    Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

At a time when many countries are making unprecedented investments in the field of neuroscience, which sometimes are described as the ‘gold rush’ or ‘golden age’ of neuroscience, the European Commission has been supporting neuroscience – or brain research as it is sometimes called – via its research and innovation FP. In the FP7 that lasted from 2007–2013, the Commission invested €3.1 billion in neuroscience. In the first five years (until November 2018) of the following Horizon 2020 programme, a similar sum of €3.2 billion was invested (European Commission 2019a).     Description: China's continuing rapid economic growth and expanding involvement in global affairs pose major implications for the power structure of the international system. To more accurately and fully assess the significance of China's emergence for the United States and the global community, it is necessary to gain a more complete understanding of Chinese security thought and behavior. This study addresses such questions as: What are China's most fundamental national security objectives? How has the Chinese state employed force and diplomacy in the pursuit of these objectives over the centuries? What security strategy does China pursue today and how will it evolve in the future? The study asserts that Chinese history, the behavior of earlier rising powers, and the basic structure and logic of international power relations all suggest that, although a strong China will likely become more assertive globally, this possibility is unlikely to emerge before 2015-2020 at the earliest. To handle this situation, the study argues that the United States should adopt a policy of realistic engagement with China that combines efforts to pursue cooperation whenever possible; to prevent, if necessary, the acquisition by China of capabilities that would threaten America's core national security interests; and to remain prepared to cope with the consequences of a more assertive China.

    Description: All terrorist groups eventually end. But how do they end? The evidence since 1968 indicates that most groups have ended because (1) they joined the political process (43 percent) or (2) local police and intelligence agencies arrested or killed key members (40 percent). Military force has rarely been the primary reason for the end of terrorist groups, and few groups within this time frame have achieved victory. This has significant implications for dealing with al Qa?ida and suggests fundamentally rethinking post-9/11 U.S. counterterrorism strategy: Policymakers need to understand where to prioritize their efforts with limited resources and attention. The authors report that religious terrorist groups take longer to eliminate than other groups and rarely achieve their objectives. The largest groups achieve their goals more often and last longer than the smallest ones do. Finally, groups from upper-income countries are more likely to be left-wing or nationalist and less likely to have religion as their motivation. The authors conclude that policing and intelligence, rather than military force, should form the backbone of U.S. efforts against al Qa?ida. And U.S. policymakers should end the use of the phrase ?war on terrorism? since there is no battlefield solution to defeating al Qa?ida.

    Description: This book analyses securitization processes outside of the West, with a focus on Africa. The aim of the volume is to develop an original analytical framework to explain the securitization-neo-patrimonialism dynamics in West Africa, drawing upon insights from securitization theory, sociology and psychology. Among critical voices, securitization has become the gold standard for analysing emerging challenges, such as migration, terrorism, and human security. Yet, despite its broadening agenda, the framework has also been accused of bias, with a Western political context and democratic governance structure at its heart. This book aims to re-conceptualise the framework in a way that suits non-Western contexts better, notably by re-conceptualising the securitization-neopatrimonialism nexus in Africa, which gives us significant new insights into non-Western political contexts. It analyses the securitization processes among the political elites under neo-patrimonial statehood, and further stretches the conceptualisation of securitization into African statehood, which is characterised by a blurred line between the leader and the state.     Description: After the multidimensional financial crisis of 2008, the member states of the Eurozone imposed a set of economic policies to save their economies. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences. Theorizing Cultures of Political Violence in Times of Austerity casts new light on the scholarly debate on cultures of political violence and anti-austerity violent behavior, making it a compelling read for scholars of political sociology, political behavior, comparative politics, European politics, and sociology.

    Description: This book seeks to interrogate how contemporary policy issues become ‘securitized’ and, furthermore, what the implications of this process are. A generation after the introduction of the concept of securitization to the security studies field, this book engages with how securitization and desecuritization ‘works’ within and across a wide range of security domains including terrorism and counter-terrorism, climate change, sexual and gender-based violence, inter-state and intra-state conflict, identity, and memory in various geographic and social contexts. Blending theory and application, the contributors to this volume – drawn from different disciplinary, ontological, and geographic ‘spaces’ – orient their investigations around three common analytical objectives: revealing deficiencies in and through application(s) of securitization; considering securitization through speech-acts and discourse as well as other mechanisms; and exposing latent orthodoxies embedded in securitization research. The volume demonstrates the dynamic and elastic quality of securitization and desecuritization as concepts that bear explanatory fruit when applied across a wide range of security issues, actors, and audiences. It also reveals the deficiencies in restricting securitization research to an overly narrow set of issues, actors, and mechanisms.
