    Description: China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

    Description: The information revolution--which is as much an organizational as a technological revolution--is transforming the nature of conflict across the spectrum: from open warfare, to terrorism, crime, and even radical social activism. The era of massed field armies is passing, because the new information and communications systems are increasing the lethality of quite small units that can call in deadly, precise missile fire almost anywhere, anytime. In social conflicts, the Internet and other media are greatly empowering individuals and small groups to influence the behavior of states. Whether in military or social conflicts, all protagonists will soon be developing new doctrines, strategies, and tactics for swarming their opponents--with weapons or words, as circumstances require. Preparing for conflict in such a world will require shifting to new forms of organization, particularly the versatile, hardy, all-channel network. This shift will prove difficult for states and professional militaries that remain bastions of hierarchy, bound to resist institutional redesign. They will make the shift as they realize that information and knowledge are becoming the key elements of power. This implies, among other things, that Mars, the old brute-force god of war, must give way to Athena, the well-armed goddess of wisdom. Accepting Athena as the patroness of this information age represents a first step not only for preparing for future conflicts, but also for preventing them.

    Description: U.S. counterinsurgency efforts in Iraq and Afghanistan have failed to exploit information power, which could be a U.S. advantage but instead is being used advantageously by insurgents. Because insurgency and counterinsurgency involve a battle for the allegiance of a population between a government and an armed opposition movement, the key to exploiting information power is to connect with and learn from the population itself, increasing the effectiveness of both the local government and the U.S. military and civilian services engaged in supporting it. Utilizing mostly available networking technology, the United States could achieve early, affordable, and substantial gains in the effectiveness of counterinsurgency by more open, integrated, and inclusive information networking with the population, local authorities, and coalition partners. The most basic information link with the population would be an information technology (IT)-enhanced, fraud-resistant registry-census. The most promising link would come from utilizing local cell phone networks, which are proliferating even among poor countries. Access to data routinely collected by such networks can form the basis for security services such as enhanced-911 and forensics. The cell phones of a well-wired citizenry can be made tantamount to sensor fields in settled areas. They can link indigenous forces with each other and with U.S. forces without interoperability problems; they can also track the responses of such forces to emergencies. Going further, outfitting weaponry with video cameras would bolster surveillance, provide lessons learned, and guard against operator misconduct. Establishing a national Wiki can help citizens describe their neighborhoods to familiarize U.S. forces with them and can promote accountable service delivery. All such information can improve counterinsurgency operations by making U.S. forces and agencies far better informed than they are at present. The authors argue that todayÂ's military and intelligence networks-being closed, compartmentalized, controlled by information providers instead of users, and limited to U.S. war fighters-hamper counterinsurgency and deprive the United States of what ought to be a strategic advantage. In contrast, based on a review of 160 requirements for counterinsurgency, the authors call for current networks to be replaced by an integrated counterinsurgency operating network (ICON) linking U.S. and indigenous operators, based on principles of inclusiveness, integration, and user preeminence. Utilizing the proposed ways of gathering information from the population, ICON would improve the timeliness, reliability, and relevance of information, while focusing security restrictions on truly sensitive information. The complexity and sensitivity of counterinsurgency call for vastly better use of IT than has been seen in Iraq and Afghanistan. Here is a practical plan for just that.

    Description: China's two decades of rapid economic growth have fueled a demand for energy that has outstripped domestic sources of supply. China became a net oil importer in 1993, and the country's dependence on energy imports is expected to continue to grow over the next 20 years, when it is likely to import some 60 percent of its oil and at least 30 percent of its natural gas. China thus is having to abandon its traditional goal of energyself-sufficiency--brought about by a fear of strategic vulnerability--and look abroad for resources. This study looks at the measures that China is taking to achieve energy security and the motivations behind those measures. It considers China's investment in overseas oil exploration and development projects, interest in transnational oil pipelines, plans for a strategic petroleum reserve, expansion of refineries to process crude supplies from the Middle East, development of the natural gas industry, and gradual opening of onshore drilling areas to foreign oil companies. The author concludes that these activities are designed, in part, to reduce the vulnerability of China's energy supply to U.S. power. China's international oil and gas investments, however, are unlikely to bring China theenergy security it desires. China is likely to remain reliant on U.S. protection of the sea-lanes that bring the country most of its energy imports.

    Description: This monograph, part of a larger study of ways to reduce collateral damage undertaken for the U.S. Air Force, analyzes media and public reactions to civilian casualty incidents, whether these incidents affect media reporting or public support for military operations, and, if so, how. It analyzes case studies of incidents of civilian deaths in the February 1991 bombing of the Al Firdos bunker in the Gulf War, the April and May 1999 attacks on the Djakovica convoy and Chinese embassy during the war in Kosovo, the June 2002 attack involving an Afghan wedding party during operations in Afghanistan, and the March 2003 incident involving a large explosion in a crowded Baghdad marketplace to describe and explain how the U.S. and foreign media and publics have responded. For each case study, the study team examined press, public, and leadership responses to these incidents and found the following. First, while avoiding civilian casualties is important to the American public, it has realistic expectations about the actual possibilities for avoiding casualties. Second, the press reports heavily on civilian casualty incidents. Third, adversaries understand the publicÂ's sensitivities to civilian deaths and have sought to exploit them. Fourth, during armed conflict, the belief that the United States and its allies are trying to avoid casualties most affects support for U.S. military operations, both at home and abroad. Fifth, while strong majorities of Americans typically give U.S. military and political leaders the benefit of the doubt when civilian casualty incidents occur, this does not necessarily extend to foreign audiences. Sixth, when civilian casualty incidents occur, it is at least as important to get the story right as to get the story out. Finally, attention to and concern about civilian casualties both at home and abroad have increased in recent years and may continue to do so.

    Description: Insurgency is the most prevalent form of armed conflict and the subject of countless studies, yet the U.S. military has only recently begun to review doctrine and training in this area. An examination of approaches to counterinsurgency from 30 recent resolved campaigns reveals, for example, that good COIN practices tend to "run in packs" and that the balance of selected good and bad practices perfectly predicts the outcome of a conflict.

    Description: This report assesses the threat from the North African terrorist organization Al Qaeda in the Islamic Maghreb (AQIM). AQIM is a serious regional problem, but its similarity to the Al Qaeda of Osama Bin Laden should not be exaggerated. AQIM does not currently seem bent on global jihad. In most situations, the wisest policy responses to the AQIM threat will focus on supporting local actors and U.S. allies in Europe.

Successful U.S. operations have been concentrated in favorable conditions, but most insurgencies occur in worst-case conditions.
