    Description: This open access book features various studies on democratization, transformation, political and economic development, and security issues in the Organization for Security and Cooperation in Europe (OSCE) geographical region and beyond. Written by experts and academics in the fields of human rights, security, transformation and development, particularly in post-soviet and communist countries, it examines the status quo of regime development in various member states of the OSCE; their economic, security and human rights performance; institutional reforms and transformations and the challenges that these countries and their societies face, including the USA, Canada, Germany, Macedonia, Russia, Turkey, Kazakhstan, Kyrgyzstan and Mongolia. This is the 2019 edition of this Compilation Series of the OSCE Academy. The OSCE works to promote Minority Protection, Security, Democratic Development and Human Rights guided by the Office for Democratic Institutions and Human Rights (ODIHR), and to enhance securitization and development policies in Eurasia, Europe, Central Asia and North America. Since being founded in 1993, the OSCE and its agencies and departments have attracted a wealth of academic research in various fields and disciplines, ranging from economic development and election monitoring to enhancing global principles of human rights and securitization. About the OSCE Academy in Bishkek: Founded in 2004, the Academy offers post-Doc research fellowships and runs two Master Degrees, one in Economic Governance and Development and one in Politics and Security in Central Asia. The Academy"s regular academic programs and conference contributes to developing human professional capital in the sectors of particular importance for Central Asian states and societies. The Academy's graduates and visiting researchers contribute to economic development, governance and policy-making in Central Asia and beyond the OSCE region.     Japan’s Peacekeeping at a Crossroads (2022)

    Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

This open access book analyses the EU’s evolving constitution, arguing that the lack of effective federal government lies at the heart of its problems. It recommends reforms for each EU institution, including those involving treaty change. It makes the case for a unified executive, a more legitimate legislature, and the introduction of a federal treasury and supreme court. It proposes a fresh category of affiliate membership underpinned by a new European security council that would overcome the historic division between the EU and NATO.     Description: This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

    Description: This Open Access book is about the development of a common understanding of environmental citizenship. It conceptualizes and frames environmental citizenship taking an educational perspective. Organized in four complementary parts, the book first explains the political, economic and societal dimensions of the concept. Next, it examines environmental citizenship as a psychological concept with a specific focus on knowledge, values, beliefs and attitudes. It then explores environmental citizenship within the context of environmental education and education for sustainability. It elaborates responsible environmental behaviour, youth activism and education for sustainability through the lens of environmental citizenship. Finally, it discusses the concept within the context of different educational levels, such as primary and secondary education in formal and non-formal settings. Environmental citizenship is a key factor in sustainability, green and cycle economy, and low-carbon society, and an important aspect in addressing global environmental problems. It has been an influential concept in many different arenas such as economy, policy, philosophy, and organizational marketing. In the field of education, the concept could be better exploited and established, however. Education and, especially, environmental discourses in science education have a great deal to contribute to the adoption and promotion of environmental citizenship.

    Description: This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

Durch eine Politikfeldanalyse wird insbesondere der Frage nachgegangen, ob und wie die neue Aufgabe vom übergreifenden Ziel des Politikfelds, kulturelle Teilhabe zu steigern, beeinflusst wurde. Die Kombination aus einer Insiderperspektive des Autors mit einem analytischen Forschungsansatz dürfte für Vertreterinnen und Vertreter der Praxis des deutschen Mehrebenensystems der Kulturpolitik ebenso interessant sein wie für andere Forschende im Feld.
