    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: Designing Governance Structures for Performance and Accountability discusses how formal and informal governance structures in Australia, the People’s Republic of China (PRC) and Taiwan may be designed to promote performance and to ensure accountability. The book presents a selection of papers developed from the Greater China Australia Dialogue on Public Administration’s seventh workshop held in June 2017 hosted by City University of Hong Kong. Insights are provided on both current developments in the different contexts of the three jurisdictions examined, and on broader institutional and organisational theories. Chapters cover theories of organisational forms and functions in public administration, the ‘core’ agency structures used in the different jurisdictions, the structures used to deliver public services (including non-government organisational arrangements) and other ‘non-core’ agency structures such as government business enterprises, regulatory organisations and ‘integrity’ organisations. A particular emphasis is placed on the institutional arrangements the executive arm of government uses for advising on and implementing government policies and programs. Although the book explores arrangements and developments within very different political governance systems, the purposes of the structures are similar: to promote performance and accountability. This book is a companion volume to Value for Money: Budget and Financial Management Reform in the People’s Republic of China, Taiwan and Australia (ANU Press, 2018).

    Description: This book is volume two of the writings of David Sissons, who first established his academic career as a political scientist specialising in Japanese politics, and later shifted his focus to the history of Australia–Japan relations. In this volume, we reproduce his writings on Japanese politics, the Pacific War and Australian war crimes trials after the war. He was a pioneer in these fields, carrying out research across cultural and language borders, and influenced numerous researchers who followed in his footsteps. Much of what he wrote, however, remained unpublished at the time of his death in 2006, and so the editors have included a selection of his hitherto unpublished work along with some of his published writings.

    Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war. It concludes with a survey of the process of national reconciliation after 1997, and the formal and informal political actors, including Islamist groups, who compete for influence in Tajik society. “Tajikistan: A Political and Social History is the best source of information on this important country in the English language. Morrison’s victory underlined the continuing trend toward the personalisation of politics and the loss of trust in political institutions, both in Australia and across western democracies. Morrison’s Miracle is indispensable for understanding the May 2019 Coalition victory, which surprised many observers and confounded pollsters and political pundits.

    Description: This book explores the first encounters between Samoans and Europeans up to the arrival of the missionaries, using all available sources for the years 1722 to the 1830s, paying special attention to the first encounter on land with the Lapérouse expedition. Many of the sources used are French, and some of difficult accessibility, and thus they have not previously been thoroughly examined by historians. Adding some Polynesian comparisons from beyond Samoa, and reconsidering the so-called ‘Sahlins-Obeyesekere debate’ about the fate of Captain Cook, ‘First Contacts’ in Polynesia advances a hypothesis about the contemporary interpretations made by the Polynesians of the nature of the Europeans, and about the actions that the Polynesians devised for this encounter: wrapping Europeans up in ‘cloth’ and presenting ‘young girls’ for ‘sexual contact’. It also discusses how we can go back two centuries and attempt to reconstitute, even if only partially, the point of view of those who had to discover for themselves these Europeans whom they call ‘Papalagi’. The book also contributes an additional dimension to the much-touted ‘Mead-Freeman debate’ which bears on the rules and values regulating adolescent sexuality in ‘Samoan culture’. Scholars have long considered the pre-missionary times as a period in which freedom in sexuality for adolescents predominated. It appears now that this erroneous view emerged from a deep misinterpretation of Lapérouse’s and Dumont d’Urville’s narratives.

    Description: In the late 19th and early 20th centuries, most countries in Europe and English-speaking countries outside Europe experienced a fertility transition, where fertility fell from high levels to relatively low levels. England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all 'new and interesting facts' about Aboriginal Australia.     Description: In the early decades of the 19th century, Indigenous Australians suffered devastating losses at the hands of British colonists, who largely ignored their sovereignty and even their humanity. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed. These white philanthropists raised questions which have shaped Australian society ever since. Did Indigenous Australians have rights to land, rationing, education and cultural survival?     Description: Radical Spaces explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation–the great majority of the population–a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

    Description: Australia has a proud history of being an international leader in electoral administration, and Australian electoral commissions continue to have a professional, non-partisan approach to the management of elections. Yet their independence is constrained by the electoral laws they need to administer, and parliamentary committees charged with the oversight of the conduct of elections do so with a clear partisan bias. Elections are all about winners, but who decides who the winners will be? Voters definitely have a big say, but it is the electoral system that determines how votes translate into seats in parliament. Any changes to the electoral system require the support of those in power, and it is important to question who benefits from electoral reforms. It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. The book also examines Australia’s electoral administration, testing for professionalism, independence and integrity.

    Description: In the years between the two world wars of the twentieth century leaders in Western countries worried about a food surplus. The hardships of the Great Depression were intensified by a glut of wheat and consequent low prices on the world market. Yet at the same time nutrition scientists protested that significant proportions of populations, even in affluent countries, were unable to afford a diet ‘adequate for health’. Fresh fruits, vegetables, dairy products and meat were out of reach for the poor. This book traces the work of three men who sought to bring together the interests of farmers and the needs of the hungry: scientist and passionate campaigner for better nutrition, John Boyd Orr; Australian politician and international statesman, Stanley Melbourne Bruce; and Economic Adviser to Bruce at the Australian High Commission in London, Frank Lidgett McDougall. Bruce once said ‘McDougall brings me a new idea every morning’. One of those ideas became the genesis of their work, which helped bring about the formation of the Food and Agriculture Organization of the United Nations in 1945. All three undertook significant roles in the formative years of the organisation. The story of this contribution to the international world order is little known. The cooperation, diplomacy and persistence of these men provides inspiration for tackling the alarming prospect of food shortages in the present century.

The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait.     Description: This history was undertaken to celebrate the 50th anniversary of the Geology Department at ANU, and to honour its founding professor David A. Brown. It includes contributions from some 100 former students outlining their career successes. This history was compiled by Dr Mike Rickard, a staff member of the Department of Geology from 1963 to 1997, who also served as Head of Department for seven years. He graduated BSc and PhD from Imperial College London in 1957 and has specialised in mapping the structure of mountain chains in Ireland, Canada, Norway, and southern South America. He also mapped volcanic rocks for the Geological Survey of Fiji. He taught Structural Geology and Tectonics and has supervised field work in south eastern and central Australia. After retirement he has taught U3A courses in Earth Science.

    Description: I enjoyed reading this volume. It is rare to see such a comprehensive report on hard data published these days, especially one so insightfully contextualised by the editors’ introductory and concluding chapters. These scholars and the others involved in the work really know their stuff, and it shows. The editors connect the preoccupations of Pacific archaeologists with those of their colleagues working in other island regions and on “big questions” of colonisation, migration, interaction and patterns and processes of cultural change in hitherto-uninhabited environments. These sorts of outward-looking, big-picture contextual studies are invaluable, but all too often are missing from locally- and regionally-oriented writing, very much to its detriment. In sum, the work strongly advances our understanding of the early prehistory of Fiji through its well-integrated combination of original research and the reinterpretation of existing knowledge in the context of wider theoretical and historical concerns. In doing so The Early Prehistory of Fiji makes a truly substantial contribution to Pacific and archaeological scholarship.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

Of particular importance is the critical review of information about the kidnapping of Boon Wurrung people from the Mornington Peninsula.     Description: Under a Memorandum of Understanding between Indonesia and Australia, traditional Indonesian fishermen are permitted access to fish in a designated area inside the 200 nautical mile Australian Fishing Zone (AFZ). However, crew and vessels are regularly apprehended for illegal fishing activity outside the permitted areas and, after prosecution in Australian courts, their boats and equipment are destroyed and the fishermen repatriated to Indonesia. This is an ethnographic study of one group of Indonesian maritime people who operate in the AFZ. It concerns Bajo people who originate from villages in the Tukang Besi Islands, Southeast Sulawesi. It explores the social, cultural, economic and historic conditions which underpin Bajo sailing and fishing voyages in the AFZ. It also examines issues concerning Australian maritime expansion and Australian government policies, treatment and understanding of Bajo fishing. The study considers the concept of “traditional” fishing regulating access to the MOU area based on use of unchanging technology, and consequences arising from adherence to such a view of “traditional”; the effect of Australian maritime expansion on Bajo fishing activity; the effectiveness of policy in providing for fishing rights and stopping illegal activity, and why Bajo continue to fish in the AFZ despite a range of ongoing restrictions on their activity.

    Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

The year of Heinz Wolfgang Arndt's birth, 1915, was not a good time for a German boy to be born. His country was soon to be defeated in a great war, his school years were shadowed by the rise of Hitler. Yet when Heinz's long-buried Jewish background led his academic father to lose his chair in chemistry and flee to Oxford, Heinz followed. As Heinz put it, the calamity of Hitler's rise to power led him to 'the incredible good fortune of an Oxford education and a life spent in England and Australia.' This was a man of inexhaustible energy and optimism, who returned from months behind barbed wire interned in Canada to write a historical classic—The Economic Lessons of the Nineteen-Thirties. He seized the opportunity of an unexpected job offer to set off with his young family for Sydney where he quickly established himself as a leading authority on the Australian banking system, embarked on his fifty year career as a gifted university teacher and enjoyed the first of many vigorous forays as a public intellectual. But it was at ANU that Heinz took the bold step which led him to become the Grand Old Man of Asian Economics. In 1966, just after the Sukarno coup and the year of living dangerously, he determined the time had come to study the Indonesian economy. It took all his charm, persistence and formidable intellect to persuade the Indonesians to open their doors to him. The result was a world-leading centre of Indonesian economics which greatly contributed to the development of modern Indonesia.

    Description: Watriama and Co (the title echoes Kipling’s Stalky and Co!) is a collection of biographical essays about people associated with the Pacific Islands. It covers a period of almost a century and a half. However, the individual stories of first-hand experience converge to some extent in various ways so as to present a broadly coherent picture of ‘Pacific History’. In this, politics, economics and religion overlap. So, too, do indigenous cultures and concerns; together with the activities and interests of the Europeans who ventured into the Pacific and who had a profound, widespread and enduring impact there from the nineteenth century, and who also prompted reactions from the Island peoples. Not least significant in this process is the fact that the Europeans generated a ‘paper trail’ through which their stories and those of the Islanders (who also contributed to their written record) can be known. Thus, not only are the subjects of the essays to be encountered personally, and within a contextual kinship, but the way in which the past has shaped the future is clearly discernible. Watriama himself features in various historical narratives. So, too, certain of his confrères in this collection, which is the product of several decades of exploring the Pacific past in archives, by sea, and on foot through most of Oceania.

    Description: This volume brings together an innovative set of readings of complex interactions between Australian Aboriginal people and colonisers. The underlying theme is that of ‘transgression’, and Michel Foucault’s account of the necessary dynamic that exists between transgression and limit. We know what constitutes the limit, not by tracing or re-stating the boundaries, but by crossing over them. By exploring the mechanisms by which limits are set and maintained, unexamined cultural assumptions and dominant ideas are illuminated. We see the expectations and the structures that inform and support them revealed, often as they unravel.     Ten Thousand Years of Cultivation at Kuk Swamp in the Highlands of Papua New Guinea (2023)

    Description: Kuk is a settlement at c. 1600 m altitude in the upper Wahgi Valley of the Western Highlands Province of Papua New Guinea, near Mount Hagen, the provincial capital. The site forms part of the highland spine that runs for more than 2500 km from the western head of the island of New Guinea to the end of its eastern tail. Until the early 1930s, when the region was first explored by European outsiders, it was thought to be a single, uninhabited mountain chain. Instead, it was found to be a complex area of valleys and basins inhabited by large populations of people and pigs, supported by the intensive cultivation of the tropical American sweet potato on the slopes above swampy valley bottoms. With the end of World War II, the area, with others, became a focus for the development of coffee and tea plantations, of which the establishment of Kuk Research Station was a result. Large-scale drainage of the swamps produced abundant evidence in the form of stone axes and preserved wooden digging sticks and spades for their past use in cultivation. Investigations in 1966 at a tea plantation in the upper Wahgi Valley by a small team from The Australian National University yielded a date of over 2000 years ago for a wooden stick collected from the bottom of a prehistoric ditch. The establishment of Kuk Research Station a few kilometres away shortly afterwards provided an ideal opportunity for a research project.

    Description: The September 2014 elections in Fiji was one of the most anticipated in the history of the country, coming after eight years of military rule and under a radically new constitution that introduced a system of proportional representative (PR) and without any reserved communal seats. The election was won overwhelmingly by FijiFirst, a party formed by 2006 coup leader Frank Bainimarama. He subsequently embarked on a process of shifting the political configuration of Fijian politics from inter-ethnic to trans-ethnic mobilisation. The shift has not been easy in terms of changing people’s perceptions and may face some challenges in the longer term, despite Bainimarama’s clear victory in the polls. Ethnic consciousness has the capacity to become re‑articulated in different forms and to seek new opportunities for expression. This book explores these and other issues surrounding the 2014 Fiji elections in a collection of articles written from varied political, intellectual and ideological positions.

    Description: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of 'encounter' rather than the more common idea of 'first contact' for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of 'strangers' or 'others' but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan.     Description: Based on New Zealand Election Study (NZES) data from a sample of 2,830 eligible voters, A Bark But No Bite explores a puzzle. While there was a lot of talk about inequality before the 2014 general election in New Zealand, and during the campaign, concern about inequality appeared to have no tangible effect on the election outcome. This book shows that, by its attention to the concerns of middle ground voters, the National Government had reduced the potential of policy differences to drive voter choices. Perceptions of competence and effective leadership were National’s strongest suit, crowding out voter concerns over matters of policy. When voters did consider policy, inequality and related concerns were second to the economy. Traditional priorities about health and education, and perceptions of party differences on these matters, had faded into the background. Meanwhile, voters doubted the opposition Labour Party’s ability to govern effectively in an alternative coalition to that of the National-led government. Labour’s policies were too many. In various ways, they would have chipped away at inequality, but lacked a coherent narrative and presentation. This book confirms that Labour’s proposal to increase the age for receipt of New Zealand superannuation gained Labour no new votes. Hopes that the ‘missing million’ people who failed to turn out to vote in 2011 would vote in 2014 and give an advantage to the left were unfulfilled. A comprehensive study of the 2014 election, this book provides a detailed account of all these findings, and a host of others.

This book is the result of a collaborative research project based at the Institute of Social Studies, The Hague, in the Netherlands — an institution with a long tradition of collaborative teaching, research and advisory services in the South Pacific region. It aims to present a range of relevant issues from a number of vantage points. It has brought together a strong diversity of authors led by A. Haroon Akram-Lodhi, including John Cameron, Ganesh Chand, Martin Doornbos, Yash Ghai, Holger Korth, Sunil Kumar, Biman Prasad, Jacqueline Leckie, Satendra Prasad, Steve Ratuva, Robbie Robertson, Ardeshir Sepehri and William Sutherland.

The two decades from 1970 to the Bicentennial in 1988 saw the emergence of a new landscape in Australian Indigenous politics. There were struggles, triumphs and defeats around land rights, community control of organisations, national coalitions and the international movement for Indigenous rights.     Description: This volume, the result of ongoing collaborations between Australian and French anthropologists, historians and linguists, explores encounters between Pacific peoples and foreigners during the longue durée of European exploration, colonisation and settlement from the sixteenth century to the twentieth century. It deploys the concept of ‘encounter’ rather than the more common idea of ‘first contact’ for several reasons. Encounters with Europeans occurred in the context of extensive prior encounters and exchanges between Pacific peoples, manifest in the distribution of languages and objects and in patterns of human settlement and movement. The concept of encounter highlights the mutuality in such meetings of bodies and minds, whereby preconceptions from both sides were brought into confrontation, dialogue, mutual influence and ultimately mutual transformation. It stresses not so much prior visions of ‘strangers’ or ‘others’ but the contingencies in events of encounter and how senses other than vision were crucial in shaping reciprocal appraisals. But a stress on mutual meanings and interdependent agencies in such cross-cultural encounters should not occlude the tumultuous misunderstandings, political contests and extreme violence which also characterised Indigenous-European interactions over this period.

    Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: Earle Christmas Grafton Page (1880-1961) - surgeon, Country Party leader, treasurer and prime minister - was perhaps the most extraordinary visionary to hold high public office in twentieth-century Australia. Over decades, he made determined efforts to seize 'the psychological moment', and thereby realise his vision of a decentralised, regionalised and rationally ordered nation. Page's unique dreaming of a very different Australia encompassed new states, hydroelectricity, economic planning, cooperative federalism and rural universities. His story casts light on the wider place in history of visions of national development. He was Australia's most important advocate of developmentalism, the important yet little-studied stream of thought that assumes that governments can lead the nation to realise its economic potential. His audacious synthesis of ideas delineated and stretched the Australian political imagination. Page's rich career confirms that Australia has long inspired popular ideals of national development, but also suggests that their practical implementation was increasingly challenged during the twentieth century. Effervescent, intelligent and somewhat eccentric, Page was one of Australia's great optimists. Few Australian leaders who stood for so much have since been so neglected.

    Description: This study examines the role of coercion in the unification of the Hawaiian Islands by Kamehameha I between 1782 and 1812 at a time of increasing European contact. Three interrelated themes in Hawaiian political evolution are examined: the balance between coercion and consent; the balance between general structural trends and specific individual styles of leadership and historical events; and the balance between indigenous and European factors. The resulting synthesis is a radical reinterpretation of Hawaiian warfare that treats it as an evolving process heavily imbued with cultural meaning. Hawaiian history is also shown to be characterised by fluid changing circumstances, including crucial turning points when options were adopted that took elements of Hawaiian society on paths of development that proved decisive for political unification. These watershed moments were neither inevitable nor predictable. Perhaps the greatest omission in the standard discourse on the political evolution of Hawaiian society is the almost total exclusion of modern indigenous Hawaiian scholarship on this topic. Modern historians from the Hawai‘inuiākea School of Hawaiian Knowledge at the University of Hawaii at Mānoa argue that political leadership and socioeconomic organisation were much more concensus-based than is usually allowed for. Above all, this study finds modern indigenous Hawaiian studies a much better fit with the historical evidence than more conventional scholarship.

    Description: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

    Description: May 19, 2000. Fiji's democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight's supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People's Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.
