    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Breaking Japanese Diplomatic Codes David Sissons and D Special Section during the Second World War (2023)

    Description: During the Second World War, Australia maintained a super-secret organisation, the Diplomatic (or `D’) Special Section, dedicated to breaking Japanese diplomatic codes. The Section has remained officially secret as successive Australian Governments have consistently refused to admit that Australia ever intercepted diplomatic communications, even in war-time. This book recounts the history of the Special Section and describes its code-breaking activities. It was a small but very select organisation, whose `technical’ members came from the worlds of Classics and Mathematics. It concentrated on lower-grade Japanese diplomatic codes and cyphers, such as J-19 (FUJI), LA and GEAM. However, towards the end of the war it also worked on some Soviet messages, evidently contributing to the effort to track down intelligence leakages from Australia to the Soviet Union. This volume has been produced primarily as a result of painstaking efforts by David Sissons, who served in the Section for a brief period in 1945. From the 1980s through to his death in 2006, Sissons devoted much of his time as an academic in the Department of International Relations at ANU to compiling as much information as possible about the history and activities of the Section through correspondence with his former colleagues and through locating a report on Japanese diplomatic codes and cyphers which had been written by members of the Section in 1946. Selections of this correspondence, along with the 1946 report, are reproduced in this volume. They comprise a unique historical record, immensely useful to scholars and practitioners concerned with the science of cryptography as well as historians of the cryptological aspects of the war in the Pacific. “This publication fills an important gap in the present available knowledge concerning code-breaking in Australia during World War II. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: The Solomon Islands Campaign of World War II has been the subject of many published historical accounts. Most of these accounts present an ‘outsider’ perspective with limited reference to the contribution of indigenous Solomon Islanders as coastwatchers, scouts, carriers and labourers under the Royal Australian Navy and other Allied military units. Where islanders are mentioned, they are represented as ‘loyal’ helpers. The nature of local contributions in the war and their impact on islander perceptions are more complex than has been represented in these outsiders’ perspectives. Islander encounters with white American troops enabled self-awareness of racial relationships and inequality under the colonial administration, which sparked struggles towards recognition and political autonomy that emerged in parts of the British Solomon Islands Protectorate in the postwar period. Exploitation of postwar military infrastructure by the colonial administration laid the foundation for later sociopolitical upheaval experienced by the country. In the aftermath of the 1998 crisis, the supposed unity and pride that prevailed among islanders during the war has been seen as an avenue whereby different ethnic identities can be unified. This national unification process entailed the construction of the ‘Pride of our Nation’ monument that aims to restore the pride and identity of Solomon Islanders.

In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: When the war was over in 1945, Germany was a country with no government, little functioning infrastructure, millions of refugees and homeless people, and huge foreign armies living largely off the land. Large parts of the country were covered in rubble, with no clean drinking water, electricity, or gas. Hospitals overflowed with patients, but were short of beds, medicines, and medical personnel. In these conditions, the potential for epidemics and public health disasters was severe. This is a study of how the four occupiers—Britain, France, the Soviet Union, and the United States—attempted to keep their own troops and the ex-enemy population alive. While the war was still being fought, German public health was a secondary consideration for them, an unaffordable and undeserved luxury. But once fighting ceased and the occupation began, it rapidly turned into a urgent priority. Public health was now recognized as an indispensable component of creating order, keeping the population governable, and facilitating the reconstruction of German society. But they faced a number of insoluble problems in the process: Which Germans could be trusted to work with the occupiers, and how were they to be identified? Who could be tolerated because of a lack of alternatives? How, if at all, could former Nazis be reformed and reintegrated into German society? What was the purpose of the occupation anyway? This is the first carefully researched comparison of the four occupation zones which looks at the occupation through the prism of public health, an essential service fundamentally shaped by political and economic criteria, and which in turn was to determine the success or failure of the occupation.

    Description: Before new interventions can be used in disease control programmes, it is essential that they are carefully evaluated in “field trials”, which may be complex and expensive undertakings. Descriptions of the detailed procedures and methods used in trials that have been conducted in the past have generally not been published. As a consequence, those planning such trials have few guidelines available and little access to previously accumulated knowledge. In this book the practical issues of trial design and conduct are discussed fully and in sufficient detail for the text to be used as a “toolbox” by field investigators. The toolbox has now been extensively tested through use of the first two editions and this third edition is a comprehensive revision, incorporating the many developments that have taken place with respect to trials since 1996 and involving more than 30 contributors. Most of the chapters have been extensively revised and 7 new chapters have been added.
