    Description: Poverty in Andalusia (sout hern region of Spain wit h a population of 8.411.205 inhabitants) affects 12,8% of its population. In this cont ext, the objective of this paper is to propose ways of reducing this situation of poverty extracted from various questionnaires to experts in the subject, following the Delphi Method. To achieve this objective, first of all, a de scription of the poverty data in Andalusia compared to Spain is provided; t he level of use of information and communication technologies in Andal usian households is deepened; the theoretical foundations of the Delphi method are devel oped to finally apply the Delphi method to the proposal of ways for the reduction of poverty in Andalusia and for the labor incorporation of Andal usian university students. The experts conclude that it would be necessary to create APPs for the information and training of potential worker s and entrepreneurs, both from the private and from the public spheres. They also highlight the need to make use of social networks with an orientation towards the employ ment relationship, encouraging the connection of companies and workers.

    Description: The aim of this paper is to identify the different shocks that could affect the current account in the argentine case, such as the terms of trade (the Harberger-Laursen-Metzler effect- HLM), supply shocks (productivity), demand shocks (real exchange rate and public consumption /current GDP) and the shocks on the production side of the economy. SVAR models with long-term restrictions and quar terly data covering the period 1994-2018 are used. The results of the impulse-response functions suggest the existence of the HLM effect for this country. Shocks in the terms of trade would initially affect to the current account positively, as the improvements in t he productivity and in the public saving (lower consumption).

    Description: Discusses evaluations to assess its relevance and usefulness to the Fomento Ganadero program in Yucatán from 2001 to 2013. Used a longitudinal non-experimental design in the form of trend where recollection (literature review and key informant interviews) and analysis of information (principles on meta-evaluation of Diaz and Pacheco) was sustained in a mixed approach, qualitative and quantitative. Found that the assessments made to Fomento Ganadero in Yucatan in the period of interest, were generally of low quality and very shallow in terms of internal consistency of its coherence, rules of operation, quality, effectiveness and efficiency, impact, focus and sati sfaction of their beneficiaries, i.e. that its coherence not expressed itself in operating rules that define with precision indices of efficiency and effectiveness that sought to achieve the program, in a focus around the priority activities and target population that would benefit in the State and, in the precision of the parameters of impact and sa tisfaction which sought to achieve.

    Description: In this research are analyzed, from the perspective of the diseconomies of agglomeration, the effects of environmental pollution in related diseases in the Metropolitan Zone of the Valley of Mexico (ZMVM). Spatial econometrics is used to verify the increasing effects of air pollution on the spatial distribution of deaths in the ZMVM in 2010. The results obtained allow to establish that there is a positive and significant spatial relationship of the pollutant emissions PM10, PM2.5, SO2, CO, NOx, COT and COV in the number of deaths in the ZMVM, especially in ischemic heart diseases. Also, the evidence obtained shows that in acute myocardial infarctions there is no direct relationship with air pollutants.

    Description: This paper investigates the impact of external price shocks on private consumption and investment and the sources of fluctuations in these variables, in the case of Argentina, employing structural VEC models (Structural Vector Error Correction) and quarterly data, covering the period 1993Q1-2017Q1. To that end, short and long-terms restrictions are imposed and five structural shocks are identified: terms of trade, consumption, investment, real exchange rate and unemployment rates. The results show, that both consumption and investment, respond positively and permanently to the external price shocks and are influenced positively each other: investment has a positive effect on private consumption and total consumption impacts on investment positively. A real exchange rate depreciated would have a negative effect on private consumption and investment, in the short term.

    Description: The aim of this paper is to analyze and highlight the structure and functioning of shadow banks as institutions that played a key role in the 2008 financial crisis, which may contribute to identify financial risks in the future. The interrelated growth of shadow banks through their balance sheets is the process that is identified as a mechanism of financial feedback that is transformed into financial fragility and endogenous Minsky-type finance. Shadow banks are the channel of transmission of international financial fragility and not the securitization and the instruments that emerged from this process (CDO, synthetic CDO and CDS) as has been argued. Shadow banks trade and create market for these instruments at the international level, so that the origin and prevention of the international financial crisis can take a broader and better explanation.

    Description: The issue of gender violence has an important historic and social dimension. The social development of the last decades has allowed us to overcome the old male patriarchal order, but the woman continues to suffer a subordinate and submissive position towards the man in many situations of daily life, violence being a habitual expression of this relation of inferiority. Thus, public intervention becomes an essential support in the evaluation of this problem because it defines the political measures necessary to achieve a more egalitarian society that results in a higher level of well-being. The main objective of this work is to analyze the resources of the Spanish Public Administration in relation to gender violence as well as its effectiveness. The public measures analyzed show that, despite the great advances in the development of effective social policies, there is still a long way to go in the fight against gender violence.

    Description: Using a quasi-experimental design with pooled cross section over time model, this paper explore the effect of the financial crisis known as the Great Recession on the labor supply in Ecuador. The remittances perceived declined due to the economic contraction in the United States and Spain, so the trade-off, between leisure and work, of the remittances perceivers might be affected. When household income decreases, labor supply increases that imply a reduction in leisure time in order to offset the decline of the income (substitution effect is larger than income effect). The model suggest that the probability of working additional hours for a individual who receives remittances rose approximately 5% with greater prevalence on men, single and persons with higher years of schooling.

    Description: The objective of this research is to examine the relationship between human capital and output in Ecuador through cointegration techniques. We use data compiled by the World Bank in the World Development Indicators (2017) and by Barro and Lee (2013) of the period 1982-2015. Despite the instability of education policies in this country, the results are consistent with the approach of the endogenous growth model developed by Lucas (1988). We find that human capital measured by literacy rate, and physical capital measured by gross fixed capital formation, have a stable long-term and short-term relationship with output in this country. Finally, we find that there is a unidirectional Granger (1988) causality from human capital to output and from human capital to physical capital. One implication of economic policy derived from this research is that an increase in investment in the labor force endowments can increase output and physical capital.

    Description: The idea behind the methodology proposed in this paper is to show the utilities that it can offer, a software tool to make recommendations to the banking users when making a claim against a bad practice from their banks or wish to make an inquiry in order to ascertain the chances of a favorable decision by the Bank of Spain to a complaint in progress. The methodology used described uses recommendation algorithms based on content filtering, using database annual reports of the Claims Service of the Bank of Spain.

    Description: The maximization of profit as the main objective of companies is being criticized from different forums, advocating for an economic system in which the achievement of social sustainability will play a leading role. In the banking sector, after the outbreak of the crisis in 2008, financial bailouts that have used public funds to save various entities have provoked a current of opinion about the necessary social role that banking companies must develop. In this article, a case study is carried out analyzing the role of Corporate Social Responsibility (CSR) in ABANCA, the financial institution with the largest presence in Galicia (northwest Spain), which has been rescued with public money, Identifying a series of objectives and actions carried out by said entity. The analyzes carried out show, among others, the importance of trust and transparency, as well as attention to intangibles.

    Description: The evolution of the Mexican fisheries policy has occurred in diverse political, economic and social contexts, which have had different connotations, specific to the moment in which they occurred, and always with the aim of achieving an adequate administration and management of this economic activity; for this reason, the present work approaches, at first, the conceptual framework that has the development of a public policy to detonate a sector of the economy; In a second moment, the description of six key historical moments in the construction of the Mexican fishing policy, that allow to understand its present state; and in a third moment, a concentrate of the inputs-outputs of each stage is made, which favor or limit the medium and long-term development of the fishing activity. This shows the situation of a sector with a broadly functional legislative framework, but in terms of implementation has multiple weaknesses and deficiencies so that administrations can maintain the development of the fishing sector in Mexico.

    Description: This paper aims to show a theoretical description of the integrative enterprises under resources-based view. The limitations of micro, small and medium enterprises is analyzed, and how integrative enterprises contribute to increased competitiveness through capacity development and integration of the resources of the associated firms; by using a qualitative method, it is found that the implementation of this model offers advantages to integrated firms that could not accomplish them by themselves.

    Description: Este trabajo tiene como objetivo estimar, analizar y comparar el comportamiento de los flujos de entrada y salida, y las probabilidades de transición instantáneas entre inactividad, desocupación y ocupación por grupos de edad (15-24 años, 25-44 años, 45-64 años y más de 65 años) en Venezuela desde el 2do semestre de 1997 hasta el 1er semestre del 2012. A tal efecto, se aplica la metodología empleada en Fernández y Montilla (2015) clasificando a la población por edades. Este trabajo encuentra que los jóvenes tienen mayor movilidad laboral que los adultos. Los jóvenes y adultos mayores tienen menor probabilidad de encontrar empleo y mayor probabilidad de salir del empleo, en el caso de los jóvenes pasando a la desocupación y los adultos mayores pasando a la inactividad.
    Description: This work aims to estimate, analyze and compare the behavior of input and output flows, and the odds of instantaneous transition from inactivity, unemployment and occupation by age group (15-24 years, 25-44 years, 45- 64 years and over 65 years) in Venezuela since the 2nd half of 1997 to the 1st half of 2012. For this purpose, the methodology is applied in Fernandez and Montilla (2015) classifying the population by age. This work finds that young people have greater mobility than adults. Young and older adults are less likely to find employment and more likely to leave employment, in the case of passing youth unemployment and seniors going to inactivity.

    Description: This paper analyzes the impact of external price shocks on fiscal policy in Argentina during the last two decades. The paper evaluates, through VAR models with long-term restrictions, the effects of the terms of trade, and the output gap, in revenues, expenditures and the primary fiscal deficit, for the period 1993-2015. The estimation results show that the fiscal policy would have been pro cyclical, since the expenditures and the primary fiscal deficit of the national government increased during periods of boom in commodity prices. The terms of trade and inflation rates would be more important, than shocks in the output gap, to explain the volatility of fiscal ratios, in the long run.

    Description: Este trabajo presenta un modelo multivariado para explicar la dinámica de tres fuentes de fondos de vital importancia para los países en vías de desarrollo, a saber: las remesas, la inversión extranjera directa (IED) y los ingresos provenientes de las exportaciones. El modelo fue estimado con datos de panel de ochos economías latinoamericanas: las seis que componen América Central y Colombia, y Venezuela. Los datos comprenden los años de1970 a 2013. La estimación arrojó resultados que sugieren que las tres variables forman un equilibrio de largo plazo, lo que pudiera indicar que comparten una estructura dinámica o una tendencia estocástica común.
    Description: This paper presents a multivariate model to explain the dynamics of three sources of funds of vital importance for developing countries: workers' remittances, foreign direct investment (FDI) and export income. The model was estimated using a panel data of eight Latin American economies: the six that compose Central America, Colombia and Venezuela. The data set covers the years 1970 to 2013. The estimation results suggest that there is long-run equilibrium relationship between the three series studied. This implies that remittances, FDI and export income, in these countries, share the same long-run trend.

    Description: This paper calculates the efficiency of senior residences in Saragossa and province by means of the Data Envelopment Analysis (DEA). The study of the efficiency has been divided in two stages: in the first one the efficiency of the productive system of senior residences is calculated and analyzed, and in the second one, the relation between efficiency and the quality in the service provided by residences. Results show a lack of positive correlation among these two variables. The aim of this paper is not only to analyze efficiency in residences located in Saragossa, but also to provide a methodology easy and useful for evaluating the service offered by this type of organizations.

    Description: Using an econometric model is analyzed the impact on income (as an indicator of competitiveness) of the degree of use of information and communication technologies by exporting Pymes operating in the State of Yucatán. Nine of the developed models explained properly and enough that the use of ICT with a proper training of systems users, a correct use value and an proper level of computer security influence significantly in the increase of the percentage of income that perceive exporting Pymes in the State of Yucatán; However, is showed up that who makes decisions in Pymes is unknown to the computerization process allows the organizational objectives and maximize the value of it to let work with greater efficiency, better ability to response, alignment to strategy and reduction in costs.

    Description: The existence of crisis processes recommends, following the Keynesian theory, the need for a degree of public intervention as a necessary factor for the management of imbalances caused in markets that require regulation, together with support and recovery policies. According to monetarist theory , this cyclical occurrence of crisis in the globalized economy is caused by an irrational use of factors of production, which means that, in periods of stagnation or recession , there are imbalances that the system itself is not capable of corrected through usual actions . Control models of credit risk in the banking sector should incorporate elements that take into account these factors.

    Description: This paper analyzes the link between the current account and the terms of trade, in the case of Argentina's economy. SVAR models with long-term restrictions and annual data covering the period 1986-2014 are used. The response functions suggest a positive reaction from the current account to shocks in the terms of trade (short term), supporting the existence of the Harberger-Laursen-Metzler (HLM) effect, while variance decomposition shows that the terms of trade account for about 18% of the variance of the current account, result similar to other developing countries

    Description: Present article is contextualized in an evolved market as the banking where there is a high level of competition that leads in many cases to the marketing of wide range of financial products based on limited information or untransparent, presence of surprise or unfair terms or other type of proceedings qualified as bad banking or unethical practices. The response from the Bank of Spain (supervisor) in favor of the claimants and against the actions of the financial institution is not binding so that entities may choose not to rectify its performance. An application of the fuzzy incidence matrix is carried out in order to detect and analyse a possible indirect correlations between the rate of complaints in customer's behalf not rectified by the entity and the levels of mistrust and sense of impunity that the bank client perceives from the Bank of Spain and financial institutions.

    Description: In this paper, the problems linked to renewable wind power energy production are analyzed and a model to define the variables in which the wind power business plan relies on is proposed. The viability plan shows that the shareholder's cash flows obtained in this kind of projects make it possible to face future investments with adequate returns, pointing to the renewable energy sector, in particular wind power as a strategic one within the Spanish economy over the coming decades.

    Description: This article aims to analyze the phenomenon of financial conservatism in firms' capital structures and relate it to their employment variation for a sample of Spanish companies during the 2007 - 2010 period. Financial conservatism consists of a low-leverage/high cash no-short-term capital structure policy. We use Jovanovic's model (1982) that relates growth, age and size, as used by Heshmati (2001), to which we add a dummy indicating financial conservatism. As the growth of a company is measured as its number of employees variation, what we are ultimately analyzing is how financial conservatism affects job creation. Evidence shows that a financial conservative policy is positive for job creation.

    Description: Migration movements in the south border of México with Guatemala, has motivated serious social, economic and politic un-stability in both countries. During the last decades of the XX-th century, the sites of the south zone have become in zones with high violence indexes, delinquency and migration, instead of being only riches tropical forests. A sample was selected using the connections among the migrants present in the studied zone. We used Correspondence Analysis for establishing graphically , the dependence and interdependence relations among the categorical variables using a contingency table, enhancing the identification of the relation of the structure, similarity and dissimilarity, proximity or farthermost among objects/individuals and attributes.. This technique allowed developing an analysis between origin-destiny of the migrants, with respect to the indexes considered in this study.

    Description: We present an investigation into two parts to assess the quality of the competitive internet websites of selected industries in the Basque Country. The ad hoc methodology developed for this research can be applied to other regional areas. Competitiveness is defined according to two measurable parameters, first, obtained position in the ranking of Google for each keyword to define a main product or function for customers and second, the SEO quality of each major element of content, such as title page, metadescription, PageRank and others. It shows the comparative or benchmarking of Basque companies in selected sectors with the ranking leaders in Google, in terms of SEO and social media use.

    Description: Our research is aimed at finding the optimization of the service provided to citizens, in order to avoid breakdowns in certain administrative services compared to other services that have low levels of activity. The algorithm applied (Branch & Bound) detects what branches of the tree (administrative sections and services) are not optimal ones and have to be pruned for the purpose of not continue wasting resources and processes in cases that are far from the optimal solution. The application of Stepping Stone method or Nortwest Corner allow us to complete the staff reallocation within each administrative section based on timing optimization.

    Description: The research is oriented to show the possible relation between to main and controversial aspects for the good functioning of a company, such as Corporate Social Responsibility (CSR) and Happiness at the Workplace. With that aim, and in the first place, we try to define, as clear as possible, both terms, from all the existing writings on the subject. Once defined, an exposition follows on the research done by different authors, with the display of the main results obtained though the application of two measuring tools for those concepts: the CSR Diagnosis Questionnaire and the Happiness at the Workplace Survey. These tools have been applied to thirty one companies in Seville and Cadiz in which the relationship between both concepts (Corporate Social Responsibility (CSR) and Happiness at the Workplace) has been established and measured.

    Description: Dornbusch’s exchange rate overshooting hypothesis (1976) is a central building block in international macroeconomics. This paper analyzes the effects of monetary and other macroeconomic shocks on the real exchange rate in the case of a small economy like Argentina. The paper uses SVAR models with short term restrictions, and quarterly data of this country, covering the period 1993-2014. Results show that a contractionary monetary shock generates an appreciation of the real exchange rate in the short term and then a gradual depreciation of this variable, as the hypothesis of Dornbusch suggests.

    Description: This paper analyzes from a long-term perspective, if the performance of the Mexican peso exchange, presents a recurring asymmetric behavior against the US dollar, and if that behavior has an influence on the potential use of financial derivatives by non-financial firms Mexican selected in the sample. This research question in light of the possible co-integration of the economic cycles of the Mexican and US economies and possible asymmetric the real exchange rate of the Mexican peso translation is studied. In the first part of the exchange performance of the Mexican peso is analyzed immediately cointegration of economic cycles of Mexico and the United States and its translation to the real exchange rate of the Mexican peso is studied subsequently analyzed the influence of behavior of the peso-dollar exchange rate in the consumption of derivatives by non-financial Mexican companies, after the results are presented, and finally some conclusions arise.

    Description: The goal of this research is to obtain a premium calculation principle, for the life business, based on a coherent risk measure, distorted probabilities with the Wang distortion function in the form of power, called 'Proportional Hazards (PH) Transforms'. It justifies the recommendation of Solvency II to increase or decrease, according to the type of insurance chosen, the mortality instantaneous rate and thus get an implicitly surcharged premium to deal deviations of actual claims regarding expected. Whole life insurance has been selected for this research, and the premium risk has been calculated for the four accepted laws of survival, such as the first and second Dormoy, Gomperzt law and Makeham law.

    Description: The low liquidity showed in the evolution of Alternative Markets for expanding firms has caused a great concern among practitioners. The debate arises: Is it this lack of liquidity a market maturity matter? Would liquidity arise itself with more companies going public and more investors trading? In order to answer these questions and better understand the liquidity phenomenon, we have applied a multivariate analysis over the shares of the listed companies at the Alternative Investment Market (AIM) of London Stock Exchange (LSE), which is considered the most developed alternative market all over the world. We have analyzed the evolution of the Turnover ratio in about 300 companies during five years following their Initial Public Offering (IPO). The results show that, although for most of the shares the turnover is not very high, a liquidity improvement occurs as time since IPO increases. This, lead us to consider that life cycle is influencing the liquidity of the expanding companies in the alternative market.

    Description: This paper present the trends in the financial performance and decisions making strategies about the closing and/or relocation of manufacturing industries based in Puerto Rico during the years 2005 to 2010. The paper point out a comparison in the financial performance between those companies that closed with those that relocated its business or closing for other reasons, such as terms of profitability indicators (net income, return on assets, return on equity, return on investment and Ebit margin) and liquidity (debt over assets, debt to equity and liquidity ratio). The sample was chosen through statistical reports manufacturers closing from the Workforce Development Administration of the Department of Labor and Human Resources of Puerto Rico. The financial data were obtained from the Compustat data base of Standard & Poor's. The paper conclude that the strategies for the relocation of activities was based taking in consideration to improve the competitiveness and financial performance, while the closing of operations could be aimed to improve the solvency and face up economics situations of these firms.

    Description: There is nothing new about the resurface on the debate of the expansion of the underground economy in times of crisis. It is a reiterated topic claiming that irregular practices in the economy are cushioning the social effects in times of economic depression. However, the extensive literature related to the issue, for almost half a century, is not conclusive about the possible countercyclical effect of unregistered activities. This paper reviews relationships between the submerged and the regular sides of economic system, in order to know if they evolve in the same direction or, on the contrary, you can see a counter-cyclical behaviour on the hidden side of the economy. It aims, therefore, to analyse this relationship, first reviewing the academic literature on this subject. Second, establish a set of rational conjectures about the dynamics of both sides of the economic system, registered and hidden, in an autonomous way and interacting between them, from the perspective of developed countries. This develops a line of research that relies on the definition of a function of cost-benefit, little used in academic literature, trying to draw any conclusion on the convergent or divergent dynamics of both, on a widespread basis. And here a function containing the different benefits that, might be expected, dipping subjects obtain from all or part of its business activity, as well as costs arising from this (economic, criminal or other nature) is built to identify the dynamics of both sectors at different stages of the cycle. The outcome is very difficult to evaluate quantitatively and it defines the economic incentive for breaching the barrier of the formality or regularity at each point in time and according to the situation. This function involves certain facts assessable in monetary form, and other difficult to estimate, but that, no doubt, contributes to define the profile of the transgression to the informal economy, such as the moral pressure of the social and economic environment in which the offender lives or the intensity of auditing for compliance with the rules made by the tax, labour and other authorities, etc. And, finally it comes to an empirical estimate that allows us to compare, through an estimated model of structural equations similar to the one developed by the Austrian Professor Schneider, the dynamics of the hidden sector of the economy in major European Union countries in the last decade, and it also allow us to observe the dissimilar behaviour in times of expansion and in moments of recession of the world economy. After that analysis, it can be observed a counter-cyclical behaviour of the underground economy. The direction of the relationship of the hidden economy with the economic growth, in principle reverse - which confirm its counter-cyclical nature - and the intensity of such a relationship are variables in the comparative analysis among countries, depending the outcome in each country on their economic, institutional and cultural characteristics. Such a conclusion updates some of the most relevant work carried out in the field of estimation of the underground economy, at the international level. And in spite of this, it is noted the low contribution of the economy submerged to the dynamics of growth of the whole economic system.

    Description: A risk map is a tool, based on various information systems, that aims to identify the activities or processes at risk, quantify the probability of these events and measure the potential damage associated with their occurrence. This kind of map provides three valuable contributions to a Manager: integrated information about company global exposure, summaries of the total economic value of the risks assumed at any given time, and tools to explore these sources of risk. The risk map is implemented in a graphic interactive dashboard, similar to a scorecard, able to emphasize abnormalities or deviations; it also allows the user to navigate trough all available data at different levels of disaggregation (drill-down). Concerning the company's financial problems, the map helps keep track of the key vulnerabilities - such as increases in the levels of nonperforming loans or exposure to a particular category of customers - and, in this sense, it can support the development of concrete strategies aimed to prevent financial failure. This paper extends previous evidences from banking and offers a metamodel of risk in non-financial firms, and a map specifically designed to monitor the key processes that lead to the events to insolvency and financial failure.

    Description: The recent international financial crisis has highlighted the role of real asset prices in the macroeconomic fluctuations of advanced economies. This paper analyzes the effects of some external and domestic shocks in the real prices of agricultural land in Argentina economy and compared the results with the situation observed in the United States. To this end, we used VEC models (vector error correction) and annual data covering the period 1960-2012. The estimation results show that real GDP would be the most relevant factor to explain the volatility in the land prices in Argentina, in contrast with the United States where the real interest rate would be the main factor. The estimates also include other macroeconomic shocks (international real prices of agricultural commodities, general price index, real exchange rate) to explain the variability in the real prices of these assets.

    Description: Miles & Snow's typology, along with Porter's, are the most popular and contrasted ones. They have been used in multiple researches for the characterization of the competitive and strategic behaviour of companies in different sectors. In this study we aim to describe the competitive profile according to the generic strategy of Miles and Snow (1978) in the companies of serigraphic impression and digital impression in big size in the Madrid region. In that aim we conducted an empirical study with a sample of 136 companies of the mentioned sector in the Madrid Region. In the descriptive analysis, based in the medium values provided by the executives of the companies to the different questions, we will find enough information to obtain the prevailing competitive profile (prospector, defender and reactor). At the same time, a series of minor goals and recommendations have been established. The minor goals consisted in determining the relation between the size, the age and years of career of executives with the competitive profiles of Miles and Snow (1978). The results obtained show that the companies orient themselves towards an analyzing profile, that invests on machinery, but due to the crisis and the permanent evolution of the sector, analyzes in detail the risks.

    Description: In this paper we study the possible effect it may have concerning the use of financial derivatives in the evolution of the share price of Mexican non-financial corporations, whether such contracts are used for hedging financial risks or for trading. The first part is a review of the literature to analyze work they have done to date others, then studied at 25 non-financial companies listed on the Mexican Stock Exchange and are part of the Price Index and Quotes. Using a statistical model has been contrasted and tested the hypothesis, confirming that the use of financial derivatives has a significant positive influence on stock prices of companies.

    Description: The current economic crisis makes harder to get a job. Also, certain groups have more difficult due to other factors such as social mistrust. It's the case of people who leave or are about to leave a prison. Therefore, we analyzed the employability of prisoners serving grade 3 in Galicia. Our paper shows a qualitative analysis based on face to face interviews with prisoners and those at grade third whom managed to get a job. The objective was to analyse the kind of the jobs obtained, and to analyse the most significant difficulties to get their target. Results achieved are a mix, depending on individual characteristics of each one of ex-prisoners, but we have found that the availability of a strong social and family network is a key point for the successful job search

    Description: This article aims to identify the most relevant variables that allow through a neural network model (RNA), with supervised learning, in a kind of error correction and feedforward perceptron multilayer architecture to achieve the best predictors of low risk, in the process of microcredit. Academic studies on the topic are limited, since the raw material for your application, in most cases is not made public. This information (databases), it becomes an intangible asset for financial institutions, who permanently develop methodologies for the grant, being the essence of your business, in managing risks. Also implies that, according to the experience every time record is unique and particular and universal cannot make the application of a model. Information was available on the behavior of one hundred and sixteen thousand borrowers in a horizon of three years, after debugging. The study found that the selected model (M105), provides a better estimate of borrowers classified as Hazardous with a 38.8% and an overall 58.5% correct. In the case of borrowers 45,953 presented to the network as Risky, failed to qualify in this category to 17,853. Also there is a wrong classification rate of 61.1%, corresponding to 28,100 borrowers. That is, the number of borrowers classified as Not Hazardous.

    Description: People who do not have access to the financial system also saved. In this work we explain the most commonly used forms of savings who have no access to formal banking. As we shall see, the form of savings varies from one culture to another, from one country to another and from one circumstance to another. Currently, global emerging micro-savings or savings of small amounts of money in microfinance institutions (MFIs), these institutions, and most were born like NGOs specialized in the provision of microcredit. Among the objectives of the study is to figure out whether, from a financial standpoint, the savings of poor people are at different risks depending on the MFIs in which they conduct their deposits.

    Description: This article evaluates the presence of dynamic inconsistency on decisions of discretionary environmental policy, and its incidence on social welfare. It is assumed that an environmental authority minimizes a social welfare loss function controlling freely - on each period - a tax rate by unit of contaminant product in its objective of reduce the quote of industrial production and increase the welfare. In a scenario of rational expectations on the tax rate is confirmed the occurrence of an instrumental bias that separated the optimal results from the social desires. In addition, with a positive exogenous and stochastic shock on the stability of policy decisions - some kind of favorable and unexpected news - the tax burden will be reduced and the industrial supply becomes promoted. At that moment, if the optimum tax rate is lower than the demanding social tax rate, there will be pollution beyond the socially tolerable. To eliminate the bias, it will be necessary to reach a cooperative solution where the environmental authority adopts the commitment to apply an optimum policy on each period, with a long-term vision, and where the society form its expectations in accord with the commitment.

    Description: The personal features involved in the incorporation into the labour force are studied, together with how this incorporation is carried out in Galicia. Three logistic regression models are built with this purpose. The first one is an economical activity model, where the probability that a person of working age will be economically active is estimated. The second one is an employment model, where the goal of estimation is the probability that an economically active person will become employed. The last model is a hired hand employment model, which is focused on the probability that an employed person will become a hired hand worker. It is obtained from the empirical analysis that sex is the most relevant feature, and that the effect coming from other variables on the probabilities under study, also depends on sex.

    Description: It assesses the efficiency of the drinking water system for the station of Pisté, Yucatán; analyzing solution alternatives and determining the desirability of making the respective expansion and improvement projects. The work was based on the elaboration of a logical framework matrix of the alternative which resulted from the combination of the projects that address the problems identified which was analyzed in accordance with the theoretical framework of the socio-economic evaluation of drinking water projects proposed by the Studies Center for the preparation and socio-economic evaluation of projects (1977). Calculations of the evaluation were carried out by applying the principles proposed by Iturri (2009) and Gala (2004) with net flows to compare costs and legitimately attributable to the alternatives proposed benefits. It was found that, the evaluation shows that the poorest people of Piste (83 families where isn't the drinking water network) is that pays higher costs to obtain water for consumption ($ 15.07 per cubic meter of water); with the project these inhabitants would pay $2.45 per cubic meter. For its population the more cost-effective alternative from the social point of view, is to carry out jointly the expansion of the distribution network and the construction of the elevated tank, as the profitability of the project indicators reveal a net present value of $67,975 with an Internal rate of Social return of 13.01%, ensuring a service of continuous supply (of 100 lt/hab./day from 2009 until the year 2028). And that the project will have to incorporate the component of the pricing of the service, given that this benefits increase at a 33.88%, due to not waste water, nor propelled the clandestine connections.

    Description: This study shows the pattern of manufacturers in Puerto Rico which have closed or relocated somewhere else, and their relationship with governmental incentives to set up those plants in governmental buildings over the period 2005-2011. Data was obtained from statistical reports on manufacturers from the Workforce Development Administration belonging to Puerto Rico Labor Department. The information regarding property deeds (land and building) was obtained from statistical reports on rental files from Puerto Rico Industrial Development Company. Data suggests that companies have been relocated to different countries in the last few years, either to countries with intensive workforce (e.g. Mexico and Dominican Republic) or intensive technology (e.g. Singapore and Canada). Moreover, multinationals's work transfer have a significant impact on the re-evaluation of the incentive strategy for economic growth in Puerto Rico. Over 50% of the companies which have transferred/closed operations had that type of incentives. This means that strategies involving incentives on building rentals are not strong enough to retain manufacturers in Puerto Rico.

    Description: Firms of traditional sectors as artistic ceramic have occupied a marginal position in the literature about innovation, despite its relevance in the production and employment in the sectors and places where are located. But even in these industries it is possible to find innovative firms that can be a driver of their sectors and local environments. To analyze the characteristics of the innovations generated in seven selected firms of artistic ceramic sector -with different specializations and locations- and the drivers of their innovation process is the aim of the research that it is summarized in this article. The main conclusions are that, in this sector, the innovation is a result of the interaction among different actors in search of the tacit knowledge transmission and is underlined that the handcrafter attitude is determinant in the new skills absorption. Therefore, it is recommended a public action for fostering the actors' interaction.

    Description: In this article, premium risk concept is used to value the cost of water uncertainty for a risk adverse farmer in the Segura Basin. The obtained estimation would proportionate the increment in the willingness to pay for a more secure resource. This calculus can be taken into account by authorities by deciding the construction of determined hydraulic infrastructure. It can be also useful for insurance companies because water variability can be a component of an agrarian insurance.

    Description: This paper focuses on the problems posed by the uniform price and market cream skimming in a context in which the incumbent is restricted asymmetric prices and products and analyzes the risks of a graveyard spiral process. We point that the price elasticity of demand, the brand loyalty and the adoption of policies promoting competition in the long term versus short-term approach can mitigate the financial problems of the universal service obligations (USO). Also, with the same objective we examined the role of a hypothetical relaxation of the universal postal service standards in the current context of rapid replacement of traditional mail by modern telecommunications.

    Description: The paper provides a review of laws and other actions that have been undertaken in recent years in Argentina to improve education. Review is focused on the Province of Tucumán, where he studied education policy and some of their results. It analyzes the contents of the Federal Education Law No. 24,195, the Education Funding Law No. 26,075 and the National Education Law No. 26,206. Important laws of recent educational history and have proven to have power. It is emphasized that the Federal Law (1993) and National Law (2006) set extensions in the compulsory years of education reaching more people. Aimed at boosting both equity and quality in education. While the Finance Act (late 2005) was a powerful tool that served to increase resources for education, science and technology. Increases would be shared between the provinces and the nation. The study noted that over the years 90 and since 2003, after overcoming the strong socio-economic crisis facing Argentina in the provinces and the nation the authorities reacted to the state of education, making significant efforts to try to improve, that is of quality and compliance with the number of days of scheduled classes, which incorporate more of children and youth and lower age at school. And it is proposed to introduce new technologies. That in Tucumán, as in the other provinces, even serving more number of students, investment in education has grown in real terms, showing a considerable increase in spending per pupil in real wages of teachers.

    Description: Since the crisis of late 2001 and early 2002, one of the themes that characterized the state agency was the intensification and diversification of government initiatives aimed at creating conditions and opportunities for reintegration of the unemployed population by implementing a complementary way care plans, a series of social programs designed to encourage, through subsidies, the development of productive activities among the unemployed. This paper aims to describe the organization of productive enterprises between unemployed in the municipality of Famaillá, Tucumán - Argentina, identifying the main difficulties impeding the normal development of such enterprises.

    Description: Orthodox and heterodox economists have promoted different liberalization measures in the economy in accordance with its vision for agriculture and manufacturing sectors. In this paper, we try to determine the impact of external terms of trade and domestic (the latter considers foreign trade policy) on the product of both sectors and unemployment rates. To this end, we use SVAR models with long-run restrictions and quarterly data for Argentina's economy, covering the period 1993:1-2011:1. It is noted that the variance of agricultural GDP is mostly explained by shocks in the external terms of trade, unlike manufacturing GDP which domestics are more relevant (other than their own shock). Moreover, the volatility of unemployment rates responds more to shocks in manufacturing GDP and in the domestic terms of trade.

    Description: The industry of the bovine meat is important in the economy of the Argentine Republic for being an activity with old tradition, has a world-wide recognition of quality and it constitutes a source of currency entrance by exports. The sector counts with comparative advantages for the production because the country has a great variety of climates and had abundant natural resources but, it had a low advantage of these comparative and competitive potentials advantages in spite of constituting an activity that was developed in parallel with the history of the country. Brazil on the other hand is like a great strategist to take advantage of the own ones, and in a few years it obtained a position superior to the one of Argentina although it has not been able until now to obtainng the quality of the meats of Argentine Pampas. With the aim to demonstrate the evolution in the gains of competitiveness of Brazil respect to Argentina we use indicators recognized in the economic bibliography. With respect to the determinants of this process, an analysis begins in this work that will have to be deepened in a later stage. -

The responses of companies wasted no time in recent years have proliferated and Social Responsibility Reports and Sustainability reports. This study is an invitation to debate on social responsibility and their ability to become certified. The conclusions suggests that the socially responsability of the companies does not need to be assessed and certified as such.

    Description: After the bankruptcy of Lehman Brothers, in September 2008, there was huge stress in the financial markets. In the money markets, the Eurosystem had to adopt measures providing liquidity to banks in order to avoid the collapse of the interbank market. In this work we analyze the changes in the ways of injecting liquidity in the system, within a context of serious economic and financial crisis. With decreasing interest rates, there had been a radical transformation between October 2008 and mid 2009. The longer-term refinancing operations reached the first position, removing the main refinancing operations, while was enlarged the list of securities as collateral, and an increasing number of banks resorted to liquidity auctions. If the ECB decides to limit longer-term financing auctions, adapting them to its usual monetary policy procedure, it will be of great interest the analysis of the current debt of the banks with respect to the ECB.

    Description: We analyze the role played by the e-business in retail travel agencies in Merida, Yucatan, and its components and impact, focusing on competitive sale of tourist products made by these agencies. Virtual agencies in Mexico still need a real link with their customers and this is only achieved through traditional travel agents. That in the case of retail travel agencies in Merida, e-Business is fulfilling the function of serving as a means of connectivity between users and servers of tourist products, but not with the functions of: connecting the value chain among these businesses, their suppliers, partners and customers, to reduce their costs, nor to penetrate market segments or niches profitable for them. That these agencies in a number of cases, do not have the necessary resources in e-business or have failed to apply them to gain a competitive advantage over their competitors. And, since the chances of these companies are limited by the current strength of resources and capabilities (median availability of a website, little or no staff training, lack of skills and knowledge of staff, among others), it is not possible to implement them a competitive strategy.

    Description: In this work we study the effect on the current expending of different models of managing the university budget, establishing different expenditure control policies, both in the way of managing and when introducing technological improvements. A panel data of expenditures in several basic resources for teaching and researching (electricity, telephony and water) is analysed, for a period with several changes in the model of managing. With the joint analysis of those data and the usual variables to quantify the university activity, we deduce what kind of management changes may improve the expenditure efficiency.

    Description: The objective of this study was to test the hypothesis of relationship between learning ability and use of the Internet for information search and development of new learning.
