    Description: The story of the Communist Party of Australia has been told in various ways. Until now, however, archival collections that have borne on this story have been relatively inaccessible to the ordinary, interested reader. This book begins to redress that deficiency by bringing together 85 key documents from the Russian State Archives of Social and Political History (RGASPI), selected from a collection of thousands of documents concerning the relations between the Communist International and the Communist Party of Australia. The selection focuses on the relationship between the CPA and the Comintern because the activities of the CPA are essentially incomprehensible without understanding the international communist context within which the CPA operated. That context was dominated by the newly-created Soviet state and its decision to authorize and utilize a network of communist parties throughout the world. The documents in this work suggest three major propositions about the relationship between the CPA and the Comintern. First, that the Comintern was crucial in the formation of the CPA, via its emissaries, instructions and authority. Second, that the Comintern played a major role in directing the policies of the CPA in domestic matters (not to mention in international matters, where the Comintern’s decisions were supreme). And third, that the leadership of the CPA was, from 1929 onwards, shaped, trained and authorized by the Comintern. With access to the documents, readers now have a chance not just to hear the voices of the times, but to make their own judgements about the relationship between the CPA and Moscow. The book also includes two extended introductory essays that outline the development of the Comintern and its relations with the CPA, as well as supporting materials that provide information on individuals, organizations and tactics mentioned within the documents themselves.

    Description: This open access book evaluates research quality, quality of teaching and the relationship between the two through sound statistical methods, and in a comparative perspective with other European countries. In so doing, it covers an increasingly important topic for universities that affects university funding. It discusses whether university evaluation should be limited to a single factor or consider multiple dimensions of research, since academic careers, teaching and awarding degrees are intertwined. The chapters included in the book evaluate teaching and research, also taking the gender dimension into account, in order to understand where and when gender discrimination occurs in assessment. Divided into five sections, the book analyses the administrative data on the determinants of career completion of university students; increasing precariousness of academic careers, especially of young researchers; methods designed to assess research productivity when co-authorship and team production are becoming the standard practice; and interrelations between students’ achievements and teachers’ careers driven by research assessment. It brings together contributions from a large group of economists, statisticians and social scientists working under a project sponsored by ANVUR, the Italian agency for the evaluation of teaching and research of academic institutions. From an international perspective, the findings in this book are particularly interesting because despite low tuition costs, tertiary education in Italy has relatively low enrolment rates and even lower completion rates compared to those in other European and American countries. This book is of interest to researchers of the sociology of education, education policy, public administration, economics and statistics of education, and to administrators and policy makers working in the area of higher education.

    Description: This open access book analyses the global diffusion of social policy as a process driven by multiplex ties between countries in global social networks. The contributions analyze links between countries via global trade, colonial history, similarity in culture, and spatial proximity. Networks are viewed as the structural backbone of the diffusion process, and diffusion is anlaysed via several subfields of social policy, in order to interrogate which network dimensions drive this process.     Description: All is not well with the evaluation of government programs and projects. Resources available to any society are limited. If governments are to increase the well-being of their citizens, they must be able to select and implement the socially most beneficial projects and policies. But many government agencies lack the expertise to carry out a cost-benefit analysis, or even to commission one. Commercial consultants, on the other hand, often have some analytical expertise, but are not immune from adopting approaches that accommodate the proclivities of their client agencies. In order to increase analytical rigour and methodological consistency, this publication urges the adoption of a ‘belts and braces’ set of protocols for use in project evaluation.

    Description: This open access book shows how the adoption of global justice, such as eradication of female genital mutilation/cutting (FGM/C), has given rise to controversy, resistance, and transformation at the national, regional, and grass-roots levels in African and Asian countries where FGM/C has been practiced. It provides readers with up-to-date information about the effects of the campaign to eradicate FGM/C and the present situation of those countries, to which preceding books on FGM/C have scarcely referred. Adopting “zero tolerance” as a policy of eradication, WHO and other UN agencies have opposed any type of FGM/C, and many African countries have criminalized the practice. Although the campaign is based on the human rights discourse which is shared globally, the controversies concerning eradication of FGM/C on the national level and the responses of communities on the local level in those countries are diverse and complicated. Various actors such as NGOs, government officials, religious leaders, medical workers, and local inhabitants are embroiled and negotiate with each other concerning its eradication. With this book, readers are provided with an in-depth analysis of the complicated controversies and responses of local communities, referring to their particular historical and social backgrounds. The book provides two chapters on FGM/C in Asian countries, where not many studies have done yet. It also presents readers with a study of the arguments and responses to FGM/C of African immigrants by Australian health-care professionals as well as a study of male circumcision eradication campaigns, which have been carried on in tandem with FGM/C eradication campaigns but still not have been successful. With its many elaborate case studies, this book is highly recommended to readers who seek an in-depth and up-to-date integrated overview of the FGM/C studies as well as studies on the applicability of global justice to local communities.

    Description: This open access book deals with global sanitation, where SDG 6.2 sets a target of enabling access to sanitation services for all, but has not yet been achieved in low- and middle-income countries. The transition from the United Nations MDGs to the SDGs requires more consideration based on the socio-cultural aspects of global sanitation. In other words, equitable sanitation for those in vulnerable situations could be based on socio-cultural contexts. Sanitation is a system that comprises not only a latrine but also the works for the treatment and disposal of human waste. Sanitation systems do not function by themselves but have significance only through social management. The process of decision-making also largely depends on socio-cultural conditions, and the importance of sanitation needs to be socially acknowledged. The health benefits of sanitation improvement—among the significant contributions of sanitation—also need to be considered in the socio-cultural milieu. Further, the social-culture itself is affected, and potentially even created, by sanitation. In this context, more progress on the improvement of sanitation requires a more holistic approach across disciplines. In this book, we present the concept of the Sanitation Triangle, which considers the interconnections of health, materials, and socio-culture in sanitation, as a holistic approach, and the case studies based on the Sanitation Triangle by diverse disciplines such as Cultural Anthropology, Development Studies, Health Sciences, Engineering, and Science Communication. By the deep theoretical examinations and inter-dialogues between the different disciplines, this book explores the potentialities of inter-disciplinary studies on global sanitation.

COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

    Description: *THIS BOOK WILL SOON BECOME AVAILABLE AS OPEN ACCESS BOOK* This book is an excellent synthesis of the initial and continuing preparation for Mathematics Teaching in Colombia, Costa Rica, Dominican Republic and Venezuela, from which comparative analyses can be made that show similarities and differences, and highlight various perspectives. In August 2012, a workshop of the Capacity and Networking Project (CANP) of the International Commission on Mathematical Instruction (ICMI) was held in Costa Rica. This CANP brought together for two weeks a group of 66 Mathematics educators, mathematicians, university administrators, and elementary and secondary teachers from Colombia, Venezuela, the Dominican Republic, Panamá and Costa Rica. The goal was to promote progress in Mathematics Education in the region; as such it was a unique experience in the region. One of the most important results of this event was the creation of the Mathematics Education Network of Central America and the Caribbean (REDUMATE). It was organized by persons associated with the Mathematics Education Reform Project in Costa Rica (responsible for the most outstanding and innovative curriculum reform in Latin America) and the Inter-American Committee on Mathematics Education (IACME), which is an official regional multinational organization affiliate of ICMI. This book brings to the international Educational Community an important collection of experiences and ideas in the Mathematics Education of four countries of a region within the heart of the American continent, a region that has been many times forgotten. The dissemination of these results can promote the search for international collaborative actions in a wider scale.

    Description: This book explores the first encounters between Samoans and Europeans up to the arrival of the missionaries, using all available sources for the years 1722 to the 1830s, paying special attention to the first encounter on land with the Lapérouse expedition. Many of the sources used are French, and some of difficult accessibility, and thus they have not previously been thoroughly examined by historians. Adding some Polynesian comparisons from beyond Samoa, and reconsidering the so-called ‘Sahlins-Obeyesekere debate’ about the fate of Captain Cook, ‘First Contacts’ in Polynesia advances a hypothesis about the contemporary interpretations made by the Polynesians of the nature of the Europeans, and about the actions that the Polynesians devised for this encounter: wrapping Europeans up in ‘cloth’ and presenting ‘young girls’ for ‘sexual contact’. It also discusses how we can go back two centuries and attempt to reconstitute, even if only partially, the point of view of those who had to discover for themselves these Europeans whom they call ‘Papalagi’. The book also contributes an additional dimension to the much-touted ‘Mead-Freeman debate’ which bears on the rules and values regulating adolescent sexuality in ‘Samoan culture’. Scholars have long considered the pre-missionary times as a period in which freedom in sexuality for adolescents predominated. It appears now that this erroneous view emerged from a deep misinterpretation of Lapérouse’s and Dumont d’Urville’s narratives.

    Description: This open access book offers an unprecedented analysis of child welfare schemes, situating them in the wider context of post-war policy debates about the care of children. Between 1945 and 1970, an estimated 3,500 children were sent from Britain to Australia, unaccompanied by their parents, through child migration schemes funded by the Australian and British Governments and delivered by churches, religious orders and charities. Functioning in a wider history of the migration of unaccompanied children to overseas British colonies, the post-war schemes to Australia have become the focus of public attention through a series of public reports in Britain and Australia that have documented the harm they caused to many child migrants. Whilst addressing the wide range of organisations involved, the book focuses particularly on knowledge, assumptions and decisions within UK Government Departments and asks why these schemes continued to operate in the post-war period despite often failing to adhere to standards of child-care set out in the influential 1946 Curtis Report. Some factors – such as the tensions between British policy on child-care and assisted migration – are unique to these schemes. However, the book also examines other factors such as complex government systems, fragmented lines of departmental responsibility and civil service cultures that may contribute to the failure of vulnerable people across a much wider range of policy contexts.

This has produced new kinds of created works which can be viewed, explored, and interacted with, either as an installation or via a virtual environment such as the Internet. These processes generate new dimensions of understanding and experience for both the artist and the public’s relationships with the works that are produced. This has raised a variety of interdisciplinary opportunities and issues, and these are examined. The symbiotic relationship between artistic works and the cultural context in which they are produced is reviewed. Technology can provide continuity by making traditional methods and techniques more efficient and effective. It can also provide discontinuity by opening up new perspectives and paradigms. This can generate new ideas, and produce a greater understanding of artistic processes and how they are implemented in practice. Tools have been used from the earliest times to create and modify artistic works. For example, naturally occurring pigments have been used for cave paintings. What has been created provides insight into the cultural context and social environment at the time of creation. There is an interplay between the goal of the creator, the selection and use of appropriate tools, and the materials and representations chosen.     Reconciliation and Architectures of Commitment: Sequencing peace in Bougainville (2021)

    Description: Following a bloody civil war, peace consolidated slowly and sequentially in Bougainville. That sequence was of both a top-down architecture of credible commitment in a formal peace process and layer upon layer of bottom-up reconciliation. Reconciliation was based on indigenous traditions of peacemaking. It also drew on Christian traditions of reconciliation, on training in restorative justice principles and on innovation in womens’ peacebuilding. Peacekeepers opened safe spaces for reconciliation, but it was locals who shaped and owned the peace. There is much to learn from this distinctively indigenous peace architecture. It is a far cry from the norms of a ‘liberal peace’ or a ‘realist peace’. The authors describe it as a hybrid ‘restorative peace’ in which ‘mothers of the land’ and then male combatants linked arms in creative ways. A danger to Bougainville’s peace is weakness of international commitment to honour the result of a forthcoming independence referendum that is one central plank of the peace deal.

    Description: This open access book discusses the emergence and development, and in some cases also the disappearance, of social movements and activism in Sweden during the 1980s. Its aim is to nuance and problematize the image of the 1980s as unilaterally dominated by right-wing politics and neoliberalism, as well as the idea of a conflict-free Scandinavian model. The 1980s have often been described as a period when the influence of radical-left movements during the 1970s diminished. Instead, this book argues that the 1980s was a decade in which new radical social movements emerged in opposition to the prevalent political order, including the nuclear disarmament movement, the women's movement, anti-fascist movements, and the punk and environmental movements. The authors also demonstrate how issues such as squatting, nuclear resistance, rent strikes and the environment, included a variety of contentious collective action. Sweden, therefore, presents an interesting example of how resistance and conflict in a strong welfare state have been influenced by contentious social movements. Placing Sweden within the wider context of Scandinavia and Europe, this edited collection makes an important contribution to the history of social movements.

    Description: This open access book provides insight on how the tactical urbanism has the capacity to influence change in mobility practices such as cycling. COVID-19 crisis prompted the public authorities to rethink the use of public space in order to develop means of transport that are both efficient and adapted to the health context and their effects on cycling practices in Europe, North, and South America. Its contributors collectively reveal and evidence through policies analysis, mapping, and innovative qualitative analysis bridging video and interviews, how those new infrastructures and policies can be a trigger for change in a context of mobility transition. This book provides an important element on the way local authorities can act in a quicker and more agile way. While some decisions are specific to the context of the beginning of the pandemic, the analysis offers lessons on the way to implement the transition toward a low-carbon mobility, on the importance of processes based on trials and errors, on the political stakes of reallocating road space.

    Description: This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement’s (IEA) International Civic and Citizenship Education Study 2022. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people’s engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

    Description: Exploring indigenous life projects in encounters with extractivism, the present open access volume discusses how current turbulences actualise questions of indigeneity, difference and ontological dynamics in the Andes and Amazonia. While studies of extractivism in South America often focus on wider national and international politics, this contribution instead provides ethnographic explorations of indigenous politics, perspectives and worlds, revealing loss and suffering as well as creative strategies to mediate the extralocal. Seeking to avoid conceptual imperialism or the imposition of exogenous categories, the chapters are grounded in the respective authors’ long-standing field research. The authors examine the reactions (from resistance to accommodation), consequences (from anticipation to rubble) and materials (from fossil fuel to water) diversely related to extractivism in rural and urban settings.     Description: This book provides the most in-depth study of capital punishment in Scotland between the mid-eighteenth and early nineteenth century to date. Based upon an extensive gathering and analysis of previously untapped resources, it takes the reader on a journey from the courtrooms of Scotland to the theatre of the gallows. It introduces them to several of the malefactors who faced the hangman’s noose and explores the traditional hallmarks of the spectacle of the scaffold. It demonstrates that the period between 1740 and 1834 was one of discussion, debate and fundamental change in the use of the death sentence and how it was staged in practice. In addition, the study provides an innovative investigation of the post-mortem punishment of the criminal corpse. It offers the reader an insight into the scene at the foot of the gibbets from which criminal bodies were displayed, and around the dissection tables of Scotland’s main universities where criminal bodies were used as cadavers for anatomical demonstration. In doing so it reveals an intermediate stage in the long-term disappearance of public bodily punishment.

Specifically, it explores how places, mostly in sparsely populated areas, often perceived as immobile and frozen in time, come into being and develop through interference of everyday mobilities and creative practices that cut across the spheres of culture and nature as usually defined. Through fieldwork and case studies from areas in Iceland, Finland, Greenland, and Scotland, the book’s twelve chapters draw out the multiple relations through which places emerge, where people compose their lives as best they can with their surroundings. A special concern is to explore the links between travelling, landscape, and material culture and how places and margins are enacted through mobilities and creative practices of humans and other beings. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed. These white philanthropists raised questions which have shaped Australian society ever since. Did Indigenous Australians have rights to land, rationing, education and cultural survival? If so, how should these be guaranteed, and what would people have to give up in return? Would charity and paternalism lead to effective government or dismal failure – to a powerful defence of an oppressed people, or to new forms of oppression?     Description: Radical Spaces explores the rise of popular radicalism in London between 1790 and 1845 through key sites of radical assembly: the prison, the tavern and the radical theatre. Access to spaces in which to meet, agitate and debate provided those excluded from the formal arenas of the political nation–the great majority of the population–a crucial voice in the public sphere. Radical Spaces utilises both textual and visual public records, private correspondence and the secret service reports from the files of the Home Office to shed new light on the rise of plebeian radicalism in the metropolis. It brings the gendered nature of such sites to the fore, finding women where none were thought to gather, and reveals that despite the diversity in these spaces, there existed a dynamic and symbiotic relationship between radical culture and the sites in which it operated. These venues were both shaped by and helped to shape the political identity of a generation of radical men and women who envisioned a new social and political order for Britain.

Quellenkritik, Recherche, Auseinandersetzung mit vielfältigen Perspektiven sowie das sachliche und wertgebundene Beurteilen zeichnen die Erfahrungen der Jugendlichen aus. Sie erleben Selbstwirksamkeit, lernen mit Misserfolgen umzugehen, Konflikte zivil zu lösen, sich im Kollektiv politisch zu organisieren und damit verbundene Herausforderungen zu bewältigen. Die begleiteten Gruppen erweisen sich nicht als homogene politische Gemeinschaft. Und dennoch besteht die Gefahr der Verinselung in ihrem Protest. Hier kann und sollte die formale politische Bildung und die demokratische Schulentwicklung ansetzen und die Partizipationserfahrungen in der politischen Aktion als Bildungsgelegenheit verstehen.

    Description: This open access book provides a panoramic view of the evolution of Spanish agriculture from 1900 to the present, offering a more diverse picture to the complex and multidimensional reality of agrarian production. With a clear transdisciplinary ambition, the book applies an original and innovative theoretical and methodological tool, termed Agrarian Social Metabolism, combining Social Metabolism with an agroecological perspective. This integrative analysis is especially interesting for environmental scientists and policy makers being the best way to design sustainable agroecosystems and public policies capable of moving us towards a more sustainable food system. Spanish agricultural production has experienced impressive growth during the 20th century which has allowed it to ensure the supply of food to the population and even to transform some crops into important chapters in foreign trade. However, this growth has had its negative side since it was based on the injection of large amounts of external energy, on the destruction of employment and the loss of profitability of agricultural activity. But perhaps the most serious part is the strong impact of the current industrialised agriculture model on Spanish agroecosystems, exposed to the overexploitation of hydric resources, pollution of the water by nitrates and pesticides, high erosion rates and an alarming loss of biodiversity; damage which in the immediate future will end up reducing production capacity.

    Description: Historicizing both emotions and politics, this open access book argues that the historical work of emotion is most clearly understood in terms of the dynamics of institutionalization. This is shown in twelve case studies that focus on decisive moments in European and US history from 1800 until today. Each case study clarifies how emotions were central to people’s political engagement and its effects. The sources range from parliamentary buildings and social movements, to images and speeches of presidents, from fascist cemeteries to the International Criminal Court. Both the timeframe and the geographical focus have been chosen to highlight the increasingly participatory character of nineteenth- and twentieth-century politics, which is inconceivable without the work of emotions.

    Description: This open access book includes forty-one chapters about foreign observers’ discourses on Japan. These include a wide range of perspectives from the travelogues of curious visitors to academic theses by scholars, which offer us a broad spectrum of contents, reflecting a variety of attitudes toward Japan. The works were written during the period from the 1850s to the 1980s, a timespan during which Japan became, in stages, more open to the outside world after a long isolation under the Tokugawa shogunate. From the perspective of “Japanology,” one can discern three distinct periods of rising interest in the country from abroad. The first tide of such interest came shortly after the opening of Japan, when various foreign travelers, including those who could not be included in this book, came over and wrote down their impressions of the country—which was, for them, a land of mystery and mystique, which had just opened its doors to them. The second wave arose at the beginning of the twentieth century, just after the Russo-Japanese War, when Japan again generated a remarkable surge of interest as a “miracle” in Asia that had pulled off the wondrous feat of defeating a white superpower. The third wave was more recent, which took place from the late 1960s to the 1980s, a period of high economic growth when the “miracle” of Japan’s remarkable economic recovery from the defeat of World War II attracted enthusiastic and curious attention from the outside world once again. It is not the intention of this book to directly highlight such historical transitions, but these forty-two brilliant mirrors (forty-one chapters, including forty-two discourses), even when looked in casually, provide us with unexpected insights and various perspectives. Shōichi Saeki (1922–2016) was Professor Emeritus, the University of Tokyo. Tōru Haga (1931–2020) was Professor Emeritus, International Research Center for Japanese Studies.

Safety and security problems in our society involve not only engineering but also social, legal, economic, cultural, and psychological issues. The enhancement needed for societal safety includes comprehensive activities of all aspects from precaution to recovery, not only of people but also of governments. In this context, the authors, members of the Faculty of Societal Safety Science, Kansai University, conducted many discussions and concluded that the major strategy is consistent independently of the type and magnitude of disaster or accident, being also the principle of the foundation of our faculty. The topics treated in this book are rather widely distributed but are well organized sequentially to provide a clear understanding of the principles of societal safety. In the first part the fundamental concepts of safety are discussed. The second part deals with risks in the societal and natural environment. Then follows, in the third part, a description of the quantitative estimation of risk and its assessment and management. The fourth part is devoted to disaster prevention, mitigation, and recovery systems. The final, fifth part presents a future perspective of societal safety science. Thorough reading of this introductory volume of societal safety science provides a clear image of the issues. This is largely because the Japanese have suffered often from natural disasters and not only have gained much valuable information about disasters but also have accumulated a store of experience. We are still in the process of reconstruction from the Great East Japan earthquake and the Fukushima nuclear power plant accident. This book is especially valuable therefore in studying the safety and security of people and their societies.

The term co-creativity is used in reference to both individual methods and overarching research approaches. Supported by a series of in-depth examples, the edited collection critically reviews the potential of co-creative research praxis to nurture just and transformative processes of change. Included amongst the individual chapters are first-hand accounts of such as: militant research strategies and guerrilla narrative, decolonial participative approaches, appreciative inquiry and care-ethics, deep-mapping, photo-voice, community-arts, digital participatory mapping, creative workshops and living labs. The collection considers how, through socially inclusive forms of action and reflection, such co-creative methods can be used to stimulate alternative understandings of why and how things are, and how they could be. It provides illustrations of (and problematizes) the use of co-creative methods as overtly disruptive interventions in their own right, and as a means of enriching the transformative potential of transdisciplinary and more traditional forms of social science research inquiry.     Description: This open access book presents a series of speculative, experimental modes of inquiry in the present times of environmental damage that have come to be known as the age of the Anthropocene. Throughout the book authors develop more nuanced ways of engaging with the environmentally vulnerable Arctic. They counter distancing, exoticising, and even apocalyptic imaginaries of the Arctic by staying proximate with mundane places and beings of the north. The volume engages and plays with familiar tourism concepts, such as hospitality, visiting, difference, care, openness, and distance, while expanding the focus from binary and human-centric approaches of hosts and guests to questions of wellbeing among multispecies communities. The transdisciplinary group of contributors share a curiosity about how staying proximate may provide theoretical depth and epistemological openings to attend to current tensions and to diversify the ways we do and enact research. Thus, each chapter provides a methodological experiment with proximity, developing diverse ways of envisioning and storying more-than-human worlds.

    Description: 'Mind the Gap!' is an almost iconic exhortation, originating in the London Underground, warning travellers to be careful when navigating the 'gap' between the platform and train. In this volume, Peter Carroll, Rex Deighton-Smith, Helen Silver and Chris Walker retrospectively assess the 'gap' — no less dynamic and perilous in a public policy context — between the promise and performance of successive waves of regulation in Australia since the 1980s. Regulatory bodies exist to exercise what might be broadly termed 'control functions' and, by nature, tend to be conservative both in their culture and operations. Institutional conservatism does not, of necessity, preclude the exercise of creativity and foresight, both of which are sorely required if government is to successfully meet the challenge of delivering more effective and less costly regulation. The business and policy environment is complex, the risks are great and the rewards of success and the costs of failure will be enormous. The true measure of success will be how effectively we are able to close the gap between promise and performance.

    Description: This history was undertaken to celebrate the 50th anniversary of the Geology Department at ANU, and to honour its founding professor David A. Brown. It includes contributions from some 100 former students outlining their career successes. This history was compiled by Dr Mike Rickard, a staff member of the Department of Geology from 1963 to 1997, who also served as Head of Department for seven years. He graduated BSc and PhD from Imperial College London in 1957 and has specialised in mapping the structure of mountain chains in Ireland, Canada, Norway, and southern South America. He also mapped volcanic rocks for the Geological Survey of Fiji. He taught Structural Geology and Tectonics and has supervised field work in south eastern and central Australia. After retirement he has taught U3A courses in Earth Science.

Our knowledge about the involvement of IOs varies significantly by policy fields, and we know comparatively little about the specific roles of IOs in social policies.     Description: I enjoyed reading this volume. It is rare to see such a comprehensive report on hard data published these days, especially one so insightfully contextualised by the editors’ introductory and concluding chapters. These scholars and the others involved in the work really know their stuff, and it shows. The editors connect the preoccupations of Pacific archaeologists with those of their colleagues working in other island regions and on “big questions” of colonisation, migration, interaction and patterns and processes of cultural change in hitherto-uninhabited environments. These sorts of outward-looking, big-picture contextual studies are invaluable, but all too often are missing from locally- and regionally-oriented writing, very much to its detriment. In sum, the work strongly advances our understanding of the early prehistory of Fiji through its well-integrated combination of original research and the reinterpretation of existing knowledge in the context of wider theoretical and historical concerns. In doing so The Early Prehistory of Fiji makes a truly substantial contribution to Pacific and archaeological scholarship.

    Description: This book investigates why collectivised farming failed in south Vietnam after 1975. Despite the strong will of the new regime to implement collectivisation, the effort was uneven, misapplied and subverted. After only 10 years of trying, the regime annulled the policy. Focusing on two case studies—Quảng Nam province in the Central Coast region and An Giang province in the Mekong Delta—and based on extensive evidence, this study argues that the reasons for variations in implementation and the failure and reversal of the policy were twofold: regional differences and local politics.

    Description: Acting on stage is a mode of performing an action, in the context of which the bodily aspects implicitly at work in acting reveal their own significance and power. This event can actualize a wound incarnated in human beings, because the actor acts and does not act at the same time and hence the concept of being ‘the doer’ unmasks itself as being illusionary. One could call it a kind of ‘symbolic death’ (Mueller), an ‘anthropological mutation’ (Agamben)––an event of great interest because of its highly ethical call.The book “Actors and the Art of Performance. Under Exposure” opens with a cascade of contradictory motives for becoming an actor. But, if theatre is no longer understood as a theatre of representation, then what takes place on stage is a transformation at play with truth, in which ethics are realized by the aesthetic. Insofar the book summarizes the attempt to explore and map guidelines of acting as being under the perspective of be-coming. That may sound fairly harmless in theory, but it feels anything but harmless when you experience it on your own body. For example, for being physical under exposure actors have to learn that there exists no fundamental dualism between mind and matter. Furthermore, actors are espoused to a dynamic shifting ground in the name of creativity. They have to carry the burden that the self is no sovereign identity as we generally suppose, but rather a threshold of permanent be-coming. One could call it the outstanding gift of acting. In the German language, gift means “poison”, in German ears the word has the double meaning of poison and present, thus expressing the fact that a gift is disturbing and blessing at the same time. Loaded with fear and joy as the crucial point of acting, which attacks and attracts actors and spectators most.

    Description: In this Open Access book, film scholar Rasmus Greiner develops a theoretical model for the concept of the histosphere to refer to the “sphere” of a cinematically modelled, physically experienceable historical world. His analysis of practices of modelling and perceiving, immersion and empathy, experience and remembering, appropriation and refiguration, combine approaches from film studies, such as Vivian Sobchack’s phenomenology of film experience, with historiographic theories, such as Frank R. Ankersmit’s concept of historical experience. Building on this analysis, Greiner examines the spatial and temporal organization of historical films and presents discussions of mood and atmosphere, body and memory, and genre and historical consciousness. The analysis is based around three historical films, spanning six decades, that depict 1950s Germany: Helmut Käutner’s Sky Without Stars (1955), Jutta Brückner’s Years of Hunger (1980), and Sven Bohse’s three-part TV series Ku’damm 56 (2016).

Of particular importance is the critical review of information about the kidnapping of Boon Wurrung people from the Mornington Peninsula.
