    Description: A Continent Moving West? argues that the conceptualization of migration as a one-way or long-term process is becoming increasingly wide of the mark. Rather, east-west labor migration in Europe, in common perhaps with other flows in and from other parts of the world, is diverse, fluid, and influenced by the dynamics of local and sector-specific labor markets and migration-related political regulations. The papers in this book contribute to critical understanding of the east-west migration within the European Union after the 2004 enlargement, from the new to the old member states.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Vigília Lula Livre. Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

    Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith. For many, the dogmatic Islam established by the conservatives and supported by totalitarian political regimes is outdated; they want it replaced by a spiritual and ethical Islam. To what extent are these reformist thinkers engaged in a genuine renewal of Islamic thought? Do they succeed in escaping the traditionalist trap of presenting a purely negative image of the West?     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report.     Description: While it is clear that around 1800 the humanities as a discipline rose to prominence, it is less clear what the exact nature of this shift in academia was. Was it a sudden revolution caused by a momentary but powerful change in the zeitgeist or the turning point of a much longer process? In this volume, the editors have selected a series of essays that look at the origins of the humanities and find that long before 1800 the concept of the humanities was already at the fore. The shift around 1800 was thus mostly institutional, not theoretical.     Description: Although vastly influential in German-speaking Europe, conceptual history (Begriffsgeschichte) has until now received little attention in English. This genre of intellectual history differs from both the French history of mentalités and the Anglophone history of discourses by positing the concept - the key occupier of significant syntactical space - as the object of historical investigation. Contributions by distinguished practitioners and critics of conceptual history from Europe and America illustrate both the distinctiveness and diversity of the genre. The first part of the book is devoted to the origins and identity of the field, as well as methodological issues. Part two presents exemplary studies focusing either on a particular concept (such as Maurizio Viroli's 'Reason of the State') or a particular approach to conceptual history (e.g. Bernard Scholz for literary criticism and Terence Ball for political science). The final, most innovative section of the book looks at concepts and art - high, bourgeois and demotic. Here Bram Kempers discusses the conceptual history of Raphael's frescos in the Stanza della Segnatura of the Vatican; Eddy de Jongh examines the linguistic character of much Dutch genre painting; and Rolf Reichardt considers the conceptual structure implicit in card games of the French Revolution, used to induct those on the margins of literacy into the new revolutionary world-view.     Description: This volume about religious tolerance in early modern Brazil comprises two articles. Jonathan Israel, in his contribution, argues that Dutch tolerance in Brazil was unprecedented in the seventeenth century. Catholics and particularly Jews were given freedom of conscience and freedom of private worship in accordance with Dutch guide-lines. Stuart Schwartz, in his article, demonstrates that religious toleration in Dutch Brazil was not exclusively the domain of the Dutch. The Portuguese also widely approved of tolerance at grassroots level, accepting an individual's preference to follow his own path to salvation. Power's monograph asserts the need for the reform of Australian governance and charts Australia's fitful progress towards a republican future. Along the way he sketches a framework for constitutional reform, mindful of the strengths and weaknesses of the current system of government and the contest of ideas about the role and configuration of Australian Heads of State. Long a frustrated Australian republican, Power contends that the republican log jam is due in significant part to a lack of respect shown by the republican policy community to the contribution long made to good governance by monarchical heads of state. This monograph seeks to draw lessons from this experience, so as to make the republican venture one of substance for the Australian public. In so doing, Power draws on a range of republican, indigenous and feminist writings in order to develop a new framework of 'fiducial governance' aimed at enhancing the trustworthiness and integrity of our institutions of governance, thereby paving the way for the replacement of the monarch by a directly elected head of state.     Description: This book prompts a fresh look on immigrant integration policy. Revealing just where immigrants and their receiving societies interact everyday, it shows how societal inclusion is administered and produced at a local level. The studies presented focus on three issue areas of migration policy - citizenship, welfare services and religious diversity - and consider cities in very different national contexts. Spanning Switzerland, Italy, Germany, the Netherlands and Canada, the cases display great variety in their theoretical and methodological approaches. In all the countries considered, we see that the local level has an undeniable relevance despite differences in state structures, models of integration and centre-peripheral relations. Particularly for future migration policy research, such a complex comparative exercise thus yields an important universal realisation: the local dimension of migration policymaking matters.     Description: Peace operations became the core focus of many Western armed forces after the Cold War. The wish amongst political and military leaders during the 1990s to hold on to the classical identity of the armed forces as an instrument of force made them pursue a strict separation between military operations and the civilian aspects of peacekeeping, such as policing, administrative functions, and political and societal reconstruction. In his book Soldiers and Civil Power, Thijs Brocades Zaalberg argues that this policy failed to match up to reality. Supporting civil authorities, and at times even substituting them (de facto military governance), became the key to reaching any level of success in Cambodia, Somalia, Bosnia and Kosovo. As a result of the false segregation between the civilian and the military domain, this was accomplished mostly by improvisation and creativity of commanders who probed for the limiting boundaries of their original mandate by reaching ever further into the civilian sphere.     Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

La primera edición fue presentada días antes de las elecciones realizadas el 20 de octubre de 2019. En esa ocasión, Evo Morales fue candidato a la reelección por tercera vez consecutiva y venció en las urnas. No obstante, los opositores al Movimiento al Socialismo (MAS) desconocieron su victoria argumentando un supuesto fraude y desplegaron una serie de acciones que culminaron en un golpe de Estado perpetrado el 10 de noviembre de 2019. De esta manera finalizó un ciclo político signado por el protagonismo de Evo Morales cuyo modo de acción es analizado e interpretado en estas páginas.No es una biografía ni esboza su pensamiento político, sino que intenta explicar su estilo de gobierno presuponiendo que un estilo designa un conjunto de rasgos peculiares que distinguen un comportamiento.

    Description: In the Dutch Republic in the Baroque era, two aesthetic formal modes, theater and drama, were dynamically related to two political concepts, event and moment. The Dutch version of the Baroque is characterized by a fascination with this world regarded as one possibility out of a plurality of potential worlds. It is this fascination that explains the coincidence in the Dutch Republic, strange at first sight, of Baroque exuberance, irregularity, paradox, and vertigo with scientific rigor, regularity, mathematical logic, and rational distance. In giving a new historical perspective on the Baroque as a specifically Dutch republican one, this study also offers a new and systematic approach to the interactions among the notions of theatricality, dramatization, moment, and event.

    Description: Is the end of the nation-state approaching, now that the international economy takes less and less notice of borders between countries and the European Union has already acquired so much political power? What does national autonomy mean when governments delegate any number of powers to international organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. With the immediate turmoil of World War II over, communism and decolonisation had ended any possibility that Asia could continue to be ignored by Australia. In the early 1950s, Australia embarked on its most ambitious attempt to engage with Asia: the Colombo Plan. This book examines the public and private agendas behind Australia's foreign aid diplomacy and reveals the strategic, political and cultural aims that drove the Colombo Plan. It examines the legacy of WWII, how foreign aid was seen as crucial to achieving regional security, how the plan was sold to Australian and Asian audiences, and the changing nature of Australia's relationship with Britain and the United States. Above all this is the question of how Australia sought to project itself into the region, and how Asia was introduced into the Australian consciousness.     Description: A social revolution has taken place in Europe. Women's employment patterns changed drastically the last decades. But they are still different across Europe. Welfare state scholars often presume that diversity and change in women's employment across Europe is based on financial (dis) incentive structures embedded in welfare states. This book shows, by in depth analyses of women's (and men's) employment and care patterns as well as child care services, taxation, leave schemes and social security in four different welfare states (the UK, the Netherlands, Denmark and Belgium) that this logic does not hold. A mother is not primarily the homo economicus welfare state scholars tend to presume. 'to work or to care 'is above all a moral predicament. What explains better the differences in Europe is to place care centrally and analyse welfare states as cultural agents. In the case of caring and paid employment, welfare states send culturally-defined moral images of good-enough caring in the form of ideals of care. An ideal of care implies a definition of what is good care and who gives it. These ideals of care are embedded in welfare states and their regulations, laws and implementation processes. Each welfare state promotes specific ideals of care. Cultural explanations downplay the role of the state too much. Culture, as is shown, is located within rather than outside the welfare state. The welfare state is not only a notary drawing contracts between the state and citizens or a merchant connecting supply and demand, but also a priest. This book shows, by studying care policy in welfare states, that social policy has an impact on women's and men's division of labour and care.     Description: Why do some migrants integrate quickly, while others become long-term minorities? What is the role of the state in the settlement process? To what extent are experiences in the past different from the present? Are the recent migrants really integrating in another way than those in the past? Is Islam indeed an obstacle to integration? These are some of the burning questions, which dominate the current politicized debate on immigration in Western Europe. In this book, leading historians and social scientists analyze and compare a variety of settlement processes in past and present migration to Western Europe. Identifying general factors in the process of adaptation of new immigrants, the contributors trace social changes effected by recent European immigration, and the parallels with the great American migration of the 1880s-1920s. The history of migration to Western Europe and the way these migrants found their place in the receiving societies, is not only essential to understand the way nations deal with newcomers in the present, but also constitutes a highly interesting laboratory for different paths of integration now and then. By analyzing and comparing a wealth of settlement processes both in the past and in the present this book is both a bold interdisciplinary endeavor, and at the same time the first attempt to identify general factors underlying the way migrants adapt to their new surroundings, as well as how societies change under the influence of immigration. The chapters in the book both look at specific groups in various periods, but also analyses the structure of the state, churches unions and other important organized actors in Western European nation states. Moreover, the results are embedded in the more theoretical American literature on the comparison of old and new migrants. All chapters have an explicit comparative perspective, either by comparing different groups or different periods, whereas the general conclusion ties together the various outcomes in a systematic way, highlighting the main answers to the central questions about the various outcomes of settlement processes.     Description: Papua New Guinea’s general election in 2007 attracted particular interest for several reasons. Not only did it follow what was widely acknowledged as the country’s worst election ever, in 2002 (in which elections in six of the country’s 109 electorates were declared to be ‘failed elections’), it was the first general election to be held under a new limited preferential voting system. It also followed the first full parliamentary term under the Organic Law on the Integrity of Political Parties and Candidates, which had been introduced in 2001 in an attempt to strengthen political parties and create a greater degree of stability in the national parliament, and was the first to embrace a ‘whole-of-government’ approach to electoral administration, through an Interdepartmental Electoral Committee. This volume provides an analysis of the 2007 election, drawing on the work of a domestic monitoring team organized through the National Research Institute, and several visiting scholars. It addresses key issues such as voter education, electoral administration, election security, the role of political parties, women as candidates and voters, the shift to limited preferential voting, and HIV transmission, and provides detailed accounts of the election in a number of open and provincial electorates. It is generally agreed that the election of 2007 was an improvement on that of 2002. But problems of electoral administration and voting behaviour remain. These are identified in this volume, and recommendations made for electoral reform.

    Description: A detailed analysis of the response to the Yugoslav crisis by one of America's key allies in NATO. The author focuses on the question of how a Western bureaucracy faced up to the most complex foreign policy challenge of the 1990s. The Netherlands, as a 'pocket-sized medium power', is an interesting case study. While the margins for Dutch foreign policy are limited, fate had it that the Netherlands occupied the European presidency during the second half of 1991, when the recognition issue divided the West and the parameters for the subsequent international intervention in the Balkans were set. By July 1995, the involvement of the Netherlands had deepened to the extent that Dutch troops who found themselves trapped in the UN safe area of Srebrenica together with the local Muslim population were unable to prevent the worst massacre in Europe since the Second World War. This study is based on interviews with all the major players, including two former Defence Ministers and two former Ministers of Foreign Affairs, and on documents from the Netherlands Ministry of Foreign Affairs, made available under the country's own 'freedom of information act'. En cuanto a las experiencias latinoamericanas, el libro toma los procesos de movilización y organización juveniles desplegados en Brasil, Chile, Colombia y México. En definitiva, este trabajo está pensado como una contribución a la comprensión de las configuraciones generacionales de la política en la actualidad, en el camino a aportar a la construcción de relaciones intergeneracionales significativas y mejores condiciones de vida para todos. "La década de la Región", como algunos especialistas han denominado este período, si bien se ha caracterizado por un dinamismo económico que ha permitido una relativa recuperación posterior a la crisis mundial, los niveles de crecimiento y desarrollo se mantienen por debajo de los niveles deseados y las condiciones de desigualdad, pobreza, desempleo e informalidad parecen agudizarse. En este contexto, se hace imperante que tanto los países Latinoamericanos como Colombia, promuevan un debate crítico que permita reencausar las sendas del desarrollo social por vías diferentes a las prácticas hegemónicas prevalentes.

The present volume approaches the relation between imagery and authority of the monarchy from a cultural historical angle.     Description: This book focuses on the so-called 'new bilateralism' phenomenon, a foreign policy development that has widespread across regions since the mid-1990s. The book asks why the policy trend of 'new bilateralism' has been pursued in spite of the widely accepted views on political and economic advantages of 'multilateralism'. It also invites an open theoretical discussion on the implications of new bilateralism for international relations. Using the case study of EU-Thailand relations, the book shows that the opportunistic foreign policy behavior of the state is particularly observable in the crisis of multilateralism and that the prospects of bilateral engagement, identity formation and rhetorical action urge the drive to bilateralism with a high degree of pragmatism. This book offers important insight into how the new bilateralism operates, showing its advantages and disadvantages in the developing relationship between the EU and Thailand.

    Description: As cartas que compõem o livro “Eu, Minha Tia e o Golpe do Atraso: cartas por ocasião do golpe de 2018 no Brasil" contêm muitos dos meus sentimentos, percepções e apreensões, promovidos pelo processo golpista que derrubou uma presidente eleita legitimamente, com mais de 54 milhões de votos. De verdade elas são diálogos comigo mesmo, ou melhor, mediações que pude externalizar como se “conversasse" com alguém. Exercícios de pensar diante da realidade concreta. O tom jocoso que muitas transparecem foi para atenuar a tensão em que vivemos. Posso dizer-lhes agora: não foi e não está sendo fácil ser contemporâneo do assalto ao poder por uma camarilha de políticos corruptos e com caráter destrutivo, capazes de desconstruir uma sociabilidade mais justa e igual que vinha sendo construída com grande apoio popular. O caráter deles, como disse Walter Benjamin, está na linha da frente dos tradicionalistas. A tudo transforma em mercadorias vendáveis e liquidáveis, pouco se importando que estejam no fundo do mar, nos campos ou nas cidades.
