    Description: This study provides a quantitative and qualitative status report on the implementation of school-based management (SBM) in Indonesia, identifies factors associated with the successful practices of SBM, and assesses SBM effects on student achievement eight years after inception. They found that the implementation so far has produced limited success and provide recommendations to strengthen the nation’s SBM practices.

    Description: This open access book explores the past and present of Quanzhou (Zayton) and the rich diversity and tolerance that kindled Quanzhou’s innovativeness and helped it prosper both commercially and culturally—values that are today being embraced by China’s global trade partners. Quanzhou (Zayton), Marco Polo’s port of departure and Columbus’ goal in China, was not only the start of the Maritime Silk Road and the Middle Age’s greatest port but also centuries ahead of its time in its tolerance and diversity. The fabled “City of Light” had 7 mosques for its 40,000 Muslims, some of whom served in government, as well as 3 Franciscan cathedrals funded in part by the emperor, Jewish synagogues, and centers for Nestorian Christians, Hindus, Taoists, Manicheans, Jains, etc. As Franciscan Bishop Andrew of Perugia wrote in 1322, “Tis a fact that in this vast empire, there are people of every nation under heaven, and every sect, and all and sundry are allowed to live freely according to their creed.” In 2021, UNESCO designated “Quanzhou, Emporium of the World,” as a world heritage site, and the city is now the hub of the Belt and Road Initiative, the 21st Century Silk Road, which was inspired by ancient Quanzhou.

    Description: There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.

    Description: This open access book is based on selected presentations from Topic Study Group 21: Mathematical Applications and Modelling in the Teaching and Learning of Mathematics at the 13th International Congress on Mathematical Education (ICME 13), held in Hamburg, Germany on July 24–31, 2016.     Description: This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.

    Description: This open access report explores the nature and extent of students’ misconceptions and misunderstandings related to core concepts in physics and mathematics and physics across grades four, eight and 12. Twenty years of data from the IEA’s Trends in International Mathematics and Science Study (TIMSS) and TIMSS Advanced assessments are analyzed, specifically for five countries (Italy, Norway, Russian Federation, Slovenia, and the United States) who participated in all or almost all TIMSS and TIMSS Advanced assessments between 1995 and 2015. The report focuses on students’ understandings related to gravitational force in physics and linear equations in mathematics. It identifies some specific misconceptions, errors, and misunderstandings demonstrated by the TIMSS Advanced grade 12 students for these core concepts, and shows how these can be traced back to poor foundational development of these concepts in earlier grades. Patterns in misconceptions and misunderstandings are reported by grade, country, and gender. In addition, specific misconceptions and misunderstandings are tracked over time, using trend items administered in multiple assessment cycles. The study and associated methodology may enable education systems to help identify specific needs in the curriculum, improve inform instruction across grades and also raise possibilities for future TIMSS assessment design and reporting that may provide more diagnostic outcomes.

    Description: RAND supported the Kurdistan Regional Government in its aims to restructure its Ministry of Education, develop a plan for a school quality assurance system, review effectiveness of monitoring and support of private schools, and assess the quality of in-service teacher training. RAND researchers conducted interviews, reviewed literature, examined case studies in other countries, provided analysis, and developed implementation guidelines.

    Description: This open access book provides insight into what it takes to actively involve teachers in the curriculum design process. It examines different aspects of teacher involvement in collaborative curriculum design, with specific attention to its implications for sustainable curriculum innovation and teacher learning. Divided into six sections, the book starts out by introducing the notion of collaborative curriculum design and discusses its historical and theoretical foundations. It describes various approaches commonly adopted to actively involve teachers in the (co-)design of curriculum materials. Sections two and three provide examples of what key phases in the curriculum design process - such as needs analysis, design and development, and implementation - look like across various collaborative curriculum design projects. Section four reports on the impact of collaborative curriculum design on student learning, teacher practices, teacher professional growth, and institutional change. Building on the research evidence about the outcomes of collaborative curriculum design, section five focuses on sustainability, scaling-up and curriculum leadership issues, which are key to the continuation and further evolution of curriculum innovations. Future perspectives are addressed in section six with emphasis on the infrastructure of a sustainable curriculum innovation.

    Description: This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative. This book also addresses prevalent misperceptions about China’s growing global presence and why other developing nations must address historic, systemic causes of poverty and inequity before they can undertake sustainable poverty alleviation measures of their own.

    Description: This open access methodological book summarises existing analysing techniques using data from PIAAC, a study initiated by the OECD that assesses key cognitive and occupational skills of the adult population in more than 40 countries. The approximately 65 PIAAC datasets that has been published worldwide to date has been widely received and used by an interdisciplinary research community. Due to the complex structure of the data, analyses with PIAAC datasets are very challenging. To ensure the quality and significance of these data analyses, it is necessary to instruct users in the correct handling of the data. This methodological book provides a standardised approach to successfully implementing these data analyses. It contains examples of and tools for the analysis of the PIAAC data using different statistical approaches and software, and it offers perspectives from various disciplines. The contributing authors have hands-on experience of using PIAAC data, and/or they have conducted data analysis workshops with these data.

    Description: This open access book, inspired by the ICME 13 Thematic Afternoon on “European Didactic Traditions”, takes readers on a journey with mathematics education researchers, developers and educators in eighteen countries, who reflect on their experiences with Realistic Mathematics Education (RME), the domain-specific instruction theory for mathematics education developed in the Netherlands since the late 1960s. Authors from outside the Netherlands discuss what aspects of RME appeal to them, their criticisms of RME and their past and current RME-based projects. It is clear that a particular approach to mathematics education cannot simply be transplanted to another country. As such, in eighteen chapters the authors describe how they have adapted RME to their individual circumstances and view on mathematics education, and tell their personal stories about how RME has influenced their thinking on mathematics education.

    Description: This book is a timely response to a rather urgent call to seek an updated methodology in rereading and reappraising early Chinese texts in light of newly discovered early writings. For a long time, the concept of authorship in the formation and transmission of early Chinese texts has been misunderstood. The nominal author who should mainly function as a guide to text formation and interpretation is considered retrospectively as the originator and writer of the text. This book illustrates that although some notions about the text as the author`s property began to appear in some Eastern Han texts, a strict correlation between the author and the text results from later conceptions of literary history. Before the modern era, there existed a conceptual gap between an author and a writer. A pre-modern Chinese text could have had both an author and a writer, or even multiple authors and multiple writers. This work is the first study addressing these issues by more systematically emphasizing the connection of the text, the author, and the religious and sociopolitical settings in which these issues were embedded. It is expected to constitute a palpable contribution to Chinese studies and the discipline of philology in general

The establishment of the NCCC was viewed as a critical point of departure for developing an institution-wide agenda of cultural competence. It conceptualizes and frames environmental citizenship taking an educational perspective. Organized in four complementary parts, the book first explains the political, economic and societal dimensions of the concept. It then explores environmental citizenship within the context of environmental education and education for sustainability.     Description: The art history of South Asia covers a time span of roughly four and a half thousand years. During this period, a vast number of animal stone sculptures has been produced, ranging from the pre-historic period till today and covering a great variety of motifs and imagery in different regions and religious traditions. Even so, the number of studies devoted to these animal sculptures has remained extremely limited. The present book aims at filling this knowledge gap. With this richly illustrated book, the first of its kind, Van der Geer offers a comparative study of the ways in which various animals have been depicted and a lucid analysis of the sculptors’ treatment of their “models”: living animals. The art history of sculptured animals is contextualized with a description of the use of animals as can be read from ancient texts, archaeological evidence and contemporaneous culture. In doing so, parallels as well as differences in style or iconography are highlighted, elucidating the variety of animal depictions across regions, religious contexts and through time. The corpus of discussed material ranges from Indus seals, stupa panels and railings, monumental temples from North and South India, non-religious palace and fort architecture to loose sculptures in museum collections.

    Description: This Open Access book describes the history of the relationship between the Japan Maritime Self-Defense Force (JMSDF), the heir to the Imperial Japanese Navy (IJN), and the United States Navy (US Navy), with a focus on the individuals who helped build it. Former enemies who fought fiercely on the seas and in the air during the Pacific War, the two navies came to respect each other in action. Soon after the war, when the Cold War turned hot, they began to work together as allies, driven by their respective national interests. With the generous assistance of the US Navy, the JMSDF was established as its counterpart. Over the years, these two navies have gradually built strong ties. Individual officers and sailors on both sides overcame mixed feelings about their erstwhile foes to feel respect for and trust in each other. This was made possible by conducting countless joint exercises and operations at sea. US Navy leaders began to realize that this small maritime force, notwithstanding domestic political, constitutional, and legal limitations, does its job well, is reliable, and can be fully trusted. The JMSDF realized that, sharing common interests and values, there was no better navy in the Asia-Pacific region to ally with. Over seventy years of accumulated shared experiences have transformed this into perhaps the most successful navy-to-navy partnership in the world. The US-Japan maritime alliance today is anchored in this history. Numerous admirals, officers, and sailors of the two navies working together have greatly contributed to the stability and prosperity of the Asia-Pacific region for the past seven decades. This book is intended for readers interested in the history of US-Japan relations and for naval officers and sailors from the US and other countries. It is the author’s sincere desire that they read this book and appreciate the longstanding cooperation between the JMSDF and the US Navy.

    Description: *THIS BOOK WILL SOON BECOME AVAILABLE AS OPEN ACCESS BOOK* This book is an excellent synthesis of the initial and continuing preparation for Mathematics Teaching in Colombia, Costa Rica, Dominican Republic and Venezuela, from which comparative analyses can be made that show similarities and differences, and highlight various perspectives. In August 2012, a workshop of the Capacity and Networking Project (CANP) of the International Commission on Mathematical Instruction (ICMI) was held in Costa Rica. This CANP brought together for two weeks a group of 66 Mathematics educators, mathematicians, university administrators, and elementary and secondary teachers from Colombia, Venezuela, the Dominican Republic, Panamá and Costa Rica. The goal was to promote progress in Mathematics Education in the region; as such it was a unique experience in the region. One of the most important results of this event was the creation of the Mathematics Education Network of Central America and the Caribbean (REDUMATE). It was organized by persons associated with the Mathematics Education Reform Project in Costa Rica (responsible for the most outstanding and innovative curriculum reform in Latin America) and the Inter-American Committee on Mathematics Education (IACME), which is an official regional multinational organization affiliate of ICMI. This book brings to the international Educational Community an important collection of experiences and ideas in the Mathematics Education of four countries of a region within the heart of the American continent, a region that has been many times forgotten. The dissemination of these results can promote the search for international collaborative actions in a wider scale.

If we are to understand the nature of major risks and uncertainties in the world, we must look squarely at the political and economic dynamics of emerging states, such as China, India, Brazil, Russia, and ASEAN countries. Their rapid economic development has changed the distribution of wealth and power in the world. Yet many of them have middle income status. To global governance issues, they tend to adopt approaches that differ from those of advanced industrialized democracies. At home, rapid economic growth and social changes put pressure on their institutions to change. This volume traces the historical trajectories of two major emerging states, China and India, and two city states, Hong Kong and Singapore.     Description: This open access book presents a systematic investigation into internationally comparable data gathered in ICILS 2013. It identifies differences in female and male students’ use of, perceptions about, and proficiency in using computer technologies. Teachers’ use of computers, and their perceptions regarding the benefits of computer use in education, are also analyzed by gender. When computer technology was first introduced in schools, there was a prevailing belief that information and communication technologies were ‘boys’ toys’; boys were assumed to have more positive attitudes toward using computer technologies. As computer technologies have become more established throughout societies, gender gaps in students’ computer and information literacy appear to be closing, although studies into gender differences remain sparse. The IEA’s International Computer and Information Literacy Study (ICILS) is designed to discover how well students are prepared for study, work, and life in the digital age. Despite popular beliefs, a critical finding of ICILS 2013 was that internationally girls tended to score more highly than boys, so why are girls still not entering technology-based careers to the same extent as boys? Readers will learn how male and female students differ in their computer literacy (both general and specialized) and use of computer technology, and how the perceptions held about those technologies vary by gender.

    Description: Even the best books on international history are ignorant of the secret war against the Russian Empire and the Soviet Union waged jointly by the Caucasian peoples and Japan in the first half of the twentieth century. This book explores and exposes previously unknown passages in Eurasian international history. Although the secret war ultimately failed in liberating the Caucasian peoples, the lessons of this Eurasian collaboration were not lost on the United States, which after World War II confronted the Soviet Union just as Japan had earlier. Washington copied the strategy of its former enemy and developed it further. The Eurasian triangle of Russia, the Caucasus, and Japan is a forgotten history of cardinal importance that, stretching from the Russo-Japanese War to World War II, influenced Western Cold War strategies. This book is also the story of a friendship rare in international politics between two unlikely partners unspoiled by political vicissitudes.

    Description: The authors worked as doctors in Kalimantan between 1949 and 1959, where they were first introduced to Ngaju Dayak tales. The present anthology contains 20 tales given to them by the Rev. Munte Saha. Both the original text and the Dutch translation are provided. Ten of these are about Sangumang, the cunning one, who used to fool his uncle, the king. The other ten deal with Bapa Paloi, the stupid one, who is constantly being admonished by his wife. Sangumang and Bapa Paloi live in the upper-world, and mythological tales are told of their exploits. In addition to the 20 tales, a modern version of a Bapa Paloi tale is presented, written by the Rev. Munte Saha himself. The scene of this modern tale is not the upper-world but the present island of Kalimantan.
