Description: Management emphasis on system safety in the rapid transit industry includes the granting and use of funds by the Federal Government according to systematic analysis of safety hazards in advance. Likelihood predictions that those hazards will be activated by exposure of the system to a system failure, a human error, external conditions, or combinations of these aspects determine alternatives to the assumption of risk and recommend corrections before the system is operational. Rigorous safety analyses are projected to assure operational safety for prolonged periods under varied maintenance conditions; these analysis encompass station accident possibilities as well as train-person collisions, car equipment and design, traffic control systems, and tunnel design problems.

Description: The systems theory is discussed in relation to safety management. It is suggested that systems safety management, as a new discipline, holds great promise for reducing operating errors, conserving labor resources, avoiding operating costs due to mistakes, and for improving managerial techniques. It is pointed out that managerial failures or system breakdowns are the basic reasons for human errors and condition defects. In this respect, a recommendation is made that safety engineers stop visualizing the problem only with the individual (supervisor or employee) and see the problem from the systems point of view.

Description: The results are presented for a systematic investigation on the use of anhydrides to prepare stable elastomeric materials for space use, under mild reaction conditions. The three anhydrides investigated were found to provide effective chain extension of hydroxy-terminated poly(alkylene oxides) and poly(butadienes). These were tetrahydrofuran tetracarboxylic dianhydride, pyromellitic dianhydride, and benzophenone tetracarboxylic diahydride. The most effective catalyst investigated was ferric acetylacetonate, which resulted in chain extension at 333 K (60 C). One feature of these anhydride reactants is that they are difunctional as anhydrides, but tetrafunctional if conditions are selected that lead to reaction of all carboxyl groups. Therefore, chain extension can be effected and then followed by crosslinking via the residual carboxyl groups.

Description: The research design and imagery utilization for urban applications of remote sensing are reviewed, including the combined use of sensor and census data and aircraft and spacecraft sensor platforms. The related purposes of the Census Cities Project are elucidated: (1) to assess the role of remote sensors on high altitude platforms for comparative study of urban areas; (2) to detect changes in selected U.S. urban areas between the 1970 census and the time of launching of an earth-orbiting sensor platform prior to next census; (3) to test the satellite sensor platform utility to monitor urban change and serve as a control for sensor image interpretation; (4) to design an information system for incorporating graphic sensor data with census-type data gathered by traditional techniques; (5) to identify and to design user-oriented end-products or information services; and (6) to ascertain what organizational capability would be needed to provide such services on a continuing basis. A need to develop not only a spatial data information system, but also a methodology for detecting and interpreting change is implied.
