    Description: Seit über einem Jahrzehnt werden in Entwicklungs- und Schwellenländern Unternehmen des öffentlichen Sektors privatisiert. Als besonders problematisch gilt der Wassersektor auf Grund seiner ausgeprägten Monopoleigenschaften. Argentinien kann mit der Privatisierung der Wasserversorgung von Buenos Aires auf einen reichen Erfahrungsschatz verweisen. Dies nimmt der Autor zum Anlass, die Erfolge und Probleme der Privatisierung und Regulierung des argentinischen Wassersektors zu untersuchen. Ziel ist es, ausgehend von den argentinischen Erfahrungen einen Katalog von Handlungsregeln zu erarbeiten, der bei der Privatisierung öffentlicher Unternehmen in anderen Ländern beachtet werden sollte. Die Analyse erfolgt mittels des wirtschaftswissenschaftlichen Instrumentariums und den darauf aufbauenden normativen und positiven Regulierungsmodellen.

    Description: Die Unterstützung der Innovationstätigkeit von Unternehmen durch staatliche Förderung stellt ein populäres Instrument der Politik dar. Diese Arbeit untersucht unter Anwendung von Ansätzen der Neuen Institutionenökonomik und Entrepreneurship-Theorie die Ausgestaltung von Innovationsförderung am Beispiel des Niedersächsischen Innovationsförderprogramms und die von diesem Programm ausgehende Wirkung auf die beteiligten Akteure. Daran schließt sich die Darstellung der Ergebnisse einer Unternehmensbefragung an, in welcher die theoretischen und empirischen Erkenntnisse verknüpft werden. Im Mittelpunkt steht dabei die Fragestellung, inwiefern sich Unternehmen, die Innovationsfördermittel erhalten haben, von nicht geförderten Unternehmen unterscheiden.

    Equality, Freedom, and Democracy (2021)

    Description: A democratic regime is assumed to implement freedom and equality as the two critical and most important values. The question we intend to address here is: how and why has the actual implementation of freedom and equality been changing in the 1990–2020 period? Researching this topic, we cannot ignore the impact of the Great Recession since 2008. Thus, in this comparative research, we analyse France, Germany, Italy, Poland, Spain, and the United Kingdom to detect the changes. As expected, the six largest European democracies have been differently affected by the crisis, as they also had different background factors. We address an additional question: what is the impact of the European Union on the two democratic values? Accordingly, we analyse economic inequality, social inequality, and ethnic inequality with the related changing trends and explanations. We also detect and analyse the trend of freedoms, and especially personal dignity, civil rights, and political rights. Thus, the relative decline of equalities and freedoms in the six countries emerge in the different complex facets. We also explore the demand for equalities and freedoms by citizens and the political commitments of party leaders. The other issues we address include how and why, respectively, equalities and freedoms are affected by domestic aspects and the role of external factors, especially the European Union. By connecting equalities and freedoms and drawing the lines of entire research, we show how there are three different paths in the future of democracy: balanced democracy, protest democracy, and unaccountable democracy.

    Description: Das Abwasserabgabengesetz regelt die erste Emissionsabgabe mit Anreizfunktion in der Bundesrepublik Deutschland. Trotz der intensiven umweltpolitischen Diskussion über Emissionsabgaben wurden bislang nur Untersuchungen vorgestellt, die die Wirkungsweise der Abwasserabgabe vor Beginn der Abgabepflicht erfassen. Es wird deshalb ein Konzept der Erfolgskontrolle entwickelt, mit dem die Zielerreichungen festgestellt, exogene Einflußgrößen sowie der Gesetzesvollzug berücksichtigt und Ursache-Wirkungs- Zusammenhänge durchleuchtet werden. Eine empirische Untersuchung ermittelt die Gesetzeswirkungen in der Papierindustrie.

    Description: Dieses Buch enthält einen konkreten Vorschlag zur Neugestaltung der Finanzbeziehungen in der EU. Zur Ableitung des europäischen Finanzausgleichs werden zunächst allgemeine Anforderungen hergeleitet, die ein solcher Ausgleich erfüllen sollte. Anhand dieses Kriterienkatalogs werden die bestehenden Finanzbeziehungen kritisch beurteilt. Vor der Modellierung der monetären Ströme erfolgt eine Neuordnung der Aufgabenverteilung zwischen der EU und den Mitgliedstaaten. Daraus ergeben sich die Ausgaben der Gemeinschaft sowie die nötigen Einnahmen. Am Ende stehen ein progressives Beitragssystem sowie ein regionaler Finanzausgleich, der an die Stelle der Strukturfonds tritt. Die Verteilungswirkungen des Modells werden anhand eines vom Verfasser hierfür programmierten Simulationsprogramms untersucht.

    Description: RBC-Modelle sind ein wichtiger Bestandteil der makroökonomischen Theorie. In diesem Modellrahmen werden die Wirkungen von fiskalpolitischen Maßnahmen analysiert, die Modellmechanismen erklärt und verschiedene Politikmaßnahmen anhand der Output- und Nutzeneffekte beurteilt. Es zeigt sich u.a., dass der Staatskonsum kurzfristig einen größeren Outputeffekt erzeugt als die öffentlichen Investitionen, dass bei zusätzlichen öffentlichen Investitionen weniger die Finanzierungsform als vielmehr die Produktivität des öffentlichen Kapitalstocks entscheidend ist, dass eine Energiesteuererhöhung bei gleichzeitiger Senkung der Sozialversicherungsbeiträge positive Output- und Nutzeneffekte hat und dass bei Energiepreisschocks eine Variation der Energiesteuer die beste stabilitätspolitische Maßnahme ist.

    Description: Die finanzielle Situation der Gemeinden ist erneut in der Diskussion. Beklagt wird die immer weiter auseinanderklaffende Schere von kommunalen Einnahmen und Ausgaben und die daraus resultierende Finanznot. In dieser Arbeit wird zunächst die Einnahmensituation der Kommunen - am Beispiel des Landes Rheinland-Pfalz - dargestellt. Dabei werden die eigenen Einnahmen der Gemeinden wie auch die ergänzenden Transfers im Rahmen des kommunalen Finanzausgleichs behandelt. Hierauf aufbauend wird diskutiert, ob diese Einnahmen eine angemessene Aufgabenerfüllung ermöglichen und wie es um ihre Flexibilität steht - inwieweit sie also an veränderte Bedürfnisse angepaßt werden können. Schließlich geht die Arbeit der Frage nach, ob ein interkommunaler Finanzausgleich geeignet ist, die angespannte Haushaltslage der Gemeinden zu entschärfen.

    Description: Die Arbeit untersucht die Herausforderungen für das Urheberrecht infolge informationstechnologischer Entwicklungen. Auf der Grundlage der Property-Rights-Theorie werden die ökonomische Rechtfertigung für das Urheberrecht und die Anforderungen für dessen Ausgestaltung analysiert. Die Richtlinie 2001/29/EG soll das Urheberrecht an die Informationsgesellschaft anpassen. In einem rechtsökonomischen Ansatz werden Zielsetzung und Wirkungen der Richtlinie untersucht. Im Mittelpunkt der weiteren Analyse stehen anschließend Interdependenzen zwischen Urheberrecht und Wettbewerb. Die leistungsfeindliche Ausgestaltung des Systems der Arbeitslosenunterstützung und der Sozialhilfe mit – ökonomisch betrachtet – exorbitant hohen «Spitzensteuersätzen» auf die eigenen Verdienste von Hilfeempfängern trägt zur Verlängerung des Hilfebezugs bei. In dieser Arbeit werden Alternativen zum Status quo vorgestellt und kritisch diskutiert. Ein eigener Reformvorschlag – das Einstiegsgeld für Langzeitarbeitslose – wird entwickelt. Das Einstiegsgeld wird seit 1999 in Modellversuchen in 16 Städten und Kreisen in Baden-Württemberg und Hessen in der Praxis getestet.

    Description: Die Zunahme des internationalen Handels und der internationalen Kapitalbewegungen wird oft für einen Abbau sozialstaatlicher Umverteilung verantwortlich gemacht. In dieser Arbeit wird die Frage untersucht, ob die wachsende Internationalisierung der Wirtschaft zu einer Einschränkung der staatlichen Einkommensumverteilung und zu einem Abbau sozialer Leistungen führt. Neben einer umfassenden theoretischen Diskussion wird der Zusammenhang von Globalisierung und Sozialpolitik empirisch untersucht. Dabei zeigt sich, dass eine Gefährdung des Sozialstaats vom zunehmenden internationalen Handel ausgeht, nicht aber vom stärker wachsenden internationalen Kapitalverkehr. Mit Hilfe von Ansätzen der Neuen Wirtschaftsgeografie kann dieses Ergebnis auch theoretisch erklärt werden.

    Description: Die Dissertation stellt die bundesdeutsche Sportförderpraxis in quantitativer wie qualitativer Hinsicht über einen Zeitraum von 25 Jahren dar, wobei - im Gegensatz zu bisherigen Veröffentlichungen - die kommunale Sportförderung im Mittelpunkt der Betrachtung steht. Einen zweiten Schwerpunkt bildet die theoretische Analyse des Status quo. Wieso verausgabt der Staat in einem marktwirtschaftlichen System Milliarden für den Sport, warum fließen die öffentlichen Gelder fast ausschließlich in Richtung des organisierten Vereinssports, und wie erklärt sich die Höhe von Sportbudgets oder die Tatsache, daß Sportpolitik in erster Linie eine kommunale Angelegenheit ist?〈BR〉 Die Daten für die zahlreichen empirischen Analysen wurden größtenteils vom Autor selbst erhoben. So fließen u.a. Abfragen kommunaler Sportförderrichtlinien und Sportbudgets sowie eine Studie zum Werbewert von Sportstätten in die Arbeit mit ein.

    Description: Die Arbeit untersucht die Wohlfahrtswirkungen des internationalen Steuerwettbewerbs sowie die Notwendigkeit und Möglichkeit einer Koordination der Steuersysteme im Bereich der direkten Steuern. Hierzu wird der Zusammenhang zwischen den Rahmenbedingungen, unter denen ein Steuerwettbewerb stattfindet, und dessen Rückwirkungen auf die Entscheidungen privater und staatlicher Akteure detailliert in einem einheitlichen Modellrahmen aufgezeigt. Dabei wird deutlich, dass negative Effizienzwirkungen des Steuerwettbewerbs Folge eines (n-1)-Problems sind. Weitere Schwerpunkte der Arbeit sind der Steuerwettbewerb zwischen Leviathan-Staaten sowie der Steuerwettbewerb und die Möglichkeit staatlicher Umverteilung bei internationaler Haushaltsmobilität. Ferner werden die Grenzen internationaler Kooperationen aufgezeigt und ein Lösungsansatz zur internationalen Kapitaleinkommensbesteuerung formuliert.

    Description: Die akute Wohnraumverknappung Ende der achtziger Jahre veranlaßte den Gesetzgeber zu einer Reihe von Maßnahmen im Rahmen der Einkommensteuer. Im Vordergrund stand das Ziel der raschen Vergrößerung des Wohnraumangebotes. Die Förderung erfolgt mit Milliardenaufwand. In dieser Arbeit wird untersucht, inwieweit diese Mittel effizient eingesetzt werden, wem diese Maßnahmen hauptsächlich zugute kommen und ob sie mit den Zielen der Einkommensteuer vereinbar sind. Formale Inzidenzüberlegungen stehen im Vordergrund. Die Maßnahmen werden qualitativ erörtert, daneben werden die Subventionswirkungen auch quantitativ anhand von Investitionsmodellen ermittelt.

    Description: Die gesamtwirtschaftlichen Wirkungen der Staatsverschuldung sind umstritten. Einerseits gelten kreditfinanzierte Mehrausgaben des Staates als probates Mittel zur Überwindung der Arbeitslosigkeit, andererseits befürchtet man Zinssteigerungen, verbunden mit einer Verdrängung privater Investitionen. Meist wird übersehen, daß sich die privaten Ersparnisse durch Verschiebungen in der Einkommensverteilung an Veränderungen der Nachfrage nach investierbaren Mitteln anpassen können. Die vorliegende Arbeit analysiert die Bedeutung dieses auf Nicholas Kaldor zurückgehenden Verteilungsmechanismus für die Koordination von Sparen, Investieren und Staatsverschuldung. Dabei steht das Zusammenwirken mit dem klassischen Zins- und dem keynesianischen Einkommensmechanismus im Vordergrund.

    Description: This book focuses on «Convertibilidad», the latest Argentine experience of exchange rate based stabilisation, and aims at isolating the main causes for its tragic collapse in 2001-2002. The characteristics of Argentina’s high and hyperinflation during the 1980s are analysed, and the theory of currency boards is expounded. The stabilisation tool, an institutionally highly credible currency board arrangement (CBA), though highly effective, could not be an optimal long-term solution, given the country’s structural and trade characteristics. The analysis of the causes of the CBA’s collapse yields a complex picture of interacting factors, among them invaliding ones that had created multiple vulnerabilities over years, and triggering ones that unfolded their worst potential in meeting such vulnerable conditions.

    Description: Jacqueline Best argues that the changes in International Monetary Fund, World Bank and donor policies in the 1990s, towards what some have called the 'Post-Washington Consensus,' were driven by an erosion of expert authority and an increasing preoccupation with policy failure. Failures such as the Asian financial crisis and the decades of despair in sub-Saharan Africa led these institutions to develop governance strategies designed to avoid failure: fostering country ownership, developing global standards, managing risk and vulnerability and measuring results. In contrast to the structural adjustment era when policymakers were confident that they had all the answers, the author argues that we are now in an era of provisional governance, in which key actors are aware of the possibility of failure even as they seek to inoculate themselves against it. This book considers the implications of this shift, asking if it is a positive change and whether it is sustainable.     Description: In dieser Arbeit werden die Implikationen der Maastrichter Budgetkriterien für die Verschuldungsautonomie der deutschen Gebietskörperschaften untersucht. Es werden zunächst die qualitativen und quantitativen Unterschiede zwischen den europarechtlichen und den geltenden bundesdeutschen Verschuldungsgrenzen herausgearbeitet. Unter Anwendung der Staatsschulden - und Föderalismustheorie wird sodann die Zweckmäßigkeit dezentralisierter Verschuldungskompetenzen analysiert. Es zeigt sich, daß die Ausstattung aller föderalen Ebenen mit dem Recht zur Kreditaufnahme eine Reihe wichtiger Vorteile hat. Die Umsetzung der Maastrichter Budgetkriterien erfordert daher eine Koordinierung der Verschuldungspolitik von Bund, Ländern und Gemeinden. Hierfür werden verschiedene Lösungsansätze diskutiert.

    Description: Nationale Steuern werden durch zunehmende grenzüberschreitende Transaktionen vor neue Herausforderungen gestellt, wovon insbesondere die internationale Unternehmensbesteuerung betroffen ist. Neue Rahmenbedingungen beeinflussen die zwischenstaatliche Allokation der Besteuerungsrechte. Die Digitalisierung und darauf beruhende Anwendungen verändern die Art der unternehmerischen Wertschöpfung und können das gegenwärtige System der internationalen Unternehmensbesteuerung vor neue Probleme stellen. Zentrale Aufgabe dieser Arbeit ist es daher, Ursachen für Besteuerungsprobleme bei der internationalen Unternehmensbesteuerung herauszuarbeiten und diese vor dem Hintergrund der Digitalisierung zu analysieren. Dabei wird festgestellt, dass die Digitalisierung unternehmerischer Wertschöpfungen die Fähigkeit der Nationalstaaten reduziert, multinationale Unternehmen einer wirksamen Besteuerung zu unterwerfen. Lösungsversuche auf Basis von Quellenland- und Sitzlandprinzip erscheinen als ungeeignet, da diese Besteuerungsprinzipien auf Konstruktionsannahmen beruhen, welche die wirtschaftlichen Rahmenbedingungen im 19. Jahrhundert widerspiegeln und demzufolge nicht mehr mit der heutigen wirtschaftlichen Realität vereinbar sind. Eine Lösung dieser Besteuerungsproblematik ergibt sich stattdessen durch eine äquivalenzorientierte internationale Unternehmensbesteuerung.

    Description: Die Arbeit enthält nach einem Überblick zur ökonomischen Theorie der Steuerhinterziehung eine Anwendung dieser Theorie auf die Hinterziehung von Steuern auf Zinserträge privater Haushalte. Dabei wird auch auf die Wirkungen einer Quellensteuer eingegangen. Zur derzeit praktizierten Besteuerung von Zinserträgen wird eine Alternative skizziert. Die in der Arbeit dargestellten mikroökonomischen Modelle gehen teils von einer einmaligen, teils von periodisch wiederholten Veranlagungen zur Einkommensteuer aus. Im letzten Fall ist die bei der Steuerhinterziehung zu erwartende Strafe von der Vergangenheit des Hinterziehers abhängig.

    Description: Der Europäischen Union stehen nach ihrer Osterweiterung erhebliche finanzielle Herausforderungen und Verteilungskämpfe bevor. Ziel dieser Arbeit ist es, Reformvorschläge für das Finanzierungssystem der EU anhand normativer Kriterien zu diskutieren. Nach einer Analyse der bestehenden Finanzverfassung werden Anforderungen an ein rationales Finanzierungssystem der EU formuliert. Aufbauend auf Grundlagen der Finanzausgleichstheorie werden vier Gestaltungspostulate formuliert: Gerechtigkeit, Aufgabenadäquanz, Autonomie und Transparenz. Daran gemessen zeigt das bestehende Finanzierungssystem Schwächen, es besteht also Reformbedarf. Vorschläge für Reformen innerhalb des bestehenden Beitragssystems werden ebenso diskutiert wie die Erweiterung um neue eigene Einnahmen, insbesondere eine EU-Steuer. Mittelfristig wird jedoch die Finanzierung über ein sozialprodukt-proportionales Beitragssystem befürwortet.

    Description: The essays of this book are contributions to the empirical Literature in International Trade and Public Economics. They deal with the relationship between the structure and quality of the public sector and the process of economic integration. Two of the essays add to the empirical determinants of trade and foreign direct investment (FDI) and to the numerous applications of the theory of government decentralization. Decentralization tends to discourage inward FDI and domestic trade and to increase imports and exports. A third essay focuses on the effect of governments’ intangible assets – such as consumer perceptions about countries and products from these countries – on FDI. A country’s nation brand is shown to have a significant and large positive effect on investment flows.

    Description: Der demografische Wandel stellt eine massive Herausforderung für die Finanzierung der gesetzlichen Rentenversicherung dar. Die Politik hat daher eine Neuordnung innerhalb des Drei-Säulen-Systems der Alterssicherung angestoßen. Künftige Alterseinkommen werden zu einem deutlich geringeren Teil aus der umlagefinanzierten Rentenversicherung kommen und dafür in stärkerem Ausmaß aus kapitalgedeckter betrieblicher und privater Vorsorge stammen müssen. Der Weg dazu ist durch weitreichende Fördermöglichkeiten (z.B. Entgeltumwandlung und Riesterrente) geschaffen worden. Der Autor untersucht, ob das so reformierte deutsche Alterssicherungssystem angesichts der demografischen Entwicklung zukunfts- und leistungsfähig genug ist, um die Absicherung künftiger Rentnergenerationen zu gewährleisten.

    Description: Ronald Reagan hat zu Beginn der 80er Jahre in den Vereinigten Staaten eine Wende zur angebotsorientierten Wirtschaftspolitik (Supply-Side Policy) eingeleitet. Im Rahmen dieser «neuen» Wirtschaftspolitik wurden insbesondere die Spitzensteuersätze massiv gesenkt. Auf der konzeptionellen Grundlage der Laffer-Kurve sollten Anreizwirkungen für verstärkte Investitionen, höheres Sparen und ein größeres Arbeitsangebot ausgehen. Die Untersuchung zeigt, daß die Supply-Side Policy in den USA ihre makroökonomischen Ziele nicht erreicht hat. Die empirische Analyse der Grenzsteuersätze belegt, daß die untergeordneten Gebietskörperschaften in den USA auf die Steuersenkungen des Bundes mit Steuererhöhungen reagierten. Diese entgegengesetzte Steuerpolitik führte dazu, daß die Steuerbelastung insgesamt nicht gesenkt werden konnte. Ein weiteres Ergebnis ist, daß die Höhe der marginalen Steuersätze Zweifel aufkommen läßt, ob im Sinn der Laffer-Argumentation die Voraussetzungen für eine erfolgreiche Verwirklichung der Supply-Side Policy vorlagen.

    Description: This book analyses the role of public action in solving the problem of hunger in the modern world. The study is divided into four parts. The first, making extensive use of the concepts of entitlements and capabilities explores the interaction of nutritional, economic, social, and political elements and their influence on hunger and deprivation. The problem of famine prevention is the main focus of the second part, with special attention given to Africa and India. The third part is devoted to the issue of fighting chronic undernourishment and the lessons to be learnt from the policies of China, India, and some other countries. The last part draws together the main themes and concerns of the earlier chapters, and provides an integrated view of the role of public action in eliminating hunger. The study suggests that there is indeed some space for public action in solving the problem of hunger and deprivation. In the case of famine prevention, social security could provide early warning systems and employment provision plans. To fight endemic deprivation, the authors suggest, among other things, that basic health care, elementary education, and food programmes should be looked at.

    Description: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice.

    Description: Der Beginn eines nennenswerten Anstiegs der öffentlichen Verschuldung fällt in die Zeit der sozial-liberalen Koalition von 1969 bis 1982, die zugleich eine Politik der inneren Reformen propagierte. Mitte der 70er Jahre wird diese Politik durch einen anhaltenden Beschäftigungseinbruch durchkreuzt. Daraus entsteht ein Konflikt zwischen Reformen und Verantwortung für Vollbeschäftigung. Die haushalts- und finanzpolitischen Konsequenzen zeigen sich in einer veränderten Budgetstruktur, vor allem aber in einer erhöhten öffentlichen Verschuldung. Auf der Basis des Konzepts der Tragfähigkeit öffentlicher Verschuldung wird der Zeitraum von 1969 bis 1982 analysiert und die Folgen für zukünftige Haushaltsjahre untersucht.

Am Beispiel der Regionalpolitik in Mecklenburg-Vorpommern untersucht die Arbeit die institutionellen Strukturen in Europa und Deutschland. Regionalpolitik wird durch konstruktivistische Politikkonzeptionen geprägt und im Rahmen eines verflochtenen politischen Systems geplant und implementiert. Dies führt zur Zentralisierung der Entscheidungskompetenzen, zu massivem 〈I〉rent-seeking〈/I〉-Verhalten und somit zur ineffizienten Allokation knapper Mittel. Durch eine ordnungspolitische Reform der Regionalpolitik, die Entscheidungskompetenzen radikal dezentralisiert, könnte ihre Effektivität erheblich erhöht werden.

Versicherte. In diesem Zusammenhang sollte die Einführung eines Risikostrukturausgleichs (RSA) das Auftreten von Risikoselektion verhindern. Im Mittelpunkt der Arbeit steht die Beantwortung der Frage, ob es im Mitgliederwettbewerb der GKV dennoch zu Risikoselektion gekommen ist. Ein Schwerpunkt bildet hierbei die Analyse der Anreizwirkungen des Wettbewerbsrahmens inklusive des RSA. Auf Basis einer eingehenden Untersuchung des Wettbewerbsprozesses werden darüber hinaus potentielle Selektionsinstrumente der Kassen vorgestellt, deren Bewertung die Grundlage für die Beantwortung der Frage nach Risikoselektion im Mitgliederwettbewerb in der GKV bilden.

Zudem untersucht die Studie speziell am Beispiel Deutschlands Gewinnverlagerungsaktivitäten multinationaler Unternehmen.     Description: Obwohl die Notwendigkeit einer Reform des Gemeindefinanzsystems weitgehend anerkannt wird, tut sich die Politik mit konkreten Reformmaßnahmen schwer. Mit der vorliegenden Arbeit soll daher der Versuch unternommen werden, die Diskussion um die Gemeindefinanzen und ihre Reform einer systematischen Analyse zu unterziehen und konkreten Lösungen näher zu bringen. Dabei resultieren zwei Schwerpunkte: Der eine, kommunale Finanzautonomie, ist im wesentlichen politisch orientiert; der andere, Effizienz, ist eine im ökonomischen Sinne theoretisch ausgerichtete Sichtweise. Beide Aspekte werden miteinander verknüpft und aufeinander bezogen. Wichtig für das Gesamtverständnis ist dabei, daß kommunale Finanzautonomie Bedeutung für die Effizienz lokaler Finanzwirtschaften hat und nicht umgekehrt. Aufbauend auf der Feststellung, daß vorgefundene kommunale Finanzsysteme keine zufriedenstellende Autonomie garantieren, wird das gesamte System im Sinne einer umfassenden Erneuerung zur Diskussion gestellt. Es werden systematische Komponenten für ein äquivalenzorientiertes Gemeindesteuersystem entworfen, wobei auch die bestehenden Elemente kommunaler Finanzwirtschaften einbezogen werden.

    Description: Dass Steuern ökonomische Entscheidungen beeinflussen, ist unbestritten. Für die Politik ist es daher elementar, etwas über die Auswirkungen des Steuerrechts auf das Verhalten der Steuerpflichtigen zu wissen. Die Analyse einer vergangenen Steuerreform als natürliches Experiment kann vor diesem Hintergrund wertvolle Hinweise für die künftige Politik liefern. Während hierzu bereits eine breite theoretische Literatur existiert, ist die empirische Evidenz gerade für deutsche Daten noch relativ rar. Die Arbeit untersucht daher die Auswirkungen der großen Steuerreform 2000 auf Unternehmensentscheidungen mit Hilfe moderner ökonometrischer Methoden. So können beispielsweise die Ursachen des Einbruchs der Körperschaftsteuereinnahmen 2001 erklärt und wirtschaftspolitische Empfehlungen daraus entwickelt werden.

    Description: Die Arbeit wurde von der Wirtschaftswissenschaftlichen Fakultät der Universität Freiburg mit dem Friedrich August von Hayek-Preis 1996 ausgezeichnet. Das Informations- und Kommunikationszeitalter löst neue Risiken für die Datensicherheit von Kommunikationsverbindungen und damit entsprechenden staatlichen Handlungsbedarf aus. Ausgehend von der Erwartungsnutzentheorie wird zunächst das optimale Ausmaß an Sicherheitsmaßnahmen abgeleitet. Sodann werden Ursachen für Fehlallokationen identifiziert und wirtschaftspolitische Lösungsmöglichkeiten dargestellt. Eine Fallstudie thematisiert die potentielle Gefährdung der Informationssicherheit in offenen Kommunikationsnetzen. Es folgt eine Analyse der privatwirtschaftlichen Versicherbarkeit dieser Risiken. Nachfolgend werden Gründe aufgezeigt, warum sich in einem deregulierten Telekommunikationsmarkt keine effiziente Informationssicherheit einstellen kann. Das Schlußkapitel unterbreitet konkrete Vorschläge, wie den drohenden Gefahren in der Bundesrepublik Deutschland zu begegnen ist.

    Description: Few concepts have captured the imagination of the conflict and development communities in recent years as powerfully as the idea of a ‘political settlement’. At its most ambitious, ‘political settlements analysis’ (PSA) promises to explain why conflicts occur and states collapse, the conditions for their successful rehabilitation, different developmental pathways from peace, and how to better fit development policy to country context. Yet despite the meteoric rise of the term and its tremendous promise, not all is well in the world of PSA. Rival definitions of the concept abound; there are disagreements about its scope and the way it should be used; a growing schism between conflict specialists and economists; basic concepts are ambiguous; and little progress has been made on measurement. This book consequently has three main aims. The first is to argue for a revised definition of a political settlement, capable of unifying its diverse strands. The second is to put the concept on a more solid theoretical and scientific footing, providing a method for measuring and categorizing political settlements, using both qualitative case studies and a large-n statistical analysis to illustrate its potential. And the third is to examine the implications of the findings for mainstream social science analysis and for policymakers.

    Description: In den zurückliegenden Jahrzehnten stellten der Bund und die 16 Bundesländer in großer Anzahl Beamte ein. Ausreichende Rücklagen für zukünftige Versorgungsausgaben wurden aber nicht gebildet. Aufgrund des Altersaufbaus der Beamtenpopulation werden die kohortenstarken Jahrgänge in naher Zukunft in den Ruhestand eintreten, was zu einem deutlichen Anstieg der Ausgaben für Ruhegehälter, Beihilfe und Hinterbliebenenversorgung führen wird. Im Kontext der neuen Schuldenregeln wird die Finanzierung dieser schwebenden Versorgungszusagen insbesondere die Bundesländer vor erhebliche Schwierigkeiten stellen. Die Arbeit analysiert die seit 1999 zaghaft erfolgte Rücklagenbildung, erstellt eine Ausgabenprojektion differenziert nach den einzelnen Versorgungsarten und diskutiert mögliche Reformszenarien.

    Description: Why do governments in some developing countries implement international standards, while others do not? Focusing on the politics of bank regulation, this book develops a new framework to explain regulatory interdependence between countries in the core and the periphery of the global financial system. Drawing on in-depth analysis of eleven countries across Africa, Asia, and Latin America, it shows how financial globalization generates strong reputational and competitive incentives for developing countries to converge on international standards. Regulatory interdependence is generated by relations between regulators, politicians, and banks within developing countries, and international actors including investors, peer regulators, and international financial institutions. We explain why it is that some configurations of domestic politics and forms of integration into global finance generate convergence with international standards, while other configurations lead to divergence. This book contributes to our understanding of the ways in which governments and firms in the core of global finance powerfully shape regulatory politics in the periphery, and the ways in which peripheral governments and firms manoeuvre within the constraints and opportunities created by financial globalization

Es wird gezeigt, dass ein längerfristiges Gleichgewicht mit ausgeglichenem öffentlichen Budget bei reiner Kredit-(Bond-)Finanzierung öffentlicher Defizite nicht bzw. nur unter unrealistischen Annahmen erreicht wird. Werden in der Finanzierungsphase Massnahmen zur Konsolidierung des öffentlichen Haushalts durchgeführt, wirken - je nach Finanzierungsart - ursprünglich expansiv angelegte fiskalpolitische Massnahmen längerfristig möglicherweise sogar kontraktiv.

Der Erfolg seiner wirtschaftsordnungspolitischen Konzeption ließ das Interesse an deren staats- und rechtstheoretischen Grundlagen und in diesem Zusammenhang insbesondere die Frage nach Umfang und Intensität staatlicher Mitwirkung bei der Realisierung verkehrswirtschaftlicher Prinzipien in den Hintergrund treten. Eine nach und nach aufkeimende Diskussion blieb rudimentär. Die von Walter Eucken selbst geforderte Interdependenz der Ordnungen von Wirtschaft und Staat wurde nur in singulären Aspekten thematisiert. Die vorliegende Arbeit will diese Ansätze erweitern und in einer interdisziplinären Analyse die Bedeutung von Staat, Recht und Verfassung als integrale Bestandteile der epistemologisch und ökonomisch fundierten Gesamtkonzeption Walter Euckens nachweisen.

Neben die positiven Aspekte dieser Entwicklung treten insbesondere für Transitländer umwelt- und verkehrspolitische Probleme. Diese Arbeit untersucht allokationstheoretisch und mit Modellen aus der Theorie des Steuerwettbewerbs, welche Optionen der Europäischen Union und ihren Mitgliedsländern zur Verfügung stehen, um das Dilemma aus Handelsgewinnen einerseits und steigenden Verkehrsproblemen andererseits aufzulösen. Von besonderer Bedeutung ist dabei die Frage, welche Instrumente den Ländern der EU einen möglichst weiten verkehrspolitischen Handlungsspielraum zulassen, ohne dabei unnötige Handelshemmnisse aufzubauen.

Die Kostenanalyse steht im Mittelpunkt der empirischen Untersuchung. Es werden Ergebnisse zur Verbesserung der Schätzmethodik erzielt. Informationsdefizite der Leistungserbringer bezüglich Leistungsumfang und Kostenbelastung werden empirisch nachgewiesen. Die Ergebnisse der finanzwissenschaftlichen Wirkungsanalyse sind die Basis für die Entscheidungsanalyse, die den politischen Prozeß zur Überwälzung einer administrativen Leistung auf den privaten Sektor erklärt. Das Informations- und Entscheidungsverhalten unter Unsicherheit der am politischen Prozeß Beteiligten bestimmt die politische Überwälzbarkeit administrativer Leistungen vom öffentlichen auf den privaten Sektor.

Da im Grundgesetz und den jeweiligen Landesverfassungen ausschließlich allgemeine Ausführungen zu diesem Themenkomplex zu finden sind, kommt es häufig zum Verteilungsstreit zwischen Land und Kommunen einerseits und Kommunen andererseits. Der Verfasser beschreibt und analysiert die Bestimmungen des hessischen kommunalen Finanzausgleichs bezüglich ihrer ökonomischen Zielführung und vergleicht diese mit Regelungen anderer Bundesländer. Anschließend legt er eigene Reformvorschläge dar, mit deren Hilfe die angesprochenen Probleme gelöst werden können.

    Description: This open access book by Nils Karlson explores the strategies used by left- and right-wing populists to make populism intelligible, recognizable, and contestable. It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society. It traces the ideational roots of the core populist ideas and shows that these ideas form a collectivistic identity politics. Ein Schwerpunkt des Interesses richtet sich auf die durch staatliche Verschuldungspolitik verursachte Lastverschiebung in die Zukunft. Welche Belastungen zukünftiger Generationen durch andere staatliche Politikmaßnahmen oder als Folge der demographischen Entwicklung entstehen können, blieb bislang vor allem empirisch weitgehend im Verborgenen. Dieser Band greift die Fragestellung auf und erläutert auf Grundlage der Modelle überlappender Generationen Umverteilungswirkungen und Möglichkeiten zu ihrer quantitativen Erfassung. Vorgestellt wird das in einigen Ländern bereits gebräuchliche Generational Accounting, und erstmals erfolgt eine umfassende Anwendung dieses Konzeptes auf den staatlichen Sektor der Bundesrepublik Deutschland.

The essays in this collection address some of these challenges from the perspective of a critical political economy of local cinema. Inspiring these contributions is the effort of supporting local cinema as a form of valuable storytelling that is at risk of market-driven extinction because of the greater commercial viability of global or Hollywood cinema and national cinema.

    Description: Die Vertreter eines konstitutionellen Steuerreformansatzes lehnen die Reformempfehlungen der Theorie der optimalen Besteuerung (OT) mit dem Hinweis auf die mangelhafte Berücksichtigung politisch-ökonomischer Zusammenhänge ab. Sie befürchten, dass die Effizienzregeln der OT in der Hand eines Steuerstaates zur perfekten Ausbeutung der Steuerzahler missbraucht werden könnten. Vor dem Hintergrund konzeptioneller Defizite der modernen, normativen Steuertheorie werden jene Faktoren untersucht, die bei der Durchsetzung rationaler Steuerreformen von ausschlaggebender Bedeutung sind. Die positive Analyse des demokratischen Steuerreformprozesses belegt, dass eine effiziente und gerechte Besteuerung der Zensiten nur durch eine Steuerverfassung gewährleistet werden kann. Der Autor entwickelt u.a. eine Verfassungsregel, die eine norminkonsistente Vergabe von Steuerprivilegien verhindern soll.

    Description: Regarding the Arab region, GDP per capita virtually stagnated for more than 20 years from 1980. During the same period, GDP per capita in the world’s highly industrialized states further increased and the gap between the Middle East and North Africa (MENA) and the highly developed countries widened. However, the differences between Arab countries and the Western states exist not only economically. The countries also differ regarding their political, legal, and social systems. This work explains the differences in development on the basis of institutional economics. In addition to a general theoretical part, an empirical analysis demonstrates the effects of institutions on income, and a historical case study explains the divergent development paths of the Arab region and selected advanced economies.

    Description: Bei der Frage nach der Harmonisierung der Mehrwertsteuersätze in der EU wird oft das Argument des auf ein niedriges Niveau führenden Steuerwettbewerbs angeführt. Der Autor untersucht am Beispiel des EG-Neufahrzeugmarktes die Konsequenzen von Steuersatzdifferentialen bei einem Übergang zum Ursprungslandprinzip. Aus der ausführlichen Beschreibung des Neufahrzeugmarktes läßt sich eine Unterstellung des von Stackelberg-Modells für die modelltheoretische Analyse ableiten. Es zeigt sich, daß Steuersatzvariationen zur Steigerung von Steuereinnahmen und zur Stützung heimischer Produktion ein unsicheres Mittel sind. Abschließend wird die preistheoretische Untersuchung mittels Aussagen der Wissenschaftstheorie kritisch hinterfragt.

    Description: This book presents the findings of original field research into the design, practice, and varied outcomes of industrial policy in three sectors in Ethiopia, covering export-oriented and import-substitution industries. The three sectors are cement, leather and leather products, and floriculture. Given that there is a single industrial strategy, why do its outcomes vary across sectors? To what extent is this a function of the specific market and political economy features of each sector? The book examines industrial structures and associated global value chains to demonstrate the challenges faced by African firms in international markets. Part of the book’s relevance is the light it throws on the whole question of industrial policy in low-income countries, the subject of renewed discussion among development economists and organizations in recent years. The findings are also discussed in the light of the history of, and the history of thought about, industrialization. Insights for researchers and policymakers emerge from the analysis of failures and successes in the three industrial sectors. The book also challenges prevailing wisdom on how much and what kind of state intervention is required to support transformational industrial policy in Africa. Among other things, the book highlights the significance for policy design of maximizing linkage effects, backward and forward, from particular industries and activities.

Danach ist der Rundfunk so zu organisieren, daß die Freiheit der Berichterstattung durch Rundfunk gewährleistet wird. Da der Grundrechtsnorm, die Freiheit der Berichterstattung durch Rundfunk zu gewährleisten, allerdings nicht zu entnehmen ist, wie dies verwirklicht werden soll, kommt der Interpretation des Begriffs der Freiheit der Berichterstattung durch Rundfunk (Rundfunkfreiheit) eine wesentliche Bedeutung für die Organisation des Rundfunks zu. Dabei stehen sich zwei konkurrierende Interpretationen der Rundfunkfreiheit gegenüber, die subjektiv-rechtliche Interpretation der Rundfunkfreiheit als Gründungsfreiheit für Rundfunkunternehmen und die objektiv-rechtliche Interpretation der Rundfunkfreiheit als dienender Freiheit; sie dient der Gewährleistung freier und öffentlicher Meinungsbildung und erfordert eine private oder öffentlich-rechtliche Organisationsform des Rundfunks, die es ermöglicht, daß sich das gesamte gesellschaftliche Meinungsspektrum in den Rundfunksendungen widerspiegelt. Ziel der Untersuchung ist es zu zeigen, daß die Rundfunkfreiheit aus ökonomischer Sicht objektiv-rechtlich interpretiert werden sollte.

Damit wird die Kette des Vorsteuerabzugs unterbrochen, wenn immer ein Gut im Zuge seiner Herstellung eine befreite Produktionsstufe durchläuft. Die vorliegende Arbeit untersucht die allokativen Konsequenzen dieser speziellen Form der Steuersatzdifferenzierung im Rahmen eines Empirischen Allgemeinen Gleichgewichtsmodells für die Bundesrepublik Deutschland. Zur besseren ökonomischen Interpretation der Ergebnisse wird das ebenfalls in der Arbeit entwickelte Konzept der effektiven Steuersätze herangezogen.

Der Verfasser sieht eine praktische Lösung in erster Linie in der Anwendung des Gemeinlastprinzips und prüft, wie dieses im Rahmen der geltenden Finanzverfassung effizient durchgesetzt werden kann.     Description: The Global Financial Crisis (GFC) is the most serious economic crisis since the Great Depression. Many books have explored its causes, but this book systematically explores its consequences. The focus is primarily on the policy and political consequences of the GFC. This book asks how governments responded to the challenge and what the political consequences of the combination of the GFC itself and policy responses to it have been. Based on workshops held in the United States and the United Kingdom, it brings together leading academics to consider the divergent ways in which particular countries have responded in different ways to the crisis, including China, France, the United Kingdom, and the United States. Part of what is happening is a structural shift in economic power from east to west, but China has its fragilities while Germany offers an example of a largely successful Western model. The book also assesses attempts to develop global economic governance and to reform financial regulation and looks critically at the role of credit rating agencies. Unlike earlier crises, no new paradigm has emerged to challenge existing ways of thinking, meaning that neoliberalism has emerged relatively unscathed. The crisis has lacked a coherent and innovative intellectual response and has been characterized by remarkable policy stability.

Die Besteuerung des Jahreseinkommens wird abgelehnt, da die Periodisierung zu ungerechten und ineffizienten Ergebnissen führt. Stattdessen wird die Messung des Lebenseinkommens durch den Jahreskonsum und das Lebensendvermögen präferiert. Die Besteuerung des Jahreskonsums wird durch eine Mehrwertsteuer bzw. durch eine Besteuerung der Differenz aus Zuflüssen und Ersparnissen des jeweiligen Jahres sichergestellt, was zu einer gerechteren und effizienteren Besteuerung führt.

    Description: This book provides a systematic analysis of the political processes shaping the distribution of social transfers in six countries in sub-Saharan Africa and South Asia. In doing so, the book addresses a notable gap in recent research on social protection concerning the politics of implementation. While considerable attention has been devoted to debating the merits of different policy designs and the political factors shaping the adoption and diffusion of different policy models, ultimately the ability of any social transfer programme to deliver on its promises is dependent on the effective implementation and distribution of social transfers in line with intended objectives. The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather, political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

Achieving these goals requires a large increase in the flow of financial resources to developing countries – double the present development assistance from abroad. In examining innovative ways to secure these resources, this book, which is part of the UNU–WIDER Studies in Development Economics series, sets out a framework for the economic analysis of different sources of funding and applying the tools of modern public economics to identify the key issues. It examines the role of new sources of overseas aid, considers the fiscal architecture and the lessons that can be learned from federal fiscal systems, asks how far increased transfers impose a burden on donors, and investigates how far the raising of resources can be separated from their use. In turn, the book examines global environmental taxes (such as a carbon tax), the taxation of currency transactions (the Tobin tax), a development‐focused allocation of Special Drawing Rights by the International Monetary Fund (IMF), the UK Government proposal for an International Finance Facility, increased private donations for development purposes, a global lottery (or premium bond), and increased remittances by emigrants.     Description: Die staatliche Subventionsgewährung erfolgt vielfach in der Form öffentlicher Kredithilfen, die häufig von außerbudgetären Einrichtungen vergeben und finanziert werden. Im Rahmen einer positiven Wirkungsanalyse wird untersucht, wie sich die Individuen an gegebene Kredithilfeprogramme anpassen und welche allokativen und distributiven Konsequenzen daraus resultieren. Um die Entscheidung zugunsten öffentlicher Kredithilfen als Subventionsform und deren verbreitete Realisierung außerhalb des Budgets zu erklären, wird der politische Prozeß in die weitere Analyse einbezogen. Dabei wird insbesondere diskutiert, inwieweit einzelne Gruppen von Subventionsnachfragern und -anbietern durch Kredithilfen und die Einschaltung außerbudgetärer Einrichtungen Verteilungsvorteile zu Lasten der Allgemeinheit erzielen können. Schließlich wird analysiert, wie durch konstitutionelle Regeln mögliche Schäden für die Allgemeinheit aufgrund von Kredithilfen und außerbudgetären Einrichtungen begrenzt werden können.

Ziel der Arbeit ist es, die im Rahmen der «Neuen Wachstumstheorie» vollzogenen modellkonzeptionellen Entwicklungen für die finanztheoretische Analyse dieses Themas fruchtbar zu machen. Dazu wird die existierende Literatur um drei Modelltypen endogenen Wachstums bei überlappender Generationenstruktur erweitert. In diesen verringert eine höhere Staatsschuld nicht nur das Niveau, sondern auch die Wachstumsrate des langfristigen Gleichgewichts einer Volkswirtschaft. Da sie damit die Wohlfahrt zukünftiger Generationen beeinträchtigt, kann Staatsverschuldung in Modellen endogenen Wachstums nicht zu einer Verbesserung der intertemporalen Allokationseffizienz beitragen.

    Description: In der bundesdeutschen Debatte über ein wünschenswertes Finanzausgleichssystem werden Effizienzaspekte weitgehend vernachlässigt. Es läßt sich jedoch zeigen, daß Finanzausgleichsregelungen Allokationsstörungen hervorrufen. Dies wird in dieser Arbeit anhand einer theoretischen Analyse demonstriert. In einer Second-best-Welt können First-best-Betrachtungen jedoch zu Fehleinschätzungen führen. Deshalb werden die Wohlfahrtseffekte des bundesdeutschen Finanzausgleichssystems und einiger Reformvorschläge mit Hilfe einer Empirischen Allgemeinen Gleichgewichtsanalyse ermittelt. Unter anderem wird dabei der Einbezug der Neuen Bundesländer in den Finanzausgleich und der Vorschlag eines Einkommensteuerzuschlages der Bundesländer untersucht.

Dabei wird besonders auf die Rolle von Unsicherheit eingegangen, die in früheren Modellen nicht und damit im Prozess der politischen Beratung kaum berücksichtigt wurde. Schließlich bietet die Arbeit mit einer umfassenden empirischen Bestandsaufnahme erstmals einen Überblick zum Altersvorsorgestatus im Drei-Schichten-Modell. Verminderung der Doppelbesteuerung wird eine einzelwirtschaftliche Veranlagungssimulation für ein real existierendes Unternehmen durchgeführt und der Einfluß der Körperschaftsteuer auf das verwendbare Eigenkapital einer Kapitalgesellschaft dargestellt. Die Untersuchung verdeutlicht, daß eine Reduzierung der komplexen Steuersysteme unterschiedlicher Nationen auf eine für alle Unternehmen geltende und miteinander vergleichbare Kennziffer nicht möglich ist.

Auf diese Lücke zielt das vorliegende Buch. Mit einem integrierten Ansatz, der die Ergebnisse einer dogmenhistorischen Betrachtungsweise der Staatstätigkeit aufgreift und ökonomische, gesellschaftliche und staatspolitische Kriterien miteinander verknüpft, werden die Parafisci sowohl gegenüber dem Staat als auch gegenüber den Privaten «zumindest qualitativ» abgegrenzt. Am Beispiel der Kirchen in der Bundesrepublik Deutschland wird ausführlich gezeigt, wie die theoretisch erarbeiteten Kriterien anzuwenden sind. Diese Ausführungen beinhalten eine konsequente, bislang nirgends dargestellte Diskussion des gesamten Tätigkeitsbereichs der Kirchen aus ökonomischem Blickwinkel.

    Description: Im Zuge der wirtschaftlichen Globalisierung und einem damit verbundenen Wettbewerb der Nationalstaaten um mobile Produktionsfaktoren, d.h. insbesondere Kapital, kommt der Wachstumseffizienz der nationalen Ausgestaltung der Unternehmensbesteuerung eine wachsende wirtschaftspolitische Bedeutung zu. Vor diesem Hintergrund wird in dieser Arbeit eine Trade-off-Analyse zwischen den Unternehmenssteuersätzen und den Abschreibungsvorschriften durchgeführt, um die Frage zu beantworten, ob die Steuersätze oder die Abschreibungsparameter einen bedeutenderen Einfluss auf die betriebliche Investitionstätigkeit ausüben. In einer zweiten Fragestellung wird untersucht, ob es einen die Kapitalmobilität und damit die Allokationseffizienz hemmenden Effekt aufgrund eines Lock-in-Effekts der Unternehmensbesteuerung gibt, sofern der Steuersatz auf thesaurierte Gewinne niedriger ist als auf ausgeschüttete.

    Description: Vorschläge zur Bekämpfung von Umweltbelastungen mit Abgaben haben Konjunktur. Die Bezeichnung von Abgaben als «marktwirtschaftliche Instrumente des Umweltschutzes» macht sie aber noch nicht zu einer überlegenen Alternative. Vielmehr ist der institutionelle Rahmen zu berücksichtigen: das System öffentlicher Einnahmen, bestehende Restriktionen durch Finanzverfassungsrecht und das Recht der EG, gesellschaftlich akeptierte Verteilungen von Rechten und Pflichten (auch: Abgabebelastungen), der bestehende Kapitalstock einer Volkswirtschaft und deren Einbindung in den internationalen Handel und Standortwettbewerb. Umweltpolitik kann aber auch nicht an den Restriktionen ihren Ausgangspunkt nehmen. Es bedarf normativer Orientierungslinien, an denen Abgabenkonzepte gemessen werden können. Die vorliegende Arbeit versucht beiden Ansprüchen gerecht zu werden, um die Möglichkeiten und Konsequenzen einer Umweltpolitik mit Abgaben praxisnah auszuloten.

    Description: Health care systems are under reform in many countries. This typically involves a shift towards more competition. But still, markets are highly regulated. This study analyzes competition and regulatory measures in four important fields using the modern tools of microeconomic theory and microeconometrics. The book demonstrates how price regulation interacts with the quality of care and shows that non-price competition amongst providers affects the social desirability of a gatekeeping system. Using data from the German Socio-Economic Panel, the conventional wisdom of risk selection by German sickness funds is challenged.

Die vorliegende Arbeit setzt sich kritisch mit der neoinstitutionalistischen Analyse und der Forderung eines jährlichen Budgetausgleichs auseinander. Der Autor relativiert diese Forderung durch allokative und stabilisatorische Argumente und schlägt Ergänzungsregelungen vor.

In this regard, two important issues have to be addressed: The first issue refers to the question of measuring the public pension liabilities of private households until today. The extent of these liabilities has an impact on the saving behaviour. The second issue refers to the consequences of the demographic development for future retirees and contributors and examines the sustainability of pension schemes by confronting the present value of future pension payments with the present value of future contributions.

Mit diesen Förderinstrumenten sind für die Investoren unterschiedlich hohe Vorteile (Vergünstigungseffekte) verbunden. Die Höhe der Begünstigung hängt von der individuellen Situation des Investors ab. Es wird gezeigt, wie sich verschiedene Besteuerungssituationen und Nutzungszeiträume der Investitionsobjekte auswirken. Dabei werden die finanziellen Vorteile sowohl in der Investitionsperiode als auch über den gesamten Nutzungszeitraum betrachtet. Außerdem wird ein Vergleich dieser Vergünstigungseffekte vorgenommen, wobei dem Vergleich eine gleiche fiskalische Belastung der staatlichen Haushalte durch die einzelnen Fördermaßnahmen zugrunde gelegt wird.

    Description: Der keynesianische Ansatz, Budgetdefizite als Instrument einer aktiven Stabilisierungspolitik einzusetzen, wurde in den 90er Jahren abgelöst durch monetaristisch geprägte Strategien zur Konsolidierung der Staatsfinanzen. Die Konservative Regierung unter Margaret Thatcher nahm im Vereinigten Königreich bereits Anfang der 80er Jahre eine Vorreiterrolle bei diesem Politikwechsel ein. Die Arbeit analysiert die damit verfolgte Strategie zur Gesundung der Staatsfinanzen über den Zeitraum von 1979 bis 1994. Es zeigt sich, daß der damalige Abbau der öffentlichen Defizite und somit der Schuldenquote größtenteils auf einmaligen Einnahmen aus der Privatisierungspolitik, den Steuererlösen aus dem Nordseeöl und dem Verteilungsmechanismus der Inflation beruhten. Nach dem weitgehenden Wegfall dieser Finanzierungsquellen wurde Anfang der 90er Jahre erneut auf die Kreditfinanzierung zurückgegriffen. Die für eine dauerhafte Konsolidierung der Staatsfinanzen erforderliche Senkung der Ausgabenlast konnte trotz einiger Reformen gegen die Wählermehrheit nicht durchgesetzt werden. Ein wesentliches Hindernis dabei scheint eine im Zuge der Politikreformen zunehmende Ungleichheit der Einkommensverteilung zu sein. Dies erhöht die Nachfrage nach Ausgaben für Verteilungszwecke und konterkariert somit die Konsolidierungsbemühungen.

The book discusses the multiple dimensions of the concept: economic diversification, continuing value of resources, taxation and fiscal development, labor market sustainability, sustainable income distribution, environmental sustainability, political order (democracy or authoritarianism) and sustainability, regional integration. The overarching message in this book is that we should move on from the simplistic branding of the Gulf economies as unsustainable and tackle the details of which adaptations they might need to undertake.

Utilising longstanding and more recent developments in historical institutionalist methodology, Ramia investigates the relationship between these two policy domains in the context of social protection theory.
