    Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities. This book provides a better understanding of the victims of sexual violence and encourages readers to listen to the voice of trauma, as well as making a significant contribution to the existing research on the ongoing history of sexual violence against women in Japan, the rest of Asia and beyond. It will be of interest to scholars, researchers, activists and all who are interested in the issue of women’s human rights. It provides supplementary reading and research material for history and politics courses relating to Japan and East Asia, memory, identity, trauma, gender, war and feminist activism.     Description: "The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions, cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood."

    Description: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

    Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: The Constitution of 1 May 1934 saw an attempt made in Austria to create an alternative to parliamentary democracy in the form of an order based on the professional “Stand” (corporation). The failure of this attempt was due to the nature of the “Stand” itself which, as something organically grown, is not accessible to institutionalisation. In reality, the corporation was just a means of enabling conservative thinking, in a much wider sense, to influence politics, a hangover of traditional forms of rule.

    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

It also serves the purpose of a concrete communication platform that facilitates scenario analysis, what-if alternatives and forward looking. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration. The conceptual framework section closes with a discussion of advantages and disadvantages of using simulation modeling for policy at various stages of implementation. Finally, we present a panorama of actual applications of simulation modeling in policy, with an emphasis on economic analysis.

    Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

    Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

    Description: This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. Anti-Gender Politics in the Populist Moment offers a novel conceptualization of the relationship between the ultraconservative anti-gender movement and right-wing populist parties, examining the opportunistic synergy between these actors. The authors map the anti-gender campaigns as a global movement, putting the Polish case in a comparative perspective. They show that the anti-gender rhetoric is best understood as a reactionary critique of neoliberalism as a socio-cultural formation. The book also studies the recent wave of feminist mass mobilizations, viewing the transnational revolt of women as a left populist movement.     This is an important study for those doing research in politics, cultural studies, gender and sexuality studies and sociology. It will also be useful for activists and policy makers.

    Description: There is a clear need to better understand the relationship between two concepts at the heart of peacebuilding: the Rule of Law (RoL), and Security Sector Reform (SSR). If it is acknowledged in principle that they are interdependent, in practice enduring conceptual ambiguities and contradictions undermine latent synergies. As a consequence, international donor agencies are under increasing pressure to demonstrate the benefits of their RoL and SSR assistance. This SSR Paper moves the RoL-SSR debate forward through examining these activities jointly within a peacebuilding context. It proposes a heuristic framework that helps to rationalize this relationship on a conceptual level, demonstrating that RoL and SSR are interdependent and mutually reinforcing. The resulting framework provides a basis for the development of coherent policies that can support the development of coordinated, complementary programmes on the ground.

    Description: Although subject to little discussion, the UN has increasingly paid private military and security companies (PMSCs) for a range of services in the areas of humanitarian affairs, peacebuilding and development. However, this practice has rarely translated into coherent policies or guidelines that could guide the UN in setting standards or ensuring responsible contracting procedures. This paper explores UN demand for PMSCs and identifies the need for a more proactive, sensitive and deliberate political approach in order to avoid potential pitfalls associated with involving PMSCs in the delivery of UN tasks.

It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

    Description: In 1923 Count Richard Coudenhove-Kalergi, offspring of an aristocratic family in the Austro-Hungarian Monarchy, published the book Paneuropa which was soon translated into almost all important languages of the world. A movement was launched under the same name and soon became the synonym for all efforts concerning the creation of a united Europe in the interwar period and even beyond. The Count was convinced of the necessity to create Paneurope the main reasons being the danger of a second world war, Bolshevist Russia and the economic power of the United States of America. Since 1925 Paneurope Unions were founded in nearly every European capital; the headquarter were Vienna (Hofburg). But the movement failed in mobilizing the masses. Coudenhove who was the embodiment of Paneurope was only in contact with statesmen, industrial leaders and intellectuals. His great merit was the confrontation of European governments with the idea of a united Europe, the rising of European question. Despite of all his efforts European politicians were not able to realize the importance of "United States of Europe" in those days. Nationalism was too strong and there seemed to be no willingness to give up parts of the own sovereignity and to develop a better understanding for democracy. The study presents a comprehensive view of the Paneuropean Movement during the interwar period including records of the Moskow Archive (captured material). It opens with a biographical sketch followed by the political program and how it was adapted to the political situation of those days; other main items are fund raising, financial organisation and propaganda. Also, there is an analysis of Paneurope in interaction with contemporary Austrian and European policies. Another chapter is dedicated to the ideas to unite Europe economically (since 1933) or on a cultural basis (saving the Abendland). The longitudinal views are completed by sectional views which focussed on the way how Coudenhove and his Paneurope Movement dealt with ideologies and mental streams of these days; They fought Bolshevism and since 1933 against National Socialism; they sympathized with Italian Fascism; Paneurope was anti-democratic and aristocratic. Some of the aims were revolutionary but many people regarded them as utopian. In comparison with the European Union there are certain parallels between European Union and Paneurope. Today we can see Paneurope - with restrictions - as an avant-garde of the European Union.
    Description: Im Jahr 1923 veröffentlichte der altösterreichische Graf Richard Coudenhove-Kalergi das Buch "Paneuropa", es wurde in fast alle Weltsprachen übersetzt und die gleichnamige Bewegung sollte alsbald das Synonym für sämtliche Europa-Vereinigungsbestrebungen in der Zwischenkriegszeit und darüber hinaus werden. Coudenhove sah in Paneuropa einen Weg, um einem weiteren Weltkrieg, der ideologischen Bedrohung durch die bolschewistische Sowjetunion und der großen amerikanischen Wirtschaftskonkurrenz entgegen zu treten. Ab 1925 entstanden in fast allen europäischen Hauptstädten sog. Paneuropa-Unionen, das Zentralbüro befand sich in der Wiener Hofburg. Paneuropa wurde nie eine Massenbewegung, Coudenhove, mit dem die Bewegung stieg und fiel, blieb auf der elitären Ebene der Politiker, Wirtschaftsfachmänner und Intellektuellen. Es war sein Verdienst, die europäischen Regierungen erstmals mit der Europafrage konfrontiert zu haben, wenngleich die damaligen Politiker nicht in der Lage waren, die Vereinigung des europäischen Kontinents zu bewerkstelligen. Zu stark waren die Staaten an ihre eigene Nation gefesselt sowie am Unvermögen, Souveränität in Teilbereichen aufzugeben und mit der Demokratie umzugehen. In dieser Arbeit wird unter erstmaliger Berücksichtigung des Moskauer Archivbestandes (Beuteakten aus dem Zweiten Weltkrieg) eine gesamtheitliche Darstellung der Paneuropa-Bewegung in der Zwischenkriegszeit geboten. Zunächst wird der Gründer der Paneuropa-Bewegung biografisch dargestellt; unmittelbar vor dem chronologischen Abriss der Paneuropa-Bewegung erfolgt die Analyse des Paneuropa-Programms und dessen Anpassung an die damaligen politischen Verhältnisse; die Erörterung organisatorischer Fragen wie bspw. die Finanzierung und propagandistischer Themen ergänzen diesen Schwerpunkt. Im Anschluss wird Paneuropa, in die europäische aber auch österreichische Politik der damaligen Zeit eingebunden, dargestellt; Schließlich erfolgt die Darstellung des Versuches ab 1933, Paneuropa wirtschaftlich bzw. gegen Ende der Bewegung kulturell zu vereinigen (Rettung des Abendlandes). Der Längsschnittdarstellung folgt die Querschnittdarstellung, nämlich über den Umgang Paneuropas bzw. Coudenhoves mit den Ideologien und geistigen Strömungen der damaligen Zeit. Im Vergleich zwischen Paneuropa und Europäischer Union findet man einige Parallelen, sodass man - - mit Einschränkungen - durchaus Paneuropa als Avantgarde für die Europäische Union bezeichnen kann.

    Description: The intention of this paper is to give a correct inside in the review of the discussed periods. It tries to achieve this by using the means of Art History and Political History to get an exact inside. The allegorical representation of the Austria in this case is the means to get it. It stands for the specific aspects of the time, so for instance the dynastic Austria with the crown of Emperor Rudolph II. meaning the predominance of the ruling Habsburgs, the civic Austria with the mural crown showing the ideas of the middle class, especially in the German speaking parts of the country, with the acceptance of the predominance of the state over the ruler, according to Hegel, or also the victorious Austria with the laurel wreath as a symbol of the conquest of the revolution of 1848. The Habsburg monarchy including many different nations was the proper breeding ground of dissatisfaction and diversified nationalistic ideas. So the representation of the Austria is an important means of showing these ideas. The periods the paper is working on are roughly speaking starting with the time of the beginning of the position of the monarchy as one of the ruling powers of Europe until her dissolution and the end of World War I. Different aspects of art history are also dealt with. So for example the 13 portraits of Habsburg rulers in the Museum Nordico at Linz, which are positioned in the time of Rudolph II. and mark the beginning of the representation of the allegory of the Austria, or the designs for monuments by Otto Wagner which are dealt with in the many books on this architect only as a side issue, whereas they are a very important part of wagners work and show his national feelings, towards his fatherland. It is furthermore interesting to look at the nationalistic problems shown in this paper and compare them with contemporary Europe and the overcoming of them. These ideas are not new, the date back to the 19th and especially the beginning of the 20th century when the Monarchy tried to overcome the problems with the slogan of Großösterreich (Greater Austria). During World War one followed the idea of Mitteleuropa (Central Europe) including Turkey and the institution of a Polish State to hold off revolutionary Russia
    Description: Diese Arbeit ist der Versuch, durch die Verbindung von kunsthistorischen und politikgeschichtlichen Erkenntnissen ein genaueres korrekteres Bild der behandelten Epochen zu erhalten. Die Allegorie der Austria ist dabei das Instrument zur genauen Evaluierung der jeweiligen nationalen und staatspolitischen Vorstellungen. Die Allegorie der Austria verkörpert dabei sehr genau die jeweiligen politischen Konstellationen. Die dynamische Austria mit der rudolphinischen Hauskrone bedeutet die Prädominanz des Herrscherhauses, die bürgerliche Austria mit der Mauerkrone die Vorstellungen dieser Bevölkerungsschicht, vor allem im deutschsprachigen Teil von Österreich, die Stellung des Staates über dem Herrscher der Sinne Hegels, sowie auch die siegreiche Austria mit dem Lorbeerkranz als Zeichen der Überwindung der Revolution von 1848. Gerade im Vielvölkerstaat der Habsburger, wo die divergierenden gesamtstaatlichen und nationalen Sichtweisen zu Konflikten führen mußten, ist so die Allegorie der Austria ein wichtiger Hinweis auf die jeweilige Stellung der Öffentlichkeit zu der angedeuteten Problematik. Der in der Arbeit vorgegebene Zeitraum umfaßt die Periode vom Beginn des Aufstiegs Österreichs zur Großmacht bis zum Ende der Monarchie nach dem ersten Weltkrieg. Dabei werden verschiedene künstlerische Aspekte in einer neueren und genaueren Betrachtungsweise angesprochen, wie zum Beispiel der Zyklus von 13 Porträts aus dem Umfeld von Rudolph II. im Linzer Museum Nordico, die in der großen Ausstellung über diesen Herrscher "Prag um 1600" nicht repräsentiert waren und die am Beginn der Austria-Allegorie in der bildenden Kunst stehen, oder die Denkmalsentwürfe Otto Wagners, die im Großteil der Literatur über diesen Architekten nur als Gelegenheitsentwürfe bezeichnet werden, aber in Wahrheit ernstzunehmende Auseinandersetzungen Wagners mit der nationalen Kunst sind. Ein weiterer gedanklicher Ansatzpunkt ist der Vergleich des Ringens um einen modernen Gesamtstaat vor allem seit dem Anfang des 20. Jahrhunderts im Verhältnis zum heutigen Europa mit seinen überstaatlichen Strukturen. Dazu gehört die im Weltkrieg aufgekommene Idee von Mitteleuropa unter Einschluß der Türkei und der Wiedererrichtung des Königreiches Polen als Pufferstaat gegenüber dem revolutionären Russland. Hier ist schon lange vor der Gründung der europäischen Union der Versuch gemacht, den Kontinent friedlich zu einen.

    Description: This monograph traces the emergence and evolution of the LSE Government Department from 1895 to 2020, focusing on the personalities that guided the development of the Department, the social and political contexts the Department existed within, its research agenda and course structure, and the location of the Department in British politics. It also charts the evolution of the discipline of political science in Britain itself. The volume is divided chronologically into four chapters, each covering roughly similar time periods in the Department’s history and focuses on the events that shaped it: personalities, events, and location. Key themes are the development of political science in Britain, the impact of location on the LSE Government Department, the professionalisation of academia in Britain, and the microcosm the Department presents of British political life during each time period. The conflicts between progressive and conservative forces are a recurring theme which helps link the internal dynamics of the Department with the wider social and political contexts that occurred from the beginning of the School to its 125th anniversary. The volume uses detailed archival research, particularly in the early chapters, as well as over thirty interviews with a range of individuals with unique perspectives on the Department. These include current and former faculty and students (ranging from academics such as Christopher Hood, Anne Phillips and Tony Travers, to graduates who have subsequently become politicians—such as Anneliese Dodds, former UK Shadow Chancellor of the Exchequer, and Kennedy Stewart and Michael Fougere, both mayors in Canada), as well as others with strong links to the Department, such as Meghnad (Baron) Desai, and Professors Tim Besley and Nick Barr. This monograph offers a wealth of insights on the history of political science not only at the LSE, but in British academia more broadly. It speaks to a wide historical and social science audience concerned with Fabian and socialist history, the history of politics and education, and the development of British political science. Of course, it also offers appeal to more immediate audiences, such as prospective and current students, alumni, and others throughout the wider LSE community.     Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism.     Description: It is widely assumed, at least from a Western perspective, that the armed forces provide national defence against external threats. In reality, within many consolidated Western democracies the armed forces are assuming an increasingly wide range of internal roles and tasks. These can include domestic security roles and the provision of humanitarian assistance in situations of natural or humanitarian catastrophe, often under the command and control of different civilian agencies. This SSR Paper seeks to make sense of this complex reality. Different internal roles of armed forces are analysed, drawing on the cases of Austria, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Luxembourg, Netherlands, Norway, Spain, Sweden, the United Kingdom and the United States of America. Through carefully examining evolving internal roles and identifying patterns and lessons from these experiences, this SSR Paper provides an important contribution to understanding the evolving nature of contemporary armed forces.

    Description: The thesis deals with the question of why no international legally binding instrument for forest policy exists so far. The thesis shows that the problem definition presents a form of control for the decision making process and for the problem solution. Therefore, it is demonstrated how locations, reports and non-human objects are related to the development of international forest policy within United Nations. In the development of international forest policy, the policy problem was framed as "deforestation and degradation of tropical forests". In the second phase of policy formulation, the "deforestation and degradation of all forests" moves to the centre of interests. The thesis analyses furthermore the formation of meaning of the policy narratives that are intertwined with international forest policy. The identification of global environmental discourses that transfer a certain kind of meaning of policy and of problem solution, that operate with discursive practices and technologies of power, and that use rhetorical devices, allows to show which rules and practices influence how natural resource policy arises. In this way it can be shown how policy problems come into being and how they are understood. Furthermore, it allows identifying policy change in a non-decision-making process.

Folglich wird demonstriert wie Orte, Berichte und nicht-menschliche Objekte mit der Entstehung der internationalen Waldpolitik im Rahmen der Vereinten Nationen verbunden sind. Während in der Entstehungsphase der internationalen Waldpolitik das eigentliche Politikproblem als "Entwaldung und Degradierung des Tropenwaldes" verstanden wird, rückt in der zweiten Phase der Politikformulierung die "Entwaldung und Degradierung aller Wälder" in den Blickpunkt des internationalen Interesses. Weiters legt die Arbeit die bedeutungsbildenden Elemente der Policy-Narrative, die mit der internationalen Waldpolitik verwoben sind, offen. Die Identifikation von globalen Umweltdiskursen, die ein bestimmtes Politik- bzw. Problemlösungsverständnis transportieren, die mittels diskursiver Praktiken und Machttechnologien operieren und die rhetorische Mittel - wie z.B. die apokalyptische Vorstellung der Übernutzung - zum Einsatz bringen, erlaubt zu erkennen, welche Regeln und Praktiken sich auf die Art und Weise, wie die Politik der natürlichen Ressourcen entsteht, auswirken. Sie zeigt, wie Policy-Probleme entstehen und wie sie verstanden werden und erlaubt Policy-Wandel, der sich in einer Nicht-Entscheidung vollzieht, zu identifizieren.     Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

    Description: Security sector reform (SSR) and transitional justice processes often occur alongside each other in societies emerging from conflict or authoritarian rule, involve many of the same actors, are supported by some of the same partner countries and impact on each other. Yet the relationship between SSR and transitional justice, or â dealing with the pastâ (DwP) as it is also called, remains underexplored and is often marked by ignorance and resistance. While SSR and transitional justice processes can get into each otherâ s way, this paper argues that SSR and DwP are intrinsically linked and can complement each other. SSR can make for better transitional justice and vice versa. Transitional justice needs SSR to prevent a recurrence of abuses, an essential element of justice. SSR can learn from transitional justice not only that it is better to deal with rather than ignore an abusive past but also how to address an abusive legacy in the security sector. The validity of these assumptions is tested in two case studies: the police reform process in Bosnia and Herzegovina after 1995 and the SSR process in Nepal after 2006.

    Description: En el marco de intensos cambios políticos y económicos, el salto de siglo trajo a Latinoamérica nuevas orientaciones en la gestión y negociación de las políticas sociales, además de consensos y conflictos en torno a las mismas. Partiendo de este contexto, la presente obra colectiva del Grupo de Trabajo sobre Pobreza y Políticas Sociales de CLACSO, condensa sus preocupaciones sobre los retos que enfrenta América Latina para enfrentar los niveles de exclusión social que la caracterizan, a la vez que ensaya explicaciones sobre la incidencia de los ciclos económicos y políticos que afectan permanentemente su patrón de distribución de la riqueza, e instituyen una lógica de avance y retroceso que bloquea la instalación de adecuadas estrategias de bienestar, con capacidad para atender los principales riesgos sociales y reducir la desigualdad.     Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results.     Description: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology. The book offers details on how to characterize and compare different types and degrees of extractivisms and anti-extractivisms.     Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Description: This chapter adopts methodological cosmopolitanism to revisit the Maria Luz Incident (1872), a colourful diplomatic episode that involved two civil suits brought before a court created for the specific purpose of adjudicating whether the ship’s captain ill-treated and abused his Chinese ‘passengers’ while the ship was anchored for repairs in Yokohama Port. The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

    Description: Hace años que México atraviesa por una crisis de largo aliento, combinada con sucesivos estallidos de indignación y reclamos populares. Este texto propone ubicar y pensar la crisis de México a nivel específico del estado, considerándolo en su doble faz de instrumento de dominación y promesa no inocua de bienestar y evitando salidas sencillas. Este tipo de crisis no es nuevo en la región latinoamericana, por lo que recurrimos a otras experiencias (Argentina, Bolivia, Colombia, Ecuador y Venezuela) con ánimos de analizar qué podemos recuperar. El factor que nos permite la comparación con estos casos es la instancia de renovación constituyente: la convocatoria a renovar los acuerdos más básicos que nos ligan como pueblo. Pensamos la renovación constituyente no como simple recambio legal o técnico, sino como la convocatoria amplia a re-construir la nación a partir de acuerdos sociales básicos. ¿La figura del Congreso Constituyente es útil para estos fines? ¿cuál ha sido la experiencia al respecto en América Latina en el último movimiento constituyente? ¿Cómo se ven las perspectivas de México a la luz de esas experiencias? Estas son las preguntas que guían el texto.

Outros temas também analisados no livro são as propostas decoloniais e de pós-desenvolvimento amplamente debatidas na região e as contribuições latino-americanas de campos como a educação e a comunicação para pensar em alternativas ao atual modelo de desenvolvimento.
