    Description: Der vorliegende Band enthält die überarbeiteten Beiträge der Sitzung des Ausschusses »Wirtschaftswissenschaften und Ethik« im Verein für Socialpolitik, die vom 10. bis 12. Februar 1994 in Osnabrück stattgefunden hat. Die Aufsätze liefern einen anschaulichen Eindruck davon, wie sehr in den letzten zehn Jahren ethische Fragen als Probleme wirtschaftlicher Praxis und ökonomischer Theoriebildung an Bedeutung und an Interesse gewonnen haben. Darüber hinaus zeigt sich, daß der anfänglich schwierige Dialog zwischen »Ökonomen« und »Philosophen« bei der Behandlung ethischer, also moralphilosophischer Fragestellungen zunehmend offener und fruchtbarer wird. Die Arbeitstagung und damit auch der vorliegende Tagungsband sind durch drei deutlich erkennbare thematische Schwerpunkte geprägt, die in gewisser Weise einen repräsentativen Querschnitt aus der Vielfalt der gegenwärtigen wirtschafts- und unternehmensethischen Diskussionen bieten. Den ersten Schwerpunkt bilden unternehmensethische Fragestellungen im weiteren Sinne. Josef Wieland erörtert ausgehend von US-amerikanischen Erfahrungen Formen der Institutionalisierung von Moral in der Unternehmung, die er sodann zum Anlaß für grundsätzliche theoretische Reflexionen über die unternehmensethische Problematik nimmt. Im Aufsatz von Margit Osterloh (Mitautoren Regine Tiemann und Simon Grand) steht der mögliche Beitrag der ökonomischen Theorie zum organisationalen Lernen im Zentrum der Betrachtung. Den zweiten Schwerpunkt bilden philosophisch begründete Beiträge zur Wirtschaftsethik. Ulrich Gähde entwickelt am Beispiel des klassischen Utilitarismus sehr grundsätzliche und für die weitere Forschung anregende Überlegungen über die Anwendung wissenschaftstheoretischer Methoden auf ethische Theorien. In seinem Beitrag untersucht Wilfried Hinsch den Begriff der »wohlgeordneten Gesellschaft« bei John Rawls und stellt in diesem Zusammenhang die unterschiedlichen Konsensbegriffe bei Kant und bei Hobbes einander gegenüber.     Description: Der neueste Band der Wirtschaftsethischen Perspektiven enthält die überarbeiteten Beiträge zweier Sitzungen des Ausschusses "Wirtschaftswissenschaften und Ethik" im Verein für Socialpolitik. Dieser Ausschuss setzt sich aus Wirtschaftswissenschaftlern sowie Philosophen und Theologen zusammen. Ingo Pies stellt im ersten Aufsatz das Forschungsprogramm einer ökonomischen Theorie der Moral zur Diskussion. Peter Weise zeigt, wie durch die Interaktionen der Menschen Normen und Verhaltensregelmäßigkeiten evolutorisch und selbstorganisatorisch entstehen können. Joachim Wiemeyers Beitrag zur Ordnung des Arbeitsmarktes versucht, die Diskrepanz zwischen dem dominierenden ökonomischen Ansatz und den vorherrschenden gesellschaftlichen Gerechtigkeitsvorstellungen zu erklären. Volker Arnold zeigt in einem Modell internationalen Steuerwettbewerbs, warum es aus Effizienzgründen sinnvoll ist, Arbeits- und Kapitaleinkommen unterschiedlich zu besteuern. Udo Ebert diskutiert unter dem Leitbild einer lorenz-gerechten Besteuerung grundlegende Prinzipien der Haushaltsbesteuerung. Hans-Peter Weikard geht der Frage nach, ob in einer umlagefinanzierten Rentenversicherung Kindererziehung einen Einfluss auf den Beitrag oder auf den Rentenanspruch haben sollte. Wolfgang Schmitz beschäftigt sich mit dem österreichischen Familienlastenausgleichgesetz aus dem Blickwinkel der Institutionen- und Systemeethik. Ulrich Gähde zeigt, dass die wissenschaftstheoretischen Einsichten, die in die Struktur und Funktionsweise erfahrungswissenschaftlicher Gedankenexperimente gewonnen wurden, auch für die ethische Diskussion von grundlegender Bedeutung sind. Wulf Gaertner stellt im letzten Beitrag die Frage, welche Gerechtigkeitsvorstellungen Studenten der Wirtschaftswissenschaften aufweisen. Die Autoren des vorliegenden Bandes lassen ein weites Spektrum an Fragestellungen erkennen, die von methodischen Grundfragen im Verhältnis von Ethik und Ökonomik über Probleme der Steuer- und Verteilungsgerechtigkeit bis hin zu aktuellen wirtschafts- und gesellschaftspolitischen Themen reichen.

Hans-Peter Weikard unterzieht sodann die faktisch vorgenommene »Privatisierung volkseigenen Bodens in den neuen Bundesländern« einer grundsätzlichen rechts- und sozialphilosophischen Betrachtung. Der Zusammenhang von Verteilungs- und Allokationsfragen wird auch in dem anschließenden Beitrag von Volker Arnold über »Einkommensumverteilung - ein Weg zur Stabilisierung marktwirtschaftlicher Systeme?« thematisiert. Grundsätzliche Überlegungen zur »Verteilungsgerechtigkeit aus volkswirtschaftlicher Sicht« entwickelt sodann Johannes Hackmann, indem er einerseits auf die Bedeutung distributiver Fragen auch im Hinblick auf allokative Wirkungen hinweist und zum anderen die vorherrschende utilitaristische Sicht in bezug auf die Verteilungsprobleme als unzureichend charakterisiert. Die Reihe der unternehmensethischen Beiträge beginnt mit Peter Ulrichs »Versuch der Klärung eines unerledigten wirtschaftsethischen Grundproblems« - nämlich der Beziehung zwischen »Unternehmensethik und 'Gewinnprinzip'«. In seinen »Betrachtungen zum Verhältnis zwischen Betriebswirtschaftslehre und Unternehmensethik« untersucht Jean-Paul Thommen dieses Beziehungsfeld zunächst in dogmenhistorischer Perspektive. Margit Osterloh unternimmt sodann zunächst einen Vergleich der unternehmensethischen Konzeptionen von Steinmann/Löhr, Ulrich und Homann. Der abschließende Beitrag von Michael Schramm widmet sich der Frage, ob Gary S. Beckers ökonomischer Ansatz ein Taschenspielertrick sei. Bruno Staffelbach erläutert drei Bereiche und zwei Funktionen der empirischen Forschung in der Unternehmensethik. Wulf Gaertner untersucht das Verhältnis von Rationalitätspostulaten und internalisierten Normen, Birger Priddat schlägt vor, die rationale Handlungstheorie durch eine Theorie der Person und deren Geschichte zu ergänzen. Wolfgang Buchholz und Christian Haslbeck analysieren Präferenzveränderungen in bezug auf ein öffentliches Umweltgut, Iris Bohnet untersucht den konsumptiven Nutzen aus dem Akt des Spendens und zeigt, daß hierbei die Bekanntheit der Nutznießer von Bedeutung ist. Hans-Peter Weikard diskutiert, ausgehend von Hobbes und Locke, drei Varianten des Gesellschaftsvertrags, die auf den Theorien von Rawls, Brennan und Buchanan sowie Nozick und Gauthier beruhen. Wilfried Hinsch beschäftigt sich mit gerechten Güterverteilungen und deren öffentlichen Rechtfertigung. Michael Schramm untersucht unterschiedliche sozialpolitische Maßnahmen, die den "unteren Bereich" des Arbeitsmarktes fördern sollen. Peter Koslowski diskutiert ein Verbot von Insider-Handel aus wirtschaftsethischer Sicht, und Werner Lachmann schließlich plädiert für objektivierbare Kriterien zur Festlegung der Abgeordnetendiäten.     Description: Robert Davidsohn (1853–1937) ist bis heute aufgrund seiner monumentalen Geschichte des mittelalterlichen Florenz in Fachkreisen ein Begriff. Kaum etwas weiß man von seinem ungewöhnlichen Werdegang. Aus einer assimilierten jüdischen Danziger Kaufmannsfamilie stammend, war er als junger Mann als Journalist und Zeitungsunternehmer in Berlin erfolgreich. Nach einem späten Geschichtsstudium wählte er die Lebensform eines Privatgelehrten in Florenz, wo er Aufnahme in die Kreise der gebildeten wohlhabenden städtischen Eliten fand und internationale Anerkennung als Historiker gewann.     Description: Der vorliegende Band enthält die überarbeiteten und ausschussintern - anonym - begutachteten Beiträge eines großen Teiles der Vorträge, die während zweier Sitzungen des Ausschusses "Wirtschaftswissenschaften und Ethik" im Verein für Socialpolitik gehalten worden sind. Die Sitzungen fanden in den Jahren 2002 und 2003 in Erfurt und Oldenburg statt. In diesem Ausschuss diskutierten Volks- und Betriebswirte, Philosophen und Theologen beider Konfessionen sowohl theoretische wie auch praxisbezogene Themen mit wirtschafts- und unternehmensethischen Bezügen. Die Beiträge des nunmehr vorliegenden siebten Bandes der "Wirtschaftsethischen Perspektiven" enthalten mit Themen zur Gentechnik und zur medizinischen Ethik einen Schwerpunkt (Steinvorth, Neumärker, Staffelbach und Pohl-Eckerstorfer, Aumann und Gaertner). Darüber hinaus wurde aber auch erneut ein weites Spektrum an Fragestellungen behandelt: Methodische Grundsatzfragen der Wirtschafts- und der Unternehmensethik (Sautter, Homann, Pies, Suchanek), Probleme der Messung von Ungleichheiten (Ebert), Verteilungsfragen (Sturn) sowie empirische Fragen der Unternehmensethik (Tebroke). Insgesamt gesehen zeugt der Band einerseits von dem Bemühen des Ausschusses, die Wirtschaftsethik in die moderne Ökonomik zurückzuholen, und andererseits Fragen anderer Disziplinen mit ökonomischem Bezug mit den Methoden der Ökonomik zu behandeln.

In diesem Ausschuss, dem Wirtschaftswissenschaftler, Philosophen und Theologen der beiden großen christlichen Kirchen angehören, werden seit vielen Jahren sowohl theoretische wie auch praktische Problemstellungen der Wirtschafts- und Unternehmensethik aus den verschiedenen Blickwinkeln heraus interdisziplinär diskutiert. Die Beiträge des neuesten Bandes der "Wirtschaftsethischen Perspektiven" enthalten mit Themen zu "Korruption, Bestechung und Strafe" einen ersten Schwerpunkt. Probleme der Steuer- und Verteilungsgerechtigkeit werden sodann aus der Sicht der Finanzwissenschaft und der katholischen Soziallehre diskutiert. Einen weiteren Schwerpunkt bilden Abhandlungen über wichtige Fragen der Umweltethik. Wie weit darüber hinaus das Spektrum der im Ausschuss diskutierten Problemfelder ist, zeigen die Beiträge zu den Wurzeln des Besitzindividualismus, die bereits in der Spätscholastik zu finden sind, zur Frage nach einer Verbesserung der Marktchancen der Katholischen Kirche durch ein identitätsorientiertes Kirchenmarketing und zum Spannungsfeld zwischen Individual- und Institutionenethik, das unter dem zentralen Gesichtspunkt der Abwanderungskosten analysiert wird.     Description: In diesem Buch werden aktuelle Themen der Wirtschaftsethik in Zeiten der Finanz- und Wirtschaftskrise behandelt. In den ersten vier Beiträgen werden grundlegende Fragen zur theoretischen Positionierung der Wirtschaftsethik im Spannungsfeld zwischen Ethik als Teildisziplin der Philosophie und Wirtschaftswissenschaft als Sozialwissenschaft gestellt und teilweise unterschiedlich beantwortet. Drei weitere Aufsätze widmen sich speziell dem Problem der Finanzkrise, die am Anfang der »Großen Rezession« stand; auch weiterhin sind die Finanzmärkte und ihre Regulierung eine »Baustelle« für Wirtschaftspolitik und Wirtschaftswissenschaften. Im Bereich der Finanzmärkte ist die Diskrepanz zwischen manchen Annahmen und Aussagen der Wirtschaftstheorie wie etwa der Theorie effizienter Märkte einerseits und den tatsächlichen Vorgängen in dieser Branche besonders augenfällig. Die letzten drei Beiträge behandeln Probleme der Ethik auf der Ebene des Betriebs und jener der Volkswirtschaft.

Insbesondere die Finanzkrise und das Problem des Klimawandels führen in jüngster Zeit nachdrücklich vor Augen, dass mittlerweile auch wirtschaftsethische Fragestellungen eine globale Dimension erreicht haben. Der vorliegende Band beleuchtet einige Hauptthemen der global orientierten Wirtschaftsethik und liefert dabei gleichzeitig einen Überblick über die aktuelle Ausrichtung der wirtschaftsethischen Forschung im deutschen Sprachraum. Dabei geht es unter anderem um Aspekte der Corporate Governance, um Anreizsysteme, faire Managerentlohnung in global agierenden Unternehmen und um berufsständische Ordnungen als historischen Gegenentwurf. Zum Gegenstand werden zudem die Arzneimittelversorgung für arme Länder als Maßnahme des sozialen Ausgleichs auf Weltebene, die Gerechtigkeit zwischen den Generationen als Ziel der globalen Klimapolitik sowie die Legitimierung wirtschaftsethischer Normen durch gesellschaftlichen Diskurs gemacht.

Die Ergebnisse früherer Ausschusssitzungen stehen in den Wirtschaftsethischen Perspektiven I-VII zur Verfügung. Das Spektrum der Beiträge des hier vorliegenden VIII. Bandes ist weit gespannt: Die Autorinnen und Autoren beschäftigen sich sowohl mit mehr theoretischen (Schramm, Haase, Nutzinger, Jähnichen) als auch mehr praxisbezogenen (Emunds, Grosse) Themen der Wirtschafts- und Unternehmensethik. Darüber hinaus werden Fragen der internationalen Kooperation und Globalisierung behandelt (Pies / Voigt, Lachmann, Hielscher / Pies). Was aber sind gute politische Institutionen, und warum haben sie sich in verschiedenen Ländern unterschiedlich entwickelt? Diese Fragen leiten die Beiträge des vorliegenden Bandes. Im Zentrum des ersten Teils steht der Zusammenhang zwischen Institutionen und Wirtschaftswachstum. Es wird untersucht, warum gerade Europa es geschafft hat, sich frühzeitig weit über das Subsistenzniveau zu erheben, und gefragt, warum die fehlende Internalisierung externer Effekte dazu führen kann, dass Sozialproduktskonzepte bei der Wohlfahrtsmessung Ungenauigkeiten aufweisen. Der zweite Teil ist einigen qualitativen Aspekten des Wirtschaftswachstums gewidmet. Geprüft wird, was wir über die Qualität der Institutionen wissen. Aufgrund der Entwicklungen neuer Methoden in der Reproduktionsmedizin und der durch sie ermöglichten stetig zunehmenden Zugriffsmöglichkeiten in das vorgeburtliche Leben ist die Suche nach einer Antwort auf die Frage nach dem Lebensbeginn wichtiger geworden, um markieren zu können, ab wann der Embryo in vitro rechtlichen Schutz genießt und, damit verbunden, um die Zulässigkeit von Eingriffen an menschlichen Embryonen bestimmen zu können. Diese Untersuchung kommt zu dem Ergebnis, dass es notwendig ist, ein umfassendes und präzises Fortpflanzungsmedizingesetz zu normieren, weil das ESchG viele Lücken und Unklarheiten aufweist und durch neue medizinische Fortschritte an einigen Stellen überholt wird.»Protecting the Life of the Embryo In Vitro« This book explores the question of when exactly human life begins and benefits from protection of life. To address the issue of protection of human life, the hotly debated question of the legal status of the embryo is examined.     Description: "Globalisierung" ist ein Schlagwort, mit dem sowohl Ängste als auch Hoffnungen verbunden sind. Befürworter erwarten Wohlfahrtsgewinne durch verbesserte internationale Arbeitsteilung. Kritiker befürchten negative Umverteilungseffekte zu Lasten vor allem von Entwicklungs- und Schwellenländern. Ausgelöst wurde die Globalisierung durch technischen Fortschritt und durch institutionellen Wandel. Sie hat zugleich aber auch zu institutionellem Wandel geführt. Vor allem dieser letzte Aspekt ist Gegenstand des vorliegenden Bandes, dessen erster Teil den Zusammenhang zwischen Globalisierung und Wandel von politischen Institutionen beispielhaft beleuchtet. Behandelt werden mögliche Gründe für eine selektive Migrationspolitik, die Auswirkungen von Schuldenerlassprogrammen auf die politischen Entscheidungsprozesse in Entwicklungsländern sowie der Zusammenhang zwischen Wechselkursregime und Wirtschaftswachstum. Im zweiten Teil des Bandes analysieren die Autoren den Zusammenhang zwischen Globalisierung und Wandel von Institutionen im Markt. Es wird gefragt, welche Bedeutung die Internationalisierung der Wirtschaft für das Herausbilden hybrider Unternehmensformen und deren Standortpolitik hat und welche Gründe zum Wandel von Unternehmensformen im Transformationsprozess der Volksrepublik China geführt haben.

    Description: Die unterschiedlichen Transformationserfolge in den mittel- und osteuropäischen Ländern sowie in der Volksrepublik China, aber auch die längerfristigen wirtschaftlichen Entwicklungsprobleme in den meisten schwarzafrikanischen und islamischen Ländern lassen sich nur unvollkommen erklären, wenn man nicht die spezifischen kulturellen Einflüsse, d. h. die durch soziales Lernen und Konformitätsdruck erfolgende Übertragung verhaltensbeeinflussender Informationen zwischen den Individuen, explizit berücksichtigt. Nach zwei stärker theoretisch orientierten Beiträgen zur kulturellen Evolution von Helmut Leipold und Horst Feldmann, die unter anderem die relevanten Arbeiten von Adam Smith, Max Weber und Friedrich August von Hayek würdigen, werden im zweiten Teil des Bandes die Einflüsse unterschiedlicher Kulturen auf die Ausgestaltung wirtschaftlicher Institutionen sowie den Erfolg wirtschaftspolitischer Reformen anhand ausgewählter Fallbeispiele etwas eingehender analysiert. Während Stephan Panther der Frage nachgeht, in welchem Maße kulturelle Unterschiede zu den unterschiedlichen Transformationserfolgen in den Ländern Mittel- und Osteuropas beitragen, untersucht Volker Nienhaus den Einfluss der Religion und der Tradition auf das Wirtschaftsleben in den islamischen Ländern der verschiedenen Teilräume des Nahen Ostens. Die Vielfalt der regionalen Kulturen und wirtschaftlichen Entwicklungspfade als spezifisches Merkmal der Transformation in der Volksrepublik China steht im Mittelpunkt der Untersuchung von Carsten Herrmann-Pillath. Abschließend untersucht Werner Pascha kulturelle Prägungen der japanischen Nachkriegsordnung.

    Description: In Sri Lanka the incidence of poverty varies among regions and livelihoods; aquatic resources users represent a poor category in many regions and therefore a vulnerable group. In December 2004 the country was hit by a Tsunami originating off the coast of Aceh in Indonesia, which affected the livelihoods of a large section of coastal aquatic resource users.     Description: Sustainable Aquaculture for Poverty Alleviation (SAPA) is a strategy under the overall national program for hunger eradication and poverty reduction. This reflects high attention by the Ministry of Fisheries (MOFI) to the poor. Since the strategy was initiated, several actions have been taken. Recently, conferences and meetings were conducted in Hanoi, Thai Nguyen and Quang Tri. Consequently we also have workshops on a regional basis, and today we are pleased to conduct a workshop in Long An on livelihoods analysis. Now at the Ministry, there are more than 340 projects in aquaculture to attack poverty. The launch of SAPA has been given a high priority among support agencies. Recently Mr Gill of the World Bank and the Ministry agreed that they would act to strengthen aquaculture for poverty reduction. So today with the support of the Long An People’s Committee, NACA and STREAM we have a workshop to strengthen learning about livelihoods analysis. (PDF has 61 pages.)

    Description: This is the report of a livelihoods study team working together with members of two communes in Quang Tri Province, Vietnam. The study is based on information provided by the commune members, who shared their knowledge and spoke about real problems they face with their livelihoods.The study was conducted from 10-30 October 2001. The team worked with key informants in two communes, Dan Tien in Vo Nhia District and Phuong Tien in Dinh Hoa District, who participated in discussions and represented households in the commune.     Description: The Millennium Development Goals call for a reduction in the proportion of people living on less than $1 a day to half the 1990 level by 2015. This means reducing from28.3 percent of all people in low and middle income economies to 14.2 percent. The Goals also call for halving the proportion of people who suffer from hunger between1990 and 2015. If projected growth remains on track, global poverty rates will fall to 13 percent – lessthan half the 1990 level – and 360 million more people will avert extreme poverty. So while poverty would not be eradicated, that would bring us much closer to the day whenwe can say that all the world's people have at least the bare minimum to eat and clothe themselves.     Description: One third of the people on earth who are described as living in absolute poverty are found today in India. “These people,” says Mr B K Satpathy, “are caught in a poverty trap’.” “Poverty trap?” we ask. “These are creative weavers; their cloth has a distinctive style, but those who supply their thread also take away and sell the cloth, paying just a small labor cost for each saree. If they are skilled and work hard this amounts to only 25-30 rupees (60-70 US cents) per day.” Under this arrangement, weaving does not provide enough to live on, and people are seeking ways to escape their entrapment in poverty.     Description: Stories are helping us learn more about the livelihoods of the fishers and farmers with whom we work in eastern India. We are engaged with these communities in processes and activities aimed at improving their lives and promoting changes in government policy and service delivery in aquaculture and fisheries. Stories are told in several languages by women and men who fish and farm, about their lives, their livelihoods and significant changes they have experienced. We also record stories as narrated to us by colleague-informants. The written and spoken word, photographs, drawings and films – all are used to document the stories of people’s lives, sometimes prompted by questions as simple as “What do people talk about in the village?” Through the power of language, stories can be an entry point into livelihoods programming, monitoring and evaluation, conflict transformation and ultimately a way of giving life to a rights-based approach to development.     Description: Established in early 2002, STREAM Vietnam has so far attained a number of good experiences and lessons in using participatory approaches for its work. The Country Office has been able to link to a wide range of stakeholders, and is working hard to build close relationships amongst them, so that institutional entities can better supportthe livelihoods of poor aquatic resources users, and support disadvantaged groups of people to improve their living standards by themselves. Reservoir fisheries and co-management are at early stage in Vietnam, but in certain places and industries co-management has brought about successful results by involving proactive participation of communities. Situated on the same continent and having many similarities, the interaction in agriculture and fisheries sector between Vietnam and Sri Lanka has brought the two countries closer. Being members of the STREAM family, there are great opportunities for exchange of experiences and lessons towards sustainable management of reservoir resources. (PDF has 11 pages.)

    Description: Recommendations for changes to service provision and fisheries policy in support of poverty alleviation emerged recently in India from a process know as facilitated advocacy (see Case Study SI 2) that helped to negotiate and support a role for poor people and their serviceproviders, to contribute to changes in services and policies. Two of the key recommendations to emerge from farmers and fishers, which were prioritized by FisheriesDepartments, were to change the way that information is made available and to simplify procedures for accessing government schemes and bank loans. This case which identifies the origin of these recommendations to change the way that information is made available, shows how different models of the concept have emerged, and follows the development of the One-stop Aqua Shops (OAS) in the eastern Indian states of Jharkhand, Orissa and West Bengal, that represent a new and vital tier in communications in aquaculture.     Description: This is the report of a livelihoods study conducted in Koh Reusey Village, Prorlay Meas Commune, Kampong Leng District, Kampong Chhnang Province. The main objective of the study was to understand the villagers’ lives, their standards of living, the hardships they experience, external impacts on their lives, and current and future needs. The livelihoods team spent five days in the village from 27 June to 1 July 2002 and worked with 60 villagers. These included men, women, younger and older villagers.     Description: The STREAM Initiative is a process rather than a project, and its focus is on learning and building on learning, not the achievement of pre-determined objectives. An overarching goal of STREAM is to facilitate changes that support poor people who manage aquatic resources. A key objective of STREAM is policy change, which in itself is complex and difficult to monitor. Two further layers of complexity relate to the regional scope of the Initiative and the collaborative involvement of stakeholders, all of which need to be accountable for their work.The objectives of this workshop are consistent with the aims of the STREAM Initiative and can be summerized as follows:1- Familiarizing everyone in the regional STREAM Initiative with work being done in process monitoring and significant change.2- Discussion and development of a practical information system that enables (i) the monitoring of development processes and significant changes occurring within the STREAM Initiative, and (ii) learning to inform STREAM implementation and other stakeholders. The purpose of the workshop was to develop and document mechanisms for training in livelihoods approaches and analysis, and to build national capacity to conduct livelihoods analysis. The workshop in Ranchi was a joint India-Nepal event, with colleagues coming toparticipate from Kathmandu and other areas of Nepal. The workshop in Ranchi was the second in a series, the first of which was held in Iloilo City, Philippines, in November 2003.
