    The Netherlands and the Oil Crisis (2023)

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The result is a surprising analysis of the oil crisis of 1973, and of the Dutch role in particular. This title is available in the OAPEN Library - http://www.oapen.org.

    Description: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations.     Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Vigília Lula Livre. Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

    Description: Through fifteen varied case studies that draw on a rich array of primary sources, this collection of essays makes the novel claim that early modern European women, like men, had a youth. European culture recognized that, between childhood and full adulthood, early modern women experienced distinctive physiological, social, and psychological transformations. Drawing on two mutually shaped layers of inquiry--cultural constructions of youth and lived experiences--the essays examine a rich array of primary sources, including literary and autobiographical works, conduct literature, asylum and judicial records, drawings, and material culture. The geographical and temporal ranges traverse England, Ireland, Italy, France, Spain, Mexico, Germany, and the Netherlands from the sixteenth to the eighteenth centuries. It brings fresh attention to representations of female youth, the training for adulthood, their own life writings, courtship and the emergent sexual lives of young unmarried women.

A cuarenta años de la primera descripción clínica de casos de lo que se conoció como el Síndrome de Inmunodeficiencia Adquirida, nos encontramos en un momento propicio para ver con mayor perspectiva el fenómeno de esta pandemia. Definitivamente, la coyuntura es ideal para debatir el tema del VIH y quien mejor que los, las y les activistas de nuestra región para hablarnos de la desesperación y el ostracismo padecido. Pero también, para que nos cuenten cómo a pesar de los estigmas y de las limitaciones, lograron buscar soluciones, se reunieron, organizaron y crearon un mejor futuro para las nuevas generaciones.

Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. Sin abandonar del todo las medidas de corte liberal recomendadas por el Consenso de Washington, buena parte de los gobiernos de la región incluyeron en sus agendas objetivos de corte universalista, junto con la implementación de un conjunto de transformaciones (heterogéneas) que mantienen, consolidan o modifican procesos iniciados en los años ochenta del siglo pasado. Partiendo de este contexto, la presente obra colectiva del Grupo de Trabajo sobre Pobreza y Políticas Sociales de CLACSO, condensa sus preocupaciones sobre los retos que enfrenta América Latina para enfrentar los niveles de exclusión social que la caracterizan, a la vez que ensaya explicaciones sobre la incidencia de los ciclos económicos y políticos que afectan permanentemente su patrón de distribución de la riqueza, e instituyen una lógica de avance y retroceso que bloquea la instalación de adecuadas estrategias de bienestar, con capacidad para atender los principales riesgos sociales y reducir la desigualdad. El análisis de esta compleja e histórica problemática, contextualizada en los primeros quince años del siglo XXI, ofrece la oportunidad de identificar las distintas orientaciones políticas de los gobiernos de turno y sus dilemas.

    Description: Hace años que México atraviesa por una crisis de largo aliento, combinada con sucesivos estallidos de indignación y reclamos populares. Este texto propone ubicar y pensar la crisis de México a nivel específico del estado, considerándolo en su doble faz de instrumento de dominación y promesa no inocua de bienestar y evitando salidas sencillas. Este tipo de crisis no es nuevo en la región latinoamericana, por lo que recurrimos a otras experiencias (Argentina, Bolivia, Colombia, Ecuador y Venezuela) con ánimos de analizar qué podemos recuperar. El factor que nos permite la comparación con estos casos es la instancia de renovación constituyente: la convocatoria a renovar los acuerdos más básicos que nos ligan como pueblo. Pensamos la renovación constituyente no como simple recambio legal o técnico, sino como la convocatoria amplia a re-construir la nación a partir de acuerdos sociales básicos. ¿La figura del Congreso Constituyente es útil para estos fines? ¿cuál ha sido la experiencia al respecto en América Latina en el último movimiento constituyente? ¿Cómo se ven las perspectivas de México a la luz de esas experiencias? Estas son las preguntas que guían el texto.

    Description: En el ámbito estrictamente programático cada uno de los proyectos emancipatorios que hoy se citan en la arena político-intelectual (el del pensamiento decolonial, el de la profundización del Estado Democrático de Derecho o el del Socialismo) asume conceptualizaciones, a menudo inmanentes, de modernidad y colonialismo que resultan internamente problemáticas. Del mismo modo, parecen contradictorias las formas principales de conceptualización de la dupla modernidad/colonialismo entre los diversos proyectos. Todo ello hace imperativo explorar el alcance, los límites y las posibilidades de síntesis entre estas diversas aproximaciones. El análisis de las tensiones entre modernidad y colonialismo contribuye, sin duda, al examen de los méritos y problemas de cada uno de estos programas emancipatorios. Por una parte, la modernidad misma es disecada conceptualmente según las aspiraciones y compromisos de cada programa emancipador. Por otra, el colonialismo, dibujado en sus versiones economicistas, culturalistas, políticas, localistas o globalistas, o en mezclas matizadas, dependiendo del género emancipatorio que sostenga el pincel, parece indicar sentidos distintos a la resistencia y a las luchas sociales. El análisis de las tensiones entre modernidad y colonialismo ofrece así un espacio inigualable para pensar los alcances y problemas de cada una de estas formas de pensamiento emancipatorio latinoamericano.

Gewone stedelingen legden zich in gildenverband toe op toneel en lyriek, zowel in besloten kring als publiekelijk, naar aanleiding van allerlei feestelijkheden. In deze studie wordt, vertrekkend van een repertorium van 227 rederijkerskamers, de rederijkerscultuur in de Zuidelijke Nederlanden in kaart gebracht. Het uitvoerige bronnenmateriaal biedt nieuwe, vaak verrassende inzichten in het ontstaan van de rederijkerscultuur, de sociale achtergrond van de rederijkers, de verhouding van de rederijkerskamers tot stad en vorst, de betrokkenheid in de Reformatie en de Opstand en, tenslotte, de veranderende functie in de zeventiende eeuw. Dit leidt ook tot een verfrissende kijk op de cultuurgeschiedenis van de Nederlanden. De auteur komt tot de conclusie dat zich in de Zuidelijke Nederlanden een bijzonder dynamische stedelijke cultuur vormde waarbinnen de basis werd gelegd voor het 'mirakel' van de Gouden Eeuw.

Once a state monopoly, infrastructures have now been liberalised or even fully privatised, thereby introducing new actors and new levels of decision making.     Description: O presente livro, à semelhança do precedente, Comentários a uma sentença anunciada: o processo Lula, pretende deslindar mais uma dessas fases processuais de exceção e surge como reação ao julgamento do recurso do chamado “Caso Triplex" pelos três desembargadores da 8a Turma do Tribunal Regional Federal da 4a Região (TRF4), João Pedro Gebran Neto, Leandro Paulsen e Victor dos Santos Laus que, por unanimidade, confirmaram a sentença condenatória do juiz de primeiro grau, Sérgio Fernando Moro, aumentando a pena do réu Luiz Inácio Lula da Silva para 12 anos e 1 mês de prisão pelos crimes de corrupção passiva e lavagem de dinheiro. Após convocatória que privilegiou autores dedicados ao direito penal e ao processo penal, bem como professores e advogados que trabalham com direitos humanos, os organizadores da coletânea receberam 40 contribuições de 52 autores que debatem os meandros do acórdão do TRF4, considerado como decisão já anunciada no resultado condenatório, dado o caráter excepcional e anômalo que assume na manipulação de prazos e procedimentos.

Originariamente inspiradas por el debate y los interrogantes surgidos durante la reunión anual del grupo realizada en Buenos Aires los días 06 y 07 de noviembre de 2017, cuyo propósito fue analizar la crisis del multilateralismo y su impacto sobre el hemisferio - con foco en los procesos de integración regional. En el mes siguiente de ese mismo año, se continuó profundizando en dicha discusión paralelamente a la realización de la Reunión Ministerial de la Organización Mundial de Comercio que sesionó en la ciudad de Buenos Aires. Estas iniciativas impulsadas por el GT –como parte de un programa regional más amplio de los GT de CLACSO–, aborda en términos más especícos el análisis del punto de inexión o de reconguración del proceso de globalización y de su correspondiente sistema multilateral hegemónico, así como las implicancias que tales cambios conllevan para los esquemas de integración de América Latina y el Caribe. Estos fenómenos tienen como trasfondo el estallido de la crisis nanciera de 2008 en Estados Unidos y su posterior mutación en crisis global, la cual no ha podido ser superada del todo hasta ahora.

    Description: How did the breakdown of Roman rule in the Iberian Peninsula eventually result in the formation of a Visigothic kingdom with authority centralised in Toledo? This collection of essays challenges the view that local powers were straightforwardly subjugated to the expanding central power of the monarchy. Rather than interpret countervailing events as mere ‘delays’ in this inevitable process, the contributors to this book interrogate where these events came from, which causes can be uncovered and how much influence individual actors had in this process. What emerges is a story of contested interests seeking cooperation through institutions and social practices that were flexible enough to stabilise a system that was hierarchical yet mutually beneficial for multiple social groups. By examining the Visigothic settlement, the interplay between central and local power, the use of ethnic identity, projections of authority, and the role of the Church, this book articulates a model for understanding the formation of a large and important early medieval kingdom.

Pero al mismo tiempo, el desarrollo de esa macro-región proporciona amplia variedad de modelos y trayectos.La paradoja básica latinoamericana, a mi juicio, se refleja en la contraposición de cualidades que parecen mutuamente excluyentes. Dicho de otra manera, América Latina y el Caribe representan una unidad con variantes o, al revés, una variedad en los marcos de unidad. Reconociendo esta peculiaridad, el presente libro abarca parte de los denominadores comunes y, con algunos ensayos, trata de mostrar la diversificación de la problemática del desarrollo regional. Su objetivo no está vinculado con los intentos de abordar una perspectiva particular del desarrollo de los países concretos.

Ban Chiang and the Politics of Heritage in Thailand contributes to the literature on cultural preservation, repatriation, fake antiquities as souvenirs, and the ethics of collecting and demonstrates how heritage tourism intersects with the antiquities market in Asia. Ban Chiang itself is important for rethinking the model of indigenous development in Southeast Asian prehistory and provides informed speculation about the borders between prehistory, proto-history, and history in the region, challenging current and past models of Indianization that shape the Thai state’s heritage narrative.

    Description: Este libro pone en diálogo las discusiones del buen vivir con una serie de propuestas que se desplegaron entre mediados de la década de los sesenta y comienzos de la década del ochenta en América Latina. En aquél contexto, Fundación Bariloche, Oscar Varsavsky y, en buena medida la CEPAL, se ocuparon de formular alternativas al patrón de desarrollo centrado en el crecimiento económico, al tiempo que mostraron la factibilidad de esos otros estilos de desarrollo mediante el diseño de modelos matemáticos multivariados. Más recientemente, las propuestas del buen vivir, inspiradas en el Sumak Kawsay, han involucrado una profunda crítica al neoliberalismo y su modelo civilizatorio. La apuesta del libro es desestabilizar el efecto de homogeneidad y evidencia con el que suele presentarse "EL" desarrollo y mostrar que en distintas coyunturas ha sido objeto de impugnaciones y luchas.

De hecho, en una guerra en sentido estricto o en una guerra política, el asesinato de la verdad y la ocultación de los hechos ocurren profusamente. En Brasil no es diferente. La primera víctima del golpe parlamentario de 2016 no fue sólo la democracia. Fue también la verdad. Antes del golpe, y para justificarlo, las fuerzas antipopulares y antinacionales difundieron, hasta el cansancio, una serie de mentiras sobre los gobiernos del Partido de los Trabajadores (PT). Las fuerzas golpistas que asaltaron Brasil quieren hacer tábula rasa de este legado, ocultando los hechos a la población y destruyendo las extraordinarias realizaciones de este período histórico virtuoso. Por lo tanto, este trabajo es un esbozo para revelar y analizar este legado. No sólo para mostrar lo que se hizo en el pasado, sino fundamentalmente para revelar lo que puede hacerse en el futuro. Estamos convencidos de que si Brasil supera el golpe, la desestructuración del Estado y del mundo del trabajo, sus medidas extremadamente regresivas y promueve un nuevo ciclo de desarrollo, la base para tal superación debe estar basada en el legado de los gobiernos del PT.     Description: La democracia es un elemento de disputa discursiva en América Latina porque existen posiciones políticas disímiles que corresponden, por lo menos, a un par de enfoques interpretativos de carácter normativo sobre esta forma de gobierno. Una postura cuestiona la democracia liberal por sus limitaciones representativas y deriva en apelaciones a la democracia participativa como una alternativa que desdeña de las mediaciones partidistas. Una mirada opuesta reclama la vigencia plena de la democracia representativa y el Estado de derecho para establecer límites a la participación popular porque la acción directa de los movimientos sociales debilita los canales institucionales de la política. La primera interpretación es anatemizada como populista, la segunda es cuestionada por socialdemócrata o liberal.

    Description: Peace operations became the core focus of many Western armed forces after the Cold War. The wish amongst political and military leaders during the 1990s to hold on to the classical identity of the armed forces as an instrument of force made them pursue a strict separation between military operations and the civilian aspects of peacekeeping, such as policing, administrative functions, and political and societal reconstruction. In his book Soldiers and Civil Power, Thijs Brocades Zaalberg argues that this policy failed to match up to reality. Supporting civil authorities, and at times even substituting them (de facto military governance), became the key to reaching any level of success in Cambodia, Somalia, Bosnia and Kosovo. As a result of the false segregation between the civilian and the military domain, this was accomplished mostly by improvisation and creativity of commanders who probed for the limiting boundaries of their original mandate by reaching ever further into the civilian sphere. Una praxis dual signada tanto por la deconstrucción crítica y la creación innovadora ya transformadora. en una dialéctica constante y continua en el tiempo, en donde las agujas del velocímetro como del reloj se agitan marcando a distintas velocidades, ritmos y tiempos, la existencia social e histórica tanto de hombres, mujeres, niños y niñas, como de estructuras.

    Description: El centenar de textos que conforman este libro -escritos por un movimiento de prestigiosos/as juristas y abogados- desgranan el procedimiento al que fue sometido Lula. En la opinión de las y los autores de los artículos las normas no fueron observadas, y su inobservancia llevó a que se dictaminase una decisión injusta. Frases del estilo "Voy a tomar una decisión revolucionaria, dejando de lado la ley, porque por la ley no se puede condenarlo de ninguna manera", dichas en los juicios por las más altas autoridades judiciales militares y civiles, hoy son conocidas gracias a quienes se abocaron al trabajo de escuchar los audios de aquellas sesiones, nutriendo las reflexiones que argumentan sobre el imperativo de la hora: restablecer el estado de derecho y absolver al presidente Lula Da Silva.
