    Description: This book discusses and analyses global policies and practices aimed at promoting equity in higher education participation and attainment. Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Description: This is an open access book. Statistical machine learning (ML) has triggered a renaissance of artificial intelligence (AI). While the most successful ML models, including Deep Neural Networks (DNN), have developed better predictivity, they have become increasingly complex, at the expense of human interpretability (correlation vs. causality). The field of explainable AI (xAI) has emerged with the goal of creating tools and models that are both predictive and interpretable and understandable for humans. Explainable AI is receiving huge interest in the machine learning and AI research communities, across academia, industry, and government, and there is now an excellent opportunity to push towards successful explainable AI applications. This volume will help the research community to accelerate this process, to promote a more systematic use of explainable AI to improve models in diverse applications, and ultimately to better understand how current explainable AI methods need to be improved and what kind of theory of explainable AI is needed. After overviews of current methods and challenges, the editors include chapters that describe new developments in explainable AI. The contributions are from leading researchers in the field, drawn from both academia and industry, and many of the chapters take a clear interdisciplinary approach to problem-solving. The concepts discussed include explainability, causability, and AI interfaces with humans, and the applications include image processing, natural language, law, fairness, and climate science.

    Description: This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.

    Description: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government.

    Description: This open access book contributes to the discourse of Responsible Artificial Intelligence (AI) from an African perspective. It is a unique collection that brings together prominent AI scholars to discuss AI ethics from theoretical and practical African perspectives and makes a case for African values, interests, expectations and principles to underpin the design, development and deployment (DDD) of AI in Africa. The book is a first in that it pays attention to the socio-cultural contexts of Responsible AI that is sensitive to African cultures and societies. It makes an important contribution to the global AI ethics discourse that often neglects AI narratives from Africa despite growing evidence of DDD in many domains. Nine original contributions provide useful insights to advance the understanding and implementation of Responsible AI in Africa, including discussions on epistemic injustice of global AI ethics, opportunities and challenges, an examination of AI co-bots and chatbots in an African work space, gender and AI, a consideration of African philosophies such as Ubuntu in the application of AI, African AI policy, and a look towards a future of Responsible AI in Africa. The computing and implementation paradigms presented in this book are outcomes of interdisciplinary studies by collaborative researchers from the three fields of nonlinear mathematical science, information photonics, and integrated systems engineering. This book offers novel multidisciplinary viewpoints on photonic neural networks, illustrating recent advances in three types of computing methodologies: fluorescence energy transfer computing, spatial-photonic spin system, and photonic reservoir computing.     Description: This open access textbook introduces and defines digital humanism from a diverse range of disciplines. Following the 2019 Vienna Manifesto, the book calls for a digital humanism that describes, analyzes, and, most importantly, influences the complex interplay of technology and humankind, for a better society and life, fully respecting universal human rights. The book is organized in three parts: Part I “Background” provides the multidisciplinary background needed to understand digital humanism in its philosophical, cultural, technological, historical, social, and economic dimensions. The goal is to present the necessary knowledge upon which an effective interdisciplinary discourse on digital humanism can be founded. Part II “Digital Humanism – a System’s View” focuses on an in-depth presentation and discussion of the main digital humanism concerns arising in current digital systems. The goal of this part is to make readers aware and sensitive to these issues, including e.g. the control and autonomy of AI systems, privacy and security, and the role of governance. Part III “Critical and Societal Issues of Digital Systems” delves into critical societal issues raised by advances of digital technologies. While the public debate in the past has often focused on them separately, especially when they became visible through sensational events the aim here is to shed light on the entire landscape and show their interconnected relationships. This includes issues such as AI and ethics, fairness and bias, privacy and surveillance, platform power and democracy.     Description: This open access book discusses the theory and methods of hypergraph computation. Many underlying relationships among data can be represented using graphs, for example in the areas including computer vision, molecular chemistry, molecular biology, etc. In the last decade, methods like graph-based learning and neural network methods have been developed to process such data, they are particularly suitable for handling relational learning tasks. In many real-world problems, however, relationships among the objects of our interest are more complex than pair-wise. Naively squeezing the complex relationships into pairwise ones will inevitably lead to loss of information which can be expected valuable for learning tasks. Hypergraph, as a generation of graph, has shown superior performance on modelling complex correlations compared with graph. Recent years have witnessed a great popularity of researches on hypergraph-related AI methods, which have been used in computer vision, social media analysis, etc. We summarize these attempts as a new computing paradigm, called hypergraph computation, which is to formulate the high-order correlations underneath the data using hypergraph, and then conduct semantic computing on the hypergraph for different applications. The content of this book consists of hypergraph computation paradigms, hypergraph modelling, hypergraph structure evolution, hypergraph neural networks, and applications of hypergraph computation in different fields. We further summarize recent achievements and future directions on hypergraph computation in this book.

    Description: This open access book provides an in-depth description of the EU project European Language Grid (ELG). Its motivation lies in the fact that Europe is a multilingual society with 24 official European Union Member State languages and dozens of additional languages including regional and minority languages. The only meaningful way to enable multilingualism and to benefit from this rich linguistic heritage is through Language Technologies (LT) including Natural Language Processing (NLP), Natural Language Understanding (NLU), Speech Technologies and language-centric Artificial Intelligence (AI) applications. The European Language Grid provides a single umbrella platform for the European LT community, including research and industry, effectively functioning as a virtual home, marketplace, showroom, and deployment centre for all services, tools, resources, products and organisations active in the field. Today the ELG cloud platform already offers access to more than 13,000 language processing tools and language resources. It enables all stakeholders to deposit, upload and deploy their technologies and datasets. The platform also supports the long-term objective of establishing digital language equality in Europe by 2030 – to create a situation in which all European languages enjoy equal technological support. This is the very first book dedicated to Language Technology and NLP platforms. Cloud technology has only recently matured enough to make the development of a platform like ELG feasible on a larger scale. The book comprehensively describes the results of the ELG project. Following an introduction, the content is divided into four main parts: (I) ELG Cloud Platform; (II) ELG Inventory of Technologies and Resources; (III) ELG Community and Initiative; and (IV) ELG Open Calls and Pilot Projects.

    Description: This open access book aims at deepening the understanding of the relation between cyber-physical systems (CPSs) as socio-technical systems and their digital representations with intertwined artificial intelligence (AI). The authors describe why it is crucial for digital selves to be able to develop emotional behavior and why a humanity-inspired AI is necessary so that humans and humanoids can coexist. The introductory chapter describes major milestones in computer science which form the basis for the implementation of digital twins and digital selves. The subsequent Part I then lays the foundation to develop a socio-technical understanding of the nature of digital twins as representations and trans-human development objects. Following the conceptual understanding of digital twins and how they could be engineered according to cognitive and organizational structures, Part II forms the groundwork for understanding social behavior and its modeling. It discusses various perception-based socio-emotional approaches before sketching behavior-relevant models and their simulation capabilities. In particular, it is shown how emotions can substantially influence the collective behavior of artificial actors. Part III eventually presents a symbiosis showing under which preconditions digital selves might construct and produce digital twins as integrated design elements in trans-human ecosystems. The chapters in this part are dedicated to opportunities and modes of co-creating reflective socio-trans-human systems based on digital twin models, exploring mutual control and continuous development. The establishment of the NCCC was viewed as a critical point of departure for developing an institution-wide agenda of cultural competence. In twelve chapters, the authors review the concept of “good citizenship”; how citizenship norms adherence is configured into profiles across countries; and what country, school, and background factors are related to how students adhere to citizenship norms. Recognizing contingent social and political situations in specific regions of the world, the present books offer six chapters where authors apply their expertise to offer locally relevant and pertinent observations on how young people from diverse cultures understand and relate to different dimensions of citizenship in countries of Asia, Europe, and Latin America. The present book is of relevance for different audiences interested in civic education and political socialization, including social sciences and education, integrating topics from political science, sociology, political psychology, and law.

    Description: Informed by the author’s long-standing work on violent conflict, peace and education in countries of the Global South, particularly Colombia, this open access book presents a comprehensive narrative about the relationship between peace education, historical memory and the sustaining peace agenda, advocating for the adoption of a new perspective on education for sustaining peace through historical memory. Education on and for peace in countries wrestling with, or emerging from, protracted violent conflict is up against major challenges, and both conventional and critical approaches to peace education are limited to address these. Incorporating a focus on historical memory, without losing sight of its own pitfalls, into peace education can support learners and teachers to come to grips with achieving positive, peace-sustaining change at both the micro (individual) and macro (social and institutional) levels, and to develop concepts and practices of effective and legitimate alternatives to violence and war. Conceived in these terms, historical memory-oriented peace education also stands to enhance the work-in-progress that is the UN-led sustaining peace agenda, including its Sustainable Development Goals.

    Description: This open access book analyzes barriers to inclusion in academia and details ways to create a more diverse, inclusive environment. It describes the implementation of UC Davis ADVANCE, a grant program funded by the National Science Foundation, to increase the hiring and retention of underrepresented scholars in the STEM fields (science, technology, engineering and mathematics) and foster a culture of inclusion for all faculty. It first describes what the barriers to inclusion are and how they function within the broader society. A key focus here is the concept of implicit bias: what it is, how it develops, and the importance of training organizational members to recognize and challenge it. It then discusses the limitations of data collection that is guided by the convention assumption that being diverse automatically means being inclusive. Lastly, it highlights the importance of creating a collaborative, interdisciplinary, and institution-wide vision of an inclusive community.

    Description: The method of sparsity has been attracting a lot of attention in the fields related not only to signal processing, machine learning, and statistics, but also systems and control. The method is known as compressed sensing, compressive sampling, sparse representation, or sparse modeling. More recently, the sparsity method has been applied to systems and control to design resource-aware control systems. This book gives a comprehensive guide to sparsity methods for systems and control, from standard sparsity methods in finite-dimensional vector spaces (Part I) to optimal control methods in infinite-dimensional function spaces (Part II). The primary objective of this book is to show how to use sparsity methods for several engineering problems. For this, the author provides MATLAB programs by which the reader can try sparsity methods for themselves. Readers will obtain a deep understanding of sparsity methods by running these MATLAB programs. Sparsity Methods for Systems and Control is suitable for graduate level university courses, though it should also be comprehendible to undergraduate students who have a basic knowledge of linear algebra and elementary calculus.     Description: The successful deployment of AI solutions in manufacturing environments hinges on their security, safety and reliability which becomes more challenging in settings where multiple AI systems (e.g., industrial robots, robotic cells, Deep Neural Networks (DNNs)) interact as atomic systems and with humans. To guarantee the safe and reliable operation of AI systems in the shopfloor, there is a need to address many challenges in the scope of complex, heterogeneous, dynamic and unpredictable environments. Specifically, data reliability, human machine interaction, security, transparency and explainability challenges need to be addressed at the same time. Recent advances in AI research (e.g., in deep neural networks security and explainable AI (XAI) systems), coupled with novel research outcomes in the formal specification and verification of AI systems provide a sound basis for safe and reliable AI deployments in production lines. Moreover, the legal and regulatory dimension of safe and reliable AI solutions in production lines must be considered as well. To address some of the above listed challenges, fifteen European Organizations collaborate in the scope of the STAR project, a research initiative funded by the European Commission in the scope of its H2020 program (Grant Agreement Number: 956573). STAR researches, develops, and validates novel technologies that enable AI systems to acquire knowledge in order to take timely and safe decisions in dynamic and unpredictable environments. Moreover, the project researches and delivers approaches that enable AI systems to confront sophisticated adversaries and to remain robust against security attacks. This book is co-authored by the STAR consortium members and provides a review of technologies, techniques and systems for trusted, ethical, and secure AI in manufacturing. The different chapters of the book cover systems and technologies for industrial data reliability, responsible and transparent artificial intelligence systems, human centered manufacturing systems such as human-centred digital twins, cyber-defence in AI systems, simulated reality systems, human robot collaboration systems, as well as automated mobile robots for manufacturing environments. A variety of cutting-edge AI technologies are employed by these systems including deep neural networks, reinforcement learning systems, and explainable artificial intelligence systems. Furthermore, relevant standards and applicable regulations are discussed. Beyond reviewing state of the art standards and technologies, the book illustrates how the STAR research goes beyond the state of the art, towards enabling and showcasing human-centred technologies in production lines. Emphasis is put on dynamic human in the loop scenarios, where ethical, transparent, and trusted AI systems co-exist with human workers. The book is made available as an open access publication, which could make it broadly and freely available to the AI and smart manufacturing communities.

    Description: This open access book provides insights from Indigenous higher degree research (HDR) students on supervision practices in an Australian context. It examines findings from qualitative studies conducted with Indigenous HDR students from different academic disciplines, enrolled higher education institutions across Australia, and supervisors of Indigenous HDR students. Six types of data and their thematic analyses are presented, to understand the needs and experiences of both Indigenous HDR students and supervisors of Indigenous HDR students. This book also unpacks assumptions and commonly held beliefs about Indigenous HDR students, and shares what Indigenous HDRs report they need to experience success in higher education. It reports the experiences of supervisors of Indigenous HDR students, and explore further opportunities which enhance the higher education experiences of Indigenous HDR students. The central idea of this book is developing the ‘Distributed University,’ which distributes education to where it is needed, reducing local and global inequalities in access, and emphasizing local relevance in place of large centralized campuses, with a low impact on the environment. It emphasizes the distribution of trust in place of managerialism and collaboration in place of competition. By focusing on distributing education online, this book discusses how the higher education sector can be set up to adapt to the changes in the ways we work and learn today, and which will be required to adapt to and take advantage of the Fourth Industrial Revolution.

    Description: This open access edited volume is a comparative effort to discern the short-term educational impact of the covid-19 pandemic on students, teachers and systems in Brazil, Chile, Finland, Japan, Mexico, Norway, Portugal, Russia, Singapore, Spain, South Africa, the United Kingdom and the United States. One of the first academic comparative studies of the educational impact of the pandemic, the book explains how the interruption of in person instruction and the variable efficacy of alternative forms of education caused learning loss and disengagement with learning, especially for disadvantaged students. Other direct and indirect impacts of the pandemic diminished the ability of families to support children and youth in their education. For students, as well as for teachers and school staff, these included the economic shocks experienced by families, in some cases leading to food insecurity and in many more causing stress and anxiety and impacting mental health. Opportunity to learn was also diminished by the shocks and trauma experienced by those with a close relative infected by the virus, and by the constrains on learning resulting from students having to learn at home, where the demands of schoolwork had to be negotiated with other family necessities, often sharing limited space. Furthermore, the prolonged stress caused by the uncertainty over the resolution of the pandemic and resulting from the knowledge that anyone could be infected and potentially lose their lives, created a traumatic context for many that undermined the necessary focus and dedication to schoolwork. These individual effects were reinforced by community effects, particularly for students and teachers living in communities where the multifaceted negative impacts resulting from the pandemic were pervasive. This is an open access book.

    Description: This open access book describes and reviews the development of the quality control mechanisms and methodologies associated with IEA’s extensive program of educational research. A group of renowned international researchers, directly involved in the design and execution of IEA’s international large-scale assessments (ILSAs), describe the operational and quality control procedures that are employed to address the challenges associated with providing high-quality, comparable data. Throughout the now considerable history of IEA’s international large-scale assessments, establishing the quality of the data has been paramount. Research in the complex multinational context in which IEA studies operate imposes significant burdens and challenges in terms of the methodologies and technologies that have been developed to achieve the stated study goals. The demands of the twin imperatives of validity and reliability must be satisfied in the context of multiple and diverse cultures, languages, orthographies, educational structures, educational histories, and traditions. Readers will learn about IEA’s approach to such challenges, and the methods used to ensure that the quality of the data provided to policymakers and researchers can be trusted. An often neglected area of investigation, namely the consequential validity of ILSAs, is also explored, examining issues related to reporting, dissemination, and impact, including discussion of the limits of interpretation. The final chapters address the question of the influence of ILSAs on policy and reform in education, including a case study from Singapore, a country known for its outstanding levels of achievement, but which nevertheless seeks the means of continual improvement, illustrating best practice use of ILSA data.

    Description: This is an open access book. The book starts with an introductory IoT overview related to its selected scope of applications. There is no doubt that digitalization solutions from Industry 4.0 and the Internet of Things (IoT) can be perceived as excellent candidate strategies capable of handling the above-stated issues concerning measurements and transparency. However, IoT tools themselves can provide appropriate data only, while their efficient integration and application are possible using a dedicated onboarding platform only. To settle this issue, the book undertakes the problem of modern IoT onboarding platforms for the advanced applications pertaining to manufacturing and logistics. In particular, instead of deliberating about a possible hypothetic platforms, an existing and efficient one is employed, which is called KIS.ME. KIS.ME (Keep It Simple. Manage Everything) is a complete IoT solution for a simple integration in manufacturing and logistics. It is composed of a set of hardware devices (KIS.BOX, KIS.IO and KIS.LIGHT), which are intuitively integrated with the cloud platform called KIS.MANAGER. Moreover, the entire platform is an open one, and hence, it enables communication with external services using KIS.API architecture. The application range of KIS.ME is extensive. This is due to the intuitive implementation and visualization of a user-defined key performance indicators (KPIs), which constitute effective optimization measures. Thus, the potential areas of application of KIS.ME are, e.g., manufacturing, warehouse management and logistics. Indeed, triggering and/or ordering various tasks can be immediately and efficiently implemented with KIS.ME. Such an approach translates directly to the savings of the time and energy. Subsequently, a gradual introduction to KIS.ME platform is presented, which constitutes the base for further advanced applications including logistics, control and maintenance of various processes. Finally, the potential of KIS.API communication framework is utilized for an efficient communication with external services.

    Description: Opinion mining is a prevalent research issue in many domains. In the financial domain, however, it is still in the early stages. Most of the researches on this topic only focus on the coarse-grained market sentiment analysis, i.e., 2-way classification for bullish/bearish. Thanks to the recent financial technology (FinTech) development, some interdisciplinary researchers start to involve in the in-depth analysis of investors' opinions. These works indicate the trend toward fine-grained opinion mining in the financial domain. When expressing opinions in finance, terms like bullish/bearish often spring to mind. However, the market sentiment of the financial instrument is just one type of opinion in the financial industry. Like other industries such as manufacturing and textiles, the financial industry also has a large number of products. Financial services are also a major business for many financial companies, especially in the context of the recent FinTech trend. For instance, many commercial banks focus on loans and credit cards. Although there are a variety of issues that could be explored in the financial domain, most researchers in the AI and NLP communities only focus on the market sentiment of the stock or foreign exchange. This open access book addresses several research issues that can broaden the research topics in the AI community. It also provides an overview of the status quo in fine-grained financial opinion mining to offer insights into the futures goals. The problematic use of technologies like smartphones threatens our autonomy in a variety of ways, and critics have only begun to appreciate the vast scope of this problem. In the last decade, we have seen a flurry of books making “self-help” arguments about how we could live happier, more fulfilling lives if we were less addicted to our phones. But none of these authors see this issue as one involving a moral duty to protect our autonomy.

    Description: This open access international scientific study provides an analysis of how the educational strategy of Universal Design for Learning can stimulate the process of inclusive education in different educational-cultural contexts and different areas of the educational system. The findings of the research deepen the conception of inclusive education and present an analysis of factors that are significant for developing the educational system as well as providing evidence-based recommendations for educational practice. The research for this work was done in four European countries with various historical-cultural contexts: Lithuania and Poland underwent a transformation of the educational systems at the turning point in their political system, shifting from a strictly centralized Soviet policy to a liberal and democratic education system; Austria has experienced changes in social stratification and a need for cultural harmonisation arising from active national migration processes, whereas Finland has been gradually developing a socio-democratic model of national welfare. The analysis of the educational processes in the four countries has been performed using a qualitative action research method. The researchers, in cooperation with the teachers from the selected schools in their country, have implemented the strategy of Universal Design for Learning and assessed its transformation indicators in terms of the quality of inclusive education components.

    Description: This open access handbook describes foundational issues, methodological approaches and examples on how to analyse and model data using Computational Social Science (CSS) for policy support. Up to now, CSS studies have mostly developed on a small, proof-of concept, scale that prevented from unleashing its potential to provide systematic impact to the policy cycle, as well as from improving the understanding of societal problems to the definition, assessment, evaluation, and monitoring of policies. The aim of this handbook is to fill this gap by exploring ways to analyse and model data for policy support, and to advocate the adoption of CSS solutions for policy by raising awareness of existing implementations of CSS in policy-relevant fields. To this end, the book explores applications of computational methods and approaches like big data, machine learning, statistical learning, sentiment analysis, text mining, systems modelling, and network analysis to different problems in the social sciences. The book is structured into three Parts: the first chapters on foundational issues open with an exposition and description of key policymaking areas where CSS can provide insights and information. In detail, the chapters cover public policy, governance, data justice and other ethical issues. Part two consists of chapters on methodological aspects dealing with issues such as the modelling of complexity, natural language processing, validity and lack of data, and innovation in official statistics. Finally, Part three describes the application of computational methods, challenges and opportunities in various social science areas, including economics, sociology, demography, migration, climate change, epidemiology, geography, and disaster management. The target audience of the book spans from the scientific community engaged in CSS research to policymakers interested in evidence-informed policy interventions, but also includes private companies holding data that can be used to study social sciences and are interested in achieving a policy impact.

It does so in a field, education, which is currently one of those most invested in globalization, but whose sociogenesis in the era of its first period of institutionalization remains to be explored more profoundly. Recent surges in nationalist, fundamentalist, protectionist and separatist tendencies highlight the imperative for music education to extend beyond nominal policy agendas or wholly celebratory diversity discourses. Bringing together high-level theorisation of the ways in which music education upholds or unsettles understandings of society and empirical analyses of the complex situations that arise when negotiating diversity in practice, the chapters in this volume explore the politics of inquiry in research; examine music teachers’ navigations of the shifting political landscapes of society and state; extend conceptualisations of diversity in music education beyond familiar boundaries; and critically consider the implications of diversity for music education leadership. Diversity is thus not approached as a label applied to certain individuals or musical repertoires, but as socially organized difference, produced and manifest in various ways as part of everyday relations and interactions.     Description: 20 years in conception and 15 in construction, the SpiNNaker project has delivered the world’s largest neuromorphic computing platform incorporating over a million ARM mobile phone processors and capable of modelling spiking neural networks of the scale of a mouse brain in biological real time. This machine, hosted at the University of Manchester in the UK, is freely available under the auspices of the EU Flagship Human Brain Project. This book tells the story of the origins of the machine, its development and its deployment, and the immense software development effort that has gone into making it openly available and accessible to researchers and students the world over. It also presents exemplar applications from ‘Talk’, a SpiNNaker-controlled robotic exhibit at the Manchester Art Gallery as part of ‘The Imitation Game’, a set of works commissioned in 2016 in honour of Alan Turing, through to a way to solve hard computing problems using stochastic neural networks. The book concludes with a look to the future, and the SpiNNaker-2 machine which is yet to come.

    Description: Interpreting the modern heritage of ‘Bildung’ in connection to education theory, this open access volume explores non-affirmative theory of education and ‘Bildung’ as a language of education for the 21st century. In this ‘Bildung’-centered view of education, discerning thought on knowledge and values are critical objectives of education. To promote these aims, education practice must recognize but not affirm existing conditions or future ideals but instead pedagogically summon the student to self-directed critical treatment of the contents. Drawing on contemporary developments of modern education theory, especially as developed by Dietrich Benner in Berlin, the volume highlight how ‘educative teaching’ aims at supporting the growth of the individual as a person and citizen. The volume shows how it is possible to identify a position beyond education either as a mere transformative or a reproductive power. Instead of such an instrumentalism, education is seen as a critical societal practice, necessary for reflexive action and democracy. In different ways, the chapters demonstrate how non-affirmative theory offer an alternative to contemporary neo-liberal and conservative policies. The non-affirmative approach offers a strong education theory, relationally connecting the interactive level of teaching, studying and learning with the societal level and educational governance. Non-affirmative theory on education and ‘Bildung’ provides an elaborate point of departure for empirical research on teaching and educational leadership, teacher education and policy making. In five sections, the volume highlights how non-affirmative education theory relate to Didaktik, educative teaching, school didactics, democratic education and social justice. The approach is also analysed in relation to phenomenology, sociology, hermeneutics, cultural-historical activity theory, discursive institutionalism, empirical research, educational leadership and governance and 21st century competencies.     Description: This open access book provides a unified overview of topological obstructions to the stability and stabilization of dynamical systems defined on manifolds and an overview that is self-contained and accessible to the control-oriented graduate student. The authors review the interplay between the topology of an attractor, its domain of attraction, and the underlying manifold that is supposed to contain these sets. They present some proofs of known results in order to highlight assumptions and to develop extensions, and they provide new results showcasing the most effective methods to cope with these obstructions to stability and stabilization. Moreover, the book shows how Borsuk’s retraction theory and the index-theoretic methodology of Krasnosel’skii and Zabreiko underlie a large fraction of currently known results. This point of view reveals important open problems, and for that reason, this book is of interest to any researcher in control, dynamical systems, topology, or related fields.

The aim of the book is to equip readers with the ability to achieve better results with significantly less time, costs, effort and resources using the methods described here. The case studies presented in this book can be run on a regular desktop or notebook computer. No high-performance computing facilities are required. The idea for the book originated in a study conducted by Bartz & Bartz GmbH for the Federal Statistical Office of Germany (Destatis). Building on that study, the book is addressed to practitioners in industry as well as researchers, teachers and students in academia. The content focuses on the hyperparameter tuning of ML and DL algorithms, and is divided into two main parts: theory (Part I) and application (Part II). Essential topics covered include: a survey of important model parameters; four parameter tuning studies and one extensive global parameter tuning study; statistical analysis of the performance of ML and DL methods based on severity; and a new, consensus-ranking-based way to aggregate and analyze results from multiple algorithms. The book presents analyses of more than 30 hyperparameters from six relevant ML and DL methods, and provides source code so that users can reproduce the results. Accordingly, it serves as a handbook and textbook alike.

    Description: This open access book offers a strategic perspective on AI and the process of embedding it in society. ​After decades of research, Artificial Intelligence (AI) is now entering society at large. Due to its general purpose character, AI will change society in multiple, fundamental and unpredictable ways. Therefore, the Netherlands Scientific Council for Government Policy (WRR) characterizes AI as a system technology: a rare type of technologies that have a systemic impact on society. Earlier system technologies include electricity, the combustion engine and the computer. The history of these technologies provides us with useful insights about what it takes to direct the introduction of AI in society. The WRR identifies five key tasks to structurally work on this process: demystification, contextualisation, engagement, regulation and positioning. By clarifying what AI is (demystification), creating a functional ecosystem (contextualisation), involving diverse stakeholders (engagement), developing directive frameworks (regulation) and engaging internationally (positioning), societies can meaningfully influence how AI settles. Collectively, these activities steer the process of co-development between technology and society, and each representing a different path to safeguard public values. Mission AI - The New System Technology was originally published as an advisory report for the government of the Netherlands. The strategic analysis and the outlined recommendations are, however, relevant to every government and organization that aims to take up 'misson AI' and embed this newest system technology in our world.

    Description: This open access report presents findings from the five Latin American countries that participated in the second cycle of the IEA International Civic and Citizenship Education Study (ICCS 2016). ICCS 2016 investigated the ways in which a range of countries are preparing their young people to undertake their roles as citizens during the second decade of the 21st century. The study also responded to new challenges in civic and citizenship education, and its findings allow robust comparisons of lower-secondary students’ attitudes to and perceptions of a wide range of aspects related to civics and citizenship. The results presented in this report come mainly from data collected via a regional Latin American student questionnaire. The findings provide insights into Latin American lower-secondary students’ thoughts on government practices (e.g., corruption and authoritarian government), their attitudes toward peaceful coexistence (e.g., use of violence, disobedience to the law, empathy), and their perceptions of diversity in society (e.g., tolerance of and discrimination against minorities and homosexuals). Four of the five participating Latin American countries also participated in the previous cycle of this study (ICCS 2009), making it possible to explore changes in young people’s civic-related perceptions and attitudes between 2009 and 2016. Data from the international part of the study (test and questionnaire) were used to review the extent to which region-specific perceptions relate to other factors such as students’ level of civic knowledge and students’ socioeconomic and educational contexts.

    Description: This open access book offers a comparative study of eight ambitious national reforms that sought to create opportunities for students to gain the necessary breath of skills to thrive in a rapidly changing world. It examines how national governments transform education systems to provide students opportunities to develop such skills. It analyses comprehensive education reforms in Brazil, Finland, Japan, Mexico, Peru, Poland, Portugal and Russia and yields original and important insights on the process of educational change. The analysis of these 21st century skills reforms shows that reformers followed approaches which are based on the five perspectives: cultural, psychological, professional, institutional and political. Most reforms relied on institutional and political perspectives. They highlight the systemic nature of the process of educational change, and the need for alignment and coherence among the various elements of the system in order. They underscore the importance of addressing the interests of various stakeholders of the education system in obtaining the necessary impetus to initiate and sustain change. In contrast, as the book shows, the use of a cultural and psychological frame proved rarer, missing important opportunities to draw on systematic analysis of emerging demands for schools and on cognitive science to inform the changes in the organization of instruction. Drawing on a rich array of sources and evidence the book provides a careful account of how education reform works in practice.

    Description: This open access book introduces Vector semantics, which links the formal theory of word vectors to the cognitive theory of linguistics. The computational linguists and deep learning researchers who developed word vectors have relied primarily on the ever-increasing availability of large corpora and of computers with highly parallel GPU and TPU compute engines, and their focus is with endowing computers with natural language capabilities for practical applications such as machine translation or question answering. Cognitive linguists investigate natural language from the perspective of human cognition, the relation between language and thought, and questions about conceptual universals, relying primarily on in-depth investigation of language in use. In spite of the fact that these two schools both have ‘linguistics’ in their name, so far there has been very limited communication between them, as their historical origins, data collection methods, and conceptual apparatuses are quite different. Vector semantics bridges the gap by presenting a formal theory, cast in terms of linear polytopes, that generalizes both word vectors and conceptual structures, by treating each dictionary definition as an equation, and the entire lexicon as a set of equations mutually constraining all meanings.
