne.

Dirk Sasse geht den deutschen, britischen und französischen Helfern Abdelkrims nach – Ärzten, Technikern usw. –, die zu einer schleichenden Verlängerung des Krieges beitrugen, aber auch bei der vorgesehenen Modernisierung des Landes mithelfen sollten. Sein Buch ist ein Beitrag zur Geschichte der Dekolonisation und zur Geschichte der Vernetzung zwischen der außereuropäischen Bevölkerung und antikolonial eingestellten Sympathisanten in Europa.

    Dynamics of Architecture in Late Baroque Rome. Cardinal Pietro Ottoboni at the Cancelleria (2021)

    Description: This is the first study to characterize the architectural patronage of Cardinal Pietro Ottoboni (1667-1740), and to identify twelve architects during his half century of patronage in his Ecclesiastical court of the Cancelleria. Most eminent among them were Filippo Juvarra and Domenico Gregorini. Commercial and private theaters in the palace are located from archival data, room measurements, drawings, diary accounts, Correspondence of the French Academy, and palimpsests of architectural details. The size, shape, appearance, capacity, and location of Filippo Juvarra's theater are discussed. Archival documents are cited to reveal why, how, and when it vanished. Detailed analysis is devoted to Juvarra's stage construction with its elaborate sets and moving apparatus. In his official function as Vice-Chancellor of the Church, it is well known that Ottoboni was positioned as a major patron of music, theater, and painting in late Baroque Rome. He was a librettist for oratorios performed by his resident composer, Arcangelo Corelli, and by Alessandro Scarlatti in venues in the palace, and in his basilica of San Lorenzo in Damaso, located in the palace grounds. His resident painters included Francesco Trevisani and Sebastiano Conca. He completed the construction of Bernini's Confessione in the nave of his basilica. As the sponsor of the Arcadian Academy, Ottoboni dictated taste in Roman cultural circles. His involvement in the competition for the façade of St. John Lateran is amplified. A grand overview is provided for the cardinal's commission of devotional machine constructed to rival the Lenten carnivals.     Description: À la fin du xixe siècle, le socialisme français est divisé en organisations rivales avec à leurs côtés des militants qu’on dit « indépendants ». Pour les comprendre, il faut remonter aux débuts de l’Association Internationale des Travailleurs, aux derniers feux du second Empire. Dans les années 1880, ils animent Le Cri du Peuple, La Bataille et La Revue Socialiste en s’aidant des vieux réseaux de l’AIT, de la Commune de Paris et des années d’exil. Pourtant, le poids politique d’un Vallès ou d’un Malon reste bien marginal. Dans la décennie suivante, les enjeux électoraux deviennent primordiaux et exigeaient une étude complète et renouvelée des scrutins de 1889, 1893 et 1898. La victoire socialiste lors des législatives de 1893 est surtout celle des socialistes indépendants ; le programme de Saint-Mandé, accepté par la plupart des partis socialistes est une initiative de Millerand et la volonté d’unité de Jaurès est désormais primordiale. Loin des querelles qui déchiraient le vieux mouvement ouvrier français, ils apportent une efficacité nouvelle. On les a dit réformistes, anti-marxistes, fédéralistes, idéalistes…, plaquant sur des milliers de militants l’image de quelques leaders. La réalité est plus complexe : au croisement du mouvement ouvrier et des radicaux pour les uns, à l’extrême gauche pour d’autres, ces socialistes indépendants ont avant tout été le reflet de la diversité du mouvement ouvrier français.

    Description: Comment un Parti socialiste, marxiste, urbain et ouvrier, théoriquement partisan de la propriété collective peut-il s’imposer sur la scène politique française, à une période où la paysannerie et le monde rural forment encore la partie majoritaire de la population et de l’électorat, où les petites exploitations agricoles semblent sortir renforcées du premier conflit mondial et alors que triomphe l’idéologie agrarienne qui fait du paysan le pilier et l’essence de la nation ? C’est à cette question que s’attache cet ouvrage, en dressant une vaste fresque des liens entre paysannerie et politique durant l’entre-deux-guerres, opérant une relecture nécessaire de quelques grands événements, du congrès de Tours au Front populaire, mais aussi soucieuse des modalités concrètes de l’enracinement partisan, en multipliant en variant les focales et les espaces d’analyse. Cette période est en effet un moment clé dans l’émergence de nouvelles pratiques politiques au sein d’une paysannerie de mieux en mieux intégrée à la sphère nationale. Le processus d’implantation électorale et militante de la SFIO dans les campagnes met en évidence les nouvelles modalités de l’expression et de la représentation politique des ruraux, notamment à la faveur de la crise des années trente, qui voit l’émergence d’une nouvelle génération d’acteurs paysans.

    Description: This open access book provides an extensive review of ethical and regulatory issues related to human infection challenge studies, with a particular focus on the expansion of this type of research into endemic settings and/or low- and middle-income countries (LMICs). Human challenge studies (HCS) involve the intentional infection of research participants, and this type of research is rapidly increasing in frequency worldwide. HCS are widely considered to be an especially promising approach to vaccine development, including for pathogens endemic to LMICs. However, challenge studies are sometimes controversial and raise complex ethical issues, some of which are especially salient in endemic and/or LMIC settings. Informed by qualitative interviews with experts in infectious diseases and bioethics, this book highlights areas of ethical consensus and controversy concerning this kind of research. As the first volume to focus on ethical issues associated with human challenge studies, it sets the agenda for further work in this important area of global health research; contributes to current debates in research ethics; and aims to inform regulatory policy and research practice. Insofar as it focuses on HCS in (endemic) settings where diseases are present and/or widespread, much of the analysis provided here is directly relevant to HCS involving pandemic diseases including COVID19.

    Description: Das Open-Access-Buch untersucht am Beispiel des Europäischen Gerichtshofs für Menschenrechte (EGMR) und des Interamerikanischen Menschenrechtsgerichtshofs (IAGMR), welche Rolle innerstaatliche Gerichte bei der Umsetzung internationaler Entscheidungen wahrnehmen. Wann sind sie bereit ihre Pendants in Straßburg bzw. San José bei der Umsetzung ihrer Entscheidungen zu unterstützen und diese gleichsam unmittelbar „anzuwenden“, und wo ziehen sie Grenzen und rote Linien? Was sind die Probleme, die ihnen begegnen, und befinden sich Gerichte tatsächlich im Wandel hin zu einer defensiveren und weniger völkerrechtsfreundlichen Haltung, wie einige jüngere Beispiele vermuten lassen? Das Werk widmet sich der Frage, welche Wirkungen innerstaatliche Gerichte bereit sind, den Entscheidungen der Menschenrechtsgerichte zukommen zu lassen – und zwar genau dann, wenn sich das innerstaatliche Recht nicht dazu äußert. Es zeigt auf, dass hinter der vermeintlich technischen Ausgangsfrage fundamentale Fragen verfassungsrechtlicher Natur stehen und sich am Beispiel der Menschenrechtsgerichte einige der zentralen Schwierigkeiten und Probleme zeigen, wie sie beim Zusammenspiel von Rechtsordnungen in Zeiten globalen Regierens entstehen.

A partir de sa thèse soutenue à l’IEP de Paris en 2002, Gilles Gauvin apporte des réponses grâce à une approche centrée sur les grands enjeux soulevés par la députation de Michel Debré : la nation, la République et la démocratie. Cette étude, qui identifie les problématiques majeures de l’histoire de la Réunion depuis 1946, a été réalisée à partir de nombreux fonds d’archives inédits, en particulier le fonds Réunion des Archives Michel Debré conservé au Centre d’Histoire de Sciences Politiques.

    Description: Cet ouvrage contribue, à partir d’études de cas empruntées au passé de la France et de l’Allemagne, à une réflexion sur les problèmes que pose la transition de la guerre à la paix. Il aborde la question : comment construire la paix ? à partir d’un angle d'attaque qui fait la part belle à la dimension confessionnelle, dont on sait l’importance - et l’ambivalence - pour la représentation des conflits comme pour la construction de la paix dans l’espace germanique et, dans une moindre mesure, dans l’histoire de la nation française. Il retrace l’évolution qu’ont connue, au fil de quatre siècles, les réflexions sur la guerre et la paix en France et en Allemagne, et il analyse les causes intérieures et extérieures de la fragilité des paix. Un accent est d’abord mis sur les traités de paix de Westphalie qui ont comblé les lacunes de 1555 et offert des garanties juridiques fondamentales. Puis les auteurs montrent comment l’inadéquation s’est creusée, au xviiie et au xixe siècle, entre les théoriciens de la paix et les chantres des conflits, l’adversaire devenant, d’hérétique ou rebelle, l’ennemi de la nation. Les divergences entre chrétiens pacifistes et adeptes d’une forte présence militaire ont alors incité certains protestants à distinguer de plus en plus la sphère privée de la sphère publique. Cette distinction se retrouvera même chez des résistants au Troisième Reich et sera également, pendant la Guerre froide, au cœur des débats entre adeptes ou détracteurs du réarmement.

    Description: De 1910 à 1914, Barrès mène campagne pour la défense des églises menacées de ruine. La loi de Séparation de 1905 a des lacunes, le Pape refuse la constitution d’associations cultuelles, le patrimoine religieux français est en péril. L’antidreyfusard du tournant du siècle dépasse ici ses engagements antérieurs et le seul combat clérical. Avec des hommes politiques de différents bords, des artistes, des critiques et des historiens de l’art, il œuvre à une prise de conscience de l’opinion publique et à un amendement de la loi. N’excluant aucun des divers héritages qui ont façonné l’histoire de la France, Barrès considère les édifices religieux d’abord comme un « trésor national » qui constitue « la belle chaîne de l’art français » et doit, à ce titre, être préservé. C’est pourquoi il propose le classement global de toutes les églises - y compris les modestes églises de village - bâties avant 1800. Au musée, institution qui, selon lui, déracine, il préfère le patrimoine agissant in situ, qui incarne de manière concrète et immédiate la continuité historique de la nation et permet une adhésion de sentiment. La grande pitié des églises de France, texte hybride et original - fait de débats parlementaires, dialogues, lettres ouvertes, articles, méditations métaphysiques -, est le journal d’une campagne réussie qui a contribué au vote de la loi de 1913 sur les monuments historiques. Œuvre souvent citée et pourtant mal connue, elle marque la naissance d’une conscience patrimoniale nouvelle.

    Description: Les relations entre l’Eglise et l’Etat, parfois délicates, même dans la catholique Espagne, ont connu, au xixe siècle, une véritable crise, liée aux guerres civiles et à l’affrontement entre traditionalisme et libéralisme. La « Désamortisation », avec la confiscation des biens du clergé et la suppression des ordres religieux, ainsi que d’autres mesures anticléricales ôtent à l’Eglise richesse et puissance et la déconcertent. Le Concordat de 1851, mesure d’apaisement, crée un nouvel équilibre en restructurant des institutions très anciennes, mais rend l’Eglise financièrement dépendante de l’Etat. A partir d’une documentation de première main (essentiellement espagnole et vaticane), le contenu de cet accord, la subtile diplomatie dont on use pour éviter sa remise en question et les difficultés d’application sur le terrain sont analysés. Ainsi apparaissent les limites des influences respectives de l’Eglise et de l’Etat et la nécessité de préserver une marge de liberté. Ce livre met en lumière une situation plus complexe qu’on ne l’imagine, s’inscrivant tant dans l’histoire d’Espagne que dans celles du libéralisme européen et de l’Eglise sous le pontificat de Pie IX.

The establishment of the NCCC was viewed as a critical point of departure for developing an institution-wide agenda of cultural competence. The NCCC’s work since its inception reflects efforts to lay important foundations for cultural change at the University. With the ultimate aim of establishing cultural competence as an agent for transformational change and social justice education, the NCCC has steadily expanded its research and teaching work both within and beyond the University of Sydney.     Description: À Roubaix, triomphe de la laine et accumulation de main-d’œuvre sont intimement liés. Dans une Europe du Nord-Ouest où la pression démographique est la norme, la ville n’éprouve jamais de difficultés à recruter une main-d’œuvre qui, en définitive, est à sa porte. Longtemps, les campagnes environnantes, de part et d’autre de la frontière, suffisent amplement aux demandes d’une industrie encore naissante. À partir des années 1830-1840, si l’industrialisation à marche forcée donne à la question du recrutement de la main-d’œuvre une acuité singulière, il faut, pour y faire face, changer d’échelle en repoussant simplement les limites du bassin de recrutement. Voilà donc la première monographie consacrée à une grande ville industrielle du xixe siècle. Grâce à la reconstitution de 11 395 familles, l’auteur cerne au plus près les comportements démographiques d’une population complexe où niveau de fécondité, rythme des naissances et taux de mortalité se répondent continuellement sur fond de migrations incessantes. Quelle que soit la singularité de chaque parcours ouvrier, c’est l’unicité de la condition prolétarienne qui prévaut. Entre 1750 et 1880, hommes et femmes de Roubaix ne contrôlent que bien peu de choses dans le cours individuel et familial de leur existence : ils sont broyés par le caractère massif d’une industrialisation qui s’immisce dans leur quotidien au point d’être maîtresse de leur vie. Sur fond de misère, le territoire, dans cette ville dévoreuse d’hommes, s’impose à ceux qui l’occupent au point de leur assigner des destins sociaux écrits d’avance. À Roubaix, tout est grisaille tant les ouvriers sont otages du temps. C’est seulement à la fin du siècle, avec le formidable élan des luttes sociales, qu’ils se projettent au-delà du lendemain pour dessiner les couleurs de la vie.

It conceptualizes and frames environmental citizenship taking an educational perspective. Organized in four complementary parts, the book first explains the political, economic and societal dimensions of the concept. Next, it examines environmental citizenship as a psychological concept with a specific focus on knowledge, values, beliefs and attitudes. It then explores environmental citizenship within the context of environmental education and education for sustainability. It elaborates responsible environmental behaviour, youth activism and education for sustainability through the lens of environmental citizenship. Finally, it discusses the concept within the context of different educational levels, such as primary and secondary education in formal and non-formal settings. Environmental citizenship is a key factor in sustainability, green and cycle economy, and low-carbon society, and an important aspect in addressing global environmental problems. It has been an influential concept in many different arenas such as economy, policy, philosophy, and organizational marketing. In the field of education, the concept could be better exploited and established, however. Education and, especially, environmental discourses in science education have a great deal to contribute to the adoption and promotion of environmental citizenship.

The book also explores how different aspects of citizenship, such as attitudes towards diverse population groups and concerns for social issues, relate to classical definitions of norm-based citizenship from the political sciences. Authors from Asia, Europe, and Latin America provide a series of in-depth investigations into how concepts of “good citizenship” are shaped in different regions of the globe, using the rich comparative data from the IEA’s International Civic and Citizenship Study (ICCS) 2016.     Description: This open access State-of-the-Art Survey presents the main recent scientific outcomes in the area of reversible computation, focusing on those that have emerged during COST Action IC1405 "Reversible Computation - Extending Horizons of Computing", a European research network that operated from May 2015 to April 2019. Reversible computation is a new paradigm that extends the traditional forwards-only mode of computation with the ability to execute in reverse, so that computation can run backwards as easily and naturally as forwards. It aims to deliver novel computing devices and software, and to enhance existing systems by equipping them with reversibility. There are many potential applications of reversible computation, including languages and software tools for reliable and recovery-oriented distributed systems and revolutionary reversible logic gates and circuits, but they can only be realized and have lasting effect if conceptual and firm theoretical foundations are established first.

    Description: This open access volume is based on the 'Early Carnap in Context’ workshop that took place in Konstanz in 2017 and looks at Rudolf Carnap’s philosophy, documented in his recently released diaries, from a combination of historical, cultural and philosophical perspectives. It enables further evaluation of the diaries and traces newly found interrelationships and their systematic definition. From a cultural and historical point of view, Logical Empiricism and Carnap’s pivotal opus, The Logical Structure of the World, did not evolve in a vacuum. This applies equally in a history of philosophy context as well as under consideration of contemporary historical and cultural influences such as the socio-cultural setting in Vienna and Prague, the correlation between Logical Empiricism and Bauhaus modernism, the connection to the Life Reform Movement or the Youth Movement with its own life philosophy. Pursuing Carnap’s progression on a micro level of history and referring the results back to Carnap’s philosophy is now facilitated by recent access to his Diaries from 1908–1935. These shorthand records, reading lists, travel reports and notes constitute a valuable source for the research of networks and social movements which left their mark on him.

    Description: Das am 27. Februar 1953 unterzeichnete Londoner Schuldenabkommen stellte ein Novum in der Geschichte der internationalen Schuldenregelung dar. Mit ihm wurde die gigantische deutsche Auslandsverschuldung des privaten und öffentlichen Sektors aus der Vor- und Nachkriegszeit geregelt. Als Rechtsnachfolgerin des Deutschen Reiches übernahm die Bundesrepublik die Haftung für die gesamten Vorkriegsschulden des ehemaligen Reichs. Die langwierigen und von zahlreichen Schwierigkeiten durchzogenen Verhandlungen erreichten, dass das Schuldenabkommen dem tatsächlichen Leistungsvermögen der Bundesrepublik angepasst wurde. Mit dem Londoner Schuldenabkommen wurde die Kreditwürdigkeit der jungen Bundesrepublik wiederhergestellt; es war damit eine Conditio sine qua non für die Wiedergewinnung der Souveränität der Bundesrepublik Deutschland.

    Description: L’École contemporaine naît avec la Révolution. Cet avènement, préparé par l’ébranlement éducatif du siècle des Lumières, s’inscrit parmi les évolutions caractéristiques de la transition entre l’époque moderne et l’ère contemporaine. C’est donc à une véritable conquête culturelle et scolaire du territoire à laquelle on assiste entre 1789 et 1835. La scolarisation et l’alphabétisation ont progressé, concernant désormais plus de la moitié de la population. L’État a cherché à occuper l’espace éducatif jusque là monopolisé par l’Église et s’est donné progressivement les moyens administratifs d’une politique d’instruction publique. La tutelle étatique s’est ainsi renforcée, symbolisée par l’activité d’un ministère à part entière dès 1828 et par l’existence d’un seul et même budget de l’instruction publique à partir de 1835. L’existence d’un enseignement public, de mieux en mieux encadré par l’État, a favorisé l’apparition d’une mentalité laïque parmi les enseignants. Pourtant le monopole étatique ne s’est pas imposé complètement. Une autre école, héritière des traditions confessionnelles, s’est maintenue et a même prospéré dans l’ouest et le sud. Ce dualisme scolaire, né sous la Révolution, plaçait désormais l’éducation de la jeunesse parmi les enjeux politiques majeurs de l’époque contemporaine.

Dès la fin du xviie siècle, les populations militaires sont prises en charge par des institutions laïcisées et médicalisées –thérapeutiques ou thermales– qui serviront de modèle aux hôpitaux civils du xixe siècle. Dans le même temps est créé un corps de santé militaire qui veille en temps de paix à la santé des troupes, traite les blessures des combattants et soigne aussi bien militaires que civils dans les territoires soumis par la conquête coloniale. Au xviiie siècle, les populations urbaines connaissent des perspectives sanitaires nouvelles par la diffusion de médicaments prometteurs tels que le quinquina, grâce aussi aux transformations de l’hôpital civil. Ce bouleversement des structures thérapeutiques s’accélère aux xixe et xxe siècles dans le secteur public comme dans le secteur privé. Les patients recourent désormais en nombre croissant à l’hôpital ; ils n’hésitent plus à se plaindre, exigeant le respect de la personne par l’institution médicale.

    Description: This Open Access book presents the results of the "Collaborative Embedded Systems" (CrESt) project, aimed at adapting and complementing the methodology underlying modeling techniques developed to cope with the challenges of the dynamic structures of collaborative embedded systems (CESs) based on the SPES development methodology. In order to manage the high complexity of the individual systems and the dynamically formed interaction structures at runtime, advanced and powerful development methods are required that extend the current state of the art in the development of embedded systems and cyber-physical systems. The methodological contributions of the project support the effective and efficient development of CESs in dynamic and uncertain contexts, with special emphasis on the reliability and variability of individual systems and the creation of networks of such systems at runtime. The project was funded by the German Federal Ministry of Education and Research (BMBF), and the case studies are therefore selected from areas that are highly relevant for Germany’s economy (automotive, industrial production, power generation, and robotics). It also supports the digitalization of complex and transformable industrial plants in the context of the German government's "Industry 4.0" initiative, and the project results provide a solid foundation for implementing the German government's high-tech strategy "Innovations for Germany" in the coming years.

Tools have been used from the earliest times to create and modify artistic works. For example, naturally occurring pigments have been used for cave paintings. What has been created provides insight into the cultural context and social environment at the time of creation. There is an interplay between the goal of the creator, the selection and use of appropriate tools, and the materials and representations chosen. Technology, Design and the Arts - Opportunities and Challenges is relevant for artists and technologists and those engaged in interdisciplinary research and development at the boundaries between these disciplines.

Les terroirs, très divers, se couvrirent, lors du premier âge industriel, d'usines parfois similaires, souvent différentes : leur alchimie ou sein des territoires ne fut jamais exactement la même. C’est donc un cheminement économique et l’élaboration d'une société originale que l’on découle ou travers d’un « pays » singulier. Au commencement, une campagne fécondée par la mine, un peu d’industrie sucrière et de textile, des brosseries et par un Belge venu de Charleroi avec ses capitaux et ses ouvriers. La graine semée en 1826, simple usine à fer comme tant d’autres en France, tarde à s’épanouir puis, en trois décennies de restructurations, se mue en une puissante usine sidérurgique intégrée, principale division dans l’entre-deux- guerres de fun des premiers groupes de la sidérurgie française, les Forges et Aciéries du Nord et de I’Est. D’outres établissements métallurgiques complètent le paysage. Vigilant autant aux stratégies d’entreprises, à la diversité des patronats et des cadres qu’à la formation de la main- d’œuvre, au mouvement politique et associatif, le livre d’Odette Hardy-Hémery retrace pour cette ville l’histoire collective d’une aventure industriel et humaine. Aujourd’hui, la sidérurgie a presque totalement quité Trith- Saint-Léger cette rupture brutale n’est pas insurmontable, à tel point que la ville attire et que la familiarité avec une civilisation industrielle a contribué à l’émergence de l’Université. Un territoire industriel veut se donner les chances de renoue sans délaisser son passé

    Description: Wird der Begriff des "Königs" heute vorwiegend in einem engeren politischen Sinne verstanden und gebraucht, so war dies im ausgehenden Mittelalter anders. Denn neben den bekannten 'politischen' Königen existierten hier noch zahlreiche 'andere' Könige. Sie standen Berufsgruppen vor, führten Genossenschaften an oder wurden im Rahmen wiederkehrender Zeremonien und Bräuche zu Festkönigen gekrönt. Spielleute und Herolde, Prostituierte und Händler hatten ebenso ihre Könige wie Bogenschützen oder Adelsgesellschaften. Dabei ging es jedoch nicht um Rituale der Verkehrung oder gar um Akte der Auflehnung und Rebellion. Auch diese Könige besaßen klare Funktionen und Privilegien, eine handfeste Machtstellung innerhalb ihrer Gruppe und wurden darin von den Autoritäten akzeptiert, ja teils erst eingesetzt. Der vorliegende Band hält erstmals eine systematische Zusammenschau dieses bisher unbeachtet gebliebenen Phänomens und fragt anhand ausgewählter Beispiele nach der Funktion und der gesellschaftlichen Rolle dieser 'anderen' Könige in ihrem jeweiligen Umfeld. Damit legt er die Grundlagen für ein neues, innovatives Forschungsfeld und bereichert die Auseinandersetzung mit dem Königtum um eine neue, unerwartete Perspektive.

    Description: Alors qu’il s’agit d’un terme clé pour les géographes, « l’espace » a connu dans les sciences historiques et politiques une longue période de quarantaine en Allemagne depuis 1945. Tabou depuis le nazisme, le terme a gardé des relents de revendication nationaliste, en particulier dans l’intérêt récent pour la géopolitique. Or, les sciences historiques et sociales sont affectées depuis une dizaine d’années par un net regain d’intérêt pour l’espace et pour la dimension spatiale des processus et phénomènes qu’elles étudient. C’est là l’une des conséquences de la remise en cause de la pertinence de l’échelle de l’État-nation comme cadre d’analyse. Parce que l’Allemagne présente des particularités dans l’emboîtement et l’interdépendance des différentes échelles spatiales d’exercice du pouvoir, notamment des échelles nationale et régionale qui sont elles-mêmes le produit de l’histoire allemande, elle offre un terrain privilégié pour l’étude de l’articulation de l’espace territorial et des espaces d’exercice du pouvoir. Croisant des approches micro et macro, cet ouvrage rend compte du dialogue de plusieurs disciplines (histoire, science politique, sociologie, études germaniques, géographie) sur les mutations qu’ont connues et que connaissent les espaces d’exercice du pouvoir en Allemagne. Il propose un regard pluridisciplinaire et une réflexion fondée sur les derniers développements de la recherche.
