    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat's fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life. Among the patchwork paddyfields and haphazard laneways of Lak Chang we come to a greater understanding of how global and regional processes of modernisation are managed and selectively incorporated by one local community.

Morrison’s victory underlined the continuing trend toward the personalisation of politics and the loss of trust in political institutions, both in Australia and across western democracies. Morrison’s Miracle is indispensable for understanding the May 2019 Coalition victory, which surprised many observers and confounded pollsters and political pundits.

    Description: This book explores the first encounters between Samoans and Europeans up to the arrival of the missionaries, using all available sources for the years 1722 to the 1830s, paying special attention to the first encounter on land with the Lapérouse expedition. Many of the sources used are French, and some of difficult accessibility, and thus they have not previously been thoroughly examined by historians. Adding some Polynesian comparisons from beyond Samoa, and reconsidering the so-called ‘Sahlins-Obeyesekere debate’ about the fate of Captain Cook, ‘First Contacts’ in Polynesia advances a hypothesis about the contemporary interpretations made by the Polynesians of the nature of the Europeans, and about the actions that the Polynesians devised for this encounter: wrapping Europeans up in ‘cloth’ and presenting ‘young girls’ for ‘sexual contact’. It also discusses how we can go back two centuries and attempt to reconstitute, even if only partially, the point of view of those who had to discover for themselves these Europeans whom they call ‘Papalagi’. The book also contributes an additional dimension to the much-touted ‘Mead-Freeman debate’ which bears on the rules and values regulating adolescent sexuality in ‘Samoan culture’. Scholars have long considered the pre-missionary times as a period in which freedom in sexuality for adolescents predominated. It appears now that this erroneous view emerged from a deep misinterpretation of Lapérouse’s and Dumont d’Urville’s narratives.

    Description: Indigenous efflorescence refers to the surprising economic prosperity, demographic increase and cultural renaissance currently found amongst many Indigenous communities around the world. This book moves beyond a more familiar focus on ‘revitalisation’ to situate these developments within their broader political and economic contexts. The materials in this volume also examine the everyday practices and subjectivities of Indigenous efflorescence and how these exist in tension with ongoing colonisation of Indigenous lands, and the destabilising impacts of global neoliberal capitalism. Contributions to this volume include both research articles and shorter case studies, and are drawn from amongst the Ainu and Sami (Saami/Sámi) peoples (in Ainu Mosir in northern Japan, and Sapmi in northern Europe, respectively).     Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

    Description: May 19, 2000. Fiji’s democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight’s supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People’s Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

In the cultural, political and social transformations that occurred in Thailand during the first half of the twentieth century, Thai literature was one of the vehicles that moved the changes.     Description: In recent decades, the term ‘mobility’ has emerged as a defining paradigm within the humanities. For scholars engaged in the multidisciplinary topics and perspectives now often embraced by the term Pacific Studies, it has been a much more longstanding and persistent concern. Even so, specific questions regarding ‘mobilities of return’—that is, the movement of people ‘back’ to places that are designated, however ambiguously or ambivalently, as ‘home’—have tended to take a back seat within more recent discussions of mobility, transnationalism and migration. This volume situates return mobility as a starting point for understanding the broader context and experience of human mobility, community and identity in the Pacific region and beyond. Through diverse case studies spanning the Pacific region, it demonstrates the extent to which the prospect and practice of returning home, or of navigating returns between multiple homes, is a central rather than peripheral component of contemporary Pacific Islander mobilities and identities everywhere.

    Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: This is a study in oral poetic composition. It examines how oral poets compose their recitations. Specifically, it is a study of the recitations of 17 separate master poets from the Island of Rote recorded over a period of 50 years. Each of these poets offers his version of what is culturally considered to be the ‘same’ ritual chant. These compositions are examined in detail and their oral formulae are carefully compared to one another. Professor James J. Fox is an anthropologist who carried out his doctoral field research on the Island of Rote in eastern Indonesia in 1965–66. In 1965, he began recording the oral traditions of the island and developed a close association with numerous oral poets on the island. After many subsequent visits, in 2006, he began a nine-year project that brought groups of oral poets to Bali for week-long recording sessions. Recitations gathered over a period of 50 years are the basis for this book.

    Description: The contribution of German ethnography to Australian anthropological scholarship on Aboriginal societies and cultures has been limited, primarily because few people working in the field read German. But it has also been neglected because its humanistic concerns with language, religion and mythology contrasted with the mainstream British social anthropological tradition that prevailed in Australia until the late 1960s. The advent of native title claims, which require drawing on the earliest ethnography for any area, together with an increase in research on rock art of the Kimberley region, has stimulated interest in this German ethnography, as have some recent book translations. Even so, several major bodies of ethnography, such as the 13 volumes on the cultures of northeastern South Australia and the seven volumes on the Aranda of the Alice Springs region, remain inaccessible, along with many ethnographically rich articles and reports in mission archives. In 18 chapters, this book introduces and reviews the significance of this neglected work, much of it by missionaries who first wrote on Australian Aboriginal cultures in the 1840s. Almost all of these German speakers, in particular the missionaries, learnt an Aboriginal language in order to be able to document religious beliefs, mythology and songs as a first step to conversion. As a result, they produced an enormously valuable body of work that will greatly enrich regional ethnographies.

The material in this book, which Reay had written by 1965 but never published, remains startlingly contemporary and relevant. Marie Olive Reay was a social anthropologist who did research in Australian Indigenous communities and in the Wahgi Valley in the Central Highlands of Papua New Guinea. Employed at The Australian National University from 1959 to 1988 when she retired, Reay passed away in 2004. In 2011 this manuscript was found in her personal papers, reconstructed and edited by Francesca Merlan, augmented here by an additional introduction by eminent anthropologist of the Highlands, and of gender, Marilyn Strathern. Had this manuscript appeared when Reay apparently completed it in its present form – around 1965 – it would have been the first published ethnography of women’s lives in the Central Highlands of Papua New Guinea.     Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. Adérito Soares is the Anti-Corruption Commissioner for Timor-Leste.

    Description: Politics and State Building in Solomon Islands examines a crisis moment in recent Solomon Islands history. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country’s volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for ‘cooperative intervention’ in ‘failing states’ worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of ‘cooperative intervention’ as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in ‘failed’ and ‘failing’ states.

    Description: Radical Spaces explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation–the great majority of the population–a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Description: East Timor’s violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia’s survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

    Description: Some 40 years ago, Pacific anthropology was dominated by debates about ‘women’s wealth’. These exchanges were generated by Annette Weiner’s (1976) critical reappraisal of Bronisław Malinowski’s classic work on the Trobriand Islands, and her observations that women’s production of ‘wealth’ (banana leaf bundles and skirts) for elaborate transactions in mortuary rituals occupied a central role in Trobriand matrilineal cosmology and social organisation. This volume brings the debates about women’s wealth back to the fore by critically revisiting and engaging with ideas about gender and materiality, value, relationality and the social life and agency of things. The chapters, interspersed by three poems, evoke the sinuous materiality of the different objects made by women across the Pacific, and the intimate relationship between these objects of value and sensuous, gendered bodies. In the Epilogue, Professor Margaret Jolly observes how the volume also ‘trace[s] a more abstract sinuosity in the movement of these things through time and place, as they coil through different regimes of value … The eight chapters … trace winding paths across the contemporary Pacific, from the Trobriands in Milne Bay, to Maisin, Wanigela and Korafe in Oro Province, Papua New Guinea, through the islands of Tonga to diasporic Tongan and Cook Islander communities in New Zealand’. This comparative perspective elucidates how women’s wealth is defined, valued and contested in current exchanges, bride-price debates, church settings, development projects and the challenges of living in diaspora. Importantly, this reveals how women themselves preserve the different values and meanings in gift-giving and exchanges, despite processes of commodification that have resulted in the decline or replacement of ‘women’s wealth’.

    Description: His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

    Description: This book is a story. It’s a story about ordinary people in very different parts of the world dealing with rapid change in the late twentieth and early twenty-first centuries. It’s about times of turbulent and violent social upheaval and rupture with the past. It’s about modern times. It’s also about being human; what it is to be human in a modernising and globalising world; how, in responding to the circumstances of their times, different groups define, redefine, and attempt to put into practice their understandings of the good and of what constitutes a good life. And it’s about how human rights have come to be not abstract universal principles but a practical source of consciousness and practice for real people. Drawing on the author’s experience as an anthropologist, the book examines different groups over the last three decades of the twentieth century and the first years of the twenty-first: Thai factory workers over a period of two coups in the 1970s; Spanish nuns in the 1980s, in the aftermath of the Second Vatican Council and the end of the Franco dictatorship; Aboriginal people in the remote Pilbara region of Western Australia dealing with the impact of late colonialism and moves towards self-determination, from the 1980s to the present. Each of these groups has its own stories, illuminating ways in which, despite the assault of modernisation on deeply held traditional beliefs and practices, particular cultural understandings and practices continue to shape people’s responses to their novel circumstances.     Description: In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer 'islands of hope' for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: Like Fire chronicles an indigenous movement for radical change in Papua New Guinea from 1946 to the present. The movement's founder, Paliau Maloat, promoted a program for step-by-step social change in which many of his followers also found hope for a miraculous millenarian transformation. Drawing on data collected over several decades, Theodore Schwartz and Michael French Smith describe the movement’s history, Paliau’s transformation from secular reformer and politician to Melanesian Jesus, and the development of the current incarnation of the movement as Wind Nation, a fully millenarian endeavour. Their analysis casts doubt on common ways of understanding a characteristically Melanesian form of millenarianism, the cargo cult, and questions widely accepted ways of interpreting millenarianism in general. They show that to understand the human proclivity for millenarianism we must scrutinise more closely two near-universal human tendencies: difficulty accepting the role of chance or impersonal forces in shaping events (that is, the tendency to personify causation), and a tendency to imagine that one or one’s group is the focus of the malign or benign attention of purposeful entities, from the local to the cosmic. Schwartz and Smith discuss the prevalence of millenarianism and warn against romanticising it, because the millenarian mind can subvert rationality and nourish rage and fear even as it seeks transcendence.

Each chapter presents a society seen from a specific point of view, but always with reference to the issue of collective identity and its confrontation with history and change.     Description: This history was undertaken to celebrate the 50th anniversary of the Geology Department at ANU, and to honour its founding professor David A. Brown. It includes contributions from some 100 former students outlining their career successes. This history was compiled by Dr Mike Rickard, a staff member of the Department of Geology from 1963 to 1997, who also served as Head of Department for seven years. He graduated BSc and PhD from Imperial College London in 1957 and has specialised in mapping the structure of mountain chains in Ireland, Canada, Norway, and southern South America. He also mapped volcanic rocks for the Geological Survey of Fiji. He taught Structural Geology and Tectonics and has supervised field work in south eastern and central Australia. After retirement he has taught U3A courses in Earth Science.

    Description: There are probably no other people on earth to whom the image of the ‘stone-age’ is so persistently attached than the inhabitants of the island of New Guinea, which is divided into independent Papua New Guinea and the western part of the island, known today as Papua and West Papua. From ‘Stone-Age’ to ‘Real-Time’ examines the forms of agency, frictions and anxieties the current moment generates in West Papua, where the persistent ‘stone-age’ image meets the practices and ideologies of the ‘real-time’ – a popular expression referring to immediate digital communication. The volume is thus essentially occupied with discourses of time and space and how they inform questions of hierarchy and possibilities for equality. Papuans are increasingly mobile, and seeking to rework inherited ideas, institutions and technologies, while also coming up against palpable limits on what can be imagined or achieved, secured or defended. This volume investigates some of these trajectories for the cultural logics and social or political structures that shape them. The chapters are highly ethnographic, based on in-depth research conducted in diverse spaces within and beyond Papua. These contributions explore topics ranging from hip hop to HIV/ AIDS to historicity, filling much-needed conceptual and ethnographic lacunae in the study of West Papua.

Power’s monograph asserts the need for the reform of Australian governance and charts Australia’s fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of ‘fiducial governance’ aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state. This is an erudite and thoughtful book that will be of interest to those with an interest in systems of governance and to constitutional scholars, whether they be republicans or monarchists.

    Description: I enjoyed reading this volume. It is rare to see such a comprehensive report on hard data published these days, especially one so insightfully contextualised by the editors’ introductory and concluding chapters. These scholars and the others involved in the work really know their stuff, and it shows. The editors connect the preoccupations of Pacific archaeologists with those of their colleagues working in other island regions and on “big questions” of colonisation, migration, interaction and patterns and processes of cultural change in hitherto-uninhabited environments. These sorts of outward-looking, big-picture contextual studies are invaluable, but all too often are missing from locally- and regionally-oriented writing, very much to its detriment. In sum, the work strongly advances our understanding of the early prehistory of Fiji through its well-integrated combination of original research and the reinterpretation of existing knowledge in the context of wider theoretical and historical concerns. In doing so The Early Prehistory of Fiji makes a truly substantial contribution to Pacific and archaeological scholarship.

    Description: The Southern Highlands is one of Papua New Guinea’s most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

Of particular importance is the critical review of information about the kidnapping of Boon Wurrung people from the Mornington Peninsula. Winner of the Best Community Research, Register, Records at the Community History Awards by the Royal Historical Society of Victoria and the Public Record Office of Victoria in 2011.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

The case studies in the book offer the first detailed surveys of efforts to teach responsible drinking practices to Aboriginal people by installing canteens in remote communities, and of the purchase of public hotels by Indigenous groups in attempts both to control sales of alcohol and to create social enterprises by redistributing profits for the community good. Ethnographies of the hotels are examined through the analytical lens of the Swedish ‘Gothenburg’ system of municipal hotel ownership. The research reveals that the community governance of such social enterprises is not purely a matter of good administration or compliance with the relevant liquor legislation. The underlying theme is that of ‘transgression’, and Michel Foucault’s account of the necessary dynamic that exists between transgression and limit. Papua New Guinea has had its share of public sector reforms, frequently under the influence of multinational agencies and aid donors. Yet there seems to be a general consensus, both within and outside Papua New Guinea, that policy making and implementation have fallen short of expectations, that there has been a failure to achieve ‘good governance’. This volume, which brings together a number of Papua New Guinean and Australian-based scholars and practitioners with deep familiarity of policy making in Papua New Guinea, examines the record of policy making and implementation in Papua New Guinea since independence. It reviews the history of public sector reform in Papua New Guinea, and provides case studies of policy making and implementation in a number of areas, including the economy, agriculture, mineral development, health, education, lands, environment, forestry, decentralization, law and order, defence, women and foreign affairs, privatization, and AIDS. Policy is continuously evolving, but this study documents the processes of policy making and implementation over a number of years, with the hope that a better understanding of past successes and failures will contribute to improved governance in the future.

    Description: ‘Mana’, a term denoting spiritual power, is found in many Pacific Islands languages. In recent decades, the term has been taken up in New Age movements and online fantasy gaming. In this book, 16 contributors examine mana through ethnographic, linguistic, and historical lenses to understand its transformations in past and present. The authors consider a range of contexts including Indigenous sovereignty movements, Christian missions and Bible translations, the commodification of cultural heritage, and the dynamics of diaspora. Their investigations move across diverse island groups—Papua New Guinea, Solomon Islands, Vanuatu, Fiji, Tonga, Samoa, Hawai‘i, and French Polynesia—and into Australia, North America and even cyberspace. A key insight that the volume develops is that mana can be analysed most productively by paying close attention to its ethical and aesthetic dimensions. Since the late nineteenth century, mana has been an object of intense scholarly interest. Writers in many fields including anthropology, linguistics, history, religion, philosophy, and missiology have long debated how the term should best be understood. The authors in this volume review mana’s complex intellectual history but also describe the remarkable transformations going on in the present day as scholars, activists, church leaders, artists, and entrepreneurs take up mana in new ways.

    Description: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of 'encounter' rather than the more common idea of 'first contact' for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of 'strangers' or 'others' but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

    Description: Centrelink was established in 1997 as part of the Howard government’s bold experiment in re-framing social policy and re-shaping service delivery. Centrelink was the embodiment of a key tenet of the Howard vision for public service: a specialised service delivery ‘provider’ agency separated from the policy functions of the ‘purchaser’. Carved out of a monolithic Department of Social Security, Centrelink was established along ‘business lines’ operating 320 service centres and delivering payments to 10 million Australians. Although enjoying ‘monopoly provider’ status, the organisation was required to deliver services to many different clients on behalf of its ‘purchasing departments’ (up to 25 in total) under the terms of quasi-contractual service agreements. It was meant to demonstrate a greater level of both transparency and accountability for the administration of payments amounting to over $60 billion of Commonwealth expenditure. For many years there was a real ‘buzz’ around the Centrelink experiment and staff and clients were generally enthusiastic about the transformation. However, after around eight years, the experiment was reined in and Centrelink was placed under closer ministerial direction and under a new managing department. The experiment continues, but its trajectory reflects the different pressures impacting on such dedicated ‘services delivery agencies’. John Halligan, Professor of Government at the University of Canberra, is a foremost Australian expert on public sector governance and has published extensively on the evolution, form and behaviour of the public sectors in Australia and overseas. This volume is the culmination of an exhaustive empirical study of the origins and experience of ‘the Centrelink Experiment’. I commend this book to researchers, policy practitioners and students with an interest in policy innovation, change management and the realpolitik of public sector reform.     Description: This edited collection examines Commonwealth administration under the leadership Prime Minister Kevin Rudd from 2007-2010. This was a remarkable period in Australian history: Rudd’s government was elected in 2007 with an ambitious program for change. However, as the chapters in this book demonstrate, these ambitions were thwarted by a range of factors, not the least being Rudd’s failure to press ahead when he confronted ‘road blocks’ such the ETS or managing his massive agenda which constantly elevated issues to ‘first order priority’. Although he started his term with stratospheric approval ratings, only two years later his support had collapsed and on 24 July 2010 he became the first sitting Prime Minister to be removed by his own Party before the expiry of his first term. In this book, expert contributors consider the Rudd Government’s policy, institutional and political legacy. The 14 chapters are organized into four sections, outlining the issues and agendas that guided Rudd’s government, changes to the institutions of state such as the public service and parliament, followed by discussions of key issues and policies that marked Rudd’s term in office. The final section examines Rudd’s leadership and reflects on the personal foibles and political factors that brought his Prime Ministership undone. The Rudd Government has been produced by the ANZSOG Institute for Governance at the University of Canberra. It is the tenth in a series of books on successive Commonwealth administrations. Each volume has provided a chronicle and commentary of major events, policies and issues that have dominated successive administrations since 1983. As with previous volumes in the series, contributors have been drawn from a range of universities and other organisations.

With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness.
